The clean and low-carbon transition of China's power sector is of great importance to the achievement of dual carbon targets and the control of global warming. This paper first estimates the remaining carbon budget of the power sector under a 1.5 °C temperature control target and on this basis constructs 1.5 °C and 2 °C power transition scenarios, examining key boundary conditions such as economic development and changes in the cost of power generation technologies. Second, the Genetic Algorithm-Extreme Learning Machine (GA-ELM) model is used to forecast the electricity demand for the next forty years. Finally, with the objective of minimising the total planning cost, a pathway optimisation model of the power system is constructed to explore the optimal transition path for the power system using the dual carbon target, carbon budget and electricity demand as the main constraints. The results of the study show that the carbon budget of the Chinese power sector is approximately 7.1 × 1010 t CO2 for a 1.5 °C temperature control target. The electricity demand tends to saturate after 2050 and reaches 1.58 × 1013 kWh in 2060. The time of the carbon peak and carbon neutralisation in the power sector is 5 years ahead of the double carbon target. By 2060, the power system will be dominated by new energy sources, with the proportion of installed non-fossil energy capacity at over 90% and the proportion of non-fossil energy generation at over 85%. Compared to that under the 2 °C temperature control target, the power sector under the 1.5 °C temperature control target needs to accelerate the pace of the low-carbon transition of electricity and deal with key issues such as the orderly withdrawal of coal power, the construction of a diversified clean energy system and the application of carbon capture devices. This study recommends that the process of building a zero-emissions power sector requires a good pace of the construction of new power systems at a suitable pace, increased efforts to tackle key technologies and improved relevant market mechanisms. China has proposed ambitious goals of carbon peak and carbon neutrality, and will pay more attention to the relationship between economic development and carbon emissions. It's significant to assess the current environmental decoupling and prospect the future conditions in China. This article studies the decoupling status and influencing factors in Chinese provinces from 1996 to 2018 through Tapio decoupling index and decomposition model. The results show that most provinces are currently in a weak decoupling state. The growth of per capita GDP and population will affect the process of strong decoupling, while the optimization of energy intensity, energy structure and industrial structure will promote the realization of strong decoupling. Moreover, this paper prospects the decoupling scenarios of Chinese provinces from 2019 to 2035 and finds that all provinces will achieve strong decoupling before 2040, 2035 and 2030 under different carbon emissions scenarios respectively. To achieve the strong decoupling of economic output and carbon emissions as soon as possible, the government must improve energy efficiency, use renewable energy in large quantities, and promote the industrial transformation and upgrading. Climate change has become a major global challenge. At present, few studies have reviewed the application practices and theoretical research of carbon neutrality. This paper summarizes the practical progress of carbon neutrality, the realization path of carbon neutrality, and the carbon neutrality research in typical fields, and concludes that the previous research has made some progress in the carbon neutrality goal domestic and overseas, the pathways to carbon neutrality, and the carbon neutrality issues in various fields. However, this paper also points out existing problems. In the context of global climate change, countries around the world are actively implementing carbon peak and carbon neutrality goals. In-depth research on carbon peak can help improve environmental conditions and achieve a harmonious coexistence between economic development and environmental protection. However, a comprehensive review of the current status of research in this area is scarce. Therefore, this article explores the current research evolution and hotspots of "carbon peak" with the help of CiteSpace visualization software, predicts the future development trends, and builds a knowledge network framework. A comprehensive analysis of the research on carbon peak from multiple perspectives is presented. The results show that the number of papers published on carbon peak is increasing every year, and that carbon peak has become a widely participated research area. Publications from various institutions and journals have also attracted widespread attention. The research hotspots of carbon peak have constantly changed with