Background and Aim: China's economic and societal development, education reform, and increasing demand for quality education, independent colleges' advantages waned. Issues like "schools within schools," lack of independence, unclear property ownership, and weak internal governance arose, necessitating restructuring and new directions. Thus, this article examines Edvantage Group's response to independent college restructuring through dynamic capabilities theory, analyzing bottleneck issues, exploring measures taken for reform and development, and investigating a sustainable development path post-restructuring. Materials and Methods: Through semi-structured interviews and practical investigations, this paper analyzes the development strategy of the independent college under Edvantage Group. Results: the group's development presents a dynamic and evolutionary growth process, and dynamic ability is the key ability for the group to gain a foothold in the market and gain development advantages. Under the background of the current government's efforts to promote vocational education, the Group should incline its internal resources more to vocational colleges and technical schools. To give full play to its advantages, seize opportunities and make up for its disadvantages, it is necessary to improve the internal governance system, improve the system construction, strengthen and stabilize the teaching staff, enhance the social influence of the group, further promote the restructuring of internal resources of the group and improve the utilization efficiency. Conclusion: The transformational development challenges, private education groups need to find a distinctive, high-quality, and sustainable path to development. Dynamic capabilities are crucial, and this paper takes the case of Edvantage Group, investigating its development strategy based on dynamic capability theory.

This paper investigated project-based governance (PBG) in China's higher vocational education (HVE) with a main research question asking how PBG works in China's HVE. Using case study as a research strategy, the paper examines the application and effect of the PBG model on Chinese HVE within the analytical framework of PBG-based agency theory. Twenty-three faculty members from both administrative and academic departments in College Plateau (pseudonym) were recruited to participate in a person-to-person interviews. They were expected to share their observations and perspectives on the PBG model as applied to HVE. As supplementary materials, the Chinese government's policy documents and statistics, as well as institutional policy documents, were also looked at for a brief discussion of governance of China's HVE. The results showed that the PBG model has greatly challenged the traditional administrative, distribution and personnel systems, as well as the college-enterprise cooperation model, and academic performance of higher vocational colleges (HVCs). These changes have brought higher academic achievements and greater social resources to College Plateau. However, they have also caused many negative effects, such as homogeneity of organizations and the Matthew effect among HVCs.

This article analyzes the China Belt and Road Initiative (BRI) education policy using a critical policy discourse approach. At the textual level, this paper focuses on policy framing by identifying how diagnostic (problem definition), prognostic (solutions), and motivational (rationales) framings are described in two foundational BRI education policy documents. Next, six additional policy documents are selected to construct a discursive totality to understand how framings are linked to and embedded within the broader discursive practice of policy documents. The interpretations of these framings are viewed through the lens of policy driver, lever, and value. Finally, a macro-sociological analysis aimed at explanatory and normative critique shows that BRI education is embedded in the discourses of national rejuvenation and China's aspirations to become a global leader of an alternative global governance and order. The paper ends with a discussion postulating that the BRI education policy's success depends on various shifting domestic and geopolitical factors, from the growth of the Chinese economy and ideological struggles among the world's major powers to grassroots reception or resistance to Chinese influence in BRI countries.

This paper explores the governmentality in Macao's higher education (HE) by exemplifying how neoliberalism and Chinese nationalism simultaneously inform the governmental rationalities and technologies in the city. Like many other systems, neoliberalism has substantially shaped Macao's HE. However, owing to post-colonial identity, Chinese nationalism has become a significant driving force in the development of Macao's HE after the handover. On the basis of governmentality and a qualitative single case approach, this paper demonstrates how the neoliberal logic and nationalist discourses frame the governmentality in post-colonial Macao's HE. The paper further argues that the recent development of the Guangdong-Hong Kong-Macao Greater Bay Area signifies an intensification of national integration that is deliberately associated with a wave of marketisation in HE. These developments represent the economic and political imperatives of Macao's HE policy and provide insights into Chineseness in HE within the contemporary political context.

This paper provides a detailed introduction to the structures and practice of ideological and political education in Chinese universities. It draws on a thematic analysis of documents from the Chinese Communist Party and State sources, and data from 24 in-depth interviews with managers of ideological and political education, teaching staff, student counsellors and students from three universities. This paper shows how ideological and political education in Chinese universities has developed into an institutionalized system. It reveals how the practices of ideological and political education institutionalize patriotism as appropriate ideological perspectives for students. It offers empirical evidence of the party-led structures, formal teaching and varied activities that together make up ideological and political education in Chinese universities.

