This paper attempts to develop statistical modeling for air-conditioning analysis in Jakarta, Indonesia, during an emergency state of community activity restrictions enforcement (Emergency CARE), using a variety of parameters such as PM10, PM2.5, SO2, CO, O3, and NO2 from five IoT-based air monitoring systems. The parameters mentioned above are critical for assessing the air quality conditions and concentration of air pollutants. Outdoor air pollution concentration variations before and after the Emergency CARE, which was held in Indonesia during the COVID-19 pandemic on July 3-21, 2021, were studied. An air quality monitoring system based on the IoT generates sensor data that is collected from a government-integrated data portal, and that can be analyzed statistically. There are two main types of ANOVA (Analysis of Variance): one-way (or unidirectional) and two-way, which are applied to the collected sensor data and hypotheses calculated using ANOVA. ANOVA one-way was found to be more effective for analyzing air quality condition data. During emergency CARE, the average concentrations of PM10, PM2.5, and O3 from the air quality monitoring system show values that have exceeded the standard Air Quality Index (AQI), while the concentrations of CO, NO2, and SO2 are still below the applicable AQI values. The COVID-19 pandemic has changed the way of living of many people across the planet. In the beginning of the pandemic, when the strict lockdown was implemented, numbers of individual were encouraged to work from home. In the city living, high rise living was apparent and became a global phenomenon. This paper evaluates natural ventilation performances of existing apartment units in Jakarta, Indonesia by measuring the indoor temperature, indoor airflow and relative humidity. This research studied three different apartment units in Jakarta in the form of single-sided ventilation or cross ventilation. This study conducted by field test measurement on three different apartment units across Jakarta with various natural ventilation strategy and room volume. Statistical analysis was carried out to investigate the relationship and influence between the results of field test measurement and external weather data collected from ERA5. The results of the analysis suggested that external weather influence the indoor air condition, especially indoor temperature where significant influence was apparent. The COVID-19 pandemic has forced cities worldwide to implement social distancing on a large scale and even lockdowns. City lockdowns are considered a public health policy to reduce virus spread and at the same time to protect vulnerable groups of the population. However, studying the implications of city lockdowns on urban populations' mental and emotional wellbeing has been widely neglected. Using a case study of Indonesia's capital and the largest metropolitan area of Jakarta, this study investigates the temporal dynamics of emotions experienced by the citizen during two months of city-scale lockdown. This paper uses Twitter text data as the source for emotional analysis with almost 9000 tweets. The study suggests that positive emotions were more common than negative texts across all periods under study, with lockdown acting as momentum for enhancing family gatherings and serving as a reminder of the importance of health, as the common positive emotions identified. The study provides evidence on the possibility of crowdsourcing data such as Twitter as an alternative source of data for urban analytics that allows researchers to understand the effect of activities and events in a certain location on its citizens. It is increasingly urgent to consider how work conditions have shifted with neoliberal transformations and, more recently, the COVID-19 pandemic. The precarious nature of work faced by millennials is widely acknowledged in the academic literature, but few scholars consider how spirituality is intimately connected to the multiple labour market challenges in the Global South. This paper uses sequential mixed methods to depict the social realities of millennials living in Jakarta, Indonesia. Importantly, precarity has become more entrenched into the nature of work during the pandemic, through the passage of the 2020 Job Creation Law. Precarious millennials in this Muslim-majority city use spiritual lexicons as coping strategies, as these help urban millennials to accept (ikhlas) the gradual disappearance of financially rewarding jobs and dwindling prospects for upward mobility in the formal economy. While spiritual narratives might seem religiously specific, they are useful for both Muslim and non-Muslim millennials to respond to broader and systemic job insecurity. [ABSTRACT FROM AUTHOR]

