The COVID-19 pandemic has changed the way of living of many people across the planet. In the beginning of the pandemic, when the strict lockdown was implemented, numbers of individual were encouraged to work from home. In the city living, high rise living was apparent and became a global phenomenon. This paper evaluates natural ventilation performances of existing apartment units in Jakarta, Indonesia by measuring the indoor temperature, indoor airflow and relative humidity. This research studied three different apartment units in Jakarta in the form of single-sided ventilation or cross ventilation. This study conducted by field test measurement on three different apartment units across Jakarta with various natural ventilation strategy and room volume. Statistical analysis was carried out to investigate the relationship and influence between the results of field test measurement and external weather data collected from ERA5. The results of the analysis suggested that external weather influence the indoor air condition, especially indoor temperature where significant influence was apparent. The COVID-19 pandemic has forced cities worldwide to implement social distancing on a large scale and even lockdowns. City lockdowns are considered a public health policy to reduce virus spread and at the same time to protect vulnerable groups of the population. However, studying the implications of city lockdowns on urban populations' mental and emotional wellbeing has been widely neglected. Using a case study of Indonesia's capital and the largest metropolitan area of Jakarta, this study investigates the temporal dynamics of emotions experienced by the citizen during two months of city-scale lockdown. This paper uses Twitter text data as the source for emotional analysis with almost 9000 tweets. The study suggests that positive emotions were more common than negative texts across all periods under study, with lockdown acting as momentum for enhancing family gatherings and serving as a reminder of the importance of health, as the common positive emotions identified. The study provides evidence on the possibility of crowdsourcing data such as Twitter as an alternative source of data for urban analytics that allows researchers to understand the effect of activities and events in a certain location on its citizens. The SARS-CoV-2 outbreak that started in China created COVID-19 pandemic all around the world. This pandemic is declared as a world health crisis by the World Health Organization in 2020. In response to this pandemic, many countries have been conducting various measures to manage the spread of the disease employing lockdown, contacts tracing, and massive testing. As the vaccine and medicine for this virus are under development, the governments all around the world can only apply non-curative measures. With many considerations, especially in the economic sector, governments seem hesitant to apply extensive control measures and this results in a considerable financial loss. In this paper, a generic mathematical model with thirteen compartments is developed, of which it is equipped with five control measures namely quarantine, active carrier identification, recovered individual identification, past infection identification, and medical treatment. We employ the COVID-19 outbreak in Jakarta as a study case to evaluate a series of control scenarios. Optimal control approach is used to find the best control strategy in managing the pandemic. It is suggested that adding the efforts on testing policy and medical treatment 40 days after the first confirmed infection is the most cost-effective strategy with the number of death decreased as much as 60.21 percent of the death cases under initial control strategy. The COVID-19 pandemic has greatly affected the lives, health, and social well-being of people globally including presenting special challenges in low to middle income countries for people living with HIV. This study investigates the pandemic experiences of the four key HIV-positive populations in Indonesia: men who have sex with men, transgender women, female sex workers, and people who use drugs. In-depth interviews were conducted with a convenience sample of 22 key population members recruited through 9 nongovernment HIV agencies in Jakarta and Bali, Indonesia. Indonesia's Large-scale Social Restrictions Policy mandating physical distancing and stay-at-home orders had been in effect for 7–10 months at the time of the interviews. The interviews were audio-recorded, transcribed, and coded using NVivo™ (R1.7) software. A grounded theory approach identified key concepts along with similarities, differences, and reoccurring patterns of COVID-19 lived experience among participants. Participants recounted the impact of both the pandemic and the Restriction Policy on their interpersonal, financial, medical, and psychosocial well-being. When in need, they turned to formal and informal sources of financial and social support plus their own resourcefulness. Along with other factors, HIV medication shortages, HIV and COVID-19 related stigma, and fear of acquiring COVID-19 negatively impacted their antiretroviral adherence and the use of health services. The results point to the latent consequences of government attempts to curb a pandemic through public health lockdowns and enforced policies of physical separation. Its findings reveal the importance of ensuring that public safety nets for HIV key populations are available to supplement more informal personal sources of needed support. [ABSTRACT FROM AUTHOR]

