Universities play a crucial role in the development of any nation. The success of Higher Education Institutions (HEIs) is the bedrock of the growth in human capacity required to support the growth of an economy. However, HEIs have been criticized for not playing their rightful role in national development. This has been partly attributed to not being able to manage their performance in view of the dynamic and turbulent environment they are operating in. Most HEIs have been caught up in the "business as usual" situation preferring doing things in the traditional ways as opposed to changing with the times. As a result their survival has been at risk especially from those HEIs who have adopted the "business un-usual" mentality. It is as a result of the challenges facing Kenyan HEIs that this paper proposes an adoption of the Balanced Scorecard as a management tool in HEIs. This paper provides a review of literature on the HEI environment globally and in Kenya, highlighting the challenges faced by Kenyan HEIs and proposes the use of the BSC to address the same. The BSC is a tool that helps mainstream the vision and mission of HEIs in their activities thus making the HEIs become strategy focused organizations. The BSC is a strategic planning and management system used to align business activities to the vision and strategy of the organization and to monitor organization performance against strategic goals. Finally, a sample BSC for HEIs in Kenya is proposed. It is felt that if HEIs focused on the issues proposed and measured their performance on the issues identified, their performance will be improved tremendously.

This paper investigated the impacts of education on women's empowerment in Kenya using six waves of nationally-representative KDHS data. Our study utilizes the change in educational structure in 1985 as an instrument and finds that women under the new system enhanced their schooling by approximately two years. One year of education prolongs women's timing of the first birth, decreases female genital mutilation for the first daughter, reduces intimate partner violence, and improves women's household decision-making. Our findings are robust to several robustness checks. We examined different paths to explain these results, including information exposure, partner matching, and labor market engagement.

Purpose: Kenya leads East Africa in creative goods export and enjoys high internet penetration. Therefore, identifying pathways, missed opportunities for accelerating job creation and development in the sector and strategies for mitigating youth-related challenges are essential. This paper therefore aims to examine the effects of digital media and the cultural and creative industry (CCI) on youth employment and economic development. Design/methodology/approach: The document review and analysis data came from 45 scientific and 23 grey literature articles. While the lack of primary data is a study limitation, secondary data were drawn from the United Nations Conference on Trade and Development Statistics and the 2016-2022 entertainment and media outlook analysis. Microsoft Excel 2021 for Windows was used to analyze quantitative data and generate results. Findings: Since the CCI sector is characterized by limited financial opportunities, low youth participation in the labor force and weak policy frameworks, success in the industry requires key pathways. These include investment in digital-led innovations, developing innovative models, building partnerships with the private sector, strategic investment by government in the potential creative industry sub-sectors and identifying successful scaling-up models. Originality/value: Information gathered through this study is crucial to counter the youth unemployment challenge and strategy identification, which could be used in skills and capabilities development in the potential creative economy. Future researchers must explore how to apply the proposed creative capacity theoretical lens to inform research in the sector.

This paper examines three interrelated factors outside of formal provision of technical and vocational education and training (TVET) in sub-Saharan Africa that have undermined TVET systems. The first is the process, pace, and levels of industrialisation, which has had a direct effect on TVET provision: low numbers of well-paying jobs requiring technical expertise. This has an indirect effect, which is the second crucial factor: lack of economic development and change in labour markets. There are very few jobs that would be considered 'middle class' or 'mid-level' in wealthy countries. Most people are in survivalist work. An international consensus since the 2000s on palliative approaches to development which address the effects but not the causes of the lack of economic development in Africa has resulted in mass poor quality provision of education--the third factor. Education systems are rapidly expanding and achievement levels rising, in the context of very little possibility of labour market rewards for most people, and substantial labour market rewards confined mainly to graduates. This reinforces deeply embedded cultural preferences for general education, which originate in the type of education systems established by colonial powers, as well as the relationships between educational credentials and elite jobs.

Few studies on developing countries have investigated the alignment of research output to a country's development agenda and economic productivity. Using evidence from Kenya, this study sought to empirically determine whether the country's research output is aligned to its development agenda in the first instance and to establish the output's relationship to economic productivity. Journal publications were used to measure research output. From the analysis, 86% of the publications fell within one or more of the national development priority areas, though 60% were in only 6 of the 35 areas. Several areas had no publications at all during the period under investigation. Furthermore, excluding the health and education sectors, a strong positive relationship was established between the number of publications in different priority areas and those areas' contribution to Gross Domestic Product. The Government, therefore, needs to avail research funding to research institutions, which, in turn, need to focus their research effort on all identified national development priority areas if Kenya's development aspirations are to be achieved and the desired economic growth attained. African countries seek to intensify their industrialization while also increasingly pursuing green growth and, more recently, circular economy strategies. The competitive implications of this are, however, little researched empirically. We seek to investigate how African countries, examplified in this paper by Kenya, are experiencing a green and circular structural change of their economies. On the basis of early findings from a survey among 27 mixed manufacturing companies in Ruaraka industrial area in Nairobi, we highlight green and circular innovation trends, conditions and dynamics for different types of industries and firms (size). We apply a strong business perspective in framing the questions. We conclude that the companies are reaching a moderate stage of greening,although with a high degree of variability. Circular innovations are relatively widespread and ensuring resource supply seems to be a more important incentive than cutting costs. There seems overall to be quite strong business incentives to go circular among Kenyan companies, although these incentives are not necessarily realized by the companies, a factor that could be utilized in policymaking. We suggest a strong business-oriented survey methodology as a way forward to expand insights into the greening of industries in Africa and similar economies. [ABSTRACT FROM AUTHOR]