Purpose: Public-rented flats in Jakarta Province operated by the Management Unit of Public-Rented Flats (MUPRF) experienced budget cuts for the maintenance and treatment activities during the COVID-19 pandemic that hit Indonesia in the early 2020. Currently, the budgeting scheme of the MUPRF uses the local government's budget in determining the expenditures of public-rented flat. This papers aims to propose an alternative budgeting scheme for the MUPRF. Design/methodology/approach: Soft system methodology (SSM) was adopted to understand the public-rented flats as a whole system, so an alternative budgeting scheme for the MUPRF can be identified and developed. Interviews with an employee of the Department of Community Housing and Settlement of Daerah Khusus Ibukota Jakarta Province were conducted. A rich picture, customer, action, transformation, worldview, owner and environment analyses, conceptual model and a proposed model were developed during the process. Findings: Based on the SSM, it is found that becoming a local public service agency, the MUPRF can be more independent and flexible in managing their budget. The income generated by the public-rented flats can be used directly for their expenditure. Research limitations/implications: Through the SSM, only a conceptual model is developed, which has not yet been implemented in practice. Future studies need to be carried out to evaluate the feasibility of the conceptual model. Originality/value: This research analyses the public-rented flat as a whole system through SSM to identify factors and parties that are involved in the daily activities in public-rented flats to propose a suitable alternative for its budgeting scheme. Coronavirus disease 2019 (COVID-19) has been a global disaster, with over 746,312 confirmed cases and still counting in Indonesia, especially Jakarta, which has about 50 per cent asymptomatic confirmed cases. This paper aims to investigate the persistent factors of COVID-19 diagnosis using four scenarios of asymptomatic inclusion. We use Bayesian Logistic Regression to identify the factors of COVID-19 positivity, which can address issues in the traditional approach such as overfitting and uncertainty. This study discovers three main findings: (1) COVID-19 can infect people regardless of age; (2) Among twelve symptoms of coronavirus (COVID-19), five symptoms increase the COVID-19 likelihood, and two symptoms decrease the possibility of COVID-19 infection; and (3) From an epidemiological perspective, the contact history rises the probability of COVID-19, while healthcare workers and people who did travel are less likely to become infected from COVID-19. Therefore given this study, it is essential to be attentive to the people who have the symptoms and contact history. The SARS-CoV-2 outbreak that started in China created COVID-19 pandemic all around the world. This pandemic is declared as a world health crisis by the World Health Organization in 2020. In response to this pandemic, many countries have been conducting various measures to manage the spread of the disease employing lockdown, contacts tracing, and massive testing. As the vaccine and medicine for this virus are under development, the governments all around the world can only apply non-curative measures. With many considerations, especially in the economic sector, governments seem hesitant to apply extensive control measures and this results in a considerable financial loss. In this paper, a generic mathematical model with thirteen compartments is developed, of which it is equipped with five control measures namely quarantine, active carrier identification, recovered individual identification, past infection identification, and medical treatment. We employ the COVID-19 outbreak in Jakarta as a study case to evaluate a series of control scenarios. Optimal control approach is used to find the best control strategy in managing the pandemic. It is suggested that adding the efforts on testing policy and medical treatment 40 days after the first confirmed infection is the most cost-effective strategy with the number of death decreased as much as 60.21 percent of the death cases under initial control strategy. This paper examines the importance of legacy as a hidden agenda behind the ambitions and haste attitude of Indonesian state leaders in relocating the capital. It also elucidates the institutional mechanisms employed to achieve this lofty goal. In 2019, President Joko Widodo (Jokowi) issued a controversial declaration on the relocation of Indonesia's capital city from Jakarta to Kalimantan Island. Despite the protracted COVID-19 pandemic and the prevailing global economic and geopolitical uncertainties, he marshalled all necessary means and resources under his command to ensure the capital megaproject could commence and the inauguration could be held before his presidential tenure ends in 2024. As formal and technical arguments for Indonesia's capital relocation have been criticised for inconsistencies, a comprehensive understanding of the real phenomenon necessitates an exploration of the hidden agendas behind this unpopular move. The argument posits that the new capital city serves as a megaproject legacy, signified by the construction of monumental and iconic buildings and structures that will reflect the enduring power and memories of the politicians. The COVID-19 pandemic has greatly affected the lives, health, and social well-being of people globally including presenting special challenges in low to middle income countries for people living with HIV. This study investigates the pandemic experiences of the four key HIV-positive populations in Indonesia: men who have sex with men, transgender women, female sex workers, and people who use drugs. In-depth interviews were conducted with a convenience sample of 22 key population members