9. Operationalising ODEMM risk assessment for Integrated Ecosystem Assessment scoping : Complexity vs. manageability

Abstract

Integrated Ecosystem Assessments (IEA) require consideration of the full suite of pressures and impacts affecting ecosystems. However, capacity limitations often severely limit our ability to do everything that we want or 'should' do, outside of short-term fully-funded focused research projects. In order to make IEA a reality in many contexts, priority consideration has to be given to how to achieve such comprehensive assessments. Ecoregions and Large Marine Ecosystems (LMEs) have been identified as potential management units, however these large areas encompass diverse habitats, and multiple nations with diverse human communities and use of marine environments, and a multitude of different management strategies. In this context, how can we make IEA an operational tool that can be applied at such high-level in a comparable, yet regionally-relevant adaptable approach? This paper outlines the demonstration and adaptation of an established risk assessment approach (Options for Delivering Ecosystem-Based Marine Management: ODEMM) to a rapid risk scoping tool, and how this approach has been applied using open source common analytical tools to improve operationality in both the Mission Atlantic project and the International Council for the Exploration of the Seas (ICES) Integrated Ecosystem Assessment Working Groups. Furthermore, a hierarchical approach is detailed that allows the integration of different levels of detail into a common format. The resulting assessments are then ground-truthed with stakeholders to identify issues, omissions, potential conflicts, and key areas of interest for the next steps of the IEA process.

Abstract

I denne rapporten gir Overvåkingsgruppen, for første gang, en felles vurdering av miljøtilstanden i Barentshavet og havområdene utenfor Lofoten, Norskehavet og Nordsjøen med Skagerrak. Det er også første rapport som bruker resultater fra det nylig utviklede fagsystemet for vurdering av økologisk tilstand. I denne rapporten dekkes to hovedtemaer: (1) Dominerende trekk i status og utvikling i økosystemet i alle tre havområdene, basert på vurderingene av økologisk tilstand, Overvåkingsgruppens rapport om forurensning fra 2022, indikatorer fra Overvåkingsgruppen som ikke er dekket under vurdering av økologisk tilstand, samt rapporter og annen relevant informasjon fra forskning, og (2) en vurdering av karbonbinding i marint plankton, marine vegetasjonstyper og marine sedimenter. I tillegg er det gitt en oppsummering for endringer i ytre påvirkning, vurdering av kunnskapsbehov samt en vurdering av indikatorverdier i forhold til referanseverdier og tiltaksgrenser. Vurderingen av dominerende trekk i utvikling og tilstand av miljøet som er gitt i kapittel 2, utgjør Overvåkingsgruppens bidrag til Faglig forums samlerapport om det faglige grunnlaget for revisjon og oppdatering av de helhetlige forvaltningsplanene for norske havområder. Abstract

Interdisciplinary research is paramount to addressing ocean sustainability challenges in the 21st century. However, women leaders have been underrepresented in interdisciplinary marine research, and there is little guidance on how to achieve the conditions that will lead to an increased proportion of women scientists in positions of leadership. Here, we conduct in-depth qualitative research to explore the main barriers and enablers to women’s leadership in an academic interdisciplinary marine research context. We found that interdisciplinarity can present unique and additional barriers to women leaders (e.g., complexity and lack of value attributed to interdisciplinary research) and are exacerbated by existing gender-specific issues that women experience (e.g., isolation and underrepresentation and stereotyping). Together these barriers overlap forming the “glass obstacle course”—which is particularly challenging for women in minoritized groups. Here, we provide a list of concrete, ambitious, and actionable enablers that can promote and support women’s leadership in academic interdisciplinary marine research.

Abstract

The Working Group on the Integrated Assessment of the Central Arctic Ocean (WGICA) aims to provide a holistic analysis of the present and future status of the Central Arctic Ocean (CAO) ecosystem and human activities therein. Climate change reduces sea ice, increases light penetration, causes regionally variable trends in stratification and mixing of the water column, increases inflow in both the Atlantic and Pacific sectors, and heating of waters at the surface and extending deeper. These changes in turn affect primary production and cascade through the foodweb to ice-associated fauna, zooplankton, fish, benthos, seabirds, and marine mammals. These changes may be exacerbated by increasing human activities in and around the CAO, including increasing pollution from ship traffic and from the transport of contaminants to the ecoregion by rivers and ocean currents. The number of ships and distances travelled are increasing and it is anticipated that both commercial and tourist traffic by sea and air will continue to rise. The CAO is a sink for many pollutants such as microplastics, which have been found in sea ice and wildlife. Current and future threats to the ecoregion from human activities and pressures also include increased risk of oil spills and biodiversity loss if ocean mining expands into the Arctic. While the Agreement to Prevent Unregulated Fishing in the High Seas Portion of the Central Arctic Ocean entered into force in June 2021 bans commercial fishing in the high seas of the CAO, fish populations continue to be impacted by the effects of a warming ocean, retreating ice cover, and acidification. These threats have important ecological and policy implications for the entire foodweb and the Arctic community. Abstract

I dette arbeidet er det gjort en vurdering av risiko fra samlet påvirkning med tilhørende usikkerhet for aktive sektorer i norske havområder, for hvert av havområdene Nordsjøen, Norskehavet og Barentshavet, og for hvert av de 19 foreslåtte særlig verdifulle og sårbare områdene (SVO). Resultatene i denne rapporten bør sees på som en første og midlertidig versjon, da det er aller første gang rammeverket benyttes for norske havområder. All informasjon om sektorenes aktivitet er tatt fra en representativ periode (2017-2019), og speiler så nær som mulig dagens aktivitet. Vi har valgt å ikke benytte nyere data, da pandemien påvirket noen av sektorene i stor grad. Akuttutslipp og andre uhell er ikke gjenstand for vurdering i denne rapporten. Usikkerhet knyttet til eksponering (tid og rom) og sårbarhet er inkludert i vurderingene. Det er stor variasjon i usikkerheten, både sektor-relatert og relatert til miljøverdi og/eller påvirkningsfaktor. Dette arbeidet bygger på rapporten Særlig verdifulle og sårbare områder (SVO) i norske havområder – Miljøverdi og Miljøverdiers sårbarhet for påvirkninger. Her tar vi i bruk ODEMM (Options for Delivering Ecosystem-based Marine Management) rammeverket for å vurdere risiko for negativ påvirkning.

