Coordinating management of groundwater, surface water, and irrigated crops is fundamental economically for many arid and semi-arid regions. This paper examines conjunctive water management for agriculture using hydro-economic optimization modeling. The analysis is integrated across two timescales: a two-stage stochastic decadal model for managing annual and perennial crops spanning dry and wet years and a far-horizon dynamic program embedding the decadal model into a longer groundwater policy setting. The modeling loosely represents California's San Joaquin Valley and has insights for many irrigated arid and semi-arid regions relying on groundwater with variable annual hydrology. Results show how conjunctive water management can stabilize crop decisions and improve agricultural profitability across different water years by pumping more in dry years and increasing recharging groundwater in wetter years. Using groundwater as a buffer for droughts allows growing more higher-value perennial crops, which maximizes profit even with water-scarce conditions. Nevertheless, ending overdraft in basins with declining groundwater for profit-maximizing farming reduces annual crops to maintain more profitable perennial crops through droughts. Results are affected by economic discount rates and future climates. Operating and opportunity costs from forgone annual crops can reduce aquifer recharge early in regulatory periods. This editorial introduces the Special Issue titled "Water Resources and Sustainable Development," underscoring the critical need for sustainable management of water resources in light of increasing demand, climate change impacts, and pollution. The issue delves into the intricate relationship between water availability, quality, utilization, and the socioeconomic determinants shaping these aspects, highlighting the necessity for novel, balanced strategies that cater to societal, economic, and environmental requirements. The research within this Special Issue is segmented into four key areas: understanding hydrochemical properties and water quality; evaluating anthropogenic effects on water resources; strategizing water resource management; and applying technological innovations in water resource management. Collectively, these studies broaden our comprehension of water resources and sustainable development, stressing the importance of continuous research in this sphere. As we look ahead, this editorial accentuates the importance of ongoing exploration and innovation in these pivotal areas, focusing on understanding climate change implications, mitigating human-induced impacts, refining water management strategies, and harnessing technological advancements. Climate variability and change greatly affect agricultural and water resource management over West Africa. This paper presents the current characteristics and projected change in regional crop water demand (CWD), irrigation requirement (IR), and water availability (WA) over West Africa. Observed and simulated daily rainfall, minimum temperature, maximum temperature, and evapotranspiration are used to derive the above agro-meteorological and hydrological variables. For future periods, high-resolution climate data from three regional climate models under two different scenarios, i.e., representative concentration pathway (RCP) 4.5 and 8.5, are considered. Evaluation of the characteristics of present-day CWD, IR, and WA indicated that the ensemble mean of the model-derived outputs reproduced the prevailing spatial patterns of CWD and IR. Moreover, the wetter part of the domain, especially along the southern coast, was correctly delineated from the drier northern regions, despite having biases. The ensemble model also simulated the annual cycle of water supply and the bimodal pattern of the water demand curves correctly. In terms of future projections, the outcomes from the study suggest an average increase in the CWD by up to 0.808 mm/day and IR by 1.244 mm/day towards the end of the twenty-first century, compared to the baseline period. The hot-spot areas, where there is higher projected increment in CWD and IR, are over Senegal, Southern Mali, and Western Burkina Faso. In most cases, WA is projected to decrease towards the end of the twenty-first century by −0.418 mm/day. The largest decline in WA is found to be over Guinea and most of the eastern parts of West Africa. Despite the current under-utilization of the existing groundwater resources, the threat of global warming in reducing future WA and increasing CWD suggested caution on the scale of irrigation schemes and management strategies. The outcomes from the study could be a crucial input for the agricultural and water managers for introducing effective measures to ensure sustainability of irrigated farm lands. This paper considers how learning for transformation of water governance in the context of climate change adaptation can be designed for and supported, drawing examples from the international climate change adaptation and water governance project (CADWAGO). The project explicitly set out to design for governance learning in the sense of developing elements of social infrastructure such as workshops, performances and online media to bring stakeholders together and to facilitate co-learning of relevance to governance. CADWAGO drew on a variety of international cases from past and ongoing work of the project partners. It created a forum for dialogue among actors from different contexts working at different levels and scales. The range of opportunities and constraints encountered are discussed, including the principles and practicalities of working with distributed processes of design and leadership of events. A range of concepts, tools and techniques were used to consider and facilitate individual and collective learning processes and outcomes associated with water governance in the context of climate adaptation. Questions were addressed about how elements of past, present and future water governance thinking and practice are connected and how multi-level systemic change in governance can take place. Some reflections on the effectiveness of the design for learning process are included. The nature of the contribution that projects such as CADWAGO can make in learning for transformation of water governance practices is also critically considered. [ABSTRACT FROM AUTHOR]

The aim of the paper is to present a story about the 2015 to early 2017 Windhoek drought in the context of climate change while using the narrative approach. The story that is presented here is derived from the engagement of participants in a transdisciplinary, co-productive workshop, the Windhoek Learning Lab 1 (March 2017), as part of the FRACTAL Research Programme. The results show that the story starts with the 'complication' where the drought had reached crisis levels where the water demand increasingly exceeded the supply in the face of the drought. The City of Windhoek (CoW) was unable to address the problem, particularly the recharging of the Windhoek aquifer due to lack of funding. Phase 2 then shows four reactions to the drought: water conservation by water demand management; a Water Saving campaign; the Windhoek Managed Aquifer Recharge Scheme; and, the setting up of the Cabinet Technical Committee of Supply Security. The resolution of the story, Phase 4, is when the national government instructs NamWater to provide the funds for CoW to complete the recharging of the aquifer, which supplied water to the city at the last minute at the end of 2016. The final situation of the story is that ongoing collaborative work by CoW with FRACTAL on the city's burning issues is planned to integrate climate change into future decision making for the longer term. The main actors in the story are the Ministry of Agriculture and NamWater as hero and villain, and CoW a hero, with the victims of the story, the residents of informal settlements. The main learnings from this story are that the lack of decentralization of power and resources serve to exacerbate water crises at the local level and hamper climate adaptation, despite a proactive and innovative local municipality. Conserving water resources is a current challenge that will become increasingly urgent in future due to climate change. The arid and semi-arid areas of the globe are expected to be particularly affected by changes in water availability. Consequently, advances in ecohydrology sciences, i.e., the interplay between ecological and hydrological processes, are necessary to enhance the understanding of the critical zone, optimize water resources' usage in arid and semi-arid areas, and mitigate climate change. This Special Issue (SI) collected 10 original contributions on sustainable land management and the optimization of water resources in fragile environments that are at elevated risk due to climate change. In this context, the topics mainly concern transpiration, evapotranspiration, groundwater recharge, deep percolation, and related issues. The collection of manuscripts presented in this SI represents knowledge of ecohydrology. It is expected that ecohydrology will have increasing applications in the