time, resulting in many theoretical and technological innovations. The knowledge framework of the field is constructed on this basis, which gives readers a clearer understanding of the development and trends in the field and provides some reference and help for future researchers. The debate over the role of fiscal decentralization and industrial structure upgrading in China's environmental governance has received increasing attention. Based on China's provincial panel data from 2003 to 2019, this paper investigates the impact of fiscal decentralization and industrial structure upgrading on carbon emissions to provide empirical evidence for the above theoretical argument. The results show that fiscal decentralization and industrial structure upgrading are negatively correlated with carbon emissions, while the interaction term for fiscal decentralization with industrial structure upgrading presents a facilitating effect on carbon emissions. Besides, fiscal decentralization, industrial structure upgrading, and the interaction term have significant regional heterogeneity on carbon emissions. When fiscal decentralization and industrial structure upgrading are taken as threshold variables, the effects of industrial structure upgrading and fiscal decentralization are significantly nonlinear. Moreover, environmental regulation, transportation infrastructure, and carbon emissions are positively correlated. There exists an inverted U-shaped relationship between carbon emissions and economic growth, which proves environmental Kuznets curve theorem. However, FDI and urbanization have no significant effect on carbon emissions. According to the above conclusions, it is necessary to strengthen the positive interaction between fiscal decentralization and industrial structure upgrading in mitigating carbon emissions, promoting the green and low-carbon transformation of China's economy, thus realizing the goals of "carbon peak" and "carbon neutrality." China's declaration to the international community to peak CO2 emissions before 2030 and achieve carbon neutrality before 2060 is of great significance in advancing the objectives of the Paris Agreement, and has a positive and far-reaching impact on China's high-quality development. This paper expounds on responsibilities and ambitions in tackling climate change, analyzes the high-quality development opportunities brought about by CO2 emissions peak and carbon neutrality, and discusses the net zero carbon emissions transformation in the new era of ecological civilization. Over the past four decades, China's extensive economic growth mode has led to substantial greenhouse gas emissions, and China has become the world's largest emitter since 2009. In order to alleviate the dual pressures from international climate negotiations and domestic environmental degradation, the Chinese government has pronounced it will reach its emission peak before 2030. However, through analyzing 12 scenarios, we found that it will be very difficult to meet this ambitious goal under the current widely used policies. With the trial implementation of China's carbon emission trading system (ETS), concerns arise over whether national ETS can accelerate the carbon peak process. In this paper, we propose a new proactive data envelopment analysis approach to investigate the impacts of national carbon ETS on carbon peak. Several important results are obtained. For example, we find that carbon ETS has a significant accelerating effect on carbon peak, which effect will advance the carbon peak by one to 2 years, and the corresponding peak values are reduced by 2.71–3 Gt. In addition, the setting of carbon price in the current Chinese pilot carbon market is found to be overly conservative. Last, our estimation on the carbon trading volume indicates that the ETS lacks vitality as the annual average carbon trading volume only represents approximately 4.3% of the total average carbon emissions. Based on these findings, several policy implications are suggested regarding the means by which China can more smoothly peak its carbon emissions before 2030 and implement national carbon ETS. In recent years, due to the rise in energy prices and the impact of COVID-19, energy shortages have led to unsafe power supply environments. High emissions industries which account for more than 58% of the carbon emissions of Guangdong Province have played an important role in achieving the carbon peak goal, alleviating social energy shortage and promoting economic growth. Controlling high emissions industries will help to adjust the industrial structure and increase renewable energy investment. Therefore, it is necessary to comprehensively evaluate the policies of energy security and the investments of high emission industries. This paper builds the ICEEH-GD (comprehensive assessment model of climate, economy, environment and health of Guangdong Province) model, designs the Energy