Abstract

The Working Group on Integrated Assessment of the North Sea (WGINOSE) aims to provide a holistic analysis of the present and future status of the North Sea Ecosystem and the human activities therein. Analysis is split among 14 strata since the North Sea is a diverse ecosystem spanning the shallows of the Southern North Sea banks to the deeps of the Norwegian Trench. State-of-the-art statistical methods for trend analysis have been performed on time-series data spanning 35 years (between 1984–2022) with two different methods. In addition, a flagged observation (FO) analysis has been performed. The overall picture is that herring and cod show a downward trend in most subareas, while plaice, mackerel and sprat have an upward one. The total biomass of zooplankton is upward in areas Utsira, German Bight and Norwegian Trench, and downward in the Fladen area. The FO analysis give several occasions where the fish stocks are above the estimated trend in the period 2020–2022, and a few that is below. A lack of consistent datasets for oceanography suggest that next year that analysis will be based on model-data (Copernicus). An interactive map of human activities was developed and presented the first time in 2020, and further updated in 2021 with more layers. All data are obtained from The European Marine Observation and Data Network (EMODnet). Procedures for periodic update are documented and published. The plan is to update the pressure maps every third years, in time for revision of the Greater North Sea ecosystem overview. A paper has been published in Frontiers in Marine Science which explores the utility of Ecopath with Ecosim (EwE) and conceptual models developed by WGINOSE and others for the North Sea (Olsen et al., 2023). Information gained from a series of workshop with stakeholder’s engagement developing qualitative (mental) models for different North Sea strata, showed the potential of contributing to integrated ecosystem assessment (IEAs) to facilitate the pathways towards an ecosystem-based management advice. The Ecosystem Overview of the Greater North Sea was updated in 2022 following the new structure (ICES 2022). The overview concluded that the greatest impact risk is caused by fishing followed by shipping. Abstract

Impacts of climate change on ocean productivity sustaining world fisheries are predominantly negative but vary greatly among regions. We assessed how 39 fisheries resources—ranging from data‐poor to data‐rich stocks—in the North East Atlantic are most likely affected under the intermediate climate emission scenario RCP4.5 towards 2050. This region is one of the most productive waters in the world but subjected to pronounced climate change, especially in the northernmost part. In this climate impact assessment, we applied a hybrid solution combining expert opinions (scorings)—supported by an extensive literature review—with mechanistic approaches, considering stocks in three different large marine ecosystems, the North, Norwegian and Barents Seas. This approach enabled calculation of the directional effect as a function of climate exposure and sensitivity attributes (life‐history schedules), focusing on local stocks (conspecifics) across latitudes rather than the species in general. The resulting synopsis (50–82°N) contributes substantially to global assessments of major fisheries (FAO, The State of World Fisheries and Aquaculture, 2020), complementing related studies off northeast United States (35–45°N) (Hare et al., PLoS One, 2016, 11, e0146756) and Portugal (37–42°N) (Bueno‐Pardo et al., Scientific Reports, 2021, 11, 2958). Contrary to prevailing fisheries forecasts elsewhere, we found that most assessed stocks respond positively. However, the underlying, extensive environmental clines implied that North East Atlantic stocks will develop entirely different depending upon the encountered stressors: cold‐temperate stocks at the southern and Arctic stocks at the northern fringes appeared severely negatively impacted, whereas warm‐temperate stocks expanding from south were found to do well along with cold‐temperate stocks currently inhabiting below‐optimal temperatures in the northern subregion. 27. MILJØVERDIERS SÅRBARHET I NORSKE HAVOMRÅDER — En gjennomgang av sårbarhet til ulike typer påvirkninger i foreslåtte særlig verdifulle og sårbare områder i norske havområder

Abstract

Det er gjennomført en kunnskapsbasert vurdering av sårbarhet med konfidens for de viktigste påvirkninger på miljøverdier i norske havområder generelt, og for hvert av områdene som er foreslått som Særlig verdifulle og sårbare (Eriksen mfl. 2021). Sårbarhetsvurderingene er gjort for ni miljøverdier, dvs samlegrupper som representerer isbiota, planteplankton, dyreplankton, tang, tare og ålegras, mesopelagisk fauna, fisk, bunnsamfunn, sjøfugl og sjøpattedyr, i tillegg til for miljøverdien “næringsnett”, som viser sammenhengen mellom ulike organismer i et økosystem. Flere av miljøverdiene er videre delt opp i undergrupper, slik at det totalt sett er 21 miljøverdier. Sårbarheten for hver av disse er vurdert for 17 ulike påvirkninger: barrierer, bifangst, elektromagnetiske felt, fiske og fangst, forstyrrelser, forsøpling, forurensning, forurensning fra olje, fysisk påvirkning, fremmede arter, næringsstoffer, nedslamming, tap av habitat (forsegling), undervannsstøy, uthenting av ikke-levende ressurser, utilsiktet tap, og klimaendringer.
