Purpose: This paper aims to find the incidence of university sustainability, as sustainability practices, in university performance at private universities. Design/methodology/approach: Quantitative research using structural equation modelling. Data collection and analysis followed sustainability and performance scales from previous research. The scales were validated by surveying students, teachers and administrative staff of five private universities in Medellin, Colombia. The responses (i.e. 5,344 useful answers) were collected between April 2019 and December 2020 and analysed using the Smart partial least square (PLS) software and the PLS calculation methodology. Findings: The results confirmed the reliability and validity of the sustainability and performance university measurement models and validated the dimensions proposed to determine sustainability and performance holistically in private universities. The results confirmed that universities implementing sustainability holistically in their system positively impact their performance as higher education institutions. The university sustainability is forecasting the University Performance in about 60% of the universities analysed, with a considerable contribution from sustainability in outreach and strategic management. Research limitations/implications: This study was cross-sectional and empirically validated the model of sustainability and performance at five private universities in a single period and territory. A broader validation from longitudinal studies considering other universities in Colombia and Latin America is suggested to understand local and regional trends better. Practical implications: Results provided a model for better understanding the incidence of sustainability in performance holistically at private universities in developing countries such as Colombia. In addition, the proposed dimensions and model could help regional decision-making on higher education. Originality/value: To the best of the authors' knowledge, this paper is one of the first attempts relating a structural equation model and inter-university research on the incidence of sustainability in private university performance. This work contributes to a local consensus on sustainability and performance models at private universities. Furthermore, from this research emerged a joint policy framework for incorporating sustainability holistically and regionally as an effective strategy for universities and their commitment to sustainable development. Background: This paper identifies opportunities and challenges for leishmaniasis control and elimination in Colombia, emphasizing the role of pooled procurement of essential medicines and supplies. Colombia is among the countries most affected by leishmaniasis globally, and also faces the dual challenge of procuring critically needed medicines in the context of limited national resources. It recently renewed its commitment to the control and elimination of leishmaniasis under its 2022–2031 Public Health Plan (PDSP) through a comprehensive public health approach. Methodology/Principal findings: The methodology comprises a comprehensive literature review and key informant interviews with leishmaniasis experts from the Colombian national control program and PAHO/WHO, focusing on cutaneous, mucocutaneous, and visceral leishmaniasis. Leishmaniasis is endemic throughout Colombia, with over 11 million people at risk, many of whom live in poverty-stricken, remote and isolated rural areas with limited access to health services. Leishmaniasis care, including medicines, is provided free of charge, but many barriers were nonetheless identified at environmental, population, and health system levels, including the supply of quality-assured medicines. Opportunities to alleviate these barriers were identified, including the support of the PAHO Strategic Fund. Within the context of the sustainable development goals and international leishmaniasis control and elimination targets, Colombian officials have established their own priorities, the highest of which is the reduction of deaths from visceral leishmaniasis. Conclusions/Significance: The elimination of leishmaniasis as a public health problem presents significant challenges, given its biological complexity and diversity, physical and clinical manifestations, social and economic impacts, frequently burdensome treatment regimens, and insufficient supply of necessary medicines. However, rigorous prevention and control efforts through strong political commitment and a highly motivated workforce can dramatically reduce its burden. Colombia's new PDSP, which highlights leishmaniasis control, is an opportunity for a revitalized health system response through committed leadership, intersectoral actions, and partnerships with international organizations that share a common vision. Author summary: Leishmaniasis is a vector-borne disease transmitted by female sand flies to humans and animals, causing infections ranging from asymptomatic and self-healing cutaneous leishmaniasis to visceral leishmaniasis which is highly lethal if untreated. Although all forms of leishmaniasis are treatable and curable with early diagnosis and treatment, the disease presents many challenges for affected populations, many of whom live in remote rural areas of the developing world, with limited access to public health facilities. Health services also face major constraints in supplying critically needed, yet costly medicines, in the context of limited financial resources. This paper presents the case of Colombia which is among the countries most affected by leishmaniasis globally, and discusses its many challenges in responding to the disease, including the guaranteed supply of necessary medicines. Our results uncover new opportunities for a revitalized health system response through committed leadership, intersectoral actions, such as a One Health approach, and partnerships with like-minded international organizations. These include Colombia's new 10-Year Public Health Plan that contains specific time-bound goals for leishmaniasis control and