In recent decades, China has been facing serious water pollution crises. To address this problem, discharge standards for wastewater treatment plants in China are becoming more and more stringent. Also, the sewage charge for compliant emissions and the penalty rate for non–compliant emissions have increased significantly. This paper comprehensively investigates the economic and environmental implications of such wastewater management policy in China. In this paper, a general framework for the analysis of WWTPs’ behavior and the resulted economic and environmental consequences is presented, and the impacts of discharge standard, charge rate, and penalty rate are analyzed. The trade–offs between the operational cost, environmental impact, and pollutant emissions are identified. Abstract: A new exhaust emission inventory of ocean-going vessels (OGVs) was compiled for Hong Kong by using Automatic Identification System (AIS) data for the first time to determine typical main engine load factors, through vessel speed and operation mode characterization. It was found that in 2007, container vessel was the top emitting vessel type, contributing 9,886, 11,480, 1,173, 521 and 1166 tonnes of SO2, NO x , PM10, VOC and CO, respectively, or about 80%–82% of the emissions. The top five, which also included ocean cruise, oil tanker, conventional cargo vessel and dry bulk carrier, accounted for about 98% of emissions. Emission maps, which add a new spatial dimension to the inventory, show the key emission hot spots in Hong Kong and suggest that a significant portion of emissions were emitted at berth. Scientific evidence about the scale and distribution of ship emissions has contributed in raising public awareness and facilitating stakeholder engagement about the issue. Fair Winds Charter, the world's first industry-led voluntary emissions reduction initiative, is a perfect example of how careful scientific research can be used in public engagement and policy deliberation to help drive voluntary industry actions and then government proposals to control and regulate marine emissions in Hong Kong and the Pearl River Delta region. Abstract: Atmospheric environmental policies have changed considerably over the last several decades. Clearly the relative importance of the various issues has changed over half a century, for example from smoke, sulphur dioxide and photochemical smog being the top priorities to greenhouse gases being the major priority. The traditional policy instrument to control emissions to the atmosphere has been command and control regulation. In many countries this was successful in reducing emissions from point sources, the first generation issues, and to a lesser extent, emissions from mobile and area sources, the second generation issues, although challenges remain in many jurisdictions. However once the simpler, easier, cheaper and obvious targets had been at least partially controlled this form of regulation became less effective. It has been complemented by other instruments including economic instruments, self-regulation, voluntarism and information instruments to address more complex issues including climate change, a third generation issue. Policy approaches to atmospheric environmental issues have become more complex. Policies that directly focus on atmospheric issues have been partially replaced by more integrated approaches that consider multimedia (water, land, etc.) and sustainability issues. Pressures from stakeholders for inclusion, greater transparency and better communication have grown and non-government stakeholders have become increasingly important participants in governance. The scale of the issues has evolved from a local to national, regional and global scales. Consequently the approaches to atmospheric environmental policy have also been amended. The international dimensions of atmospheric issues have grown in prominence and challenge governance and politics with pressures for international cooperation and harmonisation of policies. This is reducing the policy flexibility of national governments. Partially in response to these changes, to manage environmental risks and protect their brands, leaders in the corporate sector have generally found it beneficial to increase responsibility and accountability, including establishing corporate environmental policies, environmental management systems, risk management, sustainability reporting and other measures. This analysis clearly identifies that these changes are inter-related. Acting together they have transformed the way that atmospheric issues are governed in the last several decades in developed countries. Together they have led to governments in many developed countries vacating leadership roles and becoming increasingly managers of the policy process. As the leadership role of governments has been partially eroded, governments are more reliant on persuasion and diplomacy in their relations with stakeholders. Abstract: Valid and reliable measurement of countries’ climate policy performance is important both for policy-making and analytical purposes. The authors contribute to this end by introducing a new dataset that offers such information for up to 172 countries for the time period 1996–2008. Their Climate Change Cooperation Index (C3-I) captures overall performance as well as performance in terms of political behavior (output) and emissions (outcome). The C3-I, thus, allows for a systematic global comparison of countries’ climate policies. Abstract: This paper compares the outcomes of policies that target vehicle holdings with those that target vehicle usage using data from the US Consumer Expenditure Survey. Results show that a higher price of gasoline shifts vehicle holdings towards more fuel efficient vehicles and reduces the annual demand for miles, whereas imposing a fee on vehicles or a feebate program only shifts vehicle holdings towards more fuel efficient vehicles and has little to no impact on the demand for miles. While it is relatively expensive to reduce CO2 