1. Characteristics and Perspectives of North Carolina Local Education Agency School Business Officers

- Abstract
Little is known about the characteristics and perspectives of school business officers, those who have the ear of superintendents and who help make key decisions about the spending of millions of dollars of public funds in school districts. Due to equity concerns and the paucity of research regarding this key group of individuals, this research sought to describe the characteristics and perspectives of North Carolina Local Education Agency school business officers (NC LEA SBOs) as well as to look for possible relationships between the demographics and perspectives of NC LEA SBOs. Using survey data from NC LEA SBOs, the researcher described the characteristics and perspectives of the participants, and then analyzed the survey data for possible relationships. The data was then analyzed to determine if NC LEA SBOs think of their work as belonging more to the technostructure or the strategic apex of Mintzberg's model (1979). This study had a few key findings. First, the characteristics and perspectives of the participants varied, as did the relationships between the characteristics and the relationships between the demographics and perspectives of the SBOs. In addition, though most of the participants perceived themselves to be primarily an accountant/business person, various aspects of their work and their perspectives indicated that their role falls within the strategic apex of their organizations' structures, as opposed to the technostructure. Numerous implications exist for educators, education preparation programs, and researchers, along with wonderings for policy makers.
