Soil moisture (SM) and soil freeze–thaw (FT) are two relatively active surface parameters that are significant to the sustainable development of the water–land–air–plant–human nexus. Over time, regional or global SM and FT datasets with different spatial resolutions have been developed. In response to the requirements of multiscale product validation and multisource uncertainty tracking, a soil moisture and soil temperature (ST) monitoring network in the Qinghai Lake Basin (QLB-NET) was established in September 2019. The QLB-NET is characterized by densely distributed in situ sites (82 sites) measuring SM and ST at 5-, 10-, and 30-cm depths, with 60 sites in a large-scale network covering an area of 36 km × 40 km and 22 sites evenly distributed across two small-scale 1 km × 1 km networks. Quantitative analyses of the in situ measurements show that the QLB-NET can provide stable and reliable ground truth for SM and FT over coarse grid scales, e.g., 36 km × 36 km, 25 km × 25 km, and 0.25° × 0.25°. When statistics are correspondingly performed over 50 out of 54, 25 out of 29, and 25 out of 28 sites, the results are described as follows: 1) the standard deviation of the mean SM varies between 0.0127 and 0.0196 m3 m−3, with the corresponding difference between the upper and lower quartiles being less than 0.02 m3 m−3; 2) the ground freeze–thaw state can be correctly identified with high probabilities ranging from 85.3% to 100% on two freeze–thaw transitional dates. The QLB-NET observed datasets are distributed online and will be continuously updated through cooperation with the National Tibetan Plateau Data Center (http://data.tpdc.ac.cn), facilitating product validation and uncertainty tracking, spatiotemporal analysis of SM change and FT transition, optimization of the SM and FT retrieving algorithms and scaling methods, and development of the mountainous microwave radiative transfer model. SIGNIFICANCE STATEMENT: This study aims to introduce the newly constructed QLB-NET in detail, including the site deployment strategy, the installation and maintenance, the sensor calibration, and the characteristics and quality of the in situ SM and ST measurements. Quantitative analyses of the in situ measurements show that the QLB-NET can provide stable and reliable ground truth for SM and FT over coarse grid scales, e.g., the SMAP 36 km × 36 km grid. The high-quality QLB-NET measurements will facilitate research of product validation and uncertainty tracking, spatiotemporal analysis of SM change and FT transition, optimization of the SM and FT retrieving algorithms and scaling methods, and development of the mountainous microwave radiative transfer model. Atmospheric rivers (ARs) have the potential to generate large-impact hydrometeorological events over mountainous topography. In this study, we investigate ARs' impacts on the hydrology of Indus basin (IB) and Ganga basin (GB), two highly populated basins of the Himalayas. We used the recently developed 37-yr-long ERA5-based AR database over the Himalayas to explore the influence of ARs on total and extreme precipitation, snowfall, and floods over these basins. We find that ARs contribute ∼25% to the annual rainfall in the IB and ∼15% in the GB. Over the mountainous regions, ARs contribute more than 50% to winter precipitation in Karakoram (KA), Hindu–Kush (HK), central (CH), and western Himalayas (WH), and respectively explain over 75%, 57%, 42%, and 30% of their interannual variability. The seasonal rainfall extremes over the mountain foothills are most often (50%–100%) associated with ARs in winter and spring, whereas the summer and autumn extremes over the plains and mountains foothills appear moderately associated with ARs (10%–40%). The two most catastrophic flood events (2014 Kashmir flood and 2013 Uttarakhand flood) in these basins are found to be linked with category 5 ARs. Upon further examination of floods over a long period, we noted that 56% and 73% of the floods in IB and GB, respectively, are related to ARs. Accurate streamflow simulations rely on good estimates of the catchment-scale soil moisture distribution. Here, we evaluated the potential of Sentinel-1 backscatter data assimilation (DA) to improve soil moisture and streamflow estimates. Our DA system consisted of the Noah-MP land surface model coupled to the HyMAP river routing model and the water cloud model as a backscatter observation operator. The DA system was set up at 0.01° resolution for two contrasting catchments in Belgium: (i) the Demer catchment dominated by agriculture and (ii) the Ourthe catchment dominated by mixed forests. We present the results of two experiments with an ensemble Kalman filter updating either soil moisture only or soil moisture and leaf area index (LAI). The DA experiments covered the period from January 2015 through August 2021 and were evaluated with independent rainfall error estimates based on station data, LAI from optical remote sensing, soil moisture retrievals from passive microwave observations, and streamflow measurements. Our results indicate that the assimilation of Sentinel-1 backscatter observations can partly correct errors in surface soil moisture due to rainfall errors and overall improve surface soil moisture estimates. However, updating soil moisture and LAI simultaneously did not bring any benefit over updating soil moisture only. Our results further indicate that streamflow estimates can be improved through Sentinel-1 DA in a catchment with strong soil moisture–runoff coupling, as observed for the Ourthe catchment, suggesting that there is potential for Sentinel-1 DA even for forested catchments. Significance Statement: The purpose of this study is to improve streamflow estimation by integrating soil moisture information from satellite observations into a hydrological modeling framework. This is important preparatory work for operational centers that are responsible for producing the most accurate flood forecasts for the society. Extreme snow ablation can greatly impact regional hydrology, affecting streamflow, soil moisture, and groundwater supplies. Relatively little is known about the climatology of extreme ablation events in the eastern United States, and the causal atmospheric forcing mechanisms behind such events. Studying the Susquehanna River basin over a 50-yr period, here we evaluate the variability of extreme ablation and river discharge events in conjunction with a synoptic classification and global-scale teleconnection pattern analysis. Results indicate that an average of 4.2 extreme ablation events occurred within the basin per year, where some 88% of those events resulted in an increase in river discharge when evaluated at a 3-day lag. Both extreme ablation and extreme discharge events occurred most frequently during instances of southerly synoptic-scale flow, accounting for 35.7% and 35.8% of events, respectively. However, extreme ablation was also regularly observed during high pressure overhead and rain-on-snow synoptic weather types. The largest magnitude of snow ablation per extreme event occurred during occasions of rain-on-snow, where a basinwide, areal-weighted 5.7 cm of snow depth was lost, approximately 23% larger than the average extreme event. Interannually, southerly flow synoptic weather types were more frequent during winter seasons when the Arctic and North Atlantic Oscillations were positively phased. Approximately 30% of the variance in rain-on-snow weather type frequency was explained by the Pacific–North American pattern. Evaluating the pathway of physical forcing mechanisms from regional events up through global patterns allows for improved understanding of the processes resulting in extreme ablation and discharge across the Susquehanna basin. Significance Statement: The purpose of this study is to better understand how certain weather patterns are related to extreme snowmelt and streamflow events and what causes those weather patterns to vary with time. This is valuable information for informing hazard preparation and resource management within the basin. We found that weather patterns with southerly winds were the most frequent patterns responsible for extreme melt and streamflow, and those patterns occurred more often when the Arctic and North Atlantic Oscillations were in their "positive" configuration. Vegetation parameters for the Variable Infiltration Capacity (VIC) hydrologic model were recently updated using observations from the Moderate Resolution Imaging Spectroradiometer (MODIS). Previous work showed that these MODIS-based parameters improved VIC evapotranspiration simulations when compared to eddy covariance observations. Due to the importance of evapotranspiration within the Colorado River basin, this study provided a basin-by-basin calibration of VIC soil parameters with updated MODIS-based vegetation parameters to improve streamflow simulations. Interestingly, while both configurations had similar historic streamflow performance, end-of-century hydrologic projections, driven by 29 downscaled global climate models under the RCP8.5 emissions scenario, differed between the two configurations. The calibrated MODIS-based configuration had an ensemble mean that simulated little change in end-of-century annual streamflow volume (+0.4%) at Lees Ferry, Arizona, relative to the historical period (1960–2005). In contrast, the previous VIC configuration, which is used to inform decisions about future water resources in the Colorado River basin, projected an 11.7% decrease in annual streamflow. Both VIC configurations simulated similar amounts of evapotranspiration in the historical period. However, the MODIS-based VIC configuration did not show as much of an increase in evapotranspiration by the end of the century, primarily within the upper basin's forested areas. Differences in evapotranspiration projections were the result of the MODIS-based vegetation parameters having lower leaf area index values and less forested area compared to previous vegetation estimates used in recent Colorado River basin hydrologic projections. These results highlight the need to accurately characterize vegetation and better constrain climate sensitivities in hydrologic models. Significance Statement: Understanding systemic changes in annual Colorado River basin flows is critical for managing long-term reservoir levels. Single-digit percentage decreases have the potential to degrade the regions' water supply, hydropower generation, and environmental concerns. Hydrology projections under climate change have largely been based on simulations from the Variable Infiltration Capacity model. Updating the model's vegetation representation based on updated satellite information highlighted the sensitivity of the hydrologic projections to the models' vegetation representation primarily within forested areas. This updated model did not