recruited through 9 nongovernment HIV agencies in Jakarta and Bali, Indonesia. Indonesia's Large-scale Social Restrictions Policy mandating physical distancing and stay-at-home orders had been in effect for 7–10 months at the time of the interviews. The interviews were audio-recorded, transcribed, and coded using NVivo™ (R1.7) software. A grounded theory approach identified key concepts along with similarities, differences, and reoccurring patterns of COVID-19 lived experience among participants. Participants recounted the impact of both the pandemic and the Restriction Policy on their interpersonal, financial, medical, and psychosocial well-being. When in need, they turned to formal and informal sources of financial and social support plus their own resourcefulness. Along with other factors, HIV medication shortages, HIV and COVID-19 related stigma, and fear of acquiring COVID-19 negatively impacted their antiretroviral adherence and the use of health services. The results point to the latent consequences of government attempts to curb a pandemic through public health lockdowns and enforced policies of physical separation. Its findings reveal the importance of ensuring that public safety nets for HIV key populations are available to supplement more informal personal sources of needed support. [ABSTRACT FROM AUTHOR]

Solid waste management is a complex issue, and this was especially true during the COVID-19 pandemic in Indonesia. Several challenges related to this issue emerged because of the pandemic, during which countries with limited resources heavily relied on community participation. This study investigates the factors that contribute to the collective action of urban communities in waste management as a solution to raising awareness. This study adopted a quantitative method that incorporated four independent variables and one dependent variable with a 4-point Likert scale questionnaire. The data were collected through a survey using a purposive sampling method. The data collected are proportional because there is no sampling frame in this study. An analysis of the 200 samples collected in Jakarta reveals that community participation, social norms, social influence, and socioeconomic status impact collective action. However, the result from an ordinal regression analysis only shows community participation and social influence as significant variables with corresponding odds ratios of .263/.379 and .053/.168 for every one-unit increase. This study concludes that higher community participation and social influence will likely affect people's collective action in waste management. Policies and programs incorporating community participation and social influence can be implemented based on the findings to tackle waste management awareness issues. [ABSTRACT FROM AUTHOR]

This research aimed to investigate the influence of strategic orientation on SME family businesses survival mediated by innovation in service industry. In this study, we analyze the impact of strategic orientation includes entrepreneurial orientation, market orientation, technological and orientation on the innovation of SME family businesses as well as the impact of those strategic orientations on SME family businesses survival. A total 225 owners or managers of SME family businesses participated in this study. The sample was collected based on purposive method. The respondent population of this research is all family business owners or managers located in DKI Jakarta and Tangerang area and have been running their business for at least two years and survive during Covid-19 Pandemic. To analyze the relationship among latent variables, we implemented Structural Equation Model (SEM). The results show that only market orientation has a higher direct effect on family business survival, while entrepreneurial orientation and technological orientation requires mediation role from innovation. In this study, market orientation had the highest impact on family business survival with or without mediated by innovation. The results of this study provide insight for SMEs family business owners or managers, in order to use their strategic orientations through implemented innovation to adapt unpredictable situation and crisis that emerge due to Covid-19 pandemic, in order to survive. This study was limited to the sample of business that is in service industry and located on DKI Jakarta and Tangerang only. The COVID-19 pandemic has had a wide impact on the psychological condition and well-being of employees. This is pertinent, especially to Generation Z employees, as the second largest generation in Jakarta. Conditions during the pandemic resulted in a host of problems for Generation Z employees, which will lead to a fall in their job performance. In the"happy worker hypothesis", job performance is directly influenced by job satisfaction. Therefore, this study aimed to explore the influence of job satisfaction on the job performance of Generation Z employees after the COVID-19 pandemic. The study used a causal associative model. The sampling technique used was purposive sampling with several criteria that needed to be fulfilled, which finally resulted in 389 respondents. This study used two psychological instruments: the Minnesota Satisfaction Questionnaire (MSQ) developed