Russia holds the position of being the third largest global producer of oil and plays a significant role in the supply of oil and gas to Europe. The ongoing war conflict has the potential to impede the bilateral and multilateral relations between Russia and Europe. The ramifications of this event will have notable reverberations for environmental endeavors in Europe. The aforementioned premise forms the basis of our investigation, wherein we scrutinize the correlation among oil price, coal price, gas price, economic growth, and coal consumption, while taking into account the ramifications of the Russian-Ukrainian conflict. We adopted fully "modified ordinary least square (FMOLS), dynamic ordinary least square (DOLS), and canonical cointegration regression (CCR)" econometric techniques to gauge the nexus between factors of interest in the top 4 European Russian gas importer economies (Poland, Netherland, Hungry, and Germany). The empirical outcomes reveal substantial negative impact of economic growth and coal price elasticity on the coal consumption. On the contrary, oil and gas price elasticities depict significant positive influence on the coal consumption. Hence, this study concludes that a rise in oil and gas prices leads to an increase in coal consumption, which in turn negatively impacts environmental quality. Furthermore, the occurrence of war has the potential to impede the utilization of coal resources in Netherlands and Hungary. On the other hand, the impact of war is noteworthy and constructive in Poland and Germany. Thus, war results ecological imbalance in Poland and Germany in particular. Governments, decision-makers, stakeholders, and environmentalists must develop a long-term plan that calls for a paradigm shift away from gas, oil, and coal usage and toward more environmentally benign renewable energy sources., (© 2023. Russia's armed aggression has caused a deep socio-economic crisis and has far-reaching unpredictable consequences for the national economy. One of the key negative consequences of Russia’s armed aggression is the threat to the sustainable development of the national economy. All aspects of sustainable development in Ukraine are affected: economic development, environmental protection, social and gender equality, etc. Under Russian armed aggression, there is an urgent need for balanced and sound strategic state regulation, which is designed to ensure sustainable development in Ukraine in the short and long term. The aim of the paper is to determine the features of strategic state regulation under Russia’s armed aggression in the development of the national economy in the coordinates of sustainable development. The paper considers Ukraine's progress in achieving the goals of sustainable development. The most problematic areas in terms of sustainable development goals are outlined with a focus on Russia’s armed aggression as the major cause. An overview of the situation in the world in terms of the conflict level is performed, common features in the field of sustainable development in countries affected by armed aggression are highlighted. It is emphasized that the difficulties in achieving the goals of sustainable development are complex in nature. Sustainable development drivers are both of financial and non-financial nature. Four key factors that hinder the achievement of sustainable development goals at the present stage are considered: 1. Liquidity shortage globally; 2. Complicated access to debt financing; 3. The need for urgent financial measures; 4. The need to increase productivity and productive capacity. A description of the UNDP scenario on the development of the consequences of Russian armed aggression in the field of poverty in Ukraine is given. The key areas of focus for a set of Government measures in the context of a large-scale socio-economic crisis have been identified. The importance of applying a coordinated and sound policy of the Government under Russian armed aggression was emphasized. Special attention is paid to the need to use a flexible approach in developing a set of measures for strategic governmental regulation to ensure sustainable development. This paper investigates the effect of the supply chain disruption, greener energy consumption, and economic growth on carbon emissions in advanced economies and emerging markets from 1997 to 2021 using panel quantile autoregressive distributed lags (QARDL) and the panel quantile regression (QR). The results of the two models confirm, on the one hand, the validity of the environmental Kuznets curve (EKC) hypothesis and, on the other hand, the role of renewable energy consumption in mitigating carbon emissions in advanced and developing economies. Furthermore, the finding shows that the supply chain disruption for the long run is positive at all quantiles, indicating the evidence of association at the extreme low and high quantiles than at the intermediate quantile. In addition, the effect of the supply chain decreases at the lower quantile. It turns negative at the upper 90th quantile in the short run, indicating that the supply chain disruption reduces the environmental degradation under the bearish market conditions. In the future, the increasing supply chain disruptions due to the Russia-Ukraine conflict and further COVID-19 worldwide can consider sluggish economic growth and play an essential role in promoting renewable energy abundance and reducing CO2 emissions. Purpose. The study identifies the effects of the small local networks of renewable energy generation on the economy. It defines the potential and necessary conditions to establish value creation networks, or distributed production systems, based on participant cooperation. Design. The paper examines increasing opportunities to guarantee sustainable economic development. At the same time, the challenges of digital technologies also create serious threats to the community’s social cohesion. The monopolization of digital platform marketplaces and the emergence of “platform capitalism” follow the growth of the platform business model. The proprietors of the core of digital platforms own disproportionate market dominance. Findings. The emergence of “platform capitalism” and “platform cooperativism” models discussed in the contingent upon certain socio-cultural conditions. It has proven that cooperative digital platforms are particularly vital during the full-scale war of Russia against Ukraine and the post-war reconstruction period. Originality. A