As pressure increases to support social justice, coalitions try to understand their role in oppression while implementing practices to create equitable environments. Twenty-six education-focused community coalitions in the United States participated in the study. Coalition interviews and membership rosters are used to evaluate the degree to which these coalitions engage in community engagement practices conducive to empowerment. Involvement practices emphasize communication strategies and participatory design structures. Systems change practices emphasize agenda-setting processes and a level of awareness of structural sources that create social marginalization. This work investigates how these two practices create empowerment. This study uses fuzzy-set qualitative comparative analysis to examine the impact of community poverty, coalition age, government representation, coalition size, school district size, and coalition governance on involvement and systems change practices. The results demonstrate combinations of these conditions in four mutually exclusive solutions for involvement practices and two mutually exclusive solutions for systems change practices. The paper ends by identifying cases that coincide with these solutions and how communities thoughtfully configure their collaborations to coincide with empowerment theory. Social capital is gaining prominence in social work discourse given its role in social and economic mobility. Yet measuring social capital pragmatically in terms of policy, practice and research is challenging because it suffers from lack of definitional clarity, leading to measurement disputes. We define social capital as access to knowledge and opportunities through networks to enhance social and/or economic mobility. To facilitate the integration of social capital into social work practice, we present the Resource Generator (RG) adapted for an urban US context to measure specific network-embedded resources. This paper reports the results from exploratory factor analyses measuring the reliability of this tool. Analyses suggested that a three-factor model was robust (χ²(29) = 30.93, p = 0.37; CFI = 0.994; TLI = 0.996; RMSEA = 0.024; AIC = 1917.26; BIC = 1863.71), which is dissimilar to the RG results reported in the UK. These factors--Expert Access, Problem Solving and Personal Support--provide insight as to how social capital resources converge in the USA. These findings also present a potential list of social capital items salient for the US context and highlight the utility of a measure for mezzo and macro social work practice in urban US settings. Skin color has been proposed to contribute to race-based health disparities in the United States because of differences in ultraviolet (UV) light–induced vitamin D synthesis. The prediction of this hypothesis, herein named the UVD hypothesis, is that racial disparities in health outcomes are correlated with UV light availability. This paper investigates whether UV light availability is associated with disparities in the rates of low birth weight (LBW) and preterm birth (PTB) between whites and blacks, because these outcomes are thought to be influenced by vitamin D status and to shape disease risk in later life. Data on LBW and PTB from 2007 (n = 2,825,620 births) were compared with data on UV light exposure across the United States. Contrary to the predictions of the UVD hypothesis, LBW and PTB rate disparities were greatest in states with the highest UV light exposure. Notably, income inequality was positively and significantly related to LBW and PTB disparities, even after controlling for UV light availability. The results of this analysis demonstrate that there is a significant environmental gradient in racial disparities in birth outcomes in the United States, but other social or environmental factors associated with living in the southern United States are likely stronger contributors to disparities in birth outcomes than UV light–induced vitamin D status. This paper uses block-group data from the US decennial censuses to document changes in concentrated poverty. It provides several substantive and methodological lessons. First, the majority of poor sub-county areas were located (and hidden) in low poverty counties. Second, the 1990s brought large declines in the share of high-poverty (sub-county) areas and the share of people, including poor people, who lived in them. Third, poor minorities—both in metro and non-metro areas—are highly ghettoized in high-poverty neighbourhoods and are highly segregated from whites and the nonpoor population. Is there a difference between the social capital developed in faith-based and secular poverty-to-work programs? Comparative field research investigating five faith-based and secular poverty-to-work programs in southeastern America finds that values expressed by a secular non-profit organization and two faith-based programs correspond with more activities that develop social capital than the programs run by a for-profit organization and a reinvented government agency. In all the programs this social capital is both 'bridging,' by crossing barriers of race, gender, and class, and 'bonding' by tying participants and staff into at least a temporary supportive community. The programs see that this social capital is effective in supporting low-income persons through the transition to full-time employment. In addition, the faith-based programs seek to extend the social capital by developing long-term ties between clients and local religious congregations. Eviction filing rates have declined in many large cities in the United States. Existing scholarship on eviction, which focuses on discrete tenant-landlord relationships, has few explanations for this decline. I consider whether community organizing by nonprofit organizations shapes the social organization of communities and causes landlords to file fewer eviction filings. In cities where tenant and anti-poverty organizing has become common, community-oriented nonprofit organizations advocate for disadvantaged communities and help residents avoid poverty. Community organizing has rarely been studied as a predictor of housing security among low-income tenants, despite studies of how community organizing shapes the use of property in wealthy neighborhoods. I estimate the causal effect of community organizations on eviction filing rates between 2000 and 2016 using longitudinal data and a strategy to account for the endogeneity of nonprofits and eviction. Evidence from year-to-year models in 75 large cities spanning sixteen years estimate that an addition of ten community nonprofits in a city of 100,000 residents is associated with a ten percent reduction in eviction filing. This effect is comparable to the effect of community organizations on murder and is roughly a third of the association between eviction and concentrated disadvantage. [ABSTRACT FROM AUTHOR]

