In the context of carbon neutrality target, renewable energy sources have been transforming from "supplementary energy" to "main energy", which have promoted the green and low-carbon transition of global energy supply system. In-depth analyzing the spatial patterns and driving mechanisms of renewable energy expansion are of significance for optimizing the spatial layout of clean power, and avoiding the phenomenon of wind and solar power curtailment. In this paper, we proposed an ensemble learning model to examine the nonlinear effects of physical geography, resource endowment, and socio-economic factors on solar photovoltaic (PV) capacity at the prefecture-level city scale in China. Using the city-level multi-sources geospatial big data, we extensively collected a total of 175 related explanatory variables and cumulative installed capacity of solar PV power for 295 prefecture-level cities of China. The recursive feature elimination algorithm (SVM-REF) is firstly used to extract the optimal feature subset of urban PV capacity from multi-dimensional features variables. Furthermore, three advanced machine learning models (random forest, decision tree, extreme gradient boosting) are developed to identify the key influencing factors and nonlinear driving effect of urban solar PV power expansion in China. The results show that China's PV installation capacity is highly concentrated in Northern and Northwest parts of China, with the occupancy over 70% in 2019. Moreover, the XGBoost model has the best prediction accuracy (R2 = 0.97) among three methods. We also found that total amount of urban water resources, average solar radiation, and population density are the most important controlling factors for urban solar PV capacity expansion in China, with contribution of 35.6%, 17.7%, and 13.3%, respectively. We suggested that urban solar PV layout mode in China is recommended to gradually shift from resource orientation to the "resource-environment-demand" comprehensive orientation. With the rise of the global green low-carbon energy revolution and the advanced implementation of the '30·60' carbon peaking and carbon neutrality strategy proposed by China, the development of the offshore wind industry is greatly encouraged in China. The wind energy resources in Fujian sea area are excellent, but due to the geological characteristics in the area, rock-socketed pile foundations are very common. Taking Pile No.13 for Changjiang'ao Offshore Wind Power Project in Pingtan, Fujian, as an example, this paper introduces the key technology involved in the 'Driving-Drilling-Driving' technology for construction of Type I monopile foundations and the five aspects that need to be considered emphatically during the construction, and illustrates the related calculation and evaluation process, which can provide some useful reference for subsequent similar projects. To achieve the goal of 'Net-zero Europe' by 2050, the European Union (EU) has set up detailed policies in the fields of energy and climate. This paper summarizes the main characteristics of relevant policies in the EU and UK and their implications for China by reviewing these policies in the achievement of the carbon neutrality goal and other goals in the energy and climate fields. The characteristics of these energy and climate policies include: ① Top-down and bottom-up approaches are adopted to distribute the EU' s overall emission reduction targets to member states in accordance with the principle of fairness, and each member state formulates and adjusts its own goals to ensure the realization of the overall goals. ② Detailed transition plans are formulated for the power, industry, transportation, and building sectors; importance is attached to the application of new and renewable energy technologies such as solar, wind, and hydrogen energy; specific goals are set concerning coal power transition, nuclear energy development, energy efficiency improvement, carbon capture and storage, electrification, and building renovations; and the importance of energy security in transition planning is stressed. ③ A sound and mature emissions trading system and a fair transition mechanism are established to support the realization of the transition goals, and developing countries are helped to reduce emissions through technical dialogues and climate financing. To reach peak carbon emissions and achieve carbon neutrality, China should develop relevant roadmaps at national, sectoral, and provincial levels and strengthen R&D of key decarbonization technologies. China's coastal region is the major geographical unit for the future development of China's industrial sector. The transformation of basic structure to high-class development in China's coastal places is a significant tool for promoting the changes related to quality, power and efficiency in regional economic development. In the 21st century, environmental and energy issues have increased worldwide, and challenges related to environmental pollution, energy crises, and ecological imbalances have emerged. To climate change and energy utilization, the sustainable progress of clean energy is the new route of future energy development. Based on China's non-polluting energy growth process in the last ten years, this