As private businesses are an integral part of China's market economy, it is essential to foster their expansion in a positive manner. Even though some private enterprises have made significant strides in their ability to innovate independently, the majority of them have not yet established an effective endogenous mechanism of independent innovation, and their independent innovation capability and level are insufficient to meet the requirements of economic and social development in the new era. Therefore, it is essential to evaluate the innovation capacity of private businesses. Therefore, the first section of this paper examines the research on measuring enterprise productivity. Second, this paper employs a combination of endogenous dynamics to develop an endogenous dynamics mechanism that encourages innovation in private companies. In addition to employing the DEA model, this paper proposes an evaluation optimization mechanism for assessing the innovation capability of private enterprises in a Chinese province from 2015 to 2021. It concludes that the innovation capability of private enterprises in this province is generally low and that factors such as the number of technical employees, the R&D investment funds of private enterprises, and the number of granted patents have a significant impact. In order to effectively address or eliminate the impact of CO2 emissions, it is crucial to conduct a CO2 emissions evolution analysis using a green investment model. Ecological innovation helps to limit carbon dioxide emissions, which is crucial to resource distribution and effectively summarizes the regularity and innovation of the process of limiting carbon dioxide emissions. Under the condition of fully grasping the principles of low-carbon city development and related policy protection, find a suitable low-carbon city development model. This paper analyzes the impact of ecological innovation and green investment on carbon dioxide emission limitations by building a data analysis model. The results of the case analysis show that the impact of the green investment scale on Chinese carbon dioxide emission restrictions is an inverted U-shaped relationship. The scale of green investment, economic competition, and marketization of capital allocation has a negative impact on Chinese carbon dioxide emissions, while green investment and ecological innovation have a positive effect on the green and low-carbon development of the Chinese economy. In recent years, the number and scale of small, medium-sized, and micro enterprises have continued to increase, which is the main force to promote the development of China's national economy, the guarantee of China's rapid and stable economic development, and has a direct impact on social stability and people's livelihood. In China's economic growth, small, medium-sized, and micro businesses play a critical role. However, several limitations limit their current growth stage, preventing them from expanding their size, such as resource and environmental limits, an inappropriate industrial structure, and institutional issues, such as severe market rivalry. To address this issue, this paper develops a micro innovation service platform for small and medium-sized businesses, offers a variety of services to small and medium-sized businesses, fully realizes data sharing and transmission in all aspects using social perception and neural network algorithms, and effectively utilizes social attributes on mobile nodes to assist each node. Also, it investigates the impact of the innovation service platform for small and medium-sized micro firms in practice. After the construction of the innovation service platform for small and medium-sized micro enterprises in 2018, it analyzes the number of transaction projects of platform technology transfer, technology development, technical consultation, and technical services from 2018 to 2020 and analyzes the transaction volume of projects in four aspects. The results show that they have significantly improved, which plays an important role in realizing the transformation of achievements and improving the innovation ability of small and medium-sized micro enterprises in China. Clean energy is the core element of China's energy low-carbon transition strategy, and its development degree is closely link with science and technology innovation and higher education. Based on studying relevant research and analyzing data and information, we selected 11 primary indicators, such as investment in education, transformation of scientific research results, and clean energy development, and 30 secondary indicators, such as R&D investment intensity, number of patents granted for inventions, clean energy power generation, clean energy installed capacity, and clean energy consumption share, to construct an indicator evaluation system. Based on the actual data of three systems from periods 2010 to 2020, we try to use entropy weight method to calculate index weights, use coupled coordination model to calculate coupling coordination degree of three systems, and use gray correlation analysis method to in-depth analysis interaction relationships between three systems. Based on the research, we try to propose 3 countermeasures and recommendations. We hope that the research results of this paper will provide a new research method and ideas for related studies and make positive contributions to the high-quality development of China's economy and the realization of the energy transition strategy. Recent years have seen a progressive integration of the new media environment into people's lives, studies, and employment, which has had a profound impact on China's social economy. It is unavoidable to conduct the educational reform of classical literature in the age of new media. Data mining (DM) is a method for analysing and learning from data in databases and data warehouses using artificial intelligence. They work better together to create a solid foundation for decision-making analysis of businesses or pertinent departments in many fields. The BP algorithm can cause the weight to converge to a specific number, but it cannot ensure that that value is the error plane's overall minimum. In order to correct the flaw that the BP neural network is prone to falling into local minima, the improved credible BP neural network used in this paper adopts the momentum factor. The findings demonstrate that there is little variation between the predicted value and the actual value achieved by applying the BP algorithm in the experimental group with order of magnitude standardised operation, and that this algorithm's error has been decreased by 7.38%. This paper provides publicly available data from 2015-2021, takes fixed asset investment as the variable, introduces control variables, and analyzes the relationship between technological innovation and economic growth using fixed-effects model and intermediate-effects model. The results show that innovation contributes significantly to regional economic growth and is influenced by the mediating role of fixed asset investment. In order to boost China's economic growth, specific policy recommendations are proposed in terms of optimizing the regional innovation layout, improving the intellectual property rights system, cultivating high-quality talents, optimizing the structure of fixed assets, and attracting the inflow of foreign capital. Exploring the transformation of the mode of economic growth has been widely concerned by researchers around the world, especially in the context of "dual carbon" goals. China's economy is in a transition stage to high-quality green development (HGD), with technological innovation (TI) and emerging industrial agglomeration (EIA) as important drivers. However, existing studies lack a systematic empirical analysis on different dimensions of TI and its influence mechanism. In order to examine the mechanism of TI affecting HGD through EIA, this study uses the panel data in the western Yangtze River Delta of China from 2009 to 2019 to first comprehensively calculate the TI index, EIA index, and the HGD index as proxy variables for regional TI, EIA, and HGD, respectively, and then empirically examines the impact of TI on HGD and the heterogeneous impacts on HGD. Finally, we test the mediation effect of EIA between TI and HGD. The results show that TI effectively promotes regional HGD, and with the increase in the HGD index, the driving role of TI also increases. Technological innovation has heterogeneous impacts on HGD at different dimensions of innovation, time periods, and regions. Innovation output and diffusion have significant impacts on HGD, whereas innovation input and environment have insignificant impacts. The effects of TI promoting HGD are different before and after 2013. Additionally, the nexus between TI and HGD also differs across spatial distributions. In order to quantitatively analyze the synergistic relationship between the digital economy and high-quality development, the author proposes a measure of the coupling and coordination of China's digital economy and high-quality development. Based on the data of 271 prefecture-level and above cities in China from 2016 to 2021, the coupling coordination degree model is used to examine the coupling relationship between the digital economy and high-quality development. The result shows that China's digital economy and high-quality development are highly coupled, with an average coupling value of 0.9227. Conclusion. This study reveals the characteristics and facts of the coupling and coordination relationship between China's digital economy and high-quality development and provides useful policy inspiration for the central and regional formulation of differentiated digital economy development policies and high-quality development strategies.