elimination as a public health problem, prioritizing a reduction in deaths from visceral leishmaniasis, and potential cost-savings from the acquisition of essential medicines and supplies through the Strategic Fund of the Pan American Health Organization. Modern height systems are based on the combination of satellite positioning and gravity field models of high resolution. However, in many regions, especially developing or newly industrializing countries, there is no (reliable) regional gravity model at all, due to challenges such as limited data availability, unknown/low data quality, and missing metadata. This paper addresses this issue in a case study of Colombia, where eight decades of historical terrestrial and airborne gravity measurements are available but widely contain systematic errors, outliers, and biases. Correspondingly, processing strategies and structures are proposed and applied to validate and improve the quality of old gravity datasets. A novel method is developed based on spherical radial basis functions (SRBFs) for estimating biases, which are found in different airborne surveys with values exceeding 40 mGal. The validity of this bias estimation method is demonstrated both by a simulation test and by the evaluation of the airborne data in comparison to the SATOP (SAtellite-TOPography) model, which merges the satellite-only global gravity model GOCO06s with the Earth2014 topography model. The terrestrial and airborne data are then combined with a global gravity model (GGM), ultra-high-resolution topography models, as well as altimetry-derived gravity anomalies from DTU21GRA for the offshore areas. The results are presented in terms of height anomalies (QGeoidCOL2023), and they are thoroughly validated using GPS/leveling data both in the absolute and relative manner. The standard deviation in comparison to the GPS/leveling data after applying a correction surface to account for the datum inconsistencies amounts to 15.76 cm, which is 27% smaller compared to the mean standard deviation value given by five recent high-resolution GGMs, and 36% smaller than the one delivered by the latest South American quasi-geoid model QGEOID2021. The relative validation results show that QGeoidCOL2023 performs better, i.e., delivers lower RMS errors than the GGMs and QGEOID2021 in all the baseline length groups. These results indicate the validity and benefits of the developed methods and procedures, which can be used for other data-challenging areas to facilitate the realization of geopotential-based height systems. This article critically analyses the extent to which research in the field of English and development in the global South supports the claim that English can contribute to development. Particular reference is made to the Colombian context, which, along with several other countries in Latin America, has prioritised English language teaching in recent years through a series of initiatives. In doing so this paper highlights domains where English skills may be more or less useful in developing contexts in general and in Colombia more specifically and identifies factors which may influence the role of English in development. To aid in this analysis, this article draws on Phillipson's (Linguistic imperialism. Oxford University Press, 1992) theory of linguistic imperialism and relevant literature which looks at the role of English and development in the global South. The paper argues that although English may foster development in domains such as employment, trade, migration, and education, this is contingent upon a range of personal and contextual factors including level of Englishand socioeconomic status. It is also argued that, regardless of the contribution that English can make to development, interests in the global North are benefitting from the proliferation of this language in developing contexts. The literature review shows research gaps into the food supply chain design. In that context, this paper deals with the design of a sustainable supply chain. A multi-objective mixed-integer linear programming model includes four decisions and three sustainable criteria (economic—total network costs—, environmental—carbon emissions—, and social—work conditions and societal development—). The model aims to determine the optimal location and capacity of processing and distribution facilities, to choose the suppliers from a set of potential candidates, to determine transportation modes between all the actors, and to define the quantity of product, in order to satisfy the demand of dairy products in a set of regions. The applicability of the model is tested in a realistic case in the dairy sector in the central region of Colombia. The results show the existent trade-offs between the three dimensions of sustainability. The unweighted balance results, giving more priority to the social dimension, which obtains the least deviation, affecting the environmental performance of the chain. The analysis carried out in this paper does help decision-makers that will have at hand a set of possible configurations to be chosen in order to comply with environmental and social regulations without neglecting economic performance. The economic and social crisis faced by Venezuela since 2013 has led to a massive migration of its population to neighbouring countries, with Colombia being the nation that has been the most impacted. This paper estimates the impact of Venezuelan immigration on housing rents in Colombia's main cities. Using a repeated cross-section data of Colombian households between 2013 and 2019, along with an instrumental variables approach, this study finds that a 1% increase in the proportion of Venezuelan immigrants to residents in the main cities in Colombia raises housing rents, on average, by about 1.25%. Purpose: This paper aims to determine the effect that human capital and key competitive drivers such as quality, agility, and cost have on firm performance, whether this effect is related to the firm's outsourcing strategy, and whether the firm size is relevant in explaining such relationships. Design: This study uses structural equation