Security scenario (ES), the Restrict High Carbon Emission Sector scenario (RHS) and the Comprehensive Policy scenario (CP), and studies the impact of limiting high emissions industries and renewable energy policies on the transformation of investment structure, macro-economy and society. The results show that under the Energy Security scenario (ES), carbon emissions will peak in 2029, with a peak of 681 million tons. Under the condition of ensuring energy security, the installed capacity of coal-fired power generation will remain unchanged from 2025 to 2035. Under the Restrict High Carbon Emission Sector scenario (RHS), the GDP will increase by 8 billion yuan compared with the ES scenario by 2035. At the same time, it can promote the whole society to increase 10,500 employment opportunities, and more investment will flow to the low emissions industries. In the Comprehensive Policy scenario (CP), although the GDP loss will reach 33 billion yuan by 2035 compared with the Energy Security scenario (ES), the transportation and service industries will participate in carbon trading by optimizing the distribution of carbon restrictions in the whole society, which will reduce the carbon cost of the whole society by more than 48%, and promote the employment growth of 104,000 people through industrial structure optimization. Therefore, the power sector should increase investment in renewable energy to ensure energy security, limit the new production capacity of high emissions industries such as cement, steel and ceramics, and increase the green transition and efficiency improvement of existing high emissions industries. Carbon emission trading is not only a market-based instrument but also one of the government's macro-policies, which is extremely crucial to fulfilling both carbon peak attainment and carbon neutrality goals. For this purpose, this paper adopts a 30-region dataset for the period from 2008 to 2020 in China and employs the difference-in-difference (DID) method to quantify the effect of the carbon emission trading pilot policy (CETP) on carbon emissions on the basis of introducing industrial structure upgrading and green technology innovation as moderating variables. The results show that (1) CETP has a statistically significant dampening effect on carbon emissions, while its carbon emission reduction effect follows a significant strengthening trend as the policy year of CETP implementation is delayed. (2) CETP has a significant carbon emission reduction effect. However, its effect demonstrates a gradual decrease from the eastern to the central and finally to the western regions. (3) CETP can inhibit carbon emissions depending on industrial structure upgrading to a certain extent, and this dependence is significant in the national and eastern regions but not in the central and western regions. (4) CETP's carbon emission reduction effect is dependent on green technology innovation, which is only revealed in the western region and performs as a dampening effect in the national, eastern, and central regions, but not significantly. China's coalbed methane (CBM) industry is in an extremely important "climbing period" and "strategic opportunity period", which can be generally characterized by "three low and one small": low degree of exploration and development, low adaptability of main technology, low return on investment and small development scale. Under the "carbon peak and neutrality" background, the development status of CBM industry is systematically combed. The resources, technology, management problems and reasons are analyzed. Strategies and countermeasures to accelerate the industrial development are put forward according to the factors such as efficient development of resources, major technical breakthrough, talent team training, policy formulation and implementation, return on investment and so on. The existing problems are as follows: (a) The overall occurrence conditions in China are complicated and the development is difficult compared with the other countries. (b) The research precision accuracy of CBM resource conditions is not enough. (c) The adaptability of technology is poor. (d) The management mode is not suitable. In view of these problems, this paper puts forward the "two steps" development strategy and the technical and management countermeasures of "five in one". The corresponding "five in one" technology and management countermeasures are the formulation and implementation of relevant safeguard measures in accordance with the principle of collaborative innovation in five aspects: resources, technology, talents, policies and investment. With the goal of carbon peak and carbon neutrality, fossil energy is becoming increasingly exhausted. Optimizing energy structure and saving energy and reducing consumption are the top priority. With the rapid development of modern science and technology, vacuum refrigerator has been greatly