Based on the theoretical knowledge of technological innovation, this paper designs a sensor data value incubation model and a sensor data collection model to collect the original data on green innovation efficiency. In order to explore the spatial and temporal differentiation characteristics of China's provincial green innovation efficiency and the spatial spillover effect of China's provincial green innovation efficiency, the entropy weight TOPSIS model is adopted to measure the green innovation efficiency of China's 30 provinces (cities) from 2005 to 2021 and analyze its temporal and spatial evolution characteristics. This paper uses an exploratory spatial data analysis method to prove the agglomeration phenomenon of China's provincial green innovation efficiency in the ground space. Finally, a spatial econometric model is introduced to study the impact of government R&D investment, green supervision, and green innovation efficiency on spatial spillover effects. The study found the following three conclusions: First, the efficiency of green innovation in China's provinces has been fluctuating in stages, and the overall trend has been increasing year by year. The overall efficiency of green innovation in China's provinces is low, and the overall development is uneven and uncoordinated. Second, from the results of the spatial autocorrelation test, there is a clear and positive spatial correlation between China's provincial green innovation efficiency and agglomeration in the geospatial space. Third, government R&D inputs and different types of green regulations have a significant impact on green innovation efficiency and have significant spatial spillover effects. Along from the eastern region to the central region, then to the northeast and western regions, the degree of effect on green innovation efficiency and the intensity of spatial spillover effects have gradually weakened. It is believed that the government should reduce R&D investment in the eastern region and increase green sewage charges. Distribution process is the core of logistics enterprise system. Efficient distribution process is the key for enterprises to improve logistics service level, gain competitive advantage, and win customers. In order to reduce the design error of the system and ensure the effective operation of the system, this paper establishes the system model and analyzes the properties of the model through the evaluation and analysis of various resources of the distribution system. The future development of intelligent logistics system is not only the key for logistics enterprises to win competition, but also a new measure to promote China's economic development. This is not only a typical NP hard problem, but also a major challenge for the rational and scientific development of the intelligent logistics industry. Based on the previous theoretical research results, this paper intends to explore the intelligent logistics distribution route selection scheme by using mathematical modeling methods such as particle swarm optimization, so as to provide new technologies and methods for logistics distribution operation and management decision-making. The results show that compared with the traditional genetic algorithm, the accuracy of the improved particle swarm optimization algorithm is improved by 10.36%. This method effectively improves the operation cycle and link efficiency and achieves the purpose of optimization. The improved particle swarm optimization algorithm proposed in this paper is not only more suitable and effective for enterprise decision makers to deal with subjective judgments in an imprecise environment. It is also based on the evaluation sequence of each indicator of the alternative obtained from the evaluation and the comprehensive evaluation of all indicators. This paper explores the influence mechanism of the marketization process and financial technology on corporate investment preference using panel data from 2013 to 2019 for China's A-share listed companies. The study finds that both the marketization process and FinTech can facilitate increased R&D innovation and foreign equity investment by companies but discourage investment in their fixed assets, and FinTech has a "U-shaped effect" on corporate R&D and innovation. At the same time, the marketization process and FinTech show different threshold effects on corporate investment preferences with government subsidies as the threshold variable. It is found that market-based processes in small-scale enterprises are better able to promote investment in innovative R&D by companies—the marketization process for large enterprises has a greater impact on outward equity investment in the heterogeneity analysis. From the perspective of the nature of property rights, it is found that the marketization process and FinTech have a greater impact on non-state enterprises. As a result, in an era of rapid FinTech development, this paper enriches the relevant research on the impact of the marketization process on corporate investment preferences, which has important practical significance for policy formulation and corporate future development. In the context of technological innovation promoting the long-term sustainable development of enterprises, how to better motivate senior executives to create greater value for an enterprise is being widely discussed. In particular, the COVID-19 outbreak has raised concerns about whether companies can deliver more value by holding large amounts of cash. However, although scholars have conducted a lot of research on topics such as innovation and firm value, how differentiated executive compensation incentives regulate the relationship between firm innovation and the value of cash holdings has hardly been explored. This paper selects the balanced panel data of 1470 A-share listed companies from 2012 to 2020 in China to explore the relationship between innovation investment, executive compensation, and the value of cash holdings. It is found that innovation investment has a positive impact on the value of the cash holdings. Based on Herzberg's hygiene motivational factors, different types of executive compensation may have a hygiene effect or a motivational effect, which is different. As a result, the moderating effect of executive compensation on innovation investment and the value of cash holdings are significantly different. Executive equity compensation and in-service consumption are motivational attributes. They have a positive moderating effect on innovation investment and the value of cash holdings. The moderating effect of executive monetary compensation on innovation investment and the value of cash holdings changes with the change in monetary compensation. When monetary compensation is lower than the threshold value, monetary compensation is reflected as a hygiene attribute, so it has no significant positive moderating effect on innovation investment and the value of cash holdings. When monetary compensation is higher than the threshold value, monetary compensation is reflected as a motivational attribute, so it has a significant positive moderating effect on innovation investment and the value of cash holdings. This paper aims at identifying the causal relationship between the reform of the cultural system and the upgrading of industrial structure, revealing the causal relationship between the reform of the cultural system and the upgrading of industrial structure, which is of great significance for promoting the reform of the cultural system and the upgrading of industrial structure. The impact of cultural administrative reform on industrial structure upgrading is empirically tested using panel data from 261 prefecture-level cities in China from 2001 to 2017. The double difference model and PSM-DID method are used. This includes conducting placebo tests and examining the robustness of empirical findings using other methods. The findings indicated that (1) the influence coefficient of the cultural administrative system reform on industrial structure upgrading is positive and passed the significance level test, indicating that