by Weiss et al. (1967) to measure job satisfaction and the Individual Work Performance Questionnaire (IWPQ) developed by Koopmans (2014) to measure job performance. The hypothesis test used was a simple linear analysis. The results discovered that job satisfaction affects job performance significantly and positively. This means that higher job satisfaction is followed by an increase in job performance in Generation Z employees after the COVID-19 pandemic (t = 0.684; p=0.000<0.05; R2=0.504). Waste management is part of environmental health activities that aim to protect the community from the dangers of environmental pollution sourced from health waste. To avoid these risks, waste management in health service facilities is needed. Purpose: To get an overview of dental assistant compliance in medical waste management during the COVID-19 pandemic at private dental clinics in South Jakarta in 2022. Method: This research is a descriptive study. with a sample of 30 private dental clinics in South Jakarta. The sample determination technique used in this study is a random sampling technique. Results: The results of the study show that private dental clinics in the South Jakarta area that have SOPs but are not perfect are 24 clinics (80.0%), which have SOP's there were 6 clinics (20.0%) and 16 respondents were compliant (53.3%) in medical waste management, and 14 respondents were non- compliant (46.7%) in medical waste management. Conclusion: Most private dental clinics in South Jakarta have SOP's, but they are not perfect. However, most dental assistants are obedient in the management of medical waste. [ABSTRACT FROM AUTHOR]

COVID-19 pandemic was reported to modify people's behaviour in using public spaces and accessing services. This fact has become a critical input related to future city development strategies, space arrangements, and the implementation of smart city. Therefore, this study aims to 1) Identify efforts in several cities during COVID-19 pandemic, specifically concerning the use of public spaces and services, and 2) Compile the outlines of future urban planning strategies after the pandemic. The aspects related to the use of Information and Communication Technology (ICT), space arrangement, and urban environment are discussed. The analysis is based on case studies in four capital cities, namely Jakarta, Paris, Bucharest, and Canberra. Furthermore, field observations and in-depth interviews are used to emphasize changes in the function and use of public spaces and services during and after the pandemic. The result shows that differences and common elements configure the transformations of urban spaces since changes in the use of public spaces are closely connected to efforts to combat the pandemic. Meanwhile, in public services, changes are associated with the increasing use of ICT and Internet of Things (IoT). In the future, cities need to show their visions according to the local conditions supporting better spatial arrangement and management of urban environment due to ICT and IoT prominence. Naturally, the new business will resume training and human resource development efforts that had been put on hold for a while due to the Covid-19 condition during the post-pandemic period. Training and human resource development are closely related to enhancing employee performance, particularly in the banking industry. After the pandemic, banks will begin to improve their performance for the first time because there are many customer bottlenecks that contribute to declining banking profits and affect banking performance. The goal of this study is to examine the effects of leadership as a moderator on the performance of BSI Jakarta Barat employees. Training and the development of human resources are the study's independent factors. This study used 77 samples taken from all BSI West Jakarta employees. This research will use quantitative tools as the data processing, namely SEM PLS. This is an -ongoing study, we need to give a quesioner and get data from our research subject, until we get result for the case in this research. For now, we have result before we finish the case, training as variable X1 and human resource development as variable X2 affect to leadership as variabel Z, and then leadership affects performance as variable Y. The Covid-19 pandemic has had impacts on various aspects of human life, particularly economic activities. In response to this situation, the government issued an income tax incentive policy for employees borne by the government (PPh 21 DTP) to maintain the purchasing power of the community, especially for employees during the pandemic. Until the end of 2020, the realization report of this incentive utilization was still low, reaching only 29.8% of the budget ceiling. This study aims to evaluate the PPh 21 DTP tax incentive policy using Dunn's policy evaluation criteria (2004). Policy evaluation covers aspects of effectiveness, efficiency, sufficiency, fairness, responsiveness, and accuracy. This research also outlines the supporting and inhibiting factors in utilizing this incentive. The research approach used is qualitative with qualitative research methods. The data analysis technique used is qualitative data analysis technique. The types of data used are primary and secondary data through