In China, there exists a huge debate for a long time on whether a double dividend, reducing pollution emissions and boosting employment, can be achieved by intensifying environmental regulations. In this paper, we use two data sets on provincial environmental legislation and Chinese manufacturing firms during 1998–2013, to estimate the impact of provincial environmental legislation on the firms' employment growth with a difference-in-difference (DID) model. Results showed that (1) after the implementation of environmental legislation, the employment growth of regulated manufacturing firms decreases significantly by 3.07%, and this result is robust to alternative tests. (2) Local environmental legislation reduces employment growth mainly via the influencing mechanism of the firm's entry and exit, export, and innovation. (3) The local environmental legislation has heterogeneous impacts on employment growth in different industries and different regions, and the estimated effect is more obvious in high-pollution industries and areas with strong enforcement. (4) Environmental legislation significantly improves job destruction and reduces job creation, resulting in a − 3.86% job net increase. Due to the long-term implementation of extensive economic growth mode, China's ecological environment has been deteriorating since the 1990s, and environmental pollution has attracted more and more social attention. Until 2013, the Communist Party of China put forward 'ecological civilization', and building a beautiful new China with harmonious coexistence between man and nature has become an important development strategy. Meanwhile, starting from the implementation of the Two-Control-Zone policy in 1998, China has implemented numerous environmental policies in just ten years. These environmental policies have greatly improved the quality of China's ecological environment, but their economic effects have been controversial. Given the special historical period, this paper helps assess the impact of Chinese environmental policies on employment and provides a more objective policy evaluation and implications for improving existing laws and regulations to achieve higher social welfare. To achieve this goal of balancing the improvement of the ecological environment and high employment level, environmental policies firstly should be flexible to ensure that the environmental standards follow the firm's characteristics and regional characteristics to avoid "one size fits all". Particularly, for regions with poor economic development or having a single industrial structure, the implementation cycle of the environmental policies should be extended to ensure that they have enough time to achieve industrial restructuring and complete the environmental protection goals. Secondly, we find that environmental legislation hurts employment growth by limiting export decisions, so the government should use multiple channels to stabilize export when implementing environmental legislation. Thirdly, technological R&D and innovation play an important role in the effect of environmental legislation on firms' employment growth. Therefore, the government should provide a more flexible environment for firms' R&D and innovation with appropriate fiscal policies and technical support. [ABSTRACT FROM AUTHOR]

The approach to regeneration and levelling up has to be outcome-led, based on measurable goals that reflect improved living standards over the longer term. It requires policy that supports long-term commitment to regeneration projects from the private and public sectors. The government's long-awaiting Levelling Up White Paper has arrived, and while there are some encouraging steps, more will be required to deal with what is a complex problem. Ports play a significant role in facilitating international trade and economic development, serving as vital gateways for the movement of goods across the continent and beyond. As global trade volumes continue to rise, efficient port operations hold the potential to not only enhance economic growth but also contribute significantly to job creation across various sectors of the economy. This paper examines the impact of container port throughput on employment in Africa and further tests whether causality runs from employment to container port throughput. To do so, we use a sample of 27 African countries with seaport and data spanning the period from 2010 to 2020 for the analysis. The system- Generalized Method of Moments (SGMM) estimation technique is used as the estimation strategy. We use service, industrial, and total employment percentages of the total population as proxies for employment while annual container throughput measured in Twenty foots Equivalent Units (TEUs) is used as an indicator for port throughput. Based on the empirical results, we establish a positive significant effect of port throughput on employment in Africa. We further show that bidirectional causality exists between port throughput and employment in Africa. Following these findings, we recommend policies that increase port throughput in Africa. The paper empirically examines the impact of the development of the digital economy on the employment scale and structure of China's listed companies. The results show that overall, digital economic development significantly improves the employment scale of listed companies in China. The development of the digital economy has significantly increased the share of high-skilled labor, medium- and high-skilled labor, and decreased the share of low- and medium-skilled labor and low-skilled labor. In employment positions, the development of the digital economy significantly increases the share of openings in accounting, sales, and other positions, especially in R&D. Furthermore, the employment creation effect of digital economic development is attributed to the effects of scale expansion and productivity, while the substitution of digital technology for low-skilled labor does not significantly hinder employment. The study has important implications for the digital economy and employment. [ABSTRACT FROM AUTHOR]