emission through incentive-based policies, achieving any abatement level is more expensive through imposing fees on vehicles than gasoline taxes. In addition, the maximum amount of abatement attainable by a feebate program is relatively small and the same amount could be achieved by imposing a $0.73 gasoline tax per gallon. Abstract: National outlooks of emission levels are important components of international environmental policymaking and associated national policy development. This is the case for both greenhouse gas emissions and transboundary air pollutants. However, there is uncertainty inherent in the production of forecasts. In the climate context, IPCC guidelines have been established to support national teams in quantifying uncertainty within national inventory reporting of historic emissions. These are presented to indicate the potential range of deviation from reported values and to offer added evidence for policy decisions. However, the method and practice of accounting for uncertainty amongst emission forecasts is both less clear and less common. This paper posits that the role of forecasts in setting international targets and planning policy action renders the management of ‘forecast’ uncertainty as important as addressing uncertainty in the context of inventory and compliance work. Failure to explicitly present uncertainty in forecasting delivers an implicit and misplaced confidence in a given future scenario, irrespective of parallel work on other scenarios and sensitivities. However, it is acknowledged that approaches to uncertainty analyses within the literature are often highly technical and the models used are both computationally demanding and time-intensive. This can limit broader adoption where national capacities are limited and scenario development is frequent. This paper describes an approach to presenting uncertainty, where the aim is to balance the technical and temporal demands of uncertainty estimation against a means of delivering regular and practical estimation and presentation of uncertainty for any given scenario. In turn this methodology should help formalise the recognition of the uncertainty dimension in emissions forecasts, for all stakeholders engaged. [Copyright &y& Elsevier]

Abstract: This paper provides an analytical framework for investigating the effects of unilateral measures to control greenhouse gas emitted by the aviation industry. It is found that, unilateral efforts might lead to an increase in global greenhouse gas emissions. Furthermore, emissions taxes implemented as part of such measures could lead to larger negative impacts on home than on foreign airlines, possibly resulting in competitive issues. Concentration permits are regarded as an interesting policy tool for regulating emissions where, besides absolute amounts, also local concentration is important. However, effects of governance structure, trading system and possible policy interventions in the permits' allocation are not yet well analysed and understood. This paper explores in how far tradable fertilisation standards can be seen as a concentration permit trading (CPT) system which can be fine-tuned for further policy intervention. Indeed fertilisation standards such as obliged by the EU Nitrate Directive can be regarded as local nitrate emissions limits, and thus concentration permits. A multi-agent spatial allocation model is used to simulate the impact of defining the manure problem in terms of concentration permits rather than conventional emission permits. Abstract: Many tropical developing countries are considering using a form of Payments for Environmental Services (PES) to reward communities involved in Community Forest Management (CFM) for reducing carbon emissions and increasing carbon sequestration. Such payments would fall under the scope of national Reducing Emissions from Deforestation and forest Degradation (REDD+) programmes which will claim carbon credits or funding under future provisions of the . However, the implications of different systems of payment to communities have scarcely been considered. We suggest that there are at least three different bases on which payment could be made: payments for management inputs, for carbon outputs or for opportunity costs incurred. Almost all current PES systems involving communities are input payment based, although there are also a few proto-opportunity cost models; however it is usually assumed that carbon projects under REDD+ will be output (performance) based. We compare these three payment models with reference to criteria derived from the Polis model of public policy inducement (), which facilitates a real world analysis in which the objectives of actors at different levels (international purchasers of carbon credits, national policy makers, intermediate agencies and local communities) and their interactions are considered. We conclude that output based payments may not be optimal for inducement of CFM carbon emission reduction and sequestration in national REDD+ programmes. We propose a system based on paying communities to measure and monitor their forest carbon stock, which could be combined with either input conditionalities or a bonus for good performance. Abstract: In this paper, we discuss the effect of refunding environmental charges. Taxes are often resisted by polluters because they imply both abatement and tax costs. When charges are refunded, the incentives for abatement are essentially the same as for a tax as long as there are many producers. The incidence and distribution of costs is however different. Lower net tax payments reduce resistance from the polluters and make refunded emissions payments politically easier to implement at a sufficiently high charge level to have significant abatement effects. We describe and examine the refunded emissions payment scheme as a policy instrument and compare it with taxes and permits with regard to allocative properties, distribution of costs, property rights, and, consequently, the politics of implementation.