The paper aimed to examine the extent of Sustainable Development Goals disclosure by the top 25 listed companies in Kenya (NSE25) based on the global sustainability reporting indicators by UNCTAD's Guidance on Core Indicators (GCI) framework. Based on UNCTAD's Guidance on core indicators for entity reporting on contribution to SDG implementation (GCI) framework, the paper evaluated the extent of SDG disclosure by the top twenty-five (NSE25) listed companies in Kenya in four broad areas of sustainability, namely economic (8 indicators), environmental (11 indicators), social (7 indicators), and the institutional regions (7 indicators). The 2019/2020 annual, integrated and sustainability reports of 25 major firms listed on the Nairobi Securities Exchange were analysed and coded using a content analysis technique. The findings provided strong evidence that NSE 25 corporations are committed to sustainable development agenda based on the extent of the disclosure of corporate activities related to the UN SDGs, with an overall GCI score of 0.77. The economic area had the highest total GCI score at 0.94; the institutional area had the second-highest GCI score of 0.82. The social area' with a GCI Index of 0.72, was placed third, and the environmental area at 0.65. Enterprises are critical to achieving the SDGs. Hence SDG disclosure requires extensive research to identify the factors that impact it. This research contributes to the legitimacy theory by evaluating the extent of SDG disclosure by listed firms. However, the study only focuses on how the top 25 Kenyan listed corporations reveal SGD-related information; care should be given when drawing generalisations about other companies. The outcomes of this research advocate for explicit commitment and a concerted effort for SDG implementation from African business organisations. SDGs cannot be achieved just by governments; corporations must also play a significant role. The study underlines the importance of corporates adopting sustainability initiatives and including SDG information within their business reporting cycle. The results of this study contribute to the understanding of SDG reporting in Kenya and other developing economies, as it provides policy implications for corporations, governments, policymakers and agencies in terms of regulation, awareness, and capacity development relevant to sustainability reporting. The UNCTAD GCI framework is a novel approach to sustainability disclosure research. It expands knowledge of sustainability disclosure, corporate reporting, and SDG studies in Kenya and other developing countries. To the best of our knowledge, this paper is among the first to provide in-depth empirical evidence on the status of SDG disclosure among listed firms in Kenya. Furthermore, this research provided valuable information on the role of corporations in achieving sustainable development goals in response to earlier research gaps identified. In recent decades, the number of evaluated interventions to improve access to school has multiplied, but few studies report long-term impacts. This paper reports the impact of an educational intervention that provided school uniforms to children in poor communities in Kenya. The program used a lottery to determine who would receive a school uniform. Receiving a uniform reduced school absenteeism by 37 percent for the average student (7 percentage points) and by 55 percent for children who initially had no uniform (15 percentage points). Eight years after the program began, there is no evidence of sustained impact of the program on highest grade completed or primary school completion rates. A bounding exercise suggests no substantive positive, long-term impacts. These results contribute to a small literature on the long-run impacts of educational interventions and demonstrate the risk of initial impacts depreciating over time. [ABSTRACT FROM AUTHOR]

