In the national strike of June 2022 in Ecuador, the media was the scene of confrontational discourses regarding the mobilization. The community media, unlike the private media, allied themselves with the demonstrators' positions. This theoretical-analytical reflection addresses two particularities that were evidenced in the practices of community media, the media-space relationship and the configuration of discourses, in order to evaluate the power of these media to sustain different and more responsible communication proposals, especially in contexts of high social conflict. The social outbreak of 2019 caused a deep crisis in the Chilean political system, which political parties sought to solve by opening a constitutional change process through the Constitutional Convention. This institutional response appeared to indicate the outbreak had ended and that social movements and political parties acted separately. However, this article contends that both actors directly interacted, arguing that the Convention institutionally prolonged the social outbreak. To understand the scope and obstacles of the interaction between these actors, I conducted 45 interviews with members of the Constitutional Convention (convencionales) both party members and those coming from the social movements. By contrasting both perspectives, this article finds that the persistence of mutual distrust across members of the constitutional convention, along with the time constraints imposed by the institutional design of the process, hindered the construction of broad agreements. This study offers a detailed view of the internal dynamics of the Convention, contributing to the understanding of the interaction between activists and parties both at the institutional level and in the context of the Chilean social outbreak. SOCIAL institutions , *CORPORATE culture , *SOCIAL change , *TRUST , *SOCIAL forces , *HUMAN security - Abstract
In the development of the existing conflicts encompassed in the historical development of Colombian society, the year 2020 marked a turning point for citizens and institutions as a result of social upheavals that had been occurring and that demanded responses in order to reformulate the functions of the Public Force. This article explores the historical context that gave way to this process of reflexivity and, in turn, assumes a theoretical and political position concerning the perspective of the security forces in the current process of transformation towards a culture of institutional and social peace. This is carried out by means of a qualitative methodology of a comprehensive hermeneutic nature that allows us to explore, based on the Colombian experience, the ways to contribute to the construction of a culture of peace. Thus, finally, Human Security is presented as a concept and practice that allows for the strengthening of Human Rights in the institutions and works towards their promotion and respect, generating trust between the security forces and society, and a change in the institutional and social paradigm that reconciles us as a country. This article derives from ethnographic fieldwork conducted in Bogotá during the social protests that occurred between November 2019 and April 2022. It focuses on understanding the origins and dynamics of the violence employed by the state's security forces in these instances of collective action. We argue that this violence, primarily exercised by police special units as a repressive apparatus of the state, cannot simply be explained as an undifferentiated form of domination that institutions resort to when their power is weakened. Instead, it refers to cultural meanings that enable, sustain, and validate it as a privileged way to address conflict. We explore this phenomenon through a category that emerged from the field, which underlies how subjects' bodies were treated and which refers to deeply ingrained social consensuses: obedience through pain. We argue that this category, rooted in Judeo-Christian religious doctrine, operates as a mandate and principle of action of public force whose most obvious expression is material violence, but which simultaneously involves a radical symbolic violence. As an analytical tool, obedience through pain helps us understand processes of production of subjectivity that legitimize the elimination of others, but also those through which possibilities of existence, resistance, and strategies that challenge forms of state authority unfold. The study thus contributes to clarifying, from a political perspective, the rationality on the basis of which violence operates, rather than merely reiterating its immanence in the Colombian context. This article presents the research results based on an inquiry into the relationship between visuality and the right to the city for the particular case of Quito-Ecuador. The audiovisual communicative work on the social protests of the years 2019 and 2022 of the Acapana organization was taken as a case study, paying attention to the way in which its productions collaborated with the urban evolution, and in that sense, with the relationship between visuality and right to the city. It is conceived that the right to the city in relation to visuality defines realities and possibilities for cases such as the city of Quito, where certain audiovisual practices and narratives may be contributing to this. The social protests of 2019 and 2021 in Colombia marked a turning point in the political culture of protest. From the perspective of the processes of mediatization, digitalization, and democratization that digital convergence confers on political participation, a reflection is made around the concept of participatory culture as the axis of analysis of the transformations of social protest, its media construction, and its individual and collective experimentation. Sixteen digital communicative pieces produced by native digital media were analyzed, which, supported by resources of digital communication, evidence a political and media culture of protest, supported by the logic of social media, with a strong counter-hegemonic and discursive opposition component. Objective/context: This article studies the use made by the Executive of the state of siege between 1958 and 1990 to silence the opposition and contain social protest, seeking to highlight how the laws that today criminalize protest in Colombia reproduce the authoritarian traits built during this period. Methodology: A qualitative method was developed based on a compilation of legislative decrees issued between 1958 and 1990. This analysis includes a review of the statement of the decrees that established the state of siege, the measures adopted by the Executive to avoid disturbances of public order, and the political context in which these decrees were issued. Conclusions: This study reveals that more worrying than the repression of a specific government, the excesses we observe today by the government and the public forces in the management of social protest are part of political practices that have been rehearsed and reinforced for decades in times of crisis. Originality: Although there are numerous investigations on states of siege, this work contributes to understanding how an authoritarian past has been built and continues to be present in the memory of our institutions and determines how our rulers face dissent. Abstract On November 21st, 2019 (21N), Colombia experienced one of the most shocking social mobilizations in history. The