For decades, Luxembourg did without a national university. Before and after the University of Luxembourg's founding (UL) (2003), tertiary education and the status of being a Luxembourgish student have been closely linked to international student mobility (ISM). This long-standing tradition was maintained in the new university via compulsory ISM: to bolster elite European networks and internationalization. Focusing on ISM from Luxembourg, based on analysis of policy documents regarding the UL's foundation and state allowances for students, we show that policymakers strongly favored ISM. We confront this policy agenda with the perspectives and self-identifications of both credit and degree mobile Luxembourgish students. In narrative interviews, students did not always view compulsory ISM as positively as did policymakers. For students, the "quality" of a stay abroad is far more important: a perspective lacking in the state's "quantity"-driven agenda. In the country with the highest ISM rates globally, constraints continue to hinder equity in ISM.

The Europeanization of higher education has gained considerable scope and momentum over the past quarter century. Whereas the coordinative Bologna process, with soft governance mechanisms, has facilitated standardization across countries, European Commission funding programs target universities more directly. The Erasmus Mundus Joint Degree Programme, as an incentive-based program, epitomizes the dynamics of such European funding management. Notably, it has established expanding university networks across Europe and unique new tertiary degrees that facilitate international student mobility. Applying social network analysis to 561 participating universities through several program cycles, we longitudinally examine three key patterns in the program's development: the expansion of the program, the consolidation of pan-European networks, and the participation of and coordination by central universities in these Europeanization processes. Program participation increased considerably across cycles, even as established networks were consolidated, largely through re-accreditation of established programs. Moreover, we identify those universities that assume a central position in the inter-organizational structure of this international program. These universities actively facilitate the evolving Europeanization of higher education by strengthening inter-university networks via a signature EU program.

For decades, the Nordic countries have been admired for their inclusive education systems within egalitarian societies, bolstered by PISA studies and global calls to ensure inclusive education as a human right. This paper contrasts idealised perspectives on Nordic education with internal experiences, exploring recent challenges to the relationship between special and inclusive education. Using Sweden as a case study, it highlights internal diversity within the Nordic region, showing differing paths and gaps between research, policy and school realities. The risks of idealising past educational models are discussed, noting that Sweden, once known for its egalitarian education and low special education needs classification rates, now faces higher classification rates and more separate provision due to policy changes. Recent trends have shown a shift towards increased diagnosis and classification, influenced by marketisation and decentralisation policies. The paper focuses on neurodivergence, analysing shifts in government priorities, teacher education, school practices and research agendas. Analysis of recent policies, reports and educational data reveals winners and losers in school participation, providing insights into the implications for educational discourse, the future of the 'Nordic model', and Swedish education in a global context. All fields of knowledge are challenged to adopt newer, more sophisticated methodologies to cope with growing complexity. Phenomena under study require further multidisciplinary and mixed methods collaborations to achieve expertise able to improve research strategies and practices. Furthermore, traditional methodological approaches face limits to their analytical reach. Here, we demonstrate opportunities from adopting newer, more sophisticated methodologies in the field of higher education (HE) research by comparing three case studies. We argue that such methods and data innovate the mapping and understanding of global HE. These studies uncover novel field characterizations, enabled via analysis of tens of thousands of HE authors and articles over several decades to assess how journal publication, topics, and levels of analysis (individual, organizational, and system) have evolved. Our results imply that to better understand the future of HE worldwide and to address growing challenges, newer methodological directions and data sources will be key to facilitate more comprehensive examinations of the globalizing field. However, our analysis also highlights the technical and learning challenges in implementing these methodologies; thus, we argue for the need to promote more sophisticated methodological training of current and future generations of HE researchers as well as strengthened collaborations across disciplinary, methodological, and cultural boundaries.