increase in evapotranspiration by the end of the century as much as previous simulations. This increased the mean and ensemble spread of the projected streamflow changes, emphasizing the need to properly characterize the hydrologic model's vegetation parameters and better constrain model climate sensitivity. Precipitation (P) gauge undercatch (PUC) is an important source of error when using observed meteorological datasets for hydrologic modeling studies in regions with cold and windy winters. Preliminary simulations using the Variable Infiltration Capacity (VIC) hydrological model forced with different meteorological datasets showed significant underprediction of simulated streamflow throughout the domain. A new hybrid gridded meteorological dataset at 1/16° resolution based on observed station data was assembled over the U.S. Midwest and Great Lakes region from 1915 to 2021 at a daily time step. Correction of primary station data using existing techniques is generally difficult or infeasible in the United States due to missing station metadata and lack of local wind speed (WS) measurements. We developed and tested several different postprocessing adjustment techniques using regridded WS obtained from the NCEP–NCAR reanalysis. The most effective approach corrected rain or mixed P using WS alone, and P as snow using a regressed snow-to-P ratio from a group of wind-shielded reference stations (to account for different and generally unknown snow measurement techniques). The PUC-corrected gridded products were validated against high-quality shielded stations and corrected Global Historical Climatology Network stations with in situ WS, showing good overall agreement. Observed monthly streamflow at 40 river basins was also compared to hydrologic model simulations forced by datasets with and without PUC corrections. The best PUC-corrected dataset produced improvements in streamflow simulations in at least 80% of the streamflow locations for three validation metrics (r2, Nash–Sutcliff efficiency, bias in the mean), demonstrating its value for hydrometeorological studies in the greater Midwest region. Significance Statement: Many applications in hydrology require in situ precipitation (P) measurements, which are known to have a systematic low bias due to the effects of wind, also known as precipitation undercatch (PUC). Addressing PUC is problematic in the United States due to limited access to detailed station metadata (SMD) and local wind speed (WS) measurements. In this paper we develop a set of procedures to create gridded precipitation datasets for the U.S. Midwest region that incorporate corrections for PUC without needing either (i) detailed SMD or (ii) local WS measurements. Among other tests, results in 40 test basins throughout the Midwest show substantial improvements in simulated streamflow in 32 out of 40 basins when PUC corrections are included in meteorological driving datasets. The Tigris–Euphrates dryland river basin has experienced a declining trend in terrestrial water storage (TWS) from April 2002 to June 2017. Using satellite observations and a process-based land surface model, we find that climate variations and direct human interventions explain ∼61% (−0.57 mm month−1) and ∼39% (−0.36 mm month−1) of the negative trend, respectively. We further disaggregate the effects of climate variations and find that interannual climate variability contributes substantially (−0.27 mm month−1) to the negative TWS trend, slightly greater than the decadal climate change (−0.25 mm month−1). Interannual climate variability affects TWS mainly through the nonlinear relationship between monthly TWS dynamics and aridity. Slow recovery of TWS during short wetting periods does not compensate for rapid depletion of TWS through transpiration during prolonged drying periods. Despite enhanced water stress, the dryland ecosystems show slightly enhanced resilience to water stress through greater partitioning of evapotranspiration into transpiration and weak surface "greening" effects. However, the dryland ecosystems are vulnerable to drought impacts. The basin shows straining ecosystem functioning after experiencing a severe drought event. In addition, after the onset of the drought, the dryland ecosystem becomes more sensitive to variations in climate conditions. Significance Statement: The purpose of the research is to better understand climate impacts on terrestrial water storage over dryland regions with declining water storage. In our study, we disaggregate three components of climate impacts, namely, decadal climate change, interannual variability, and intra-annual variability. We then use observational datasets and a process-based model to quantify their individual effects on water storage. We find that interannual variability is the most significant climatic contributor to the declining water storage, mainly caused by prolonged drought periods and corresponding quick drying rates due to plant transpiration. We also find that the dryland ecosystem is sensitive and vulnerable to severe drought events. This study is important because 1) it provides a framework to investigate climate impacts on water fluxes and storages, 2) it highlights the importance of vegetation dynamics on dryland hydrology, and 3) it emphasizes the negative impacts of extreme hydroclimatological events on ecosystem functioning. The Amu Darya contributed 70% of the flow to the Aral Sea in central Asia before the 1960s, when the Amu Darya streamflow to the Aral Sea started to dwindle. The severe environmental and socioeconomic disaster happened mainly due to intensified water abstraction with the backdrop of climate change. However, knowledge of up to the most recent extreme climate conditions and their changes, as well as their relations to streamflow in the basin, is still lacking. This study aims to understand extreme hydrometeorological conditions and their changes, as well as their relations in the past several decades, especially in the upper Amu Darya basin. The spatial patterns of the means of all extreme temperature indices followed the elevation gradient. The majority of the basin showed an increasing trend in extreme warm events but a decreasing trend in extreme cold events. The north of the upper basin had over 1000 mm annual precipitation, and the east had less than 300 mm annual precipitation. Overall, the upper Amu Darya basin underwent a wetting and warming annual trend. Annual streamflow in the upper subbasins was less than 750 m3 s−1, but together they produced over 1500 m3 s−1 flow in the middle reach and basin outlet. Streamflow change varied among subbasins. Correlations between climatic factors and streamflow at annual time steps were weak but distinct at monthly time steps with lagged effects. In highland subbasins with high coverage of glaciers and snow, temperature minima and maxima impacts were opposite and overwhelmed precipitation, whereas in lowland subbasins, precipitation was more important. Although several flow routing (FR) algorithms are developed for hydrological modeling, it is still uncertain how the selection of algorithms may affect model results. This study aims to explore the similarity and dissimilarity in model results among different FR algorithms characterized by single flow direction (SD) and multiple flow direction (MD). The Coupled Hydro-Ecological Simulation System (CHESS) was incorporated with six different FR algorithms (D8, D∞, MD∞, MD8, MFD-md, and RMD∞) and then applied for modeling ecohydrological processes for a semiarid mountainous watershed in the western United States during 1991–2012. Comparisons were made between the model results at the catchment and the grid scale. After slightly adjusting one of the most sensitive soil parameters, all algorithms behave similarly in simulating stream hydrographs. When averaged for the watershed, the modeled ecohydrological variables mostly do not differ significantly (<5%) among the six FR algorithms. Nevertheless, the simulated ecohydrological variables are spatially more autocorrelated under the more dispersive MD algorithms. In addition, there exist significant (>5%) cell-level differences in modeled soil moisture among different FR algorithms, with propagated influences on the simulated evapotranspiration and vegetation growth variables. In hillslopes, the cell-level differences in model results tend to increase significantly as the flows move to the streams. Overall, this study proves that the watershed-level differences in model results among FR algorithms are low after model calibration, while significant differences still occur at the cell level. Thus, observational data are essential for testing which routing algorithm captures better the reality of local ecohydrological processes. Significance Statement: The consideration of flow routing is essential for accurately simulating land surface ecohydrological processes. However, less is known about how the selection of flow routing algorithms may affect the model results. Based on model experiments, we found that the model results under different algorithms do not significantly differ from each other when averaged for the watershed. However, significant differences in model results exist at the individual cell level. These findings are useful for guiding future modeling-related research and also suggest the importance of field studies for testing which routing algorithm can better represent local ecohydrological processes. We examine polarimetric rainfall estimates of extreme rainfall through intercomparisons of radar rainfall estimates with rainfall observations from a dense network of rain gauges in Kansas City. The setting provides unique capabilities for examining range dependence in polarimetric rainfall estimates due to the overlapping coverage of the Kansas City, Missouri, and Topeka, Kansas, WSR-88D radars. We focus on polarimetric measurements of specific differential phase shift, KDP, for estimating extreme rainfall. Gauge–radar intercomparisons from the "close-range" Kansas City radar and from the "far-range" Topeka radar show that KDP can provide major improvements in estimating extreme rainfall, but the advantages of KDP rainfall estimates diminish with range. Storm-to-storm variability of multiplicative bias remains an important issue for polarimetric rainfall estimates; variability in bias is comparable at both close and far range from the radar. "Conditional bias," in which peak radar rainfall estimates are lower than rain gauge observations, is a systematic feature of polarimetric rainfall estimates, but is more severe at far range. The Kansas City region has experienced record flooding in urban watersheds since the polarimetric upgrade of the Kansas City and Topeka radars in 2012. Polarimetric rainfall estimates from the far-range Topeka radar provide useful quantitative information on