Since the mid 1990s vocational and education and training systems across Europe have had to respond to a number of external factors which have transformed the demand for skills. This paper examines the way in which VET systems have responded to the external factors and increase their resilience in the face of external shocks of one kind or another. The paper also reveals the way in which VET increasing established itself as a mainstream option for young people over the same period because of its capacity to deliver skills which the labour market demands.

This paper assesses how UK universities seek to maintain their global dominant position post-Brexit through comprehensive strategic partnerships with key European institutions as part of their internationalisation strategies. Drawing on 24 semi-structured interviews conducted from November 2017 to July 2018 in 12 UK universities vertically differentiated and spread along the highly hierarchised spectrum of British universities in all four nations, we aim to examine which types of universities are most inclined to form international comprehensive university-wide strategic partnerships, and how they identify their partners. The analysis is framed within Bourdieu's theory of "economy of practices" which considers all university practices as economic practices that are ultimately tailored towards maximising either material or symbolic profit. Unlike in business and industry, where organisations traditionally compete to maximise profit, universities must both compete and collaborate with one another in order to improve (or maintain) their position in the field. UK universities will need to navigate the post-Brexit space they find themselves thrown into, and in the process will need to review international institutional links with both European Union (EU) based and non-EU universities. This paper will assess how UK universities seek to maintain their dominant position in the field through comprehensive strategic partnerships with key foreign institutions.

EU educational mobility programmes have long been geared towards not only the promotion of intercultural communicative competence but also the uptake of European civic values. While the linguistic and socio-cultural effects of European training mobilities have been extensively studied, their effectiveness in supporting active citizenship and the emergence of shared community values remains largely unexplored. Similarly, no previous research has attempted to systematise the various conceptualisations of European civic and democratic values invoked in mobility projects addressing the topic. To bridge this lacuna, this paper reviews qualitative data from EU school-based mobility projects whose stated purpose, singularly or in conjunction with other educational goals, is the promotion of European civic awareness and democratic values among adult participants in a Spanish region. The methodological approach for the compilation of the corpus of project records, data extraction, and processing follows that of Qualitative Comparative Analyses. The results point to a broad operationalisation of European civic and democratic themes in the examined projects. The coexistence of a limited number of specific proposals for deliberate educational intervention aimed at promoting democracy and European citizenship abroad, alongside the prevailing stance, posits a spontaneous acquisition of such values through participation in transnational learning activities aimed at developing communicative, intercultural, and digital skills, is also reported.

The COVID-19 pandemic has forced governments worldwide to produce solutions to the abruptly interrupted work in education. School systems appear to have responded rapidly, creating home schooling and online educational environments, where teachers and students would interact with safety. In this paper, we attempt a synthesis of Sen's capability approach, Bourdieu's theory of capital and Bernstein's framework in order to theorize the relationships between home and school conditions and practices, and to analyse the data of the 2nd Survey of Schools: ICT in Education (a survey conducted in 2019 on behalf of the European Commission collecting data regarding digitalization in education and digital technologies in learning in the European Union). The survey is complemented by a second set of indicators provided by Eurostat to further investigate the availability and functionality of household space per family in selected European countries. We find significant differences in important social and environmental conversion factors, likely limiting children's capability to benefit from digital schooling. The most important differences are found in regard to parents' familiarity with information and communications technology use, while inequalities in environmental factors, such as overcrowded housing, are also existent. Overall, there are large inequalities within and between countries in Europe, which need to be addressed by policymakers.