modeling to test the hypothesized relationships for small to medium enterprises (SMEs) and large organizations using a custom survey based on a review of the literature and completed by 404 firms in the Valle del Cauca agro-industrial region in Colombia. Findings: Human capital strategies are essential for the effective deployment of operational agility, quality, and cost management strategies, which impact firm performance through effective outsourcing strategies. These relationships, however, do not hold the same across firms of different sizes. Specifically, outsourcing practices are lacking amongst SMEs in the studied region. The study is limited to a specific region, with infrastructure and connectivity limitations that hinder or undermine otherwise potentially valuable third-party logistics strategies. Practical implications: This paper contributes to the theory and practice in supply chain competitiveness by extending current knowledge of the impact of human capital and key competitive drivers on firm performance, highlighting regional specificities that could hinder firms' competitiveness, and by presenting a novel, quantitative methodology seldom used for these topics. This paper discusses opportunities to use remote sensing (RS) technologies in addressing the persistent global challenges related to the artisanal and small-scale gold mining (ASGM) sector. The paper uses a systematic literature review to identify, analyze, and synthesize various uses of RS on the detection and monitoring of ASGM activities across the globe. The study covers the use of spaceborne sensors and available opportunities for data access and processing and emphasizes the important role that freely-available data has played in understanding ASGM activities. It discusses applications and opportunities offered in assessing the geospatial and temporal characteristics of ASGM and its impacts on the surrounding environment. Furthermore, it examines different indicators for the detection of ASGM in the landscape. Finally, technological capabilities described in the study are illustrated with case studies in the Democratic Republic of Congo and in Colombia using cloud computing with the Open Data Cube. The case studies demonstrate the identification and quantification of impacts of ASGM activities on land degradation and water turbidity in remote areas and results are dissiminated using the MapX platform. Considering the ongoing, record‐setting migration in the Global South, this paper explores the values, principles and ethical tensions of Venezuelan migrants in the informal economy of Colombia. We found that migrants frequently prefer to stay within the informal economy as a way of preserving their identities, values and principles, rather than adopting those of their new country. This choice sets up ethical tensions for the migrants and their host countries. Our analysis challenges the current policy goals of transitioning migrants from informal to formal economies as a mark of success and inclusion. Instead, we attempt to recognize the migrant voice and their agency capacity through our research using focus groups and applied thematic analysis (ATA) of popular music and narratives. Our findings broaden the understanding of why migrants choose to stay in the informal economy and challenge policy goals that focus on inclusion and integration of migrants into formal economy. Genetically modified (GM) crops have been on the market for almost 27 years and since the beginning have been protected by intellectual property (IP) rights that restrict their use and commercialization by third parties. In addition, their development is typically associated with elevated costs, making their production by public research institutions extremely difficult, especially in developing countries. Nevertheless, many patents for the first generation of GM crops have already expired, and others will do so soon, opening the path to generic GM crops. Using technologies in the public domain makes it possible to deliver GM seeds adapted to the local environment at affordable prices. This paper describes the development of the first Latin American off-patent GM corn and discusses the relevant IP and regulatory issues that allowed its commercial release in Colombia. In recent years, there has been a growing need to consider environmental sustainability as a main component in the development of countries. This is how, within the framework of the Sustainable Development Goals, environmental sustainability is an important component of directing investment projects and is on the agenda of a good part of the developed and emerging countries. In this paper, components are considered for the calculation of an environmental sustainability index, using at a methodological level the behavior of the energy sector, waste management, air quality, pollution levels, optimization in the use of the earth and biodiversity. The final diagnosis for Colombia shows a good behavior of the indicators where 14 of 18 have improved substantially over time, showing a real commitment in environmental terms, while for the rest of the metrics, there are government initiatives that seek to reduce the problem. This paper explores the scope for upscaling and transnational transfer of participatory landslide risk management strategies for informal settlements in Latin America. Drawing on lessons from transdisciplinary action-research in three neighbourhoods in Medellín, Colombia, and one in São Paulo, Brazil, the paper discusses how bottom-up approaches were developed to co-produce landslide risk management in both Global South cities, in a way that optimises the collaboration between communities and relevant governmental bodies. The analysis focuses on mitigation and 'agreement-seeking', from the perspectives of scale, power and knowledge, which help understand the parallels between co-production of landslide risk management and co-production of urban services. Two key conclusions are that landslide risk management should be built into neighbourhood upgrading and management, and that both community and the state have