basin-average rainfall, but the ability to resolve spatial variation of the most extreme rain rates diminishes significantly with range from the radar. Accurate and reliable forecasts of quickflow, including interflow and overland flow, are essential for predicting rainfall–runoff events that can wash off recently applied agricultural nutrients. In this study, we examined whether a gridded version of the Sacramento Soil Moisture Accounting model with Heat Transfer (SAC-HT) could simulate and forecast quickflow in two agricultural watersheds in east-central Pennsylvania. Specifically, we used the Hydrology Laboratory–Research Distributed Hydrologic Model (HL-RDHM) software, which incorporates SAC-HT, to conduct a 15-yr (2003–17) simulation of quickflow in the 420-km2 Mahantango Creek watershed and in WE-38, a 7.3-km2 headwater interior basin. We directly calibrated HL-RDHM using hydrologic observations at the Mahantango Creek outlet, while all grid cells within Mahantango Creek, including WE-38, were calibrated indirectly using scalar multipliers derived from the basin outlet calibration. Using the calibrated model, we then assessed the quality of short-range (24–72 h) deterministic forecasts of daily quickflow in both watersheds over a 2-yr period (July 2017–October 2019). At the basin outlet, HL-RDHM quickflow simulations showed low biases (PBIAS = 10.5%) and strong agreement (KGE″ = 0.81) with observations. At the headwater scale, HL-RDHM overestimated quickflow (PBIAS = 69.0%) to a greater degree, but quickflow simulations remained satisfactory (KGE″ = 0.65). When applied to quickflow forecasting, HL-RDHM produced skillful forecasts (>90% of Peirce and Gerrity skill scores above 0.5) at all lead times and significantly outperformed persistence forecasts, although skill gains in Mahantango Creek were slightly lower. Accordingly, short-range quickflow forecasts by HL-RDHM show promise for informing operational decision-making in agriculture. Significance Statement: Daily runoff forecasts can alert farmers to rainfall–runoff events that have the potential to wash off recently applied fertilizers and manures. To gauge whether daily runoff forecasts are accurate and reliable, we used runoff monitoring data from a large agricultural watershed and one of its headwater tributaries to evaluate the quality of short-term runoff forecasts (1–3 days ahead) that were generated by a National Weather Service watershed model. Results showed that the accuracy and reliability of daily runoff forecasts generally improved in both watersheds as lead times increased from 1 to 3 days. Study findings highlight the potential for National Weather Service models to provide useful short-term runoff forecasts that can inform operational decision-making in agriculture. A comprehensive ecohydrological analysis is designed to understand the formation and evolution of lake Lop Nur and the environmental change over the Tarim River basin. Three temporal scales from century-based climatological mean to decade-based quasi-steady state change and to annual-scale-based abrupt change test are included. Combining the Budyko and Tomer–Schilling framework, this research first analyzes hydroclimatic and ecohydrological resistance/resilience conditions, then attributes observed changes to external/climate impact or to internal/anthropogenic activities, and finally diagnoses the possible tipping point on ecohydrological dynamics. (i) The arid regions reveal less sensitivity in terms of low variabilities of excess water W and energy U and show high resilience, which will more likely stay the same pattern in the future. (ii) Present towns situated in the semiarid regions with a natural hydraulic linkage with the mainstream of the Tarim River show a higher sensitivity and likelihood to be affected if drier scenarios occurred in the future. (iii) The attribution from two subsequent quasi-steady states indicates increasing effects of the anthropogenic activities increase (1961–80 versus 1981–2000) and provides climatical evidence that the central Tarim River basin was getting wetter before 1960 and then kept drying afterward. (iv) In the Kongqi subcatchment, the excess water reveals a significant decrease-then-increase evolution, from which the years with abrupt changes are observed in the 1960s. Generally, both points iii and iv are in agreement with that the closed-basin lake Lop Nur desiccation until the 1970s and its connection with the eastern part of the Taklamakan Sand Sea. The efforts to develop a hydrologic model-based operational streamflow forecast in India are limited. We evaluate the role of bias correction of meteorological forecasts and streamflow postprocessing on hydrological prediction skill in India. We use the Variable Infiltration Capacity (VIC) model to simulate runoff and root-zone soil moisture in the Narmada basin (drainage area: 97 410 km²), which was used as a testbed to examine the forecast skill along with the observed streamflow. We evaluated meteorological and hydrological forecasts during the monsoon (June--September) season for the 2000--18 period. The raw meteorological forecast displayed relatively low skill against the observed precipitation at 1--3-day lead time during the monsoon season. Similarly, the forecast skill was low with mean normalized root-meansquare error (NRMSE) more than 0.9 and mean absolute bias larger than 60% for extreme precipitation at the 1--3-day lead time. We used empirical quantile mapping (EQM) to bias-correct precipitation forecasts. The bias correction of precipitation forecasts resulted in significant improvement in the precipitation forecast skill. Runoff and root-zone soil moisture forecasts were also significantly improved due to bias correction of precipitation forecasts where the forecast evaluation is performed against the reference model run. However, bias correction of precipitation forecasts did not cause considerable improvement in the streamflow prediction. Bias correction of streamflow forecasts performs better than the streamflow forecasts simulated using the bias-corrected meteorological forecast. The combination of the bias correction of precipitation forecasts and postprocessing of streamflow resulted in a significant improvement in the streamflow prediction (reduction in bias from 40%to 5%). Water resources planning often uses streamflow predictions made by hydrologic models. These simulated predictions have systematic errors that limit their usefulness as input to water management models. To account for these errors, streamflow predictions are bias corrected through statistical methods that adjust model predictions based on comparisons to reference datasets (such as observed streamflow). Existing bias correction methods have several shortcomings when used to correct spatially distributed streamflow predictions. First, existing bias correction methods destroy the spatiotemporal consistency of the streamflow predictions when these methods are applied independently at multiple sites across a river network. Second, bias correction techniques are usually built on time-invariant mappings between reference and simulated streamflow without accounting for the processes that underpin the systematic errors. We describe improved bias correction techniques that account for the river network topology and allow for corrections that account for other processes. Further, we present a workflow that allows the user to select whether to apply these techniques separately or in conjunction. We evaluate four different bias correction methods implemented with our workflow in the Yakima River basin in the northwestern United States. We find that all four methods reduce systematic bias in the simulated streamflow. The spatially consistent bias correction methods produce spatially distributed streamflow as well as bias-corrected incremental streamflow, which is suitable for input to water management models. We demonstrate how the spatially consistent method avoids creating flows that are inconsistent between upstream and downstream locations, while performing similar to existing methods. We also find that conditioning on daily minimum temperature, which we use as a proxy for snowmelt processes, improves the timing of the corrected streamflow. Significance Statement: To make streamflow predictions from hydrologic models more informative and useful for water resources management they are often postprocessed by a statistical procedure known as bias correction. In this work we develop and demonstrate bias correction techniques that are specifically tailored to streamflow prediction. A novel approach for estimating precipitation patterns is developed here and applied to generate a new hydrologically corrected daily precipitation dataset, called RAIN4PE (Rain for Peru and Ecuador), at 0.1° spatial resolution for the period 1981–2015 covering Peru and Ecuador. It is based on the application of 1) the random forest method to merge multisource precipitation estimates (gauge, satellite, and reanalysis) with terrain elevation, and 2) observed and modeled streamflow data to first detect biases and second further adjust gridded precipitation by inversely applying the simulated results of the ecohydrological model SWAT (Soil and Water Assessment Tool). Hydrological results using RAIN4PE as input for the Peruvian and Ecuadorian catchments were compared against the ones when feeding other uncorrected (CHIRP and ERA5) and gauge-corrected (CHIRPS, MSWEP, and PISCO) precipitation datasets into the model. For that, SWAT was calibrated and validated at 72 river sections for each dataset using a range of performance metrics, including hydrograph goodness of fit and flow duration curve signatures. Results showed that gauge-corrected precipitation datasets outperformed uncorrected ones for streamflow simulation. However, CHIRPS, MSWEP, and PISCO showed limitations for streamflow simulation in several catchments draining into the Pacific Ocean and the Amazon River. RAIN4PE provided the best overall performance for streamflow simulation, including flow variability (low, high, and peak flows) and water budget closure. The overall good performance of RAIN4PE as input for hydrological modeling provides a valuable criterion of its applicability for robust countrywide hydrometeorological applications, including hydroclimatic extremes such as droughts and floods. Model calibration has always been one major challenge in the hydrological community. Flood scaling properties (FS) are often used to estimate the flood quantiles for data-scarce catchments based on the statistical relationship between flood peak and contributing areas. This paper investigates the potential of applying FS and multivariate flood scaling properties [multiple linear regression (MLR)] as constraints in model calibration. Based on the assumption that the scaling