The involution of family education is a significant issue in China's current basic education and has brought certain heavy burdens and negative impacts to both parents and students. Using the desk research method, this paper describes the manifestations of family capital embeddedness in the process of family education involution, analyzes its causes, and explores countermeasures to address it. The study suggests changing traditional social concepts and regulating the governance of out-of-school educational institutions, balancing the allocation of educational resources among schools, reforming the evaluation mechanism of school education, and enhancing parental cognitive levels and abilities to make rational decisions about education.

Governance and regulation of the use of live animals in research and teaching is examined in Australia, Malaysia, Indonesia, the Philippines, Singapore, Thailand, China, Japan and India. A comparison of the systems in different countries will enable the determination of best practice and fit-forpurpose regulation. The most comprehensive government regulation of animal welfare in institutions covers a broad range of animals and institutions are required to have an Institutional Animal Care and Use Committee, whose membership is specified in guidelines or regulations. The work of the Committees is rigorously overseen by government and facilities that use live animals are audited externally. All countries examined have legislation governing the use of live animals in research, although only Australia and Malaysia have a fully equivalent mandated oversight of teaching. Teaching that uses live animals is partly covered in the Philippines, Japan, Singapore and Thailand This paper thus aims to review the regulation of animal use in different Asian jurisdictions in order to determine best practices that are appropriate to those settings. The most comprehensive oversight is provided in Australia and Malaysia that essentially use the same regulatory framework.

Teaching quality assurance has become a common concern and a common pursuit for institutions of higher learning around the world. This paper takes teaching quality as a governance issue in higher education, as different governance systems entail different approaches to quality assurance. Through a detailed examination of the Chinese system in teaching administration in comparison with the Canadian system, this study aims to provide insights on different approaches to teaching quality assurance in more centralised and decentralised governance structures. Based on the findings of this study, no winner can be declared between centralised and decentralised systems in the area of teaching quality assurance. Instead, the study points to different strengths in each system. With more local autonomy, the decentralised system better respects disciplinary uniqueness and academic freedom in teaching. With more national planning, the centralised system secures a system-wide threshold in teaching quality and an optimal long-term development.

Based on an analysis of policy documents, questionnaires and interviews, the paper discusses the experiences of Chinese young academics on tenure-track contracts. Findings suggest that young academics perceive tenure as a managerial solution to governance reform. Meanwhile, a population-resource imbalance and the uncertainty in career progression interactively and collectively create an involuted culture where overwork is normalised for self-adaptation. While young academics are experiencing insecurity and anxiety, the study found that they adopt a wide range of strategies to actively adapt into the context. Drawing on the competitive nature, the tenure system is interpreted as both a managerial approach and a training mechanism. This competitiveness and its related precariousness seem to remain, however, uncharted in social perception. An analysis of these issues illuminates tensions and conflicts in the implementation of the tenure-track system in the Chinese context, which have important implications for future managerial policies and practices.

Underlying current research on China's world-class university (WCU) policy approaches are analytical foci that privilege the agency of social actors and the problem-solving approach to policy analysis. Foucauldian poststructuralists draw our attention to policy document, which is seen as a discourse that organizes and administers society. Inspired by Foucault, Carol Bacchi's 'What's the Problem Represented to Be?' approach (WPR) views policy document as a technology of governmentality. As proposed solutions to a problem, policy text produces the very problem that it seeks to address. Carol Bacchi draws our analytical attention to the rationalities, technologies of governing and subjectification effects created by particular problem representations in the WCU policy. Using WPR, this paper shows that WCU is represented as merely a technical, managerial and organizational problem. Such representations naturally reify WCU in material terms, such as research output, and in a temporal form of state planning. Genealogically, the root of WCU can be traced to the neoliberal movement of knowledge economy. However, Shanghai Ranking overturned this center-periphery landscape in disseminating the concept of WCU. China's one-party state means that WCU is pursued at the expense of sacrificing social sciences and subjecting academics and students to become 'red experts.'

This paper investigates the strategies of governance in the language policy "Chanting the Chinese Classics" (CCC) as deployed by State authorities, schools, and local communities. It highlights the strategy of 'viewing' as a nexus between language policy processes and traditional Chinese governing philosophy. To examine the connections between macro-level language policy and local educational and communicative processes, an ethnography of language policy was conducted at a weekend community school. We argue that language policy governance in Chinese language policy implementation mirrors Confucian philosophy. To further this strategy, State authorities organize nationally televised events at which school children compete in chanting competitions, which serve as exemplars for educators, parents, and students, who are encouraged to memorize vast quantities of classic Chinese literature. Results reveal that the appropriation of the CCC policy by teachers and parents encourages self-government and aligns with language policy ideology. While the CCC policy effectively encourages thousands of children to memorize Chinese Classics, it simultaneously promotes cultural confidence and nationalism.