stronger roles to play in landslide risk management from their respective capacities. Early childhood development is becoming the focus of policy worldwide. However, the evidence on the effectiveness of scalable models is scant, particularly when it comes to infants in developing countries. In this paper, we describe and evaluate with a cluster-Randomized Controlled Trial an intervention designed to improve the quality of child stimulation within the context of an existing parenting program in Colombia, known as FAMI. The intervention improved children's development by 0.16 of a standard deviation (SD) and children's nutritional status, as reflected in a reduction of 5.8 percentage points of children whose height-for-age is below -1 SD. The shift from mass tourism to more personalized travel denotes great importance in the construction of tourist itineraries. Given the negative impacts of transport and tourism on the environment, sustainability criteria play an important role. The Tourist Trip Design Problem is related to the design of itineraries for tourists. Planning is complex in tourist regions of developing countries where the information associated with tourist activities is difficult to access, vague, and incomplete. With this information, tourists must plan their trip, and the conditions and limitations they establish for it are flexible and imprecise. Fuzzy optimization can address problems with this type of information and constraints. Therefore, in this paper, an analysis of the tourism supply chain is carried out, taking as a case study the Department of Sucre on Colombia's Caribbean coast. A Multiconstraint Multimodal Team Orienteering Problem with Time Windows and fuzzy constraints is developed to model the tourism trip design problem that maximizes profit and minimizes CO2 emissions. The model is tested using datasets from the literature and the real world. The results demonstrate consistency with the fuzzy approach and generate a set of low-emission solutions. The following work evaluates the acoustic performance of different sound-absorbing materials and balcony configurations used in the facades of urban street canyons in the Valle de Aburrá (AV) Colombia. The main insertion loss in the urban canyons was achieved by placing materials such as pumice stone and refractory brick on 16.7% and 8.3% of the facade surfaces. This obtained an environmental noise mitigation of up to 5.1 dB at a 5 kHz frequency and up to 3.6 dB at a frequency of 1.25 kHz. With other materials such as cork wood and metal wool, mitigations of up to 3.9 and 3.7 dB were achieved at the frequencies of 5 and 1.25 kHz, respectively. However, balconies caused an increase in ambient noise levels on pedestrian walkways with increases of up to 4.7 and 3.6 dB at a frequency of 1.6 kHz, regardless of whether materials such as pumice stone or cork wood were adhered to their surface. In recent decades, noise has become one of the most harmful pollutants for urban residents. Among the different sources of noise, car traffic has been identified as the main contributor. This can be aggravated by conditions commonly found on city streets, where tall, hard, close-spaced facades increase noise due to the different reflections that these conditions cause. This work shows the benefits that certain materials such as pumice stone, refractory brick, cork wood, and metal wool can provide in mitigating urban noise when placed in strips along the facade of a building. These materials stood out among others under conditions that might have resistance to weather. However, balconies projecting onto walkways could be counterproductive for pedestrians, since these features tend to increase the noise generated by cars circulating on the road. This paper expands the discussion about competitive strategy and resource-based view from a developing country. A scoring method is used to identify the strategic profile, and organizational capabilities. Logistic models were performed for empirical analysis using data from a sample of educational services providers from Colombia. Findings showed that technological, and management capabilities influence strategy, changing the firm's strategic profile due to increases in the capabilities level. Results showed the existence of hybrid strategies according to the organizational capabilities. Future lines of research related to the inclusion of external variables, measures of performance, and the inclusion of general and hybrid strategies are stated. [ABSTRACT FROM AUTHOR]

This research analyzes the effectiveness of public support for innovation in the form of matching grants on productivity and on R&D intensity of manufacturing and service firms in Colombia, paying special attention to the impact of those funds aimed specifically at strengthening the innovation system. Results show that firms that received public funds for innovation have obtained significant improvements in productivity and have made greater efforts in R&D activities (compared to firms that did not receive matching grants). This suggests that public funds devoted to strengthening linkages among the different actors in the innovation system and to providing financial incentives to invest in R&D activities are effective mechanisms in the development of absorptive capacities, ultimately affecting both the learning process and the competitiveness of firms. These findings are particularly relevant for the design of public policies in developing countries, where innovation is a necessary condition for catching-up and economic upgrading. Among geographers, recent focus on the illicit and illegal has tended to fall into two camps. Economic geographers focus on regimes of illicitness and corresponding production of specific forms of economic space; political ecologists and land change scholars, on the other hand, scrutinised how illicit commodity flows shape land and resource use, especially in the global South. This paper offers an initial integration of these two relatively separate subfields, specifically in terms of their complementary attention to uneven development. We use the