property of flood exists in four study catchments in northern China, eight calibration scenarios are designed with adopting different combinations of traditional indicators and FS or MLR as objective functions. The performance of the proposed method is verified by employing a distributed hydrological model, namely, the Soil and Water Assessment Tool (SWAT) model. The results indicate that reasonable performance could be obtained in FS with fewer requirements of observed streamflow data, exhibiting better simulation of flood peaks than the Nash-Sutcliffe efficiency coefficient calibration scenario. The observed streamflow data or regional flood information are required in the MLR calibration scenario to identify the dominant catchment descriptors, and MLR achieves better performance on catchment interior points, especially for the events with uneven distribution of rainfall. On account of the improved performance on hydrographs and flood frequency curve at the watershed outlet, adopting the statistical indicators and flood scaling property simultaneously as model constraints is suggested. The proposed methodology enhances the physical connection of flood peak among sub-basins and considers watershed actual conditions and climatic characteristics for each flood event, facilitating a new calibration approach for both gauged catchments and data-scarce catchments. Better understanding and quantification of river floods for very local and "flashy" events calls for modeling capability at fine spatial and temporal scales. However, long-term discharge records with a global coverage suitable for extreme events analysis are still lacking. Here, grounded on recent breakthroughs in global runoff hydrology, river modeling, high-resolution hydrography, and climate reanalysis, we developed a 3-hourly river discharge record globally for 2.94 million river reaches during the 40-yr period of 1980–2019. The underlying modeling chain consists of the VIC land surface model (0.05°, 3-hourly) that is well calibrated and bias corrected and the RAPID routing model (2.94 million river and catchment vectors), with precipitation input from MSWEP and other meteorological fields downscaled from ERA5. Flood events (above 2-yr return) and their characteristics (number, spatial distribution, and seasonality) were extracted and studied. Validations against 3-hourly flow records from 6,000+ gauges in CONUS and daily records from 14,000+ gauges globally show good modeling performance across all flow ranges, good skills in reconstructing flood events (high extremes), and the benefit of (and need for) subdaily modeling. In the hydrological sciences, the outstanding challenge of regional modeling requires to capture common and event-specific hydrologic behaviors driven by rainfall spatial variability and catchment physiography during floods. The overall objective of this study is to develop robust understanding and predictive capability of how rainfall spatial variability influences flood peak discharge relative to basin physiography. A machine-learning approach is used on a high-resolution dataset of rainfall and flooding events spanning 10 years, with rainfall events and basins of widely varying characteristics selected across the continental United States. It overcomes major limitations in prior studies that were based on limited observations or hydrological model simulations. This study explores first-order dependencies in the relationships between peak discharge, rainfall variability, and basin physiography, and it sheds light on these complex interactions using a multidimensional statistical modeling approach. Among different machine-learning techniques, XGBoost is used to determine the significant physiographical and rainfall characteristics that influence peak discharge through variable importance analysis. A parsimonious model with low bias and variance is created that can be deployed in the future for flash flood forecasting. The results confirm that, although the spatial organization of rainfall within a basin has a major influence on basin response, basin physiography is the primary driver of peak discharge. These findings have unprecedented spatial and temporal representativeness in terms of flood characterization across basins. An improved understanding of subbasin scale rainfall spatial variability will aid in robust flash flood characterization as well as with identifying basins that could most benefit from distributed hydrologic modeling. Significance Statement: To improve understanding of the effect of precipitation on floods, a machine-learning workflow is designed to scrutinize hydrological processes and is applied on a database of flood events over the United States. The model accurately reproduces observed maximum streamflow. Flood-related risks to people and property are expected to increase in the future due to environmental and demographic changes. It is important to quantify and effectively communicate flood hazards and exposure to inform the design and implementation of flood risk management strategies. Here we develop an integrated modeling framework to assess projected changes in regional riverine flood inundation risks. The framework samples climate model outputs to force a hydrologic model and generate streamflow projections. Together with a statistical and hydraulic model, we use the projected streamflow to map the uncertainty of flood inundation projections for extreme flood events. We implement the framework for rivers across the state of Pennsylvania, United States. Our projections suggest that flood hazards and exposure across Pennsylvania are overall increasing with future climate change. Specific regions, including the main stem Susquehanna River, lower portion of the Allegheny basin, and central portion of Delaware River basin, demonstrate higher flood inundation risks. In our analysis, the climate uncertainty dominates the overall uncertainty surrounding the flood inundation projection chain. The combined hydrologic and hydraulic uncertainties can account for as much as 37% of the total uncertainty. Traditional multimodel methods for estimating future changes in precipitation intensity, duration, and frequency (IDF) curves rely on mean or median of models' IDF estimates. Such multimodel estimates are impaired by large estimation uncertainty, shadowing their efficacy in planning efforts. Here, assuming that each climate model is one representation of the underlying data generating process, i.e., the Earth system, we propose a novel extension of current methods through pooling model data: (i) evaluate performance of climate models in simulating the spatial and temporal variability of the observed annual maximum precipitation (AMP), (ii) bias-correct and pool historical and future AMP data of reasonably performing models, and (iii) compute IDF estimates in a nonstationary framework from pooled historical and future model data. Pooling enhances fitting of the extreme value distribution to the data and assumes that data from reasonably performing models represent samples from the "true" underlying data generating distribution. Through Monte Carlo simulations with synthetic data, we show that return periods derived from pooled data have smaller biases and lesser uncertainty than those derived from ensembles of individual model data. We apply this method to NA-CORDEX models to estimate changes in 24-h precipitation intensity–frequency (PIF) estimates over the Susquehanna watershed and Florida peninsula. Our approach identifies significant future changes at more stations compared to median-based PIF estimates. The analysis suggests that almost all stations over the Susquehanna and at least two-thirds of the stations over the Florida peninsula will observe significant increases in 24-h precipitation for 2–100-yr return periods. Using tree-ring data of Pinus sylvestris var. mongolica from the Hulun Buir region in northeast China, 12 annual runoff series of the Hailar River spanning the past 202-216 years were established for the first time; these included 11 branches and one for the entire basin. These reconstructions, which could explain 29.4%-52.7% of the total variance for the measured runoffs during 1956-2006, performed well in statistical verification tests. In the whole basin's reconstruction of 212 years, 34 extreme drought years (16.0%) and 41 extreme pluvial years (19.3%) were identified; 4 of the 10 most extreme years occurred after 1980. The consistent cycle and correlation revealed that the Hailar runoff had a teleconnection with the El Niño-Southern Oscillation (ENSO). The sharply increasing variance at the end of the reconstruction, accompanied by the increasing intensity of short cycles (4-8 years), indicated that runoff variability in the Hailar River basin has enhanced in the late twentieth century. This is verified by the drastic fluctuations in water level and area of rivers and lakes, and the frequent shift of natural land cover types in the Hulun Buir area in recent decades. The intensified runoff variability can be connected with the concurrently enhanced ENSO activity. Our study is the first to identify the intensification of recent runoff variability in the semiarid to arid region in northeast China from a long-term perspective. Precipitation extremes are projected to become more frequent along the U.S. West Coast due to increased atmospheric river (AR) activity, but the frequency of less intense precipitation events may decrease. Antecedent soilmoisture (ASM) conditions can have a large impact on flood responses, especially if prestorm precipitation decreases. Taken together with increased antecedent evaporative demand due to warming, this would result in reduced soil moisture at the onset of extreme precipitation events. We examine the impact of ASM on AR-related floods in a warming climate in three basins that form a transect along the U.S. Pacific Coast: the Chehalis River basin inWashington, the Russian River basin in Northern California, and the SantaMargarita River basin in Southern California. We ran the Distributed Hydrology Soil Vegetation Model (DHSVM) over the three river basins using forcings downscaled from 10 global climate models (GCMs). We examined the dynamic role of ASM by comparing the changes in the largest 50, 100, and 150 extreme events in two periods, 1951-2000 and 2050-99. In the Chehalis basin, the projected fraction of AR-related extreme discharge events slightly decreases. In the Russian basin, this fraction increases, however, and more substantially so in the Santa Margarita basin. This is due to increases in AR-related extreme precipitation events, as well as the fact that the relationship of extreme precipitation to extreme discharge is strengthened by projected increases in year-to-year volatility of annual precipitation in California, which increases the likelihood