This study assesses 24 European Union countries in terms of food security in 2021. In this paper, we develop a composite food security index considering various weights of indicators. The data were obtained from the FAOSTAT and Eurostat databases. The weights of 10 input indicators were estimated using a principal component analysis-based factor analysis model. The results showed that the harmonised index of consumer prices -- food had the greatest impact on the food security index, while the impact of median equivalised net income and moderate or severe food insecurity had the lowest impact. Ireland achieved the highest ranking according to the Food Security Index. Bulgaria experienced the most unfavourable situation among EU countries. Slovakia ranked 22nd out of 24 countries due to its lowest protein supply, including animal-derived proteins. As part of the analysis, our research compared the food security index with the official Global Food Security Index. The Spearman's rank correlation coefficient of 0.84 indicated a robust correlation between the two indexes. Consequently, this newly developed Food Security Index is appropriate for assessing the food security status of European Union countries. Purpose: This paper aims to explore the existence of convergence in non-monetary working conditions in Europe resorting to widely used definitions of this phenomenon and composite indexes of job quality. Design/methodology/approach: The analysis relies on composite indexes, widely used in previous literature, for 207 regions in six different areas of job quality drawing on the microdata of the European Working Conditions Survey from 1995 to 2015. This study assesses the occurrence of convergence both in terms of dispersion of job quality outcomes (sigma-convergence) and, especially, regarding the existence of a catch-up process (beta-convergence). Findings: This study finds evidence of both types of convergences in all the domains, with the exception of skills and discretion and prospects dimensions according to the sigma-convergence approach. The results do not suggest substantial differences between the 15 European Union countries before the 2004 enlargement and the new Member States and are robust to a wide range of changes in the sample and different econometric specifications. Originality/value: Tot he best of the authors' knowledge, this paper represents the first rigorous and systematic attempt of addressing the existence of convergence in non-monetary working conditions, applying formal and widely accepted definitions of this phenomenon. It contributes to our knowledge on this topic providing strong evidence of convergence in job quality. Those results can be of interest for scholars in Economics and other Social Sciences. Studies on immigrant fertility typically compare immigrants and natives or different migrant groups at the same destination but rarely immigrants of the same origins in different destination countries. In this paper, we look at immigrants from multiple origins in multiple destination countries simultaneously, using the European Union Labour Force Survey to compare female immigrants from ten areas of origin in eight destination countries in Europe. Our results indicate a strong origin effect. However, they also suggest that when women migrate to a context where the fertility norm is different from that in their origin, they adjust their behaviors accordingly, which indicates that policy and normative context play an important role in shaping migrants' fertility. From a policy perspective, this is important because it suggests that the fertility of immigrant women, who are exposed to different norms and normative contexts, can resemble that of native women at the destination. Our findings contribute to strengthening the role of destination in shaping fertility behavior and highlighting the importance of looking at all the possible combinations of immigrants coming from and going to different fertility regimes. While transnational research infrastructure projects long preceded the formal integration process that created the European Union, their advancement is an increasingly central part of EU research policy and of European integration in general. This paper analyses the Biobanking and Biomolecular Resources Research Infrastructure–European Research Infrastructure Consortium (BBMRI–ERIC) as a recent example of institutionalized scientific collaboration in Europe that has formally been established as part of EU science policy. BBMRI–ERIC, a network of European biobanks, is expected to contribute to both European science and European integration. Yet its achievements in these domains are interpreted differently by various actors involved. This paper draws on STS conceptualizations of infrastructures as relational, experimental, and promissory assemblages. These support the formulation of a working definition of research infrastructures that in turn helps to explore the heterogeneous meanings attributed to BBMRI–ERIC. The paper describes the creation of this distributed European research infrastructure, and divergent understandings of what it means for BBMRI–ERIC to be distributed, to be European and to be a research infrastructure. This analysis demonstrates how building a research infrastructure is also an effort to define what it means to be European—a process in which what is European about science and what science can do for Europe is continuously (re-)imagined, contested and negotiated. This paper analyses de-legitimisation and Eurosceptic attitudes in Turkey as reflected in newspapers during the COVID-19 pandemic between 15 March 2020 and 30 May 2021. Easton's (1975) specific support about concrete policy outcomes and Scharpf 's (1998) output-oriented legitimisation theories are utilised in testing the hypothesis on de-legitimisation of EU-rope in both pro and against government