future. Therefore, it is realistic to assume that efforts to increase environmental sustainability and socio-economic development, with water as a central theme, will have a greater chance of success. This study investigated the annual and seasonal rainfall variability at five selected stations of Amhara Regional State, by using the innovative trend analysis method (ITAM), Mann-Kendall (MK) and Sen's slope estimator test. The result showed that the trend of annual rainfall was increasing in Gondar (Z = 1.69), Motta (Z = 0.93), and Bahir Dar (Z = 0.07) stations. However, the trends in Dangla (Z = -0.37) and Adet (Z = -0.32) stations showed a decreasing trend. As far as monthly and seasonal variability of rainfall are concerned, all the stations exhibited sensitivity of change. The trend of rainfall in May, June, July, August, and September was increasing. However, the trend on the rest of other months showed a decreasing trend. The increase in rainfall during Kiremt season, along with the decrease in number of rainy days, leads to an increase of extreme rainfall events over the region during 1980-2016. The consistency in rainfall trends over the study region confirms the robustness of the change in trends. Innovative trend analysis method is very crucial method for detecting the trends in rainfall time series data due to its potential to present the results in graphical format as well. The findings of this paper could help researchers to understand the annual and seasonal variability of rainfall over the study region and become a foundation for further studies. Potential evapotranspiration (PET) is an important factor that needs to be considered in regional water management and allocation; thus, the reasonable estimation of PET is an important topic in hydrometeorology and other related fields. There is evidence that increased CO2 concentration alters the physiological properties of vegetation and thus affects PET. In this study, changes in PET with and without the CO2 effect over China is investigated using seven CMIP6-GCMs outputs under seven shared socioeconomic pathways (SSPs) based scenarios (SSP1-1.9, SSP1-2.6, SSP2-4.5, SSP3-7.0, SSP4-3.4, SSP4-6.0, and SSP5-8.5), as well as the contribution rate of CO2 on PET in different climatic regions. Changes in estimated PET based on modified Penman–Monteith (PM) method that considers the CO2 effect is compared with the traditional PM method to examine how PET quantity varies (differences) between these two approaches. The results show that the PET values estimated by the two methods explored opposite trends in 1961–2014 over entire China; it decreases with consideration of CO2 but increases without consideration of CO2. In the future, overall PET is projected to increase under all scenarios during 2015–2100 for China and its three sub-regions. PET generally tends to grow slower when CO2 is taken into account (modified PM approach), than when it is not (traditional PM method). In terms of differences in the estimated PET by the two methods, the difference between the two adopted methods increased in China and its sub-regions for the 1961–2014 period. In the future, the difference in estimated PET is anticipated to continuously increase under SSP3-7.0 and SSP5-8.5. Spatially, a much greater extent of difference is found in the arid region. Across the arid region, the PET difference is projected to be the highest at 138% in the mid-term (2041–2060) with respect to the 1995–2014 period, whereas it tends to increase slower in the long-term period (2081–2100). Importantly, CO2 is found to be the most dominant factor (−154.2% contribution) to have a great effect on PET changes across the arid region. Our findings suggest that ignorance of CO2 concentration in PET estimation will result in significant overestimation of PET in the arid region. However, consideration of CO2 in PET estimation will be beneficial for formulating strategies on future water resource management and sustainable development at the local scale. Climate change (CC) impacts on hydrology pose significant global concerns due to their effects on water availability, thereby impacting various human activities reliant on this essential resource. This study assesses the influence of CC on the water supply in the Angostura-Bolivia basin. We employed the RegCM4 system, which develops its own regional climate models (RCMs) tailored to the Angostura basin using specific convective schemes, diverging from reliance on pre-existing RCMs, like those provided by CORDEX. Methodologically, the study involves hydrometeorological data collection and analysis, utilizing dynamic and statistical downscaling methods to refine the RCMs derived from ERA-Interim reanalysis data. Subsequently, precipitation and temperature projections are generated under CC scenarios (RCP 4.5 and RCP 8.5) for both near (2045–2055) and far (2065–2075) future periods, compared to the historical period (1981–2010). The final stage employs the HydroBID system to project future runoff, considering both perturbed and unperturbed hydrometeorological data under CC effects. The analysis of flow duration curves for 50%, 75%, and 90% exceedance probabilities reveals a significant reduction in flows across all scenarios, indicating a noteworthy impact on water availability. These findings underscore the urgency of comprehending and adapting to CC on hydrology, emphasizing the critical importance of sustainable water resource management amidst evolving climatic conditions. Variability in stream flow/discharge results in serious problems for engineers and difficulties in characterizing water systems under future climatic conditions. The management of water security in the engineering domain requires approaches aimed at minimizing the detrimental effects of the hydrological behavior of natural systems. Abstraction facilities must be strengthened to ensure sustainable supply and water security over time and at different scales. Several approaches and methodologies have been developed to translate water security into a framework that provides information on how to improve it. In this study, a scalar range idea is used to evaluate the sensitivity of a water resource system and cause–effect linkages define the vulnerability indicator as management-relevant information to address water security. This intuitively relates the extreme deviations of a particular streamflow to the average system response related to a particular hazard indicator. This determines the current stress in the operation of the abstraction facilities based on historical hydrometeorological changes, which is the basis for assessing future operational conditions and risks. This study uses streamflow extremes and averages as hazard-relevant indicators of water supply security. The results of the two case studies show that the applied approach fully appreciates the internal properties of water resource systems that affect the sensitivity/vulnerability of streamflow, as well as the derived streamflow vulnerability index and function. The obtained results were used to assess the vulnerability of water intake as well as the choice of safety factors and design parameters in accordance with the forecasted average annual and seasonal climate factors. Flood risk management in the context of Integrated Water Resource Management (IWRM) is becoming widely accepted as an approach to improving resilience in light of increasing flood risks due to climate change and other factors. This paper contributes to a better understanding of the governance arrangements needed for effectively implement integrated approaches to managing flood risk. We compare how IWRM and flood risk management have been operationalized within "top-down" and "bottom-up" governance arrangements in the European Union and the United States. We focus in particular on two case study regions, the Catalan coastal region in Spain and the San Francisco Bay Area in California, which have strong similarities in economy, climate, and environmental values, but different institutional settings. Our findings contribute empirical evidence of the need for a balance between "top-down" and "bottom-up" approaches. While the San Francisco Bay Area's strongly collaborative and participatory approach has generated new connections among flood managers and other stakeholders, the lack of a central entity with the capacity and mandate for on-going coordination and region-wide risk assessments appears to constrain its ability to support integrated and adaptive management. The European Union's top-down approach and the presence of a central authority at the river basin scale have led to a consolidated regional plan in Catalonia encompassing all phases of flood risk management, but the degree of engagement and opportunities for knowledge-sharing among participants may be more limited. The complex interplay between land use planning, water resource management, and the effects of global climate change continues to attract global attention. This study assessed the connection between land use planning, water resources, and global climate change. Data were collected using an online questionnaire that