concept of "global commodity chains" to explore the ways in which the regulation of agricultural commodities shapes how they are trafficked and embed in space, with particular attention to sites of international transshipment. When a commodity is illegal, spaces of transit take on significant analytical importance. As a heuristic, we present a comparative mapping of two agricultural commodity chains linking Colombia and the USA: coffee and cocaine. Their comparison highlights how "illicitness" fundamentally transforms cocaine's spatiality, requiring risk evasion that results in characteristically enlarged transit spaces and huge differentials between producer and consumer price. We show how rents circulate in those transit spaces, socially and ecologically embedding in diffuse, fluid networks with severe consequences for people and environments. In the area of development, one of the defining characteristics of the Latin American and Caribbean Region is the persistent inequality that can be observed between many of its territories. This inequality is particularly evident in Colombia, a country that has been strongly affected both socially and politically by the internal armed conflict that was going on for over 50 years. Moreover, the effects of this conflict have increased territorial imbalances between departments and municipalities in the country. Therefore, in the postconflict context that Colombia finds itself in, it is relevant to pursue research that addresses the current challenges faced by its territories in terms of cohesion. Thus, this paper analyzes territorial cohesion in the municipalities that make up the Caldas Department, which possesses several characteristics that make it an ideal location for carrying out this type of analysis. To this end, a methodological proposal has been designed to allow for an empirical study, from a multidimensional and dynamic perspective, the measurement of territorial cohesion, and the identification of different factors associated with this process. Background: There is growing interest in pharmaceutical innovation in low- and middle-income countries (LMICs), but information on existing activities, capacities, and outcomes is scarce. We mapped available data at the global level, and studied the national pharmaceutical innovation systems of Bangladesh and Colombia to shed light on pharmaceutical research and development (R&D) in the Global South, including challenges and prospects, to help fill existing knowledge gaps. Methods: We gathered and analyzed data from three types of sources: literature, semi-structured interviews with key informants, and publicly available data on R&D funding, R&D scientific capacity measured by human resources, and clinical trial activities. Results: Pharmaceutical R&D activities are occurring in many LMICs, but 16 countries have emerged as frontrunners. Investment in R&D in LMICs has increased in the past decade, particularly from middle-income countries (MICs). Capacity is also growing, with an increase in the number of research organizations and the amount of funding available from external sources. The total number of clinical trials and the proportion of trials in LMICs increased markedly, and there is also growing activity in the earlier, more innovative and riskier Phase 1 and 2 trials. Non-commercial entities comprise the majority of clinical trial funders and sponsors in LMICs. Finally, investments have borne fruit, as indicated by a number of innovative medicines developed in LMICs. The Bangladesh and Colombia country studies showed that there is still a need for both targeted R&D policies to strengthen capacities in the pharmaceutical sector, and more government support to overcome the challenges of a lack of funding and coordination among different actors. Conclusions: By triangulating between the data sources, it was possible to paint a broad picture of who was involved in pharmaceutical R&D in LMICs, in which particular countries, for which diseases, in which R&D phases, and with what results—as well as how these trends have changed over time. Prioritizing pharmaceutical R&D is an important strategy for better meeting health needs. Current accounting systems assume a purely financial approach, without including environmental information, such as environmental costs and companies' expenses. On the one hand, this study proposes a framework that considers the environmental impact of firms within their accounting system, the Green Accounting System (GAS). On the other hand, and in the context of developing countries, Colombia carried out an exploratory study. With a sample of 150 Colombian industrial and commercial companies, this research revealed that 100% of them had not yet implemented environmental practices within the accounting system. Therefore, this research would be useful not only for academia, but also for practitioners and governments. This paper calculates the degree of intragenerational income mobility and carries out the decomposition of the influence of observable characteristics on income mobility. Using the concept of mobility as the equalization of longer-term incomes, we quantify the class of measures called the E index using administrative records for social security contributions of formally employed young adults in Colombia between 2010 and 2018. In addition, we use the Recentered Influence Function (RIF) decomposition method to extend its application to the E index and decompose the influence of observable characteristics on our estimates. Our findings indicate Colombia's mobility is disequalizing. We also show that female mobility is even more disequalizing than male mobility. Our decomposition shows that disequalizing mobility depends on employees' type of contract, economic sector, and location. • Equalizing mobility contributes to the dynamic perspective of inequality. • Formally employed young adults experience income mobility with high inequality. • Females experience more disequalizing mobility than males. • The largest net effect on increasing disequalization is due to individual features. This study evaluated leachate