article explores China's clean/green energy policies and economic growth development plans. Clean energy utilization is crucial for sustainable development in the context of high-quality economic growth and climate change. However, the monetary evolution and carbon emission are not investigated whole from the clean energy aspects. Using Wind energy sources as the acceptable variable, this paper employs threshold regression and impulse functions to assess the energy consumption and economic growth on carbon emission in 30 Chinese provinces over the 2000 to 2020 period. The Deep Belief Network (DBN) model predicts wind energy utilization and efficiency. The results show that economic development and carbon emissions are connected. Further, growth influences promote the offset of carbon emissions. Green innovation alters the nexus of carbon emissions, and China's economy reduces carbon usage. Wind and solar power are expected to play important roles in many countries to achieve carbon neutrality; however, their inherent instabilities pose significant threats to existing power grids. Because hydropower has been recognized as a viable compensatory resource for solar and wind energy uncertainties, many studies have sought to determine optimal scheduling strategies for hydro-PV, hydro-wind, and hydro-PV-wind systems. However, few studies have simultaneously considered the sizing and scheduling of large-scale hydro-PV-wind hybrid systems connected to long-distance transmission lines. Therefore, this paper develops a mathematical metric to measure the wind and solar output complementarity and incorporates it into a multi-objective sizing and scheduling model for a hybrid hydro-PV-wind system, in which resource complementarity, profit generation, system reliability, and power curtailment trade-offs are concurrently considered. The ɛ -constraint method is employed and decision makers' attitude parameters are introduced to transform the proposed model into its equivalent single objective form. A case study in China reveals that the maximum wind and solar power output complementarity rate can be at least 0.19 for the studied hybrid hydro-PV-wind system. The incorporation of wind enables the hybrid hydro-PV-wind system to provide 4.11% more load than a hydro-PV system. In addition, if 2% of power curtailment is permitted, 1.53% more load can be served and 14.9% higher profits can be earned. This review proposes a performance evaluation system of low-carbon economic development based on multiobjective analysis in low-carbon environment. This is a modeling method combining super efficiency and relaxation-based measurement model (super-SBM model), which can effectively measure green innovation efficiency with unexpected outputs and traditional innovation efficiency without unexpected outputs. Using the Malmquist–Luenberger index method to dynamically analyze the efficiency of green innovation, a multiobjective model is obtained, including economic scheduling target considering wind power cost and low-carbon scheduling target considering carbon trading. The efficiency of green innovation considering unexpected output is obviously lower than that of traditional innovation without considering unexpected output. This phenomenon is more pronounced in some areas of central and western China. Technical efficiency improves the innovation level of environmental protection economy in China and the impact of technological progress is greater than that of technical efficiency. In this review, the output super SBM model is used to study the development of China's low-carbon industry, and the correlation between the prediction model and the performance change of low-carbon economic development is analyzed. The Malmquist–Luenberger (ML) index of environmental protection product development efficiency in China is not less than 1. Due to the improvement of the efficiency of scientific and technological development, the combination of the two will eventually lead to the improvement of the development of green products and environmental economic products in China. Aiming at the problem of insufficient peak shaving capacity of the power system after large-scale renewable energy such as wind power and photovoltaics is connected to the grid, a new energy-pumped storage combined system low-carbon economic operation strategy is proposed. First, the energy storage characteristics of pumped storage are studied; wind power and photovoltaic output are shifted in time and space; and a new energy-pumped storage combined system model with photovoltaics, wind power, and pumped storage as the main body is established. Second, the carbon trading mechanism was introduced, and the reward and punishment ladder carbon trading cost model was established. Then, via the new energy-pumped storage combined system, the upper optimization target with the smallest investment cost and the lower optimization target with the largest system benefit are established, and a two-layer optimization model solution method based on linearly decreasing inertia weight particle swarm optimization and sequential quadratic programming algorithm is proposed. Finally, via the operating data of a pumped storage power station on an island in northern China, the new energy-pumped