School governance is a topic of general interest worldwide in educational research, and in recent years, it has also drawn widespread attention in China. In order to examine the problems faced in the process of promoting the modernization of school governance at Chinese primary and secondary schools, we conducted interviews with different stakeholders such as experts, principals, teachers, and parents, and as a result, we found that the problems currently in urgent need of attention are concentratively reflected in the areas of pluralistic co-governance and accountability, specifically including: A low degree of and few channels for teachers' participation in school governance; shallowing and superficializing of parents' participation in school governance; no establishment of checks and balances and accountability mechanisms in the internal operation of power. The causes producing the problems are complex and multifarious, including both causes in the area of social psychology and causes in the area of school leadership styles. Recommendations addressing the problems and their causes are provided at the end of the paper.

Due to global attention on student employability, employers are expected to be involved in institutional governance in higher education and quality assurance (QA). Due to the difficulties in recruiting motivated employers to participate in external QA governance and process, this has become a challenging issue in many Asian nations. The paper aims to explore employer legitimacy in Asian national higher education regulations and EQA system according to a four-dimensional diagram of institutional governance model. There are two major findings. First, Asian governments developed QA policies with a focus on employer engagement but the emerging practice is still ineffective. Second, approaches of employer engagement in QA governance vary context to context, such as HK and Malaysia in the excellence mode; Taiwan, Indonesia, Australia, New Zealand belong to advanced type; and China, Thailand, and Vietnam fall in the intermediate category.

The major aim of recent school education reform in China is to improve educational equity and quality. This paper aims to explore a collaborative reform in a school district in Hangzhou in Zhejiang Province. The major focus of the reform has been a change of school management from "government" to "governance," which is a shift from individual school effort to multi-school collaboration, from a single point development to a regional ecological development, as well as from loose development to excellence and equality development. Under such reform and through the school coalition among all schools within the district, high-quality and balanced development of the regional education has been promoted. Reform strategies in the school coalition studied include enhancing educational equity within the coalition; coordinating multiple powers; upholding educational quality by a shared curriculum; putting in extra resources to release school burdens; improving the quality of the teaching force; and developing an evidence-based comprehensive assessment system. The results of such changes not only promote teacher professional development but also meet students' individual needs and growth. The schools involved in the collaborative endeavor have all earned support and recognition from parents, respect from the bureau, and a good reputation, and have improved competitiveness in Hangzhou.

This paper draws on the Chinese and English literature on the Chinese idea of "tianxia" (literally meaning all under heaven), with the objective of shedding new light on the discussion of the global in global higher education (studies). It argues that the "tianxia" idea embodies an approach to viewing the world that is fundamentally different from the dominant Euro-American worldviews, and contains unique merits in discussing global higher education phenomena. This approach highlights four elements in understanding the world: one-worldism (including the notion of thinking through the world and "tianxia weigong," literally meaning all under heaven belongs to and is for all), "he er butong" (diversity in harmony), an emphasis on virtues, values, and norms in global governance, and an ecological imagining of the world. The implications of the four elements for global higher education are also discussed.

Since the start of the Reform Era in 1978, vocational education and training (VET) in China has been seen as inferior to academic routes and positioned at the bottom of the educational hierarchy. VET students are stereotyped as being 'stupid and lazy' and suffer considerable prejudice in Chinese society. Drawing on Foucault's disciplinary power and Ball's idea of performativity, this paper analyses how academically focused, exam-driven societal attitudes, as a form of meritocratic discourse, impact on these students and on how they perceive their stereotyped position within the Reform Era educational system. The findings reveal that these students have internalised the ideology of meritocracy, coming to see themselves as inferior and inadequate compared to their academic counterparts. Turning 'the gaze' upon themselves, they examine whether they 'add up' and assume responsibility for their own 'failures'. VET students are trained to be the new kind of youthful subject required to sustain the Reform Era China's engagement with neoliberal governance.

This Forum explores the impact of the COVID-19 pandemic on the Higher Education (HE) sector through the experiences and perspectives in China, Malaysia and the UK, with schools and universities closed and teaching moved online with very short notice. Authors were given an open brief as to the nature of their contribution, reflecting the still evolving 'pandemic pedagogy' phenomenon. Reflecting different national contexts reified in the emergency response to education disruption, the three perspectives in this Forum individually and collectively shed light on the implications of contrasting states of university governance and overall HE development.

The state-university's interaction and relationship has long been a key focus of scholarly discussion. A distinct strategy in China's higher education is policy experimentation (PE), which allows indigenous policy innovations to be generated at local institutions and incorporated into national policymaking. The PE approach allows power negotiation among various stakeholders in creating a strategy space for reform. Through case studies, the paper examines those complicated processes enabled and shaped by stakeholders' perceptions, behaviours and strategic actions. It proposes three types of rationales for using PE as mission-driven, problem-driven and administration-driven. The university uses 'bargaining and persuasion' and 'formation of advocacy coalition' in negotiating with the state whereas the state communicates with the university through 'documentary politics' and 'open method of coordination'. Thus, PE can be regarded as a new way of HE governance in effectively mediating the state authority and university power in building consensus for China's HE development.