proposed cooperative digital platform-based model develops a microgrid ecosystem to produce renewable energy. Digital platform cooperatives exemplified the benefits of geographic or specialty localization (specialization) with the activities’ globalization. Digital platforms allow united independent developers of scientific and technical innovations and technological knowledge, as well as owners of material funds and financial resources. In this paper, we assess sentiment and emotion regarding green energy through employing a social listening analysis on Twitter. Knowing the sentiment and attitude of the population is important because it will help to promote policies and actions that favor the development of green or renewable energies. We chose to study a crucial period that coincides with the onset of the 2022 Ukrainian–Russo conflict, which has undoubtedly affected global energy policies worldwide. We searched for messages containing the term "green energy" during the days before and after the conflict started. We then performed a semantic analysis of the most frequent words, a comparative analysis of sentiments and emotions in both periods, a dimensionality reduction analysis, and an analysis of the variance of tweets versus retweets. The results of the analysis show that the conflict has changed society's sentiments about an energy transition to green energy. In addition, we found that negative feelings and emotions emerged in green energy tweeters once the conflict started. However, the emotion of confidence also increased as the conflict, intimately linked to energy, has driven all countries to promote a rapid transition to greener energy sources. Finally, we observed that of the two latent variables identified for social opinion, one of them, pessimism, was maintained while the other, optimism, was subdivided into optimism and expectation. This paper investigates the connectedness among the climate change index, green financial assets, renewable energy markets, and geopolitical risk index from June 1, 2012 to June 13, 2022, using Quantile Vector Autoregressive (QVAR) and wavelet coherence (WC). The Total connectedness index (TCI) varies as long as the highest TCI originates in the upper quantile. We also note that the higher TCI decreases after the second wave of COVID-19 and increases during the first 100 days of the Russia-Ukraine conflict. Moreover, the results show that Geopolitical risk (GPR) is a net transmitter of the climate change index during the Russian invasion of Ukraine. The green bond and clean energy markets are negatively connected to the GPR at extreme 10 th and 90 th quantiles. The wavelet coherence confirms the QVAR results that the climate change market can be a safe haven against GPR during the Russian invasion. The climate change index, green financial assets, and clean energy are strong influencers in the financial markets and are vital to international peace, reducing geopolitical risk. The formation of an effective export control system is an important prerequisite for ensuring the security of the country and the world community, so the topic of the article is relevant. Also, the non-proliferation of CBRN weapons plays a fundamental role in achieving sustainable development of the EU and the world at large. The purpose of this article is to highlight the main stages of implementation of the chemical, biological, radiological, and nuclear (CBRN) export control system in Ukraine, which reflects to every aspect of life, including food, and to show their peculiarities. Materials used for this work were from: United Nations (UN), United Nations Office for Disarmament Affairs (UNODA), Official Journal of the European Union, Laws of Ukraine, international agreements of Ukraine, resolutions of the Cabinet of Ministers of Ukraine and other regulations posted on the Official Portal of the Verkhovna Rada of Ukraine, as well as materials from the official website of the State Service for Export Control of Ukraine (SSECU). There are 7 stages of implementation of CBRN export control in Ukraine: 1) Initial (until 1991) - formation of future bases of export control in the former Ukrainian SSR. 2) Individual / Independent (1991-1992) - Ukraine started to form its own legal framework and establishment of export control system. 3) Interdepartmental (1993-1999). Many Ukraine's government agencies have been involved in improving the efficiency of export control system and their international cooperation intensified. 4) System (2000-2013) - the Export Control Service of Ukraine was finally formed. 5) Integration (2014-2017) - Ukraine faces the difficult task of improving national legislation under an EU association agreement and using European experience in export control area. 6) Harmonization (2018-2022) - further harmonization of national legislation with the EU. 7) Since 02/24/2022 stage of active international support for Ukraine and the application of international sanctions against Russia as a result of the military invasion of the Russian Federation into the territory of Ukraine. Thus, Ukraine has come a long and long way to form a modern system of export control. This path has lasted for about 30 years since getting Independence. Currently, the Export control system in Ukraine also continues to improve. The aim of this work was to identify the development trends for the digital development economy during military conflicts in the case of Ukraine. The statistical processing of data from the World Bank and other official sources was applied. The Human Capital Index, the Network Readiness Index, the Digital Competitiveness Ranking, and the Innovation Index were considered. Their dependence on the Global Peace Index was also studied. It was found that the level of development digital economy of Ukraine did not decrease despite the annexation of part of the territory and the full-scale invasion of the Russian Federation, as the readiness of networks did not decrease compared to the pre-war period. The Human Capital Index and the intensity of the introduction of digital technologies in all spheres of life and production have not changed. A certain decrease in investments in research and inventions was established, which may have a negative impact on the development of the digital economy in the future. The conducted research identified trends for digital economy development during military conflicts. These include retaining human capital and its development, the introduction of innovations