The paper identifies the links between transnational municipal networks and international agreements in the environmental arena. It is taken for granted that transnational municipal networks support global environmental action and the process of sustainable development, in particular giving access to resources, with technical support and knowledge, but to what extent international agreements such as the United Nations Framework Convention on Climate Change, the Paris Agreement, or the Convention on Biological Diversity guide the action of these networks? The research resorts to content analysis to examine the goals, mission, and published documents of two networks in particular, ICLEI and Mercosur, in the search for clear connections with the intergovernmental level. The paper contributes to the understanding of the role of transnational municipal networks in environmental governance, identifying through abductive reasoning the diffusion of norm from the international to the local level and underlining the importance of the role of international, national and local actors. This paper highlights the important leadership role of the public health sector, working with other governmental sectors and nongovernmental entities, to advance environmental public health in Latin America and the Caribbean toward the achievement of 2030 Sustainable Development Goal 3: Health and Well-Being. The most pressing current and future environmental public health threats are discussed, followed by a brief review of major historical and current international and regional efforts to address these concerns. The paper concludes with a discussion of three major components of a regional environmental public health agenda that responsible parties can undertake to make significant progress toward ensuring the health and well-being of all people throughout Latin America and the Caribbean.En este artículo se destaca el importante papel de liderazgo que tiene el sector de la salud pública, en colaboración con otros sectores gubernamentales y entidades no gubernamentales, en el fomento de la salud pública medioambiental en América Latina y el Caribe con el fin de alcanzar para el 2030 el Objetivo de Desarrollo Sostenible número 3: salud y bienestar. Se abordan las amenazas de salud pública medioambiental actuales y futuras más urgentes, y se presenta una breve revisión de las principales medidas históricas y actuales adoptadas a nivel regional e internacional para abordar estas cuestiones. El artículo finaliza con un análisis de los tres principales componentes de un programa regional de salud pública ambiental que las partes responsables pueden ejecutar para realizar progresos significativos en la garantía de la salud y el bienestar de todos en América Latina y el Caribe.Este artigo destaca o importante papel de liderança do setor de saúde pública, trabalhando com outros setores governamentais e entidades não governamentais, para promover a saúde pública ambiental na América Latina e no Caribe a fim de atingir o Objetivo de Desenvolvimento Sustentável 3 para 2030: Saúde e Bem-Estar. São discutidas as ameaças ambientais mais urgentes para a saúde pública, atuais e futuras, seguidas por uma breve revisão dos principais esforços históricos e atuais, internacionais e regionais, para abordar essas preocupações. O artigo conclui com uma discussão de três componentes essenciais de uma agenda regional de saúde pública ambiental que as partes responsáveis podem adotar para avançar significativamente no sentido de garantir a saúde e o bem-estar de todas as pessoas na América Latina e no Caribe.

Resumen América Latina evidencia un acelerado proceso de urbanización bajo un modelo de desarrollo que genera e intensifica problemas sociales y ambientales. A esto se suman los riesgos desencadenados por el cambio climático que afectan las ciudades actuales. En Argentina sus efectos se manifiestan diferencialmente sobre las regiones, impactando en las ciudades y asentamientos. Este trabajo propone explorar el riesgo ambiental al que se enfrentan ciudades argentinas en un contexto de cambio climático en dos dimensiones: amenaza y resiliencia. Se construyeron dos índices sintéticos aplicando la metodología de Valor Índice Medio para cada dimensión y, posteriormente, se articularon los resultados definiendo categorías de riesgo. Los resultados se representaron espacialmente en un Sistema de Información Geográfica. Gran Posadas, Corrientes y Salta alcanzan las situaciones más desfavorables, continuando con Gran La Plata, Gran Mendoza, Gran San Juan, Gran Tucumán-Tafí Viejo y los partidos del Gran Buenos Aires. Se destaca la importancia de focalizar en medidas de adaptación bajo el concepto de resiliencia urbana. La apertura de nuevos interrogantes invita a profundizar en investigaciones cuyos resultados permitan avanzar hacia la sostenibilidad y resiliencia urbana a partir de su inclusión en la agenda política local. Ideas destacadas: artículo de investigación que explora el riesgo ambiental al que se enfrentan ciudades argentinas en un contexto de cambio climático. Se abordan dos dimensiones constitutivas del riesgo (amenaza y resiliencia) y se construyen índices sintéticos que luego se articulan para definir categorías aplicables a las ciudades argentinas estudiadas. Abstract Latin America shows an accelerated urbanization process and a development model that generate and intensify social and environmental problems. Added to these problems are the risks triggered by climate change that affect today's cities. In Argentina, its effects are manifested differentially over the regions, impacting cities and human settlements. In this