Corresponding to the task 2.2 of EUMEPLAT Work Package 2, this deliverable aims to analyze the Platformization of news in the 10 countries included in the project and assess how and to what extent Europeanization is part of the debate about Europe on social media. With that aim, the team from ISCTE worked with all 10 partner universities to design and implement a methodological framework to collect, categorize and analyze the most relevant social media posts in all 10 countries in September to November 2021. This collaborative research confirms the role of social media platforms in channeling the debate about european issues, documents the struggle of news media to dispute the attention of users with other kinds of actors on those platforms and indicates that Europeanization is not a central part of the debate about Europe.

The goal of this document is to explicit both the procedures implemented in order to design a framework for studying the platformization of news in Europe (WP2, task 2.1) and the tasks that are due for the research of the issue in the 10 countries included in the EUMEPLAT project (WP2, task 2.2). The document will develop in two stages. First describing in detail the tests made for the development of the framework and the choices taken in its design. And, second, describing in detail the envisaged implementation of the framework, in order to respond to the research questions. The first part has to do with design, the second with implementation.

No presente trabalho reflete-se sobre a problemática ambiental, o papel da arte e do empreendedorismo cultural para o desenvolvimento sustentável. O trabalho tem como objeto de análise a Associação Mergulho Urbano – Ambiente e Arte, que surge na cidade de Lisboa em 2019 com o intuito de contribuir para o desenvolvimento de um espaço urbano mais sustentável, resiliente e de promover o debate e a transformação social através de práticas artísticas. São realizadas uma retrospetiva e uma análise do trabalho da Associação até ao momento, combinando metodologias de investigação-ação participativa, em simultâneo com ferramentas de gestão estratégica e organizacional, e recorrendo à criação de dados primários através de entrevistas diretivas. Posteriormente, é estabelecido o plano estratégico para a criação e gestão de um centro artístico e ambiental, que explore práticas artísticas e soluções multidisciplinares para a problemática ambiental nos Setores Culturais e Criativos e no espaço urbano. É identificado um espaço e é efetuada uma análise territorial e iniciado o contacto com as entidades públicas responsáveis, nomeadamente a Direção Municipal de Gestão Patrimonial da Câmara Municipal de Lisboa e a Junta de Freguesia da Penha de França. Numa fase final, o trabalho foca-se na projetação da primeira fase do plano estratégico, utilizando a ferramenta de planeamento Business Model Canvas. Os resultados permitiram efetuar um diagnóstico do momento atual da AMU, definir o plano estratégico para o futuro e criar elementos concretos (e.g. plano arquitetónico para a primeira fase de intervenção e previsão orçamental) para apresentação e discussão com as entidades responsáveis. This paper reflects on environmental issues, the role of art and cultural entrepreneurship for sustainable development. The work has as object of analysis the Mergulho Urbano - Environment and Art Association, which emerges in the city of Lisbon in 2019 with the aim of contributing to the development of a more sustainable and resilient urban space and to promote debate and social transformation through artistic practices. A retrospective analysis of the Association's work so far are carried out, combining participatory action-research methodologies, as well as with strategic and organizational management tools, and through the creation of primary data through direct interviews. Subsequently, a strategic plan is established for the creation and management of an artistic and environmental center, exploring artistic practices and multidisciplinary solutions to environmental issues in the Cultural and Creative Sectors and in urban space. A space is identified, a territorial analysis is carried out and contact is initiated with the responsible public entities, namely the Municipal Property Management Department of the Lisbon City Council and the Parish Council of Penha de França. In a final stage, the work focused on the design of the first phase of the strategic plan, using the Business Model Canvas planning tool. The results permitted a diagnosis of AMU's current situation, the definition of a strategic plan for the future and the creation of concrete elements (e.g. architectural plan for the first phase of intervention and budget forecast) for presentation and discussion with the responsible entities.

Embora uma sociedade com estas caraterísticas parecesse uma realidade muito distante ou até mesmo impossível até há relativamente pouco tempo, a verdade é que os avanços tecnológicos dos últimos anos têm suscitado questões pertinentes relativamente à segurança e privacidade, mas também liberdade dos indivíduos. As tecnologias da informação e da comunicação (TIC) permitiram criar dispositivos de vigilância que começam a ser implementados um pouco por todo o mundo com o objetivo de combater a criminalidade. Mas até que ponto é que estes sistemas de videovigilância são efetivamente uma ferramenta eficaz no combate à criminalidade e como será que a população reage e o que sente perante este controlo? Although a society with these characteristics might have seemed far away or completely out of the realm of possibility until relatively recently, the truth is, that the latest technological advances have raised pertinent issues related to security and privacy, but also freedom of individuals. This technology has created surveillance devices that are beginning to be implemented Around the world with the aim of combating crime. But to what extent are these video surveillance Systems an effective tool in combating crime and how does the population react and how do they feel about this control?

Em 2020 a plataforma digital Portugal #Entraemcena (PEC) apresentou uma proposta inédita para promover o encontro entre agentes dos setores cultural e criativo e o setor privado comercial. Adotando um modelo de marketplace digital, assente num website, a PEC visava criar um (ciber)espaço, sujeito às leis da oferta e procura, facilitador do encontro e transação entre empresas e profissionais. Os objetivos de financiamento ou compra de produtos/serviços artísticos realiza-se através de modelos de funcionamento específicos: Ideias e Desafios. Considerando o seu impacto mediático imediato, mas fugaz, a investigação propõe aprofundar os conhecimentos sobre a PEC, descrevendo a composição do ecossistema que sustenta este movimento nacional de apoio aos setores cultural e criativo e analisando as efetivas formas de uso por parte dos agentes. Para responder à questão “Qual é a forma de participação de empresas comerciais com a PEC e de envolvimento com os agentes envolvidos no ecossistema da Portugal #Entraemcena?”o caso de estudo múltiplo analisa as experiências dos Desafios lançados por três empresas – Renova, Vodafone e Ageas- e discute as principais motivações e dinâmicas do seu envolvimento, oferecendo um mapeamento das diferentes intenções que movem agentes do setor privado a “entrarem em cena” e financiar projetos captados via PEC. In 2020, the digital platform Portugal #Entraemcena (PEC) put forward an unprecedented proposal to promote the meeting between agents of the cultural and creative sectors with the commercial private sector. Adopting a digital marketplace model, based on a website, PEC aimed to create a (cyber) space, subject to the laws of supply and demand, facilitating the meeting and transaction between companies and professionals of the cultural and creative sector. The objectives of financing or purchasing artistic products/services are realized through specific operating models: Ideas and Challenges. Considering its immediate but fleeting media impact, the research proposes to deepen the knowledge about the PEC, describing the composition of the ecosystem that sustains this national movement of support for the cultural and creative sectors and analysing its’ effective forms of use by players enrolled in the platform. To answer the question "In what way do commercial companies participate within Portugal #Entraemcena and what is there involvement with the other parties involved in the ecosystem of Portugal #Entraemcena?" the multiple case study research analyses the experiences of the Challenges launched by three companies - Renova, Vodafone and Ageas- and discusses its main motivations and dynamics of their involvement, offering a mapping of the different intentions that move private sector agents to "enter the scene" and fund projects raised via PEC.
