This article analyzes Reverse Logistics (RL) practices associated with the concept of Circular Economy (CE), comparing studies conducted before and after the implementation of the National Solid Waste Policy (NSWP) in Brazil. Data from companies in the Sul Fluminense region were analyzed using the Analytic Hierarchy Process to prioritize RL practices and identify those related to CE. The research included companies from nine Brazilian economic sectors that engage in some form of RL. The comparison of results aimed to evaluate the influence of the NSWP on these practices, with data analyzed using the Super Decisions software (version 3.2) to establish priorities and aggregate them using the Aggregating Individual Priorities method. It was observed that the implementation of the NSWP in 2010 emphasized the importance of sustainability. Although the concept of CE is recent, its operationalization is based on consolidated RL practices such as recycling, remanufacturing, and material reuse. The study provides insights to optimize and expand these practices, facilitating the transition from a linear economy to a circular one. [ABSTRACT FROM AUTHOR]

13. Spatial patterns of mortality in low birth weight infants at term and its determinants in the State of São Paulo, Brazil

Objective: Low birth weight (LBW) is a public health problem strongly associated with infant mortality. This study aimed to identify the spatial distribution of infant mortality in newborns with LBW (750–2,500 g) at term (≥37 weeks of gestation), due to their being small for gestational age, analyzing its association with mother-related determinants, as well as to identify priority areas of mortality in the State of São Paulo, 2010–2019. Methods: Infant mortality rate was analyzed in the division of neonatal mortality and postneonatal mortality of newborns with LBW at term. The empirical Bayesian method smoothed the rates, the univariate Moran index was used to measure the degree of spatial association between the municipalities, and the bivariate Moran index was employed to identify the existence of a spatial association between the rates and the selected determinants. Thematic maps of excess risk and local Moran were prepared to identify spatial clusters, adopting 5% as a significance level. Results: The excess risk map showed that more than 30% of the municipalities had rates above the state rate. High-risk clusters were identified in the southwest, southeast, and east regions, mainly among more developed municipalities. The determinants of adolescent mothers, mothers over 34 years of age, low education, human development index, social vulnerability index, gross domestic product, physicians, and pediatric beds showed a significant association with the rates evaluated. Conclusions: Priority areas and significant determinants associated with reduced mortality in newborns with LBW were identified, suggesting the need for intervention measures to achieve the Sustainable Development Goal. RESUMO Objetivo: O baixo peso ao nascer (BPN) é um problema de saúde pública e está fortemente associado à mortalidade infantil. Este estudo teve como objetivo identificar a distribuição espacial da mortalidade infantil em recém-nascidos com BPN (750–2.500 g) a termo (≥37 semanas de gestação), por serem pequenos para a idade gestacional, analisando sua associação com determinantes relacionados à mãe, bem como identificar áreas prioritárias de mortalidade no Estado de São Paulo, 2010–2019. Métodos: A taxa de mortalidade infantil foi analisada na divisão da mortalidade neonatal e mortalidade pós-neonatal de recém-nascidos com BPN a termo. O método bayesiano empírico alisou as taxas, o índice de Moran univariado foi utilizado para medir o grau de associação espacial entre os municípios e o índice de Moran bivariado foi empregado para identificar a existência de associação espacial entre as taxas e os determinantes selecionados. Mapas temáticos de excesso de risco e Moran local foram elaborados para identificar aglomerados espaciais, adotando-se 5% como nível de significância. Resultados: O mapa de excesso de risco mostrou que mais de 30% dos municípios apresentaram taxas acima da taxa estadual. Aglomerados de alto risco foram identificados nas regiões sudoeste, sudeste e leste, principalmente entre os municípios mais desenvolvidos. Os determinantes mães adolescentes, mães acima de 34 anos, baixa escolaridade, índice de desenvolvimento humano, índice de vulnerabilidade social, produto interno bruto, médicos e leitos pediátricos apresentaram associação significativa com as taxas avaliadas. Conclusões: Foram identificadas áreas prioritárias e determinantes significativos associados à redução da mortalidade em recém-nascidos com BPN, sugerindo a necessidade de medidas de intervenção para atingir o Objetivo de Desenvolvimento Sustentável.

