In this paper I propose and defend a scheme of civic service. I argue that a well-designed scheme of this kind is an important element in the political theory of republican liberalism. The signal feature of the proposed scheme is that it will require no one to perform such service, but it will allow only those who have served, or who have been excused from service because of incapacity, to hold the full rights of citizenship, including the right to vote.
