The purpose of this paper is to describe the process of building a coherent frame for the identification of local environmental urban vulnerabilities, coping with heat waves' increasing threats, and adopting specific adaptation policies in the Emilia-Romagna region. A microclimate model (ENVI-met) was used to simulate temperature regimes in five areas of Bologna, providing ex ante maps enabling us to locate the most vulnerable areas. Adaptation measures were suggested with the support of WMO Guidance 1234 and included recommendations about the introduction of high-albedo building materials and nature-based solutions. The step-by-step methodology developed, coupling local vulnerabilities with adaptation recommendation, integrates a scientific methodology into a political decision. The results, allowing us to widely represent this city's vulnerability, are considered outstanding with respect to supporting the city's adaptation ambitions and are now part of the running Bologna General Urban Plan (PUG), which regulates building interventions, introducing the obligation for enterprises to respect or ameliorate the microclimate in all the areas in which they intervene. This tool can be replicated and adapted to any municipal area, as it integrates authoritative WMO solutions with accurate microclimate assessment, thus providing locally tailored adaptation interventions. Starting from the relationship between urban planning and mobility management, TeMA has gradually expanded the view of the covered topics, always remaining in the groove of rigorous scientific in-depth analysis. This section of the Journal, Review Notes, is the expression of continuously updating emerging topics concerning relationships between urban planning, mobility and environment, through a collection of short scientific papers written by young researchers. The Review Notes are made of four parts. Each section examines a specific aspect of the broader information storage within the main interests of TeMA Journal. In particular, the Urban Practices section aims at presenting recent advancements on relevant topics that underline the challenges that the cities have to face. This note provides an overview of the challenges that global warming poses and the risks in terms of climate change that it generates for territories and cities. The challenges that adaptation to climate change commonly faces are outlined, and a brief review of European case studies is carried out. Finally, the results of the review are discussed highlighting some key threads of climate adaptation practices and three significant examples of climate change adaptation in urban areas are reported, within a perspective of integration and sharing of know-how on the topic. Strategies to combat climate change may be based on mitigation of the phenomenon or on adaptation to its consequences. This paper aims to identify the driving factors of the choice between these two categories of strategies in the context of urban climate plans. The fight against climate change being characterized by a logic of free riding, the situation tilts the balance towards adaptation strategies in an urban context, to the detriment of mitigation. This hypothesis is tested here through a review of the existing literature on urban climate strategies. This study shows that, counterintuitively, mitigation prevails over adaptation in urban climate strategies up to now. This paper explores the explanations for this seemingly paradoxical situation. We argue that a big part of the explanation has to do with the institutional context of urban climate strategies, specifically the decision-making capacities of municipalities, or the fact that they take part in international networks promoting mitigation over adaptation. Other explanations rely on the cost/benefit impact of adopting mitigation or adaptation, like the collateral local/private benefits of urban climate strategies that are often bigger with mitigation than adaptation. Another finding is that there is no systematic planning making it compulsory to choose between mitigation and adaptation strategies, as they are in some instances complementary, providing co-benefits. The paper takes into account the recent PNRR strategies, projects, and initiatives aimed at coping with global warming effects in urban environments and with the increasing vulnerability of cities to climate events. Urban areas continue to be the center of action for many countries due to their contribution to economic development. Many urban areas, through the urbanization process, have become vulnerable to climate risk, thereby making risk mitigation and adaptation essential components in urban planning. The study assessed the impacts of IPCC Assessment Reports (ARs) on academic research on risk mitigation and adaptation concerns in urban areas. The study systematically reviewed literature through searches of the Web of Science and Scopus databases; 852 papers were retrieved and 370 were deemed eligible. The results showed that the East Asia and Pacific, and Europe and Central Asia regions were most interested in IPCC ARs, while Sub-Saharan Africa showed little interest. Several urban concerns, including socio-economic, air quality, extreme temperature, sea level rise/flooding, health, and water supply/drought, were identified. Additionally, studies on negative health outcomes due to extreme temperatures and air pollution did not appear in the first four IPCC ARs. However, significant studies appeared after the launch of the AR5. Here, we must state that climate-related problems of urbanization were known and discussed in scientific papers well before the formation of the IPCC. For instance, the works of Clarke on urban structure and heat mortality and Oke on climatic impacts of urbanization. Though the IPCC ARs show impact, their emphasis on combined mitigation and adaptation policies is limited. Urban regeneration offers extensive opportunities for tackling climate change. However, in the Republic of Korea, successful examples of such policy integration are rare. Whereas many studies have analysed inhibiting factors of policy integration, the