WELL-being ,SUSTAINABILITY ,GLOBALIZATION ,JOB creation ,PERFORMANCE evaluation - Abstract
Today, the nature of an ever-competitive business environment has become both dynamic and an essential characteristic of globalisation. Constant shift in processes, communication and interdependence, indeed, sustainability in the functioning of any organisation has become an ever-augmenting trend. Organisations although adopt several practices to achieve sustainability, the question is do they truly, achievesustainability? Studies claim sustainability at workplaces entails in reducing company's ecological footprint, conserving natural resources and taking care of the employees. Surprisingly, in comparison to the former two, the later has been highly ignored. The modus operandi towards achieving productivity and performance may have been successful but the wellbeing of the employees in the organisations is still at stake. Many organisations around the world have implemented wellness programs for the well-being of their employees, however, whether every individual is benefitted through such programs is still a concern. One may assume that such programs do not serve any meaning specifically towards individual level development. Few studies also state that an employee's well-being is always an outcome of job crafting and as an outcome variable, well-being leads to organisational excellence. However, the current study argues that well-being acts as a mediator between job crafting and sustainability. If employees get motivated to do beyond their job roles through job crafting, a lot of meaning can be derived out of their work leading to high performance and a sustainable environment and if well-being acts as a mediator between the two constructs, achieving sustainability will be faster and more convenient. Well-being of an employee is the most sought-after construct and certain for sustainability. Also mentioned in the Equality Act 2010 any deviation in the process of attaining wellbeing is subjected to disease or disability leading to a stigmatised society. Similar ideas are also mentioned in Indian ancient wisdom. Blending, the theories from philosophy, management, law and ancient wisdom through an interdisciplinary approach, the current paper proposes a conceptual model while establishing a relation between virtues, job crafting mediated by wellbeing and moderated by meaningful work to achieve sustainability. This paper investigates the effect of Chinese outward foreign direct investment (FDI) on youth unemployment in sub-Saharan Africa (SSA) by using a modified labour demand model to identify the investment sources that are helpful for reducing youth unemployment in the region. The model is applied to a panel of 42 countries for the period 2003–2021 using random-effect, and generalized method of moment (GMM) estimators for robustness check. Our results suggest that Chinese FDI has direct short-term reducing effect on youth unemployment in SSA. The direction of China's capital investment to infrastructure development and other labour-intensive activities leads to immediate reduction in youth unemployment. However, overtime, due to absence of linkages with domestic firms, and thus lack of demand effects, Chinese FDI becomes insignificant for employment creation. Our results also indicate that Other FDI does not lead to significant reduction in youth unemployment both currently and overtime. Our analysis gives partial support to the argument that the impact of Chinese FDI may differ from those of developed countries. Finally, we could not find evidence that the effect of FDI on employment depends on host country human capital and institutional quality. Several specifications of the empirical model are tested, and explanations are provided for the results. Policy implications are highlighted, especially the need to attract more job absorbing FDI and improve domestic absorptive capacity. [ABSTRACT FROM AUTHOR]

A resilient economy is a strong base for large volume of trade as it provides a perfect solution to poverty. Synthesis of Yoruba textiles and modern technology for resilient economy in this turbulent era is the concern of this paper. It highlights how Yoruba indigenous textiles are face lifted by modern technology to eradicate economic downturn. The paper gives insight to improvement on the production of Yoruba textiles therefore giving opportunity of job creation and self-reliance through the fusion. The huge tragedy of the Nigerian experience hinges on the downturn of economy which is at its peak of crashing. Most Nigerian are not believing that indigenous textile contents can increase drastically the income of the nation if facelifted or rebranded. The high rate at which naira is depreciating is very alarming at present ($1USD = ₦ 1440) being because of fluctuation now. The paper projects a way out of economic turbulence with the synthesis of Yoruba textiles and modern technology by building a resilient economy. The paper further discusses the new orientation and training involved; raw materials used, computer knowledge, recommendations, and conclusion. [ABSTRACT FROM AUTHOR]

This paper explores the effectiveness of cross-border cooperation programmes between Spain and Portugal, focusing on their impact and outcomes in Portuguese regions. Drawing on a comprehensive analysis of the programmes, the study examines the socio-economic dynamics in border regions, including job creation, population trends, and investment patterns. The research employs a mixed-methods approach, combining qualitative and quantitative data analysis. We argue that the cross-border territorial cooperation between Spain and Portugal has played a significant role in fostering regional development and addressing common challenges. While the concerted efforts have shown positive results in terms of economic growth and employment, they have not been sufficient to reverse the regressive demographic trends. Thus, it is essential to strengthen cooperation mechanisms, invest in human capital, and foster innovation so that the two countries can work together to create sustainable and inclusive development across their shared border regions. The main role of local development policy is to create a favorable business environment and new jobs, thus contributing to economic development. Creating a positive business environment to act as a pull factor for new businesses is of great importance, because entrepreneurship conduces to the rise in the supply of goods and to an increase in citizens' income and revenues of local budgets. This paper therefore examines the main goals of economic development in the towns and municipalities of the Republic of Croatia, as well as the tools used by local governments to encourage entrepreneurship and new businesses. Using a questionnaire, mayors and deputies of towns and municipalities were surveyed, and the sample covered 131 towns and municipalities. The research methodology included a descriptive analysis and the Kruskal–Wallis test. The results indicate that improving the quality of life of the residents, creating new jobs, and retaining the residents in the town or municipality were identified as the most important goals of economic development. To encourage entrepreneurship and new jobs, towns and municipalities most often simplify regulations, reduce local taxes, and introduce various benefits and incentives. The contribution of the paper is manifested in providing useful guidance to local governments to improve the business environment. [ABSTRACT FROM AUTHOR]