the cultural administrative system reform significantly promoted industrial structure upgrading, and on average, it can improve the level of the urban industrial structure by 11.81 percent. (2) Theoretical analysis of the mechanism demonstrates that the innovation level acts as a link between cultural administrative system reform and industrial structure upgrading, implying that cultural administrative system reform promotes industrial structure upgrading by stimulating the innovation level of cultural enterprises. (3) The results of the heterogeneity analysis indicate that the influence of cultural administrative reform on industrial structure upgrading is highly regionally and economically differentiated. The higher the economic level of the local community, the more effective the promotion effect on industrial structure upgrading. The reform of the cultural administrative system has a greater impact on industrial structure upgrading in the eastern region than in the central and western regions. On the basis of the foregoing research findings, this paper makes some policy recommendations for releasing the overall system reform dividend based on the cultural system and promoting regional industrial structure upgrading. Building a new development pattern based on the "double-cycle" is a major strategic plan of China. Under the background of the new development pattern of the "double-cycle" and the context of environmental constraints, this paper tries to explore the impact of marine economic development on marine cultural industry and marine innovation development, the extent of the impact of marine cultural industry on marine economic growth, and the internal relationship between them under the new development pattern of double circulation. In this paper, Fujian Province is taken as the research object to construct an indicator system of the marine culture development to reflect the living standard, employment level, and spiritual and cultural levels of people in the marine area, and the external influence of the marine economy and marine culture industry is taken as the indicator variable to measure the integrated development. The internal changes are regarded as the index to assess the integration level of the two, and the evaluation theoretical model of the dynamic evolution level of the marine economy and marine cultural industry is constructed. The vector autoregression model and impulse response function are used to study the interactive correlation between the growth of the marine economy and the development of the cultural industry. The results show the following: In the long run, there is a cointegration relationship between the marine culture industry and the gross ocean product (GOP), which is a long-term balanced and stable relationship. The carbon emission reduction potential of photothermal utilization of solar energy is outstanding, but the breakthrough of technology is closely related to the management of innovation and research in higher educational institutions. What factors affect such relationship is discussed in this paper. Based on the photothermal technology project data released by the National Natural Science Foundation of China (NSFC) and China education yearbook, this paper analyzes the variable relationship between the output of solar thermal technology innovation and industrial demand. Specifically, the negative binomial regression was constructed based on the technological project approval data. The results show that the input of scientific research resources has a key influence on the development of solar thermal technology, the establishment of technological projects or the subsequent patent application derived from technological projects. There is a significant IPO underpricing phenomenon in the stocks of high-tech companies on China Science and Technology Innovation Board (STAR Market). In order to analyze the causes of high IPO underpricing on STAR Market, from the perspective of investor behavior, this paper uses the Two-tier Stochastic Frontier Model to decompose IPO underpricing into two parts, the pricing impact of the primary market and the transaction impact of the secondary market, and then studies the differences of the impact of different markets on IPO underpricing. The results show the following: (1) the primary market pricing of most stocks, that is, the difference between the issuance price of stocks and the real value of stocks is small, which shows that the primary market pricing has a weak impact on the IPO underpricing of the STAR Market, which in turn shows that the implementation of the registration system has significantly improved the IPO pricing efficiency of the STAR Market; (2) the closing price of most stocks fell on debut, that is, the trading price of stocks is significantly higher than its real value, which shows that the blind optimism of investors in the secondary market and the irrationality of investor structure are the main factors leading to the IPO underpricing of the STAR Market; and (3) through the variance decomposition and the robustness test of grouping the industry to which the enterprise belongs, the year of listing, and issuance and the size of the enterprise, we find that in different years and different industries, the impact of investor behavior in the secondary market on IPO underpricing is significantly higher than that in the primary market. In addition, the IPO underpricing of enterprises is not affected by the size of enterprises. This shows that the behavior of investors in the secondary market has always been the main means to affect the IPO underpricing of the STAR Market. Small- and medium-sized enterprises (SMEs) are important foundations to implement mass entrepreneurship and innovation and play an irreplaceable role in increasing employment, promoting economic growth, as well as scientific and technological innovations, and providing particularly social harmony and stability and imminently are strategic entities to the national economy and social development in underdeveloped regions. However, the low-efficiency financing of SMEs has gradually become a major factor that restricts the high-quality development of SMEs in the current conditions. In this paper, interest expenditure, gearing ratio, and the net debt ratio as input indicators and current asset turnover ratio, cost margin, and main business income as output indicators are used to conduct the DEA-BCC model. By utilizing the GEM-listed private enterprises between 2017 and 2020 in China, the nationwide financing efficiency of SMEs is firstly measured, and then the financing efficiencies of SMEs in economically developed regions and lagging regions are calculated separately. The comparison reveals that the financing efficiency of SMEs in economically underdeveloped regions is not only lower than the national average figure but also much lower than the financing efficiency level in economically developed regions, which is the result of the combined effect of internal and external factors that enterprises face. Further, this paper finds that unexpected public events, core technical personnel, and enterprise size have an impact on the financing efficiency of SMEs when running group testing. This paper puts forward rationalized suggestions to the institutions to improve the financing efficiency of SMEs in underdeveloped regions concerning the conducted research, which are called government, financial institutions, and enterprises. Clean energy is the core element of China's energy low-carbon transition strategy, and its development degree is closely link with science and technology innovation and higher education. Based on studying relevant research and analyzing data and information, we selected 11 primary indicators, such as investment in education, transformation of scientific research results, and clean energy development, and 30 secondary indicators, such as R&D investment intensity, number of patents granted for inventions, clean energy power generation, clean energy installed capacity, and clean energy consumption share, to construct an indicator evaluation