storage combined system low-carbon economic operation strategy was simulated and verified. The simulation results show that the low-carbon economic operation strategy of the new energy-pumped storage combined system proposed in this paper can effectively suppress load fluctuations, reduce the impact of wind and wind anti-peak regulation characteristics on the power grid, increase the utilization rate of renewable energy, and improve system economy. Transnational power cooperation contributes to promoting the large-scale use of renewable energies in Asia, but how to develop the structure of power transmission network deserves careful investigation. This paper thoroughly investigates the structure of power investment and transmission network in China and neighbouring countries, aiming to promote the large-scale use of renewable energies around Asia. Various power-generation and power-transmission technologies are considered in detail, and transnational power interconnection risk cost and carbon emission cost are embedded into a bottom-up optimization model. The future power-generation structures and networks installed under various policy scenarios are analysed in detail, and the corresponding economic, carbon emission reduction and renewable energy consumption benefits are evaluated. The results show that power transmission between China's internal regions and neighbouring countries can save $56.7 billion for the entire power system through the large-scale grid integration of renewable energy. The installed capacities of wind power, solar power, and hydropower renewable energy power generation could be increased by 141 GW, 163 GW, and 58 GW, respectively. The construction of transnational transmission lines from Central Asia to Northwest China, Mongolia to North China, the Russian Far East to Northeast China, and Northeast China to South Korea could effectively promote the utilization of renewable energy in the Russian Far East, Mongolia and Central Asia and further reduce carbon emissions in China, Japan and South Korea. • It examines how to construct a power investment and transmission network in Asia. • Various technologies, risks and costs are considered based on bottom-up model. • Huge benefits exist for power transmission between China and neighbouring countries. • Various power-generation structures and networks installed are analysed in detail. • Suggestions about power investment and transmission are given for Asian countries. China has set a goal of carbon neutrality by 2060 and is determined to increase wind and solar power to 1200 GW by 2030, even though it already has the world's largest installed capacity of renewables. However, the lack of flexibility in the power system will limit the development of a higher proportion of renewable energy. This paper evaluates the applicability of different types of flexible power sources in China for the first time. Above all, it describes the current situation of China's power industry and the necessity of increasing flexible power sources, establishes an evaluation system from the perspectives of benefit, opportunity, cost & risk, then determines 19 evaluation criteria. The BOCR-ANP-TOPSIS method was used to evaluate the system, where the ANP method determines the weights and the TOPSIS method ranks the alternatives. The result shows that pumped storage hydropower has the highest overall ranking, followed by the flexibility transformation of coal-fired power. Transferring energy-intensive industries to regions with abundant clean energy is crucial for achieving low-carbon transformation of energy-intensive sectors during carbon neutrality. By manually collecting the project data from energy-intensive enterprises in China, we construct a three-dimensional panel data with 1.86 million observations to empirically examines the impact of the carbon intensity constraint policy (CICP) on the transfer of high energy-intensive projects (HEP). Our findings indicate that the CICP accelerates the transfer of HEP. The transfer direction shows that the HEP transferred from the eastern region to the western region have increased, but the HEP transferred from the western region to the eastern region have not decreased. To explain the above phenomena, we further discuss the underlying mechanism from the perspective of energy structure and industrial agglomeration. From the standpoint of transfer-out regions, the higher the proportion of thermal power in the energy consumption structure, the more HEP will be transferred out. From the standpoint of transfer-in regions, the industrial agglomeration will attract the transfer of the HEP. However, we do not find evidence that wind power and photovoltaics can attract the HEP. Meeting energy needs and ensuring ecological sustainability are important tasks for policymakers. In particular, changing the energy mix used in daily electricity generation can have a major effect on ecological conditions, and this is a previously neglected research topic. Therefore, this paper aims to investigate the influence of daily electricity generation from nuclear power and renewables on the achievement of carbon neutrality targets in the four largest nuclear power countries (i.e., the U.S., China, France, and Russia). The