Solid waste management is a complex issue, and this was especially true during the COVID-19 pandemic in Indonesia. Several challenges related to this issue emerged because of the pandemic, during which countries with limited resources heavily relied on community participation. This study investigates the factors that contribute to the collective action of urban communities in waste management as a solution to raising awareness. This study adopted a quantitative method that incorporated four independent variables and one dependent variable with a 4-point Likert scale questionnaire. The data were collected through a survey using a purposive sampling method. The data collected are proportional because there is no sampling frame in this study. An analysis of the 200 samples collected in Jakarta reveals that community participation, social norms, social influence, and socioeconomic status impact collective action. However, the result from an ordinal regression analysis only shows community participation and social influence as significant variables with corresponding odds ratios of .263/.379 and .053/.168 for every one-unit increase. This study concludes that higher community participation and social influence will likely affect people's collective action in waste management. Policies and programs incorporating community participation and social influence can be implemented based on the findings to tackle waste management awareness issues. [ABSTRACT FROM AUTHOR]

COVID-19 pandemic was reported to modify people's behaviour in using public spaces and accessing services. This fact has become a critical input related to future city development strategies, space arrangements, and the implementation of smart city. Therefore, this study aims to 1) Identify efforts in several cities during COVID-19 pandemic, specifically concerning the use of public spaces and services, and 2) Compile the outlines of future urban planning strategies after the pandemic. The aspects related to the use of Information and Communication Technology (ICT), space arrangement, and urban environment are discussed. The analysis is based on case studies in four capital cities, namely Jakarta, Paris, Bucharest, and Canberra. Furthermore, field observations and in-depth interviews are used to emphasize changes in the function and use of public spaces and services during and after the pandemic. The result shows that differences and common elements configure the transformations of urban spaces since changes in the use of public spaces are closely connected to efforts to combat the pandemic. Meanwhile, in public services, changes are associated with the increasing use of ICT and Internet of Things (IoT). In the future, cities need to show their visions according to the local conditions supporting better spatial arrangement and management of urban environment due to ICT and IoT prominence. The Covid-19 pandemic has had impacts on various aspects of human life, particularly economic activities. In response to this situation, the government issued an income tax incentive policy for employees borne by the government (PPh 21 DTP) to maintain the purchasing power of the community, especially for employees during the pandemic. Until the end of 2020, the realization report of this incentive utilization was still low, reaching only 29.8% of the budget ceiling. This study aims to evaluate the PPh 21 DTP tax incentive policy using Dunn's policy evaluation criteria (2004). Policy evaluation covers aspects of effectiveness, efficiency, sufficiency, fairness, responsiveness, and accuracy. This research also outlines the supporting and inhibiting factors in utilizing this incentive. The research approach used is qualitative with qualitative research methods. The data analysis technique used is qualitative data analysis technique. The types of data used are primary and secondary data through in-depth interviews and literature review. The research concludes that the evaluation of the PPh 21 DTP tax incentive policy in the trading sector in DKI Jakarta has not met Dunn's policy evaluation criteria. This research result indicates that the policy is not fair, responsive, and accurate enough, thus not aligning with the goal of increasing community purchasing power. In order to encourage the optimization of incentives, the government should emphasize the benefits from the perspective of businesses as parties carrying out administrative obligations in utilizing the PPh 21 DTP incentive. The COVID-19 outbreak has emphasized the importance of leadership style in achieving organizational performance. It also implies changes in administrative processes to remote working, impacting employee activities, and performance. Employee performance is one of the aspects that might influence a company's success. If employees are productive and provide high-quality work, the company's performance will increase. This study aims to analyze the effect of Transformational Leadership and Remote Working on Employee Performance during the COVID-19 pandemic. This study was conducted by performing a questionnaire distribution survey and acquiring 136 respondents. The research was conducted on a Jakarta area company that had implemented Remote Working. The number of samples in this study was determined using a simple random sampling procedure, in which the sampling was done at random without consideration for the population's existing strata. This study uses a quantitative approach method based on factual data and research data in statistical figures related to concluding research problems. The source of data in this study is primary data that was directly obtained from sources without going through intermediaries. This study shows that Transformational Leadership has no significant impact on Employee Performance during the COVID-19 pandemic, and Remote Working has a significant impact on Employee Performance during the COVID-19 pandemic. Background: Understanding the actual prevalence of COVID-19 transmission in the community is vital for strategic responses to the pandemic. This study aims to estimate the actual infection of COVID-19 through a seroprevalence survey and to predict infection fatality rate (IFR) in Tanjung Priok, the hardest-hit