- Abstract
China has been undertaking deep reforms in its education sector for several years, making it crucial to evaluate their effectiveness. This study utilizes the Pressure-State-Response (PSR) model, widely applicable to comprehensive education reform assessments, to construct an evaluation indicator system. Entropy weight method is employed to determine indicator weights, and a comparative analysis is conducted using the examples of Shanghai (Eastern China), Hubei (Central China), and Chongqing (Western China) as representative provincial administrative regions. The study reveals that comprehensive education reforms have achieved significant progress in China. Overall, the effectiveness of these reforms exhibits a clear spatial pattern - "high in the eastern regions and low in the western regions". While the eastern region has a strong foundation, the momentum of reform is not as robust as in the central and western regions. Additionally, there is a trend of converging actions across different regions. Based on these findings, the paper recommends: (1) continuing to push forward comprehensive education reforms; (2) intensifying efforts to bridge regional education disparities; (3) actively addressing reform shortcomings; and (4) continuously enhancing the personalization of reform measures.