of concurrent occurrence of large storms and wet ASM conditions. The Colorado River basin (CRB) supplies water to approximately 40 million people and is essential to hydropower generation, agriculture, and industry. In this study, a monthly water balance model is used to compute hydroclimatic water balance components (i.e., potential evapotranspiration, actual evapotranspiration, and runoff) for the period 1901-2014 across the entire CRB. The time series of monthly runoff is aggregated to compute wateryear runoff and then used to identify drought periods in the basin. For the 1901-2014 period, eight basinwide drought periods were identified. The driest drought period spanned years 1901-04, whereas the longest drought period occurred during 1943-56. The eight droughts were primarily driven by winter precipitation deficits rather than warm temperature anomalies. In addition, an analysis of prehistoric drought for the CRB--computed using tree-ring-based reconstructions of the Palmer drought severity index--indicates that during some past centuries drought frequency was higher than during the twentieth century and that some centuries experienced droughts that were much longer than those during the twentieth century. More frequent or longer droughts than those that occurred during the twentieth century, combined with continued warming associated with climate change, may lead to substantial future water deficits in the CRB. A body of work over the last decade or so has demonstrated that most major floods along the U.S. West Coast are attributable to atmospheric rivers (ARs). Recent studies suggest that observed changes in extreme precipitation associated with a general warming of the western United States have not necessarily led to corresponding changes in floods, and changes in antecedent hydrological conditions could be a primary missing link. Here we examine the role of antecedent soil moisture (ASM) conditions on historical AR flooding on California's Russian River basin, a coastal watershed whose winter precipitation extremes are dominated by ARs. We examined the effect of observed warming on ASM for the period 1950–2017. We first constructed an hourly precipitation product at 1/32° spatial resolution. We used the Distributed Hydrology Soil Vegetation Model (DHSVM) to estimate storm total runoff volumes and soil moisture. We found that up to 95% of peaks-over-threshold (POT) extreme discharge events were associated with ARs. The storm runoff–precipitation ratio generally increased with wetter prestorm conditions, and the relationship was stronger as drainage area increased. We found no trends in extreme precipitation but weak downward trends in extreme discharge. The latter were mostly consistent with weak downward trends in the first 2-day storm precipitation. We found no trends in ASM; however, ASM was significantly correlated with peak flow. The time at which climate change signal can be clearly distinguished from noise is known as time of emergence (ToE) and is typically detected by a general circulation model (GCM) signal-to-noise ratio exceeding a certain threshold. ToE is commonly estimated at large scales from GCMs, although management decisions and adaptation strategies are implemented locally. This paper proposes a methodology to estimate ToE for both precipitation and temperature at local scales (i.e., river basin). The methodology considers local climatic conditions and unbiased GCM projections to estimate ToE by using the statistical power to find when the climate significantly differs from the historical one. The method suggests that ToE for temperature already occurred in three Chilean basins (Limarí, Maipo, and Maule). However, in terms of precipitation, an earlier ToE is clearly identified for the Maule basin, indicating that risk assessment and adaptation measures should be implemented first in this basin. The use of quantitative precipitation forecast (QPF) in hydrologic forecasting is commonplace, but QPF is subject to considerable error. When QPF is included as a model forcing in the hydrological forecast process, significant error propagates through the hydrologic predictions. Two questions arise: 1) are the resulting observed hydrologic forecast errors sufficiently large to suggest the use of zero QPF in the forecast process, and 2) if the use of nonzero QPF is indicated, how many periods (hours) of QPF (1, 6, 12, ..., 72 h) should be used? Also, do forecast conditions exist under which the use of QPF should be different? This study presents results from two real-time hydrologic forecast experiments, focused on the NOAA/NWS Ohio River Forecast Center (OHRFC). The experiments rely on forecasts from subbasins at 39 forecast point locations, ranging in drainage area, geographic location within the Ohio River Valley, and watershed response time. Results from an experiment, spanning all flow ranges, for the 10 August 2007–31 August 2009 period, show that nonzero QPF produces smaller hydrologic forecast error than zero QPF. A second experiment, 23 January 2009–15 September 2010, suggests that QPF should be limited to 6–12-h duration for flood forecasts. Beyond 12 h, hydrologic forecast error increases substantially across all forecast ranges, but errors are much larger for flood forecasts. Increased durations of QPF produce smaller forecast error than shorter QPF durations only for nonflood forecasts. The rapidly warming Arctic is experiencing permafrost degradation and shrub expansion. Future climate projections show a clear increase in mean annual temperature and increasing precipitation in the Arctic; however, the impact of these changes on hydrological cycling in Arctic headwater basins is poorly understood. This study investigates the impact of climate change, as represented by simulations using a high-resolution atmospheric model under a pseudo-global-warming configuration, and projected changes in vegetation, using a spatially distributed and physically based Arctic hydrological model, on a small headwater basin at the tundra–taiga transition in northwestern Canada. Climate projections under the RCP8.5 emission scenario show a 6.1°C warming, a 38% increase in annual precipitation, and a 19 W m−2 increase in all-wave annual irradiance over the twenty-first century. Hydrological modeling results suggest a shift in hydrological processes with maximum peak snow accumulation increasing by 70%, snow-cover duration shortening by 26 days, active layer deepening by 0.25 m, evapotranspiration increasing by 18%, and sublimation decreasing by 9%. This results in an intensification of the hydrological regime by doubling discharge volume, a 130% increase in spring runoff, and earlier and larger peak streamflow. Most hydrological changes were found to be driven by climate change; however, increasing vegetation cover and density reduced blowing snow redistribution and sublimation, and increased evaporation from intercepted rainfall. This study provides the first detailed investigation of projected changes in climate and vegetation on the hydrology of an Arctic headwater basin, and so it is expected to help inform larger-scale climate impact studies in the Arctic. Data assimilation (DA) techniques have been widely applied to assimilate satellite-based soil moisture (SM) measurements into hydrologic models to improve streamflow simulations. However, past studies have reached mixed conclusions regarding the degree of runoff improvement achieved via SM state updating. In this study, a synthetic diagnostic framework is designed to 1) decompose the random error components in a hydrologic simulation, 2) quantify the error terms that originate from SM states, and 3) assess the effectiveness of SM DA to correct these random errors. The general framework is illustrated through a case study in which surface Soil Moisture Active Passive (SMAP) data are assimilated into a large-scale land surface model in the Arkansas–Red River basin. The case study includes systematic error in the simulated streamflow that imposes a first-order limit on DA performance. In addition, about 60% of the random runoff error originates directly from rainfall and cannot be corrected by SM DA. In particular, fast-response runoff dominates in much of the basin but is relatively unresponsive to state updating. Slow-response runoff is strongly controlled by the bottom-layer SM and therefore only modestly improved via the assimilation of surface measurements. Combined, the total runoff improvement in the synthetic analysis is small (<10% over the basin). Improvements in the real SMAP-assimilated case are further limited due to systematic error and other factors such as inaccurate error assumptions and SMAP rescaling. Findings from the diagnostic framework suggest that SM DA alone is insufficient to substantially improve streamflow estimates in large basins. [ABSTRACT FROM AUTHOR]

In this study, the Providing Regional Climates for Impacts Studies (PRECIS) and the Regional Climate Model (RegCM) system as well as the Variable Infiltration Capacity (VIC) macroscale hydrologic model were integrated into a general framework to investigate impacts of future climates on the hydrologic regime of the Athabasca River basin. Regional climate models (RCMs) including PRECIS and RegCM were used to develop ensemble high-resolution climate projections for 1979–2099. RCMs were driven by the boundary conditions from the Hadley Centre Global Environment Model, version 2 with Earth system configurations (HadGEM2-ES); the Second Generation Canadian Earth System Model (CanESM2); and the Geophysical Fluid Dynamics Laboratory Earth System Model with MOM (GFDL-ESM2M) under the representative concentration pathways (RCPs). The ensemble climate simulations were validated through comparison with observations for 1984–2003. The RCMs project increases in temperature, precipitation, and wind speed under RCPs across most of the Athabasca River basin. Meanwhile, VIC was calibrated using the University of Arizona Shuffled Complex Evolution method (SCE-UA). The performance of the VIC model in replicating the characteristics of the observed streamflow was validated for 1994–2003. Changes in runoff and streamflow under RCPs were then simulated by the validated VIC model. The validation results demonstrate that the ensemble-RCM-driven VIC model can effectively reproduce historical climatological and hydrological patterns in the Athabasca River basin. The ensemble-RCM-driven VIC model shows that monthly streamflow is projected to increase in the 2050s and 2080s under RCPs, with notably higher flows expected in the spring for the 2080s. This will have substantial impacts on water balance on the Athabasca River basin, thus affecting the surrounding industry and ecosystems. Better quantification of the spatiotemporal distribution of soil moisture across different spatial scales