Trade in services has become the most dynamic segment of international trade. This paper examines the competitiveness of services exports in sub‐Saharan Africa (SSA) for the period 2005–2019 using revealed comparative advantage approach. The analysis shows that although SSA has a comparative advantage in traditional services, that is travel and transport, it has remained less competitive compared to other regions globally, and its share of world services exports is negligible. Moreover, SSA has not developed competitiveness in modern commercial services and, hence, continue to perform poorly. The results suggest only Nigeria and Kenya have so far developed comparative advantage in financial services. SSA's dismal performance of services exports can be attributed to various factors such as technological and infrastructure constraints, protectionist and regulatory barriers. There is need to rethink strategies of revamping and diversifying services esports to spur Africa's trade and economic transformation. These include leveraging the opportunities availed by the African Continental Free Trade Area (AfCFTA). Since the beginning of the 2008 economic crisis, economic growth and development have been in the forefront of economic research. In a global context, the highest levels of poverty as well as malnutrition problems are found in sub-Saharan African countries. Social Accounting Matrices (SAMs) are useful tools to describe the economic situation of these countries, the interactions among economic agents and to support policymakers in implementing their policies. The paper shows the macro- and micro-economic indicators of Kenya, which can be directly extracted from the described SAM 2017 for Kenya The analysis of the SAM multipliers shows that agri-food multipliers are in general above the average reflecting the strength of backward and forward linkages of Kenya's economy. Identifying road surface types (paved or unpaved) can ensure road vehicle safety, reduce energy consumption, and promote economic development. Existing studies identified road surface types by using sensors mounted on mobile devices and high-resolution satellite images that are not openly accessible, which makes it difficult to apply them to large-scale (e.g., national or regional) study areas. Addressing this issue, this study developed a dataset of road surface types (paved and unpaved) for the national road network of Kenya, containing 1,267,818 road segments classified as paved or unpaved. To accomplish this, this study proposes a method that integrates crowdsourced geographic data (OpenStreetMap) and Google satellite imagery to identify road surface types. The accuracy, recall, and F1 score of the method were all above 0.94, validating the effectiveness of the method. The data sources of the method are freely available, and the method may be applied to other countries and regions. This article examines the influence of ethnicity in political mobilization and resource distribution the case of 2013 presidential elections in Kenya. Politics of identity have long created incentives for political mobilization and resource distribution in ways that have direct and indirect correlation to economic development. The 2013 presidential elections in Kenya provide a useful platform to examine how identity politics continues to shape resource access and distribution with its attendant dynamics. The study uses both primary and secondary data to display the hypothesis that identity politics unfairly influences resource distribution in Kenya. A combination of Primordialism, Constructivism and Instrumentalism theory provide the lens of analysis. Background: Cattle farming plays a pivotal role in Africa's agricultural and livestock sector, poised for growth due to population expansion and rising per capita consumption of animal‐sourced food. Forages are a primary source of feed for dairy cattle, significantly impacting production costs. While local forage varieties are preferred by dairy farmers, there has been an increase in the adoption of improved forages in recent years. However, the overall adoption rate is still low, for example, due to underdeveloped forage seed markets. Methods: This study describes the dynamics, challenges, and potential of these markets in Kenya and selected East African countries, focusing on (i) market evolution over the past decade, (ii) forthcoming market prospects, and (iii) bottlenecks and opportunities for improvement. Data were gathered in 2022 through qualitative interviews with stakeholders representing six segments of the forage seed sector across six countries. Results: We found a sustained growth of the improved forage seed market in recent years. The main challenges for further growth are high seed prices, regulatory difficulties, and limited producer knowledge. Conclusions: The findings unveil positive dynamics in the region's forage seed market, fueled by the engagement and determination of stakeholders who recognize the manifold benefits that it holds for both the dairy industry and economic growth. The realization of this market's potential requires addressing prevailing challenges, including elevated seed costs, intricate variety registration processes, and a pervasive lack of awareness among farmers. Worldwide, startup businesses are essential for any country's economic development. Despite the rapid growth of start-ups, their likelihood of success and viability remain low. This trend is more observed in developing countries due to the low uptake of business incubation services such as Kenya. The aim of the current study was to determine the effect of networking services, physical incubation, and management mentoring on the growth of start-ups in Kenya. The study was based on the social network theory, the theory of the firm, the stochastic theory and the trait theory of entrepreneurship. A crosssectional research design was used. A sample size of 227 respondents was selected from a total population of 567 respondents using proportionate stratified and simple random sampling techniques. Primary data was collected using a structured questionnaire. The data was analyzed with multiple linear regression with the help of SPSS. The finding of the study indicated that there was a positive and significant effect between networking services, physical incubation infrastructure and management mentoring and growth of startups. The study suggests that startups should join associations like the Associations of Startups and SME Enablers of Kenya and the Association of Countrywide Innovation Hubs to access incubation infrastructure. This will allow access to investor networks, civil society programs, and government agencies, accelerating business growth. This article contributes to the understanding of operational challenges linked to the implementation of the Global Compact on Refugees and the Comprehensive Refugee Response Framework. In the scope of the analysis is the operationalisation of the Kalobeyei Integrated Socio-Economic Development Plan in Kenya, aimed at promoting economic and social integration through greater opportunities for self-reliance, livelihood, and inclusion in national service systems for refugees and the host population alike. The article sheds light on the conditions and prospects for developing the Kalobeyei Integrated Socio-Economic Development Plan by examining key circumstances and interplays in two areas central to the idea of refugee/host integration – relevant national legal frameworks and the composition of grounding socio-economic factors. The results show the need for revisions to the Kalobeyei Integrated Socio-Economic Development Plan if its most grounding objectives are to materialise. As it stands, the implementation builds on an incompatible amalgamation of a grand development vision, speaking about inclusion, mobility, and economic development, to be carried out in a much restricted and economically challenging environment. In line with the recent assertion that institutional quality matters in the way financial development influences economic growth in financial economics literature, this study examines the moderating role of institutional quality in the finance‐growth nexus in Kenya for the period 1986–2015. A fully modified ordinary least square (FMOLS) estimator is adopted to take care of endogeneity problem inherent in the relationship among the variables while error‐correction version of autoregressive distributed lag (ARDL) technique is adopted to take care of short‐ and long‐run effects. The research outputs reveal that in the short‐run institutions and finance complement and reinforce each other to enhance growth, while institutional framework in Kenya constitutes a drain that leaks out the growth benefits of financial development in the long run. It is also found that the country majorly operates below the threshold level of institutional quality required to maximize the growth benefits of financial development. This study, therefore, concludes that institutional framework guiding the operations of financial system in Kenya should be strengthened so as to block loopholes and lapses that leak out the growth benefits of finance. As coronavirus disease‐2019 (COVID‐19) and other restrictions intensified, individuals, businesses and governments turned to mobile digital platforms to reduce the financial costs and mitigate the risk of spreading the virus within the population. Drawing on lessons from Kenya and Uganda, our study examines the drivers of digital financial inclusion as a pathway for financing post‐COVID‐19 recovery. We find that digital financial inclusion is higher in middle‐aged male digital users with more SIM cards registered in their names. Results also show that users who trust mobile money agents were likely to use more digital financial platforms than others. Based on these results, we recommend the need for government to strengthen the National Identification Systems and consumer protection policies to increase trust in digital financial services. Additionally, financial sector players such as mobile network operators and commercial banks need to innovate and roll out customized digital financial products for the marginalized/unbanked population such as women, the elderly and the youth. Background: Addressing health in the Sustainable Development Goals (SDGs) calls for intersectoral strategies that mutually enhance both health promotion and sustainable development. Health in All Policies (HiAP) approach aims to address this as well as promote ownership among key stakeholders. Kenya was at the forefront of adopting the SDGs and has committed to the HiAP approach in its Health Policy document for the period 2014-2030. This study aims to assess how the adoption of the HiAP approach can leverage on SDGs implementation in Kenya. Methods: This is an exploratory case study using qualitative data and some descriptive quantitative data. The Organisation for Economic Co-operation and Development's (OECD's) eight building blocks for policy coherence on sustainable development was our guiding framework. Qualitative data was derived from a review of relevant peer-reviewed and grey literature, as well as 40 key informant interviews and analyzed in NVIVO. Quantitative data was accessed from the United Nations SDG indicator database and exported to Excel. Results: Kenya has expressed a strong political commitment to achieving the SDGs and has now adopted HiAP. The study showed that Kenya can leverage on local level implementation and long-term planning horizons that it currently has in place to address the SDGs as it rolls out the HiAP approach. The SDGs could be mapped out against the sectors outlined in the Adelaide statement on HiAP. It is also possible to map out how various ministries could coordinate to effectively address HiAP and SDGs concurrently. Funding for HiAP was not addressed in the OECD framework. Conclusion: Kenya can advance a HiAP approach by leveraging the ongoing SDGs implementation. This will be made possible by facilitating coordinated intersectoral action both at national and local level. Funding for HiAP is crucial for its propagation, especially in low- and middle-income countries (LMICs) and can be considered in the budgetary allocations for SDGs. [ABSTRACT FROM AUTHOR]