Nowadays, education is considered an instrument that we use to eradicate poverty. It is also presumed as an indicator of modernization and a development realization tool. Education creates an opportunity to be employed in good positions in reducing unemployment. Scholars debate whether education reduces rural unemployment. Some scholars argue that education is a powerful weapon to reduce rural unemployment. Others encounter that education does not necessarily decrease rural unemployment. This paper describes the effects of schooling on rural unemployment in Ethiopia. We used a quantitative approach with a descriptive research design in this study. A sample of 8700 participants, based on the Ethiopian Central Statistics Agency data collected in 2021, was obtained. We used descriptive and probit models to analyze the data. The descriptive results showed that rural unemployment is unequally distributed based on education, sex, and regional states. The majority are still participating in the agriculture sector. Besides, the finding also reveals that lack of job opportunities, training, experience, and unrelated jobs to education in rural areas is the cause of unemployment. However, the probit model result shows that schooling has a statistically significant positive effect on employment. As a result, for a one-unit increase in education, the probability of employment increases by 0.15. It concludes that schooling is paramount in decreasing rural unemployment in Ethiopia if much attention is given. We recommend that the government should transform rural areas' activities from agricultural-oriented to services-oriented activities to create extensive job opportunities in rural areas for rural youths, especially educators. The aim of this paper is to deepen the analysis of services reshoring in the Spanish services sector, both as a whole and for its constituent elements, examining both intra- and inter-sectoral components. Likewise, it analyzes the impact of this strategy on employment in the services sector, also differentiating between broad reshoring, intra-sectoral reshoring and intersectoral reshoring. The data used come from the Input-Output Tables of the Spanish National Accounts published since 2000. The results show Spanish service companies significantly reduced their contracting of activities abroad between 2008 and 2010, substituting foreign intermediate services for domestic services. This process of reshoring is observed with greater intensity in inputs of the same sector. However, since 2010 Spanish service companies have slightly increased their contracting of foreign services per unit of output, adopting new services offshoring strategies, although to a lesser extent than in the period prior to the recession. In the analysis of the effect of reshoring on services employment can be concluded that services reshoring has not generated employment in the Spanish service sector. [ABSTRACT FROM AUTHOR]

This paper aims to assess employment in Georgia's public sector and study job creation factors. During the last decade, employment in the public sector has increased, and its share in total employment is, on average, 22.5%. This figure is high considering the real expenditures of the government, and the amount of delivered goods and services since some countries like Georgia ensure the provision of public services with relatively fewer human resources. On the other hand, the paper demonstrates job creation factors in the sector through regression analysis. Such a factor is politicians' rent-seeking - creating jobs for influential groups and ensuring political stability. This is more characteristic of those countries that lack democracy and the rule of law. [ABSTRACT FROM AUTHOR]