This paper explores how a novel university governance model at Southern University of Science and Technology (SUSTech), largely learned from the West, has been implemented in the highly institutionalised and centralised Chinese higher education system. For this purpose, we first constructed an analytical framework, integrating the conceptualisation of an innovation process in higher education and the concept of embedded agency. This framework was then applied to analyse eight interviews, seven policy documents and six news media reports in our empirical investigation of the case university. Our major research findings are: the governance model adopted by SUSTech was a disruptive innovation and it was mostly challenged by the incompatibility between the norms around the governance model and the institutional context of Chinese higher education; this challenge was mitigated through three agency strategies, labelled by the metaphors of "new wine in a new bottle," "new wine in an old bottle" and "old wine in a new bottle." Successfully implementing these strategies calls on the visions, skills of playing power games and social capital of those initiating the innovation. Finally, we discuss the theoretical contribution and practical implications of the study in the conclusion.

China announced a shift towards green infrastructure, green investment and green financing at the 2019 Second Belt and Road Forum for International Cooperation in response to criticisms of the negative environmental impact of some earlier BRI infrastructure projects. The objective of this paper is to explore whether there has been a shift in Malaysia towards the new green-aspired goals of the BRI in terms of green governance and projects. The key findings of this paper suggest that there is no discernible shift to green projects as nongreen investments are also accepted. Malaysia has requirements for green governance, but implementation can be an issue. Host economies, like Malaysia, must take ownership of green requirements for there to be a sustained shift towards green governance. Likewise, China’s investments have to comply with local laws, which can improve the environmental impact when local laws and regulations are judiciously implemented. [ABSTRACT FROM AUTHOR]

Whilst China's aid and development model has been traditionally understood as divergent from the dominant post‐1945 liberal development model, scholars are also increasingly exploring convergence between features of the two development models. Recently, scholars from a range of disciplines including development studies, development geography and international (business, environment and legal) studies have explored a process whereby China's Belt and Road Initiative and the United Nations Sustainable Development Goals converge ('BRI‐SDG integration'). This paper brings these multidisciplinary strands of scholarship together and places them in dialogue with social sciences convergence theory to understand how BRI‐SDG integration aligns with or challenges previous conceptualisations of Chinese‐dominant development convergence. The paper first demonstrates that BRI‐SDG integration proposes a novel and deliberate convergence process ‐ which the paper names 'complementary convergence'. However, BRI‐SDG integration also underscores the need for more multidirectional frameworks that reject Eurocentricity for evaluating the contemporary Chinese‐dominant relationship, and an enhanced focus on how China is influencing dominant development institutions. Finally, BRI‐SDG integration reiterates the methodological difficulties of delineating between 'development models' in an increasingly interrelated global governance of development. This paper explores the impacts of heritage-led urban redevelopment on local communities and the associated consequences of gentrification. The instrumental role of cultural heritage in urban governance presents an underdeveloped research field on gentrification. Especially in fast-developing countries like China, redevelopment is often associated with urban beautification that favours the interests of the affluent middle classes while disregarding the needs of the urban poor and migrants. This paper uses Qujiang New District in Xi'an and Taipingqiao in Shanghai as cases for examining the impacts of heritage-led redevelopment on the urban landscape and social fabric of Chinese cities. Following a qualitative approach based on built environment analysis and observation, together with in-depth, semi-structured interviews, this study shows how cultural heritage becomes an effective tool for governance in the context of urban redevelopment. The values generated by cultural heritage and its associated ideas, including urban beautification, high culture and economic benefits, legitimise state-dominated spatial reconstruction and the resulting gentrification and social fragmentation. Heritage-led urban redevelopment in China produces new spaces for social interaction, where the state's control over its citizens is reinforced. These spaces support investor and upper-high class interests of capital accumulation and leave limited room for the development of alternatives. [ABSTRACT FROM AUTHOR]