system. Based on the actual data of three systems from periods 2010 to 2020, we try to use entropy weight method to calculate index weights, use coupled coordination model to calculate coupling coordination degree of three systems, and use gray correlation analysis method to in-depth analysis interaction relationships between three systems. Based on the research, we try to propose 3 countermeasures and recommendations. We hope that the research results of this paper will provide a new research method and ideas for related studies and make positive contributions to the high-quality development of China's economy and the realization of the energy transition strategy. Under the research background of ecological environment protection and "double carbon" goal, this paper applies panel data on the logistics industry from 2010 to 2019 in 12 provinces of China's new western land-sea corridor to statically measure the logistics industry's technical efficiency after taking into account the impact of different environmental elements and to analyze the dynamics trends of total factor productivity in the logistics sector. It is measured by using the three-stage SBM model and the Malmquist–Luenberger productivity index, which considers undesirable output. The findings indicate the following: (1) In the context of "double carbon," the overall technical efficiency of the logistics sector in the new western land-sea corridor seems to be relatively low; however, the average technical efficiency of the logistics sector in the southern portion of the new western land-sea corridor does seem to be higher than that of the northern part. (2) The logistics industry's technical efficiency varies greatly by region, with locations near central China having much higher technical efficiency than remote inland areas. (3) The fundamental reason for the improvement of technical efficiency in the logistics industry is pure technical efficiency, and the driving force behind the increase in total factor productivity is technological advancement. (4) Economic development, informatization development, industrial market scale, and import and export all have a substantial influence on the logistics industry's technical efficiency. As important carriers of local innovation activities, innovative industrial clusters are attracting increasing attention. Therefore, several countries have started promotion policies for innovative industrial clusters. However, there are few empirical studies on relevant policies. This paper investigates the impact of China's "innovative industrial cluster pilot" (IICP) policy on regional innovation. Taking the implementation of IICP policy as a quasi-natural experiment and using the panel data of 266 prefecture-level cities in China in 2008-2019, this paper provides strong evidence that IICP policy promotes regional innovation. The conclusion still holds after a battery of robustness checks. The heterogeneity test shows that the promoting effect of IICP policy on innovation is more significant in central and western region than in eastern region. Moreover, the lower the city administrative level and the lower the dependence on natural resource, the more prominent the innovation effect of IICP policy. Further, the mechanism test shows that the IICP policy can promote regional innovation indirectly by strengthening government support for innovation and attracting the agglomeration of science and technological talents, but the mediation effect of industrial structure has not been verified. The advanced nonferrous metal industry is a national strategic emerging industry, and its innovation ability is crucial to the transformation and development of downstream industries such as aerospace, rail transit, electronic information, and automobiles to the high end of the industrial value chain. The research on the evolution characteristics of its cooperative network is beneficial to the research on the mechanism of improving the innovation capability of the industry. Based on the cooperative invention patent application data in 2002–2020, using the social network analysis method and Gephi 0.9.2 visualization to construct a patent cooperation network and knowledge network, this paper analyzes the overall characteristics and evolution law of the patent cooperation network in the advanced nonferrous metal industry. It is found that, first, the structure of the innovation network in China's advanced nonferrous metals industry is becoming more and more complex. The scale of the cooperation network and knowledge network is increasing, and the small world is obvious. Second, some innovation subjects, as key nodes, play the role of "bridge" and grasp the general direction of technology. The structure of the key nodes in the network has changed, and the cooperative innovation network of industry-university-research has gradually evolved from enterprise-led to university-led. Third, the number of technical categories has increased and the depth of technology has been enhanced in China's advanced nonferrous metal field. Hot technical fields are characterized by high intensity, wide range, and stable advancement. Market integration is an important tool for China's regionally coordinated economic development. At the same time, China is implementing an innovation-driven development strategy. Therefore, the way the market integration affects regional innovation is of great significance to analyze this problem. The panel data of 27 cities in the Yangtze River Delta region in China with the highest degree of economic integration from 2009 to 2018 are used to investigate the impact of market integration (MI) on regional innovation (RI). The main findings are as follows: the first-order lag term of RI is significantly positive, and RI has certain path dependence. In this regard, MI has a positive impact on RI and promotes RI. The estimated coefficient of MI is significantly positive and has a positive impact on RI and promotes RI. This provides a reference for promoting RI through MI. The contributions of the paper are threefold: (1) This paper examines the impact of MI on RI to provide policy implications for the coordinated development of innovation between regions. (2) The relative price method is adopted to measure the MI, which covers 16 kinds of commodities, covering a wider range than does the traditional method. The governments need beforehand to perceive the innovative relationship risk because they are one of the innovation subjects in those industry collaborative innovation alliances. However, it is difficult for innovation subjects to quantify the risks for industry collaborative innovation alliances due to the complexity, nonlinear, and dynamic condition. This paper firstly constructs an ordered logistic model, uses the following as independent variables: the collaborative degree, the ratio of science technology expenditure to GDP, the ratio of education expenditure to GDP, the ratio of finances to GDP, and uses the levels of risk as the dependent variable. Then, this paper uses the panel data of 30 provinces in China (Hainan is not included) from 2010 to 2018 to fit the model. Based on the fitting results, the research has gained the relationship risk prewarning model in industry collaborative innovation alliances by using the collaborative degree as an independent variable. The governments at all levels can use this relationship risk prewarning model to percept risk levels and reckon the corresponding probability which exists in industry collaborative innovation alliances. Furthermore, there are regional influences existing in the prewarning relationship risk levels in industry collaborative alliances. The east and middle areas have significant regional influence, but it does not exist among west areas and others. The governments at all levels may consider the regional differences. This paper brings producer services "bringing in" and "going out" into the same analytical framework and explains the influence mechanism of producer services opening on the development of servitization from three aspects of import trade, FDI, and OFDI. On