The poor economic position of single-mother households is a result of three factors: women's generally lower wages, lower economic support from men, and a relatively great need for income. This paper examines the relative importance of the last two of these factors. Data from the Luxembourg Income Study show that single-mother households in West Germany and the United States have high rates of poverty while their situation in Sweden is considerably better. The remainder of the analysis concentrates on the economic risks which would be faced by married parents if they were to separate tomorrow, and on the insurance transfer incomes provide against such risks. It is shown, first, that the costs of breaking one household into two are considerable, and that single-mother households will be worse off economically, unless a substantial increase in family income takes place. Second, that the economic dependence of married mothers places many in a `high risk' situation, where they will lose a high proportion of their economic resources if the support from a spouse disappears. Poverty continues to be a significant public health crisis across the United States, and its impact is particularly prevalent among school-aged youth and their families. Many K–12 educators do not fully understand the realities associated with living in poverty. Such a lack of understanding impacts teachers' ability to meet the unique educational needs of students experiencing poverty and develop positive teacher–student relationships. This article sets the stage for further discussion on the lack of quality training, education, and professional development for teachers on poverty. The authors propose a model for professional development aimed at increasing empathy and understanding among K–12 educators through experiential learning tools such as the Community Action Poverty Simulation. The article concludes with an in-depth discussion on implications for future practice and a call to action for school social workers to bring innovative solutions to their campuses that pull from their educational background in advocacy and social justice to enhance teacher training through an interdisciplinary approach. The United States has always prided itself as providing safe haven to those who are persecuted. Yet, the United States did not develop policy for admitting and resettling refugees until 1980. Unlike Asians and Europeans, African refugees in the 1980s were chosen primarily based on skill, but no research thus far examines whether this strategy led to greater long-term economic success for African refugees. This article examines racial differences in refugees' likelihood of living in poverty, receiving welfare income, engaging in full-time employment and wages between 1990 and 2019. I find that refugees show improvement in all four outcomes. African refugees, however, earn less than nearly all other groups in all time periods suggesting blocked mobility, particularly among men. Analyses focus on the 1982–1987 entry cohort of refugees who had access to more assistance than future cohorts. The article discusses an effort to provide basic needs products to poor people in the U.S. Topics include the lack of non-food items provided by the U.S. Supplemental Nutrition Assistance Program (SNAP), the costs of basic hygiene items, and transportation problems preventing access to retail stores. Does exposure to economic inequality undermine belief in the American dream? Scholarship has long argued that the availability of meritocratic ideologies like the American dream inoculates people against exposure to inequality by leading them to rationalize unequal outcomes by viewing wealth as due to hard work and poverty as due to indolence. The existence of inequality where the "have-nots" are working poor, however, could serve to undermine such a process because their employment status casts them as "deserving poor" and limits the applicability of agency-based explanations for poverty. Across two experiments embedded in national surveys, exposure to inequality alone did not cause significant reductions in belief in the American dream; however, exposure to inequality where the have-nots were working poor significantly reduced belief in the American dream. Moderation and mediation analyses indicate these effects were most pronounced among lower-income Americans and indirectly heightened support for government reduction of inequality. In the article, the authors discuss the importance of the temporary assistance for needy families (TANF) program in providing support to low-income families with children in the U.S. The program replaced the Aid to Families with Dependent Children (AFDC) under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). The article discusses the role of Eleanor Roosevelt on the United Nations Economic and Social Council (ECOSOC) Human Rights Commission (HRC) and the Declaration of human rights in the U.S. ECOSOC presented the HRC with three tasks, to challenged the commission to craft a vision, develop legally binding protocols acceptable to all member states and structure an