sub-district by the COVID-19 in Jakarta, Indonesia. Methods: We conducted a venous blood sampling (phlebotomy) to 3,196 individuals in Tanjung Priok between Nov 23, 2020, and Feb 19, 2021 to detect their antibodies against SARS-CoV-2. Using an enumerator-administered questionnaire, we collected data on the respondents' demographic characteristics, COVID-19 test history, COVID-19 symptoms in the last 14 days, comorbidities, and protective behaviours during the last month. We employed descriptive analysis to estimate the seroprevalence and IFR. Findings: The prevalence of Antibody against SARS-CoV-2 was 28.52% (95% CI 25.44–31.81%), with the result being higher in females than males (OR 1.20; 95% CI 1.02–1.42). By the end of the data collection (February 9, 2021), the cumulative cases of COVID-19 in Tanjung Priok were reported to be experienced by 9,861 people (2.4%). Those aged 45–65 were more likely to be seropositive than 15–19 years old (OR 1.42; 95% CI 1.05–1.92). Nearly one third (31%) of the subjects who developed at least one COVID-19 symptom in the last 14 days of the data collection were seropositive. The estimated IFR was 0.08% (95% CI 0.07–0.09), with a higher figure recorded in males (0.09; 95% CI 0.08–0.10) than females (0.07; 95% CI 0.06–0.08), and oldest age group (45–65) (0.21; 95% CI 0.18–0.23) than other younger groups. Conclusion: An under-reporting issue was found between the estimated COVID-19 seroprevalence and the reported cumulative cases in Tanjung Priok. In times of crisis such as a pandemic, local governments serve a pivotal role as first- hand responders in managing emergencies in local areas, with the expectation of an effective policy to implement. Notwithstanding, there are limited literature studies of emergency management on local governments, concentrating on identifying policy effectiveness by the implementation in the field. This article emphasizes the effectiveness of local policy implementation in managing the emergency of the COVID-19 pandemic in the Jakarta area, with the centralization on Large-Scale Social Restriction as the case study. The objective is to provide lessons related to coronavirus for the government to evaluate future policies. Using secondary data analysis as a method, the findings would diagnose the empirical stratum of the local government's implementation in handling COVID-19, which defines the policy's effectiveness. The validity of the data was determined by comparing provincial government policies to central government (Presidential and Ministry policies), and the mass media as a portrayal of the field situation. The result of this analysis is intended to propound insights to public managers in the hope of receiving a more profound comprehension of their possibility and improving their enactment in handling a crisis. Covid-19 is a coronavirus 2 (SARS-CoV-2) pandemic initially detected in Wuhan, China, in December 2019 (Avula et al., 2020). However, Covid-19 has spread worldwide and is declared a world epidemic by the World Health Organization (WHO). Covid-19 has shown tremendous effects in developed countries, including the United States, Spain, Italy, France, and Germany. Globally, the number of Covid-19 cases is rising, leading numerous countries to take preventive steps in the face of the pandemic. Office areas are one of the places for the spread of Covid-19, especially for office workers with a high potential risk of Covid-19 infection. The Theory of Planned Behavior is the employed research model, analyzing the workers wearing masks by office workers during the Covid-19 pandemic. The model was empirically evaluated by administering questionnaires data to sampling office workers in DKI Jakarta and its surroundings. Samples of 155 person office workers were collected using random sampling from blast digital format questionnaires via social media and chat applications. The TPB standard questionnaire is a data collection instrument with modifications based on the objectives of the study. This study examines the intention among office workers to use the mask that predicts worker's behavior using the Theory of planned behavior. The data obtained from the survey were analyzed using the Partial Least Squares Structural Equation Modeling (PLS-SEM) methodology, a multivariate statistical tool. The data reveal that intention displays more than 48 percent for workers' mask-wearing behavior in the office during the Covid-19 Pandemic. Surprisingly, the Theory of planned behavior (TPB) constructs involving subjective norms do not significantly influence the worker's intention to use the mask. We reported the result of our study on the impact of Large-Scale Social Restriction (LSSR) phases due to the COVID-19 outbreak on the air quality in Jakarta. Specifically, this study covered the change of Air Quality Index (AQI) based on five pollutants, PM 10 , SO 2 , CO, O 3 , and NO 2 , contained in Jakarta's air before and during LSSR. The AQI data were provided by the Ministry of Environment and Forestry, Indonesia, from January 2019 to December 2020 at five different locations in Jakarta, with missing data for March and September 2020 due to unknown reasons. These data were grouped into the period before the LSSR from January 2019 to February 2020 and the period during LSSR from April 2020 to December 2020. In order to measure the change in the air quality of Jakarta before and during LSSR, we ran a chi-squared test to the AQI for each location and LSSR phase as well as paired one-sided t-test for the seasonal trend. The result of this study showed that, in general, LSSR improved the air quality of Jakarta. The improvement was mainly contributed by reduced transportation activities that were induced by LSSR. Further analysis on the seasonal pollutants trend showed a variation of AQI improvement in each phase due to their unique characteristics. [ABSTRACT FROM AUTHOR]