This theoretical paper studies the relation between tax audits and labour market outcomes (job creation and unemployment) in an economy that contemplates penalties for firms that evade taxes and rewards for firms that comply with tax rules. Intuitively, the simultaneous presence of penalty and reward amplifies the role of auditing, since tax audits allow both punishing tax-evading firms and rewarding fiscally honest firms. Indeed, the presence of tax rewards can make the effect of tax audits on firms' net profits positive. However, the effect of tax audits on labour market outcomes is ambiguous. By setting the choice of optimal fiscal policy in a different and original way, this paper is able to derive a formula for the audit rate—consistent with the budget constraint—that makes the relation between tax audits and labour market outcomes positive. Whether environmental regulation can increase employment is still controversial in academic circles around the world. An important reason lies in the validity of an empirical method. Using China's inter-provincial panel data from 2003 to 2015 and the synthetic control method (SCM), this paper focuses on a test that was carried out on the basis of a quasi-natural experiment of the 2007 Emission Trading Pilot (ETP) policy. The test results show that the ETP policy has increased the average employment level by 3.25 percentage points and passed a robustness test. The robustness test using the regression control method (RCM) shows that the average employment level has risen by 3.21 percentage points. This means that the ETP policy has significantly increased employment. The paper also puts forward three policy recommendations: optimizing the trading system for emissions rights, encouraging companies to carry out cleaner production and innovation, and incorporating environmental performance assessments. Problem statement. The ethnic tourism potential of the Shaki-Zagatala economic region, which is one of the regions with a rich ethnic composition of Azerbaijan, the usage possibilities of ethno-tourism and the emerging problems were investigated in the research paper. Studying the ethno-tourism opportunities of the region is fairly important in terms of recognition of the area from an ethnic point of view, employment of the local population and protection of ethno-diversity. Purpose. The primary aim of the research is to study the current state of ethnic tourism in the region, explore the possibilities of using it, and for this, conduct a SWOT analysis and prepare a development model for eliminating the emerging problems. It is also necessary to explore potential areas for ethno-tourism in the region and prepare an ethno-tourism route for this. Research methods. To carry out research in the area, literature and archive materials were examined, statistical materials were obtained, structural-functional analysis, generalization, and historical and geographic modelling methods were used. Along with this, field research works were also conducted to get to know the region more closely and to study cultural-heritage tourism opportunities. Research results. As a result of the conducted research, it was found that the region has a very rich ethnic composition and it is possible to witness this diversity in all districts. Although the region has rich ethno-tourism opportunities, they are still underutilized. This is due to the extremely low level of production and social infrastructure in the economic region. Unequivocally, although the social infrastructure is convenient in the ethno-diverse villages located near the district centres, the quality of the infrastructure decreases while moving away from the district centre. The second essential problem of the region is the lack of guest houses and hotels for overnight stays in the area or the location of most of them in the district centre and adjacent villages. Conclusion. Taking into the general situation, it is possible to develop tourism, especially ethno-tourism, in the Shaki-Zagatala economic region, which is relatively backward in terms of sustainable development. To ensure the comfort of the tourists coming to this region, the construction or repair of roads along the ethno-tourism route, and the organization of catering and accommodation services are among the main priorities. The development of this type of tourism in the region will eliminate the problem of unemployment among the population in these places, assist in increasing the income of the population, and play a special role in protecting the ethnic diversity of the country and putting it on the map. This paper explores whether economic viability is the key to achieve deep decarbonization or net zero emissions. The hypothesis tested is that popular support for decarbonization policies is conditional upon most people's belief that their economic well-being will improve, or at least not suffer with these policies. While GDP growth is the typical metric for economic health, a more useful socio-economic indicator for gauging the political viability of climate policies may be job creation. Specifically, the paper reviews the existing evidence about whether climate policies are more successful in achieving deep decarbonization in the long run if policy-makers include job creation as well as emissions reductions when designing and implementing climate policies, because, to date, climate policy-makers have often focused on emissions reductions as the primary criterion for policy choice. While empirical evidence remains thin, we find that job creation in low-carbon industries appears to lead to greater political support for the climate policies that contribute to decarbonization, but employment factors are not always the most salient factor in a voter's decision. We also find empirical evidence that clean energy deployment policies, such as feed-in tariffs, have led to significant net gains in employment in the countries that have been studied. The review points to several policy implications, including the need to assess competitive advantage, develop plans, design and execute industrial policy, and develop a low-carbon workforce. Overlooking the importance of non-stationarity and normally distributed models in previous studies, this paper aims to fill the gap in literature based on time series between 2000 and 2019 for an Alps Adriatic country on tourism-led employment. Before implementing the Granger Causality Test, the vector autoregressive model is applied. The results confirmed that tourist arrivals significantly impact the hospitality labour market in Slovenia as employment in the lodging industry was driven in bi-causal directions to overall tourist arrivals. The demonstrated validity of substantial tourism-led employment has implications for job creation and economic growth, focusing on domestic tourists. [ABSTRACT FROM AUTHOR]

In 2017, the 19th CPC National Congress proposed to "establish a sound economic system of green, low-carbon and circular development", which indicates the direction of high-quality economic development in the new era of China. Clean power investment is a powerful way to promote high-quality economic development by adopting non-fossil-energy utilization and low-emission technologies, as well as creating new jobs. Meanwhile, large-scale investment and a long investment return period result in negative effects on local economies. To better understand the effect of clean power investment, this paper selects panel data of thirty provinces in China from 2010 to 2019 to establish a spatial Durbin model to explore the impact of clean power investment on regional high-quality economic development. The results show that inter-regional high-quality economic development shows significant spatial auto-correlation characteristics. Clean power investment has not only a positive direct effect on high-quality economic development but also generates positive spatial spillover effects. Human capital, degree of government intervention, and urbanization rate have positive effects on regional high-quality economic development, while they play a suppressed role on neighboring regions. Owing to the Fourth Industrial revolution and digital transformation, the digital economy has grown substantially globally and in Africa. Despite the positive outcomes such as advancements in technology, improvements in business models and expansion in digital financial inclusion, negative implications include the erosion of tax bases due to the invisible nature of digital transactions. Although the digital economy is one of the biggest and quickest growing sectors in the African continent, its contribution to tax revenue is negligible. Developed and developing countries are grappling to find effective ways of mobilizing revenues from this hard to tax economy. African countries have turned to digital services taxes, value added taxes and withholding taxes in a bid to collect revenue from the digital economy to broaden their tax bases. There is intense debate among policymakers, governments, development bodies and tax bodies on the most effective way to tax the digital economy. Through a conceptual analysis based on a critical review of the literature, this article contributes to the ongoing debate by assessing the possibilities and constraints of taxing the digital economy in Africa using value added tax (VAT). The paper reviewed 55 articles, most of them current, published between 2014 and 2022, reflecting embryonic nature of the subject area. The findings on the opportunities include the existence of VAT regulation, increased revenue mobilization and efficiency gains, while challenges include ambiguities in legislation, capacity constraints and tax knowledge gaps. The implications of using VAT to collect tax from the digital economy encompass increased cost of digital services, decreased access, increased inequality and impediment on employment creation, poverty reduction, digital financial inclusion, and the realization of the sustainable development goals. - Abstract
The recent tendency towards overpopulated cities has created an increased demand for the expansion of borders towards rural areas. This has modified the city–countryside relationship, giving rise to the concept of peri-urbanity. Based on these assumptions, this research paper aims to highlight the role and importance of sustainable development for the sustained progress of peri-urban regions, particularly by looking at international standards proposed by the United Nations. In other words, by encompassing the topics of sustainable and inclusive economic growth, decent work for all, and sustainable tourism, Goal 8 of the 17 Sustainable Goals proposed by United Nations represents a framework for the analysis of a peri-urban region located in Romania which is subject to massive development changes. This is realized by conducting extended qualitative research via the triangulation method, intended to compare and contrast three relevant perspectives: those of locals, those of professionals directly involved in the development of the area, and those presented in publicly available reports and statistics. The obtained results indicate factors such as air quality, water quality, space efficiency, and waste collection as being topics directly related to sustainability, while job availability and touristic development perspectives received lower interest. We stress that, despite the growth of urban areas and the migration of people from urban to peri-urban areas, more attention needs to be directed towards the protection of the environment. This is aimed at maintaining the authenticity of the region, specifically in terms of agricultural lands that can support the surrounding major cities. Our study will be relevant both to scholars and to actors in the domains of sustainability, sustainable economic growth, and tourism. [ABSTRACT FROM AUTHOR]