study applies the wavelet-transform coherence (WTC), quantile-on-quantile regression (QQR), and Granger causality in quantiles (GCQ) approaches for the period from January 2, 2019 to December 29, 2022. The outcomes present that electricity generation from nuclear energy reduces carbon (CO 2) emissions only in Russia, while hydropower generation does not contribute to CO 2 emission reduction in any country. Solar electricity generation decreases CO 2 emissions in different quantiles in the U.S. and Russia, while electricity generation from wind power reduces CO 2 emissions in the U.S. and France. The empirical outcomes also reveal that expanding solar, wind, and nuclear power in the energy mix can enhance the potential of the U.S., France, and Russia to achieve carbon neutrality and secure a sustainable future. However, China is using nuclear and renewables inefficiently regarding carbon neutrality. Therefore, the empirical evidence for China is highly controversial compared to former studies. The predominant utilization of fossil fuels for hydrogen production in China leads to substantial carbon emissions, posing a challenge to China's objective of achieving carbon neutrality. With the rapid development of wind power in China, hydrogen can be produced through water electrolysis powered by wind-generated electricity. This process offers the potential to gradually replace the hydrogen production from fossil fuel (grey hydrogen), thus promoting the low-carbon transformation of China's hydrogen energy industry. However, further investigation is required to determine the potential displacement of grey hydrogen through the production of hydrogen from wind power in China in the future. To address this issue, this study first obtained wind speed data for the entire China region from the MERRA-2 database. Subsequently, based on the wind speed data for each specific area, the wind turbine model with the lowest power generation cost was selected from the eight available wind turbine models. On this basis, the mixed integer linear programming method is used to construct the cost analysis model of wind power-hydrogen production (WPHP). Based on the local wind power generation data, calculations are performed to determine the optimal installed capacity of the wind turbine, electrolyzer, and hydrogen storage tank within the WPHP system. Additionally, the optimal scheduling of the WPHP system is determined. These optimizations collectively result in the best WPHP cost. Based on this research, the optimal cost of WPHP for each geographical grid in China can be calculated and compared with the local grey hydrogen cost. The analysis reveals that in some areas of Xinjiang, Gansu, and Guizhou, exhibit low costs of wind power. This suggests that the substitution of grey hydrogen with WPHP can be achieved in these areas. Based on technological progress and changes in carbon trading prices, this paper predicts that WPHP in China could potentially replace 16.35–28.69 million tons of grey hydrogen by 2040. Moreover, by 2060, WPHP in China is projected to replace 76.72–92.01 million tons of grey hydrogen. Intermittent renewable energy sources have been transformed from supplementary energy to dominant incremental alternative energy sources in the context of carbon neutrality target worldwide. For coastal countries, it is urgent to integrate abundant offshore energy into regional onshore renewable power sources economically and reliably considering the scarcity of land resources and negative environmental impacts. However, limited knowledge on the complex spatiotemporally synergy relationships between energy potential (onshore and offshore) is a barrier in making reasonable policies to promote collaborative development of onshore and offshore energies. This study presents a spatiotemporally explicit modelling framework for assessing the synergy potential characteristics of onshore and offshore renewable energy sources. The framework firstly estimates the technical potential of solar PV and wind energy across the country by using 40 years of hourly meteorological reanalysis data (1980–2020), and then investigates the long-term changes trend, stability, and complementarity of solar-wind energy potential spatiotemporally at both onshore and offshore sub-regions. We find that a considerable amount of solar PV and wind energy sources could be harnessed in China, and onshore potential across the country (178 PWh/yr) is approximate 20 times higher than offshore energy potential (8.9 PWh/yr). Overall, onshore solar-wind energy potentials exhibit statistically insignificant but slightly increasing trend over the past 40 years, while offshore wind potentials observe an opposite change trend for solar PV and wind energy production. Complementarity assessment showed the northeast and offshore parts of China present high complementarity effects for hourly and daily power production of solar-wind systems. Furthermore, inter-regional combination between offshore and onshore northwest regions also exhibits promising synergy effect for renewable energy power output. The results on resources dynamic and complementarity highlight the advantage of interregional resources cooperative configuration and electric power grid interconnections. In