The five major power generation corporations dominate the power industry in China, and play vital roles in China's carbon trading scheme. Under this circumstance, this paper studies the allocation of carbon emission quotas to China's five major power generation corporations based on the fairness and efficiency principles, which proves the primary prerequisite for setting up the national carbon market. Specifically, a bi-level programming model is developed to optimally allocate carbon emission quotas to the corporations, and then a zero sum gains data envelopment analysis (ZSG-DEA) model is adopted to evaluate the efficiency of the allocation so as to adjust towards the optimal solution. The results indicate that power generation has significantly positive influence on the allocation of carbon emission quotas. Moreover, the difference between the sum of optimal carbon emissions and the sum of carbon quotas allocated is 1.431 billion tons, which implies that the emission reduction potential of the five major power generation corporations is tremendous. Abstract China is the world's largest producer and consumer of non-ferrous metals, and the non-ferrous metals industry is energy- and emission-intensive. The CO 2 emissions of the industry have increased nearly four times from the level in 2000 to reach 310 million tons in 2014. To cope with the issues of CO 2 emission and other environmental problems under the background of low-carbon development, it is necessary to analyze the CO 2 emission performance of China's non-ferrous metals industry. Based on group heterogeneity, this paper uses data envelopment analysis to calculate the Shephard distance function and then uses the Shephard distance function and non-parametric meta-frontier methods to construct the meta-frontier Malmquist CO 2 emission performance index (MMCPI) of China's non-ferrous metals industry during the period 2006–2014. The index is further decomposed into three parts: technical efficiency change, technological progress change and technological catch-up effect. The results showed that the MMCPI of China's non-ferrous metals industry exhibits an upward trend during the review period. The improvement in CO 2 emission performance is most significant in the central region, followed by the eastern and western regions. Based on the decomposition of MMCPI, the effect of technological progress are significantly different for the different regions, indicating that more targeted policies are need for different regions. Cities have been one of the most important areas of CO 2 emissions. It is increasingly important to research the effect of urbanization on CO 2 emissions, especially in large emerging and developing economies, due to the indispensable need for understanding the effect of urbanization on CO 2 emissions, evaluating carbon reduction tasks and providing the scientific basis for low-carbon urbanization. Utilizing a balanced panel dataset in the Yangtze River Delta (YRD), China, during the period of 2000–2010, this paper employed data envelopment analysis (DEA) window analysis and a spatial lag panel Tobit model to investigate the effect of urbanization on CO 2 emissions efficiency (the ratio of the target CO 2 emissions to the actual CO 2 emissions). The results show that the average CO 2 emissions efficiency was 0.959 in 2010, and CO 2 emissions efficiency ranged from 0.816 to 1 and exhibited spatial clustering in the region. The larger potential of CO 2 emissions reduction appeared in Zhenjiang and Yangzhou, indicating that more CO 2 emissions reduction tasks should be allocated to these two cities. Urbanization has negative effects on improving CO 2 emissions efficiency, and there is a U-curve relation between CO 2 emissions efficiency and urbanization, indicating that CO 2 emissions efficiency decreases at the early stage of urbanization, then increases when urbanization reach a high level. There is spatial spillover effect among the prefecture-level cities, suggesting that different prefecture-level governments should coordinate with each other to improve CO 2 emissions efficiency in the whole area. Gross domestic product (GDP) per capita also plays a markedly positive role in improving CO 2 emissions efficiency. The increasingly high frequency of heavy air pollution in most regions of China signals the urgent need for the transition to an environmentally friendly production performance by socioeconomic sectors for the sake of people's health and sustainable development. Focusing on CO 2 and major air pollutants, this paper presents a comprehensive environmental efficiency index based on evaluating the environmental efficiency of major socioeconomic sectors, including agriculture, power, industry, residential and transportation, at the province level in China in 2010 based on a slack-based measure DEA model with non-separable bad output and weights determined by the coefficient of variation method. In terms of the environment, 5, 16, 6, 7 and 4 provinces operated along the production frontier for the