CONSERVATISM - Abstract
Ling Ma's post-apocalyptic novel Severance (2018), like many examples of the genre, has generally been interpreted as a progressive work. This essay contends, however, that it expresses a conservative disposition as English philosopher Michael Oakeshott defined it, with clear preferences for the familiar over the unknown and a disdain for utopias. A close reading of Severance through the lens of Oakeshott's philosophy reveals that change is shown as negative, since both the world after a deadly pandemic strikes and pre-2010 New York are portrayed as diminished by disruption – and as devoid of a sense of adventure that might otherwise turn disruption interesting. Furthermore, the novel warns of ideology and teleology: the apocalypse remains unexplained and is not used to communicate criticism or lessons, while the progressive and totalitarian characters that aim to impose a grand vision on the rest are ridiculed, and the personal and the private appear as tantamount. Finally, laissez-faire capitalism and the neo-liberal state are criticized not so much for their inherent exploitation, but for forcing a lifestyle onto people that is without alternative, that they did not choose, that (through the hegemony of work) leads to a profanation of life, and that causes an erosion of tradition. In a recent article, Maria Eriksson Baaz and Swati Parashar
1 trace the continued salience of Eurocentrism in critical International Relations (IR), demonstrating how the 'master's outlook' continues to stifle the study of global politics; they ultimately encourage an unsettling and even implosion of the discipline. Starting from this proposed 'implosion' of critical IR, this article reflects on our hopes, as two current PhD candidates and one early career researcher in global politics, for teaching and learning in this future world. We begin by reflecting on our own complicity in reproducing the Western-centrism of the discipline and consider how this discomfort can be used productively. The article then considers the radical potential of the classroom and the necessity of empathetic, collaborative inquiry to the future of the discipline of global politics. We advocate for an IR which is imaginative, relational, messy, and vulnerable – and are hopeful about how this may animate a meaningful and sustainable implosion. Embracing our discomfort and the possibility of failure, we hope to contribute to the ongoing 'unsettling' of academia from the standpoint of incipient feminist scholars and hopeful early-career teachers. 5. Global International Relations and Worlding Beyond the West: A Pedagogical Critique.

This paper addresses the pedagogical implications of the "Global International Relations (GIR)" and "Worlding Beyond the West" agendas. These two programs have criticized IR's Western-centrism and offered systematic ways to expand beyond IR's Euro-Atlantic roots. Their development coincides with other high-profile theoretical and historiographic developments, not to mention societal imperatives, to expand the substantive remit of the discipline. However, the diversification agenda has been mostly concerned with the research output of IR and has treated the pedagogical side of IR's intellectual life as a secondary consideration. Proponents of the GIR and Worlding agendas have yet to convert these programs into a classroom pedagogy. This paper fills that gap. It critiques the practical and intellectual limits of GIR and Worlding pedagogies. More importantly, it provides theoretically informed ways to transpose their diversification projects into the undergraduate classroom. In doing so, this paper bridges disciplinary analysis, IR theory, and IR pedagogy in an integrated analysis of IR's much-needed attempts at diversification. [ABSTRACT FROM AUTHOR]

Space matters for global politics but the treatment thereof in International Relations (IR) has been uneven. There is broad interest in spatial aspects across many research communities but only a nascent theoretical discussion and little cross-field communication. This article argues for a fuller engagement of IR scholars with sociospatial concepts and proposes a spatial approach to global politics based on four essential dimensions: a spatial ontology, the constructedness of space, a scalar perspective, and the interaction of materiality and ideas. As one possible way of integrating these aspects into a more specific concept, the article elaborates a framework of spatial practices and uses the example of Arctic Security research to illustrate the upsides of such a spatial approach for IR research. 17. Toward a Paradigm Shift in International Relations Studies : (Re)Claiming World Peace

This book argues that not only has the present international relations (IR) paradigm failed to preserve global peace in our time, it has also proved to be an obstacle in this regard, and for this reason a paradigm shift is urgently required. With a view to demonstrating the IR paradigm's failure to secure global peace, moreover, a Foucauldian-inspired discourse analysis is used here to flesh out an archaeology of what I call knowledge relations within IR studies. This analysis reveals that within IR's paradigmatic corridors of knowledge the theoretical/analytical category of war has been privileged, i.e., elevated to the level of chief subject and object of analysis vis-à-vis peace. In order to show how this is the case, moreover, this book examines the paradigm's mainstream debates, e.g., those on human nature, power, and the state of nature, and by implication state sovereignty and nationalism, in addition to its authoritative subfields, in particular peace studies, international relations theory, global governance, and security studies. Each of these works reproduces, indeed glorifies, war to the exclusion of a lasting global peace, and in large part by promoting certain knowledges that are racial, colonial, gendered, and consequently bellicose. All this connotes that the IR paradigm is grounded in a regime of knowledge that tells us everything about the dynamics of war and nothing substantive about realizing peace—hence the pressing need for a paradigm shift. Put differently, under the auspices of IR studies, contemplating peace is fruitless, a mere scholarly mirage, and precisely because achieving it under this paradigmatic status quo is not, and will never be, a condition of possibility. If anything, this book demonstrates that we have not even begun to speak truth to knowledge in the cause of global peace.

