Çalışmada tarih boyunca toplumsal yapıyla paralel şekilde değişerek günümüze gelmiş olan devlet, sosyoloji teorileri eşliğinde incelenmekte ve pandeminin devletlerde neden olduğu değişim ele alınmaktadır. Bu nedenle çalışmanın amacı, genelde devletin dönüşümünü sosyoloji teorileri eşliğinde ortaya koymak, özelde ise post-COVID dünyada devlet egemenliğinin geleceğini tartışmaktır. Devlet, modern dönemlerden bugüne çeşitli şekiller almış, Refah Devleti döneminde güçlenerek, küreselleşme döneminde ise zayıflayarak günümüze ulaşmıştır. Küresel COVID-19 tecrübesi ise, ulus-devletin yeniden güçlenmesine zemin hazırlamıştır. Bu durum ise, devletin durumu konusunda kesin yargı ve kabullere yer olmadığını göstermiştir. Gelinen noktada, güçlenen ulus-devletin, yeni küresellik biçimlerine mi kapı aralayacağı, yoksa neo-feodal bir topluma ve tiranlığa mı neden olacağı konuları ise pandemi sonrası dünyada sosyal bilimlerde ortaya çıkan yeni tartışmaları oluşturmaktadır. COVID-19 sonrası dünyada ulus-devletin hem sosyal ve kamusal özelliklerini güçlü şekilde koruyan, hem de demokrasi için yeni uzlaşma zeminleri yaratacak, esnek bir yapıda olması gerekliliği ise, bu makalenin içeriğini oluşturmaktadır.&nbsp

The family is the most basic institution in any society. The existence of a healthy society is related to the existence of a strong family institution. It is accepted that the problems experienced by the individual are affected by the family and socialization process. In recent studies, it is stated that some negative behaviours that are not accepted by the society are related to the family structure. The problems experienced by the individual in the family environment during childhood can negatively affect his/her behaviour and lead him/her to turn to crime.Crime and punishment are twins. From past to present, social punishment practices have been regulated according to the changing social structure. Traditional penal systems generally practice confinement by choosing to isolate offenders from society. However, incarceration did not succeed in re-committing the crime. This situation is better understood with the increase in the number of prisons and the overcrowding of the prison population. In recent years, some changes have been made in traditional penal systems. The probation system, as a part of these changes, aims to control the perpetrator within the society. Thus, it is tried to ensure that the perpetrator of the crime is approved by the society.The aim of this study is to examine the effect of the family on the delinquency of young people subject to probation within the scope of sociological crime theories, social learning and social control theories, and to evaluate the adequacy of probation, which has an effective importance and value in our country, although it is not very long. In the field research, in which the qualitative research method was applied, in-depth interviews were conducted with 60 people between the ages of 18-30 who were subject to inspection at the "Istanbul Anatolian Probation Directorate". According to the results obtained, it was concluded that there is a significant relationship between young people committing crimes and family structures. Again, in line with the data obtained from the young people who were subjected to inspection, it was revealed that the system needed to be developed., Aile her toplumda en temel kurumdur. Geçmişten günümüze toplumsal cezalandırma uygulamalarında, değişen toplumsal yapıya göre düzenlemeler yapılmıştır. Geleneksel ceza sistemleri genel olarak suçluları toplumdan soyutlamayı seçerek kapatma uygular. Ancak hapsetmek suçun yeniden işlenmesi konusunda başarılı olamamıştır. Bu durum cezaevlerinin sayısının artmasıyla ve cezaevlerinin nüfusunun kalabalıklaşmasıyla daha iyi anlaşılmaktadır. Son yıllarda geleneksel ceza sistemlerinde bir takım değişimler yapılmaktadır. Denetimli serbestlik sistemi de bu değişimlerin bir parçası olarak suç işleyeni toplum içinde kontrol etmeyi hedefler. Böylece suç işleyenin toplum içinde onanması sağlanmaya çalışılır.Bu çalışmanın amacı, denetimli serbestliğe tabi tutulan gençlerin suç işlemelerinde ailenin etkisini sosyolojik suç teorilerinden sosyal öğrenme ve sosyal kontrol teorileri kapsamında incelemek ve ülkemizde, çok uzun olmasa da, etkin bir öneme ve değere sahip olan denetimli serbestliğin genç suçluluğunu önlemede yeterliliğini değerlendirmektir. Niteliksel araştırma yönteminin uygulandığı saha araştırmasında, “İstanbul Anadolu Denetimli Serbestlik Müdürlüğü’nde” denetime tabi tutulan 18-30 yaş arası 60 kişiyle derinlemesine görüşme yapılmıştır. Elde edilen sonuçlara göre, gençlerin suç işlemeleri ile aile yapıları arasında anlamlı bir ilişkinin bulunduğu sonucuna ulaşılmıştır. Yine denetime tabi tutulan gençlerden elde edilen veriler doğrultusunda, sistemin geliştirilmesine ihtiyaç duyulduğu hususu ortaya çıkmıştır.

