This paper presents an analysis of the morphology and columnar microphysical properties of atmospheric aerosols in Mexico City (MC) for the period 2022–2023. The morphological study focused on the structure description of soot particles and tar balls (TB). By transmission electron microscope (TEM) and scanning electrode microscope (SEM), voluminous soot aggregates mixed with TBs were observed. The chemistry shows that both soot and TBs are mostly carbonaceous species with well-defined morphologies. On the other hand, the columnar aerosol microphysical properties recovered from AERONET show that the particles have a bimodal aerosol size distribution (ASD) with two modes: fine and coarse. The ASD remains constant without showing significant seasonal changes, only with some variability for coarse particles. The aerosol optical depth (AOD) value is significantly high, typical of urban areas. The real (n) and imaginary (k) parts of the complex refractive index (CRI) were obtained from the photometric measurements. The CRI values show seasonal variations, with spring being the season with the highest values for n, while the highest values for k were measured in winter. [ABSTRACT FROM AUTHOR]

To understand urbanization across the Global South, it is indispensable to consider situated heterogeneous urban situations shaped by global and local forces and their intersections. In the case of Mexico, the political and economic desire for globalization has extended beyond the great metropolis of Mexico City to mid-size cities triggering the formulation of their own urban strategies to become global. This paper explores the connections between neoliberal public policy, globalization, urban modeling, and socio-territorial sustainability in the territorial binomial of the city of Puebla and the municipality of San Andrés Cholula in the period of 2011–2017 and its current consequences, addressed by the local planning route map, and informed by the Orange Economy-guide of the Inter-American Development Bank (IDB), using relevant bibliographical sources, mapping, interviews of stakeholders, and fieldwork. The ultimate purpose of the research project described herein is to provide a multi-dimensional analysis of the development of the territorial situation of the Puebla-San Andrés Cholula-urban binomial, and of its current and potential future consequences, offering supporting information for its urban planning. The research results exposed here reveal urban modeling processes informed by the Global North urban globalization theory, development of global cities in the Global South, local socio-territorial dynamics characterized by economic and political interests imprinted in the public policy, and socio-territorial patterns inherited from the colonial past, resulting in socio-economic and racial discrimination, population displacements, real estate speculation, and risking ecological and environmental sustainability. Early identification of anomalies (such as leakages or sensor failures) in urban water distribution systems is critical to mitigating water scarcity in cities and is a challenge in water resource management. Several data-driven methods based on machine learning algorithms have been proposed in the literature for leakage detection in urban water distribution systems. Still, most of them are challenging to implement due to their complexity and requirements of vast amounts of reliable data for proper model generation. In addition, the required infrastructure and instrumentation to collect the data needed to train the models could be unaffordable. This paper presents the use and comparison of Autoregressive Integrated Moving Average models and Transfer Function models generated via the Box–Jenkins approach to modeling the water flow in water distribution systems for anomaly detection. The models were fit using water flow data from tanks operating in a branch of the water distribution system of Mexico City. The results showed that both methods helped select the best model type for each variable in the analyzed water branch, with Seasonal ARIMA models achieving a lower mean absolute percentage error than the fitted Transfer Function models. Furthermore, this methodology can be adjusted to different time windows to generate alerts at different rates and does not require a large sample size. The generated anomaly detection models could improve the efficiency of the water distribution system by detecting anomalies such as wrong measurements and water leakages. [ABSTRACT FROM AUTHOR]