To deal with the pension crisis, many countries have established the 'Public Pension Reserve Funds (PPRFs)'. The Chinese government has also established the Chinese National Social Security Fund (NSSF), a typical PPRF to deal with the Chinese pension crisis. This paper focuses on the governance issues of the Chinese NSSF. More specifically, it focuses on the NSSF's board to determine its decision-making capabilities, during which I will talk about the expertise and representation issues in the NSSF. The paper found that, first, the NSSF's board may have more symbolic significance than substantive powers, which may be the result of the government's endorsement of the legitimacy of the NSSF. Second, we found that the representation and expertise tension that prevail in Western pension funds governance also exist in China's NSSF, and the analytical framework for this tension is also applicable to the discussion of Chinese cases. Third, through international comparison, we infer that an efficient board of directors might be a necessary condition for the pension funds' good performance, but not a sufficient condition. This research focuses on the governance of rural living environments in China from the perspective of "System-Life". The objective of improving rural living environments is to construct a beautiful countryside, which is an important part of China's rural revitalization strategy. Through a literature review, a field study, and quantitative analysis, this paper explores the tensions and interactions between local governments and social demand by investigating four elements of the village improvement program: the village's appearance, sewage treatment, domestic garbage disposal, and the sanitation of toilets. We also examine the interactions between the main participants involved in the governance of rural living environments, including the primary-level governments, village committees, and the villagers themselves. It was found that there is a path toward constructing a benign interaction between "system" and "life". In terms of "system", the primary-level governments play a decisive role in the implementation of policies, offering a creative interpretation and flexible implementation of a policy. From the perspective of "life", the village committee is the bridge between the primary-level governments and villagers. The villagers have their own understanding of policy and the logic of life. This probe leads us to suggest that primary-level governments need to respect the perceptions and priorities of villagers in order to improve the performance of this well-intentioned program. This paper aims at providing a general picture of how the citizenship migration nexus currently unfolds in China and in the European Union (EU). Although China is a nation state and the EU is a supranational entity, both entities are characterised by internal and external politico-legal borders delineating two self-contained migration areas. Drawing on a definition of citizenship which transcends its usual national connotation, this paper will review and compare how different migration categories available to individuals on the move (citizens and non-citizens) come with differential accesses to citizenship rights within the two contexts. The comparison will show that in spite of different approaches towards irregular migration, welfare and humanitarian issues, current categories of migration within these two migration regimes converge in the way in which they grant differential access to citizenship rights based on the (assumed) economic worth of individuals on the move. The final part of this paper reflects upon the lessons that each system could draw from the other and postulates such convergence as an indicator of the correlation between the granting of citizenship rights and neoliberal imperatives in the governance of migration worldwide. The issue of rangeland governance and tenure in pastoral China has sparked significant controversy and discussion. Several models have been suggested, encompassing private, state and common property systems. However, what does the practical implementation of rangeland governance entail? A review of the history of rangeland governance and policy in Amdo, Tibet tells how land governance is constructed by pastoralists adapting existing norms, formulating rules in various contexts, and negotiating with various groups such as the monastery, religious organisations, and governmental authorities. The governance of rangeland in Amdo, Tibet is characterised by constant negotiations and contestations, including resistance from below, and is shaped by various processes in the real‐world context. Through the notion of assemblage, which involves bringing together an array of agents and objectives to intervene in social processes to produce desired outcomes and avert undesired ones, this paper adds to the existing body of research on land governance by examining how institutions are formed in the case of a hydroelectric dam on the land of the pastoralists. Consequently, the question arises: What does this mean for policy and practice for the rangelands of China? If hybrid rangeland governance is to be considered the prevailing practice, then what implications would this have for the framing of policies and their implementation? [ABSTRACT FROM AUTHOR]

In the past decade, Public Rental Housing (PRH) has become the program of providing affordable rental housing to low- and middle-income households in China. Even though descriptions of the governance results are numerous, the previous studies are not underpinned by a theoretical foundation from a governance perspective, nor have they empirically examined whether PRH governance works on the ground. This explorative and empirical paper aims to fill this gap of an outcome-oriented evaluation of the impacts of governance as perceived by the final user. Central government formulated the objective for PRH governance as maintaining stability in the society. Whether the tenants perceive the goal of social stability as achieved was measured along three governance outcome dimensions: satisfaction with housing quality, satisfaction with housing quantity, and willingness to communicate with the government about PRH governance. Data were collected from questionnaires to PRH-tenants in Chongqing, the most important pilot city of PRH provision in China. The findings show that the perceived governance outcomes were quite mixed as tenants were moderately satisfied with PRH housing quantity, but less satisfied with housing quality, and thought they could relatively easily communicate with local government. In view of these mixed outcomes, to strengthen the effectiveness of PRH governance in the eyes of the tenants, this study suggests local governments: (1) to rethink and redevelop the performance evaluation; (2) to rethink the relations with non-governmental actors and organise a monitoring system that will assist in optimizing housing quality; and (3) to facilitate tenants' communication with local government. The last decade witnessed a rapid rise in shared mobility in China. However, there is lack of understanding how the shared mobility market developed, how shared mobility reshapes daily travel patterns, and what shared mobility contributes, if at all, to environmental goals, and in particular climate change mitigation. Here, we systematically review the state of shared mobility in China, scoping 2541 English paper and 12,140 Chinese research papers. We differentiate between ride hailing, car sharing, and bike sharing and analyze the factors shaping shared mobility patterns from the four perspectives of consumers, service providers, the government, and the environment. We also elaborate on governance measures guiding shared mobility and investigate the impact of future shared mobility on a potential low-carbon transportation system transition, highlighting the key role of bike sharing and shared pooled mobility. We show that COVID-19 reduced demand for car hailing, but rendered bike sharing more popular. This work provides a systematic guidance for the future development of shared mobility, and its possibility to contribute to climate change mitigation. [ABSTRACT FROM AUTHOR]