was emailed to 320 professionals in the land and environmental sectors in Greece and Europe. The results showed a significant relationship between land use planning, water resources, and their policies with global climate change. It was also revealed that proper land use planning can guide the establishment of waste management systems that minimize methane emissions, and that land use planning influences agricultural practices, which, in turn, impact greenhouse gas emissions. It was also revealed that changes in precipitation patterns can lead to an increased frequency and severity of droughts, and that changes in water temperature and flow can lead to habitat loss. This study also confirmed that strong policy support helps in the conservation of land and water resources, and stakeholder engagement promotes a shared planning process, leading to commonly agreed-upon spatial measures. This study recommends that governments and policymakers should integrate climate change, land use, and water management policies to ensure a coherent and effective approach towards sustainable development. The Earth's water resources, totalling 1.386 billion cubic kilometres, predominantly consist of saltwater in oceans. Groundwater plays a pivotal role, with 99% of usable freshwater supporting 1.5–3 billion people as a drinking water source and 60–70% for irrigation. Climate change, with temperature increases and altered precipitation patterns, directly impacts groundwater systems, affecting recharge, discharge, and temperature. Hydrological models are crucial for assessing climate change effects on groundwater, aiding in management decisions. Advanced hydrological models, incorporating data assimilation and improved process representation, contribute to understanding complex systems. Recent studies employ numerical models to assess climate change impacts on groundwater recharge that could help in the management of groundwater. Groundwater vulnerability assessments vary with the spatial and temporal considerations, as well as assumptions in modelling groundwater susceptibility. This review assesses the vulnerability of groundwater to climate change and stresses the importance of accurate assessments for sustainable water resource management. It highlights challenges in assumptions related to soil and aquifer properties, multiple stressors, adaptive capacity, topography and groundwater contamination processes, gradual sea level rise scenarios, and realistic representations of the region of study. With the advancements in hydrological modelling, including the integration of uncertainty quantification and remote sensing data, artificial intelligence could assist in the efforts to improve models for assessing the impacts of climate change on hydrological modelling. Climate change has an impact on water resources. Estimations of the variations in water balance under climate change variables are essential for managing and developing the water resource of a catchment. The current investigation evaluated the magnitude of the change in the water balance component of the Akaki catchment, Ethiopia, using the semi-distributed hydrological model, the Soil and Water Assessment Tool (SWAT), with the integration of the Coordinated Regional Downscaling Experiment of Africa under RCP4.5 and 8.5. The SWAT model was developed using spatial and temporal data; it was calibrated (1991–2001) and validated (2002–2004) using SWAT-CUP. The statistical monthly SWAT model performance values of the NSE, PBIAS (%), and R2 showed good agreement between calibration and validation. On an annual basis, projected rainfall is expected to increase by 14.96%, 4.13%, 8.39%, and 10.39% in the 2040s under RCP4.5 and 8.5 and in the 2060s under RCP4.5 and 8.5, respectively, with inconsistent change on a monthly projections basis for each scenario. The projected monthly and yearly temperatures are expected to increase under different climate change scenarios. Annual evapotranspiration and potential evapotranspiration increased under both RCPs, whereas surface runoff, lateral flow, and water yield declined under the climate scenarios of each RCP. Monthly projected water yield showed a non-uniform change in the first 30 years and in the second years under the RCP4.5 and RCP8.5 scenarios. These results show that the catchment is highly vulnerable to hydrological and agricultural drought due to water availability. The efficient monitoring and tracking of groundwater level changes are critical for the sustainable management of water resources, especially in light of population growth and climate change. This study evaluates the ability of the Non-linear Autoregressive with exogenous input (NARX) model to simulate groundwater level trends in Ajabshir, Iran, using groundwater level data from 2006 to 2019 as the baseline period. The model was trained using time, groundwater levels, and delay times between 1 and 2 as the input training samples. The results indicate that the NARX model performed exceptionally well in simulating historical trends of groundwater levels, achieving a Coefficient of Determination (DC) value of 0.87 and a Root Mean Squared Error (RMSE) of 0.215. The Cantareira Water Production System (CWPS), which supplies water to the most populous region in Brazil, is facing significant challenges due to hydroclimate change, thus threatening its water security. This research integrates data from climate models and field observations with hydrological modeling, aimed at quantifying trends in key variables of the hydrological cycle. The GFDL-CM4 climate model, the most suitable for the study area, was employed to generate runoff data under both current conditions and future scenarios (SSP2-4.5 and SSP5-8.5). Our analysis reveals an increasing trend in the frequency of dry hydrological years. The Standard Precipitation Index (SPI) and Drought Magnitude (DM) confirm an increase in both the occurrence and duration of droughts in future scenarios. The runoff in all basins was reduced, causing a substantial decrease in minimum flows of 16.9%, medium flows of 11.8%, and high flows of 9.2% for the SSP5-8.5 scenario. This research introduces an approach to hydroclimate impact assessment, combining rigorous data analysis with advanced modeling techniques. Our findings not only provide a comprehensive understanding of the challenges faced by the CWPS, but also offer critical quantitative insights essential for developing effective public policies and adaptive strategies for sustainable water resource management. Due to the changing climatic and environmental conditions, modifications in agricultural and water policies have been made, and irrigated agriculture has to face the challenge of making a rational and optimal use of the water resource effectively available. This urges rice farming, strongly and traditionally linked to water, to change the modalities for the use of the resource. If on one hand water saving techniques should be preferred, a different water management in paddy fields may lead to lower yields and higher production costs, with consequent repercussions on farm incomes. The paper recognizes the disagreement between environmental and economic concerns and aims at contributing to the discussion about how to reconcile them by adopting alternative irrigation strategies. From this perspective, a multi-objective linear optimization model is used to explore the trade-offs between conflicting objectives in a rice-growing area in Northern Italy. The model returns the optimal allocation of land subject to three different irrigation strategies, as those previously performed in experimental fields; in addition, a scenario analysis is run to simulate reduced resource availability. Results demonstrate the key role of prioritizing one objective over the other, while introducing cultivars more suitable for dry cultivation enables enlarging the frontier of optimal solutions. Under the combined impacts of climate change and human activities, a series of water issues, such as water shortages, have arisen all over the world. According to current studies in Science and Nature, water security has become a frontier critical topic. Water supply security (WSS), which is the state of water resources and their capacity and their capacity to meet the demand of water users by water supply systems, is an important part of water security. Currently, WSS is affected by the amount of water resources, water supply projects, water quality and water management. Water shortages have also led to water supply insecurity. WSS is now evaluated based on the balance of the supply and demand under a single water resources condition without considering the dynamics of the varying conditions of water resources each year. This paper developed an optimal allocation model for water resources that can realize the optimal allocation of regional water resources and comprehensively evaluate WSS. The objective of this model is to minimize the duration of water shortages in the long term, as characterized by the Water Supply Security Index (WSSI), which is the assessment value of WSS, a larger WSSI value indicates better results. In addition, the