applied and popularized in various fields, such as food production, medicine and biology. However, in the actual operation process, the energy consumption of vacuum refrigerator is high, which does not meet the concept of energy conservation and environmental protection. The inner and outer push–pull structure of the sealing door makes it occupy too much space when opening the door, which is very inconvenient. In this paper, a vacuum refrigeration energy-saving device and the TRNSYS 16 software are used to simulate the energy-saving device. The results show that the device can reduce the number of vacuum refrigeration pumps and greatly reduce the loss of energy consumption. [Display omitted] To achieve carbon neutrality, it is urgent to quantify carbon emissions to support policy deployment. Based on life cycle assessment, this paper proposed calculation method for carbon emissions from road infrastructure in a Demonstration Zone, China. Based on scenario analysis, this paper quantified the carbon emissions currently and analyzed the trend and characteristics of carbon emissions of road infrastructure from 2020 to 2060 through 4 scenarios. The results show the carbon emissions fluctuate between 20 kt and 540 kt CO 2 from 2013 to 2019 and increase significantly in 2014 due to the surge in road mileage. In the first three scenarios, the carbon emissions show an increasing trend after 2030, with annual growth rates of 1.12%, 0.57%, and 0.27% respectively. However, in the optimal scenario, the peak year of carbon emissions is 2024, with the peak emissions of 649.333 kt CO 2 and an increase of 245% over the base year. [ABSTRACT FROM AUTHOR]

China has pledged to peak its CO2 emissions by 2030 and achieve carbon neutrality by 2060. To meet these goals, China needs to accelerate the electrification of passenger vehicles. However, the rapid development of electric vehicles may impact the supply of critical raw materials, which may hinder the low-carbon transition. Therefore, the impact of vehicle electrification on CO2 emissions and the corresponding bottlenecks in the supply of critical raw materials should be systematically considered. In this study, we developed the China Automotive Fleet CO2 Model (CAFCM) to simulate a mixed-technology passenger vehicle fleet evolution. We further assessed the impact of energy and CO2 emissions and evaluated the demand for critical battery materials. We designed three scenarios with different powertrain type penetration rates to depict the potential uncertainty. The results showed that (1) the CO2 emissions of passenger vehicles in both the operation stage and the fuel cycle can peak before 2030; (2) achieving the dual carbon goals will lead to a rapid increase in the demand for critical raw materials for batteries and lead to potential supply risks, especially for cobalt, with the cumulative demand for cobalt for new energy passenger vehicles in China being 5.7 to 7.3 times larger than China's total cobalt reserves; and (3) the potential amount of critical material recycled from retired power batteries will rapidly increase but will not be able to substantially alleviate the demand for critical materials before 2035. In the context of carbon peaking and neutrality, it would be interesting to study the policy conditions for achieving carbon targets. From a technical perspective, this study constructed a theoretical model of the relationship between energy tax policy, R&D subsidy policy, and energy intensity within the framework of biassed technical change. Subsequently, through the logical relationship between energy and carbon intensities, three combination policy schemes for achieving the carbon intensity target were obtained. The findings are as follows: First, a higher rate of energy tax and R&D subsidy is destined to lead to a lower energy intensity, and energy tax policy can better boost energy intensity than R&D subsidy policy. Second, in terms of pulling the carbon intensity, the effect of the energy tax policy is better than that of the R&D subsidy policy, but in terms of its impact on the future policy effect, the R&D subsidy policy is better than the energy tax policy. Third, China should adopt a combination of policies to reduce carbon intensity, with a certain increase in the energy tax policy and a certain increase in the R&D subsidy rate policy. • This paper analyzes China's challenges toward carbon neutrality (CN) by 2060. • Currently, up to 85% of China's energy consumption relies on fossil fuels. • China's zero-carbon technologies and economy are not yet sufficient for CN. • Thus, we propose a three-stage/four-step strategy for China to achieve CN. • This paper also presents seven suggestions to foster China's green transition. In response to climate change, the Chinese government has set a clear goal to reach its carbon peak by 2030 and achieve carbon neutrality by 2060, endeavoring to gradually