recirculation (LR) as a stabilisation strategy for landfills using bioreactor experiments with excavated waste from a tropical landfill in Colombia. The experimental evaluation was performed in two 115 L bioreactors, one simulating the operation of a landfill with LR, Br2, where the leachate produced was recirculated at a rate of 0.8 L d−1, and a control system without LR, Br1. Both systems reached stabilisation indicator values on a dry matter (DM) basis for volatile solids VS (<25% DM) and a biochemical methane potential BMP (≤10 mL CH4 g−1 DM). Likewise, towards the end of the experiment, the leachate generated in Br2 reached stabilisation indicator values for BOD5 (<100 mg L−1) and the BOD (biological oxygen demand)/COD (chemical oxygen demand) ratio (<0.1). Although the stabilisation criterion for COD was not met in any bioreactor (<200 mg L−1), LR helped to release 19% more oxidisable organic matter in Br2 than in Br1, indicating a reduction in the contaminating potential of the waste in the case of uncontrolled discharges of leachate to the environment. Regarding biogas production, the generation of CH4 in Br2 was more intense and its cumulative production was 34.5% higher than Br1; thus, Br2 achieved CH4 emission rates, indicating waste stabilisation (<1.0 L CH4 m−2 h−1) sooner than Br1, showing an accelerating effect of LR on waste degradation. A carbon mass balance indicated that waste degradation, in terms of the initial total organic carbon mineralisation and the C gas discharge via CH4, was greater in Br2. These results demonstrate the LR potential to accelerate the stabilisation of a landfill but also to reduce greenhouse gas emissions in final disposal sites where biogas is also captured and utilised for energy production; a key aspect when improving the sustainability of landfill operations in developing countries. In recent decades, there has been a growing literature dealing with the empirical estimation of the rate of profit and other Marxian variables in several countries. Nonetheless, there has been a paucity of econometric research about the impact of those Marxian variables on the growth rate in developing countries. This article seeks to evaluate the rate of profit and the rate of accumulation as determinants of the growth rate in Colombia during 1967–2019, using a generalized vector autoregressive model. We find that both variables are statistically significant and, in concordance with Marxian theory predictions, affect positively the growth rate. We also identify direct impacts of the growth rate over the profit rate and the accumulation rate as well as an economic relevant relationship between these latter variables. The research presents an analysis of the food security policy effectiveness on the component of food availability and access in two developing countries, Colombia and Kyrgyzstan, during the period from 2000 to 2018. Determining the state of their food balance trade and the regression analysis for the Food Production Index of the countries, considering four economic indicators. Thus the study attempts to show that policies and strategies have not reached the expected results in terms of reduction of food imports dependency and strengthening of national production and export industry. Furthermore was found that among the economic indicators considered, food inflation, food imports, food exports, and extreme monetary poverty; the last one was the indicator that presented influence on the Food Production Index of both countries, during the period analyzed, showing that access was the main component that defines the food production. Most low- and middle-income countries have implemented mass education reforms in the last few decades. Demographers and policymakers have posited that mass schooling would enhance women's autonomy and, there fore, accelerate pop u lation trans for ma tions in the Global South. However, gains in women's school ing may have unex pected impli ca tions for female autonomy in contexts where hypergamy norms--the ideal that men should marry down and women should marry up in education and other markers of status--are still dominant. This study addresses difficulties in evaluating the causal impact of additional education on women's autonomy by leveraging the timing of compulsory schooling reforms in three Latin American countries: Bolivia, Colombia, and Peru. Using Demographic and Health Surveys, I implement an instrumental variable design using random exposure to compulsory schooling laws as an instrument for years of education. Results show that for women who entered the school system as a result of compulsory reforms, further schooling decreased their level of autonomy in all countries--especially among women from rural Bolivia and Peru. Additional analyses suggest these results are explained by changes in the selection into schooling and the formation of unions defying hypergamy norms.Together, these findings highlight the importance of examining there turns tomass schooling considering population heterogeneity and the contextual meaning of women's education. Public–Private Partnership (PPP) programs have been developed widely for more than 30 years across the world. The continuity of these programs depends on an adequate balance of three-dimensional sustainability (i.e., economic, environmental, and social). Nevertheless, social sustainability has been demonstrated as being fragile because of the challenges to achieving the intended social legitimacy in PPP programs. This study aims to understand key challenges in achieving social legitimacy in road PPP programs by analyzing contractual clauses, legal frameworks, and stakeholders' interviews of two toll road PPP programs in Chile and Colombia. Three key challenges to social legitimacy were found: social involvement issues, distrust between impacted and responsible stakeholders, and lack of social criteria within toll tariff policy. Findings reveal that it is required to move beyond current consultation mechanisms and thoroughly involve the impacted groups as a relevant stakeholder typology in order to maximize value creation in