- Abstract
The application of machine learning (ML) techniques in supply chain (SC) processes has been gaining popularity over the last years, because ML significantly helps making the SC faster and more efficient, automatising its processes, improving decision making, and mitigating risks, among other benefits that results in cost savings or more profits. The goal of this work was to analyse the existing studies about the integration of ML into supply chain management (SCM), exploring gaps and trends, from a bibliometric analysis of the articles published. The analysis consisted of assessing the total number of published documents between 2000 and 2020. The main contribution of this research was the identification of significant details about the studies conducted involving the integration of ML and SCM, which will help in the development of new studies in this important area.

O setor logístico corporativo se depara com problemas complexos que requerem decisões sobre rotas de fretes, tipos de carregamentos, modais de transporte, entre outros fatores que afetam o custo e a eficiência do serviço logístico. Modelos de simulação podem auxiliar neste tipo de análise, porém, os tempos computacionais envolvidos nestas otimizações via simulação podem ser bastante extensos. Dentre os modelos matemáticos possíveis de serem utilizados em conjunto com a simulação probabilística, a Análise Envoltória de Dados (Data Envelopment Analysis - DEA) se apresenta como uma técnica que possibilita estabelecer um ranqueamento das Unidades Tomadoras de Decisão (Decision Making Units – DMUs) envolvidas no problema tratado, em termos das suas eficiências relativas, a partir da análise dos valores de suas entradas (inputs) e saídas (outputs). Esta técnica pode prover uma redução no espaço de busca e, dessa forma, auxiliar a reduzir estes tempos e trazer resultados de boa qualidade na aplicação da Otimização via Simulação. Quando associados a DEA, métodos de delineamento de experimentos também podem contribuir com a geração de matrizes de experimentos que reduzam o número de testes. Nesse trabalho foi utilizado um modelo de simulação, construído com auxílio do software ProModel, para investigação de um cenário logístico de carregamento de caminhões para expedição de materiais, numa empresa do setor químico, caracterizado por ser um problema multiobjetivo de decisão. Nesse contexto, um modelo DEA-BCC orientado ao insumo e ao produto foi utilizado, considerando-se como sendo as 32 DMUs, definidas com o auxílio dos arranjos experimentais das técnicas de Delineamento de Experimentos de Taguchi e de Hipercubo Latino, compostas pelas variáveis de entrada do modelo (número de operadores, empilhadeiras, docas, turnos e tipos de carga, e as saídas dadas pelo custo médio por palete expedido e o número de caminhões carregados), visando à redução do espaço de busca de soluções. Os resultados mostraram as vantagens de se adotar tais técnicas combinadas, podendo serem citadas a redução de mais de 70% no tempo computacional na resolução do problema multiobjetivo e a redução de cerca de 97% no espaço de busca. It is common to use discrete-event simulation techniques to assess the feasibility of changes in logistical, industrial, hospital and commercial scenarios. The corporate logistics sector is faced with complex problems that require decisions about freight routes, types of shipments, modes of transport, among other factors that affect the cost and efficiency of the logistics service. Simulation models can help in this type of analysis, however, the computational times involved in these optimizations via simulation can be quite extensive. Among the mathematical models that may be used in conjunction with probabilistic simulation, Data Envelopment Analysis (DEA) is presented as a technique that makes it possible to establish a ranking of the Decision Making Units (DMUs) involved in the evaluated problem, in terms of its relative efficiencies, from the analysis of the values of its inputs and outputs. This technique is able to provide a reduction in the search space and, thus, help to reduce these times and bring good quality results in the application of Optimization via Simulation. When associated with DEA, experimental design methods can also contribute to the generation of experiment arrays that reduce the number of tests. In this work, a simulation model was used, built with the aid of the ProModel software, to investigate a logistical scenario of loading trucks for shipping materials, in a company in the chemical sector, characterized by being a multi-objective decision problem. In this context, an input- and output-oriented DEA-BCC model was used, considering the 32 DMUs, defined with the help of experimental arrangements of the Taguchi and Latin Hypercube Design of Experiments techniques, composed of the variables of model input (number of operators, forklifts, docks, shifts and types of cargo, and outputs given by the average cost per pallet shipped and the number of trucks loaded), in order to reduce the search space for solutions. The results showed the advantages of adopting such combined techniques, including a reduction of more than 70% in computational time in solving the multi-objective problem and a reduction of about 97% in the search space.