19. Words of War : Negotiation As a Tool of Conflict

In Words of War, Eric Min pulls back the curtain on when, why, and how belligerents negotiate while fighting. Of all interstate conflicts across the last two centuries, two-thirds have ended through negotiated agreement. Wartime diplomacy is thus commonly seen as a costless and mechanical process solely designed to end fighting. But as Min argues, that wartime negotiations are not just peacemaking tools. They are in fact a highly strategic activity that can also help states manage, fight, and potentially win wars. To demonstrate that wartime talk does more than simply end hostilities, Min distinguishes between two kinds of negotiations: sincere and insincere. Whereas sincere negotiations are good faithhonest attempts to reach peace, insincere negotiations exploit diplomacy for some other purpose, such as currying gaining political support or remobilizing forces. Two factors determine whether and how belligerents will negotiate: the amount of pressure that outside parties can place on belligerents them to engage in diplomacy, and information obtained from fighting on the battlefield. Combining statistical and computational text analyses with qualitative case studies ranging from the War of the Roman Republic to the Korean War, Min shows that negotiations are more likely to occur with strong external pressures. A combination of such pressures and indeterminate battlefield activity, however, will most likely leads to insincere negotiations that may stoke fighting rather than end it. By revealing that diplomacy can sometimes be counterproductive to peace, Words of War compels us to rethink the assumption that it'cannot hurt'to promote diplomacy during war.

»Von deutschem Boden darf nie wieder Krieg, sondern nur noch Frieden ausgehen«, so fassten Kanzler Helmut Schmidt und SED-Generalsekretär Honecker bei ihrem Treffen am Werbellinsee im Dezember 1981 das Verbindende in den deutsch-deutschen Beziehungen zusammen. Mit Honecker bekannte sich Schmidts Nachfolger Helmut Kohl zu einer deutsch-deutschen »Koalition der Vernunft« in einer Zeit erneut wachsender Spannungen zwischen den beiden Supermächten. Anhand der Deutschlandpolitik im Wandel des Ost-West-Konflikts, des KSZE-Prozesses und unter dem Einfluss des NATO-Doppelbeschlusses wird die deutsch-deutsche Verflechtungsgeschichte von der doppelten Staatsgründung bis zur deutschen Vereinigung am 3. Oktober 1990 nachgezeichnet. Die Öffnung der Berliner Mauer und der innerdeutschen Grenze am 9. November 1989 und damit das nahende Ende der deutschen Teilung kommentierte Willy Brandt mit den Worten: »Jetzt sind wir in einer Situation, in der wieder zusammenwächst, was zusammengehört.« Die deutsche Einheit setzt Konrad Adenauers Grundentscheidung für den Weg nach Westen als zwingende Konsequenz der deutschen Geschichte fort.

This book explores non-Western approaches to foreign policy in the context of Iran in order to encourage wider consideration of non-Western scholarship in international relations.Throughout its existence IR has drawn primarily on Western thought and experience, leaving other perspectives on the periphery of discourse. As the field becomes more about contexts beyond the West, this has become a challenge for creating a truly ‘global'field of study. Concepts like ‘national interest,'‘rationality'and ‘pragmatism'are often applied to Iran without considering what these concepts mean in the context of Iranian political identity. The aim of this book is to highlight the contemporary relevance of native Iranian and non-Western perspectives to IR analysis, returning complexity and critique to Iranian studies. To do this, the author examines four of Iran's political encounters with the West, including its resistance to sanctions policy and negotiations surrounding its nuclear program. Ultimately, the book argues that ignoring Iranian motivations of identity has routinely resulted in missed opportunities, growing tensions and failed coercive policy.The book will prove valuable reading for students and researchers interested in international relations theory, Iranian history and Middle East studies.

Die erste systematische Analyse zu den Schriften des einzigen deutschen Schriftstellers des Barock in Amerika und ersten deutschen Städtegründers in Nordamerika. Hartmut Hombrecher erschließt die Schriften von Franz Daniel Pastorius erstmals systematisch aus literaturwissenschaftlicher Perspektive. Er verfährt praxeologisch und textanalytisch, indem er die Handschriften und Drucke, die Pastorius zwischen seiner Auswanderung nach Pennsylvania 1683 und seinem Tod verfasst hat, im Kontext des transatlantischen Kulturtransfers liest. Pastorius` siebensprachige Schriften etablieren die Kritik als zentralen Sprechmodus und entwickeln Gedanken und Schreibweisen, die auf die europäische Aufklärung vorausweisen. In ihnen denkt Pastorius nicht nur über die Stellung des Menschen in Zeit und Raum nach, sondern engagiert sich auch aus einem staatsbürgerlichen Selbstverständnis heraus für Menschenrechte, öffentliche Schulen und praxisorientiertes Wissen. Gelehrte Diskurse werden popularisiert und didaktisiert an die nächste Generation weitergegeben. Das alles dient zum Aufbau einer tendenziell egalitären Gesellschaft in der'Neuen Welt', über die Pastorius auch in Europa berichtet. Er wird damit zum Mitbegründer der deutschen Debatten über Amerika, die sich im gesamten 18. Jahrhundert auf seine Schriften beziehen. Die Veröffentlichung wird durch die Wüstenrot-Stiftung ermöglicht.

Puissance balte, la Lituanie tente d'inscrire sa politique étrangère dans un contexte international nouveau, marqué par la fin de la Guerre froide et, in fine, par la disparition de la configuration d'un monde bipolaire. Cet ouvrage apporte un éclairage nouveau sur la politique extérieure adoptée par Vilnius. Il retrace la diplomatie de la Lituanie à l'OSCE (Organisation pour la sécurité et la coopération en Europe), première organisation internationale anciennement nommée CSCE, que le pays a intégrée en 1991, en recouvrant sa souveraineté. L'analyse s'appuie sur une évaluation des menaces conventionnelles et hybrides que font peser Russie et Biélorussie sur la sécurité régionale, conditionnant choix et décisions d'un « petit État » qui entend faire de l'OSCE sa vitrine diplomatique. Elle met en exergue les logiques de compétition et de complémentarité entre les différentes structures sécuritaires internationales (OTAN, UE, OSCE) auxquelles appartient la Lituanie.