A full-scale russian invasion of Ukraine in 2022 changed socioeconomic sustainability (SES) and boosted the solidarity economy (SE) formation in the country under the ongoing war. In the context of this study, the SES issue is associated with the importance and necessity of understanding the real needs of communities and developing programs to ensure their satisfaction and the need to establish social ties within each community and increase mutual support and solidarity. The research evaluates SES and its factors of influence on the civil population during the war. The paper relies on online focus group interviews conducted from May to June 2022 in the Sumy region, Ukraine. 1,292 randomly selected respondents were interviewed, of which 65.6% were women, and 34.4% were men who were not involved in military service. The survey results were processed by specialists of the Center for Social Research of Sumy State University using the "ОСА" program. The strong point is that 60.7% of respondents confirmed increased social activity in response to the war. The war in Ukraine harmed the employment and incomes of the population in the Sumy region, deepened the financial instability of people, and increased the risk of falling into a vulnerable situation. The policy implications of the study require strengthening the solidarity ties inside the society to promote the socio-economic sustainability of people during the war. Based on these results, the recommendations of the study include measures of investing in social protection programs, supporting the development of local economies and new job creation initiatives, encouraging the participation of civil society organizations and community groups in peacebuilding and conflict resolution efforts, as well as restoration of the social and economic infrastructure of the region. The tourism industry has been distinguishing itself by promoting economic benefits and contributing to the creation of employment and opportunities in the country. This paper aims to investigate and analyze the impact of symmetric internal communication on individual performance and organizational identification, as well as to evaluate the mediating role of organizational identification in this relationship. Through the cooperation of several institutions in the tourism business sector, online surveys were applied resulting in a convenience sample of a total of 237 hotel employees in Portugal. The results of this study demonstrate that symmetrical internal communication has a positive impact on organizational identification and individual performance, and that organizational identification exerts a partial mediating effect on the relationship between symmetrical internal communication and individual performance. This study therefore extends the knowledge of the effects of important variables usually treated separately by the literature, and thus we build bridges between the communication literature and human resource management, providing information to support the structuring of new strategies. This paper examines capacity building from the perspective of business growth and success in small-scale agro-processing enterprises. Our analytical approach was underpinned by the inability of small-scale agri-enterprises to grow and succeed despite the South African government's support for capacity building through the economic empowerment programme initiative in the past three decades. The study was conducted in five of nine selected South African provinces (Gauteng, Limpopo, North-West, Free State, and Mpumalanga). This study was essential for developing an effective strategy for enhancing agri-business growth and success in South Africa. A concurrent mixed-methods research design was used, and data from 503 small-scale agro-processors was analysed using descriptive and multiple regression analysis techniques. The results revealed that capacity building (β = 0.274, p = 0.000) significantly influences the economic empowerment of small-scale agro-processors. Furthermore, the study showed that mentorship and technical and financial skills are critical types of capacity building that influence the economic empowerment of small-scale agro-processors in South Africa. It is recommended that all government or private stakeholders, including agricultural extension advisory services, invest in capacity-building programmes for small-scale agro-processors to achieve economic empowerment. Economically empowered small-scale agro-processors will significantly contribute to employment creation and better income distribution. [ABSTRACT FROM AUTHOR]