media in relation to EU-rope's policies towards the "fight" against COVID-19 since Euroscepticism influences the political discourse in general regardless of political or ideological position. In the paper, EU-rope is used, instead of European Union (EU) and Europe as two different terminologies, since the analysed newspapers utilise EU and Europe interchangeably. Five newspapers are included in the analysis for this study: Hürriyet, Sabah, Karar, Gazete Pencere and BirGün based on their political and ideological stances. In the research, online archives of the newspapers are utilised, and in each newspaper the op-eds are excluded from the analysis. The main focus is given to the news - headlines on Europe and the EU. Keywords that are looked for in newspapers are EU, Europe, vaccine, BioNTech, Sinovac, Coronavirus, COVID-19, and the pandemic. It has been observed that, regardless of political ideologies and the position of newspaper at the left-right political spectrum, Euroscepticism became a common attitude. [ABSTRACT FROM AUTHOR]

This paper analyzes recent developments in the British and European government bond markets with reference to the UK's decision to leave the European Union. The two main goals of the study are, firstly, to examine whether the Brexit referendum result has affected the risk premium and, secondly, whether there are any changes in risk pricing following the referendum. The paper finds a significant impact of the Brexit referendum on the risk premium in selected economies. Furthermore, the results suggest that there is a considerable change in risk pricing after the announcement of the referendum result. Credit default risk and the risk aversion play a much important role in the post-referendum period than they did prior to the vote, particularly in the UK. [ABSTRACT FROM AUTHOR]

Background: Electronic informed consent (eIC) may offer various advantages compared to paper-based informed consent. However, the regulatory and legal landscape related to eIC provides a diffuse image. By drawing from the perspectives of key stakeholders in the field, this study aims to inform the creation of a European guidance framework on eIC in clinical research. Methods: Focus group discussions and semi-structured interviews were conducted with 20 participants from six stakeholder groups. The stakeholder groups included representatives of ethics committees, data infrastructure organizations, patient organizations, and the pharmaceutical industry as well as investigators and regulators. All were involved in or knowledgeable about clinical research and were active in one of the European Union Member States or at a pan-European or global level. The framework method was used for data analysis. Results: Stakeholders underwrote the need for a multi-stakeholder guidance framework addressing practical elements related to eIC. According to the stakeholders, a European guidance framework should describe consistent requirements and procedures for implementing eIC on a pan-European level. Generally, stakeholders agreed with the definitions of eIC issued by the European Medicines Agency and the US Food and Drug Administration. Nevertheless, it was raised that, in a European guidance framework, it should be emphasized that eIC aims to support rather than replace the personal interaction between research participants and the research team. In addition, it was believed that a European guidance framework should include details on the legality of eIC across European Union Member States and the responsibilities of an ethics committee in the eIC assessment process. Although stakeholders supported the idea to include detailed information on the type of eIC-related materials to be submitted to an ethics committee, opinions varied on this regard. Conclusion: The creation of a European guidance framework is a much needed factor to advance eIC implementation in clinical research. By collecting the views of multiple stakeholder groups, this study advances recommendations that may facilitate the development of such a framework. The paper examined real wage convergence across 27 European economies, at aggregate and sectoral levels, using the panel unit root tests of stochastic convergence and the club clustering procedure. Convergence was absent for a panel as a whole, but present within the clubs. In most sectors, the common component of the relative wages was stationary, while idiosyncratic component contained unit roots, suggesting the country- and sector-specific drivers of convergence and only transitory effects of exogenous forces. The most pronounced club convergence was observed in the sectors characterized by significant labor mobility, knowledge intensity and speed of technological change. [ABSTRACT FROM AUTHOR]

Against the backdrop of the "normative power Europe" (Manners, 2002) thesis, this paper investigates the rule of law crisis in Poland and its implications on private companies' performance and investment decisions. The rule of law plays a crucial role in companies' investment activity, while at the same time is also a central category in the EU's legal and political edi- fi ce. These two problems are rarely analysed together as inter-linked realities, which, in fact, they are. The central question of this paper is how the rule of law's deterioration in Poland infl uences the private investment level in the country's economy and what it might mean for the further political integration of the EU. Among the theories applied were those linked to the institutional approach, i.e., new institutional economics, while among the methods themselves, it was qualitative methods which were used over quantitative methods. It is argued that the political and legal crisis, which has placed Poland in an adversarial position towards the EU, may result in a long-term deterioration of the investment climate in Poland. Concerns