International Court of Human Rights. In addition, her work with HRC provided the opportunity to address issues such as poverty alleviation, access to education, conflict resolution and civil rights. Dramatic federal immigration policy proposals and executive actions appear to be a reaction to state and local governments that have taken leadership in responding to immigration. Some local governments have endorsed welcoming immigrants to stabilize high-poverty urban neighborhoods and to enhance regional economic development. Others embrace immigrant incorporation consistent with the social work grand challenge to achieve equal opportunity and justice. This research estimates the number of immigrant-friendly cities and counties in the United States. To generate this estimate, authors prepared a local government policy scan of all municipalities and counties in the United States with a population of more than 500 persons to identify policies designed to recruit or specifically serve immigrants. Authors also categorized these immigrant-friendly policies on a continuum ranging from rhetoric to outreach, integration, and facilitation. Only 7% of cities and 6% of counties were found to have immigrant-friendly policy. However, when taking population into account, nearly half of all people in the municipal sample live in a place with an immigrant-friendly policy. In 1931, Edgar Sydenstricker, the former statistician of the US Public Health Service, challenged the common belief that the 1918 influenza outbreak had affected "the rich and the poor alike." Using data from 112,317 participants in a 1918 US national survey, he observed that, on the contrary, both morbidity and mortality from the flu had been higher among the poor than among the rich. To explain these differences, Sydenstricker stratified the analyses by 2 measures of affluence collected in the survey: "economic status" (from "very poor" to "well-to-do") and household crowding (i.e. number of people per household room). Economic status was associated with influenza attack rates within categories of crowding, but not the opposite, suggesting that characteristics of poverty other than "household congestion" were the culprit of the poor's higher influenza burden. Attack rate ratios for influenza in infants and older adults were greater for the poor or very poor. Sydenstricker reanalyzed an already 12-year-old data set in the context of the Great Depression to build the evidence base relating poverty to ill health. Preconception health care is heralded as an essential method of improving pregnancy health and outcomes. However, access to health care for low-income US women of reproductive age has been limited because of a lack of health insurance. Expansions of Medicaid program eligibility under the Affordable Care Act (as well as prior expansions in some states) have changed this circumstance and expanded health insurance coverage for low-income women. These Medicaid expansions provide an opportunity to assess whether obtaining health insurance coverage improves prepregnancy and pregnancy health and reduces prevalence of adverse pregnancy outcomes. We tested this hypothesis using vital statistics data from 2011–2017 on singleton births to female US residents aged 15–44 years. We examined associations between preconception exposure to Medicaid expansion and measures of prepregnancy health, pregnancy health, and pregnancy outcomes using a difference-in-differences empirical approach. Increased Medicaid eligibility was not associated with improvements in prepregnancy or pregnancy health measures and did not reduce the prevalence of adverse birth outcomes (e.g. prevalence of preterm birth increased by 0.1 percentage point (95% confidence interval: −0.2, 0.3)). Increasing Medicaid eligibility alone may be insufficient to improve prepregnancy or pregnancy health and birth outcomes. Generally, state wealth accounts for differentials in coverage (State AFDC Recipients/Totals Persons in Poverty in State) while the proportions of poor, proportions nonwhites and state growth in the preceding decade are influential in explaining differential closeness. This paper examines why Canadian poverty rates fell relative to U. S. poverty rates during the periods 1970-1979 and 1979-1986. During the 1970s the principal reason for declining Canadian poverty rates is higher economic growth. During the 1980s, however, differences in government transfer policy are the main cause of relative poverty change in the two countries. Virtually all of the 3.3 point fall in relative Canadian/U.S. poverty rates from 1979 to 1986 can be attributed to expansions in the Canadian transfer system and simultaneous contractions in U. In times of hardship, moving in with family is one strategy for alleviating economic deprivation and uncertainty. The ability of the family to buffer against poverty may vary by the resources available to and the economic needs of individuals. I assess how the formation of extended-family households is associated with a move into or out of poverty and how this association varies by race and ethnicity, since economic resources and norms around extended-family households differ. Using longitudinal data that span four years, I estimate linear fixed effects regression models to assess how changes in living arrangements are related to changes in poverty. I find that moving into an extended-family household reduces poverty, especially for the joining family unit. Neoliberal political reasoning is remaking the state's democratic character and its governing rules to reflect those of the market. The most prominent legislative example, Temporary Assistance for Needy Families, dictates work requirements, time limits, and monitoring and sanctioning of clients. Through such policies, the primary aims of government assistance changed from aiding needy citizens to transforming individuals into paid workers, regardless of continued poverty or care obligations. Although scholarship of related policy and governance tools has grown, less study has centered on understanding the historic events and ways in which race-based, gendered, and poverty narratives facilitated adoption of such austere policies. This article compares circumstances of African American and White mothers in the United States from the Revolutionary War to the postwelfare era. It describes what neoliberalism is, discusses the role of ideological discourses in policy and governance, presents the history and historical racialized portrayals of White and African American motherhood during this period, and analyzes the differential impact of ideological discourses using a lens of intersectionality. The conclusion discusses how discriminatory discourses subvert a democratic ethos for all and suggests ways for social workers to contest the impacts of neoliberalism. [ABSTRACT FROM AUTHOR]