Motivation: In 2020, the UK Department for International Development (DFID) was merged with the Foreign and Commonwealth Office (FCO) as the Foreign, Commonwealth and Development Office (FCDO). This policy move strengthens the trend to "securitize" development, whereby the provision of aid is motivated by national security concerns. Purpose: Many researchers have raised concerns about the securitization of aid and its consequences for development, but little research has examined its impact on aid‐recipient countries. Approach and Methods: This study evaluates 144 securitized aid projects implemented by DFID between 2000 and 2018 in Kenya, Nigeria and South Sudan, using the Organisation for Economic Co‐operation and Development (OECD) evaluation criteria of relevance, effectiveness, impact, and sustainability. Findings: Our analysis finds that although most of the projects assessed were "relevant", i.e. formally aligned with recipient and funders' objectives, many struggled to achieve their intended outputs ("effectiveness"). Few of the projects had a positive "impact". We conclude that the securitized projects reviewed did not significantly strengthen the recipient countries' institutions, stability, or security but had some negative side effects. Policy Implications: In view of the merger of DFID with the FCO and the decision to reduce aid from 0.7% to 0.5% of Gross National Income (GNI), the UK is likely to draw an even closer connection between domestic security priorities and its development aid. In view of our empirical findings, the UK government needs to be more aware of the limitations of development interventions undertaken in the name of security and consider other means of enabling development.