about the quality of housing feature prominently in academic and policy discussion on housing, yet there is little agreement about how housing deprivation should be measured or monitored. In empirical studies, measures of housing deprivation are typically examined for one of two purposes—either to compare incidences of housing quality problems for different groups, which typically leads to an examination of performance of different measures of housing deprivation, or as dependent variables to examine competing theories about what explains cross-national variation in such problems, which typically ignores these measurement considerations. Our paper seeks to analyse measurement and theory jointly, focussing in particular on the EU's severe housing deprivation measure, and its subcomponents—overcrowding and housing conditions problems. In descriptive analysis, we show that the two components of the severe housing deprivation measure are weakly related and pattern differently across nations and that the aggregation rule of the main measure has a substantial influence on observed incidences of this problem. We subsequently construct multi-level regression-based models and demonstrate that the two components have quite different determinants. Our paper has implications for the measurement of severe housing deprivation in Europe, for theories that seek to account for differences in housing outcomes, and for policy that seeks to tackle housing deprivation problems. This paper tackles one of the most recent issues in international and comparative political economy: the process of state financialization. Although research on global financial markets has revealed that states play a crucial role in private sector financialization, until recently, much less attention has been paid to state financialization itself. This includes both the measurement of cross-country variation and the question of why this process unfolds unevenly across political economies. We propose a perspective that focuses on two areas, the management of public debt and assets, and the various ways in which states are active in financial markets. Bridging material and cultural concepts in political economy, we differentiate between the reliance on financial markets as governance mechanism and the adoption of a sense-making framework grounded in financial economics and the shareholder-value model. We distill four indicators, trace cross-national and inter-temporal developments in 36 European countries since 1990, and explore how far this variation is associated with domestic and international political economic factors. The paper concludes that state and private sector financialization are mutually reinforcing processes. In addition, future research must pay strong attention to the tensions between finance and democracy as well as the distributive consequences of state financialization. [ABSTRACT FROM AUTHOR]

The idea of a set of shared or common values constitutes a substantial component of EU-discourse. Values are mentioned at the beginning of the Lisbon Treaty, and can be easily found in any communication material produced by the European Union. This paper argues for the relevance of studying from a semiotic perspective the link between values, the European Union and the broader idea of "Europe". Specifically, it discusses the place of values in the discursive construction of the European Union and "Europe" as distinct cultural units of meaning. As it is argued, values have a salient place in the discourses, narratives and social imaginaries about what "Europe" is and who and what "is" "European". The paper draws on Fornäs (2012) study of the symbols of Europe and argues that values constitute a central nodal point in the discursive articulation of the EU – and with it, of the idea of Europe – in the level of the "forms of life". In this paper, we review the methodology of one of the most comprehensive indices of gender equality, the Gender Equality Index by the European Institute for Gender Equality (EIGE). Building on Permanyer's (J Eur Soc Policy, 25(4):414–430, 2015) critical analysis, we offer an extended critique of the EIGE's current methodology, focusing on four interrelated issues: (a) the lack of transparency around the methodological decisions and the concomitant implicit theorising, (b) the continuing over-contribution of the 'correcting coefficient' to the index such that it predominantly captures achievement levels rather than gender gaps, (c) problems with the verification process and use of Principal Component Analysis, (d) issues arising from the aggregation and weighting of index components. Our analysis shows that in addition to the use of the correcting coefficient, other methodological choices (such as the use of ratios and geometric means) result in an unjustified penalisation of lower-GDP countries, reinforcing biased assumptions about gender equality progress in more affluent countries vis-á-vis lower-GDP countries in the sample. We call for greater transparency around theory, method and the relationship between the two while also proposing methodological improvements. These changes would bring the EIGE index closer to fulfilling its undoubted potential to provide a nuanced understanding of gender equality levels in the European Union and effectively inform policy development toward social change. In the European Union, mitigation policies in the energy sector are one of the most important fields of political intervention for reducing emissions to achieve sustainability. Using renewable energy is moreover a central arena for perceived personal and political climate change efficacy, which describes an individual's perceived ability to positively contribute to the fight against climate change and their belief in the effectiveness of government and society to tackle climate change collectively. In this paper, we distinguish