Although social work research has paid substantial attention to employment patterns among low-income single mothers after welfare reform, little is known about their work-hour trajectories over time. This study uses group-based trajectory modeling to analyze the work-hour trajectories among low-income single mothers in the United States (N  = 870). Only approximately two-fifths (41.9 percent) of participants in the sample had stable employment. About 18 percent did not work throughout the study period. Yet several groups experienced changes in working patterns over time: increasing hours (20.7 percent), decreasing then increasing hours (11.3 percent), and decreasing hours (8.4 percent). This study uses a generalized linear mixed model to determine the factors associated with change in work hours over time. Significant factors include marital status, high school completion, race, citizenship, homeownership, child care arrangement, income support program participation, work disability, age of youngest child, age of the mother, state unemployment rate, and state minimum wage. These findings have important policy implications for targeting supports to diverse needs of low-income single-mother families to promote employment stability and economic improvement. Background Rural, low-income US veterans face additional barriers to accessing food and resources compared to urban veterans. Based on both social-ecological and cultural competence approaches, the Reaching Rural Veterans (RRV) pilot intervention built on the existing infrastructure of food pantries to improve food security and connect rural, low-income veterans with resources. This article describes the process of implementing and evaluating RRV. Methods Five rural food pantries within each of two states, Indiana and Kentucky, received training in cultural competence and held monthly outreach events where food and services were offered to veterans. Veteran adult participants completed an assessment at baseline and 3-month follow-up that measured food security using the US Household Food Security Survey Module and self-reported resource enrollment. Repeated measures logistic regression models evaluated the odds of improving food security and resource enrollment from baseline to follow-up (significance P < 0.05). Results RRV recruited 234 participants; 53% completed the follow-up assessment. At follow-up, the odds of household (P = 0.009) and adult (P = 0.01) food security increased, as did enrollment in one or more of the following resources: Temporary Assistance for Needy Families, Supplemental Security Income, General Assistance or Assistance from the Township Trustee (P = 0.005). Poverty has been an issue of ongoing concern for social work practitioners and researchers over the decades. The societal impact of poverty on a broad range of problems is widely acknowledged throughout the field. However, one vital piece of information regarding poverty has often been missing--its economic cost. This study presents new estimates into the annual costs of childhood poverty in the United States by updating earlier research and including previously unmeasured costs. Cost-measurement analysis indicates that the annual aggregate cost of U.S. child poverty is $1.0298 trillion, representing 5.4% of the gross domestic product. These costs are clustered around the loss of economic productivity, increased health and crime costs, and increased costs as a result of child homelessness and maltreatment. In addition, it is estimated that for every dollar spent on reducing childhood poverty, the country would save at least seven dollars with respect to the economic costs of poverty. Central to the contemporary American welfare state, nonprofits are increasingly squeezed between declining resources and a simultaneous peak in demand for services. Scholars have outlined a number of ways that nonprofits strategically respond to resource scarcity. Why nonprofits select particular strategies, however, is less clear. This article motivates a network membership perspective via a mixed-methods study of one food bank and its associated food pantries, wherein actors navigate competing network demands that are emblematic of those faced by other nonprofits. Food banks source food from three types of networks--a cartel-like network orchestrated by a national coordinating body, a peer-to-peer inter-food bank network, and a bureaucratic network anchored by the USDA--that place overlapping and conflicting constraints on the organizations. In combination, network demands entangle the food banks within a web of tensions that prevent many forms of adaptation while enabling others, a predicament I refer to in this article as network entrapment. How organizations navigate network demands has implications for the vitality of the organizations and the well-being of their beneficiaries. My results suggest that entrapment can lead to organizational burden and the adoption of neoliberal-inspired efficiencies, but also innovations that prioritize citizen rights over cost-benefit ratios. Background: Sepsis may contribute to more than 200 000 annual deaths in the USA. Little is known about the