No Brasil, o setor automotivo representa cerca de 18% do produto interno bruto industrial - PIB Industrial e 3% do PIB Nacional, ocupando direta e indiretamente, aproximadamente 1,3 milhões de pessoas no ano de 2020. Essa indústria tão importante para o tecido econômico brasileiro e com inúmeras ligações intersetoriais tem sido negligenciada ao longo das décadas. De fato, houve a adoção de políticas industriais que, embora tenham injetado recursos na forma de incentivos fiscais e financiamentos subsidiados, foram incapazes de elevar o nível tecnológico dos produtos fabricados para comercialização no Brasil ao mesmo patamar daqueles comercializados nos mercados norte americano, europeu, japonês e sul coreano. Isto tem limitado a capacidade competitiva global do parque industrial brasileiro. A considerar sua relevância para a economia brasileira, esta pesquisa teve por objetivo a criação de um conjunto de proposições norteadoras para a construção de uma política industrial baseado na substituição da frota de veículos com idade superior a dez anos. Esse conjunto de proposições emergiu da aplicação de três rodadas do Método Delphi, com lastro na análise do papel governamental durante a crise econômica de 2007 em países com destacada produção automotiva (China, Estados Unidos da América - EUA, Japão, Alemanha e Coréia do Sul), bem como nas análises das respostas de mais de quinhentos executivos e pesquisadores ligados ao tecido automotivo brasileiro (representantes de instituições científicas e tecnológicas públicas e privadas, instituições públicas de fomento, montadoras, fornecedores de autopeças, sistemistas, empresas de consultoria especializada, consultores independentes, bancos e fornecedores de commodities), assim como na análise de programas setoriais já implementados (Regime Automotivo Brasileiro e Inovar-Auto), bem como programas em andamento (Rota 2030). Tais proposições, que envolvem desde modelos de financiamento de P&D à adoção padrões tecnológicos e de segurança compatíveis aos mercados europeus, norte americano e asiático, trazem o governo como agente indutor da economia e do processo de criação de determinantes de competitividade por meio da implementação de políticas de incentivo à substituição de frota como pedra angular para o fomento de uma economia industrial robusta. The automotive sector plays an important role in the global industrial structure, employing approximately more than 80 million people around the world. In Brazil, the automotive sector represents about 18% of the industrial gross domestic product - Industrial GDP and 3% of the National GDP, directly and indirectly employing approximately 1.3 million people in 2020. This industry is so important for the fabric Brazilian economic system and with numerous intersectoral links has been neglected over the decades. In fact, there was the adoption of industrial policies that, despite having injected resources in the form of tax incentives and subsidized financing, were unable to raise the technological level of products manufactured for commercialization in Brazil to the same level as those commercialized in the North American, European, Japanese and South Korean. This has limited the global competitive capacity of the Brazilian industrial park. Considering its relevance to the Brazilian economy, this research aimed to create a set of guiding propositions for the construction of an industrial policy based on the replacement of the fleet of vehicles over ten years old. This set of propositions emerged from the application of three rounds of the Delphi Method, based on the analysis of the government's role during the 2007 economic crisis in countries with outstanding automotive production (China, United States of America - USA, Japan, Germany and South Korea ), as well as in the analysis of responses from more than five hundred executives and researchers linked to the Brazilian automotive sector (representatives of public and private scientific and technological institutions, public development institutions, automakers, auto parts suppliers, systemists, specialized consulting companies, consultants independent companies, banks and commodity suppliers), as well as the analysis of sectoral programs already implemented (Regime Automotivo Brasileiro and Inovar-Auto), as well as programs in progress (Rota 2030). Such propositions, which range from R&D financing models to the adoption of technological and safety standards compatible with European, North American and Asian markets, bring the government as an inducing agent of the economy and of the process of creating competitiveness determinants through the implementation of policies to encourage fleet replacement, as a cornerstone for fostering a robust industrial economy