simulation results of the model can determine the change process and dynamic evolution of the WSS. Quanzhou, a city in China with serious water shortage problems, was selected as a case study. The allocation results of the current year and target year of planning demonstrated that the level of regional comprehensive WSS was significantly influenced by the capacity of water supply projects and the conditions of the natural water resources. The varying conditions of the water resources allocation results in the same year demonstrated that the allocation results and WSSI were significantly affected by reductions in precipitation, decreases in the water yield coefficient, and changes in the underlying surface. The provision of a sustainable supply of water is an increasingly difficult task to achieve in many urban environments. This arises because of pressures related to population growth and increased per capita demand for water. Additionally, climate change is impacting the natural cycle of water in many locations, with a significant impact projected for the future. Many scholars advocate ‘sustainable urban water management’ (SUWM) as an approach that can address the root causes of these challenges. Yet the implementation of SUWM and adaptation to climate change in the urban water sector remains limited. This paper argues that spatial planning provides tools and processes that can facilitate the full implementation of SUWM goals, and adaptation to climate change. The potential of spatial planning to achieve SUWM, including sustainable urban water supply management through both supply and demand end initiatives, in light of climate change, is discussed. A framework is developed to consider a broad range of spatial planning interventions that can facilitate adaptation to climate change and SUWM concurrently. The paper provides information and tools to assist water planners achieve SUWM and a well-adapted water sector and urban environment, in an integrated, holistic and comprehensive manner, to meet future water supply needs. This paper presents basic definitions and challenges/opportunities from different perspectives to study and control water cycle impacts on society and vice versa. The wider and increased interactions and their consequences such as global warming and climate change, and the role of complex institutional- and governance-related socioeconomic-environmental issues bring forth new challenges. Hydrology and integrated water resources management (IWRM from the viewpoint of an engineering planner) do not exclude in their scopes the study of the impact of changes in global hydrology from societal actions and their feedback effects on the local/global hydrology. However, it is useful to have unique emphasis through specialized fields such as hydrosociology (including the society in planning water projects, from the viewpoint of the humanities) and sociohydrology (recognizing the large-scale impacts society has on hydrology, from the viewpoint of science). Global hydrological models have been developed for large-scale hydrology with few parameters to calibrate at local scale, and integrated assessment models have been developed for multiple sectors including water. It is important not to do these studies with a silo mindset, as problems in water and society require highly interdisciplinary skills, but flexibility and acceptance of diverse views will progress these studies and their usefulness to society. To deal with complexities in water and society, systems modeling is likely the only practical approach and is the viewpoint of researchers using coupled human–natural systems (CHNS) models. The focus and the novelty in this paper is to clarify some of these challenges faced in CHNS modeling, such as spatiotemporal scale variations, scaling issues, institutional issues, and suggestions for appropriate mathematical tools for dealing with these issues. This study examines the DCMA concerning the future risk of the water security status. We considered three risk factors: population growth, economic growth, and natural water supply–demand differences. In the risk analysis part, we consulted with experts from several sectors including academia, Non-Governmental Organizations (NGOs), and industry, to predict that the probability of future water stresses in high-, medium-, and low-risk scenarios are 0.73, 0.24, and 0.03, respectively. In the decision analysis part, we adopted two multiple criteria decision analysis (MCDA) approaches that include multiple attribute value theory (MAVT) and analytic hierarchy process (AHP) methods to evaluate the best alternative decision to alleviate future water stresses in the DCMA. The sensitivity analysis demonstrates that, although expanding existing water reservation might be a solution to tackle the challenge, the best option really closely connects to the weighting scheme of the criteria considered in the framework. South European and Mediterranean countries traditionally suffer from water scarcity, especially the regions around the Mediterranean. In Cyclades, the effects of drought have historically been observed and tackled with small-scale applications, with the most efficient method being rainwater harvesting (RWH). RWH is an inherent aspect of the local population's culture and architecture, since most houses have built-in water tanks and flat roofs to harvest as much rainwater as possible. In recent decades, the increase in local population and tourism have added additional stress to the limited water resources of the Cycladic islands. To overcome water shortages, most of the islands are equipped with desalination plants. Despite the use of these plants, RWH is still a vital source of water that is free and has zero carbon footprint. Thus, it is important to compare, assess and quantify the performance of this traditional water conserving method as a key water source for the islands' water resources management, today and for the coming decades. In this research, we investigate and quantify the future performance of rainwater harvesting applications and their contribution to continuous, sustainable, and climate-resilient water supply. The results show a decrease in rainwater harvesting potential in most of the islands, as well as the negative effect of touristic activity on per capita water availability on the islands. The efficient management of water resources and services continues to be a concern in many of the small island states of the Caribbean. There are growing concerns over the ability of governments in the region to ensure the good management and provision of water without jeopardizing economic growth and the maintenance of social well-being. This paper provides an overview of the major factors influencing the water security facing the Caribbean Region and how the emerging concerns are being addressed. The key challenges and vulnerabilities may be summarized as lack of data and barriers to making available what information there is. Forward planning has been largely neglected and is symptomatic of a lack of appreciation of the need for having national water policies. In this respect Jamaica's development of a national master water plan serves as a good example of what is needed. Water service providers have to be efficient, well managed and allowed to do their job. This means that they have to be on a sound financial footing. The trend to a hotter and drier climate, with more extended droughts, has been observed in recent decades in southern Australia and is projected to continue under climate change. This paper reviews studies on the projected impacts of climate change on groundwater and associated environmental assets in southern Australia, and describes groundwater planning frameworks and management responses. High-risk areas are spatially patchy due to highly saline groundwater or low-transmissivity aquifers. The proportional reduction in rainfall is amplified in the groundwater recharge and some groundwater discharge fluxes. This leads to issues of deteriorating groundwater-dependent ecosystems, streamflow depletion, reduced submarine discharge, groundwater inundation and intrusion in coastal regions and reduced groundwater supply for extraction. Recent water reforms in Australia support the mitigation of these impacts, but groundwater adaptation is still at its infancy. Risk management is being incorporated in regional water and groundwater management plans to support a shift to a more sustainable level of use and more climate-resilient water resources in affected areas. The water level of the Urmia Lake Basin (ULB), located in the northwest of Iran, started to decline dramatically about two decades ago. As a result, the area has become the focus of increasing scientific research. In order to improve understanding of the connections between declining lake level and changing local drought conditions, three common drought indices are employed to analyze the period 1981–2018: The Standard Precipitation Index (SPI), the Standard Precipitation-Evaporation Index (SPEI), and the Standardized Snow Melt and Rain Index (SMRI). Although rainfall is a significant indicator of water