The sustainable implementation of resources and the transition to low-carbon construction is on the world's daily agenda. This paper describes the development of criteria for the efficient management of material resources in low-carbon construction. Net income, gross profit, balance sheets, and equity are proposed as indicators that serve as criteria for assessing the efficient use of resources. Nonlinear regression models were the methodological basis for the establishment of cause-and-effect relationships of the volume of construction of transport structures. It was established that since construction companies do not purchase materials for storage, the cost of materials for use in low-carbon technological construction work is directly proportional to the cost of construction. The volume of production in the construction industry is determined by construction costs. More efficient use of low-carbon materials reduces cost and construction waste. In this paper, we have established the relationship between the indicator of efficiency for the functioning of the construction enterprises in Ukraine and the use of low-carbon materials for the construction of transport structures. The practical value of the obtained results for low-carbon construction management lies in proving the relationship between the performance indicators of the construction enterprise (net profit, gross profit, output volume, balance sheets, and equity capital) and the use of low-carbon material resources. Externalities influencing countries, such as wars tend to disrupt the regular economic and social processes. This paper analysis how a military conflict impacts the efforts of world acters in climate change and carbon neutrality. It focuses on armed conflict between Russian Federation and Ukraine, research the most recent available data and compare the emissions in given periods in order to provide and estimated impact of such events on climate efforts of countries directly and indirectly involved in conflict. Assumption, that crises directly lead to neglecting the climate goals and therefore an increase in GHG emissions is tested. Paper also analyzes the overall impact of war on GHG emissions, providing a overview of its severity. The results indicate that emissions on territory of countries directly involved in conflict tend to increase significantly, while change in emissions of external actors are insignificant. Results that would confirm or disprove the assumption of increased GHG emissions during crises are inconclusive and indicate a high subjectivity. [ABSTRACT FROM AUTHOR]

This paper investigates the effect of the supply chain disruption, greener energy consumption, and economic growth on carbon emissions in advanced economies and emerging markets from 1997 to 2021 using panel quantile autoregressive distributed lags (QARDL) and the panel quantile regression (QR). The results of the two models confirm, on the one hand, the validity of the environmental Kuznets curve (EKC) hypothesis and, on the other hand, the role of renewable energy consumption in mitigating carbon emissions in advanced and developing economies. Furthermore, the finding shows that the supply chain disruption for the long run is positive at all quantiles, indicating the evidence of association at the extreme low and high quantiles than at the intermediate quantile. In addition, the effect of the supply chain decreases at the lower quantile. It turns negative at the upper 90th quantile in the short run, indicating that the supply chain disruption reduces the environmental degradation under the bearish market conditions. In the future, the increasing supply chain disruptions due to the Russia-Ukraine conflict and further COVID-19 worldwide can consider sluggish economic growth and play an essential role in promoting renewable energy abundance and reducing CO2 emissions. European energy crisis, triggered by the conflict between Russia and Ukraine, has again drawn attention to the decarbonization of fossil energy sources. However, few studies have objectively considered coal from an integrated life cycle and its position in the energy system. In the present study, we used the integrated life cycle analysis and fixed-effect panel threshold model to reveal that (1) power generation and heating and iron and steel smelting are the highest CO2 emission sectors. In addition, the coal chemical industry and power generation and heating are the two sectors with the highest contribution rate of CO2 emissions. (2) Based on these, underground coal gasification (UCG) and underground coal gasification-integrated gasification combined cycle (UCG-IGCC) technologies were introduced to innovate the coal life cycle (the process cycle of coal production and utilization). The panel threshold model has proved that when the energy intensity falls in the interval 0.363–2.599, UCG-IGCC technology could be the complement in mitigating CO2 emissions. (3) Finally, for the same amount of emission mitigations, the social cost of innovating coal production and utilization processes using UCG-IGCC technology will be lower than phasing out coal-fired power plants using carbon prices. This research article provides a comprehensive scenario analysis of key structural changes in Kazakhstan's fuel and energy complex subsectors until 2060, focusing on decarbonization efforts. The background places the issue of decarbonization in a broader context, considering the country's vast size and sparse population. The study's purpose involves analyzing the development of the climate agenda by comparing two scenarios: a "reference" scenario without decarbonization measures and a carbon neutrality scenario until 2060 (CN2060). A mathematical technical-economic model based on the TIMES paradigm (The Integrated MARKAL-EFOM System) serves as the method to optimize and simulate Kazakhstan's energy system. The main findings reveal sets of policies, standards, and legislative, economic, and political decisions that are required to achieve CN2060. Additionally, the integration of a low-carbon policy, sectoral and cross-cutting approaches, the impact of the coronavirus crisis, the Russia-Ukraine conflict, and energy security issues receive a discussion. The article concludes with projected shares of generation and investment in renewable energy sources (RES) necessary for attaining CN2060. Successful energy transitions, also referred to as leapfrog development, present enormous prospects for EU nations to become carbon neutral by shifting from fossil fuels to renewable energy sources. Along with climate change, EU countries must address energy security and dependency issues, exacerbated by factors such as the COVID-19 pandemic, rising energy costs, conflicts between Russia and Ukraine, and political instability. Diversifying energy sources, generating renewable energy, increasing energy efficiency, preventing energy waste, and educating the public about environmental issues are proposed as several strategies. The study draws the conclusion that central European countries may transition to a clean energy economy and become carbon neutral on economic and strategic levels by locating alternative clean energy supply sources, reducing energy use, and producing renewable energy. According to the study, the EU energy industry can be decarbonised and attain energy security using three basic strategies, such as supply diversification, energy savings, and quicker adoption of renewable energy to replace fossil fuels. The energy transformation industry still needs to improve energy efficiency, incorporate a circular and sustainable bioeconomy, and support renewable energies, including solar, wind, hydropower, nuclear, and hydrogen.