In the new era, adjusting the financial power relationship between the central and local governments and broadening the financial revenue channels of local governments are key to overcoming the weaknesses of rural living environment governance and building a long-term investment mechanism. Based on the typical facts of Chinese-style fiscal decentralization, this paper theoretically and systematically interpreted the internal impact logic of fiscal decentralization and official promotion incentives on rural living environment governance. Based on the inter-provincial panel data from 2007 to 2017, this study used the system GMM method to analyze the effects of the decentralization and autonomy of fiscal revenue and expenditure and the promotion incentives on rural living environment governance. The results showed that: ① Government fiscal revenue and expenditure decentralization had a significant positive effect on the centralized treatment of rural household waste and the popularization of sanitary toilets, and the impact on the centralized treatment of rural household waste was more significant. ② The promotion incentives of officials positively affected the centralized treatment of domestic garbage and sewage as well as the effective popularization of sanitary toilets in rural China by influencing the fiscal expenditure preferences of local governments, and all the reasons showed that the effect was greater under fiscal revenue decentralization. ③ In terms of joint influence, the influence coefficients of the interaction term on the centralized treatment of rural household garbage and sewage as well as the popularization of more sanitary toilets were significantly positive with sound robustness, indicating that the joint effect of the two terms had a positive regulating effect on the construction of rural infrastructure and the improvement of living conditions and the environment. In view of this, the paper argues that in the process of pursuing a Chinese path to modernization, it is necessary to further improve the relationship between central and local financial powers, optimize the distribution pattern of central and local financial powers and financial resources, expand the scale and proportion of local tax revenue, increase the investment in people's livelihood in rural living environment, gradually improve the performance evaluation mechanism of government officials, and strengthen the performance evaluation of the development of people's livelihood undertakings. It is also necessary to guide government officials in developing a scientific perspective on political achievements in order to provide an institutional guarantee for the construction of a livable, suitable, and beautiful countryside. In a sustainable economy, each firm perceives different levels of carbon risk, but there are few studies on the relationship between a firm's carbon risk perception and Environmental, Social, and Governance (ESG) performance. This paper examines the impact of firm-level carbon risk perception on ESG performance using Chinese A-share listed firms during 2011–2020. We find a positive relationship between firm-level perception of carbon risk and firm ESG performance. Further analysis shows that analyst coverage and media attention exert a substantial moderating effect on the link between carbon risk perception and ESG performance. We identify three channels through which carbon risk perception affects ESG performance. First, rising carbon risk perception enables firms to take measures to reduce pollutants and greenhouse gas emissions and increases environmental (E) scores. Second, this perception encourages firms to take responsibility for social employment and increases social (S) scores. Governments across the globe have made repeated attempts to reform their health systems in recent decades with the purpose of improving access while containing costs. What is the role of government in contemporary health policy in achieving these somewhat contradictory goals? This paper conceptualises this role as one of "active stewardship" wherein the government is a central actor steering and coordinating the sector through a portfolio of diverse policy tools. In this conceptualisation, the government is not a passive participant—in merely financing, delivering, or regulating the sector—but a steersman at the helm that sets policy objectives and actively pursues them. We argue that active stewardship is central to achieving contemporary health policy priorities of universal healthcare. We apply this conceptualisation to China's recent healthcare forms and show that the role of the government in governing the sector has changed substantially over time, particularly since 2009, and the changes are showing promising results. China's experience suggests that governments need to more actively guide and shape the behaviour of both public and private players in order to achieve the goals of universal health coverage. While global production networks stress the role of lead firms, state entrepreneurialism highlights the role of the state in governing innovation-driven development. However, there is a gap in understanding how the state institution configures and operates to achieve its strategic development goals. This paper fills this gap by examining market means of park management. It shows that Zhangjiang Science City in Shanghai reinvented its development agency – a park development corporation to mobilize finance and govern development. Jiangbei in Nanjing focused on coupling with a multinational lead firm – the Taiwan Semiconductor Manufacturing Company. Rather than thinking of innovation governance as state-commanded, we reveal they are market-based operations. Adequate protection of the environment is one of the hot spots of concern for all sectors of society due to severe environmental pollution. The solution to this issue is friendly management of the environment. With the rapid growth of Chinese Manufacturing SMEs for economic development, environmental pollution and abuse of resources are arising. To resolve these issues, Chinese manufacturing SMEs are accelerating the implementation of green innovation in their industries. However, it is a complex task that involves enterprise, government, and social considerations. Therefore, it is essential to identify