in-depth interviews and literature review. The research concludes that the evaluation of the PPh 21 DTP tax incentive policy in the trading sector in DKI Jakarta has not met Dunn's policy evaluation criteria. This research result indicates that the policy is not fair, responsive, and accurate enough, thus not aligning with the goal of increasing community purchasing power. In order to encourage the optimization of incentives, the government should emphasize the benefits from the perspective of businesses as parties carrying out administrative obligations in utilizing the PPh 21 DTP incentive. This study aims to examine compassion, employee communication, and employee engagement as factors that influence job satisfaction and employee commitment. This research is very important to do during the transitional period from the COVID-19 pandemic to being endemic. The sample consisted of company employees in Jakarta, and the total sample was 200 people using the purposive sampling technique. Data processing methods are quantitative and associative with survey methods and structural equation modeling. This study shows that compassion does not affect job satisfaction or work commitment, employee communication affects job satisfaction but not work commitment, employee engagement affects job satisfaction but not work commitment, and employee engagement affects job satisfaction and work commitment. The findings of this study offer an academic and practical overview that can be used to assist companies in developing employee work commitment and job satisfaction during the COVID-19 endemic period. Purpose: Since the COVID-19 occurred, large-scale social restriction (Pembatasan Sosial Berskala Besar-PSBB) has taken place, and that has led family members to carry out their activities at home. This condition impacts both directly and indirectly the intention of house purchase, as a result of lifestyle changes during the pandemic. A house now serves as a residence, office, as well as school. This study aims to determine the influences of physical attributes, neighborhood preferences, financial concerns, financial risk preferences, health risk preferences, and COVID anxiety towards house purchase intention. Design/methodology/approach: This associative study was carried out from February to May 2021 in the residents of Surabaya aged 20–34 years old as prospective first-home buyers, with relatives at risk of contracting COVID-19 (belong in the susceptible group or live with a family member who is prone to the COVID-19 virus, including having a comorbidity, elderly (= 60 years old), having a low immune system or autoimmune disease, obese). Data were gathered using online questionnaires from which 226 respondents were acquired. Data were analyzed using the PLS-SEM 3.0 technique. Findings: The results showed that physical attributes, neighborhood preferences, financial concerns, financial risk preferences, and COVID anxiety significantly influence house purchase intention. Furthermore, neighborhood preferences, financial risk preferences, and COVID anxiety as moderating variables also significantly influence house purchase intention. Practical implications: This study was carried out in Surabaya as the second-largest city after Jakarta with the highest COVID-19 mortality rate, which is useful for exploring the lifestyle changes and property demand as a result of the pandemic; Developers gain a business opportunity by offering properties that are multifunction and health-oriented. This study investigates the relationship between various aspects of socio-economic vulnerability and the magnitude of the Covid-19 force of infection in Jakarta using a spatial method. To analyse this relationship, the study uses a networked metapopulation epidemiological model employing village-level data on daily cases of Covid-19 during the period in which large-scale social restrictions (PSBB) were implemented in Jakarta. The results provide strong evidence that socio-economic vulnerability significantly affects the force of infection, with the direction of the effect differing depending on the aspect of socio-economic vulnerability under examination. Moreover, this study finds that socio-economic vulnerability has spillover effects on the force of infection in neighbouring subpopulations, albeit the magnitudes are not substantial. Kota Tua area in West Jakarta, especially around the railroad tracks, is still inhabited by the poor of Jakarta. The cultural heritage-based revitalization of the Kota Tua Jakarta Area essentially requires the residents who live in the vicinity of the railway line area to be relocated to a safer place which will certainly have an impact on the surrounding residents. This study discusses whether Governor's Regulation No. 36/2014 is in line with the Gwangju Declaration in realizing the revitalization of the Kota Tua Jakarta area. Also, how is the fulfillment of the right to housing around the railroad tracks related to preventthe spread of COVID-19 in the Kota Tua Jakarta area? Hence, this can be answered through the urgency and priority scale of human rights implementation in the Kota Tua Jakarta Area, specifically in the vicinity of the railroads track, including during the outbreak of Covid-19. This research is a normative juridical with