Empowerment projects and research have focused on marginalised women, but often with less attention to the intersectional and relational conditions affecting their marginalisation. Ethnic minority women in Vietnam have multiple marginalising conditions, and they are targeted by government programmes to increase their participation in labour markets, their income, and their empowerment. Yet what the empowerment process looks like and achieves for these women is an important area for further study. This paper draws on a mixed-methods longitudinal study of an economic empowerment and livelihoods project that involved Hmong and Dao households in Vietnam. The quantitative data showed differences in women's and men's empowerment as measured on the A-WEAI, and among the different ethnic groups. Given these differences, we explored how power relations in the household and in the community affected Hmong and Dao women's empowerment differently. We used a relational capabilitiarian approach to analyse the relations between men and women as well as the community structures that affected empowerment and wellbeing. The analysis shows that women's and men's sharing of information, resources and workload are critical for improving women's livelihoods and wellbeing, but these processes look different for Hmong and Dao women, and they are affected by different social structures. This paper examines factors influencing agricultural land-use efficiency among 35 ethnic minority groups in Vietnam during the 2010–2018 period. A hybrid approach comprising the Difference-in-Difference model with Propensity Score Matching (DID_PSM) is adopted to examine the effect of different land sizes, land elevations, and land tenure on land-use efficiency. The results show that: (1) land size and agricultural production form an 'U-shaped' relationship; (2) farming on high land decreases efficiency by around 7.7%–8.0%; (3) farmers purchasing or hiring land in long-term are 7.3%–8.2% more efficient. The paper also discusses typical land characteristics of mountainous areas including steep and fragmentation related to the three comparing factors. Studies of Indigenous environmental knowledge (IEK) provide valuable information helpful for resource management, yet there remain gaps for many countries. This paper reviews the literature on IEK in Vietnam across key areas, including ethnobiological studies, customary law, applied agricultural research, and management of natural resources for a range of Indigenous communities. Despite increasing attention by researchers, and a growing body of evidence on IEK, there remain considerable gaps in content in Vietnam compared with global IEK literature, and the paper suggests a framework for assessing these differences. Overall, the review suggests that there is little integration of IEK into policy, scientific assessments, or management in Vietnam due to numerous barriers to IEK in both research and policy, ranging from methodological limitations to political sensitivities. Sloping farmlands dominate much of Vietnam's northern borderlands with China. Here, ethnic minority farmers have relied on their traditional ecological knowledge for centuries to fashion sustainable semi-subsistence livelihoods as best they can. With a rapidly increasing agrarian transition, these farmers must now juggle the agro-ecological limits of their farmlands with new state agricultural policies, growing market integration, and increasing extreme weather events. Despite about 60 percent of Vietnam's landmass comprising slopes greater than 15°, there is sparse information regarding how best to support sustainable livelihood approaches in such regions. Yet, an understanding of current crop choices, agricultural limits, and farmer decision-making processes in such locales is vital for relevant, slope-related policy suggestions to be formulated. In this paper, we take a mixed methods approach, combining land-use and land cover (LULC) change mapping with qualitative interviews and observations, to investigate the interactions among sloping lands, LULC change, and local livelihoods in a remote, mountainous commune in northern Vietnam's borderlands. We analyze LULC maps for Bản Phố commune, Lào Cai province, which contains 13 ethnic minority Hmong villages and has a fairly typical upland topography with three-quarters of the land sloped over 15°. Focusing on three main findings from our LULC analysis we then determine the drivers and livelihood consequences of an increase of 'shrubs' on sloped land, specific pockets of conversion to 'bare soils', and an increase in particular urban areas. We find that state afforestation policies, lowland demand for 'authentic upland alcohols', and officials keen to raise the status of a nearby town, all factor into the challenges and opportunities farmers now face. Vietnam is highly vulnerable to the impacts of climate change, and impoverished ethnic minority groups in marginalized areas are more adversely affected. This article focuses on the Northern Mountainous Region (NMR) of Vietnam, which is the poorest region in the country. It employs a participatory case study approach in assessing the vulnerability of the three major ethnic minority groups in the region: (1) the Tay, (2) Dao, and (3) Hmong. The results show that each of the three groups is vulnerable to climate change in different ways. The Tay people are vulnerable to flooding, whereas the Hmong and Dao groups are vulnerable to droughts and cold snaps. This study provides valuable insights into the complex relationship between ethnicity and vulnerability. The