This study examines the impact of foreign direct investment (FDI) on women's labor force participation in 14 Arab countries from 1991 to 2021. Theoretically, FDI supports gender equality by creating more jobs for women, providing them with better working conditions, and increasing their wages relative to those provided by local firms. It also does this via increasing the demand for labor and technological spillovers. Unlike previous studies, we utilize likelihood-based panel cointegration and multivariate analysis to examine cointegration between the variables, considering cross-sectional dependence and slope heterogeneity. The results demonstrate that FDI inflows boost women's participation in the labor force in nearly half of the sample countries. Policywise, the findings imply that FDI inflows can assist central governments in achieving better gender development and equality through either higher female labor demand or sustainable labor practices and gender-equal norms. - Abstract
The implementation of projects often affects employment through direct job creation, indirectly stimulating employment or augmenting labour supply. These changes in employment have significant benefits and costs to both labour and society. However, the estimation of job creation benefits is complicated because of the large diversities in labour input. We attempt to address this issue by using the supply price approach to develop an analytical framework based on sound microeconomic principles to assist project analysts to arrive at justifiable empirical estimates of the economic opportunity cost (К
ℓ ) for a wide range of labour types across a set of diverse situations and market conditions in Ghana. The paper adopts the relevant literature regarding the specifics of labour markets and the peculiarities of different labour types. Accordingly, the Кℓ will vary by skill, location, and labour market conditions that need to be incorporated into its estimation. In this analysis, the estimation has been carried out to quantify the Кℓ , the conversion factor, as well as the labour externalities corresponding to the two types of labour: skilled and unskilled. Similarly, these estimates refer to groups of labour according to areas of residence: rural and urban. [ABSTRACT FROM AUTHOR]- Published

The government of South Africa does not have an economic development model that seeks to address poverty. Economic policies are not specifically developed to create employment opportunities but the main focus is on public service delivery. Job creation is not the primary objective of economic policies. This paper, therefore, focuses on the government's failures to develop a job creation model in South Africa that directly focus on job creation. Subsequently, job creation can be made possible if the economy of the country is well-balanced. The lack of political will and the leadership deficiencies in the country has contributed to the failure of the government to develop a job creation model. The study applied secondary research methodology and reached conclusions based on the existing data. The study found that a lot can be done if there is a political will to resolve the poverty and unemployment challenges. The study recommends that the leadership must be changed especially complacent leadership and replace them with visionary leaders. [ABSTRACT FROM AUTHOR]

Renewable energy is essential for the European Union. The targets presented by the Green Pact are closely related to the development of renewable energy, and it has a vital role in achieving climate neutrality in the EU. Solar energy's importance has increased in the past years. It can help achieve the goals presented in the EU and contribute to the sustainable development of rural areas with unrealized potential. The aim of the study is to outline the dynamics and tendencies in solar energy development in the EU and Bulgarian energy mix and highlight perspectives in the context of rural areas. The results show challenges related to green transition in Bulgaria. Renewable energy, especially solar and wind, has increased in its role in the last few years. However, it should be noted that the country's development began from a lower starting point. Bulgaria is dependent on fossil fuels, and more than 80% of electricity is produced from coal, which is one of the substantial sources of pollution. However, some positive tendencies and possibilities exist for boosting rural economies and employment creation. [ABSTRACT FROM AUTHOR]

Youth entrepreneurship is considered an important factor in economic growth, job creation, and poverty alleviation. Although youth entrepreneurship is considered a key to addressing unemployment, the youth unemployment rate remains worrisome in developing countries. This paper assessed the entrepreneurship training in universities as a means of reducing youth unemployment. Youth unemployment is an impediment to inclusive economic development, limits the earning potential and future prospects of a new generation of South Africans, stymies business growth, threatens social cohesion, and puts pressure on government resources. Data was collected from the Durban University of Technology students in Durban. A qualitative approach was adopted in which semi structured interviews were used to obtain an understanding of the importance of universities in reducing the rate of unemployment in South Africa. In addition, nonprobability sampling, specifically purposive was used in the study to select the Durban University of Technology's benefiting students from the Durban Entrepreneurship Centre. The data collected was coded and analysed using thematic analysis. The findings revealed that universities play a crucial role in supporting youth entrepreneurship in South Africa, which has led to a reduction in the rate of unemployment in South Africa. Findings were categorised into themes. Universities' effort to reduce unemployment has yielded positive results, however, both the students and the universities are faced with a number of challenges. It is recommended that universities work together with the government to design strategies that help to reduce unemployment in South Africa. [ABSTRACT FROM AUTHOR]