qualitative analysis of the legal norms of national legislation related to the implementation of human rights. The analysis is qualitative, and based on a systematic literature review over scientific journal database. The results of this research show that the protection of human rights for the residents living in the vicinity of the railway line is still not fully implemented. For this reason, it is necessary to implement regulations to ensure respect and guaranteed human rights to the residents, especially the right to health, the right to education, the right to food, including the right to a healthy environment. The study examined the use of social media by public officials during the Covid-19 Pandemic, focusing on the Twitter accounts of the Java Province Governor. The accounts were studied as they were associated with four of Indonesia's governors with a high level of activity. The study employed a qualitative method. Data were collected from the given Twitter accounts, which contained pieces related to policies for the handling of the Covid-19 pandemic using the NCapture software. The results of the analysis showed that the four governors seemed to deliberately use social media and Covid-19 issues for various purposes ranging from the use of social media as an instrument of information and communication transparency, an instrument for internal government coordination to an instrument for political branding for 2021 Presidential Election. Based on the result of the analysis of the data obtained from Twitter accounts belonging to the governors of java Province Governor, Jakarta, a conclusion is drawn on account of the use of social media during the Covid-19 pandemic. This study aims to analyze the effect of Transformational Leadership and Remote Working on Employee Performance during the COVID-19 pandemic. This study was conducted by performing a questionnaire distribution survey and acquiring 136 respondents. The research was conducted on a Jakarta area company that had implemented Remote Working. The number of samples in this study was determined using a simple random sampling procedure, in which the sampling was done at random without consideration for the population's existing strata. This study uses a quantitative approach method based on factual data and research data in statistical figures related to concluding research problems. The source of data in this study is primary data that was directly obtained from sources without going through intermediaries. This study shows that Transformational Leadership has no significant impact on Employee Performance during the COVID-19 pandemic, and Remote Working has a significant impact on Employee Performance during the COVID-19 pandemic. The Special Capital Region of Jakarta is the epicentre of the transmission of COVID‐19 in Indonesia. However, much remains unknown about the spatial and temporal patterns of COVID‐19 incidence and related socio‐demographic factors explaining the variations of COVID‐19 incidence at local level. COVID‐19 cases at the village level of Jakarta from March 2020 to June 2021 were analyzed from the local public COVID‐19 dashboard. Global and local spatial clustering of COVID‐19 incidence was examined using the Moran's I and local Moran analysis. Socio‐demographic profiles of identified hotspots were elaborated. The association between village characteristics and COVID‐19 incidence was evaluated. The COVID‐19 incidence was significantly clustered based on the geographical village level (Moran's I = 0.174; p =.002). Seventeen COVID‐19 high‐risk clusters were found and dynamically shifted over the study period. The proportion of people aged 20–49 (incidence rate ratio [IRR] = 1.016; 95% confidence interval [CI]: 1.012–1.019), proportion of elderly (≥50 years) (IRR = 1.045; 95% CI = 1.041–1.050), number of households (IRR = 1.196; 95% CI = 1.193–1.200), access to metered water for washing, and the main occupation of the residents were village level socio‐demographic factors associated with the risk of COVID‐19. Targeted public health responses such as restriction, improved testing and contact tracing, and improved access to health services for those vulnerable populations are essential in areas with high‐risk COVID‐19. Impacts of COVID-19 on the global economy and international tourism are disastrous. This pandemic has lasted longer than other previous epidemics, and no single one-time solution could be adopted in the whole period. This research examines those financial impacts during pandemic and how a budget hotel has innovated continuously to sustain economically within a crisis management framework. The data was collected from hotel internal documents and were then discussed in form of interview with the hotel manager. The outcome shows that the pandemic affected differently throughout the period depending on government regulation. During this uncertainty, strategy need to synergize with innovation for flexibility and decision making. Facing exponential decrease in occupancies, process innovation as the driver for cost efficiencies is a must. However, organizational innovations as being able to respond to government actions and applying the right marketing innovations to grab extended stay in accordance with the new operation health and safety protocols are more crucial to achieve economic sustainability in the long run. This critical case study can then help to exemplify even other larger, better equipped, and stronger brand hotels on how to strategize effectively in this pandemic. [ABSTRACT FROM AUTHOR]