vulnerability of specific communities in the study area to climate change impacts gets amplified due to their already existing vulnerabilities, which are accordingly determined by the complex links among culture, geography, poverty, marginalization, and the communities' lack of access to resources and capital. This underscores the importance of looking beyond simplistic technical response measures; instead, policy and decision-makers need to address both climatic and non-climatic conditions, including the drivers of social vulnerability. Only through this amalgamation of approaches can planners develop measures that are flexible enough to incorporate and mitigate the existing and many "new" vulnerabilities emerging from rapidly evolving human--environment systems. The Vietnamese state has advocated for the sedentarization and market integration of upland northern farmers over the past thirty years, leading to both agrarian and forest transitions. This article presents a comprehensive land use and land cover change (LULCC) analysis of two adjacent upland borderland districts, Phong Thổ and Bát Xát, in northern Vietnam, spanning two neighboring inland provinces, Lai Châu and Lào Cai. These districts are primarily home to ethnic minority farmers who are encouraged by Vietnamese state officials to not only protect forests but to also transition toward cash crop cultivation from less intensive semi-subsistence agriculture. Our LULCC maps, covering the period from 1990 to 2020, revealed a reduction in the speed by which closed-canopy forests were disappearing. During interviews, state officials were confident that this was due to a range of state policies and state-sponsored initiatives, including the promotion of tree crops and payments for forest environmental services. Our own fieldwork in the region suggests other factors are also supporting this decline in deforestation rates, rooted in ethnic minority farmer livelihood decision making. Some state officials were also able to point to factors hindering a more positive result regarding forest cover, including population pressure and new infrastructure. Interestingly, despite our positive findings on Land use and land cover change (LULCC) related to forest cover, one-third of state officials, upon reviewing our LULCC maps, firmly maintained that errors had occurred. Some even proposed that there was an actual rise in forest cover. Our study shows that these discrepancies raise compelling questions about officials' political motivations and ongoing pressures to uphold the central state's reforestation and agrarian transition discourses. In the rural rice fields of upland northern Vietnam, Hmong and Yao ethnic minority farmers have been relationally "entangled" with a number of domesticated animal species to secure semi-subsistence livelihoods. Among these different inter-species entanglements, the relationships between farmers and water buffalo are the most profound. However, in recent years, the broader, contextual factors that shape the entanglements between farmers and water buffalo have been changing rapidly, provoked primarily by increasing extreme weather events, government-supported market integration, and rising land constraints. As these environmental, political, and socioeconomic factors have intensified, the complexity and persistence of long-standing entanglements between farmers and water buffalo appear to be diminishing. We offer a new conceptual perspective to the entanglement literature in this regard, suggesting that "unraveling" might best represent these processes. Nonetheless, we present the idea of "resistant" entanglements to indicate how many farmers have halted unraveling processes, while we posit a future of "reconfigured" entanglements, increasingly based on market forces. Drawing from in-depth ethnographic fieldwork with ethnic minority farmers, we analyze the changing characteristics of these farmer–buffalo entanglements, as well as a range of related socioeconomic and cultural consequences. Vietnam has a diversity of ethnic minorities that participate in tourism enterprises. Despite gender bias, women play significant roles in this process. Using a case study approach, our aim was to examine social capital and cultural construction that occurs when ethnic women perform tourism-related work. Onsite observation, followed by in-depth interviews and document analysis were conducted at a farmstay and a community-based tourism development in rural Vietnam. Social capital consisted of bonding that emerged during the start-up phase and with individuals who acted independently, whereas bridging was evidenced through relationships between government and people. Acquisition of social capital is crucial if impoverished individuals want to improve their status in life. However, upward mobility must be balanced against ethnic/cultural identity and tourism revenue, especially during the post-COVID-19 era. Genotype I, the penultimate HBV genotype to date, was granted the status of a bona fide genotype only in the XXIst century after some hesitations. The reason for these hesitations was that genotype I is a complex recombinant virus formed with segments from three original genotypes, A, C, and G. It was estimated that genotype I is responsible for only an infinitesimal fraction (<1.0%) of the chronic HBV infection burden worldwide. Furthermore, most probably due to its recent discovery and rarity, the natural history of infection with genotype I is poorly known in comparison with those of genotypes B or C that predominate in their area of