the green drivers for this implementation. With a focus on China's current situation from previous research and views from experts, this study aims to investigate how Chinese Manufacturing Small and Medium-sized Enterprises (SMEs) are responding to resource misuse and environmental pollution by implementing green innovation, emphasising the role of artificial intelligence (AI) in improving environmental performance. This study primarily looks into the factors that influence the adoption of green innovations by analysing the growth paths of Chinese SMEs operating in highly polluting industries over a longer time frame than five years. Artificial Intelligence is a valuable tool for solving the issues of ecological degradation. A quantitative method has been implemented for the Chinese companies' samples from the deeply polluting industries for more than five years. The findings of this paper advise that the average board size, the governing board meetings, and organizational performance are positively connected with the Chinese firms' environmental process. Board independence and diversity of gender have irrelevant associations with ecological performance. A convenient threshold regression model has been used to accumulate the respondents' data. It also reveals that larger board sizes and more frequent governing board meetings are positively associated with improved environmental performance among these firms. The findings state the critical implications for the firm executives, policymakers, environmental activists, and regulators. How are environmental conflicts managed in China and Russia? Both states are territorially large non-democracies affected by environmental degradation due to industrialisation and economic growth, and both are characterised by collectivist culture resulting from pronounced historical legacies and Communism. Our analysis of China indicates the important role played by local governments often supporting local people; and role of the negotiation between the central and the local governments. In contrast, in Russia local governments ally with businesses involved in environmental conflicts; or tend to support central government view on the conflict. However, the environmentalists' movements in Russia are better connected to external (international) support. In contrast, China exhibits more isolation of environmental movements that are less influenced by Western environmentalism, if at all. Managing transboundary river basins proves a challenge for China when encountering disagreements with its neighbors that experience different political and social conditions. This paper analyzes what happens when China characterizes water as a security issue, examining China's fluid securitization practices, where changes can be identified indicating that the Chinese government values the various water security concerns differently. Two cases are adopted for comparison. In the case of China sharing the Mekong River, the Chinese government has shown a willingness to incorporate more issues found both inside and outside of the water sector. In contrast, in the case of the sharing of the Ganges-Brahmaputra-Meghna, China's security agenda has been limited to the consideration of water availability and has led to military security concerns. The findings indicate that China's water security agenda is not only driven by a concern for water management over specific rivers, but also judgments that incorporate strategic military consideration with regard to countries that they are involved with. The case of China thus suggests that water security is a complex domain that demonstrates competing values and concerns in (de)politicizing water. This article deals with the governance and institutionalisation of Chinese makerspaces. Existing research on the governance of makerspace has proposed two governance models or 'paradigms': bottom-up commons-based peer production and top-down public policy based governance. This article is trying to explore how makerspace in China is governed by a multitude of institutional forces. By examining three maker communities, it is argued that: (1) the dominant model of governing Chinese makerspaces does not adhere to either of these two models. This paper proposed an alternative one: a 'subtle top-down' model that accounts for the dialectics between government and its governing approaches and, the involvement of various non-government actors aligning with public policy goals; (2) makerspace has become an instrument to drive China's transition from an industrial-based economy to a service economy. The proliferation of makerspaces marks the concrete step towards a Chinese contemporary modernisation route; (3) makerspace highlighted some of the attempts made by the state to address structural inequalities. Digital transition, or the shifting assemblage of the cybersphere, is a primary dimension of global transition. And China is a key driver therein, rendering the party-state's stance the starting place to trace transitions. This paper begins an effort to follow unfolding transitions. It highlights the governance of transition with a focus on the emergent cybersphere. By interpreting the 14th Five-Year Plan (FYP), the planning instrument that expresses the party state's decree for direction and strategy and, just as important, analyzing the framing contexts, processes, and projects, we probe the ordering of the present and the future, the national and the transnational, and, ultimately, the power geometrics of the cybersphere, as externalized through policy words and deeds. The death of urban entrepreneurialism is proclaimed surprisingly by opposite conceptualisations of austerity urbanism and radical municipalism. This paper argues that rather than seeing them as contrasting types, post-pandemic statecraft reflects the increasing tension and entanglement between capitalistic and territorial logic. From the ground of Chinese urban governance, we illustrate how Chinese statecraft maintains state strategic and extra-economic intention through deploying and mobilising market and society – to create its own agents and to co-opt those that are already existent or emerging. During the past several decades, the world has been putting strong emphasis on the role of environmental technology innovation which can reduce