availability, temperature is also a key factor since it determines rates of evapotranspiration and snowmelt. These different processes are captured by the three drought indices mentioned above to describe drought in the catchment. Therefore, the main objective of this paper is to provide a comparative analysis of drought over the ULB by incorporating different drought indices. Since there is not enough long-term observational data of sufficiently high density for the ULB region, ECMWF Reanalysis data version 5(ERA5) has been used to estimate SPI, SPEI, and SMRI drought indicators. These are shown to work well, with AUC-ROC > 0.9, in capturing different classes of basin drought characteristics. The results show a downward trend for SPEI and SMRI (but not for SPI), suggesting that both evaporation and lack of snowmelt exacerbate droughts. Owing to the increasing temperatures in the basin and the decrease in snowfall, drought events have become particularly pronounced in the SPEI and SMRI time series since 1995. No significant SMRI drought was detected prior to 1995, thus indicating that sufficient snowfall was available at the beginning of the study period. The study results also reveal that the decrease in lake water level from 2010 to 2018 was not only caused by changes in the water balance components, but also by unsustainable water management. Germany's increasing temperatures and droughts are significantly impacting the hydrological realm. This study examines the implications of climate change on future droughts in a representative catchment within Germany's low mountain range. Findings of this research shed light on potential impacts on future seasonal water availability, aiding decision makers and stakeholders in managing regional climate change risks. Climate and drought indices, as well as the climatic water balance, are computed and analyzed until 2100, relative to a reference period. A high emission scenario (RCP8.5) and a climate protection scenario (RCP2.6) are considered to address uncertainties. Results reveal above-average warming in the study area compared to the national average. Under the RCP8.5 scenario, the far future exhibits an average of 44 annual heat days. Despite wetter winters, extended droughts persist. Water stress intensifies in summer and autumn, with a projected 68% increase in dry period duration. The findings emphasize the necessity of adaptation strategies, as even ambitious global warming mitigation efforts require regional adaptation. The study represents the first application of a Germany-wide, bias-adjusted, and regionalized dataset at catchment level. Irrigated agriculture is indispensable to the Lower Mekong River Basin (LMB), which ensures food security and provides livelihoods for tens of millions of people. Irrigation, agricultural production, hydropower and aquatic ecosystem health are intertwined in LMB, so it is necessary to adopt a holistic approach to analyze irrigation problems. Here, we discuss the challenges and opportunities of LMB irrigation. Bibliometric analysis is carried out to determine the characteristics and patterns of watershed irrigation literature, such as the importance of authors, affiliated institutions, and their distribution in China. Based on bibliometric analysis, research topics are determined for thematic review. Firstly, we investigated the factors that directly affect the demand and supply of irrigation water and associated crop yield impacts. Secondly, we analyzed the influence of water availability, land use and climate change on agricultural irrigation. Thirdly, we analyzed the adverse effects of improper irrigation management on the environment, such as flow pattern change, ecosystem deterioration and land subsidence caused by groundwater overexploitation. Fourthly, the time–space mismatch between water supply and demand has brought serious challenges to the comprehensive water resources management in cross-border river basins. In each specific application area, we sorted out the technologies in which remote sensing technology is used. In this study, we utilized three different indices to assess drought conditions in the Doñana National Park (DNP) located in southern Spain. These indices included the Standardized Precipitation Index (SPI), which is based on precipitation statistics, the Standardized Precipitation Evapotranspiration Index (SPEI), which incorporates both precipitation and air temperature data, and the Groundwater Recharge Drought Index (GRDI), a newly developed index specifically designed to evaluate groundwater drought. The analysis covered the time period from 1985 to 2015, and future projections were made for the years 2030–2060 under different climate scenarios (RCP 4.5 and RCP 8.5). Our findings revealed a significant decrease in total precipitation of approximately 13–14% compared to historical records (1985–2015). Moreover, severely to extremely wet periods exhibited a reduction ranging from 25% to 38%. A key contribution of this study is the application of the GRDI index, which allowed us to assess groundwater recharge rates. We observed a decline in the simulated mean recharge rates during the 21st century when compared to the historical period spanning from 1950 to 2009. This decline can be attributed to increased evapotranspiration. The results of this research provide valuable insights for the Spanish water resources administration. The observed reductions in precipitation and groundwater recharge rates emphasize the need for appropriate mitigation measures. The findings will aid the administration in formulating an integrated water resources management strategy in the Doñana National Park and its surrounding basin. The Lower Santa Cruz River Basin Study (LSCRB Study) is a collaborative effort of regional and statewide water management stakeholders working with the US Bureau of Reclamation under the auspices of the 2009 SECURE Water Act. The impacts of climate change, land use, and population growth on projected water supply in the LSCRB were evaluated to (1) identify projected water supply and demand imbalances and (2) develop adaptation strategies to proactively respond over the next 40 years. A multi-step hydroclimate modeling and risk assessment process was conducted to assess a range of futures in terms of temperature, precipitation, runoff, soil moisture, and evapotranspiration, with a particular focus on implications for ecosystem health. Key hydroclimate modeling process decisions were informed by ongoing multi-stakeholder engagement. To incorporate the region's highly variable precipitation pattern, the study used a numerical "weather generator" to develop ensembles of precipitation and temperature time series for input to surface hydrology modeling efforts. Hydroclimate modeling outcomes consistently included increasing temperatures, and generated information related to precipitation responses (season length and timing, precipitation amount) considered useful for evaluating potential ecosystem impacts. When managing water resources in order to provide water to consumers, a number of consequences arise related to the violation of the hydrological regime due to the regulation of flow by reservoirs. The second factor is possible climate change. These changes can negatively (or positively) affect the functioning of aquatic ecosystems. To reduce the impact on the environment, it is necessary to determine the nature and indicators of changes in the hydrological regime, calculate quantitative estimates of these indicators and ranges of acceptable values, and develop release rules that ensure compliance with these ranges with a given probability. To manage the water resources of the Volga and Kama Rivers, the main ecological task is to flood the floodplain meadows, to maintain the conditions of natural reproduction of fish on the Lower Volga, including the Volga River delta and the Volga–Akhtuba floodplain. In addition, it is necessary to meet with sufficient reliability the requirements of energy in the summer–autumn and winter low-water periods and water transport during the navigation period. The task of optimal management is to find such solutions in years of different water content that ensure the well-being of the main water users with a given probability and do not disturb the Lower Volga ecosystem. This article presents the research of the water resources state of the water resource system of the Volga and Kama river basins. A statistical analysis of the hydrological series of the observed inflow for 1916–2020 was performed, and the inflow change point (1979) was found by the Bayesian method of estimation. A statistically significant difference between the average inflow values of two series (1916–1978, 1979–2020) was proved using a two-sample Student's test. The seasonal parameters of the reliability curves were calculated based on the three-parameter Kritsky and Menkel distribution. For these two series, water resource optimization calculations (using Excel Solver) were performed, and the reliability of fulfilling the requirements of water users was determined; for the series 1916–1978, an alternative solution was found in favor of fisheries, and an analysis of the results was also performed. The methodology used in the research allows finding trade-off solutions in the favor of different water users (ecology, agriculture and fisheries, water supply, hydropower, navigation, etc.) and is based on the use of multi-criteria optimization methods and the trade-offs theory. As a result of the research, new knowledge was obtained about the hydrological situation in the basin of the Volga–Kama reservoir cascade in connection with climate change. [ABSTRACT FROM AUTHOR]