circulation. Overall, genotype I is a minor genotype infecting ethnic minorities. It is endemic to the Southeast Asian Massif or Eastern Zomia, a vast mountainous or hilly region of 2.5 million km2 spreading from Eastern India to China, inhabited by a little more than 100 million persons belonging primarily to ethnic minorities speaking various types of languages (Tibeto-Burman, Austroasiatic, and Tai-Kadai) who managed to escape the authority of central states during historical times. Purpose: This study aims to investigate the food choice motivations of rural households using a cross-sectional dataset of 510 households from northwest Vietnam interviewed in 2016. Design/methodology/approach: A modified Food Choice Questionnaire (FCQ) is used to assess factors related to food choice and explore relationships between food choice factors, diet quality and various sociodemographic characteristics. Findings: Results show four distinct food choice factors: "Natural and healthy," "Familiarity," "Balanced diet" and "Convenience." Two distinct consumer clusters are identified: "Health-conscious" households and "Pragmatic" households. "Health-conscious" households rank "Balanced diet" and "Natural and healthy" highly, while "Pragmatic" households prioritize "Convenience" and "Familiarity." "Health-conscious" households have significantly more diverse diets, are wealthier and have a greater geographic concentration in the high vegetable density per capita-high elevation areas (36%). Their main food preparers are more educated and about 13% have Kinh ethnicity. Research limitations/implications: Further research is warranted to explore the temporal dimension of parental food choice motivations given the changing agrifood system in Vietnam. Vietnam is simultaneously an aspiring environmental state and an authoritarian one. As such, it has clearly articulated policies for biodiversity protection, including measures to secure the livelihoods of communities adjacent to national parks. However, the realities on the ground often confound state environmental discourse. The national parks in the highlands were created through new forms of territorial domination after the war, while continued in-migration and development have made these parks contested spaces that are fraught with pervasive inequities and unsettled ethnic relations. Among the consequences of this weak legitimacy are illegal logging and poaching; indecisive management and protection; and rapidly declining biodiversity, with severe impacts on local livelihoods. Based on a study of two parks in southern Vietnam, this article explores the real-life complexities of national park development under authoritarianism, including the persistent gap between state environmental rhetoric and locally negotiated illegalities. It finds that the key characteristics of authoritarian environmentalism drive a bifurcation of environmental management regimes: a formal, top-down domain of policy- and law-making, serving multiple purposes of legitimation, and a contingent domain of provincial development priorities and locally negotiated use rights. • Aspirations are often missing from women's empowerment models and measures. • Aspirations are related to agency, but they are more than how women make decisions, a common domain of women's empowerment. • The A-WEAI does not capture key domains of empowerment for ethnic minority women in Vietnam. • Without understanding women's aspirations, programs may not empower women. Empowerment programs for women have been key development initiatives toward achieving gender equality. Projects, models, and measurement tend to focus on resources and agency as core to empowerment. Missing from most models and research is women's own aspirations, or what they value for their futures, that affect how women use their resources and agency to achieve wellbeing. Aspirations are central to a sense of a good life and are necessary to strengthen among poor communities, but they are often overlooked among women, particularly those who are not pursuing formal schooling and who work in informal labor. This paper examines how aspirations matter for women in poverty who are working in informal sectors (agriculture and tourism) in Vietnam. It argues that without examining women's aspirations for themselves, their family, and community, development projects may miss achieving their outcomes because they are not valued by women. Using data from the abbreviated version of the Women's Empowerment in Agriculture Index (A-WEAI), and qualitative interview data from women and men from minority ethnic groups in Vietnam, we show that women and men achieve similar rates of adequacy in their access to resources and decision-making as measured by the A-WEAI, and that women's aspirations for themselves and their community emphasized other valued outcomes from projects aimed at economic empowerment. Weber's theory of formal and substantive rationality (WFSR) explains the range of people's motivations when engaging in different forms of economic activity. Human rationality is driven by formal rationality, which focuses on economic gains, and substantive rationality which considers non-economic factors such as power, trust, and cultural values that could offset the shortcomings of social exchange theory (SET). The study used the exploratory sequential mixed method including semi-structured interviews with key tourism stakeholders and follow-up survey. Most stakeholders from both groups agreed that tourism brings about economic benefits and employment opportunities; however, tourism results in adverse