realize net-zero carbon dioxide (CO 2) emissions. This paper explores the concept of carbon neutrality and makes a comparative analysis of the gap between China, the European Union, and the United States vis-à-vis carbon neutrality based on international data. The main challenges China faces in its progress toward carbon neutrality are the following: first, China's energy consumption and CO 2 emissions continue to increase, while its carbon peak has not yet been reached; second, carbon emission reduction in China is an arduous process, as the transition period allowed for the country to transition from its carbon peak to carbon neutrality is shorter than that of developed countries; third, China remains reliant on high-carbon fossil energy, with high energy consumption and low energy utilization efficiency; fourth, China's low level of economic development, compared with those of the EU, the US, or other developed countries, makes it relatively weak to withstand economic risks; and fifth, China's low-carbon and zero-carbon technologies are not mature. China is currently recognized as the leading global energy consumer and CO2 emitter. A significant amount of carbon emissions can be attributed to urban public buildings. Establishing an equitable and efficient carbon emission allocation mechanism is a crucial step to meeting the ambitious targets in China's 2030 carbon peak plan. In this study, we estimate the total amount of CO2 emissions from urban public buildings by 2030 and propose a preliminary scheme of carbon quota assignment for each province. By means of applying the zero-sum gains data envelopment analysis (ZSG-DEA) model, the carbon emission quotas allocation of urban public buildings in China's 30 provinces is proposed, and the corresponding pressure to reduce provincial carbon emissions is analyzed. The results indicate that Qinghai has the lowest carbon emission rate (0.01%) for urban public buildings, while Guangdong has the highest (9.06%). Among the provinces, Jiangsu, Jiangxi, and Tianjin face the least pressure in reducing carbon emissions from urban public buildings. On the other hand, Hebei, Beijing, and Anhui are under great pressure to decrease carbon emissions. Notably, Hebei is predicted to have the highest emission reduction requirement of 95.66 million tons. In terms of pressures on carbon emissions reduction for urban public buildings, Jiangsu, Jiangxi, and Tianjin exhibit the least pressure. Hebei, Beijing, and Anhui are facing intense pressure to decrease carbon emissions. These findings offer policymakers valuable insights into developing a fair and efficient carbon allowance allocation strategy, while also contributing to China's efforts to mitigate carbon emissions and combat climate change. Based on historical land use for eight periods from 1980 to 2020 and the projected land use under seven Shared Socioeconomic Pathways (SSPs: SSP1-1.9, SSP1-2.6, SSP2-4.5, SSP3-7.0, SSP4-3.4, SSP4-6.0, and SSP5-8.5) from 2021 to 2100, we conducted a study on past and future land use changes in the Qinghai-Tibet Plateau (QTP). This work aims to reveal the land use changes during the carbon peak (2021–2040) and carbon neutrality (2051–2070) periods and at the end of the 21st century (2081–2100). The results show that: (1) in the historical period (1980–2020), the land use types in the QTP were grassland (1475×103 km2, 58.2%), barren land (685×103 km2, 27.0%), forest land (243×103 km2, 9.6%), water (114×103 km2, 4.5%), cropland (18.6×103 km2, 0.7%) and urban land (0.3×103 km2, 0.01%). (2) Relative to the baseline period (1995–2014), the area of grassland is projected to decrease by 0.7% (SSP4-6.0)–5.4% (SSP2-4.5) (0.5–3.9% of the total area of the QTP), 2.8% (SSP4-6.0)–12.5% (SSP3-7.0) (2.1–9.4% of the total area of the QTP) and 6.1% (SSP4-6.0)–21.7% (SSP4-3.4) (4.6–16.4% of the total area of the QTP) in the future three periods. In contrast, the forest land area is projected to increase, by approximately 2.5% (SSP4-6.0) to 30.1% (SSP3-7.0) (0.3–4.3% of the total area of the QTP), 9.2% (SSP4-6.0) to 56.5% (SSP2-4.5) (1.3–8.0% of the total area of the QTP), and 21.2% (SSP4-6.0) to 72.8% (SSP2-4.5) (3.0–10.2% of the total area of the QTP) in the future three periods, respectively. (3) Approximately 0.4 (SSP4-6.0) to 6.9% (SSP5-8.5), 0.9 (SSP4-6.0) to 2.7% (SSP4-3.4), and 0.04 (SSP5-8.5) to 3.5% (SSP1-1.9) of land is expected to convert from grassland to forest land in the future three periods, respectively. The greenhouse effect is a global warming phenomenon caused by human activities. Therefore, it has become a global concern to reduce GHG emissions and control climate warming. This article aims to study how to analyze and study the impact of energy transformation (ET) on China's greenhouse effect based on the stochastic impacts by regulation on population, affluence, and technology (STIRPAT) model, and to comb the current situation and