Land cover change (LCC) and climate change (CC) impacts on streamflow in high elevated catchments are a great challenge to sustainable management and the development of water resources. This study evaluates the possible future impacts of both land cover and climate change on the streamflows in the Mohmand Dam catchment, Pakistan, by utilizing the semi-distributed hydrological model known as the Soil and Water Assessment Tool (SWAT), along with the latest Coupled Model Intercomparison Project phase 6 (CMIP6) dataset of different global climate models (GCMs). The downscaling of the precipitation and temperature data was performed by the CMhyd software. The downscaled precipitation and temperature projections from the best performing GCM, out of four GCMs, under two shared socioeconomic pathways (SSP2 and SSP5) and future land cover conditions were forced in a calibrated hydrological model (SWAT model). Compared to the baseline period (1990–2015), the outputs from the selected GCM indicated an increase in the average monthly precipitation, and the maximum and minimum temperature in the study area under both the SSP2 and SSP5 scenarios, by the end of the 21st century. It is expected that the increase in precipitation for the period 2016–2100 is 10.5% and 11.4% under the SSP2 and SSP5 scenarios, respectively. Simulated results from the SWAT model showed significant impacts from the projected climate and land cover changes on Mohmand Dam flows that include: (a) an increase in the overall mean annual flow ranging from 13.7% to 34.8%, whereas the mean monthly flows of June, July and August decreased, and (b) a shift in the peak flows in the Mohmand catchment from July to June. It is concluded that the projected climate changes can substantially influence the seasonality of flows at the Mohmand Dam site. Water is of vital and critical importance to ecosystems and human societies. The effects of human activities on land and water are now large and extensive. These reflect physical changes to the environment. Global change such as urbanization, population growth, socioeconomic change, evolving energy needs, and climate change have put unprecedented pressure on water resources systems. It is argued that achieving water security throughout the world is the key to sustainable development. Studies on holistic view with persistently changing dimensions is in its infancy. This study focuses on narrative review work for giving a comprehensive insight on the concept of water security, its evolution with recent environmental changes (e.g., urbanization, socioeconomic, etc.) and various implications. Finally, it presents different sustainable solutions to achieve water security. Broadly, water security evolves from ensuring reliable access of enough safe water for every person (at an affordable price where market mechanisms are involved) to lead a healthy and productive life, including that of future generations. The constraints on water availability and water quality threaten secured access to water resources for different uses. Despite recent progress in developing new strategies, practices and technologies for water resource management, their dissemination and implementation has been limited. A comprehensive sustainable approach to address water security challenges requires connecting social, economic, and environmental systems at multiple scales. This paper captures the persistently changing dimensions and new paradigms of water security providing a holistic view including a wide range of sustainable solutions to address the water challenges. In the context of climate change, the problem of water scarcity is becoming increasingly serious, and improving the efficiency of water resources use is an important measure to alleviate this problem. The evaluation of water resources utilization efficiency has become the basis of water resource management. Data envelopment analysis (DEA) and analytic hierarchy process (AHP) are widely used in the evaluation of water resources utilization efficiency. However, one of these methods is mostly used for evaluation, which cannot reflect the influence of both objective and subjective factors. Therefore, in this study, we propose a water resources utilization efficiency index (WEI) to evaluate the water resources utilization efficiency of each region in the Tumen River Basin (TRB), combining both DEA and AHP methods. Firstly, the DEA-CCR model was used to quantify domestic, agricultural and industrial water use efficiency in the TRB. The DEA-BCC model was used to analyze the main influences on water use efficiency in each sector. Secondly, the WEI was constructed by assigning weights using the AHP model based on the importance of each water use sector. The results show that the WEI values for most areas within the TRB trended upwards between 2014 and 2019. In particular, domestic water use efficiency ranged from 0.294 to 0.775, while agricultural and industrial water use efficiency ranged from 0.039 to 0.054 and 0.031 to 0.375, respectively. Technical efficiency is the main factor influencing water use efficiency in TRB. In accordance with the rapid proliferation of machine learning (ML) and data management, ML applications have evolved to encompass all engineering disciplines. Owing to the importance of the world's water supply throughout the rest of this century, much research has been concentrated on the application of ML strategies to integrated water resources management (WRM). Thus, a thorough and well-organized review of that research is required. To accommodate the underlying knowledge and interests of both artificial intelligence (AI) and the unresolved issues of ML in WRM, this overview divides the core fundamentals, major applications, and ongoing issues into two sections. First, the basic applications of ML are categorized into three main groups, prediction, clustering, and reinforcement learning. Moreover, the literature is organized in each field according to new perspectives, and research patterns are indicated so attention can be directed toward where the field is headed. In the second part, the less investigated field of WRM is addressed to provide grounds for future studies. In the coming years, climate change is predicted to impact irrigation water demand considerably, particularly in semi-arid regions. The aim of this research is to investigate the expected adverse impacts of climate change on water irrigation management in Saudi Arabia. We focus on the influence of climate change on irrigation water requirements in the Al Quassim (97,408 ha) region. Different climate models were used for the intermediate emission SSP2-4.5 and the high emission SSP5-8.5 Coupled Model Intercomparison Project Phase 6 (CMIP6) scenarios. The FAO-CROPWAT 8.0 model was used to calculate reference evapotranspiration (ETo) using weather data from 13 stations from 1991 to 2020 and for both the SSP2-4.5 and SSP5-8.5 scenarios for the 2040s, 2060s, 2080s, and 2100s. The findings indicated that, for the 2100s, the SSP2-4.5 and SSP5-8.5 scenarios forecast annual average ETo increases of 0.35 mm/d (6%) and 0.7 mm/d (12.0%), respectively. Net irrigation water requirement (NIWR) and growth of irrigation water requirement (GIWR) for the main crops in the Al Quassim region were assessed for the current, SSP2-4.5, and SSP5-8.5 scenarios. For SSP5-8.5, the GIWR for the 2040s, 2060s, 2080s, and 2100s are expected to increase by 2.7, 6.5, 8.5, and 12.4%, respectively, compared to the current scenario (1584.7 million m3). As a result, there will be higher deficits in 2100 under SSP5-8.5 for major crops, with deficits of 15.1%, 10.7%, 8.3%, 13.9%, and 10.7% in the crop areas of wheat, clover, maize, other vegetables, and dates, respectively. Optimal irrigation planning, crop pattern selection, and modern irrigation technologies, combined with the proposed NIWR values, can support water resources management. Central Asia is an increasingly important strategic geopolitical region. During the latest decades, the region has often been identified as close to potential conflict regarding water usage. This includes the sharing of water from the Syr Darya and the Amu Darya in the Aral Sea Basin. The Aral Sea disaster has exposed a complex picture of water needs and potential political conflict. Rapid population increase together with climate change impacts are likely to further aggravate the short- and long-term future precarious situation for water management in the region. This Special Issue focuses on present and future water management issues in Central Asia in view of future climate changes and how these will affect