environmental and cultural impacts. Sapa stakeholders generally support tourism development for both economic and non-economic reasons. The findings of this study do support that the SET and Weber's theory explain the contradictory perspectives of multiple ethnic groups in the community. Specifically, in this study, the perspectives of Kinh respondents regarding impacts of tourism development were found to be quite contradictory compared to those of the ethnic minority groups. Such contradictions could present a challenge to the application of participatory approaches in tourism development and the development of a "shared vision" among tourism stakeholders. This study investigates the impact of climate change adaptation strategies on the livelihood vulnerability of ethnic minority households in Vietnam, specifically the Khmer people in the Mekong River Delta. Research data were collected from 426 Khmer farming households in three provinces—namely Tra Vinh, Soc Trang, and Kien Giang—which comprise the largest Khmer population. Vulnerability is measured using the Livelihood Vulnerability Index (LVI) with weights based on Principal Component Analysis (PCA). The results show that Khmer households have a moderate level of vulnerability, and that Khmer households in Tra Vinh province have a significantly higher level of vulnerability than the other two localities. Multivariate regression analysis reveals that adaptation strategies have a significant impact on reducing livelihood vulnerabilities. Moreover, results highlight the relationship of the livelihood vulnerability level to factors such as education level of household head, gender of household head, household's land area, household labor force, dependency ratio, poor household, housing status, agricultural and nonagricultural income, information access, social network access, local support policies, credit access, climatic shocks, and perception of climate change. Existing studies on socio‐economic differentiation in Vietnam focus on the inequality between the ethnic majority and minorities while neglecting the disparities among ethnic minorities. Using a framework to analyse marginalisation at different scales, we identified through an extensive literature review the diverse ways in which ethnic groups develop strategies to transform or maintain their marginality. These strategies depend on, at the same time influence, inequalities that manifest in processes of social differentiations and power relations. Elucidating these processes of inequalities enables us to promote livelihood opportunities that support the diverse development pathways of different ethnic groups, thus increasing the relevance of development interventions. Myths and misconceptions about traffickers, the nature of trafficking, and how the crime varies in different jurisdictions pose challenges for prevention work, rehabilitating offenders, and achieving justice for victims. This article, based on an analysis of over 100 human trafficking court cases in Vietnam, outlines the reality of one particular trafficking crime: the trafficking of Vietnamese women and girls for sexual exploitation in China. We show that the majority of the prosecuted traffickers are similarly poor and vulnerable as their victims. Most are from ethnic minorities, with a poor educational background, and few income generation opportunities. Based on this evidence, we discuss some challenges associated with prosecution of these particular traffickers and suggest more effective approaches for human trafficking prevention. Background: Despite freely distributed insecticide-treated nets (ITNs) and health information campaigns to increase their use among populations at risk, malaria transmission persists in forested areas in Vietnam, especially among ethnic minority communities. A mixed-methods study was conducted in four villages of Ca Dong and M'nong ethnicity in Central Vietnam between 2009 and 2011 to assess factors limiting the uptake of ITNs. Methods: The mixed-methods research design consisted of a qualitative study to explore the context and barriers to ITN use, and a cross-sectional household survey (n = 141) to quantify factors for limited and appropriate net use. Results: The Ca Dong and M'nong's livelihood was dependent on swidden farming in the forest. Poverty-related factors, including the lack of beds, blankets, the practice of sleeping around the kitchen fire and deteriorated ITNs due to open housing structures, were reasons for alternative and non-use of ITNs. When household members stayed overnight in plot huts at fields, ITNs were even more unavailable and easily deteriorated. 72.5% of households reported having received one net for every two persons, and 82.2% of participants reported to have used ITNs the night before the survey. However, only 18.4% of participants were estimated to be effectively protected by ITNs after accounting for the availability of torn ITNs and the way ITNs were used, for example as blankets, at both village and fields. Multi-variable logistic regression showed the effect of four significant factors for appropriate ITN use: i) being female (AOR = 8.08; p = 0.009); ii) aware of mosquito bites as the sole cause of malaria (AOR = 7.43; p = 0.008); iii) not sleeping around the kitchen fire (AOR = 24.57; p = 0.001); and iv) having sufficient number of ITNs in the household (AOR = 21.69; p = 0.001). Conclusion: This study showed how social factors rooted in poverty and swidden agriculture limited the effective use of ITNs, despite high coverage, among ethnic minority populations in Central Vietnam.