between perceived personal and political efficacy beliefs. We use multilevel regression to investigate the relationship between these two dependent variables and trust in national governments as well as renewable energy use in 20 European countries for the first time. Our analysis first finds that socio-demographic predictors for perceived personal and political climate change efficacy operate almost diametrically. Second, we find that trust in governments is a much stronger predictor for perceived political efficacy. Third, we find that renewable energy use is a significant and positive predictor for perceived personal efficacy but correlates negatively with political efficacy. Finally, we find some cross-national variation in our European sample for both dimensions of efficacy beliefs. Understanding what shapes personal and political efficacy is salient to enhance public acceptance for sustainable energy transitions. [ABSTRACT FROM AUTHOR]

Purpose: While women in most European societies still carry the largest burden in caring for the family, there is also an important unrealised learning interest among women. This has an impact on women's labour market and career opportunities. This paper aims at analysing empirically the role of family obligations in women's ability to realise their learning interests and how this differs across societal and institutional contexts across Europe. Design/methodology/approach: The paper makes use of the second wave of Adult Education Survey from 2011, including data from 22 European countries. The article focuses on women aged 25–55 – an age group most affected by parental obligations. Logistic regression models are used to compare the effect that children in the household have on women's learning barriers across country groups of different family policy arrangements. Findings: The results confirm empirically the situational nature of family barriers to learning as they grow and decline depending on the age of children. However, the level of intensity and the period when family-related barriers remain relevant for women vary across European countries. Originality/value: This paper provides new insights into how women's caring obligations shape their labour market and career opportunities, focussing on the ability to take up adult learning. This paper investigates the determinants of outward foreign direct investment (OFDI) of British multinational firms in the European Union (EU) and the European Free Trade Association members across 2009–2019 using Bayesian model averaging. We find evidence that supports the existence and dynamic behavior of the East–West structure of FDI between three groups of countries: core-EU, Central and Eastern European economies (CEE), and the Nordics. Further, we document the importance of relative market size, urbanization, the rule of law in attaining horizontal FDI in the core-EU economies. In turn, infrastructure spending and enhanced political stability are the most important drivers for FDI in CEE (post-2000 accession). Finally, our results highlight the negative effects of the Eurozone crisis and Brexit anticipation on British OFDI activity in the region. The literature on environmental politics and regional governance has mainly been dedicated to the role played by the European Union (EU). The analysis of environmental agenda and politics of other regional international organisations (IOs) remained in the shadows compared to studies of European actors. This special issue aims to address the following questions: How do various regional IOs matter in promoting and sustaining an environmental agenda? What challenges do they face? The first perspective developed in this Forward to special issue looks into European IOs comparatively to Eurasian IOs. The second perspective unfolds various environmental issues within the EU and across post-Communist EU members and candidate states. The analysis of these two perspectives discloses multiple dimensions in the nexus of political and economic developments, and contribute to better understanding of the role of IOs in sustainable development. Digital cadastral maps with accompanying land-related attributes have become a fundamental dataset for many application fields, e.g., spatial planning and development, protecting state lands, securing of land tenure, facilitating land reforms, agriculture, forestry, land management, taxation, etc. In order to fulfil its main objectives, cadastral data needs to be available and accessible, which is, among the others, emphasized also within the United Nations Framework for Effective Land Administration (FELA). This is not only important on the national level but also beyond, including at the European level where use cases and consequently demand for pan-European data sets have evolved in recent years. In order to satisfy these needs, several initiatives regarding cadastral and other geospatial data have been launched in the last 20 years. It started with the Permanent Committee on Cadastre in the European Union, the European Land Information Service, INSPIRE, UN-GGIM Europe and recent European policies on open data and high-value datasets. Our main question is, did those initiatives result in the possibility of building a cadastral map of Europe or not? Is it possible to create a cadastral map of Europe on the desktop or an open online GIS application? Within the paper, we take the opportunity to reflect on the development and implementation of European spatial data infrastructure (INSPIRE) with the main focus on the availability and accessibility of cadastral data. We also take into consideration other European initiatives related to cadastral data. The overall findings show that there is still work to be carried out. The current paper revisits the concept of cosmopolitan Europe developed by Ulrich Beck and Edgar Grande 15 years ago. The objective of this review