regional patterns of sepsis mortality and the community characteristics that explain this relationship. We aimed to determine the influence of community characteristics upon regional variations in sepsis incidence and case fatality.Methods: We performed a retrospective analysis of data from the REasons for Geographic and Racial Differences in Stroke (REGARDS) cohort. Using US sepsis mortality data, we used two strategies for defining geographic regions: (i) Sepsis 'Belt' vs Non-Belt and (ii) Sepsis 'Cluster' vs Non-Cluster. We determined sepsis incidence and case fatality among REGARDS participants in each region, adjusting for participant characteristics. We examined the mediating effect of community characteristics upon regional variations in sepsis incidence and case fatality.Results: Among 29 680 participants, 16 493 (55.6%) resided in the Sepsis Belt and 2958 (10.0%) resided in a Sepsis Cluster. Sepsis incidence was higher for Sepsis Belt than Non-Belt participants [adjusted hazard ratio (HR) = 1.14; 95% confidence interval (CI) = 1.02-1.24] and higher for Sepsis Cluster than Non-Cluster participants (adjusted HR = 1.18; 95% CI = 1.01-1.39). Sepsis case fatality was similar between Sepsis Belt and Non-Belt participants, as well as between Cluster and Non-Cluster participants. Community poverty mediated the regional differences in sepsis incidence.Conclusions: Regional variations in sepsis incidence may be partly explained by community poverty. This article examines the association between material hardships and self-rated mental health (SRMH) among older black Americans and determines whether the effect varies by race and ethnicity. Using data from the National Survey of American Life, multiple logistic regression models were specified on a sample of older white Americans (n = 289), African Americans (n = 1,135), and black Caribbean Americans (n = 377). Material hardship was measured as an index of seven items that occurred within the past year. Material hardship (odds ratio = 0.48; 95 percent confidence interval = 0.29-0.79) was associated with SRMH for both groups. None of the interactions were significant. The study concludes that material hardship may contribute to poorer SRMH among older African Americans and black Caribbean Americans. Future studies should examine these associations by using longitudinal designs, which may be better designed to confirm these results. [ABSTRACT FROM AUTHOR]

This article examines the role of housing conditions in sleep-related infant injury death, a leading cause of infant mortality in the USA. The use of an unsafe sleep surface is a major risk factor for sleep-related infant injury. This exploratory study examined contextual circumstances, specifically those related to the physical environment, which may contribute to caregivers' decisions to place an infant on an unsafe sleep surface. It employed a retrospective review of 255 sleep-related infant injury death cases in a large urban area from 2004 to 2010 where an infant was found sleeping on an unsafe sleep surface, including 122 cases where a crib or bassinet was identified in the home. Quantitative findings indicated no differences in demographic or risk characteristics between infants with cribs or bassinets and those without them. Qualitative findings suggested the lack of crib or bassinet use may be related to environmental factors influenced by poverty, specifically crowded living space, room temperature and vermin infestation. This study suggests that infants may be at risk of sleep-related injury deaths even when a crib or bassinet is present in the home and supports the consideration of housing conditions in health promotion efforts to reduce infant mortality. Understanding environmental factors that may contribute to infants sleeping on an unsafe surface can help maternal child health and public health professionals develop more appropriate interventions that address deleterious living conditions. Despite a large body of literature on the food environment, little is known about the role of supercenters in human nutrition and health. The objectives of this review are to examine what is currently known about the association between supercenters, nutrition, and obesity, to identify how supercenters may affect disparities in food access and nutritional quality of food purchases, and to document the rapid rise of supercenters as a source of food purchases in the United States. A case study of Wal-Mart, the largest food retailer in the United States, is presented that demonstrates the major and increasing role of supercenters as a source of packaged food purchases in the United States, particularly among low-income households, as well as the role of supercenters in supplying key nutrients. Taken together, this review and case study highlight the dominant role of supercenters in the US diet and the need to better understand how supercenters can be leveraged to improve the nutritional quality of what consumers buy and eat. Context: It is well established in the literature that healthier diets cost more than unhealthy diets. Objective: The aim of this review was to examine the contribution of food prices and diet cost to socioeconomic inequalities in diet quality. Data Sources: A systematic literature search of the PubMed, Google Scholar, and Web of Science databases was performed. Study Selection: Publications linking food prices, dietary quality, and socioeconomic status were selected. Data Extraction: Where possible, review conclusions were illustrated using a French national database of commonly consumed foods and their mean retail prices. Data Synthesis: Foods of lower nutritional value and lower-quality diets generally cost less per calorie and tended to be selected by groups of lower socioeconomic status. A number of nutrient-dense foods were available at low cost but were not always palatable or culturally acceptable to the low-income consumer. Acceptable healthier diets were uniformly associated with higher costs. Food budgets in poverty were insufficient to ensure optimum diets. Conclusions: Socioeconomic disparities in diet quality may be explained by the higher cost of healthy diets. Identifying food patterns that are nutrient rich, affordable, and appealing should be a priority to fight social inequalities in nutrition and health. [ABSTRACT FROM AUTHOR]

