İnşaat projelerinde maliyet tahminleri ve yapılan tahminlerin gerçekleşmesi gerek işveren gerek yüklenici açısından büyük önem arz etmektedir. İnşaat sektörü pek çok risk faktörü içermesine rağmen, ülkemizde riskler gereken düzeyde ele alınmamakta ve bu nedenle gerçekleşecek maliyetlerin kontrolleri de yeterli düzeyde bulunmamaktadır. Proje başarısı için inşaat sektörünün barındırdığı belirsizlik ve riskler iyi belirlenmeli ve analiz edilmelidir. Firmalar, proje özelinde karşılaşacakları risklere karşı izleyecekleri stratejileri, risk unsurları gerçekleşmeden oluşturmalıdır. Meydana gelebilecek riskler proje üçgeninin unsurları olan kalite, maliyet ve süre hedeflerinde olumsuz yönde sapmalar oluşturabilecektir. Bu nedenle inşaat projeleri için risk yönetimi hayati önem taşımaktadır. Bu çalışmada Monte Carlo Simülasyonu yardımıyla inşaat ana maliyet kalemlerinin yurtiçi projelerde öngörülende sapma oranlarının, üç farklı istatistiki dağılım yardımı ile belirlenmesi amaçlanmıştır. Çalışmada Monte Carlo Simülasyonu, bir paket yazılımı ile uygulanmıştır. Edinilen bulgular üzerinden @risk yazılımının verdiği üçgen dağılım, uniform dağılım ve PERT dağılımı sonuçları karşılaştırılmıştır. Ana maliyet kalemlerinin yüzde minimum ve maksimum sapma değerleri için Türkiye Müteahhitler Birliği üyesi firmalara yurtiçi projeler için anket yapılıp, değerlerin ortalamalarıyla ana maliyet kalemlerindeki minimum ve maksimum sapma oranı hesaplanmıştır. Çalışma sonucu inşaatta yurtiçi projelerde ana iş kalemlerinin tahmin edilen maliyetlerde gerçekleşme olasılıkları ve üç farklı istatistiki dağılım kullanarak bu dağılımlar arasındaki performans farkları değerlendirilmiştir. Edinilen bulgulardan önemli bir tanesi “toprak işleri için maliyet kaleminin minimum ve maksimum sapmasının diğer kalemlere göre daha çok olduğu” dur. Çalışmada kullanılan istatistiki olasılık dağılımları değerlendirildiğinde; PERT dağılımının standart sapmasının az olması, optimum değerde gerçekleşme olasılığını arttırırken, uniform dağılımın standart sapmasının fazla olması ise ona minimum ve maksimum noktaya yakın dağılım gerçekleşmesi olasılığını arttırdığı gözlemlenmiştir. Sonuç olarak; yatırım projelerinin maliyet hesaplamalarında gerçekçi değerlere dayalı risk analizleri yapılması gerektiğinin ve simülasyon yaklaşımlarında esas alınacak olasılık dağılım fonksiyonlarının seçiminin; nihai değerlendirmelere direk olarak yansıyacağının göz önünde bulundurulması gereken önemli birer parametre olduğu anlaşılmıştır., Cost estimations and realization of the estimations in construction projects are of great importance for both the employer and the contractor. Although the construction sector contains many risk factors, risks are not handled at the required level in our country and therefore, the controls of the costs that will occur are not sufficient. For the success of the project, the uncertainties and risks of the construction industry should be well defined and analyzed Firms should create the strategies they will follow against the risks they will encounter in the project before the risk factors occur. The risks that may occur may create negative deviations in the quality, cost and time targets, which are the elements of the project triangle. Therefore, risk management is vital for construction projects. In this study, with the help of Monte Carlo Simulation, it is aimed to determine the deviation rates of the main cost items in the domestic projects with the help of three different statistical distributions. In the study, Monte Carlo Simulation was applied with a package software. The results of the triangular distribution, uniform distribution and PERT distribution given by the @risk software were compared based on the findings. For the minimum and maximum deviation values of the main cost items, the member companies of the Turkish Contractors Association were surveyed for domestic projects, and the minimum and maximum deviation rates in the main cost items were calculated with the averages of the values. As a result of the study, the probability of realization of the main work items in the estimated costs in domestic projects in construction and the performance differences between these distributions were evaluated using three different statistical distributions. One of the important findings is that "the minimum and maximum deviation of the cost item for earthworks is higher than the other items". When the statistical probability distributions used in the study are evaluated; It has been observed that the small standard deviation of the PERT distribution increases the probability of occurrence at the optimum value, while the high standard deviation of the uniform distribution will increases probability of the distribution close to the minimum and maximum point. As a result; risk analyzes based on realistic values should be made in cost calculations of investment projects and the selection of probability distribution functions to be taken as a basis in simulation approaches; It has been understood that it is an important parameter that should be taken into account that it will directly reflect on the final evaluations.