is to shed light on the increasing actuality of the authors' argument in our social-political constellation suggests that Europe is in desperate need of progressive reinvention. The paper addresses the concept of cosmopolitan Europe in the social theoretical framework of Late Modernity. This lens helps to better understand the future scenarios ahead of the European Union as well as the interlinked options for individual and institutional responses could be taken adequately in this era of global-local changes. Digitalization in the agricultural sector is an imperative upgrade required to confront the predicted food security challenges announced by the United Nations and Food and Agriculture Organization. Smart agriculture goes beyond primary production (crop diseases, crop production), influencing the complete agricultural value chain, including sustainability and the environment. The present paper results were obtained through a well-documented literature review of European smart-farming projects and a quantitative analysis of the actual status of information, communication, and technology practices implemented among the member states. The research questions aimed to assess the European smart-farming projects' distribution among the agricultural value chain and to evaluate digitization's current status at the country-level among member states. At first glance, European Union has implemented over 30 projects with the primary scope to streamline the agricultural sector through massive investments in high-tech technology, autonomous robots, special workshops, and multiple training pieces for farmers and other parties involved along the value chain. The outcomes indicate that the European efforts were mainly orientated towards adding value to the "input-supply" stage. The following immediate focus was to support the entire agricultural supply chain. This article enriches the current literature through a unique combination of the European agricultural value chain and a structured review of the main digitalization projects implemented or which are under-implementation processes among the value chain. The paper presents genealogy-oriented analysis of how the Nordic model gained its dominant characterization as modern, advanced and superior to other European welfare models while Southern European countries came to be labelled laggards in the welfare domain. To illuminate the relational nature of these, and all, comparisons, the analysis accentuates how researchers, politicians, and civil servants alike designate Nordic and Southern European states, their societies, and their welfare models. The empirical analysis focuses on scholarly writings about welfare-state comparisons (1986–2017) and on European Union documents addressing cohesion policies (1986–2021). Analysis of the vocabulary and labelling illuminates how the Scandocentric and the South-related bias have been produced and reproduced.The analysis indicates that labels, once established, tend to get replicated without question and grow unquestionable in science and policy-making both. Purpose: To transcend the view of employment as either formal or informal, this paper evaluates the prevalence of quasi-formal employment where formal employers pay formal employees an unreported ("envelope") wage in addition to their formal reported salary. To explain the individual-level variations in quasi-formal employment, the "marginalisation" thesis is evaluated that this practice is more prevalent among vulnerable groups and to explain the country-level variations, and a neo-institutionalist theory is evaluated that it is more prevalent where formal institutional failures lead to an asymmetry between the formal laws and regulations and the unwritten socially shared rules of informal institutions. Design/methodology/approach: To evaluate the individual- and country-level variations in the prevalence of quasi-formal employment, a multi-level logistic regression is provided of data from special 2019 Eurobarometer survey 92.1 involving 11,793 interviews with employees across 28 European countries (the 27 member states of the European Union and the United Kingdom). Findings: Of the 3.5% of employees (1 in 28) who receive under-reported salaries, the marginalisation thesis is supported that it is largely vulnerable population groups. So too is the neo-institutionalist explanation that quasi-formal employment is more common in countries where the non-alignment of formal and informal institutions is greater, with the formal institutional failings producing this identified as lower levels of economic development, less modernised state bureaucracies and lower levels of taxation and social protection. Practical implications: The policy implication is that tackling quasi-formal employment requires not only enforcement authorities to improve the risk of detection of this illegal wage practice but also governments to change wider macro-level structural conditions. Euroscepticism is frequently presented as a key ideological feature of far right parties, however, this definition masks important variations between them. This paper argues that far right positions on Europe are characterized by long-standing ambivalence rather than straightforward opposition. While far right parties frequently oppose the EU, ideological flexibility, the malleability of European integration and the protean nature of Europe also lead them to display support towards certain aspects of it and towards Europe as a civilization. The argument is illustrated through a qualitative analysis of the party literature of the Movimento Sociale Italiano and the Front National. The analysis shows that these parties conceived of Europe as an identity, a space of liberty, an endangered heritage and a construction where national interests must be defended. In each theme, they offered ambivalent readings of Europe, oscillating between opposition and support depending on how Europe and the EU were defined. [ABSTRACT FROM AUTHOR]