user-pay PPP programs. In line with that, this study exposes that the claim of previous research for developing relational governance between the public and the private sectors is not enough for overcoming governance limitations and addressing social legitimacy in user-pay PPPs. It is also necessary to enhance relational governance in a triadic approach. This study contributes to the PPP body of knowledge by redirecting the discussion from overall legitimacy to social legitimacy challenges and by including the impacted stakeholders in the analysis of PPP governance mechanisms. The dispersion of air pollutants and the spatial representation of meteorological variables are subject to complex atmospheric local parameters. To reduce the impact of particulate matter (PM2.5) on human health, it is of great significance to know its concentration at high spatial resolution. In order to monitor its effects on an exposed population, geostatistical analysis offers great potential to obtain high-quality spatial representation mapping of PM2.5 and meteorological variables. The purpose of this study was to define the optimal spatial representation of PM2.5, relative humidity, temperature and wind speed in the urban district in Cartagena, Colombia. The lack of data due to the scarcity of stations called for an ad hoc methodology, which included the interpolation implementing an ordinary kriging (OK) model, which was fed by data obtained through the inverse distance weighting (IDW) model. To consider wind effects, empirical Bayesian kriging regression prediction (EBK) was implemented. The application of these interpolation methods clarified the areas across the city that exceed the recommended limits of PM2.5 concentrations (Zona Franca, Base Naval and Centro district), and described in a continuous way, on the surface, three main weather variables. Positive correlations were obtained for relative humidity (R2 of 0.47), wind speed (R2 of 0.59) and temperature (R2 of 0.64). [ABSTRACT FROM AUTHOR]

Road infrastructure is engineered to perform through constant exposure to climatological stressors. Due to climate change in particular, expected rises in the average ambient and extreme temperatures, pavement performance might deviate from what was originally predicted at the design stage. This poses serious risks to the long-term performance of this infrastructure because the capacity of a transportation network to provide an acceptable level of service over the period that it was intended for is also seriously affected. However, identifying where potential risks are greatest and where more involved planning and prioritizing is needed is hampered by the lack of vulnerability assessment methods that appropriately integrate failure pathways and engineering decisions. In this study, a new vulnerability index is proposed—extent of pavement grade reliability loss (EPGRL), which has the capacity to capture both flexible pavement performance and transportation serviceability. The index is based on two assumptions. First, flexible pavement performance is directly related to the inherent rheological properties of the asphalt binder, which can be estimated from the performance binder grade requirements for a locale. Second, the level of service of a road network can be represented by its connectivity, expressed here by a network centrality measure, the betweenness score. Two developing countries, Colombia and India, were selected to analyze the capabilities of the EPGRL. The results obtained indicate the EPGRL captures the available performance capability of pavement infrastructure together with the importance of transportation network elements. This study aims to identify government influence in the adoption of e-government by citizens (AEC) through a case study analyzing actions in Antioquia, Colombia, to increase AEC in annual vehicle tax filing and payment services. We classified these actions employing institutional theory, institutional interventions, and legitimation strategies. An analysis correlating AEC actions (including the COVID-19 containment measures) with over 16 million transactions in these two services during 2015–2020 found a strong government influence on AEC. We established coercive pressure and conformance to the environment as important predictors of AEC, but the COVID-19 containment measures only influenced electronic tax payments. Service type was also an essential predictor for these services; however, mobilization was not. Increasing AEC should be considered a necessary objective for public administrations, especially in developing countries that face shortages of resources and facilities. [ABSTRACT FROM AUTHOR]

Immigrants' choice of settlement in a new country can play a fundamental role in their socio-economic integration. This is especially relevant if there are important gaps among these locations in terms of significant factors such as job opportunities, quality of health service, among others. This research presents a methodology to perform a recommended geographic redistribution of immigrants to improve their chances of socio-economic integration. The proposed methodology adapts a data-driven algorithm developed by the Immigration Policy Lab at Stanford University to allocate immigrants based on a socio-economic integration outcome across available locations. We extend their approach to study the immigration process between two developing countries. Specifically, we focus on the case of the arrival of immigrants from Venezuela to Colombia. We consider the absorptive capacity of locations in Colombia and include the health and education needs of immigrants in our analysis. From the application in the Venezuelan-Colombian context, we find that the proposed redistribution increases the probability that immigrants access formal employment by more than 50%. Furthermore, we identify variables associated with immigrants' formal employment and discuss specific strategies to improve the probability of success of vulnerable immigrants. Differences in management quality are an important contributor to productivity differences across countries. A