socioeconomic development. Central Asia is, in general, water rich; however, exercising efficient and fair water management will be important in view of future population increase and climate change. At the same time, water and natural resource development is a cornerstone in all the Central Asian republics. Especially, water resources are, to a great extent, shared between all five republics. This paper explores the physical, social, and environmental dimensions of how climate change impacts affect drinking water safety in a rural context in developing countries. Climate impacts, such as contamination or the reduced availability of preferred drinking water sources due to climate-related hazards, threaten water safety in rural areas and these impacts will likely worsen as climate change accelerates. We qualitatively examined these impacts in a community in rural Vanuatu using three approaches side-by-side: adaptation, vulnerability, and resilience. We employed a mixed methods case study methodology that combined semi-structured interviews, technological and environmental surveys, and observations. We demonstrate the influence of physical infrastructure design, social structures mediating water access, and the availability of multiple sustainable water resources on water safety with respect to climate impacts. We also show how the initial problematization of how climate affects water safety can influence subsequent actions to address, or overlook, issues of infrastructure design and maintenance, social equity, and natural resource management for water access. Improvements to rural drinking water safety management in the context of climate change should take a pluralistic approach, informed by different conceptualizations of climate impacts, to account for the varied causal pathways of reduced water safety for different members of a community. Bayesian networks (BNs) are widely implemented as graphical decision support tools which use probability inferences to generate "what if?" and "which is best?" analyses of potential management options for water resource management, under climate change and socio-economic stressors. This paper presents a systematic quantitative literature review of applications of BNs for decision support in water resource management. The review quantifies to what extent different types of data (quantitative and/or qualitative) are used, to what extent optimization-based and/or scenario-based approaches are adopted for decision support, and to what extent different categories of adaptation measures are evaluated. Most reviewed publications applied scenario-based approaches (68%) to evaluate the performance of management measures, whilst relatively few studies (18%) applied optimization-based approaches to optimize management measures. Institutional and social measures (62%) were mostly applied to the management of water-related concerns, followed by technological and engineered measures (47%), and ecosystem-based measures (37%). There was no significant difference in the use of quantitative and/or qualitative data across different decision support approaches (p = 0.54), or in the evaluation of different categories of management measures (p = 0.25). However, there was significant dependence (p = 0.076) between the types of management measure(s) evaluated, and the decision support approaches used for that evaluation. The potential and limitations of BN applications as decision support systems are discussed along with solutions and recommendations, thereby further facilitating the application of this promising decision support tool for future research priorities and challenges surrounding uncertain and complex water resource systems driven by multiple interactions amongst climatic and non-climatic changes. Considering the global climate changes that have disrupted the availability of fresh water and led to the emergence of drought, an effective management strategy for water quality must be implemented. In this work, we analyzed the possibility of used and treated water being reused and the effect of its use on soil on the development of plants. In the case of irrigation with treated wastewater, the following parameters increased: calcium carbonate equivalent, organic matter, content of phosphorus, calcium, potassium, sodium, nitrogen, biochemical oxygen consumption; chemical oxygen demand (COD), decreased sodium absorption rate, soil electrical conductivity, pH, magnesium content, and soil bulk density. Due to the micronutrients it contains, the use of treated wastewater in irrigation can be an organic fertilizer for the soil. Wastewater is a source of soil water supply. Untreated wastewater may contain, depending on the source (industry, pharmacies, medicine, households), toxic compounds, bacteria, viruses, and helminths, which, if used for long periods of time in irrigation, can have a negative impact on health and the environment, reaching the soil, the roots of the crops, and then the underground water. Therefore, these waters must be used after adequate treatment. Global climate change disrupts the availability of fresh water and negatively influences the occurrence of floods, droughts, and water quality, which is why any water source must be managed correctly. Nature-Based Solutions for Integrated Water Resources Management (NbS-IWRM) involve natural, or nature-mimicking, processes used to improve water availability in quantity and quality sustainably, reduce the risks of water-related disasters, enhance adaptation to climate change and increase both biodiversity and the social-ecological system's resilience. United Nations and the European Commission promote their research as a cornerstone in the changeover to the Ecological Transition. In the Sierra Nevada range (Spain) and the Andean Cordillera, there is a paradigmatic and ancestral example of NbS-IWRM known as "careo channels" and "amunas", respectively. They recharge slope aquifers in mountain areas and consist of an extensive network of channels that infiltrate the runoff water generated during the snow-thawing and rainy season into the upper parts of the slopes. The passage of water through the aquifers in the slope is used to regulate the water resources of the mountain areas and thus ensure the duration of water availability for the downstream local population and generate multiple ecosystem services. This form of water management is known as Water Sowing and Harvesting (WS&H). As shown in this work, it is a living example of a resilience and climate change adaptation tool that can be qualified as a nature-based solution. [ABSTRACT FROM AUTHOR]

During the last few decades, a critical scarcity of water has occurred in the Middle East due to climate change and the mismanagement of water resources. The situation is complicated by the absence of an effective legislative framework at the local level as well as by the incapability and disrepute of the local water authorities. Most Iraqi citizens depend on the surface waters of the Tigris and Euphrates rivers, which have their sources in upstream neighbouring countries. Water crises concerning the shared waters urgently require a solution at the international level. Unfortunately, Iraq has faced several wars in a row (1980–2003), which has prevented the country from establishing its institutions. The rapid increase in the population of the transboundary countries on the Tigris and Euphrates rivers, and the high demands on agriculture, are accelerating water exploitation. In this paper, the present state of water management in Iraq from the viewpoint of the legislative framework, water balance, and transboundary issues will be discussed, with special attention to Kurdistan. Many legislative documents have been established or amended by the Iraqi and Kurdistan parliaments since 2003. In 2015, the Kurdistan Government Ministry of Agriculture and Water Resources, in cooperation with the EU, issued a guide for environmental legislation related to all environmental components such as air, water, and soil. Water resources are essential for human beings. It is of significance to project future water resources carrying capacity for water resources planning and management. In this study, the Huang-Huai-Hai River Basin (HHHRB), where the contradiction between humans and water is prominent in China, is selected as the study area. The fuzzy comprehensive evaluation model of regional water resources carrying capacity is constructed, the variation characteristics of water resources affected by climate change are analyzed based on the Budyko-Fu model, and considering the influence of transit water resources and water diversion projects, the future water resources carrying capacity in HHHRB under four future climate scenarios in CMIP6 is projected. The results indicate that: (1) On the whole, the carrying capacity of water resources in HHHRB is weak, and the spatial difference is great. (2) Under the background of climate change in the future, precipitation, temperature, and water resources in HHHRB all show increasing trends with changes of 0.90–12.59%, 1.22–1.80 °C, and 13.12–34.29%. (3) Under the background of global change, the