perspective of this paper is different. It investigates enabling factors that promote policy integration in the cases of climate change and urban regeneration policies under non-supportive politicoadministrative framework conditions. Two good practice examples from Seoul (i.e. the neighbourhoods of Jangwi-dong and Sangdo 4-dong) provide a basis for analysing: (1) which topics facilitated integration; (2) which stakeholders promoted the integration of climate change and urban regeneration policies and how; and (3) whether and how long-term community effects could be generated. A mixed-methods approach is used: document analysis, content analysis, interviews (n=50) and process-tracing methods. The results show the significance of local promoters and their politico-administrative skills to frame distinct subjects comprehensively which facilitates support from different programmes. Second, open and flexible regulatory frameworks as well as the readiness of higher level authorities to learn from local experiments are conducive to innovation. Third, the institutionalisation and mainstreaming of new topics, e.g. climate change, is a precondition for creating lasting effects in urban regeneration areas. [ABSTRACT FROM AUTHOR]

Current adaptation theory tends to consider individual buildings or the city level, which cannot address decisions related to masterplan developments on large brownfield sites. This paper investigates the drivers for building demolition or retention and adaptation decisions at the masterplan scale. Expert interviews and three case studies are used to explore how and why decisions to demolish, or to retain and adapt, are made at this scale. The research compared three different geopolitical contexts: Cambridge in the UK; Eindhoven in the Netherlands; and Sydney in Australia. Additional factors and complexities that should be considered at the masterplan scale are identified. The theoretical underpinnings of urban development processes are used to explain these complexities in relation to four existing models and demonstrate that no one model is adequate to describe the interactions. With increasing awareness of climate change impacts, it is critical that demolition decisions on masterplan developments are reviewed in the light of retaining carbon as well as heritage. The growing assumption in urban studies literature is that the urban poor remain vulnerable to climate change impacts yet excluded from planning interventions and their formation. However, at present, there is dearth of research examining the adaptation practices by the urban poor in African cities. Focusing on Ghana's capital, Accra, the purpose of this study is fourfold: (i) to explore climate change literacy among the urban poor and local planning institutions; (ii) to examine the urban poor's perceptions on climatic events in Accra; (iii) to analyze autonomous adaptation measures to climate change impacts; and (iv) to assess planned adaptation measures to climate change impacts. This paper uses household surveys, secondary data analysis and agency interviews in two informal communities - Nima and Chorkor - in Accra as case studies. Underpinned by the social exclusion theory, the results show limited climate literacy despite widespread experience of climate change impacts by the urban poor. Most adaptation measures were community driven and autonomous while the limited institutional responses were both planned and autonomous. However, both community and institutional planning responses were ad-hoc, reactionary and unsustainable. The paper recommends consideration of community-based self-organizing adaptation measures into city plans to ensure that autonomous measures are complemented with planned adaptation strategies. Given the increasing trend of global warming and extreme weather conditions, including heat waves and its effects on health, the present study was done to investigate adaptive behaviors of communities in the world for combating heat waves. ology: In this systematic review, out of 1529 results, 57 relevant and authoritative English papers on adaptation to heat waves hazard were extracted and evaluated using valid keywords from valid databases (PubMed, WOS, EMBASE, and Scopus). In addition, multiple screening steps were done and then, the selected papers were qualitatively assessed. Evaluation results were summarized using an Extraction Table. In this paper, the adaptive behaviors for combating heat waves hazard were summarized into 11 categories: Education and awareness raising, Adaptation of critical infrastructure, Governments measures, Health-related measures, Application of early warning system, Protective behaviors in workplace, Physical condition, Adaptive individual behaviors, Design and architecture of the building, Green infrastructure (green cover), and Urban design. The findings of this study showed that community actions have significant effects on adaptation to heat wave. Therefore, for reducing heat wave-related negative health effects and vulnerability, more attention should be paid to the above-mentioned actions for mitigation, preparation, and responding regarding heat waves. Urban planning remains an important tool in managing climate change impacts. It also remains crucial in building sustainable adaptive capacities, particularly in cities of the global north. It however remains largely unknown in urban Africa about planning agencies' perspectives on climate change adaptation-urban planning conundrum, and corresponding policy responses. This paper thus examines urban planners' perspectives and planning responses on managing climate change impacts and building adaptive capacities in Accra, Ghana. Using a review of four relevant urban planning and climate change policies, and interviews with five urban planning agencies in Accra, findings indicate that urban planning regimes are less efficient, more reactionary, and unsustainable in building resilience and adaptive capacities to climate change impacts. The findings show evidence of weak institutional and stakeholder coordination, inadequate funds and institutional logistics and human