scenario, this paper proposes to explore the environmental risk faced by Argentinean cities in a context of climate change from two dimensions: threat and resilience. For this, two synthetic indices were built using the Mean Index Coefficient methodology for each dimension and subsequently the results were articulated by defining risk categories. Results were spatially represented using a Geographic Information System. Gran Posadas, Corrientes, and Salta reach the most unfavorable situations following by Gran La Plata, Gran Mendoza, Gran San Juan, Gran Tucumán-Tafí Viejo, and the Buenos Aires counties. The importance of focusing on adaptation measures under the concept of urban resilience is highlighted. New questions arise from this work and invite further research whose results will allow progress towards sustainability and urban resilience by including them in local policies. Resumo América Latina apresenta um processo de urbanização acelerado sob um modelo de desenvolvimento que gera e intensifica problemas sociais e ambientais. Somados a esses problemas estão os riscos desencadeados pelas mudanças climáticas que afetam as cidades de hoje. Na Argentina, seus efeitos se manifestam de forma diferenciada nas regiões, impactando cidades e assentamentos humanos. Nesse cenário, este trabalho se propõe a explorar o risco ambiental enfrentado pelas cidades argentinas em um contexto de mudanças climáticas a partir de duas dimensões: ameaça e resiliência. Para isso, dois índices sintéticos foram construídos usando a metodologia Mean Index Coefficient para cada dimensão e, posteriormente, os resultados foram articulados pela definição de categorias de risco. Os resultados foram representados espacialmente usando um Sistema de Informação Geográfica. Gran Posadas, Corrientes e Salta alcançam as situações mais desfavoráveis, seguidas por Gran La Plata, Gran Mendoza, Gran San Juan, Gran Tucumán-Tafí Viejo e municípios de Buenos Aires. Destaca-se a importância de concentrar em medidas de adaptação sob o conceito de resiliência urbana. The change of government in Uruguay in March 2020 led to some modifications of the country's environmental and climate institutions, including the creation of the new Ministry of Environment and the transfer of the National Climate Change Response System (SNRCC by its acronyms in Spanish) to that orbit. The departmental elections of September 2020 brought also some changes in the Northeast region of Uruguay (departments of Rivera, Tacuarembó and Cerro Largo). Considering this context, this work assumes a theoretical perspective of multilevel and multi-stakeholder governance, adopting a qualitative methodological strategy. The objective here is to analyze the current perception of national and territorial actors regarding the policies and mechanisms of climate governance in Uruguay and the region. Consequently, it examines diverse articulations at different levels of government, as well as different dynamics of participation with a focus on climate issues at the national as well as within the territory analyzed. Doing so, the paper aims at evaluating some progress and challenges in this area, in order to contribute to the design and implementation of assertive policies on climate change. El cambio de gobierno en Uruguay en marzo de 2020 conllevó algunas modificaciones de la institucionalidad medioambiental y climática del país, incluida la creación del nuevo Ministerio de Ambiente y el traslado del Sistema Nacional de Respuesta al Cambio Climático (SNRCC) a esa órbita. Asimismo las elecciones departamentales de septiembre de ese 2020 trajeron algunos cambios a nivel de la región Noreste del Uruguay (departamentos de Rivera, Tacuarembó y Cerro Largo). Considerando ese contexto, este trabajo asume una perspectiva teórica de gobernanza multinivel y multiactoral, adoptando una estrategia metodológica de corte cualitativo. El objetivo que se plantea es analizar la percepción actual de los actores nacionales y territoriales respecto a las políticas y mecanismos de la gobernanza climática del Uruguay y de la región. Consecuentemente, se indaga acerca de diversas articulaciones en los distintos niveles gubernamentales, así como diferentes dinámicas de participación con foco en materia climática a nivel del país y del territorio analizado. De esa forma se apunta a una evaluación de los avances y desafíos en esta temática, para efectuar un aporte al diseño e implementación de políticas asertivas en materia de cambio climático. A mudança de governo no Uruguai, em março de 2020, levou a algumas modificações das instituições ambientais e climáticas do país, incluindo a criação do novo Ministério do Meio Ambiente e a transferência do Sistema Nacional de Resposta às Mudanças Climáticas (SNRCC) para essa órbita. Da mesma forma, as eleições departamentais de setembro de 2020 trouxeram algumas mudanças no nível da região Nordeste do Uruguai (departamentos de Rivera, Tacuarembó e Cerro Largo). Considerando esse contexto, este trabalho assume uma perspectiva teórica de governança multinível e multi-stakeholder, adotando uma estratégia metodológica qualitativa. O objetivo é analisar a percepção atual dos atores nacionais e territoriais quanto às políticas e mecanismos de governança climática no Uruguai e região. Por conseguinte, investiga diversas articulações nos diferentes níveis de governo, bem como diferentes dinâmicas de participação com foco nas questões climáticas no nível do país e do território analisado. Dessa forma, visa-se a uma avaliação dos avanços e desafios nessa área, para contribuir com a concepção e implementação de políticas assertivas sobre mudanças climáticas.