contributes significantly to the understanding of land surface processes on the Earth as an integrated system. While observational data for root-zone soil moisture (RZSM) often have sparse spatial coverage, model-simulated soil moisture may provide a useful alternative. TOPMODEL-Based Land Surface–Atmosphere Transfer Scheme (TOPLATS) has been widely studied and actively modified in recent years, while a detailed regional application with evaluation currently is still lacking. Thus, TOPLATS was used to generate high-resolution (30 arc s) RZSM based on coarse-scale (0.125°) forcing data over part of the Arkansas–Red River basin. First, the simulated RZSM was resampled to coarse scale to compare with the results of Mosaic, Noah, and VIC from NLDAS. Second, TOPLATS performance was assessed based on the spatial absolute difference among the models. The comparison shows that TOPLATS performance is similar to VIC, but different from Mosaic and Noah. Last, the simulated RZSM was compared with in situ observations of 16 stations in the study area. The results suggest that the simulated spatial distribution of RZSM is largely consistent with the distribution of topographic index (TI) in most instances, as topography was traditionally considered a major, but not the only, factor in horizontal redistribution of soil moisture. In addition, the finer-resolution RZSM can reflect the in situ soil moisture change at most local sites to a certain degree. The upper Colorado River basin (UCRB) is one of the primary sources of water for the western United States, and increasing temperatures likely will elevate the risk of reduced water supply in the basin. Although variability in water-year precipitation explains more of the variability in water-year UCRB streamflow than water-year UCRB temperature, since the late 1980s, increases in temperature in the UCRB have caused a substantial reduction in UCRB runoff efficiency (the ratio of streamflow to precipitation). These reductions in flow because of increasing temperatures are the largest documented temperature-related reductions since record keeping began. Increases in UCRB temperature over the past three decades have resulted in a mean UCRB water-year streamflow departure of −1306 million m3 (or −7% of mean water-year streamflow). Additionally, warm-season (April through September) temperature has had a larger effect on variability in water-year UCRB streamflow than the cool-season (October through March) temperature. The greater contribution of warm-season temperature, relative to cool-season temperature, to variability of UCRB flow suggests that evaporation or snowmelt, rather than changes from snow to rain during the cool season, has driven recent reductions in UCRB flow. It is expected that as warming continues, the negative effects of temperature on water-year UCRB streamflow will become more evident and problematic. [ABSTRACT FROM AUTHOR]

Karst landforms cover 7%-12% of the Earth's continental area and provide water resources for 25% of the global population. Climate, particularly frequent climate extremes, may greatly affect the annual runoff, especially in climate-sensitive regions such as a karst area of southwest China. Knowledge of the linkage between climate and runoff is urgently needed for smart water resources management. This study therefore selected five catchments that have different carbonized rock coverage (from 11% to 64%) to detect the dominant climatic variables driving changes in annual runoff for the period of 1957-2011 in southwest China. Because climatic variables are highly codependent, a partial least squares regression (PLSR) was used to elucidate the linkages between runoff and 17 climatic variables. Results indicated that the dominant climatic factors driving annual runoff are annual total precipitation, rainy days, heavy precipitation amount, heavy precipitation days, rainstorm amount, and rainstorm days. These six factors are generally used to represent extreme climatic events, and hence it may demonstrate that annual runoff is highly linked to precipitation extremes in this region. The PLSR approach presented in this study is beneficial and novel, as it enables the elimination of codependency among the variables and facilitates a more unbiased view of the contribution of the changes in climatic variables to the changes in runoff. For 14 alternative climate futures, water yield and snow water equivalent (SWE) throughout the contiguous United States (CONUS) were projected over the twenty-first century using the Variable Infiltration Capacity model (VIC). The futures correspond to climate projections from seven CMIP5 models each forced by two representative concentration pathways for greenhouse gases (RCP4.5 and RCP8.5). With both RCPs, decreases in water yields are projected for roughly two-thirds of the CONUS, and in 60% of that area-mainly at more northern latitudes, where the greatest temperature increases are expected-this occurs despite projected increases in precipitation. The greatest relative decreases in yield are projected for the southern Great Plains and the Southwest, where temperature and precipitation changes combine to decrease yield. Snow accumulation is projected to decrease almost everywhere by the latter half of the century, with the time of peak SWE in some basins projected to occur up to 2 months earlier than it now does. The boundary layer, land surface, and subsurface are important coevolving components of hydrologic systems. While previous studies have examined the connections between soil moisture, groundwater, and the atmosphere, the atmospheric response to regional water-table drawdown has received less attention. To address this question, a coupled hydrologic-atmospheric model [Parallel Flow hydrologic model (ParFlow) and WRF] was used to simulate the San Joaquin River watershed of central California. This study focuses specifically on the planetary boundary layer (PBL) in simulations with two imposed water-table configurations: a high water table mimicking natural conditions and a lowered water table reflecting historic groundwater extraction in California's Central Valley, although effect of irrigation was not simulated. An ensemble of simulations including three boundary layer schemes and six initial conditions was performed for both water-table conditions to assess conceptual and initial condition uncertainty. Results show that increased regional water-table depth is associated with a significant increase in peak PBL height for both initial condition and boundary layer scheme conditions, although the choice of scheme interacts to affect the magnitude of peak PBL height change. Analysis of simulated land surface fluxes shows the change in PBL height can be attributed to decreasing midday evaporative fraction under lowered water-table conditions. Furthermore, the sensitivity of PBL height to changes in water-table depth appears to depend on local water-table variation within 10 m of the land surface and the regional average water-table depth. Long-term (1901-2012) changes in hydroclimatic variables in the 18 Indian subcontinental basins were examined with hydrology simulated using the Variable Infiltration Capacity model (VIC). Changepoint analysis using the sequential Mann-Kendall test showed two distinct periods (1901-47 and 1948-2012) for the domain-averaged monsoon season (June-September) precipitation. Hydrologic changes for the entire water budget were estimated for both periods. In the pre-1948 period, a majority of the river basins experienced increased monsoon season precipitation, evapotranspiration (ET), and surface water availability (as defined by total runoff). Alternatively, in the post-1948 period, monsoon season precipitation declined in 11 of the 18 basins, with statistically significant trends in one (the Ganges basin), and most (15) basins experienced significant warming trends. Additionally, in the post-1948 period, the mean monsoon season ET and surface water availability declined in eight (with significant declines in four) basins. The results indicate that changes in ET and surface water availability in the pre- and post-1948 periods were largely driven by the changes in the monsoon season precipitation rather than air temperature, despite prominent warming after 1975. Coupled modes of variability of sea surface temperature (SST) and surface water availability indicated El Niño-Southern Oscillation (ENSO) as the leading mode. The second mode was identified as the trend mode for surface water availability in the subcontinental river basins, which was largely driven by SST anomalies in the Indian and Atlantic Ocean regions. The spatial and temporal resolution of readily available climate change projections from general circulation models (GCM) has limited applicability. Consequently, several downscaling methods have been developed. These methods predominantly focus on a single meteorological series at specific sites. Spatial and temporal correlation of the precipitation and temperature fields is important for hydrologic applications. This research uses a nearest neighbor-genetic algorithm (NN-GA) method to analyze the Namhan River basin in the Korean Peninsula. Using the simulation results of the CNRM-CM for the RCP 8.5 climate change scenario, archived in the fifth phase of the Coupled Model Intercomparison Project (CMIP5), the GCM projections are downscaled through the NN-GA. Water resources management decisions commonly depend on monthly to seasonal streamflow forecasts, among other kinds of information. The skill of such predictions derives from the ability to estimate a watershed's initial moisture and energy conditions and to forecast future weather and climate. These sources of predictability are investigated in an idealized (i.e., perfect model) experiment using calibrated hydrologic simulation models for 424 watersheds that span the continental United States. Prior work in this area also followed an ensemble-based strategy for attributing streamflow forecast uncertainty, but focused only on two end points representing zero and perfect information about future forcings and initial conditions. This study extends the prior approach to characterize the influence of varying levels of uncertainty in each area on streamflow prediction uncertainty. The sensitivities enable the calculation of flow forecast skill elasticities (i.e., derivatives) relative to skill in either predictability source, which are used to characterize the regional, seasonal, and predictand variations in flow forecast skill dependencies. The resulting analysis provides insights on the relative benefits of investments toward improving watershed monitoring (through modeling and measurement) versus improved climate forecasting. Among other key findings, the results suggest that climate forecast skill improvements can be amplified