this basis, using the latest input-output data of WIOD, this paper constructs some indicators to measure the openness of producer services such as import trade penetration, FDI penetration, and OFDI penetration and then empirically tests the impact of producer services openness on the development of servitization in China. The results show that the openness of producer services has a significant positive impact on the development of China's servitization. In addition, the robustness analysis based on variable substitution and different estimation methods shows that the conclusions are robust. The heterogeneity test shows that the impact of producer services openness on servitization has heterogeneity. The specific performance is as follows: there is different impact of producer service sector openness on the development of servitization; the impact of producer service openness on the development of servitization with different factor intensities is also different; and there is also different impact of producer service sector openness on the development of servitization with different factor intensities. The policy implications of these research conclusions are as follows: firstly, taking co-construction of the "Belt and Road" as a chance to promote the new open pattern; secondly, focusing on expanding the openness of high-end producer services; and thirdly, taking innovation driven development as the guide to increase R&D investment of producer services. A scientific and comprehensive measurement of the efficiency of scientific and technological innovation activities is the basis and prerequisite for evaluating the existing environment and conditions of universities and is conducive for improving the efficiency and promoting the development of provincial economy. The paper selects the DEA (Data Envelopment Analysis) method to measure the efficiency of scientific and technological innovation in universities of China from 2007 to 2019 and studies its spatial differences. Then, the paper uses Markov chain estimation to describe the dynamic evolution process of the efficiency, and finally uses system GMM (generalized method of moments) model to identify the key influencing factors of its efficiency. The conclusions obtained are as follows: (1) The scientific and technological innovation efficiency in universities presents the highest distribution characteristics in the eastern part, the western part of China has the lowest, and the central part is midway of the two regions. There are significant differences between regions. (2) During the entire observation period, the efficiency in each region showed a path-dependent characteristic. After 2016, the mobility of different levels of technological innovation efficiency of universities in eastern part of China has increased, while in the central and western parts of China it tends to be stable. (3) Economic advantages, location advantages, government support, research and development foundation, and the efficiency of scientific and technological innovation in universities have a significant relationship, and the results are different in different regions. Under the background of the evolution of this culture, this paper discusses the application of Chinese decorative color for interior decoration design and puts forward an application model of Chinese decorative color for interior design based on the AlexNet network improved by Adam, BN, dropout, and data enhancement optimization algorithm. Through analysis, it is found that the AlexNet network improved based on the above optimization algorithm has a good application prospect for interior decoration design. For the traditional AlexNet network, the improved AlexNet network is obviously better than the traditional AlexNet network in color extraction and can greatly reduce the loss value in the process of color recognition, up to 70.77%. Finally, the application forms and decorative functions of Chinese decorative color elements based on the improved AlexNet network in interior decoration design are analyzed. In order to effectively address or eliminate the impact of CO2 emissions, it is crucial to conduct a CO2 emissions evolution analysis using a green investment model. Ecological innovation helps to limit carbon dioxide emissions, which is crucial to resource distribution and effectively summarizes the regularity and innovation of the process of limiting carbon dioxide emissions. Under the condition of fully grasping the principles of low-carbon city development and related policy protection, find a suitable low-carbon city development model. This paper analyzes the impact of ecological innovation and green investment on carbon dioxide emission limitations by building a data analysis model. The results of the case analysis show that the impact of the green investment scale on Chinese carbon dioxide emission restrictions is an inverted U-shaped relationship. The scale of green investment, economic competition, and marketization of capital allocation has a negative impact on Chinese carbon dioxide emissions, while green investment and ecological innovation have a positive effect on the green and low-carbon development of the Chinese economy. With the growth and development of Construction 4.0, new technologies such as BIM, Big Data, and the Internet of Things are commonly used. These digital technologies play a critical role in fostering firm innovation and also have a major impact on firm performance. Based on panel data of 33 listed construction firms in China's construction industry from 2015 to 2020, this paper uses regression analysis and mediation analysis methods to empirically examine the relationship between Construction 4.0, technological innovation capabilities, and firm performance. The results demonstrate that Construction 4.0 has a significant positive promotional effect on the firm performance, while technological innovation capabilities mediate between Construction 4.0 and the firm performance. Based on these findings, it is suggested that construction firms should pay attention to the new technologies brought by Construction 4.0, increase investment in research and development, actively cultivate technological innovation capabilities, and build technological innovation networks, so as to promote digital transformation of construction firms. Based on the data of China's listed companies from 2007 to 2020 and the financial license of the China Banking and Insurance Regulatory Commission, this paper analyzes the influence of bank competition on enterprise innovation investment and its mechanism. It is found that bank competition can improve the enterprise innovation investment, which still holds true after endogenous treatment and robustness test. Further research demonstrates that bank competition plays a stronger role in enterprise innovation for non-state-owned enterprises and small-scale enterprises. The mechanism analysis shows that bank competition can promote enterprise innovation investment and enterprise financialization by easing financing constraints. Moreover, enterprise financialization has a crowding-out effect on enterprise innovation investment. Therefore, moderately intensifying bank competition, further improving the financial system, and deepening the financial marketization reform have profound effects on driving enterprise innovation and its high-quality development. Power transmission and transformation projects (PTTPs) under new energy grid connections are different from ordinary engineering construction projects. With large investment amounts, various supporting facilities, and high safety and quality requirements, PTTPs are vulnerable to the volatility of new energy power generation, climate, geological conditions, geopolitical environment, technological changes, and other kinds of uncertain factors. Therefore, the investment risk of PTTPs under new energy grid connection is particularly considerable in the project management. For the owner of PTTPs, adopting the engineering-procurement-construction (EPC) mode is an effective attempt to solve the project construction problems