key question is how to best improve poor management in developing countries. We test two different approaches to improving management in Colombian auto parts firms. The first uses intensive and expensive one-on-one consulting, while the second draws on agricultural extension approaches to provide consulting to small groups of firms at approximately one-third the cost of the individual approach. Both approaches lead to improvements in management practices of a similar magnitude (8–10 percentage points). The group-based intervention leads to significant increases in firm sales, profits, and labour productivity, while the impacts on firm performance are smaller in magnitude and less robust from the individual consulting. The production of vaccines of biological origin presents a tremendous challenge for researchers. In this context, animal cell cultures are an excellent alternative for the isolation and production of biologicals against several viruses, since they have an affinity with viruses and a great capacity for their replicability. Different variables have been studied to know the system's ideal parameters, allowing it to obtain profitable and competitive products. Consequently, this work focuses its efforts on evaluating an alternative for producing an anti-influenza biological from MDCK cells using SuperPro Designer v8.0 software. The process uses the DMEN culture medium supplemented with nutrients as raw material for cell development; the MDCK cells were obtained from a potential scale-up with a final working volume of 500 L, four days of residence time, inoculum volume of 10%, and continuous working mode with up to a total of 7400 h/Yr of work. The scheme has the necessary equipment for the vaccine's production, infection, and manufacture with yields of up to 416,698 units/h. In addition, it was estimated to be economically viable to produce recombinant vaccines with competitive prices of up to 0.31 USD/unit. [ABSTRACT FROM AUTHOR]

Decentralized environmental governance has become increasingly common across much of Latin America and in developing countries more generally, yet the impacts of decentralization on wildlife conservation remain unclear. Decentralized environmental governance is thought to improve efficiency, local compliance, and democratic potential of natural resource management. However, wildlife conservation, especially that of large mammals, poses unique challenges in the context of decentralized governance: wildlife conservation is often expensive, requires large expanses of contiguous habitat, and often offers few economic benefits. We analyzed Colombia's decentralized environmental governance and its performance in conserving a contentious and border-crossing wildlife species, the Andean bear (Tremarctos ornatus). We considered both decentralized institutions and nongovernmental organizations (NGOs). This analysis is informed by 67 semi-structured interviews with conservation practitioners in Colombia. We found inconsistent program implementation across the country and little information exchange among institutions. These issues quite likely contribute to exacerbated human–bear conflict and thus more Andean bear deaths suggesting that the successful coordination of large-scale wildlife conservation may yet require the leadership of strong central institutions. A few international NGOs were working to improve Andean bear conservation in Colombia, but we saw little involvement at the national level of Colombian NGOs—some of whom felt they were being unfairly outcompeted by international elites. We recommend a greater engagement with Colombian NGOs (by both donors and international NGOs) as a means through which to ensure the integrity of Andean bear conservation into the future. This paper contributes to the discussion on policies for providing utilities and on their contribution to reducing inequality. The uniqueness of the Colombian scheme to target subsidy beneficiaries and contributors provides valuable lessons for policymakers, academics, and urban planners regarding the difficulties and implications of such a segmenting government intervention in countries of the Global South. Measures of cognitive, noncognitive, and technical skills are increasingly used in surveys in developing countries, but have mostly been validated in high-income countries. We use a survey experiment in Western Kenya to test the reliability and validity of commonly used skills measures. Cognitive skills measures are found to be reliable and internally consistent, technical skills are very noisy, and measurement error in noncognitive skills is found to be nonclassical. Addressing both random and systematic measurement error using common psychometric practices and repeated measures leads to some improvements and clearer predictions, though concerns remain. This article examines the poetics of resistance in Katharsis: la revista literaria del Putumayo. Established during the occupation of southwestern Colombia by right-wing paramilitary forces (1997–2006), Katharsis describes itself as both the "literary door to Putumayo" and a "strategy of resisting war." While cultural studies have offered valuable insights into the acts of witnessing, mediating, and critiquing violence in Colombia, the question of resistance – a concept situated between thought and action, representation and concrete practice – remains understudied. I propose that Katharsis engages in "subterranean resistance", or a strategy of working beneath the surface of what is visibly political to promote other ways of thinking, feeling, and living in militarised spaces. By critically engaging the relational space of territory, Katharsis constructs modes of representing and inhabiting Putumayo that diverge from the territoriality of paramilitarism. The magazine anchors subterranean resistance in a "life politics" (Lyons2016) that situates human life within the more-than-human ecologies of the selva. In doing so, it links Putumayo to other geographies negatively impacted by extractivism, chemical warfare, and parastate violence across the Global South. [ABSTRACT FROM AUTHOR]