Food insecurity is an urgent public health problem in Canada, affecting 4 million Canadians in 2012, including 1.15 million children, and associated with significant health concerns. With little political will to address this significant policy issue, it has been suggested that perhaps it is time for Canada to try a food stamp-style program. Such a program could reduce rates of food insecurity and improve the nutritional health of low-income Canadians. In this article, we explore the history of the US food stamp program; the key impetus of which was to support farmers and agricultural interests, not to look after the needs of people living in poverty. Though the US program has moved away from its roots, its history has had a lasting legacy, cementing an understanding of the problem as one of lack of food, not lack of income. While the contemporary food stamp program, now called Supplemental Nutrition Assistance Program (SNAP), reduces rates of poverty and food insecurity, food insecurity rates in the USA are significantly higher than those in Canada, suggesting a food stamp-style program per se will not eliminate the problem of food insecurity. Moreover, a food stamp-style program is inherently paternalistic and would create harm by reducing the autonomy of participants and generating stigma, which in itself has adverse health effects. Payday loans refer to small-dollar, high-interest, short-term loans usually extended to lower-income consumers. Despite much research to the contrary, the payday loan industry asserts that it primarily serves middle-class Americans. This article discusses the authors' investigation of the industry's claim, by analyzing data from a U.S. bankruptcy court serving a Southern district. Results of the multivariate binary logistic regression analysis showed that, controlling for various sociodemographic and economic variables, two middle-class indicators—homeownership and annual income at or greater than the median income—are associated with a decreased likelihood of using payday loans. The article concludes with a discussion of the implications of the results for social work practice and advocacy in regard to financial capability, particularly asset development, income maintenance, and payday loan regulation. School social workers and other school personnel can find meeting the educational and social needs of immigrant children a challenge, particularly if these children are also experiencing poverty and other educational barriers, including limited English language proficiency. Quality after-school programming has been associated with a variety of positive effects such as increased educational attainment and positive social and emotional development and could, therefore, prove significant in the lives of immigrant children. Yet, immigrant children participate less. The purpose of this article is to discuss ways in which school social workers can increase enrollment in after-school programming among immigrant children, six to 12 years of age, by becoming both advocates for children and families and leaders in developing and maintaining these services. School social workers are poised to play a number of roles related to practice, administration, research, and policy. Because this particular age group of children begins to look beyond the family for guidance and support, middle childhood is an opportune time for school social workers to work toward involving children in positive after-school experiences. Using social justice as the conceptual foundation, the authors present the structural barriers to socially just intercountry adoptions (ICAs) that can exploit and oppress vulnerable children and families participating in ICAs. They argue that such practices threaten the integrity of social work practice in that arena and the survival of ICA as a placement option. Government structures, disparity of power between countries and families on both sides, perceptions regarding poverty, cultural incompetence, misconceptions about orphans and orphanages, lack of knowledge about the impact of institution-based care, and the profit motive are driving forces behind the growing shadow of unethical ICAs. The U.S. social work community has a large role and responsibility in addressing these concerns as the United States receives the most children adopted through ICAs of all receiving countries. In addition to the centrality of social justice as a core value of the profession, the responsibility to carry out ethical and socially just ICA has recently increased as a matter of law, under the implementation legislation to the Hague Convention on Intercountry Adoption. Background: Little national evidence is available on spatial disparities in distributions of parks and green spaces in the USA. Purpose: This study examines ecological associations of spatial access to parks and green spaces with percentages of black, Hispanic, and low-income residents across the urban-rural continuum in the conterminous USA. Methods: Census tract-level park and green space data were linked with data from the 2010 U.S. Census and 2006-2010 American Community Surveys. Linear mixed regression models were performed to examine these associations. Results: Poverty levels were negatively associated with distances to parks and percentages of green spaces in urban/suburban areas while positively associated in rural areas. Percentages of blacks and Hispanics were in general negatively linked to distances to parks and green space coverage along the urban-rural spectrum. Conclusions: Place-based race-ethnicity and poverty are important correlates of spatial access to parks and green spaces, but the associations vary across