COVID-19 pandemic ,INFORMAL sector ,ECONOMIC development ,JOB creation - Abstract
The informal business sector in many developing economies is often seen as a driver of economic growth due to the role that this sector plays in the creation of employment opportunities, increasing the social activities of its communities, and providing business opportunities for rural entrepreneurs. The informal economy has been known to be insulated from macro-economic volatility in the global markets, but this could be an oversight on the part of the national government as they have not taken this sector into account when determining GDP or strategic imperatives to bolster the economy. The COVID-19 pandemic showcased how unprepared many economies were in the face of harsh government-imposed lockdowns and the resultant job losses that occurred due to individuals being unable to go to work. The South African government, whilst acknowledging the informal sector and the subsequent economic and social role it plays, lacks the necessary policy framework and enablement of this sector, as well as a platform that enables the continuation of business practices for informal traders that will protect them from the daunting impacts of a pandemic or another global catastrophe. The purpose of this study is to comprehend and analyse the socio-economic ramifications of the COVID-19 epidemic and its impact on the informal economy in South Africa. To do so, the study utilises discourse analysis and which is carried out using a secondary data collection approach. Theses for master's and doctoral degrees, papers presented at conferences, policy documents, government gazettes, statistical data from governments, and reports from international organizations are all taken into consideration. Articles published in scientific journals that have been subject to the process of peer review are also taken into account. According to the findings of the study, in order to protect the informal sector from unforeseen disasters in the future, it is recommended that policies and protection mechanisms be put into place. Purpose: The concept of corporate social responsibility (CSR) covers a wide range of actions toward sustainable development. While there are growing bodies of research examining the drivers of CSR, little has been done to examine the effect of the characteristics of the managerial team on CSR. This paper aims to investigate the interplay between managerial characteristics and CSR practices to discover how such a fit affects financial performance. Design/methodology/approach: A partial least squares-path modeling approach was applied to a sample of 60 French companies in the tourism sector (hotels, restaurants, leisure and leisure equipment) from 2014 to 2019. This choice was triggered by the importance of this sector in job creation, which has been strongly impacted by the pandemic crisis. Findings: The findings suggest the positive impact of the managerial characteristics on the practices of CSR activities under certain financial constraints related to the size and indebtedness level. Then, the authors clarify that the variable characteristics component of the managerial team is mainly the educational level, the managerial experience and the ethical behavior. However, no age effect is mentioned. Third, the authors show that the managerial team characteristics and the practices of CSR activities restore the financial tourism sector performance. Research limitations/implications: This study has obviously certain limitations: first, the selected European sample can mark a big difference in the founding results because of the difference in civil rights. Second, the sample is more marked in the CSR activities. Third, this study did not take into consideration variables operationalizing ownership structure and board nature. Originality/value: This study develops a model based on "managerial team" mechanisms in a sensitive area. This is a breakthrough in understanding the determinants of CSR strategies and their impact on performance while taking into account the management team's personal characteristics. In this paper, we propose a new method of measuring social benefits of bioethanol supply chains, which considers job creation, biomass purchase and different impact of economic activities in different locations. A multi-objective MILP model is developed to address the optimal design of a bioethanol supply chain which maximizes both economic and social benefits. The ε-constraint method is employed, and a set of Pareto-optimal solutions is obtained. The developed model is applied to case studies in Heilongjiang Province in Northeast China. Actual data are collected as practical as possible for the feasibility and effectiveness of the result. The result shows the bioethanol supply chain can bring both economic and social benefits in the given area and offer governments a possible better and more efficient way to bring more social benefits. The effect of the government subsidy on enterprises' decisions about economic and social benefits is discussed. [ABSTRACT FROM AUTHOR]