agricultural, power, industrial, residential and transportation sectors, respectively, in China in 2010, whereas Shanxi, Heilongjiang, Ningxia, Hubei and Yunnan showed lowest efficiency correspondingly. The comprehensive environmental efficiency index varied from 0.3863 to 0.9261 for 30 provinces in China, with a nationwide average of 0.6383 in 2010; Shanghai ranked at the top, and Shanxi was last. Regional disparities in environmental efficiency were identified. A more detailed inefficiency decomposition and benchmarking analysis provided insight for understanding the source of comprehensive environmental inefficiency and, more specifically, the reduction potential for CO 2 and air pollutants. Based on energy and CO 2 emission efficiencies, this paper proposes a definition of the elasticity of the potential of emission reduction to energy saving ( E peres ), and measures the elasticity in China’s 30 provincial regions. Although E peres is a relative definition, it can be used (1) to measure the amount of reduced CO 2 emissions per unit fossil energy saving, (2) to reflect the effectiveness of fossil energy saving for CO 2 emission reduction in different regions, and (3) to provide decision-making criteria for selecting pathways for emission reductions in different regions. The results show that compared with energy saving, emission reduction is a more serious issue in China. This indicates that energy saving policies have been highly effective since their implementation during the 11th “Five-Year Plan”. With respect to provincial disparities, the emission reductions caused by fossil energy saving are not significant in Beijing, Shanghai, and Guangdong. Fujian province has significant E peres , indicating that emission reduction causing by fossil energy saving is effective. E peres has been increasing over time in Hunan and Hubei. Hainan’s E peres has remained less than 1, indicating that its emission-reduction effect of fossil energy saving is worse than in other provinces. Moreover, the elasticity of Eastern China is greater than that of Central China and Western China. This finding sheds light on pathway selection for energy saving and emission reduction in China: it would be more appropriate to encourage fossil energy saving in Eastern China, and to promote clean energy use (e.g., water electricity and solar energy) in Central China and Western China. The use of data envelopment analysis (DEA) in China’s regional energy efficiency and carbon emission efficiency (EE&CE) assessment has received increasing attention in recent years. This paper conducted a comprehensive survey of empirical studies published in 2006–2015 on China’s regional EE&CE assessment using DEA-type models. The main features used in previous studies were identified, and then the methodological framework for deriving the EE&CE indicators as well as six widely used DEA models were introduced. These DEA models were compared and applied to measure China’s regional EE&CE in 30 provinces/regions between 1995 and 2012. The empirical study indicates that China’s regional EE&CE remained stable in the 9th Five Year Plan (1996–2000), then decreased in the 10th Five Year Plan (2000–2005), and increased a bit in the 11th Five Year Plan (2006–2010). The east region of China had the highest EE&CE while the central area had the lowest. High energy consumption by the industry of developing countries has led to the problems of increasing emission of greenhouse gases (GHG) (primarily CO 2 ) and worsening energy shortages. To address these problems, many mitigation measures have been utilized. One major measure is to mandate fixed reductions of GHG emission and energy consumption. Therefore, it is important for each developing country to disaggregate their national reduction targets into targets for various geographical parts of the country. In this paper, we propose a DEA-based approach to allocate China’s national CO 2 emissions and energy intensity reduction targets over Chinese provincial industrial sectors. We firstly evaluate the energy and environmental efficiency of Chinese industry considering energy consumption and GHG emissions. Then, considering the necessity of mitigating GHG emission and energy consumption, we develop a context-dependent DEA technique which can better characterize the changeable production with reductions of CO 2 emission and energy intensity, to help allocate the national reduction targets over provincial industrial sectors. Our empirical study of 30 Chinese regions for the period 2005–2010 shows that the industry of China had poor energy and environmental efficiency. Considering three major geographical areas, eastern China’s industrial sector had the highest efficiency scores while in this aspect central and western China were similar to each other at a lower level. Our study shows that the most effective allocation of the national reduction target requires most of the 30 regional industrial to reduce CO 2 emission and energy intensity, while a few can increase or maintain their 2010 