the urbanization levels. Although a vast amount of literature on the characteristics of public assistance recipients exists, little is known about the characteristics of the clientele of nonprofits that provide material assistance. This study examines the question of who receives material assistance from nonprofits. Three panels of the Survey of Income and Program Participation (1996, 2001, and 2004) adult well-being module were used to see if the use of nonprofit assistance is associated with individual and household characteristics, type of material hardship, and the use of other sources of assistance. Results show that poverty status, education, area of residence, and public program participation have a significant association with nonprofit material assistance, regardless of the type of material hardship and the use of other sources of assistance. These associations stayed relatively stable during the years of observation. It is interesting that households headed by an individual with college education were more likely than those headed by an individual without a high school diploma to receive material assistance from nonprofits. Although Americans make up just 5% of the world's population, they represent more than half of every medical dollar expended on the planet. Yet, American life expectancy appears near the bottom of rankings by the Organization for Economic Cooperation and Development, and American adults live in poorer health than most Europeans. In this issue of the Journal, Martinson et al. (Am J Epidemiol. 2011;173(8):870) provide us with further evidence of the generality of this phenomenon, showing a pattern of poorer health in the United States relative to England across the entire life course. Recent research points at single risk factors such as smoking as potential explanations, but such hypotheses are of limited scope to explain the pervasive US health disadvantage across the entire life course. In this commentary, a potentially promising line of inquiry based upon differences in social policy contexts is proposed. Life in the United States can be distinguished from that of the rest of the member countries of the Organization for Economic Cooperation and Development in terms of the weakness of its social safety nets, the magnitude of social inequalities, and the harshness of poverty. The authors argue that broadening the scope of their inquiry to include the social and policy contexts of nations might help to solve the puzzle of the US health disadvantage. The authors used data from the Multi-Ethnic Study of Atherosclerosis and latent trajectory class modeling to determine patterns of neighborhood poverty over 20 years (1980–2000 residential history questionnaires were geocoded and linked to US Census data). Using these patterns, the authors examined 1) whether trajectories of neighborhood poverty were associated with differences in the amount of subclinical atherosclerosis (common carotid intimal-media thickness) and 2) associated risk factors (body mass index, hypertension, diabetes, current smoking) at baseline (January 2000–August 2002). The authors found evidence of 5 stable trajectory groups with differing levels of neighborhood poverty (∼6%, 12%, 20%, 30%, and 45%) and 1 group with 29% poverty in 1980 and approximately 11% in 2000. Mostly for women, higher cumulative neighborhood poverty was generally significantly associated with worse cardiovascular outcomes. Trends generally persisted after adjustment for adulthood socioeconomic position and race/ethnicity, although they were no longer statistically significant. Among women who had moved during the 20 years, the long-term measure had stronger associations with outcomes (except smoking) than a single, contemporaneous measure. Results indicate that cumulative 20-year exposure to neighborhood poverty is associated with greater cardiovascular risk for women. Background: Quitlines (QLs) are free, effective sources of treatment for tobacco dependence. Although the QL number is toll-free, the use of cell phones as the sole source of telephony may impose an unintended cost, in terms of cell minutes.Objectives: To quantify the use of cell-only telephony among self-pay or Medicaid smokers, assess their calling plans, and estimate the impact of a typical course of QL counseling.Methods: A survey of smokers age at least 18 years visiting an American urban emergency department from April to July, 2013.Results: Seven-hundred seventy-three smokers were surveyed, of whom 563 (72.8%) were low-income, defined as having Medicaid or no insurance. All low-income smokers had at least one phone: 48 (8.5%) reported land-lines only, 159 (28.2%) land-lines and cells, and 356 (63.2%) cells only. Of the cell phone owners, monthly calling plans provided unlimited minutes for 339/515 (65.8%), at most 250 minutes for 124 (24.1%), and more than 250 minutes for 52 (10.0%). Another recent trial found that QL users make a median of 1 call lasting 28 minutes, with the 75th and 90th percentiles of calls and minutes at 3 and 4 calls, and 48 and 73.6 minutes, respectively. Thus, robust use of QL services could consume 11%-29% of a low-income smoker's typical 250 monthly cell minutes.Conclusion: Among low-income smokers, cell phones are often the sole telephone. Robust use of the QL may impose a substantial burden on low-income smokers' calling plans, and therefore deter use of the QL. Exempting calls to QLs from counting against smokers' plans may help promote QL utilization.Implications: Low-income individuals have high rates of smoking, and are more likely to own only cell phones, not landlines, for telephone access. Because cell phone calling plans often have limited numbers of monthly minutes, cell-only individuals may have to spend a substantial proportion of their monthly minutes on QL services. This may act as a deterrent to using an otherwise free, effective means of treatment for tobacco dependence. Exempting QLs from monthly calling plans may improve access for low-income