In relation to the European Union, populist discourse is marked by Euroscepticism. Populism is related to the dysfunctions of democracies politically exploited by populist leaders and parties. In this sense, democracy makes possible the emergence of populism through dysfunctions, not through its nature. And the recent phenomenon of the pandemic demonstrates how a health crisis can increase the dysfunctions of democracy. This paper deals with a major challenge linked to the collection of audiovisual documents within television and web archives. Looking for repeated sequences within a corpus of thousands of videos, we faced the fact that the footage we were looking for reveals itself to be reachable only as ghost data. In fact, any audiovisual sequence reused within different contexts exists conceptually as the repetition of one single visual unit, but also from the point of view of the metadata tagging its occurrences, each item is a distinct document. Like a ghost, the shot is there, scattered among different places, but the metadata cannot point us to the visual form repeated, despite its evidence to the human viewer. When facing large amounts of data, to relate a visual unit to its occurrences, data analysis techniques are needed. We describe our procedures of collection and annotation, and the solutions combining qualitative work and a computer-aided approach to face this main challenge, within the research project Crossing Borders Archives (CROBORA). Since 1992, culture has been an official competence of the European Union. De facto, the EU has the legitimacy and means to intervene and change collective representations and social dynamics, including in border regions, in order to bring people together and build a Europe 'united in diversity'. The purpose of the paper is to investigate the cross-border dynamics in cultural matters, and to examine the realization of cultural projects as a driving force in the process of cross-border integration. The approach is based on a spatial analysis of the cultural projects co-financed by Interreg over the 2000–2020 period, enabling to provide an overview of the cross-border cultural initiatives undertaken. The results reveal first that strong spatial disparities exist between programming spaces in terms of cultural investment. Second, that cross-border cultural cooperation mainly involves municipalities, and not primarily cultural actors. Third, although a diverse range of cultural projects have been developed over the last twenty years, the emphasis has been more on tourism projects. These achievements bring into question the role of Interreg programming in cultural matters in the dynamics of cross-border integration, since it fosters an economic approach to culture at the expense of social and identity issues. In this paper, we use EUROMOD, the tax-benefit microsimulation model of the European Union, to investigate the impact of marriage-related tax-benefit instruments on the financial incentives to work of married couples. For each spouse, we estimate their individual marginal effective tax rate and net replacement rate before and after marriage. We show that the marriage bonus, which is economically significant in eight European countries, decreases the work incentives for women, particularly on the intensive margin. In contrast, for men the incentives on the intensive margin increase once they are married, pointing to the marriage-biased and gender-biased tax-benefit structures in the analysed countries. Our results suggest that marriage bonuses contribute to a lock-in effect, where second earners, typically women, are incentivised to work less, with negative economic consequences. This paper investigates the dynamic relationship between the oil market and European stock market returns using monthly data from May 2007 to April 2022 for 27 European Union member countries. A novel approach is adopted by using the time-varying Granger causality test and the structural vector auto-regression model to examine the causal links. Empirical results reveal strong evidence of time-varying causation between the variables, considering the oil market from both the supply-side and demand-side perspectives. In light of these findings, numerous policy considerations emerge, including refining risk management strategies for investors, reformulating economic and energy policies, the potential impact on monetary policy decisions, the need for ad hoc market regulations, facilitating investor education initiatives, promoting international cooperation, and advancing the transition to sustainable energy sources. Since the European Union (EU)'s current goal of making its continent the world's first climate-neutral continent by 2050, the EU will need to set a path for new policies in the areas of Europe's economy, energy consumption, and agriculture. Thus, this paper analyzes the marginal impact of energy price and economic freedom on Europe's CO2 emissions grounded on the extended Stochastic Impacts by Regression on Population, Affluence and Technology ecology (STIRPAT) model together with the spatial econometric models. The results indicate the existence of spatial spillover effect of CO2 emissions among some countries in Europe. The Hausman test was also performed to select the best model between the random effects and the fixed effects. The findings suggest that increasing both economic freedom and energy price in a local country turns to reduce the country's own CO2 emissions and also reduces the emissions of its adjacent countries. Comparing the direct effect of economic freedom and energy price to that of the SDM fixed effect, a feedback of 12.77% and 23.53% of the direct effect was observed, respectively. The results also indicated that the turning point of economic freedom and economic growth was 6.714 and thus 9.083. Overall, the study spotlighted some policy suggestions for the energy market for the European commission in reducing the emissions of CO2. [ABSTRACT FROM AUTHOR]