The quality of the urban environment is crucial for societal well-being. Yet, measuring and tracking the quality of urban environment, their evolution, and spatial disparities is difficult due to the amount of on-the-ground data needed to capture these patterns. The growing availability of street view images presents new prospects in identifying urban features. However, the reliability and consistency of these methods across different locations and time remains largely unexplored. We aim to develop a comprehensive index of urban quality and change at the street segment level using Google Street View (GSV) imagery. We focus on eight object classes that indicate urban decay or contribute to an unsightly urban space, such as potholes, graffiti, garbage, tents, barred or broken windows, discolored or dilapidated façades, weeds, and utility markings. We train an object detection model on a dataset of images from different cities and assess the performance of these urban indices. We evaluate the effectiveness of this method in various urban contexts over time and discuss its potential for urban planning and public policy. We demonstrate the use of these indices in three applications: the Tenderloin in San Francisco, the Doctores and Historic Center neighborhoods in Mexico City, and South Bend, Indiana. The pandemic generated containment and mitigation policies, as well as distancing and confinement strategies that limited the supply of water resources to social sectors. Residential areas- The offer is maintained, but with an increase in rates. Marginalized areas were subsidized and exempted from paying for an increasingly intermittent supply. The anti-COVID-19 policies guided water policies in two ways: The first consisted of disseminating anti-COVID-19 policies in water management agencies. Another second consisted of the autonomy of the institutions and their disassociation or agreement with the antiCOVID-19 policies. In this way, the literature from 2020 to 2023 around anti-COVID-19 policies in their water dimensions, registers problems of scarcity, famine and unsanitary conditions. Scarcity had already been observed in marginalized sectors, famine in residential neighborhoods, but unsanitary conditions were appreciated in migrant communities. In fact, the type of exposure to occupational hazards determined the health status of the migrants. The water problems were recorded in the circulation press to highlight the asymmetries of the anti-COVID-19 policies in the public and private sectors, as well as in the political and social actors. The objective of the study was to reveal the network structure of relationships between nodes and edges related to press releases on water issues. A documentary, cross-sectional and retrospective study was carried out with national circulation newspapers: El País, El Reforma, La Jornada and El Universal, considering the water problems of scarcity, unsanitary conditions and famine. The results show a structure of nodes where the water problems were initiated by La Jornada and ended by El Reforma. Both findings are relevant considering the ideology of the newspaper. La Jornada, a newspaper identified with the political ideology of the left, began the diffusion of water problems in a city administered by a government of the same ideology. El Reforma, a newspaper designated by the executive as a spokesperson for the opposition ideology, culminates the network of notes on water problems. In other words, regardless of the type of political ideology attributed to newspapers, the problems of scarcity, unsanitary conditions and famine are spread.In relation to the state of the art where it is shown that ideology does not influence the establishment of the agenda, the present work corroborates and recommends expanding the study to other entities administered by the opposition such as the cities of Guadalajara and Monterrey. Peroxy acyl nitrates (PANs) are photochemical pollutants with implications for health and atmospheric oxidation capacity. PANs are formed via the oxidation of non-methane volatile organic compounds (NMVOCs) in the presence of nitrogen oxide radicals (NO x = NO + NO 2). While urban environments are large sources of PANs, in situ observations in urban areas are limited. Here we use satellite measurements of PANs from the Tropospheric Emission Spectrometer (TES) and the Suomi National Polar-orbiting Partnership (S-NPP) Cross-track Infrared Sounder (CrIS) to evaluate the spatiotemporal variability of PANs over and around Mexico City. Monthly mean maxima in PANs over the Mexico City Metropolitan Area (MCMA) occur during spring months (March–May). This time of year coincides with a peak in local photochemistry and more frequent air stagnation. Local fire activity also typically peaks between February and May, which leads to strong interannual variability of PANs over the MCMA. We use S-NPP CrIS data to probe the spatial outflow pattern of PANs produced within urban Mexico City during the month with the largest mixing ratios of PANs (April). Peak outflow in April occurs to the northeast of the city and over the mountains south of the city. Outflow to the northwest appears infrequently. Using observations during 2018 versus 2019, we also show that PANs were not significantly reduced during a year, with a significant decrease in NO x over Mexico City. Our analysis demonstrates that the space-based observations provided by CrIS and TES can increase understanding of the spatiotemporal variability of PANs over and surrounding Mexico City. Objective: To assess the association between diet cost and quality by place of residence.Design: We analysed cross-sectional data of the National Health and Nutrition Survey-2012. Diet cost was estimated by linking dietary data, obtained from a 7-d SFFQ, with municipality food prices, which were derived from a national expenditure survey. Diet quality was assessed using the Healthy Eating Index-2015 (HEI-2015). Association between quintiles of diet cost and HEI-2015 was assessed using linear regression analysis.Settings: Mexico.Participants: 2438 adults (18-59 years).Results: Diet cost was positively associated with diet quality (HEI-2015) in urban but not in rural areas. Compared with quintile (Q1) of cost, the increment in diet quality score was 1·17 (95 % CI -0·06, 4·33) for Q2, 2·14 (95 % CI -0·06, 4·33) for Q3, 4·70 (95 % CI 2·62, 6·79) for Q4 and 6·34 (95 % CI 4·20, 8·49) for Q5 (P-trend < 0·001). Individuals in rural v. urban areas on average have higher quality diets at lower cost with higher intakes of whole grains and beans and lower intakes of Na, added sugars and saturated fats. Living in the South, being indigenous and having low socio-economic status were also associated with higher quality diets.Conclusions: Diet cost was positively associated with diet quality, but only in urban areas. Further studies are needed to understand the relation between diet cost and quality in rural areas. To improve overall diet quality in Mexico, strategies that aim to reduce the cost of high-quality diets should consider the heterogeneity by place of residence. [ABSTRACT FROM AUTHOR]

Background: Many schools have been cutting physical education (PE) classes due to budget constraints, which raises the question of whether policymakers should require schools to offer PE classes. Evidence suggests that PE classes can help address rising physical inactivity and obesity prevalence. However, it would be helpful to determine if requiring PE is cost-effective. Methods: We developed an agent-based model of youth in Mexico City and the impact of all schools offering PE classes on changes in weight, weight-associated health conditions and the corresponding direct and indirect costs over their lifetime. Results: If schools offer PE without meeting guidelines and instead followed currently observed class length and time active during class, overweight and obesity prevalence decreased by 1.3% (95% CI: 1.0%-1.6%) and was cost-effective from the third-party payer and societal perspectives ($5,058 per disability-adjusted life year [DALY] averted and $5,786/DALY averted, respectively, assuming PE cost $50.3 million). When all schools offered PE classes meeting international guidelines for PE classes, overweight and obesity prevalence decreased by 3.9% (95% CI: 3.7%-4.3%) in the cohort at the end of five years compared to no PE. Long-term, this averted 3,183 and 1,081 obesity-related health conditions and deaths, respectively and averted ≥$31.5 million in direct medical costs and ≥$39.7 million in societal costs, assuming PE classes cost ≤$50.3 million over the five-year period. PE classes could cost up to $185.5 million and $89.9 million over the course of five years and still remain cost-effective and cost saving respectively, from the societal perspective. Conclusion: Requiring PE in all schools could be cost-effective when PE class costs, on average, up to $10,340 per school annually. Further, the amount of time students are active during class is a driver of PE classes' value (e.g., it is cost saving when PE classes meet international guidelines) suggesting the need for specific recommendations.