the context of carbon neutrality, renewable energy, especially wind power, solar PV and hydropower, will become the most important power sources in the future low-carbon power system. Since wind power and solar PV are specifically intermittent and space-heterogeneity, an assessment of renewable energy potential considering the variability of wind power and solar PV with high temporal resolution in different regions will facilitate more accurate identification of the decarbonization pathway of power system. In this paper, the complementary output potential of wind-solar-hydro power every 15 min in 31 Chinese provinces is evaluated by developing a multi-objective optimization model based on Nondominated Sorting Genetic Algorithm II. The results show that the total annual complementary power generation potential in China is 17.57 PWh, of which the three components account for 47.8%, 25.3% and 26.9%, respectively. Inner Mongolia and Tibet are the major renewable energy source provinces with annual complementary power generation potential of 5330 TWh and 3907 TWh, accounting for 30.3% and 13.7% of the total power generation potential, respectively. The temporal potential of wind-solar-hydro power varies greatly, with daily potential is more volatile than monthly. Seasonal and spatial heterogeneity of the complemental renewable potential makes some provinces suffer power shortage during long-hours period especially in winter. In the context of carbon neutrality, China vigorously develops clean energy and renewable energy. As a result, offshore wind power projects have grown rapidly. The success of offshore wind power projects depends on the location of offshore wind power station(OWPS), and this paper aims to develop a hybrid decision-making framework to address the location of offshore wind power stations. Firstly, a comprehensive evaluation attribute system of offshore wind power station site selection is innovatively constructed, including wind resources, construction conditions, economy, environment and risks. Secondly, probabilistic linguistic term set(PLTS) is used to describe uncertain information, which improves the reliability of decision information. Thirdly, The Best-worst method (BWM) based on probabilistic language term sets determines the weights of attributes, which ensures the accuracy of the attribute weight. Finally, an extended TODIM (an acronym in Portuguese of Interactive and Multicriteria Decision Making) method is proposed to rank the alternatives. The proposed method is applied to the location selection of offshore wind power station in Jiangsu Province, China. Chinese wind power policies have productively promoted the development of wind power and also promoted the process of wind power participation in electricity market transactions. However, with policy emphasis on investment and neglect of utilization, there have been some difficulties in the development of Chinese wind power. To highlight the guiding role of policy and improve the wind power policy system, an analysis of Chinese wind power policies is conducted in this paper. First, aiming at the main components of wind power chain, including wind power construction, grid connection, transmission, and sales, a comprehensive and systematic frame of Chinese wind power policy system is proposed from the three aspects of development planning, administrative management and market transactions. Second, the indicator system of Chinese wind power development effectiveness is extracted, including installed capacity, power generation, power utilization hours, carbon emission reduction, investment, on-grid power price, wind curtailment rate, etc., and the effectiveness of policy implementation is verified. Third, new policy recommendations are proposed from parts of transmission, consumption, and market, for the development of Chinese wind power industry in the 14th Five-Year Plan period and the goal to reach the crest value of carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. In this paper, advice to supplement and improve the Chinese wind power policy system is provided, which may it promote better development of Chinese wind power in the following decade from the policy point of view. Accurate wind speed characterization is important for wind farms to efficiently utilize wind energy which plays a significant role in reducing the dependence on fossil fuels and promoting global carbon peak and carbon neutrality. Since hourly wind speed density exhibit a variety of shapes, their characteristic features change substantially within a day, influenced by meteorological factors, therefore, the hourly wind speed analysis is considered to improve the accuracy of wind speed characterization. In this paper, 4 commonly used wind speed probability distributions (Weibull, Rayleigh, Gamma, Lognormal distribution) are applied for hourly wind speed analysis, and the best fitting distribution of each hourly wind speed series is identified by the goodness-of-fit test. Then the hourly wind power distribution of wind farms is determined by the corresponding optimal hourly wind speed distribution and the relation between wind power and wind speed. Finally, the hourly expected wind power calculated by the hourly wind power distribution is used to guide the hourly operation of the wind farm. The measured wind speed and wind power data of Dashuikeng wind farm in the Ningxia Autonomous Region of China is taken as an example to illustrate the results, 1) the hourly wind speed analysis performs a more accurate characterization of wind speed than annual wind speed series analysis. 