Projections of streamflow under future climate are essential for developing adaptation strategies in the water and related sectors. This paper presents nationwide streamflow projections for Australia informed by climate change signals in CMIP6 GCMs and compares the projections with those from CMIP5 GCMs. The modelled future runoff projections driven by CMIP5 and CMIP6 GCMs are relatively similar for far southern Australia. The median projection is a 50% reduction in mean annual runoff in far southwest Australia and 20% reduction in far southeast Australia by 2046–2075 relative to 1976–2015 under the high SSP5-8.5/RCP8.5 global warming scenario. The vast majority of CMIP5 and CMIP6 GCMs project less winter rainfall across Australia. As most of the runoff in far southern Australia occurs in winter and spring, the lower winter rainfall translates to a significant reduction in annual runoff. It is therefore prudent to plan and manage for a reduction in future water resources, particularly in the densely populated and important agricultural regions in southeast Australia. There is less agreement between GCMs in the summer rainfall projection, with the CMIP6 GCMs generally projecting a wetter future (or smaller decrease in rainfall) than the CMIP5 GCMs. The modelled median projection for mean annual runoff is a 10% reduction in the south-east coast, 5% reduction in the north-east coast and little change in northern Australia. More GCMs project an increase rather than a decrease in the interannual variability of rainfall, and this would further amplify multi-year hydrological droughts. [ABSTRACT FROM AUTHOR]

A reliable understanding of linkages between meteorological, hydrological and agricultural droughts (MD, HD, and AD respectively) is crucial to building resilience and planning for future climate changes. Despite Australia being prone to severe droughts, lagtimes of propagation (and recovery), from meteorological to hydrological and agricultural droughts across its large hydroclimatic regions, are poorly understood. Therefore, we investigate the characteristics of drought propagation and recovery time lags for droughts of four timescales and a combination of drought onset and cessation criteria in 407 unregulated catchments within six major precipitation zones across the country. We find that the propagation and recovery lags depend on climatic conditions, drought criteria and timescales. The median of catchment average propagation times from MD to HD across Australia varied from 0.8 to 1.7 months for 1‐month timescales, increasing to 2.2–5.0 months for 12‐month timescales. The corresponding recovery lagtimes were 1.3–3.7 and 1.7–7.0 months respectively. Similarly, the median of catchment average propagation times from MD to AD ranged from 0.8 to 1.9 months for 1‐month timescales, increasing to 0.6–5.0 months for 12‐month. The corresponding recovery lagtimes were 0.7–2.8 and 0.3–8.7 months respectively. For droughts of smaller timescales, propagation and recovery lags are linearly correlated with recovery lagtimes consistently greater than propagation times. However, as the timescale increases, these relationships weaken suggesting effects of other catchment attributes (e.g., groundwater contributions) on lag relationships. Plain Language Summary: The primary focus of the research is to investigate the time delay between the occurrence of the lack of precipitation (meteorological droughts) and its subsequent impact on river flow (hydrological drought) and soil moisture (agricultural drought). Understanding these delays is crucial for drought planning and management. This study uses observed precipitation, river flow, and satellite‐based soil moisture data spanning over 40 years across six major precipitation zones within Australia. The delays between drought types (meteorological, hydrological, and agricultural) vary depending on the specific location within Australia. The criteria used to define the onset and end of droughts, as well as the drought duration, also influence the observed delays. The average delay from meteorological to hydrological or agricultural droughts increases with longer timescales. For example, hydrological droughts measured on 1‐month timescale have shorter delays (0.8–1.7 months), while 12‐month droughts have longer delays (2.2–5 months). Similarly, shorter droughts have shorter recovery times, while longer droughts have longer recovery times. For shorter timescale droughts, there is a clear relationship between the delays with end delays consistently greater than the start delays. However, as droughts become larger and more prolonged, the relationship weakens, suggesting the influence of other catchment attributes. To accurately project future water availability under a drying climate, it is important to understand how precipitation is partitioned into other terrestrial water balance components, such as fluxes (evaporation, transpiration, runoff) and changes in storage (soil moisture, groundwater). Many studies have reported unexpected large runoff reductions during drought, particularly for multi‐year