at all stages of employment, and the support and rapid restoration of the conditions required for digital activity. The results of this study have theoretical and practical significance, as they expand the research methodology of digital economy development in extreme conditions. This article is due to the presence of a unique situation in Ukraine associated with the armed aggression of the Russian Federation, which increases scientific interest in European cases on the restoration of territorial integrity, mitigation of adverse socio-economic conditions impact after an armed conflict. The article is devoted to the existing European experience research in the construction of territorial units with special functioning conditions through the prism of the sustainable development. This allowed the authors to structure the studied countries into two groups: countries that use special economic zones as a priority tool of state policy (Latvia, Lithuania, Poland) and countries that have experience in developing such territories after an armed conflict (Croatia, Bosnia and Herzegovina). The authors analysed the use of special economic zones in the countries of the first group as part of their state policy to strengthen the socio-economic potential of problem regions and presented the main results of this process. Particular attention is paid to the Balkan experience in the construction of priority development territories after the armed conflict in the context of the sustainable development implementation. The energy crisis that emerged as a result of the reduction in gas supplies from Russia is very topical and very important. This crisis affects not only Europe but also other world economies. As a result of Russia's attack on Ukraine and the sanctions imposed on Russia, there was a drastic drop in Russian gas supplies, which triggered an increase in fuel prices and an energy crisis. In order to reduce the risk of insufficient gas supplies, European countries have decided to reuse coal and fossil fuels. This is the opposite direction to decarbonization and a zero-carbon economy. The undertaken research is unique, because the issue of slowing down the direction of decarbonization and returning to fossil fuels has not yet been extensively studied. Therefore, the analysis and research results are new in this area. The European project of green energy production from renewable energy sources that has been implemented so far, which aims to accelerate the implementation of a zero-emission economy, may be slowed down. Moreover, the return to fossil fuels will have a negative impact on climate change. The sharp increase in energy prices and the unexpected growth in the profits of energy companies meant that the European Commission introduced a limit on the revenues of enterprises in the energy sector. Surplus income is to be transferred to other entities to offset the drastic increase in energy prices. The conducted analysis showed how the European Union will try to ensure energy security and what the current actions related to climate protection and moving toward an environmentally friendly economy will be. The global lockdown caused by the COVID-19 pandemic (hereinafter referred to as the "Pandemic") and the followed sanctions (hereinafter referred to as the "Sanctions") adopted in response to outbreak of war in the Ukraine have caused significant damage to the global economy and created stressful economical environment. The developed processes are directly and indirectly related to the tourism complex sector, being distinguished by wide interdisciplinary economic links. The economy of Georgia, which significantly depends on the tourism industry, turned out to be under the influence of the both global Pandemic crisis and the war between the Ukraine and Russia. Studying the created and current processes has become urgent from both the practical and scientific point of view. The specific goal of this study is to reveal the key challenges of sustainable development of foreign tourism as an important economic sector in Georgia, where the focus is put on the macroeconomic aspects associated with the tourism. The study covers two different and, at the same time, consecutive periods of the Pandemic and Sanctions. Studying the period of spreading the Pandemic has shown that the tourism business retention was facilitated by the State allowances, using the alternative potential of hotels for temporary isolation of visitors and infected people, as well as activation of the domestic tourism to some extent basically in outskirts and mountainous regions. Although, the tourism industry has incurred the most serious damage which has also been reflected on the country's economy. During the spread of the Sanctions, the number of visitors was increasing rapidly. At the first stage of the analyses of this phenomenon the attention was given to the dynamics of the number of visitors from the countries involved in the war, representing the significant segment. The analyses have shown that increase in the number of visitors of the mentioned category was impulsive and it was preceded by the similar increase of mony transfers from the same countries. It creates the opinion that their arrival greatly depends on the motivation of leaving their own countries rather than on the desire of travelling for pleasure, which should be taken into consideration in view of sustainable development of tourism. At the further stage of the analyses the dynamics of the mentioned foreign monetary transfers were compared with the inflation and variability of the exchange rate in the country. The comparative analyses allow us to consider that the preliminary money transfers made by the visitors to Georgia from Russia and the Ukraine and the consumption expenditures incurred by them on the spot upon arrival to Georgia stimulated, on the one hand, increasing of the inflation caused by the global processes and, on the other hand, stabilization of the exchange rate during the reporting period. The study indicates that the relatively rapid increase in the recovery of the number of tourists after the end of the active phase of the Pandemic crisis in Georgia is not only due to the activation of the tourism business. This opinion makes even more relevant the strategic goals of expansion of the tourist market, attractiveness of tourist services, use of emerged competitive advantages, and exploit the tourism industry for rational diversification of the country's economy.