faced by the owners. Thus, this paper deeply excavates the key risk points of PTTPs in the initial investment phase under the EPC mode and constructs the novel risk evaluation index system from the perspectives of economy, management, policy, society, and environment. An assessment model is established based on triangle fuzzy number-hesitant fuzzy linguistic term sets (HFLTS-TFNs), the entropy method, and the fuzzy comprehensive evaluation method, which is used to evaluate the investment risk of PTTPs to provide reference for power grid corporations to control project risks. In recent years, the number and scale of small, medium-sized, and micro enterprises have continued to increase, which is the main force to promote the development of China's national economy, the guarantee of China's rapid and stable economic development, and has a direct impact on social stability and people's livelihood. In China's economic growth, small, medium-sized, and micro businesses play a critical role. However, several limitations limit their current growth stage, preventing them from expanding their size, such as resource and environmental limits, an inappropriate industrial structure, and institutional issues, such as severe market rivalry. To address this issue, this paper develops a micro innovation service platform for small and medium-sized businesses, offers a variety of services to small and medium-sized businesses, fully realizes data sharing and transmission in all aspects using social perception and neural network algorithms, and effectively utilizes social attributes on mobile nodes to assist each node. Also, it investigates the impact of the innovation service platform for small and medium-sized micro firms in practice. After the construction of the innovation service platform for small and medium-sized micro enterprises in 2018, it analyzes the number of transaction projects of platform technology transfer, technology development, technical consultation, and technical services from 2018 to 2020 and analyzes the transaction volume of projects in four aspects. The results show that they have significantly improved, which plays an important role in realizing the transformation of achievements and improving the innovation ability of small and medium-sized micro enterprises in China. This paper makes a comprehensive description of the innovation ecosystem from three perspectives, the concept refinement of the innovation ecosystem, factor symbiosis, and system efficiency, since the traditional definition of innovation ecosystem is not sufficient to fully describe the innovation ecosystem. With grounded theory for reference, the concept of innovation ecosystem is reconstructed, and it is discovered that the conceptual model of innovation ecosystem is composed of main categories and subcategories. The main category is the innovation population and innovation habitat category in the innovation ecosystem, and the subcategory is the input and output activities of the innovation subjects in the innovation ecosystem. The concept refinement of the innovation ecosystem based on the Chinese scenario reflects the characteristics of the innovation ecosystem in a specific context. It has been found that, under the Chinese scenario, there is an asymmetric symbiotic relationship between populations and habitats in the innovation ecosystem. The input-output total factor productivity of the entire innovation ecosystem is in a state of decline, and this decline in total factor productivity is mainly due to the decline in technological change. This paper uses the data of China's A-share listed companies in Shanghai and Shenzhen stock markets from 2003 to 2014 and takes the pilot emission trading policy in 2007 for a quasinatural experiment to explore the role of the pilot emission trading policy in promoting enterprises' green technology innovation. The empirical research shows a Porter effect in the emission trading system in China. Specifically, first, the emission trading policy can significantly promote enterprises' green technology innovation in pilot areas. In addition, the incentive effect of emission trading policy on green technology innovation is significantly different due to the types of green patents. Second, the incentive effect of emission trading policy on enterprises' green technology innovation is different due to the nature and scale of enterprises. The incentive effect is greater in state-owned enterprises than in non-state-owned enterprises, and it is greater in large-scale enterprises than in small-scale enterprises. Finally, the incentive effect of emission trading policy on enterprises' green technology innovation has heterogeneity of regions. This paper makes a new attempt to identify the effectiveness of innovation factor allocation with a random forest method. This method avoids the evaluation bias of the relative effectiveness caused by the noneffective selection of production frontier in the nonparametric DEA method. It does not refer to other optimal subjects but shifts the focus to the judgment of its own effectiveness. In addition, it also gets rid of the constraints of the model and variables in the parameter SFA method, ensuring the reliability of the measurement results by resampling thousands of times. The data is collected from 30 provinces in China from 2009 to 2018. The findings show the innovation factor allocation in more than half of the provinces is not fully effective. It indicates that how to make use of innovation factor inputs to achieve the actual innovation output higher than own optimal levels is currently still in a period of exploration in China. To further improve innovation factor allocation efficiency, it deeply analyzes the impacts of innovation factor inputs and finds out the important innovation factor inputs. Furthermore, this study presents the nonlinear characteristics and optimal combination of important innovation factor inputs. According to this, it offers the detailed suggestions about how to adjust current important innovation factor inputs for each province in order to greatly enhance the effectiveness of innovation factor allocation in the future. Sustained and stable external financing, affected by the financial environment, is a necessary condition to support the green technological innovation of enterprises. This paper focuses on the impact of bettering the financial environment of digital finance on enterprise green technological innovation, as well as the mediating role of financing costs and financial flexibility in this process. Using China's data on manufacturing enterprises listed in Shanghai and Shenzhen from 2011 to 2018, the hypotheses are tested. The result suggests the following: (a) digital finance effectively promotes enterprises to carry out green technological innovation, specifically, the coverage and depth of digital finance can promote enterprises' green technological innovation, but the degree of digitization has no significant impact; (b) digital finance improves the financial environment by making up the shortage of traditional financial system through reducing financing problems such as "financing difficulty," "matching difficulty," and "supervision difficulty," which make effective contributions to enterprise green technological innovation; (c) financing costs negatively mediate the relationship between digital finance and enterprise green technological innovation, while financial flexibility positively mediates the relationship. Overall, our findings shed light on the role digital finance plays in shaping corporate environmental behavior—and ultimately innovation in sustainability—in financing constraint setting. Technological innovation is the source of generating new momentum. In the context of the financing constraints generally existing in China, it is particularly important to explore the impact of technological innovation investment on corporate financial risk, which also provides a risk identification perspective and development direction for enterprises. Based on the data of China's small and medium-sized listed companies from 2010 to 