Today, reducing GHG emissions is an important goal worldwide. Initially, first-generation biofuels were considered as a solution; however, they created a conflict between food and fuel. Advanced biofuels, which use non-edible materials, have emerged and are becoming more widespread, thus resolving this conflict. The paper aimed to investigate the three pillars of advanced biofuels' sustainability (economic, environmental, and social). In the frame of a systematic literature review, 41 out of the initially screened 3407 articles were analyzed in depth. The economic aspect of sustainability was the most frequently occurring topic, followed by the environmental aspect, while the number of articles related to the social aspect was limited. From the economic point of view, all the analyzed articles agreed that advanced biofuels are far from commercialization at this stage; however, there are promising options related to different feedstocks or production technologies. Advanced biofuels perform unequivocally better environmentally than even conventional biofuels. For third-generation biofuels, negative net GHG emissions can even be possible, while fourth-generation biofuels can theoretically be produced from CO
2 . With respect to the social pillar, job creation was the core element of the articles analyzed. This can be experienced at the farm, production, and research levels. Although the commercialization of advanced biofuel production will take time, humanity must turn to them in order to avoid the food versus fuel problem, as well as to successfully fight against climate change and global warming. This paper investigates the relationship between work and ecological transition by exploring ecological labour among neorurals, i.e., people who have left cities to live closer to nature in the countryside. In Diois, a mountainous area in south-eastern France where I did the fieldwork on which this paper is based, neorurals have been at the forefront of inventing more ecological ways of living for fifty years, but these solutions struggle to become mainstream. The article shows that under capitalism, ecological labour – defined as a human activity that goes into producing ecologically sustainable ways of living – struggles to become a job because it is labour-intensive and gets outcompeted by less ecological, technology-intensive alternatives. In contemporary France, ecological labour can become a "green job" only in the presence of superior purchasing power, otherwise it becomes unvalorised "reproductive" labour that limits the spread of ecological solutions. As long as the primary job-creation mechanism is built on two contradictory mechanisms – gains in labour productivity and strong local purchasing power – capitalist economies remain growth-addicted economies that upset ecosystems on an industrial scale. Small and medium-sized enterprises play a very important role in the country's economy, as they contribute significantly to growth and job creation. However, small and medium-sized businesses around the world have been severely affected by the COVID-19 pandemic. The main objective of this paper is to investigate how the pandemic affected the performance of small and medium enterprises and how effective the measures taken by the state in combating the effects on this sector were. We also aim to highlight the measures taken to save employees from unemployment. Through its content, the paper indicates that the vast majority of employees were severely affected by the pandemic, with HoReCa employees being the ones who suffered the most. The data used in this research are from 2020, and the dependent variable is the number of employees in small and medium-sized enterprises, and the independent variables are the unemployment rate, the inflation rate, the annual growth rate of real GDP and the incidence rate of households. COVID per 100,000 inhabitants. Among the most important measures taken by the authorities to reduce the effects of the pandemic on SMEs and employees are the state granting 75% unemployment benefits, the use of new sources of funding (grants, state-funded programs, etc.). The term "free zone" refers to designated areas in which companies are taxed very lightly and it enhances global market presence by attracting new business and foreign investments. For over a century, governments around the world have sought to boost and exploit the economic power of their particular regions and zones by designating them as "special" or "free" economic zones. The trend of establishing such zones or areas have gained momentum in the last four or five decades with countries accounting for small businesses and millions of direct or indirect jobs. The Middle East, especially the countries in the Persian Gulf, for some and other reasons, have particularly embarked on such a trend. The current paper tries to highlight benefits and challenges faced by free trade zones in Iran, Turkey and the United Arab Emirates, taking into account recent global financial crises. Being in a permanent economic quest, it is essential for Romania to identify the relevant elements of the international context and, based on them, to develop an inclusive economic model, viable from a digital point of view, capable of offering decent economic perspectives to its citizens by creating new jobs and increasing the level of well-being, while protecting the environment. The first part of the research provides an X-ray of the Romanian economy from a macroeconomic point of view. Next, beside the quantitative study, an artificial neural network was built to evaluate the behavioral implications of the variables related to sustainability, namely the degree of digital inclusion, the eco-innovation index and the degree of use of resources in the evolution of the economic-financial establishment at the level Romania, for the period 2014-2022. Our study attempts for a new approach, joining the analyzes related to Romania's sustainable development prospects in the post-pandemic period. New perspectives regarding this aspect can be revealed through the quantitative approach of the sub-components of the indicators in relation to the dynamic capacities of Romanian organizations. This paper examined the polemic of Indonesian omnibus Law that affect the international market interest in Indonesia, especially for the Chinese investor. On the one hand, this act and its implementation act give hope for a more conducive climate for foreign investment. On the other hand, it also invites resistance from various components of the nation due to the non-transparent procedure of its formation. It substantively degrades the interests of the wider community and is more in favour of the interests of investors. This research comes up with the liberal institutionalism theory; when state elites do not predict self-interested benefits from cooperation, it means no expectation of cooperation to occur, nor the institutions that facilitate cooperation to develop. On the other hand, when states can jointly benefit from cooperation, governments expect to attempt to establish such an institution. As a result, Omnibus Law affects ambiguity and uncertainty for foreign investor especially for Chinese. However Omnibus Law is still uncertain and ambiguous; in reality the foreigner investment especially Chinese Investments in Indonesia is still run well and tend to increase. It is because Constitutional Court's decision did not invalidate 47 government regulations and 4 presidential regulations derived from the Job Creation Law. In addition, from the perspective of liberal Institutionalism, it has been long time Indonesia and China has built diplomacy for continuous mutual cooperation. [ABSTRACT FROM AUTHOR]

In order to reduce the economic and social development gaps between the Member States, structural funds are allocated in the European Union, which are non-reimbursable financing instruments, being a main source of funding, which helps reduce the disparities between the Member States through the development of sustainable projects. This paper focuses on the case of Romania and it aims to examine the implementation status of the social projects contracted at regional level through the Human Capital Operational Programme of the European Social Fund for the 2014-2020 period. As regards Romania, the implementation of these projects leads to the development of communities and vulnerable groups in each development region. An extremely important role in the implementation of projects is played by local and regional authorities that must support local sustainability by stimulating investments, creating jobs, and improving infrastructure. To provide legal protection for workers who have experienced termination of employment, the government of Indonesia has issued a new policy in the form of Article 46 of Law No. 11 of 2020 concerning the Job Creation Law. This increases the type of protection for social security programs, namely the job loss guarantee program. This paper uses a juridical-normative research method. The results indicate that the legal protection policy for workers affected by termination of employment was not appropriate. Therefore, an amendment was made to Law Number 40 of 2004 concerning the National Social Security System. Specifically, Article 46A of the Job Creation Law states: "Workers or employees who have their activities terminated are entitled to collateral due to loss of profession". Article 46C(2) also states that the Central Authority should pay the professional burnout insurance contributions. In this case, non-professional collateral benefits are not focused on money but on cash, access to actionable market data, and job training. It is not explained in detail what percentage of the total compensation will be obtained by workers affected by termination of employment through this job loss guarantee scheme. This is only stated in Article 46D paragraph (2), "Job loss guarantee will be provided for 6 (six) months of wages". [ABSTRACT FROM AUTHOR]
