The article analyzes the evolution of the system of strategic goal setting in modern Russia. An analysis of the mechanisms for determining and achieving the goals of economic and social development is given. Criteria for the successful implementation of a long-term development strategy are considered. It is stated that, despite a series of shocks of economic and noneconomic nature, in the formation of long-term development goals, continuity is maintained with the ideas of the Concept of Long-Term Development of 2008 (LDC 2020). The results of economic development achieved over the past 15 years are analyzed. Changes in the mechanisms and conditions for the formation of economic dynamics that occurred after 2022 and their impact on the tools for achieving long-term economic development goals are assessed. Changes in the structure of the economy are subject to certain patterns that can be identified and formalized using intersectoral analysis. The article is devoted to the development of tools for analyzing the dynamic properties of the economic structure based on the use of the structural-technological multiplier as a characteristic of the intersectoral elasticity of the economy on the impact of final demand. The proposed approach allows to conduct a detailed cross-industry analysis of retrospective data, as well as to generate forecast scenarios without the use of cross-industry tools. The article is devoted to the assessment of the matrix of import capital cost coefficients in the framework of the dynamic input–output model for the economy of the Republic of Belarus according to the data for 2016–2020. The assessment was carried out on the basis of the capital intensity of gross output and the technological structure of fixed capital in 19 integrated sectors of the Belarusian economy, the share of the import component in gross fixed capital formation and the average depreciation rate by the type of capital goods. As one of the applied results of the obtained matrix, the article presents calculations of the import intensity of domestic products for each of the industries—not only in terms of current costs, but also the capital component. The article examines the key risks of the development of the Russian economy in the medium term, resulting from the deterioration of trade and economic relations with developed countries. The most important changes in the model of functioning of the national economy are described. It is stated that restrictions on the supply of imported products have become the leading factor in the reduction of economic activity in 2022. The shifts in the formation of production, income and prices under the influence of sanctions are considered as a process of structural and technological restructuring of the Russian economy, requiring an increase in investment in the modernization of production and an increase in costs for research and development. The high dependence on imports and the technological backwardness of the Russian economy are seen as key constraints to its sustainable development in the medium term. One of the ways to compensate for the negative impact of sanctions, with a high probability, will be the replacement of high-quality resources with mass ones. It is emphasized that, taking into account the tasks of economic development, the period of loss of the quality of economic growth should not be long, and in the medium and long term, the qualitative component of growth should prevail in the formation of economic dynamics.