environmental degradation and promote sustainable development. This research sheds light on the impact of green technology or eco innovation on sustainable development for China. Additionally, the effects of other variables such as governance, information and communication technology, trade uncertainty and urban population are also analysed. The study employs Fully modified ordinary least squares (FMOLS) and Canonical Cointegration Regression (CCR) as the long run tests and Breitung and Candelon Spectral Granger-Causality as the time varying granger causality test. The results suggest that green innovation promotes sustainable development in the long run. The roles of governance quality and urbanization are also found to be positive while the role of ICT is found to be insignificant yet negative. The role of trade uncertainty is positive yet insignificant. Based on these results, the study calls for the private and public organizations and industries to invest in eco innovation. This paper focuses on the operation of Value Realisation of Ecosystem Products and Services based on empirical research of the Liangshan Bank model in Baofu, China. It examines a new hybrid approach to ecosystem services governance to address the problems of idle rural land due to urbanisation. The study finds that operating this new model enhances governance efficiency by coordinating different institutional policies and reducing uncertainties and transaction costs through a mechanism which is guided by the government, dominated by the market and participated by communities. The model can increase rural villagers' income by using idle rural land as a market asset. The research outcomes show that the Liangshan Bank model, which provides a transparent trading platform for villagers and investors to effectively use rural land, protect the environment, and alleviate poverty, can exemplify other rural areas in China and developing countries. The paper highlights the academic debate on payment models for ecosystem services. This paper critically engages with dynamics of the Chinese food safety governance infrastructure following the melamine crisis. It presents a qualitative analysis of 16 in-depth stakeholder interviews in Hunan, Hubei, and Henan. We reveal tensions between a segmented model of governance and a centralized model, between a centralized top-down model and stakeholder participation, and between a public model and a private, decentral market where corporate reputation must result in transparency and trust. Stakeholders also see gaps between ideals of inclusive, transparent, and participatory governance, and effective problem-solving. This study uncovers the relationship of company's Environmental, Social, and Governance (ESG) performance and capital structure in Chinese corporate sector. Additionally, we investigated if audit quality intervenes this ESG—capital structure nexus. Using panel regressions with fixed effects, we chose Chinese A-Listed companies giving 6295 firm-year observations from 2010 to 2019. The results support the legitimacy theory, suggesting that a company's ESG disclosure and overall progress is a crucial factor in determining their financing decisions. The results suggest that firms with better ESG performance found to have less debt financing and easier access to equity capital from stock markets. However, the results did not show a significant impact of audit quality on this relationship. Sensitivity tests, such as alternate parameter estimation measures, techniques to address endogeneity issues (sysGMM), and lagged regressions, were conducted and did not change the key conclusions of the study. Previous studies have identified barriers to investment in good quality urban parks during the planning and design stage, particularly noting the ineffectiveness of planning instruments, a low political will to invest in urban green spaces and constraints in governance operation. The factors that influence the quality of urban parks in the planning and design stages of investment were investigated through interviews with technical professionals who have acted as consultants to local government across China on urban planning and landscape projects. A set of thematic characteristics were identified as shaping the planning and design of good quality urban parks in China: the reliance on quantitative metrics in the contemporary planning context; the linkage between local political will to invest in urban parks, local leaders' prestige and local administrators' enthusiasm in governance operation; and local administrators' equipment with knowledge and effectiveness in communicating with technical professionals. Can culture explain regional differences in minority shareholder expropriation? Examining regional variation in China, we document that the influence of historical Confucian values persists, despite decades of political movements clamping down on these values, and that these values reduce minority shareholder expropriation in local public firms. The effect on minority shareholder expropriation, in part, operates through the establishment of oversight mechanisms (i.e., greater financial reporting quality and dividend payouts) that constrain expropriation. The concept of depoliticisation has become increasingly popular in Western governance studies. However, empirical analysis of depoliticisation processes in non-democratic political regimes is less prevalent. This article addresses this gap through an examination of China's recent efforts to depoliticise the sport sector, using football as a trial. Documentary analysis and semi-structured interviews were adopted for data collection. Specifically, we delineated the principles adopted, activities occurred, and tools used for football depoliticisation at three political levels (macro, meso and micro), highlighting the inconsistencies between the desired outcomes and strategies for depoliticisation. We reveal that the depoliticisation of Chinese football is a convoluted and incremental process and various depoliticisation strategies were used in an attempt to reform the football governance system. A nexus between depoliticisation and (re)politicisation constantly emerged due to factors such as historic path dependency and the lack of determination of the government to fully relinquish control.