in streamflow prediction skill, which means that climate forecasts may have greater benefit for monthly-to-seasonal flow forecasting than is apparent from climate forecast skill considerations alone. The results also underscore the importance of advancing hydrologic modeling, expanding watershed observations, and leveraging data assimilation, all of which help capture initial hydrologic conditions that are often the dominant influence on hydrologic predictions. The seasonal predictability of daily rainfall characteristics is examined over 21 hydrologic units in the Pacific-Andean region of Ecuador and Peru (PAEP) using a nonhomogeneous hidden Markov model (NHMM) and retrospective seasonal information from general circulation models (GCMs). First, a hidden Markov model is used to diagnose four states that play distinct roles in the December-May rainy season. The estimated daily states fall into two wet states, one dry state, and one transitional dry-wet state, and show a systematic seasonal evolution together with intraseasonal and interannual variability. The first wet state represents regionwide wet conditions, while the second one represents north-south gradients. The former could be associated with the annual moisture offshore of the PAEP, thermally driven by the climatological maximum of sea surface temperatures in the Niño-1.2 region. The latter corresponds with the dynamically noisy component of the PAEP rainfall signal, associated with the annual displacement of the intertropical convergence zone. Then, a four-state NHMM is coupled with GCM information to simulate daily sequences at each station. Simulations of the GCM-NHMM approach represent daily rainfall characteristics at station level well. The best skills were found in reproducing the interannual variation of seasonal rainfall amount and mean intensity at the regional-averaged level with correlations equal to 0.60 and 0.64, respectively. At catchment level, the best skills appear over catchments south of 4°S, where hydrologically relevant characteristics are well simulated. This article presents the data collected and analyzed using the University of Iowa's X-band polarimetric (XPOL) radars that were part of the spring 2013 hydrology-oriented Iowa Flood Studies (IFloodS) field campaign, sponsored by NASA's Global Precipitation Measurement (GPM) Ground Validation (GV) program. The four mobile radars have full scanning capabilities that provide quantitative estimation of the rainfall at high temporal and spatial resolutions over experimental watersheds. IFloodS was the first extensive test of the XPOL radars, and the XPOL radars demonstrated their field worthiness during this campaign with 46 days of nearly uninterrupted, remotely monitored, and controlled operations. This paper presents detailed postcampaign analyses of the high-resolution, research-quality data that the XPOL radars collected. The XPOL dual-polarimetric products and rainfall are compared with data from other instruments for selected diverse meteorological events at high spatiotemporal resolutions from unprecedentedly unique and vast data generated during IFloodS operations. The XPOL data exhibit a detailed, complex structure of precipitation viewed at multiple range resolutions (75 and 30 m). The inter-XPOL comparisons within an overlapping scanned domain demonstrate consistency across different XPOL units. The XPOLs employed a series of heterogeneous scans and obtained estimates of the meteorological echoes up to a range oversampling of 7.5 m. A finer-resolution (30 m) algorithm is described to correct the polarimetric estimates for attenuation at the X band and obtain agreement of attenuation-corrected products with disdrometers and NASA S-band polarimetric (NPOL) radar. Real-time streamflow monitoring is essential over the Indian subcontinental river basins, as a large population is affected by floods. Moreover, streamflow monitoring helps in managing water resources in the agriculture-dominated region. In this study, the authors systematically investigated the bias and uncertainty in satellite-based precipitation products [Climate Prediction Center morphing technique (CMORPH); Precipitation Estimation from Remotely Sensed Information Using Artificial Neural Networks (PERSIANN); PERSIANN Climate Data Record (PERSIANN-CDR); and Tropical Rainfall Measuring Mission (TRMM), version 7, real-time (3B42RTV7) and gauge-adjusted (3B42V7) products] over the Indian subcontinental river basins for the period of 2000-13. Moreover, the authors evaluated the influence of bias in the satellite precipitation on real-time streamflow monitoring and flood assessment over the Mahanadi river basin. Results showed that CMORPH and PERSIANN underestimated daily mean precipitation over the majority of the subcontinental river basins. On the other hand, TRMM-3B42RTV7 overestimated daily mean precipitation over most of the river basins in the subcontinent. While gauge-adjusted products of PERSIANN (PERSIANN-CDR) and TRMM (TRMM-3B42V7) performed better than their real-time products, large biases remain in their performance to capture extreme precipitation (both frequency and magnitudes) over the subcontinental basins. Among the real-time precipitation products, TRMM-3B42RTV7 performed better than CMORPH and PERSIANN over the majority of the Indian subcontinental basins. Daily streamflow simulations using the Variable Infiltration Capacity model (VIC) for the Mahanadi river basin showed a better performance by the TRMM-3B42RTV7 product than the other real-time datasets. The authors identify the flashiest watersheds in the contiguous United States based on frequency of discharge peaks exceeding 1 m3 s−1 km−2. The entire digitized record of USGS instantaneous discharge data is used for all stream gauging stations with over 10 years of data. Using the 1 m3 s−1 km−2 threshold, the flashiest basins in the contiguous United States are located in urban areas along a swath of states from the south-central United States to the mid-Atlantic and in mountainous areas of the West Coast, especially the Pacific Northwest. The authors focus on small watersheds to identify the flashiest cities and states across the country and find Tulsa, Oklahoma; Baltimore, Maryland; and St. Louis, Missouri, to be the flashiest cities in the contiguous United States. Thunderstorms are major agents for peak-over-threshold flood events east of the Rocky Mountains, and tropical cyclones play a secondary role, especially in the Southeast. West Coast flood events are associated with winter storms. Flooding west of and within the Rockies is linked to steeply sloped terrain and compact watersheds. East of the Rockies, urban areas dominate flashy watersheds. The authors find that watersheds northeast (downwind) of city centers are flashier than other urban watersheds, consistent with the downwind maximum in rainfall found in many urban regions. They examine anomalous flood response in the Illinois-Missouri region; St. Louis is among the flashiest cities in the United States, while Chicago is among the least flashy. The bias correction of climate model outputs is based on the main assumption of the time invariance of the bias, in which the statistical relationship between observations and climate model outputs in the historical period stays constant in the future period. The present study aims to assess statistical bias correction under nonstationary bias conditions and its implications on the simulated streamflow over two snowmelt-driven Canadian catchments. A pseudoreality approach is employed in order to derive a proxy of future observations. In this approach, CRCM-ECHAM5 ensemble simulations are used as pseudoreality observations to correct for bias in the CRCM-CGCM3 ensemble simulations in the reference (1971-2000) period. The climate model simulations are then bias corrected in the future (2041-70) period and compared with the future pseudoreality observations. This process demonstrates that biases (precipitation and temperature) remain after the bias correction. In a second step, the uncorrected and bias-corrected CRCM-CGCM3 simulations are used to drive the Soil and Water Assessment Tool (SWAT) hydrological model in both periods. The bias correction decreases the error on mean monthly streamflow over the reference period; such findings are more mixed over the future period. The results of various hydrological indicators show that the climate change signal on streamflow obtained with uncorrected and bias-corrected simulations is similar in both its magnitude and its direction for the mean monthly streamflow only. Regarding the indicators of extreme hydrological events, more mixed results are found with site dependence. Streamflow Q estimation in ungauged catchments is one of the greatest challenges facing hydrologists. Observed Q from 3000 to 4000 small-to-medium-sized catchments (10-10 000 km2) around the globe were used to train neural network ensembles to estimate Q characteristics based on climate and physiographic characteristics of the catchments. In total, 17 Q characteristics were selected, including mean annual Q, baseflow index, and a number of flow percentiles. Testing coefficients of determination for the estimation of the Q characteristics ranged from 0.55 for the baseflow recession constant to 0.93 for the Q timing. Overall, climate indices dominated among the predictors. Predictors related to soils and geology were relatively unimportant, perhaps because of their data quality. The trained neural network ensembles were subsequently applied spatially over the entire ice-free land surface, resulting in global maps of the Q characteristics (at 0.125° resolution). These maps possess several unique features: they represent observation-driven estimates, they are based on an unprecedentedly large set of catchments, and they have associated uncertainty estimates. The maps can be used for various hydrological applications, including the diagnosis of macroscale hydrological models. To demonstrate this, the produced maps were compared to equivalent maps derived from the simulated daily Q of four macroscale hydrological models, highlighting various opportunities for improvement in model Q behavior. A common term in the continental and oceanic components of the global water cycle is freshwater discharge to the oceans. Many estimates of the annual average global discharge have been made over the past 100 yr with a surprisingly wide range. As more observations have become available and continental-scale land surface model simulations of runoff have improved, these past estimates are cast in a somewhat different light. In this paper, a combination of observations from 839 river gauging stations near the outlets of large river basins is used in combination with simulated runoff fields from two implementations of the Variable Infiltration