Ao promover a coordenação e cooperação entre os membros da cadeia, um gerenciamento de estoque multinível efetivo tem sido reconhecido por reduzir o custo total de estoque. A política de estoque no mercado de adquirência ainda é um campo pouco explorado pela literatura. Para tanto, este trabalho modelou uma política de estoque aplicada a uma cadeia de suprimentos fechada multinível no mercado de adquirência de modo a propiciar uma contribuição para o meio acadêmico. Não obstante, observou-se uma oportunidade de construir a política de estoque sob a ótica do custo de estoque, frete e da falta. Sendo assim, o objetivo deste estudo foi de estabelecer a política de estoque para a gestão de uma cadeia de suprimentos fechada com multiníveis de maneira a atender às especificidades do mercado de adquirência de acordo com o nível de serviço esperado da empresa estudada. Os resultados indicam uma redução do custo total sem afetar negativamente o nível de serviço mínimo esperado pela empresa estudada, considerando o custo de aquisição, frete e da falta, além da influência do mix da composição de estoque na política de estoque. Due to the growing concern about environmental aspects and the possibility of maximizing the value of resources throughout product’s life cycle by reducing waste, the Closed Loop Supply Chain (CLSC) has drawn attention of researchers. By promoting the coordination and cooperation among supply chain members, an effective multi-echelon inventory management has been recognized for minimizing the total inventory cost. The inventory stock policy in acquiring industry is still poorly explored by literature. This paper models an application of inventory stock policy in a closed loop supply chain with multi-echelons in payment card industry to provide a contribution to the academic environment. Nevertheless, there is an opportunity to build the inventory policy from the perspective of the cost of inventory, freight, and shortage. Therefore, the objective of this study is to establish the inventory stock policy for a closed supply chain with multi-echelons to meet the specificities of the acquiring industry according to the expected service level of the studied company. The results indicate a reduction in the total cost without negatively affecting the minimum service level expected by the company studied, considering the cost of acquisition, freight, and shortages, in addition to the influence of the mix of inventory composition on the inventory policy.

25. Spatial patterns of prematurity and its determinants in the metropolitan region of São Paulo, Brazil, 2010-2019.

Objective: To analyze spatial distribution of preterm births and their association with maternal, social, and health services indicators in the metropolitan region of São Paulo, Brazil, 2010-2019., Methods: Ecological study using data on preterm newborns from 39 municipalities in the metropolitan region of São Paulo. Univariate global Moran's index (Im) was used to evaluate spatial association of prematurity, and univariate local Moran's index by using the cluster map (LISA) to identify spatial patterns and clusters. Bivariate global Moran's index was also used to analyze spatial autocorrelation with maternal, social, and health services indicators., Results: A total of 3,103,898 live births were registered in period 2010-2019, of which 331,174 (10.7%) were preterm. The global Moran's index showed spatial independence (Im=0.05; p-value=0.233) of the proportion of preterm births between municipalities. However, in the local spatial analysis it was possible to identify a statistically significant spatial cluster between the municipalities of Biritiba Mirim, Guararema and Salesópolis, with high proportions of preterm births. In the bivariate analysis, a significant positive spatial association was identified with proportions of mothers under 20 years old (Im=0.17; p-value=0.024) and mothers with low schooling (Im=0.17; p-value=0.020), and a significant negative spatial association with HDI (Im=-0.14; p-value=0.039)., Conclusions: The local spatial approach identified a spatial cluster located in the far east of the metropolitan region of São Paulo, where actions by health managers are needed to minimize occurrence of preterm births.

- Abstract
Objective: Low birth weight (LBW) is a public health problem strongly associated with infant mortality. This study aimed to identify the spatial distribution of infant mortality in newborns with LBW (750-2,500 g) at term (≥37 weeks of gestation), due to their being small for gestational age, analyzing its association with mother-related determinants, as well as to identify priority areas of mortality in the State of São Paulo, 2010-2019., Methods: Infant mortality rate was analyzed in the division of neonatal mortality and postneonatal mortality of newborns with LBW at term. The empirical Bayesian method smoothed the rates, the univariate Moran index was used to measure the degree of spatial association between the municipalities, and the bivariate Moran index was employed to identify the existence of a spatial association between the rates and the selected determinants. Thematic maps of excess risk and local Moran were prepared to identify spatial clusters, adopting 5% as a significance level., Results: The excess risk map showed that more than 30% of the municipalities had rates above the state rate. High-risk clusters were identified in the southwest, southeast, and east regions, mainly among more developed municipalities. The determinants of adolescent mothers, mothers over 34 years of age, low education, human development index, social vulnerability index, gross domestic product, physicians, and pediatric beds showed a significant association with the rates evaluated., Conclusions: Priority areas and significant determinants associated with reduced mortality in newborns with LBW were identified, suggesting the need for intervention measures to achieve the Sustainable Development Goal.