events, and some studies report a persistent change in partitioning even after the meteorological drought has ended. This study focused on understanding how actual evapotranspiration (AET) and change in subsurface storage (ΔS) respond to climate variability and change, examining Australia's Millennium Drought (MD, 1997–2009). The study initially conducted a catchment‐scale water balance analysis to investigate interactions between ΔS and AET. Then the water balance analysis was extended to regional scale to investigate ΔS using interpolated rainfall and discharge with remotely sensed AET. Lastly, we evaluated conceptual rainfall‐runoff model performance of two commonly used models against these water balance estimates. The evaluation of water‐balance‐derived ΔS against Gravity Recovery and Climate Experiment (GRACE) estimates shows a significant multiyear storage decline; however, with different rates. In contrast, AET rates (annualized) remained approximately constant before and during the MD, contrasting with some reports of evapotranspiration enhancement elsewhere. Overall, given AET remained approximately constant, drought‐induced precipitation reductions were partitioned into ΔS and streamflow. The employed conceptual rainfall‐runoff models failed to realistically represent AET during the MD, suggesting the need for improved conceptualization of processes. This study provides useful implications for explaining future hydrological changes if similar AET behavior is observed under a drying climate. The Hydrologic Reference Stations is a network of 467 high-quality streamflow gauging stations across Australia that is developed and maintained by the Bureau of Meteorology as part of an ongoing responsibility under the Water Act 2007. The main objectives of the service are to observe and detect climate-driven changes in observed streamflow and to provide a quality-controlled dataset for research. We investigate trends and step changes in streamflow across Australia in data from all 467 streamflow gauging stations. Data from 30 to 69 years in duration ending in February 2019 were examined. We analysed data in terms of water-year totals and for the four seasons. The commencement of the water year varies across the country – mainly from February–March in the south to September–October in the north. We summarized our findings for each of the 12 drainage divisions defined by Australian Hydrological Geospatial Fabric (Geofabric) and for continental Australia as a whole. We used statistical tests to detect and analyse linear and step changes in seasonal and annual streamflow. Monotonic trends were detected using modified Mann–Kendall (MK) tests, including a variance correction approach (MK3), a block bootstrap approach (MK3bs) and a long-term persistence approach (MK4). A nonparametric Pettitt test was used for step-change detection and identification. The regional significance of these changes at the drainage division scale was analysed and synthesized using a Walker test. The Murray–Darling Basin, home to Australia's largest river system, showed statistically significant decreasing trends for the region with respect to the annual total and all four seasons. Drainage divisions in New South Wales, Victoria and Tasmania showed significant annual and seasonal decreasing trends. Similar results were found in south-western Western Australia, South Australia and north-eastern Queensland. There was no significant spatial pattern observed in central nor mid-west Western Australia, with one possible explanation for this being the sparse density of streamflow stations and/or the length of the datasets available. Only the Tanami–Timor Sea Coast drainage division in northern Australia showed increasing trends and step changes in annual and seasonal streamflow that were regionally significant. Most of the step changes occurred during 1970–1999. In the south-eastern part of Australia, the majority of the step changes occurred in the 1990s, before the onset of the "Millennium Drought". Long-term monotonic trends in observed streamflow and its regional significance are consistent with observed changes in climate experienced across Australia. The findings of this study will assist water managers with long-term infrastructure planning and management of water resources under climate variability and change across Australia. Determining the mean transit times (MTTs) and water sources in catchments at different flow conditions helps better understand river functioning, and manage river health and water resources. Despite being common in a range of environments, the MTTs and water sources in intermittent streams are much less well understood compared to perennial streams. Major ion geochemistry, stable isotopes, 14 C, and 3 H were used in this study to identify water sources and MTTs of the periodically intermittent upper Wimmera River from southeast Australia at different flow conditions, including zero-flow periods. The disconnected pool waters during the zero-flow period in the summer months of 2019 had 3 H activities of 0.64 to 3.29 TU. These and the variations in total dissolved solids and stable isotopes imply that these pools contained a mixture of older groundwater and younger stream water impacted by evaporation. 