This article provides information on electronic information resources on economics in the U.S. The traditional bastion of scholarly literature in economics has been EconLit, the database of the American Economics Association. It indexes six document types: journal articles, books, collective volume articles, dissertations, working papers and book reviews. It is not just an index database, but also contains abstracts and some full text. NetEc, the network for economists, began as an international academic effort to improve the communication of economics via electronic media and took full advantage of Internet technology. The scholarly literature in economics frequently involves working papers, the pre-prints of the academic economic research community. These working papers are collected in RePEc, which is a free, open access source. The largest contributors are listed at the site and include universities, publishers and governmental bodies. The National Association for Business Economics acts as a portal to the profession. Not only does it provide on its home page news of interest to economists, it also has links to useful and interesting information in the field of business economics.

These principles include the encouragement of diversity of information sources, guaranteed public right access, access rights should be unaffected by record storage medium, assurance of equal and timely access, and prohibition of monopoly control of public information. This article features several physics databases. Physicists, particularly those who specialize in astrophysics and high-energy physics, have had the best digital information resources both in the traditional and the new Web-based information world. Such range from the high-quality, fee-based classic INSPEC indexing/abstracting database to the millions of free indexing/abstracting record made available by the American Physical Society, the American Institute of Physics, and the Institute of Physics, as well as free full-text articles offered by the National Aeronautics and Space Administration/ADS repository and Cornell's arXiv.org preprint archive. Apparently, physicist have been one of the most innovative groups in developing open access digital archives and free subsets of those. Along with the Institute for Scientific Information, physicists made the most out of cited references through Web links. The University of Southampton, the British host of the arXive.org preprint archives, is also home of many innovative, open access digital projects, the reprints software that makes self-archiving of research papers quick and easy, the cogprints.org archive of research papers in cognitive sciences, the Journal of Digital Information, and Psychology.

This article discusses the definition of electronic discovery. Many attorneys use the term electronic discovery as a catch-all phrase for any process of reviewing documents that originated from clients' computers. They may also view it as some combination of manual review of paper documents and electronic scanning of paper images. Electronic discovery refers to the technology that keeps electronic files in electronic form from beginning to end and to the process of gathering these electronic documents from computers and preparing them for review. Effective electronic-discovery uses a process that ensures the integrity of the information and enables presentation of that information for depositions and court appearances. The process consists of retrieving, organizing, indexing and presenting the information to opposing counsel and perhaps to the court, as evidence. Documents in this context may include e-mail messages and their file attachments, memos, reports, plain text files, spreadsheets, digital art and photos, presentations and any other data that is created or stored on a computer network or other storage media. Although court cases do not reveal discovery requests for online database searches, that does not preclude an electronic-discovery request involving a database search as an attachment.

This article explores how the U.S. Government Printing Office (GPO) is reinventing itself and the way it is delivering information to the nation and to the world. The GPO is the federal government's primary centralized resource for gathering, cataloging, producing, providing and preserving published information in all its forms. Technology is driving change at GPO and all federal agencies, changing ways to create, store, disseminate, archive and preserve documents and data. Consumers want easy online access to current and past government information and documents. Information users do not want to wait for paper publications to arrive in the mail. They want easily usable tools to identify, find, access and download the needed information. Transition from print to online on both the production and distribution sides of the office's operations creates opportunities for increased efficiency and effectiveness in all GPO activities. The U.S. Government Accountability Office (GAO) report, Actions to Strengthen and Sustain GPO's Transformation, was prepared in response to a request by the U.S. House Appropriations Committee to do a general management review of GPO and a similar mandate by the U.S. Senate Appropriations Committee. A year-long study led to the GAO report issued in June 2004. In addition to surveying federal agencies and auditing GPO policies, procedures and operation, the GAO convened a panel of experts to review GPO operations and make recommendations for change. The GAO report contains many recommendations for changes in the internal operations of GPO as well as in external operations, customer relations, partnerships and publishing.

This article discusses the proposed open access (OAA) archiving among publishers. This does not require the articles to be published in author-pays OA journals, but simply that published research be made freely available on the Web, whatever publishing route is taken. The stress on OAA has given significant traction to the self-archiving program. Since publishers have historically taken a highly proprietary approach to their business, enforcing OA on them would likely be significant. Not only have they routinely acquired the copyright of papers they publish, but they have also often sought to acquire exclusivity retrospectively too. As researchers began exploring the potential of the Internet, many publishers were initially keen to be involved. Former professor Eberhard Hilf points out that the first response of most publishers to researchers posting and organizing research on the Internet was indifference. For years publishers viewed services like PhysNet and Math-Net as offering no threat. But as publishers began to view the embryonic OA movement as a threat to their traditional print journals, they stopped talking to OA advocates in order to hold on to what they had. Publishers began to migrate their closed model to the new online environment, developing powerful new electronic platforms designed to lock research papers behind a subscription firewall.