Bu tezin amacı, Türkiye’deki sosyal değişme süreçlerini, toplumun “yapıtaşı” olarak nitelenen ailenin, gündelik yaşamından yola çıkarak anlamaya çalışmaktır. En yavaş değişen temel bir kurum olan ve her toplumda kutsanan aile en istikrarlı toplumsal kurum olarak görülse de tamamen sabit, değişmeyen bir yapı da değildir. Bu bağlamda ailedeki değişimin genel sosyal değişme kuramlarıyla açıklanabilecek yanları olsa da her aile, hatta her birey bu süreci kendi öznel şartları altında farklı deneyimlemektedir. Bu tezde ailenin gündelik yaşamındaki değişim ve dönüşümünü anlamak amacıyla farklı sosyo ekonomik statüdeki üç kuşaktan kadın ve erkek toplam 77 katılımcıyla aile, evlilik, göç, yerleşim, eğitim, iş yaşamı, aile ekonomisi ve tüketim alışkanlıkları, din algısı, devlet ve toplumsal cinsiyet konularında 102 sorunun yöneltildiği derinlemesine görüşmeler yapılmıştır. Buradan hareketle bu tezin n birinci bölümünde araştırmanın sorunsalı belirlendikten sonra, amaç, önem ve sınırlılıkları belirlenmiştir. Tezin ikinci bölümünde kuramsal ve kavramsal çerçevesi temel kavramlar doğrultusunda oluşturulmuştur. Üçüncü bölümde yapılan araştırmanın modeli, örneklemi, nitel olarak toplanan verilerin yöntemi, katılımcılar hakkında temel bilgiler ve verilerin analizi hakkında bilgi verilmiştir. Tezin dördüncü bölümünde bulgular sunulmaktadır. Bulguları güçlendirmek adına katılımcıların ifadeleri ve değerlendirmeleri sunulmuştur. Sonuç bölümünde niteliksel araştırmanın doğası gereği elde edilen veriler genellenemese de günümüz ailesinin gündelik yaşamıyla ilgili önemli ipuçlarına ulaşılmıştır. Sonuç bölümünde de endüstrileşme, göç, kentleşme, medya, internet, teknoloji, devlet, siyaset, din gibi faktörlerin etkisiyle, ailedeki güç ilişkileri, çocuğun ailedeki yeri, eğitim, yaşamı kazanma yolları, aile ekonomisi ve tüketim alışkanlıklarına, yerleşim ve mekânsal ilişkilere, kuşaklar arası ilişkilerde önemli sayılabilecek değişimler yaşanmıştır. Ancak aile hala en dayanıklı kurum olarak varlığını sürdürmektedir., The aim of this thesis is to try to understand social change processes in Turkey by using the daily life of the family, which is described as the central "building block" of society, as a starting point. Although the family, which is the most slowly changing basic institution accepted in every society, is seen as the most stable social institution, it is not a completely fixed and unchanging structure. Although change in the family has aspects that can be explained by general social change theories, every family, even every individual, experiences this process differently under their own subjective conditions. In this thesis, in order to understand the change and transformation of the family in their daily life, men and women from three generations and different socio-economic statuses, totalling 77 participants, were given in-depth interviews, and answered 102 questions on family, marriage, migration, settlement, education, business life, family economy and consumption habits, religion perception, state, and gender. After determining the question posed by this study in the first part of this thesis, the question’s purpose, importance and limitations are determined. The theoretical and conceptual framework of this study is formed in line with the basic concepts in the second part of the thesis. In the third chapter, information about the model of the research, the sample group, the method used for qualitative data collection, basic information about the participants and the analysis of the data are given. The fourth part of the thesis presents the findings of the study together with the relevant statements and evaluations of the participants. Although the data obtained due to the nature of the qualitative research cannot be generalized, the conclusion section presents important clues about the daily life of the family today. With the effect of factors such as industrialisation, migration, urbanisation, media, internet, technology, state, politics and religion; there have been significant changes in power relations in the family, the place of the child in the family, education, ways to earn a living, family economy and consumption habits, settlement and spatial relations, and inter-generational relations. However, despite these changes and shifts the family still exists as society’s most durable institution.