2019, and from the perspective of moderating effect of financing constraints, this paper uses multiple regression analysis method to test the impact mechanism of technological innovation investment on corporate financial risk and the moderating effect of financing constraints in both. The results show that technological innovation investment can significantly reduce corporate financial risk, while financing constraints can significantly improve the level of financial risk. Financing constraints play a moderating role in technological innovation investment and financial risk. Heterogeneity test found that, compared with large-scale enterprises, small-scale enterprises' technological innovation investment has a more significant impact on financial risk, and the moderating effect of financing constraints is also greater. Compared with private enterprises, state-owned enterprises' technological innovation investment has less impact on financial risk, and the moderating effect of financing constraints is not significant. Cross-border e-commerce has greatly promoted the development of China's foreign trade, and the cross-border e-commerce comprehensive pilot area (CBECCPA, in brief) is the main form for promoting the development of cross-border e-commerce. The study aims to find out what factors and to what extent these factors affect the development of the CBECCPAs. Adopting the structural equation model analysis (AMOS) method and the data in 2017 of the 35 CBECCPAs set in the former three batches in China, the paper studies the effects of four main factors, including economic foundation, telecommunication network foundation, e-commerce logistics, and scientific and technological innovation, on the development of the CBECCPAs. The empirical results show that the economic foundation of the city where a CBECCPA locates has a vital impact, scientific and technological innovation has a quite important effect, e-commerce logistics has an important impact, and telecommunications network foundation has a slight influence on the development of CBECCPA. On the basis of empirically analysis results, it is suggested to strive to develop the cities' economy, increase investment in scientific and technological development, attach importance to scientific and technological innovation, and perfect the urban logistics system. Some suggestions are put forward, such as to make great efforts to develop the economy sustainably, to encourage to scientific and technological innovation, and to improve the logistics system. This paper examines the threshold effect of resource misallocation between specialization and technological innovation performance in the high-tech industry in China. Contrary to the existing literature, this paper applies the static panel threshold model to evaluate the threshold effect of industrial specialization on the innovation performance, including the single threshold effect and double threshold effect. The empirical results shed new light on the topic and signified that high-tech industry specialization has a nonlinear effect on innovation performance and the resource misallocation threshold. This paper theoretically analyzes the direct impact of environmental regulation on carbon emissions and its indirect effects on carbon emissions through foreign direct investment (FDI), energy consumption, industrial structure, and technological innovation. Then, this paper constructs a spatial lag model to empirically test the dual effects of environmental regulation on carbon emissions based on the provincial panel data of 2003–2017 in China. The results show that the average Moran's I value of carbon emissions during 2003–2017 is 0.2506, passing the significance test at 1% level, and carbon emissions have spatial correlation characteristics. The direct impact of environmental regulation on carbon emissions is significant and positive. Environmental regulation could indirectly influence carbon emissions by influencing FDI, energy consumption, and technological innovation, and meanwhile, FDI, energy consumption, and technological innovation help to reduce carbon emissions under the constraint of environmental regulation, specifically. Technological innovation is an important engine to support the development of China from a big manufacturing country to a powerful manufacturing country. With the support of government policies, China's high-end manufacturing industry urgently needs to solve the problems of insufficient technological innovation and weak core competitiveness. This paper uses the super-SBM model to measure the impact of incentive policies related to high-end manufacturing industry on innovation efficiency of China's high-end manufacturing industry in 2012–2017. The DEA Malmquist model is used to analyse the dynamic change trend of efficiency. The results show that the innovation efficiency of China's high-end manufacturing industry shows a trend of gradual optimization, stepping into the middle and high-end levels, but there are large differences in innovation efficiency among industries, and the optimization process is not stable; at the same time, China's high-end industry is not stable. Manufacturing industry needs to improve its pure technical efficiency as soon as possible and solve the problems of low efficiency of system and management level. The coordination of green economy, education development, and technological innovation is of great significance for reversing the trend of ecological environmental deterioration and promoting high-quality economic development. This study first designs the indicator system of green economy, education development, and technological innovation, then uses the entropy method to calculate the comprehensive level of green economy, education development, and technological innovation of 30 provinces and cities in China, and finally uses the coupling coordination model to measure the coordination level among them. The research shows that, first, the comprehensive level of green economy, education development, and technological innovation in 30 provinces and cities in China showed a rising trend from 2005 to 2016, but there were some regional differences in their levels. Second, the coordination level of green economy, education development, and technological innovation in different regions of China was in a rising trend from 2005 to 2016, but in 2005, they were extremely uncoordinated. Also, the coordination level of green economy, education development, and technological innovation in most regions of China grew very slowly from 2005 to 2010 but showed a rapid increase from 2011 to 2016. The coordination level of green economy, education development, and technological innovation in eastern China was visibly higher than that of the central region. The coordination level of the central region was higher than that of the northeast region, and the coordination level of the northeast region was higher than that of the western region. The sustainable development of an industry is an important topic of technological innovation. To unlock the path dependence of industrial development, it is critical to identify the evolution law of the industrial collaborative innovation network. Taking China's nonferrous metal industry as an example, this paper establishes two collaborative innovation networks from the time and space dimensions, respectively. The networks cover both the macroenvironment and the microinnovative subjects of the industry and fully consider the collaborative relationships between these subjects. Through multilevel and multidimensional analysis, the authors drew the following conclusions: the macropolicies and technology paradigm can create a window of opportunity for the industry, which directly drives the breeding of new industries and the transformation and upgrading of traditional industries; the interaction between the macroenvironment and microinnovative subjects leads to the differentiation of the industrial innovation path; the provinces can enter the first echelon of interprovincial innovation collaboration and realize sustainable development of the industry