2) The range of the average value of hourly wind speed series is 5.7 m/s–6.9 m/s, and the average wind speed, overall, during the daytime is smaller than that during the nighttime. 3) Gamma distribution shows a better performance than the other three distributions in characterizing the hourly wind speed series. 4) Wind energy resources are not fully consumed during the daytime, especially the period of 11:00–18:00. The proposed method improves the characterization of wind speed and guidance of the hourly operation for the wind farm, which has an important significance in raising the efficiency of wind energy utilization. With the imminent acute problems and the harsh reality of climate change, many countries/groups of countries have developed policies to reduce their carbon emission. At the end of 2020, the Chinese government announced a revised policy that will see the country attain carbon neutrality by 2060 and peak emission by 2030. This study aims to determine the techno-economic requirements for net-zero emission attainment in China. The models created are used to explicate the 100% integration of renewable energy into the energy systems in a Province in China considering the years 2030 and 2050. This study is novel as it aggregates the detailed requirements of all the energy sectors and the government policies for the case study. While the approach presented in this paper is applied specifically to Sichuan Province, China, the application of this method is limitless as it is vast and viable for other countries. This study can also serve as a template for many high carbon-emitting countries with sizeable RE potential. The total energy demand in the case study is summarized under three sectors; electricity, industry, and transport. Following the government policies, renewable energy sources such as wind power, solar PV, river hydro, and biomass are considered for 100% decarbonization of the case study. River hydro being the predominant renewable energy source in this region is constructed considering three levels of hydro (dry, normal, and wet) years. The 2017 energy demand and supply data are first used to develop/validate the model on the EnergyPLAN simulation platform, then the 2030 proposed pathway to peak carbon emission by the government is analyzed. Three innovative pathways to net-zero emission attainment by 2050 are proposed in this study considering the additional use of biomass (BIO model), pumped hydro storage (EES model), and the import of clean electricity from neighboring provinces (IMP model). Based on the analyses in this study, the proposed pathway by the government cannot achieve net-zero emission by 2050, however, the three optimized strategies/models presented in this study show a clearer and faster path to decarbonization. Carbon emission will reduce by 13.26 %, 14.77%, and 15.3 % between 2030 and 2050 reference models for the dry, normal, and wet year scenarios respectively. From the three optimization models, the total cost of the import model was the lowest under different scenarios. As a new clean and sustainable energy that can reduce carbon emissions, offshore wind energy has received much more attention in recent years. In response to the complexity and flexibility issues in the decision-making process of offshore wind power investment, this paper proposes an investment decision framework based on a bidimensional binominal lattice that embeds deferral options, aiming to derive the appropriate development timing and investment potential for corporate investors in uncertain environment of market and technological development. And the investment model embedding revenue from carbon emission reduction highlights the advantages of clean energy. Furthermore, we creatively compare the policy effects of three subsidy schemes using the model as a policy analysis tool and use scenario analysis to simulate the impacts of dynamic adjustments in subsidies on investment decisions. For the case of an offshore wind power plant in Guangdong province, China, we find that the local government has to provide a subsidy of 0.11 CNY/kWh to allow the project to be profitable. In the absence of subsidies, however, it is preferable to defer the decision of investment with a wait-and-see attitude. Given the same total government financial input, we find that it will be more beneficial for the government to provide R&D subsidy than electricity tariff subsidy and operation subsidy in terms of long-term sustainable development. Our findings also demonstrate that considerations in the carbon trading market will also contribute to the development of offshore wind power. The conclusions of this article can provide valuable guidelines for corporate investors to adjust the appropriate development timing and for policymakers to optimize subsidy allocation, so as to promote the healthy development of offshore wind power and low-carbon transition.