effervescence of the mobilization was neutralized by the social isolation generated by COVID-19 and challenged on September 11th, 2020 (9S), after the murder of a citizen due to excessive use of force by law enforcement. However, civil society resisted the coercive measures of the pandemic and the state violence with viral memes as a synthetic, hyperbolic, and ironic expression of reality. In this regard, the objective of the article is to analyze how memes, from iconic, semantic, and humorous perspectives, catalyze the understanding of social protests and mobilize a global trend to reinforce criticism of political and economic power, from digital activism. The methodology of multimodal analysis is worked with a corpus of 201 memes. The results show how the meme transforms an instant message, into discursive practices that criticize the action or inertia of state and private institutions. In conclusion, it is proposed that although memes are not a guarantee of a transformation of reality, they do revitalize traditional social mobilizations that seek social empathy from the public sphere. Abstract: Walking through the streets of the center of Santiago de Chile after the social revolt of October 2019, one can see the mural interventions that commemorate and denounce state violence, confronting the government's silence and censorship on the human rights violations during those months. Among these, it is not uncommon to see urban art that refers to consumer culture, especially Japanese animation series (anime) and manga (Japanese comics) made by organizations such as Otaku Antifascista or Tatakae Chile. However, the phenomenon draws attention because it is replicated not only in the context of the protest in Chile but also in countries like Peru and Bolivia, where anime fans, widely known as otakus, build a new language of social protest. This essay reflects on this articulation, evaluating the spatial displacement of the otaku referent from its consumption in private (closed) spaces to its use in public ones (as a political message), following the logic of the spatial theory. - Abstract
The structural adjustment policies typical of the neoliberal model in Latin American countries have prompted an increase in social mobilization that demands the guarantee of human rights and the attention of the Social State of Law. Government responses have oscillated between harsher legal repression and violent repression by police and army forces. In this article of reflection, an analysis of the National Strike in Colombia of 2021 is made through the concept of authoritarian neoliberalism, in the same way contributions from the geographical discipline are cited as part of the theoretical construct that provides analytical tools for the study of the social movements in the disputes of power that are manifested in the public space; With these bases, the emergence and evolution of the neoliberal model in Colombia is described; and, finally, the 2021 National Strike is analyzed as an archetypal case of intense social conflict characterized by new repertoires of protest and legal and police repression., Las políticas de ajuste estructural propias al modelo neoliberal en los países latinoamericanos han incitado el incremento de la movilización social que demanda la garantía de los derechos humanos y la atención del Estado social de derecho. - Abstract
This article seeks to understand the power of art in relation to public space and social protest in the context of Medellin (Colombia). Emphasis is placed on the ‘social outbreak’ (April-June 2021), a moment in which crowds took to the streets to denounce their social discontent. It dialogues with theoretical referents of the categories art-body, public space and protest, and with empirical data from ethnographic observations and testimonies of creative processes related to the social outburst. It is argued that the relevance of aesthetic languages allows us to think about the configuration of a new repertoire where art, artists and participants become agents of social action.

- Abstract
On November 21th, 2019 (21N), Colombia experienced one of the most shocking social mobilizations in history. The effervescence of the mobilization was neutralized by the social isolation generated by Covid-19 and challenged on September 11th, 2020 (9/11), after the murder of a citizen due to excessive use of force by law enforcement. However, civil society resisted the coercive measures of the pandemic and the state violence, with viral memes as a synthetic, hyperbolic, and ironic expression of reality. In this regard, the objective of the article, is to analyze how memes, from iconic, semantic and humorous perspectives, catalyze the understanding of social protests and mobilize a global trend to reinforce criticism of political and economic power, from digital activism. The methodology of multimodal analysis is worked with a corpus of 201 memes. The results show how the meme transforms an instant message, into discursive practices that criticize the action or inertia of state and private institutions. In conclusion, it is proposed that although memes are not a guarantee of a transformation of reality, they do revitalize traditional social mobilizations that seek social empathy from the public sphere., El 21 de noviembre de 2019 (21N), Colombia vivió una de las protestas sociales más impactantes de su historia. . The structural adjustment policies typical of the neoliberal model in Latin American countries have prompted an increase in social mobilization that demands the guarantee of human rights and the attention of the Social State of Law. Government responses have oscillated between harsher legal repression and violent repression by police and army forces. In this article of reflection, an analysis of the National Strike in Colombia of 2021 is made through the concept of authoritarian neoliberalism, in the same way contributions from the geographical discipline are cited as part of the theoretical construct that provides analytical tools for the study of the social movements in the disputes of power that are manifested in the public space; With these bases, the emergence and evolution of the neoliberal model in Colombia is described; and, finally, the 2021 National Strike is analyzed as an archetypal case of intense social conflict characterized by new repertoires of protest and legal and police repression., Les politiques d'ajustement structurel typiques du modèle néolibéral dans les pays d'Amérique latine ont suscité une augmentation de la mobilisation sociale qui exige la garantie des droits de l'homme et l'attention de l'État social de droit. The research examines the methods in which social protest is criminalized through the media, as symbolic systems for the construction of reality that favor the control and reproduction of the social order. Based on the case study of the feminist demonstration on March 8, 2020, in Spain, the framing made by the newspapers El País, El Mundo, La Vanguardia, ABC and La Razón in their informative productions are analyzed. The observation period is between March 7 and June 21, 2020, when the first alarm state declared by the Spanish Government to fight the covid-19 pandemic ended. The results show that beyond the editorial and ideological lines of these media, the feminist protest was mainly demonized by the framing identified in the texts, through the construction of a general idea of responsibility in the spread of the virus.