through the unlocking path, which consists of path continuation, path expansion, path implantation, and path diversification. High-tech enterprises, as the key subjects that can stimulate innovation vitality and promote innovation-driven development strategies in China, require government guidance for their innovative activities. However, the existing research has not answered the issue of how the government behavior activates the innovation ability of high-tech enterprises and what is the internal mechanism. As such, this paper takes government participation in high-tech enterprises as its research object, constructs an evolutionary game model of government participation in enterprise innovation, analyzes the internal mechanism of improvements to high-tech enterprises' innovation ability under government tax and fee policy incentives and regulatory measures, and uses MATLAB numerical simulation to verify the results. The research shows that (1) increasing the general corporate income tax rate and reducing the high-tech corporate income tax rate can promote the transformation of general enterprises into high-tech enterprises and encourage enterprises to engage in scientific and technological innovation activities. However, when the high-tech corporate income tax rate is lower than 0.1, the marginal effect will be reduced. (2) Increasing the deduction coefficient and amortization coefficient can make high-tech enterprises more motivated to participate in innovation activities and thus render enterprise innovation more lucrative. (3) Increasing administrative penalties from regulatory authorities can promote the development of innovative activities in high-tech enterprises, but their intensity must be controlled within a reasonable range. With the rapid development of economy and society and the continuous progress of science and technology, the public demand for marine products and services is increasing, and the marine economic and social benefits are rising. It is very important to improve the management level of marine economy. The purpose of this study is to analyze the comprehensive management and coordination mechanism of China's marine economy. This study selects Lianyungang City as the research object and takes the marine economic data from 2010 to 2019 as the research data. This study establishes three evaluation index systems of marine economic development. Then, according to the influence of the marine industry development, social development, population, marine resources and environment, regional scientific and technological innovation ability, government comprehensive management, and other factors on the regional marine economic management, this paper puts forward a set of marine economy comprehensive coordination management system and method and evaluates the current situation of marine economic development in Lianyungang City. The results show that, in the 10 years from 2010 to 2019, the comprehensive management evaluation value of China's marine economy has increased from 0.20 to 0.33, with an average annual increase of 6.57 percentage points. The system level has been upgraded from the initial "poor" to "average," achieving rapid growth. It is concluded that the index system evaluation of this study well reflects the change of the management level of China's marine economy and has a promoting effect on the development of China's marine economy, making contributions to China's economic management. Based on data of 31 provinces in China for the period 2007–2017, this paper establishes spatial models by means of a transcendental logarithmic production function and analyzes the impact of regional credit and technological innovation on regional economic growth. The Jenks natural breaks method, kernel density function, and Moran index are introduced for spatial statistical analysis. Spatial weight matrices are constructed from two aspects of geographical characteristics and innovative input characteristics. The empirical results show significant spatial heterogeneity and spatial autocorrelation in economic growth, regional credit, and technological innovation. Both regional credit and technological innovation are important impacts to economic growth, whereas the interaction of regional credit and technological innovation has a negative effect on provincial economic growth. Therefore, we argue that China should rationally allocate regional credit resources, strengthen technological innovation capabilities, and boost the integrated development of regional credit and technological innovation. Green innovation is an important capability for an enterprise's sustainable development. Evaluating the green innovation efficiency of China's industrial enterprises can greatly affect its improvement. Considering the existing research results of green innovation efficiency evaluation, this paper added the impact of environmental factors in the technology industrialization stage. Various negative environmental externality indicators produced by industrial enterprise activities were incorporated into the undesired output, and an index system and model were constructed for evaluating the green innovation efficiency of China's industrial enterprises. Combined with the actual data, a three-stage chain network SBM (slack-based measure) model was used to dynamically evaluate and analyze the industrial enterprises in 29 Chinese provinces. The results show that the overall efficiency of green innovation in China's industrial enterprises has an upward trend, and the rise fluctuates during the technological development, achievement transformation, and industrialization stages. In the three major regions of China, industrial enterprises in the eastern area have the highest green innovation efficiency, and the industrial enterprises in the west and central regions have lower efficiencies. The impacts of FDI (foreign direct investment) on the innovation of Chinese local enterprises have always been the focus of attention, but few studies have explored the impacts of foreign shareholding on enterprise innovation behaviors through the micro level. Based on the survey data regarding the manufacturing sector of China enterprises conducted by the World Bank in 2012, this paper conducts an empirical study on the relationship between foreign shareholding and enterprise innovation behaviors. The research findings include two aspects; that is, (1) foreign shareholding has significantly positive impacts on enterprise innovation behaviors; (2) technology introduction plays a complete mediating effect in foreign shareholding and enterprise innovation behaviors. On the basis of considering sample selective bias and endogenous problems, the propensity score matching (PSM) method is further applied to evaluate the impacts of foreign shareholding on enterprise innovation behaviors. After putting the endogenous problems and sample selective bias under control, the above conclusions are still robust. Thus, under the current complicated international situation, enterprises should be encouraged to attract foreign investment under moderate control, with a view to accelerating the promotion of enterprise innovation activities through the technology introduction brought about by foreign shareholding. Characterized by large scale, variety, fast generation, and extremely high value but low density, big data can be used to mine effective information, provide users with auxiliary decision-making, and realize its own value. Based on the nonoriented SBM and the network DEA model, this paper systematically and objectively evaluates the technological innovation efficiency of strategic emerging industries in all provinces of China in 2002–2013. The study found the following. (1) The overall technological efficiency of China's strategic emerging industries is low. The average of comprehensive efficiency is 0.278; of 26 provinces, only 8 are above the average level. (2) The efficiency in the commercialization stage of scientific and technological achievements of strategic emerging industries in the whole country and most of the provinces is higher than