smokers. Instrumental Variables (IV) methods identify internally valid causal effects for individuals whose treatment status is manipulable by the instrument at hand. Inference for other populations requires homogeneity assumptions. This paper outlines a theoretical framework that nests causal homogeneity assumptions. These ideas are illustrated using sibling-sex composition to estimate the effect of childbearing on economic and marital outcomes. The application is motivated by American welfare reform. The empirical results generally support the notion of reduced labour supply and increased poverty as a consequence of childbearing but evidence on the impact of childbearing on marital stability and welfare use is more tenuous. This article argues that theories about the spatial distribution of poverty since World War II have always combined analyses of the impact of the built environment, of culture and of mobility of populations. However, the form taken by these combinations has varied with the logic of the underlying political economy adopted by governments in the USA, UK and continental Europe. Despite much scholarly attention to "neighborhood effects" on children, no study to date has measured the cumulative exposure of children to neighborhood poverty and affluence. In this article, I estimate racial and ethnic inequality in the amount of time children can expect to live in poor and nonpoor neighborhoods throughout childhood. At rates prevailing in the early- to mid-1990s, the average black child can expect to spend about 50 percent of her first 18 years in neighborhoods with poverty rates in excess of 20 percent. The corresponding figures for Latino and white children are about 40 percent and 5 percent respectively. I find that black/white differences in childhood exposure to neighborhood poverty are largely accounted for by differences in the probability of being born into a poor neighborhood, and to a lesser degree by differences in rates of upward and downward neighborhood mobility during childhood. Finally, cross-period analyses indicate that white children's share of childhood in the most affluent neighborhood type increased steadily beginning in the late 1980s and that black children's exposure to the poorest neighborhood type increased rapidly in the mid-1980s and then declined sharply throughout the first half of the 1990s. Given the growing interest in a privatized Social Security system and the lack of adequate retirement planning among many people in the United States, many households are often ill prepared for retirement. The outlook for low-income populations is even bleaker because they are often not privy to the same financial education and asset-building opportunities afforded to middle- and upper-income households. One way to help low-income individuals to obtain a head start on retirement planning is to make financial education and asset-building opportunities more readily available for youths. Social workers can help formulate youth retirement planning policy and program initiatives. This article reviews retirement planning trends, historical asset-building initiatives, and financial education programs in the United States and sets forth a proposal to expand on current social policy and program initiatives for youths to increase long-term financial planning among underserved populations. Understanding the relationship between nonresponse processes and key research variables is central to evaluating if and how nonresponse introduces bias into survey estimates. In most telephone surveys, however, little information is available with which to estimate these effects. We report a procedure for examining the potential effects of nonresponse via analyses that (1) investigate the linkages between community-level (zip code) variables and survey nonresponse and (2) examine the associations between these community-level variables and key survey measures. We demonstrate these procedures using hierarchical modeling to analyze data from a state-wide telephone survey in Illinois. One zip code-level indicator of concentrated disadvantage--the percentage of the population below poverty level--was found to be positively associated with nonresponse and, among respondents, with both current physical disability status and lack of health insurance coverage, suggesting that both may have been underestimated in this survey. We provide an analytical framework within which changes in income inequality over time are related to the pattern of income growth across the income range and the reshuffling of individuals in the income pecking order. We use the framework first to explain how it was possible both for the poor to have fared badly relatively to the rich in the USA during the 1980s (when income inequality grew substantially), and also for income growth to have been pro-poor. Second, we contrast the US experience with that of Western Germany, where there was a much smaller rise in inequality. This is accounted for by income growth that was more pro-poor than in the USA. Under Temporary Assistance for Needy Families, families are subject to greater work requirements, and the severity of sanction for noncompliance has increased. Using Wisconsin longitudinal administrative data, the authors performed event history analysis to examine the dynamic patterns of sanctioning and the patterns of benefits following a sanction. They found that very high rates of sanctioning (especially partial sanctions) and multiple sanctions were fairly common but sanction spells were quite short. The most common transition from a sanction was back to full benefit receipt. The authors also examined the factors associated with being sanctioned and the severity of sanctions by comparing a traditional model with an event history model. They found that it is important to estimate a model that takes into account the period of risk. Results confirm that those who may be least able to succeed in the labor market are most likely to be sanctioned. [ABSTRACT FROM AUTHOR]