3 H activities during the high-flow period in July 2019 were 1.85 to 3.00 TU, yielding MTTs of up to 17 years. The 3 H activities at moderate and low-flow conditions in September and November 2019 ranged from 2.26 to 2.88 TU, implying MTTs of 1.6 to 7.8 years. Regional groundwater near the Wimmera River had 3 H activities of < 0.02 to 0.45 TU and 14 C activities of 57 to 103 pMC, and was not recharged by the river at high flows. The Wimmera River and other intermittent streams in southeast Australia are sustained by younger catchment waters from relatively small near-river stores than comparable perennial streams, which have older deeper regional groundwater inputs. This results in these intermittent streams being more susceptible to short-term changes in climate and necessitates the protection of near-river corridors to maintain the health of the riverine systems. As wildfires become more frequent and severe, there are concerns regarding their impacts on water yield from forested catchments. While there are many studies in Australia about the effects of individual wildfires on streamflow at fine scales (<1 km2) in specific geographic settings, the effects of wildfire regimes on streamflow at broad spatial scales across temperate forests in Australia are not well understood. In this paper, we combined climate, wildfire, streamflow records (1975 to 2018), topographic, and landcover data from 92 catchments (74 – 4740 km2) in the Australian temperate zone to quantify the contribution of wildfire regimes over time to streamflow variability in different hydroclimatic settings (humid, dry sub-humid, and semi-arid) and geographic regions (Southeast Australia (SEA), Southwest Western Australia (SWWA), and Tasmania (TAS)). Wildfire regimes were represented by two metrics: the burnt area to drainage area (BDA) ratio for wildfire events in each year and a spatially averaged metric of Time Since Fire (TSF), which is a spatial average of time since the last wildfire in the catchment. By comparing prefire and postfire runoff ratios our study found that on average there was a short-term increase in runoff ratio (∼3% in year 1 and ∼6% in year 2 post-fire) after wildfires with BDA > 25%. No influence of fire was found in the long-term (15–20 years after the wildfire) runoff ratio. We found that wildfire regime, measured by TSF, explained ∼8.8% of the variation in annual streamflow across the Australian temperate zone, and that with decreasing TSF (i.e., increased wildfire impact), the average streamflow increased. Streamflow variation explained by wildfire regimes varied with hydroclimate. The explained variance of streamflow by wildfire regimes in semi-arid catchments (23%) and dry sub-humid catchments (13%) were higher than humid catchments (5%). Our results provide a broad-scale understanding of how wildfire regimes influence streamflow variability at broad temporal and spatial scales, and provided important context and baseline information for determining the implications of changes in climate and fire regimes for regional water availability. Systematic changes, since the beginning of the 20th century, in average and extreme Australian rainfall and temperatures indicate that Southern Australian climate has undergone regime transitions into a drier and warmer state. South-west Western Australia (SWWA) experienced the most dramatic drying trend with average streamflow into Perth dams, in the last decade, just 20% of that before the 1960s and extreme, decile 10, rainfall reduced to near zero. In south-eastern Australia (SEA) systematic decreases in average and extreme cool season rainfall became evident in the late 1990s with a halving of the area experiencing average decile 10 rainfall in the early 21st century compared with that for the 20th century. The shift in annual surface temperatures over SWWA and SEA, and indeed for Australia as a whole, has occurred primarily over the last 20 years with the percentage area experiencing extreme maximum temperatures in decile 10 increasing to an average of more than 45% since the start of the 21st century compared with less than 3% for the 20th century mean. Average maximum temperatures have also increased by circa 1 °C for SWWA and SEA over the last 20 years. Australia experiences a wide range and increasing incidence of extreme hydrological events, including step changes in stream flows, extreme drought, bushfires followed by heavy rain, and storm events, which impact water availability and water quality. This article discusses the management of these events in the provision of water services in urban Australia. These events are being actively and effectively managed by large water service providers, covering around 80% of the population. But the experience for the remaining 20% is mixed, with smaller service providers often struggling to meet community expectations. This suggests a need for further governance reforms.