levels. Abstract: Recently, environmental pollution has attracted a lot of attention domestically and internationally. It is known that energy utilization is a major source of China’s environmental pollution. Measuring environmental efficiency of energy utilization in Chinese provinces first, the paper then offers decision supports for relevant departments in order to achieve sustainable development of energy and environment in China. This research chooses CO2 emission as a substitute variable for environmental effects of energy utilization and puts it into the study framework based on total-factor production theory to measure the environmental efficiency of energy utilization of each province and three major regions. On the basis of the above results this research further measures the cost of environmental regulation for each province. Provincial panel data during the period of 2000–2007 are used to carry out empirical study. The analysis indicates that the environmental efficiency of energy utilization in Chinese provinces varies greatly from each other, meaning that both economic output and CO2 emissions need considerable improvement. In addition, the results of empirical study also show that the environmental efficiency of energy utilization in China is quite low. Therefore, to ensure sustainable development of China’s energy, economy and environment, we should resort to advanced technology as the support to promote the efficient and clean utilization of energy resources. Besides, most Chinese provinces have spent quite a lot on environmental regulation, implying that in these provinces development of the economy and the environment are not in harmony. The contributions of this research are as follows: it constructs the models for measuring environmental efficiency of energy utilization in Chinese provinces; it introduces the idea of “environmental regulation” into research system and measures the environmental regulation cost of each Chinese province. Abstract: Evaluation of the energy and emissions efficiency of Chinese regions has recently attracted increasing interest. A number of previous studies have contributed to the measurement of energy efficiency using various types of data envelopment analysis (DEA) techniques. However, most of these DEA-based energy efficiency analyses were restricted to the radial expansions of outputs or radial contractions of inputs. In this paper, we utilize the multi-directional efficiency analysis (MEA) approach instead of the traditional radial DEA to investigate Chinese regional energy and emissions efficiency. Since MEA selects benchmarks such that the input contractions or output expansions are proportional to the potential improvement identified by considering the improvement potential in each input or output variable separately, not just the efficiency status but also the efficiency patterns of different Chinese regions and areas can be detected. The empirical study results indicate that, in general, the MEA efficiency of China experienced an increasing process over the study period 1997–2010; the east area overall is more MEA efficient than the central area and the west area of China during the study period; the significant higher MEA efficiency of the east area to the central area and the west area are due to both the higher energy specific efficiency and the higher emissions specific efficiency of the east area compared to the other two areas; the provinces of Hebei, Shanxi, Inner Mongolia, Shandong, Henan, and Hubei etc. have both high energy saving potentials and high emissions reduction potentials, thus they will play the most important roles in China’s effort on energy conservation and CO2 emissions mitigation. Tackling the issue of Greenhouse Effect requires global action and a combined international effort from both developed and developing nations. Allocation of the total emissions reduction target among various entities is an issue of both theoretical importance and practical significance. Based on efficiency analysis, this paper proposes a methodology to develop an iterative procedure that can realize the disaggregation of emissions allowance. We use China as a typical case to illustrate our methodology, and disaggregate China's national reduction target of carbon dioxide emissions into targets applicable at the provincial level. Our results indicate that economically well-developed entities exhibit smaller percentages in carbon reductions. In contrast, less-developed entities should lower their carbon emissions by significant amounts, since their economic growth rates do not align with the huge amounts of ecological consumption. By implementing the proposed allocation scheme, the cross-performance of all involved entities will achieve the best state. The proposed method is readily applicable to general scenarios including nations, industries and enterprises. The results could support decision makers in developing an equitable and easy-to-operate allocation scheme of emissions allowance among various entities.