that in the stage of knowledge innovation. The inefficiency of the knowledge innovation stage restricts the efficiency promotion of China's strategic emerging industries. (3) The overall innovation efficiency of strategic emerging industries has been increasing from 2002 to 2013. In comparison, the growth rate of pure technical efficiency is larger than that of scale efficiency. (4) The overall efficiency, the efficiency in the knowledge innovation stage, and the efficiency in the commercialization stage of scientific and technological achievements of the eastern region are higher than those of the central and western regions. Considering time lag and accumulation of inputs and outputs, this paper adopts the superefficiency data envelopment analysis (DEA) model to study the technological innovation efficiency of high patent-intensive industries using panel data from 2007 to 2017. Given the characteristics and the actual circumstances of the industries, the innovation process is divided into two stages, and an input-output indicator system is established. The results show that the overall innovation efficiency level of high patent-intensive industries in China is increasing. To facilitate continuous development of the wind power industry, maintaining technological innovation and reducing cost per kilowatt hour of the electricity generated by the wind turbine generator system (WTGS) are effective measures to facilitate the industrial development. Therefore, the improvement of the system availability for wind farms becomes an important issue which can significantly reduce the operational cost. To improve the system availability, it is necessary to diagnose the system fault for the wind turbine generator so as to find the key factors that influence the system performance and further reduce the maintenance cost. In this paper, a wind farm with 200 MW installed capacity in eastern coastal plain in China is chosen as the research object. A prediction model of wind farm's faults is constructed based on the Gaussian process metamodel. By comparing with actual observation results, the constructed model is proved able to predict failure events of the wind turbine generator accurately. The developed model is further used to analyze the key factors that influence the system failure. Electric vehicles (EVs) are widely regarded as a promising solution to reduce air pollution in cities and key to a low carbon mobility future. However, their environmental benefits depend on the temporal and spatial context of actual usage (journey energy efficiency) and the rolling out of EVs is complicated by issues such as limited range. This paper explores how the energy efficiency of EVs is affected and shaped by driving behavior, personal driving styles, traffic conditions, and infrastructure design in the real world. Tests have been conducted with a Nissan LEAF under a typical driving cycle on the Beijing road network in order to improve understanding of variations in energy efficiency among drivers under different urban traffic conditions. Energy consumption and operation parameters were recorded in both peak and off-peak hours for a total of 13 drivers. The analysis reported in this paper shows that there are clear patterns in energy consumption along a route that are in part related to differences in infrastructure design, traffic conditions, and personal driving styles. Using the panel data of 29 provinces and regions in China, this paper analyzes the temporal and spatial characteristics of PM2.5 concentration. The spatial Durbin model is used to empirically examine the impact of energy development and technological innovation on PM2.5. The results show that the interprovincial PM2.5 in China showed an inverted "N" trend. There is a spatial agglomeration of interprovincial PM2.5, and the spatial autocorrelation is significant. The spatial autoregression coefficients of adjacent weights and distance weights are significantly positive, and PM2.5 pollution in adjacent areas has a positive effect on the region. From the view of energy development, the increase in energy intensity will significantly increase the concentration of PM2.5 in adjacent areas, which will increase the global PM2.5 concentration. The increase in the proportion of coal consumption increases the concentration of PM2.5 in the region and globally. The increase in energy consumption prices will reduce the PM2.5 concentration in the region and globally. From the view of technological innovation, the increase in sales revenue of new products of industrial enterprises above the scale will reduce the concentration of PM2.5 in the region by 0.1285 percentage points and the concentration of PM2.5 in adjacent areas by 0.3058 percentage points, which will reduce the global PM2.5 concentration by 0.4343 percentage points. The increase in the number of granted patent applications will reduce the PM2.5 concentration of the adjacent regions and globally. The increasing level of infrastructure for technological innovation in the region will reduce the concentration of PM2.5 in adjacent areas. The increase in technical market turnover will reduce the concentration of PM2.5 in the region and the concentration of PM2.5 in adjacent areas, which will reduce the global PM2.5 concentration. In order to reduce the concentration of PM2.5 in China, we should continue to promote PM2.5 regional collaborative governance. In terms of energy development, it is necessary to reduce energy intensity, optimize energy structure, implement energy substitution, and rationalize energy prices. In terms of technological innovation, it is essential to increase sales revenue of new products of industrial enterprises, raise number of granted patent applications, vigorously improve level of infrastructure for technological innovation, and enhance technical market turnover. This paper investigates the time lags effects of innovation input on output in the national innovation systems (NIS). Firstly, we analyze the intrinsic properties of China’s NIS based on the conceptual framework and the causal loop diagram. Secondly, we construct a time lags distribution calculation model and employ the main innovation input indicators to measure the specific characteristics of time lags effects of innovation input on output for China in the period 2000–2012. The results indicate that there are considerable time lags in the four major feedback loops, and the distribution of time lags is various according to the characteristics of innovation input and influencing factors in the internal transformation. The trends of time lags from R&D personnel and industry-academia-research collaboration show steady growth, and the trends of time lags from R&D expenditure and government’s macro-control take inverted U-shaped pattern. Finally, we combine the estimation results of lags distribution calculation model with the analysis results of the causal loop diagram (including positive loops and negative loops) to provide some innovation policy suggestions. This study provides important implications for our understanding of the long-term complex lags effects of innovation input on output as well as for policy-makers designing and implementing the innovation strategies. Choosing proper partners is the key to the success of the alliance. Based on the analysis of the characters of the Industrial Technology Innovation Strategic Alliance, a new kind of cooperative organization occurred in China in recent years. The problem of "adverse selection" at the stage of the its establishment is discussed in this paper. The game model is built based on motivation theory and the principle-agent theory and then proved by examples. The conclusions can be got from the model. By setting the ranges of funds, preferential policy, and sharable profits and designing membership rules, the organizer of the Industrial Technology Innovation Strategic Alliance can motivate the risk neutral applicant to reveal his real capacity and the one with higher capacity to participate intothe alliance more actively and even can set capacity threshold for applicants implicitly.