Drawing on theories of nationalism and memory studies, this paper undertakes an analysis of Robert Menasse's Die Hauptstadt, which grapples with the complex relationship between Europe's memory, and future, personal identity and national priority. The novel depicts a multitude of characters with different nationalities, life experiences and personal pursuits as well as political standpoints as they face the twenty-first century, which brings both opportunities and threats to the European Union. Auschwitz is described in this novel as a place of collective memory for the historical lesson of extreme nationalism. Unfortunately, this place, together with the Union's mission and the collective European memory, mainly of the Holocaust, has been so de-politicised and over-institutionalised that it can no longer arouse empathy when individuals' ambition and nationalist interests override that of the Union. The internal Commission conflicts between member states criticised in this novel remind its readers about the urgent necessity of upholding the common interest of Europe and building a more united Europe that will not forget the detrimental consequences of nationalism. The start of the war in Ukraine in the beginning of the 2022 had a significant impact on Europe, especially on the security of the gas supply. This has led to challenges and imbalances that require immediate action from the European Union in order to gradually end the reliance on imported Russian fossil fuels. As a result, the issue of energy security was brought into attention, gaining real importance at the international, regional and national level, being an extremely important sector for states from a social perspective, economic, political, technological. These developments usher in a new era of study and methodology for energy security. This paper highlights the impact of the energy crisis in Europe that occurred due to the Russia-Ukraine war that started in the beginning of the year and also the measures that the EU took in order to mitigate the effects. The European Union (EU) has impacted regulation worldwide in areas ranging from data protection to trade or antitrust. In select fields, it has defined stringent standards and has had an impact on global business because of the size of its market and the price of participating in it. The purpose of this paper is to analyze the main provisions of the EU regulation on Environmental, Social, and Governance (ESG) and determine whether and how it will have an impact on business globally, including regulations around disclosure for companies, taxonomy for the asset management sector, supply chain due diligence requirements, new mechanisms such as carbon markets, or non-tariffs restrictions on international trade. For this, our analysis includes an in-depth review of the literature on EU regulation of the past 20 years, complemented with interviews with experts in the field, in order to understand the main tools used by European policymakers in ESG regulations to understand their effect. The analysis adds to the body of research pertaining to the impact of regulation on business and the growing body of research on sustainable finance. We find that the new ESG regulation impacts countries outside of the EU, influencing regulation worldwide, and raising the question of possible regulatory arbitrage. [ABSTRACT FROM AUTHOR]

Vaccination has been the most effective approach in the fight against COVID-19 pandemic. More than half of the world's population has been vaccinated and sufficient data is available to analyze the impact of COVID-19 vaccines around the globe. In this paper, we present a correlation analysis between administered vaccine doses and COVID-19 cases/deaths in Europe. The correlation analysis is performed considering different types of vaccinations, different age groups and different COVID-19 variants (including the prevalent Delta and Omicron variants). We present a detailed analysis for 30 European countries giving various insights such as efficacy of six different vaccines, effect of vaccinating different age groups and how the correlation evolves as different COVID-19 variants emerge. This paper offers an analysis of the Czech migration policy since the so‐called European Union (EU) migration crisis in 2015 and its key instruments when it comes to migrant workers from third (non‐EU) countries. On the basis of semi‐structured interviews with 80 experts on various aspects of migration policymaking, we identified three key features of Czech migration policymaking: (i) perception of migration as a threat, (ii) orientation on temporary labour migration and (iii) lack of coherent and systematic conceptual approach towards migration. Jointly, these features explain a central paradox of the contemporary Czech migration policy: the contradiction between a strong anti‐immigration political discourse and the actual numbers of immigrants that has been rising steadily. Similarly to other European countries, there has been a growing tendency towards selectiveness in Czech migration policy, manifested in recent instruments specifically focused on attracting highly qualified migrants. However, the selection criteria are mainly based on the country of origin, and the quotas for incoming migrants reflect the existing administrative capacities and short‐term needs of the current Czech labour market for low‐ and middle‐qualified professionals rather than long‐term economic goals and demographic needs. Since the global economic recession (2008–2010), Czech migration policies have still not genuinely considered the fact that it is people, rather than just 'labour', who come to the Czech Republic.