Capacity land surface model to estimate continental runoff into the world's oceans from 1950 to 2008. The gauges used account for ~58% of continental areas draining to the ocean worldwide, excluding Greenland and Antarctica. This study estimates that flows to the world's oceans globally are 44 200 (±2660) km3 yr−1 (9% from Africa, 37% from Eurasia, 30% from South America, 16% from North America, and 8% from Australia-Oceania). These estimates are generally higher than previous estimates, with the largest differences in South America and Australia-Oceania. Given that roughly 42% of ocean-draining continental areas are ungauged, it is not surprising that estimates are sensitive to the land surface and hydrologic model (LSM) used, even with a correction applied to adjust for model bias. The results show that more and better in situ streamflow measurements would be most useful in reducing uncertainties, in particular in the southern tip of South America, the islands of Oceania, and central Africa. Floods caused by hurricane storms are responsible for tremendous economic and property losses in the United States. To minimize flood damages associated with large hurricane-season storms, it is important to be able to predict streamflow amount in response to storms for a range of hydroclimatological conditions. However, this is challenging considering that streamflow response exhibits appreciable variability even for hurricane-season storms that deliver similar precipitation amounts. As such, better estimates of event responses require refined understanding of the causes of flood response variability. Here, a physically based, distributed hydrologic model and supporting hydrologic datasets are used to identify and evaluate dominant hydrologic controls on streamflow amount variability. The analysis indicates that variability in flood response in the Lake Michie watershed is primarily driven by antecedent soil moisture conditions near the land surface and evapotranspiration during postevent streamflow recession periods, which in turn is a function of precipitation history and prevailing vegetation and meteorological conditions. Presented results and ensuing analyses could help prioritize measurements during observation campaigns and could aid in risk management by providing look-up diagrams to quickly evaluate flood responses given prior information about hurricane storm size. The mountain regions of the Hindu Kush, Karakoram, and Himalayas (HKH) are considered Earth's 'third pole,' and water from there plays an essential role for downstream populations. The dynamics of glaciers in Karakoram are complex, and in recent decades the area has experienced unchanged ice cover, despite rapid decline elsewhere in the world (the Karakoram anomaly). Assessment of future water resources and hydrological variability under climate change in this area is greatly needed, but the hydrology of these high-altitude catchments is still poorly studied and little understood. This study focuses on a particular watershed, the Shigar River with the control section at Shigar (about 7000 km2), nested within the upper Indus basin and fed by seasonal melt from two major glaciers (Baltoro and Biafo). Hydrological, meteorological, and glaciological data gathered during 3 years of field campaigns (2011-13) are used to set up a hydrological model, providing a depiction of instream flows, snowmelt, and ice cover thickness. The model is used to assess changes of the hydrological cycle until 2100, via climate projections provided by three state-of-the-art global climate models used in the recent IPCC Fifth Assessment Report under the representative concentration pathway (RCP) emission scenarios RCP2.6, RCP4.5, and RCP8.5. Under all RCPs, future flows are predicted to increase until midcentury and then to decrease, but remaining mostly higher than control run values. Accurate identification of the impact of global warming on water resources in major river systems represents a significant challenge to the understanding of climate change on the regional scale. Here, dynamically downscaled climate projections for western Canada are presented, and impacts on hydrological variables in two major river basins, the Fraser and Athabasca, are discussed. These regions are both challenging because of the complexity of the topography and important because of the economic activity occurring within them. To obtain robust projections of future conditions, and to adequately characterize the impact of natural variability, a small initial condition ensemble of independently downscaled climate projections is employed. The Community Earth System Model, version 1 (CESM1), is used to generate the ensemble, which consists of four members. Downscaling is performed using the Weather Research and Forecasting Model, version 3.4.1 (WRF V3.4.1), in a nested configuration with two domains at 30- and 10-km resolution, respectively. The entire ensemble was integrated for a historical validation period and for a mid-twenty-first-century projection period [assuming representative concentration pathway 8.5 (RCP8.5) for the future trajectory of greenhouse gases]. The projections herein are characterized by an increase in winter precipitation for the mid-twenty-first-century period, whereas net precipitation in summer is projected to decrease, due to increased evapotranspiration. In the Fraser River basin, a shift to more liquid precipitation and earlier snowmelt will likely reduce the seasonal variability of runoff, in particular the spring freshet. This paper develops a multivariate mosaic subgrid approach to represent subgrid variability in land surface models (LSMs). The k-means clustering is used to take an arbitrary number of input descriptors and objectively determine areas of similarity within a catchment or mesoscale model grid box. Two different classifications of hydrologic similarity are compared: an a priori classification, where clusters are based solely on known physiographic information, and an a posteriori classification, where clusters are defined based on high-resolution LSM simulations. Simulations from these clustering approaches are compared to high-resolution gridded simulations, as well as to three common mosaic approaches used in LSMs: the 'lumped' approach (no subgrid variability), disaggregation by elevation bands, and disaggregation by vegetation types in two subcatchments. All watershed disaggregation methods are incorporated in the Noah Multi-Physics (Noah-MP) LSM and applied to snowmelt-dominated subcatchments within the Reynolds Creek watershed in Idaho. Results demonstrate that the a priori clustering method is able to capture the aggregate impact of finescale spatial variability with O(10) simulation points, which is practical for implementation into an LSM scheme for coupled predictions on continental-global scales. The multivariate a priori approach better represents snow cover and depth variability than the univariate mosaic approaches, critical in snowmelt-dominated areas. Catchment-averaged energy fluxes are generally within 10%-15% for the high-resolution and a priori simulations, while displaying more subgrid variability than the univariate mosaic methods. Examination of observed and simulated streamflow time series shows that the a priori method generally reproduces hydrograph characteristics better than the simple disaggregation approaches. Drought indices are often used for monitoring interannual variability in macroscale hydrology. However, the diversity of drought indices raises several issues: 1) which indices perform best and where; 2) does the incorporation of potential evapotranspiration (PET) in indices strengthen relationships, and how sensitive is the choice of PET methods to such results; 3) what additional value is added by using higher-spatial-resolution gridded climate layers; and 4) how have observed relationships changed through time. Standardized precipitation index, standardized precipitation evapotranspiration index (SPEI), Palmer drought severity index, and water balance runoff (WBR) model output were correlated to water-year runoff for 21 unregulated drainage basins in the Pacific Northwest of the United States. SPEI and WBR with time scales encompassing the primary precipitation season maximized the explained variance in water-year runoff in most basins. Slightly stronger correlations were found using PET estimates from the Penman-Monteith method over the Thornthwaite method, particularly for time periods that incorporated the spring and summer months in basins that receive appreciable precipitation during the growing season. Indices computed using high-resolution climate surfaces explained over 10% more variability than metrics derived from coarser-resolution datasets. Increased correlation in the latter half of the study period was partially attributable to increased streamflow variability in recent decades as well as to improved climate data quality across the interior mountain watersheds. This paper presents an application of the Variable Infiltration Capacity (VIC) model to the Fraser River basin (FRB) of British Columbia (BC), Canada, over the latter half of the twentieth century. The Fraser River is the longest waterway in BC and supports the world's most abundant Pacific Ocean salmon populations. Previous modeling and observational studies have demonstrated that the FRB is a snow-dominated system, but with climate change, it may evolve to a pluvial regime. Thus, the goal of this study is to evaluate the changing contribution of snow to the hydrology of the FRB over the latter half of the twentieth century. To this end, a 0.25° atmospheric forcing dataset is used to drive the VIC model from 1949 to 2006 (water years) at a daily time step over a domain covering the entire FRB. A model evaluation is first conducted over 11 major subwatersheds of the FRB to quantitatively assess the spatial variations of snow water equivalent (SWE) and runoff ( R). The ratio of the spatially averaged maximum SWE to R ( RSR) is used to quantify the contribution of snow to the runoff in the 11 subwatersheds of interest. From 1949 to 2006, RSR exhibits a significant decline in 9 of the 11 subwatersheds (with p < 0.05 according to the Mann-Kendall test statistics). To determine the sensitivity of RSR, the air temperature and precipitation in the forcing dataset are then perturbed. The ratio RSR decreases more significantly, especially during the 1990s and 2000s, when air temperatures have warmed considerably compared to the 1950s. On the other hand, increasing precipitation by a multiplicative factor of 1.1 causes RSR to decrease. As the climate continues to warm, ecological processes and human usage of natural resources in the FRB may be substantially affected by its transition from a snow to a hybrid (nival/pluvial) and even a rain-dominated system.