Background: The current COVID-19 pandemic has led to serious changes in the daily routine of people including the elderly. One of the most feared impacts is the increasing malnutrition among the elderly, which contributes to exacerbating public health problems. Objective: To evaluate the differences in nutritional status, the risk of malnutrition, and nutritional intake between the elderly receiving home nursing and community-dwelling elderly during the COVID 19 pandemic. Method: Cross-sectional study with 60 home-nursed elderly residents and 52 community-dwelling elderly in South Jakarta. Nutritional status was determined through BMI, the risk for malnutrition was assessed by MNA, and nutritional intake was calculated using the interview method with a 24-hour food recall. Results: The study found, based on MNA, that there is a high risk of malnutrition (63.5%) among community-dwelling elderly compared to the elderly receiving home nursing (71.7%). A good prevalence of nutrition status was found in community-dwelling elderly (36.5%) better than homenursed elderly (28.3%). Based on MNA, the elderly at risk of malnutrition who live with a home nursing are mostly male (76.5%), at 60 – 65 years (44.1%), last education is high school (38.2%), do not have disease comorbidities (70.6%), and had inadequate intake (55.9% energy, 41.2% protein, 61.8% fat, and 76.5% carbohydrate) while the elderly who live in the community are mostly female (69.4%), at 60 – 65 years (50%), the last education in elementary school (33.3%), have comorbidities (52.8%) and have inadequate intake (72.2% energy, 100% protein, 50% fat, 80.6% carbohydrate). There were significant differences in protein and fiber intake (p<0.05) between both groups. Implication: In this COVID-19 pandemic, health care workers need to be more active in conducting malnutrition risk screening particularly for community-dwelling elderly. Background: Understanding the actual prevalence of COVID-19 transmission in the community is vital for strategic responses to the pandemic. This study aims to estimate the actual infection of COVID-19 through a seroprevalence survey and to predict infection fatality rate (IFR) in Tanjung Priok, the hardest-hit sub-district by the COVID-19 in Jakarta, Indonesia. Methods: We conducted a venous blood sampling (phlebotomy) to 3,196 individuals in Tanjung Priok between Nov 23, 2020, and Feb 19, 2021 to detect their antibodies against SARS-CoV-2. Using an enumerator-administered questionnaire, we collected data on the respondents' demographic characteristics, COVID-19 test history, COVID-19 symptoms in the last 14 days, comorbidities, and protective behaviours during the last month. We employed descriptive analysis to estimate the seroprevalence and IFR. Findings: The prevalence of Antibody against SARS-CoV-2 was 28.52% (95% CI 25.44–31.81%), with the result being higher in females than males (OR 1.20; 95% CI 1.02–1.42). By the end of the data collection (February 9, 2021), the cumulative cases of COVID-19 in Tanjung Priok were reported to be experienced by 9,861 people (2.4%). Those aged 45–65 were more likely to be seropositive than 15–19 years old (OR 1.42; 95% CI 1.05–1.92). Nearly one third (31%) of the subjects who developed at least one COVID-19 symptom in the last 14 days of the data collection were seropositive. The estimated IFR was 0.08% (95% CI 0.07–0.09), with a higher figure recorded in males (0.09; 95% CI 0.08–0.10) than females (0.07; 95% CI 0.06–0.08), and oldest age group (45–65) (0.21; 95% CI 0.18–0.23) than other younger groups. Conclusion: An under-reporting issue was found between the estimated COVID-19 seroprevalence and the reported cumulative cases in Tanjung Priok. In times of crisis such as a pandemic, local governments serve a pivotal role as first- hand responders in managing emergencies in local areas, with the expectation of an effective policy to implement. Notwithstanding, there are limited literature studies of emergency management on local governments, concentrating on identifying policy effectiveness by the implementation in the field. This article emphasizes the effectiveness of local policy implementation in managing the emergency of the COVID-19 pandemic in the Jakarta area, with the centralization on Large-Scale Social Restriction as the case study. The objective is to provide lessons related to coronavirus for the government to evaluate future policies. Using secondary data analysis as a method, the findings would diagnose the empirical stratum of the local government's implementation in handling COVID-19, which defines the policy's effectiveness. The validity of the data was determined by comparing provincial government policies to central government (Presidential and Ministry policies), and the mass media as a portrayal of the field situation. The result of this analysis is intended to propound insights to public managers in the hope of receiving a more profound comprehension of their possibility and improving their enactment in handling a crisis.