Küreselleşme ve göç hareketlerinin etkisiyle birlikte nüfus yoğunluğu ve kentleşme faaliyetlerinde büyük bir artış yaşanmıştır. Türkiye'de özellikle İstanbul, Ankara ve İzmir gibi şehirlerde nüfus yoğunluğuna bağlı olarak barınma problemleri ortaya çıkmıştır. Özellikle nüfus yoğunluğu fazla olan bölgelerde deprem riskine karşı insanların can güvenliğini sağlamak, gecekondulaşmaya ve çarpık kentleşmeye ortadan kaldırmak için kentsel dönüşüm projeleri ortaya çıkmıştır. Kentsel dönüşüm projeleri devletin TOKİ ve büyükşehir belediyeleri ile iş birliği içerisinde gerçekleştirmiş olduğu yenilenme süreci olarak ifade edilmektedir. Kentsel dönüşüm projeleri Türkiye genelinde birçok araştırmacının dikkatini çeken bir konu olmuştur. Kentsel dönüşüm sürecine giren bölgelerde ekonomik, sosyal ve kültürel açıdan birçok değişiklik meydana gelmiştir. Kentsel dönüşüme giren bölgelerdeki kişilerin başka bölgelere göç etmek zorunda kalmaları kentsel dönüşüm projelerine olan bakış açısının değişmesine neden olmuştur. Birçok araştırmada kentsel dönüşüm projeleri tartışma konusu olarak yer almaktadır. Bu bilgilerden hareketle bu araştırmada İstanbul ili Kadıköy ilçesi Fikirtepe Mahallesi kentsel dönüşüm sürecinin kadınlar üzerindeki etkisinin değerlendirilmesi konusu incelenmiştir. Çalışma kapsamında Fikirtepe Mahallesi'nde 30 kadın katılımcıya 26 açık uçlu soru yöneltilmiştir. Aynı zamanda bu bölgede çalışan belediye görevlilerinin de bölgeyle ilgili düşüncelerini anlamak için 6 belediye çalışanı ile 12 soruluk bir açık uçlu soru formu uygulaması gerçekleştirilmiştir. Elde edilen veriler sonuçlar kısmında analiz edilmiştir. Çalışma sonuçlarına bakıldığında Fikirtepe Mahallesi'nde ikamet eden kadınların kentsel dönüşüm sürecinden olumsuz yönde etkilendikleri gözlemlenmiştir. Kadınların komşuluk ilişkilerinin bitmesi yabancı uyrukluların bölgeye taşınması nedeniyle güvenlik sorunları yaşaması altyapı problemleri, yüksek ev kiraları nedeniyle ekonomik sorunlar ve çevre kirliliğine bağlı problemler yaşadıkları gözlemlenmiştir. Aynı zamanda bölge genelinde kentsel dönüşüm projesi ile ilgili yeterli düzeyde bilgilendirmenin yapılmadığına buna bağlı olarak kadınların kentsel dönüşüm projesine faydalı bulmadıkları ve desteklemedikleri tespit edilmiştir. Belediye çalışanları ile yapılan yarı-yapılandırılmış görüşme sonuçlarına bakıldığında belediye çalışanları da kadın katılımcılarla benzerlik gösteren cevaplar vermiştir. Bölge halkının kentsel dönüşüm sürecinden memnun olmadığını ve kentsel dönüşüm sürecinin bölgede yaşayanları olumsuz yönde etkilediğini ifade etmişlerdir. Bu araştırmanın kentsel dönüşüm ve Fikirtepe'de yapılan kentsel dönüşüm projesi ile ilgili yapılacak olan benzer araştırmalara kaynaklık etmesi beklenmektedir., With the impact of globalization and the impact of migration movements, there has been a great increase in population density and urbanization activities. In Turkey, especially in cities such as Istanbul, Ankara and Izmir, housing problems have arisen due to population density. Especially in areas with high population density, urban transformation projects have emerged in order to ensure the safety of people against the risk of earthquakes and to eliminate slums and unplanned urbanization. Urban transformation projects are expressed as the renewal process carried out by the state in cooperation with TOKİ and metropolitan municipalities. Urban transformation projects have been a subject that has attracted the attention of many researchers throughout Turkey. Many economic, social and cultural changes have occurred in the regions that have entered the urban transformation process. The fact that the people in the regions undergoing urban transformation had to migrate to other regions caused a change in the perspective on urban transformation projects. In many studies, urban transformation projects take place as a subject of discussion. Based on this information, in this study, the evaluation of the impact of the urban transformation process on women in Istanbul and Fikirtepe District of Kadıköy was examined. Within the scope of the study, 26 open-ended questions were asked to 30 female participants residing in Fikirtepe Mahallesi. At the same time, an open-ended questionnaire consisting of 12 questions was implemented with 6 municipality personnel in the region. The obtained data were analysed in the results section. Looking at the results of the study, it was observed that women residing in Fikirtepe District were negatively affected by the urban transformation process. It has been observed that women experience security problems due to the end of neighbourly relations, the migration of foreign nationals to the region, infrastructure problems, economic problems due to high house rents, and problems related to environmental pollution. At the same time, it was determined that there was not enough information about the urban transformation project throughout the region, and accordingly, women did not find the urban transformation project beneficial and did not support it. Considering the results of the semi-structured interview made with the municipality personnel, the municipality personnel gave similar answers to the female participants. They stated that the people of the region were not satisfied with the urban transformation process and that the urban transformation process had a negative impact on the neighbourhood. It is expected that this research will be a source for similar researches to be conducted on urban transformation and the urban transformation project in Fikirtepe.