capacity, which have contributed to the inability to manage 'normal' climate change impacts such as floods and build resilience to them. Growing climate impacts and ambitious calls to decarbonize society pose unprecedented challenges for cities and their built environments, political economic systems, and governance institutions. This special issue invites planning scholars to consider how planning research can inform transformative climate initiatives and how planning itself needs to transform to better support climate transformation. In this introduction, we review definitions of transformation, introduce each of the six articles and their approaches to transformation, and explore cross-cutting tensions among them. Nowadays, due to the problematic containment of pollutant emissions worldwide, the process of global warming is inevitable. Moreover, in urban environments, due to the strong anthropisation of the spatial context, these phenomena are often accentuated (e.g. urban heat islands). At the same time, the detrimental effects of the aforementioned process are often combined with other pre-existing risks linked to urbanisation in areas of high natural risk (e.g. hydrogeological and volcanic risk). In this context, the first examples of the application of measures for adaptation and mitigation of climate change in urban areas are recorded in formulating the latest generation of urban plans. In this respect, natural-based solutions (NBS) are becoming favoured. These measures have a twofold beneficial effect on the urban reality, i.e., adaptation to the effects of climate change and increased renaturalisation of the urban area, with consequent mitigation of other natural hazards. The present contribution aims to offer an analysis of the main NBSs applicable in an urban context and on different scales (from urban to building) and an applicative example related to their integration into territorial governance tools. Different dynamics of climate change, population growth, and urbanisation challenge water service providers (WSPs) and those managing urban planning. The scientific community has been evidencing the concept of sustainable urban water management (SUWM) as a driver to foster the integration of the urban water cycle with its environmental, economic, and social sustainability dimensions. This article studies the approaches addressed by recent research on sustainable urban water management, focusing on the attention given by the scientific community to the way WSPs and city planners address the new challenges brought by climate change. A systematic review of existing literature shows how emergent challenges address the articulation between urban water cycle management and city planning. The results underline the need for the technical and economic evaluation of the overarching concept of SUWM systems, integrating values that go beyond financial issues; the need to address water scarcity not only from the supply side but also from the demand point of view; and the deepening of the relationship between new sources of water, such as the reuse, with the city planning in a context of climate change. Nevertheless, strategies for collaboration are still poorly addressed. The insights and gaps emerging from the analysis suggest new paths for research and practice in the field. Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. More than half of the European population live in small and medium size municipalities, where climate adaptation planning is an under-researched topic within the climate change field. Many constraints might hinder the implementation of adaptation pilot projects due to lack of economic, knowledge, and technical available resources. Local institutions find difficulties in building a coherent local adaptation planning and design processes with international and national frameworks. In this context, this article proposes a methodology based on the available international frameworks to support the small communities with the aim to implement adaptation pilot projects within different sectors. In doing so, this paper tests a climate change adaptation cycle for pilot projects development in small municipalities; the first in Italy for small municipalities under 20.000 inhabitants. The proposed methodology could lead local adaptation initiatives in climate change risk assessment by supporting the research communities in developing a coherent vision for the local territories and to identify proper oriented measures to enhance demonstrative pilot projects and to increase the level of resilience in small municipalities, avoiding maladaptation.

Urban areas are increasingly experiencing extreme weather events, especially related to water (e.g., droughts, heatwaves, floods), which are devastatingly impacting infrastructure and human lives. Compact cities, conceived to create more robust, effective, and sustainable environments, are under pressure to increase their resilience by co-producing adaptive strategies mainly focused on the urban public space. However, public space design tends to face environmental challenges without sufficiently exploring their intersection with social issues (citizens living conditions and vulnerability) and political structures (governance). This contribution delves into how urban public space interventions are (not) moving towards achieving urban resilience in an integrated way instead of sectoral. A triple-loop approach has been developed and tested in ten urban public spaces in European compact cities in the last 25 years. The results report how most projects reinforce the social dimension by promoting citizen well-being through new quality standards in public spaces, excluding some citizenry's vulnerable segments (immigrants, women, and disabled). The political dimension reinforces hard adaptation measures to manage water resources, although increasing attention is put on nature-based solutions, and most projects ensure participation processes. Finally, the environmental dimension is the most transversal by increasing land conversion, ensuring flooding mitigation, and enhancing adaptive capacity. [ABSTRACT FROM AUTHOR]