trends of carbon emissions (CE) in China. The focus of this study is on the impact of China's ET on the greenhouse effect, which is to study whether the ET can effectively reduce the intensity of the greenhouse effect and the rate of temperature rise in China with the existing energy structure and industrial structure unchanged. This article analyzed the scale and intensity of China's CE from 1995 to 2020, and understood that during the period 2003-2012, China's CE grew very rapidly. In 2020, China's CE reached 10.273 billion tons. In addition, through the analysis of CE prediction under three different scenarios, this article found that under the baseline scenario, China's future CE scale would continue to grow. Under the planning scenario, it was expected that the CE scale would reach 137541 million tons and 143817 million tons respectively in 2030 and 2060. Under the regulatory scenario, it would reach a peak in 2030 and then show a downward trend. In 2050, the scale of CE would begin to maintain a balance, and under the regulatory scenario, the greenhouse effect would also be significantly reduced. [ABSTRACT FROM AUTHOR]

As the climate is warming up and climate disasters occur more frequently, China's carbon peak and carbon neutrality targets are gaining attention, with provinces starting to set carbon peak targets and constantly exploring low carbon economic development opportunities. However, the existing evaluation index system mainly focuses on low carbon cities and green cities, and there is no evaluation index system for carbon peak and carbon neutrality. This study adopts a combination of theoretical and empirical research and draws on domestic and international research results to construct the first index system for evaluating China's provincial carbon peak and carbon neutrality. The evaluation index system includes 18 indicators from three dimensions: climate ambition, low carbon status, and emissions trends. Using this index system, we calculated the carbon peak and carbon neutrality indices of 30 Chinese provinces. Further, the 30 provinces were classified into six categories, and corresponding policy recommendations for achieving the "Dual carbon" targets were put forward. The evaluation index system constructed in this paper can provide a reference for future carbon peak and carbon neutrality assessments. By disclosing the integrated index of each province, we hope to effectively curb the increasing local carbon emissions; avert inaction in areas with good natural endowments; and motivate the advancement of the latter, to boost the implementation of the "Dual carbon" targets coherently for the whole country. To solve the problem of rising energy use and CO2 emissions, China issued the 14th Five-Year Plan in 2020, emphasizing the need to reduce its carbon intensity and achieve a carbon emission peak before 2030. In order to estimate the future path of carbon peak in China, a novel dataset was constructed to analyze 30 provinces in China, and found that the realization of carbon peaking in 2025 requires a reduction of 1.072 million tons of carbon emissions in 2025, at which point peak carbon emissions will be 11,008.4 million tons. Due to this energy gap caused by carbon emission reduction the total amount of clean electricity has reached 3600 billion kWh. In carbon emission allowance trading, provinces with large carbon emissions, like Jiangsu and Guangdong, prefer to buy carbon allowances, while those with small carbon emissions like Shanxi and Inner Mongolia prefer to sell carbon allowances. In the energy trading market, the overall situation meets the 14th Five-Year Plan of west-east and north-south power transmission, except for Shanghai, Hainan, Hubei, and other provinces selling power, due to excessive power generation from a particular energy source. Due to large energy consumption and carbon emissions (ECCE) in the building sector, there is huge potential for carbon emission reduction, and this will strongly influence peak carbon emissions and carbon neutrality in the future. To get a better sense of the current research situation and future trends and to provide a valuable reference and guidance for subsequent research, this study presents a summary of carbon peak and carbon neutrality (CPCN) in buildings using a bibliometric approach. Three areas are addressed in the review through the analysis of 364 articles published from 1990–2021: (1) Which countries, institutions, and individuals have conducted extensive and in-depth research on CPCN in buildings, and what is the status quo of their collaboration and contributions? (2) What subjects and topics have aroused wide interest and enthusiasm among scholars, and what are their time trajectories? (3) What journals and authors have grabbed the attention of many scholars, and what are the research directions related to them? Moreover, we propose future research directions.