water resources carrying capacity of most prefecture-level cities in HHHRB will be greatly improved in the future, and the spatial distributions of change rates among different climate scenarios are relatively consistent. (4) The construction of water diversion projects such as the South-to-North Water Diversion Project has played an obvious role in improving the carrying capacity of water resources. Understanding future changes in water supply and requirement under climate change is of great significance for long-term water resource management and agricultural planning. In this study, daily minimum temperature (Tmin), maximum temperature (Tmax), solar radiation (Rad), and precipitation for 26 meteorological stations under RCP4.5 and RCP8.5 of MIRCO5 for the future period 2021–2080 were downscaled by the LARS-WG model, daily average relative humidity (RH) was estimated using the method recommended by FAO-56, and reference crop evapotranspiration (ET0), crop water requirement (ETc), irrigation water requirement (Ir), effective precipitation (Pe), and coupling degree of ETc and Pe (CD) for soybean during the growth period were calculated by the CROPWAT model in Heilongjiang Province, China. The spatial and temporal distribution of these variables and meteorological factors were analyzed, and the response of soybean water supply and requirement to climate change was explored. The result showed that the average Tmin, Tmax, and Rad under RCP4.5 and RCP8.5 increased by 0.2656 and 0.5368 °C, 0.3509 and 0.5897 °C, and 0.0830 and 0.0465 MJ/m², respectively, while the average RH decreased by 0.0920% and 0.0870% per decade from 2021 to 2080. The annual average ET0, ETc, Pe, and Ir under RCP4.5 for 2021–2080 were 542.89, 414.35, 354.10, and 102.44 mm, respectively, and they increased by 1.92%, 1.64%, 2.33%, and −2.12% under the RCP8.5, respectively. The ranges of CD under RCP4.5 and RCP8.5 were 0.66–0.95 and 0.66–0.96, respectively, with an average value of 0.84 for 2021–2080. Spatially, the CD showed a general trend of increasing first and then decreasing from west to east. In addition, ET0, ETc, and Pe increased by 9.55, 7.16, and 8.77 mm per decade, respectively, under RCP8.5, while Ir decreased by 0.65 mm per decade. Under RCP4.5 and RCP8.5, ETc, Pe, and Ir showed an overall increasing trend from 2021 to 2080. This study provides a basis for water resources management policy in Heilongjiang Province, China. Climate change impacts may influence hydropower generation, especially with the intensification of extreme events and growing demand. In this study, we analyzed future hydroelectric generation using a set of scenarios considering both climate change and consumptive demands in the São Francisco River Basin. This project will increase consumptive demands for the coming decades. Five models from the recently released Coupled Model Intercomparison Project Phase 6 and two scenarios, SSP2-4.5 and SSP5-8.5, were considered to estimate climate change projections. The affluent natural flows, regulated flows, and the hydroelectric energy generated were estimated for four multi-purpose reservoirs considering all existing and new demands. The conjunction of scenarios indicated a possible significant reduction in water availability, increased consumptive demands, especially for irrigation, and reduced power generation. Only at the Sobradinho hydroelectric plant, the decrease ranged from −30% to −50% for the period 2021 to 2050 compared to the historical period (1901 to 2000). Integrated water resource management (IWRM) is facing great challenges due to growing uncertainties caused by climate change (CC), rapid socio-economic and technological changes, and population growth. In the present study, we have developed different indices to assess the availability of water using an IWRM approach. These indices evaluate supply to demands, surface availability, groundwater availability, reservoirs, and environmental flow. Moreover, reliability, resilience, and vulnerability were determined. Sustainability index (SI) and sustainability index by groups (SG) were determined based on the five indices (all indices vary from 0 to 1). The impacts of climate change affect surface and groundwater availability, as do the agricultural, urban, and industrial requirements on the different supplies. We used the generalized AQUATOOL Decision Support System Shell (DSSS) to evaluate the IWRM in the Rio Grande Basin (Morelia, México). Various emission scenarios from representative concentration pathways (RCPs) were applied to the basin for the years 2015-2039 and 2075-2099. The results indicate increases in agricultural and urban demand, and decreases in surface runoff, as well as groundwater recharge. The proposed indices are useful for different approaches (decision-makers, water policy, and drought risks, among others). CC significantly affects the different proposed indices and indicates a decrease of the SI, SG1, and SG2 (i.e., less availability). For example, we found that SG2 decreased from 0.812 to 0.195 under the RCP 8.5 2075-2099 scenario, and SG2 equal to 0.252 and 0.326 for the RCP 6.0 2075-2099 and RCP 4.5 2070-2099 scenarios, respectively (values close to 0 indicate worst drought conditions). Even though Central Asia is water rich, water disputes have characterized the region after crumbling of the Soviet Union in 1991. The uneven spatial distribution and complex pattern of transboundary water sources with contrasting national water needs have created an intricate water dilemma. Increasing national water needs, water claims by surrounding countries, uncertainties in renewable water volumes, and effects of climate change will put further strain on the future water use in Central Asia. We argue that the present power distribution with three downstream hegemons (Kazakhstan, Turkmenistan, and Uzbekistan) and two upstream much poorer countries with less political influence (Kyrgyzstan and Tajikistan) is not likely to lead forward to a greater willingness to share water. We discuss this situation with the analogue Egypt-Sudan-Ethiopia in the Nile Basin. Thus, as in the case of Ethiopia in the Nile Basin, gradually economically stronger upstream countries Kyrgyzstan and Tajikistan due to hydropower development are likely to eventually re-define the hydropolitical map of Central Asia. As in the case of the Nile Basin, a more even power balance between upstream and downstream countries may lead to an improved political structure for a much needed better collaboration on water issues. The impact of climate change and increased irrigation area on future hydrologic and agro-economic conditions was analysed for a representative basin in northeastern Germany using an expanded version of the WBalMO (water balance model) for water management. The model expansion represents various temporally and spatially differentiated irrigation water use processes, including agricultural irrigation, as part of a river basin's water management. We show that climate changes lead to increased irrigation water demands in the future, which will not always be able to be met. The resulting water deficits were shown for different crops depending on their irrigation priority and the water available. With an increased irrigation area, water deficits will rise. This may limit the profitability of agricultural irrigation. The impacts of climate change on low-flow conditions in the river are much higher than those of the increase in irrigated area alone. Therefore, any additional increases of irrigation will require careful monitoring of water availability to avoid critical impacts on river flows. The expanded model was able to replicate the processes of agricultural irrigation water use and can thus be used to test the impact of policies such as the certification of new irrigation permits. Many countries and regions have struggled to put in place adequate water information systems to assist with sustainable water management. This article describes and assesses the key components of Australia's water information and data systems, with particular reference to rural and regional Australia, focusing on progress with strengthening these systems at a national level since 2007. Through the early part of the period, much of Australia was experiencing a crisis in water availability. The article concludes with ongoing challenges for Australia and lessons from the Australian experience for other countries embarking on upgrading their water information and data systems. Upgrading a nation's water information systems is a long-term task, but an important one in a world of climate change and increased climate variability. Substantial progress is likely to take five to 10 years to materialize. From the outset, upgrading information systems needs to be focused on data series that will facilitate answering key policy questions, assist water users in making significant decisions more effectively, and allow businesses and government to better address risks from water-related events. As always, political support matters. To sustain investments in information, its coverage must facilitate illuminating key questions and issues.
