Al inaugurar su planta productiva de Zárate en 1997, Toyota se convirtió en una de las últimas automo­trices globales en instalar una planta en la Argentina. Veinticinco años después, Toyota lidera la producción, ventas internas y exportaciones de vehículos en el país. El objetivo del presente trabajo es analizar las particularidades del caso Toyota en Argentina, de manera de identificar los factores explicativos de su singular trayectoria productiva y comercial. Los atributos estudiados para identificar los rasgos diferenciales de Toyota serán la trayectoria de los grupos automotrices a nivel global, la especialización productiva y de comercio exterior de las automotrices en la Argentina, la utilización de plataformas comunes en la producción del país, la orientación exportadora de la pro­ducción, la incidencia de las exportaciones extrarregionales, y el desarrollo de proveedores locales, entre otras. Esto permitirá identificar los factores extrapolables que podrían mejorar la trayectoria del resto de la industria automotriz en Argentina (y visibilizar las limitaciones que representan los factores no extrapolables en dicho proceso), así como esbozar el rol de la política pública en dicho desarrollo.

Abstract This paper investigates the potential effects of the Mercosur-EU agreement for the automotive value chains in Argentina and Brazil, identifying the trade balance movements of each partner. Its main results point to an improved trade balance in most automotive and auto parts products for the EU. Besides differences in international competitiveness, other factors prompt these results, such as differences in production scale between partners, greater tariff preferences granted by Mercosur, greater potential demand for vehicles in Argentina and Brazil than in the EU, higher regulation requirements on product and process quality in the EU market, among others.

The objective of this paper is to analyse the automotive value chains in the Southern Common Market (Mercado Común del Sur – Mercosur) and the European Union (EU), focusing on the ability to develop technology endogenously, distinctive of the developed countries. The methodology will focus on the descriptive analysis of variables relevant to this object of study, such as production, foreign trade and technological development of the automotive chain in both regions. The main results show that the efforts and results of innovation are concentrated in the traditional European automotive core; while the production activities that are located in the European automotive periphery and in Mercosur are dissociated from those of technological development, given that the technology is mainly adopted from the automotive technological development core countries.
