Scotland's Children's Hearings System is a unique statutory system that makes decisions about the need for compulsory professional involvement in the lives of children who are maltreated, in conflict with the law or displaying alarming behaviours. It was designed to facilitate in-person, child-centred discussions about the measures needed to ensure the care and protection of children. The Covid-19 pandemic challenged the ability of the Hearings System to fulfil this role due to the physical closure of Hearings Centres and the need to rapidly develop a virtual system. In this paper we present a realist-influenced synthesis exploring how contextual factors such as public health guidelines, emergency legislation, technological challenges and wider structural inequalities interacted with the delivery of virtual hearings to affect the participation and rights of children during the pandemic. We also describe how learning from the experiences of the participants of hearings was critical to understanding how virtual technologies could be adapted to provide a more rights-respecting approach to participation. We conclude by arguing that there is a need to ensure that the voices of children, which are largely absent from discussions around the use of virtual technologies, are incorporated into decisions made about their continued use within Children's Hearings. Plain Language Summary: The Children's Hearings System is a legal system in Scotland that makes decisions about the care and protection of children and young people who are: being abused or neglected; in trouble with the police; or regularly truanting from school. At a Children's Hearing, specially trained members of the public decide whether to place the child or young person onto a Compulsory Supervision Order (CSO). This is a legal document that specifies what support should be provided to the child or young person, where they should live and who they can have contact with. Before the Covid-19 pandemic all hearings were held in person at specially designed Hearings Centres. All of these centres were closed at the start of the Covid-19 pandemic, resulting in a virtual Children's Hearings System having to be set up quickly. In this paper we describe the challenges of using video-conferencing software to run Children's Hearings. We explore how rules enacted by the UK and Scottish Governments affected how hearings could be delivered, before moving on to discuss how technical difficulties, lack of access to appropriate technologies and other inequalities such as digital poverty affected how children and young people could participate in their hearings. The paper finishes by describing changes made to virtual hearings in order to try and ensure that children and young people were able to participate in their hearings. Public libraries support a range of health and wellbeing activities, however little research has been done into the provision of library adult walking groups. This paper reports on a unique study exploring how widely adult walking groups are provided through Scottish public libraries, as well as library staff perceptions of the benefits, challenges and opportunities of these services. A rich qualitative research approach was used, involving Freedom of Information requests to the 32 Scottish local authority regions, an online questionnaire with 106 complete responses, and 8 follow-up interviews with Scottish public library staff, with and without walking group experience. Thematic analysis was used to identify key themes from collected data. Results show that adult walking groups are not widely provided through Scottish public libraries. However, respondents identified benefits for user groups, including but not limited to: improvements to participants' health and social wellbeing; and increased engagement with library services. A range of opportunities for public libraries were highlighted, including staff interest, partnership working and a current focus on health and wellbeing. Challenges encompass resource restrictions, variations in partnership working and lack of effective networking. This original study provides valuable insights into the provision of public library walking groups in Scotland. It suggests that many factors can potentially influence the success of this library health and wellbeing service, with a range of different possible approaches. Results indicate that successful provision of a public library walking group may require close partnership working; adequate networking and information-sharing between public library staff; as well as sufficient resources; and staff interest. We have read the paper by El-Ghorr et al. (Int J Care Pathways 2010;14:57-64) on Scotland's national approach to improving mental health services with great interest. The paper described the strategy developed by NHS Quality Improvement Scotland (NHS QIS) in which integrated care pathways were used as tools for redesign and continuous quality improvement. In our opinion, a similar national effort is also necessary in Norway. In particular, pathways would help bridge the 'gap' between primary and specialist services. We point to which elements of the Scottish programme it is that would be relevant to implement in Norway in future. Furthermore, we discuss factors that are already present in Norway upon which authorities, health leaders and professionals could build on in a future national-level implementation of pathways in mental health care. This paper analyses and critically discusses the role of regions in implementing renewable energy (RE) policies, examining the relationship between state policy and RE deployment. Using evidence from four case study regions, Apulia and Tuscany in Italy and Wales and Scotland in the UK, the paper teases out some differences in terms of regional competencies to implement RE policies across the two countries. The national governments in both Italy and the UK have constructed regulatory and governance relationships to orchestrate and reorder economic, social and ecological challenges and devolve responsibilities at the sub-national level. This has offered an opportunity for the peculiarities of regional setups to be taken into account and regions have contributed towards the promotion of green and sustainable path development via the route of promoting RE deployment. The paper argues that the downscaling and distribution of responsibility in the cases investigated reflect the capacity and willingness of nation states to respond to and mediate the strategic goals and outcomes formulated at national and international levels. Nevertheless, while the regions investigated display differences in their incentives, capacities and capabilities to increase RE deployment, their ability to act is very much influenced by nation states, stressing the important role of the state in mediating the form and direction of RE deployment. This paper reports on survey work and group discussion by a Scottish parent-led support group (Parents Advocacy and Rights – PAR) that supports parents with children in the care system. A previous paper has been published discussing an overview of the survey results (www.pfan.uk/uncovering-the-pain/). The present paper delves further into parents' particular experiences of contact. The responses are preceded by a critical retrospective of the concept of contact. Our retrospective covers the language of contact, contact's origins, continuing confusions of meaning and the lack of appreciation of the parental experience and points to the artificiality of contact, the impracticalities of contact arrangements and the toll taken by these. We conclude by pointing out that we are in the fourth decade of recommendations about contact between parents and children in state care. We make the observations that there is a continuing failure to empathise with parents' experience of deprivation and loss, a lack of comprehension of the depth of detriment to parental identity caused by the process and practices of contact and avoidance of discussion of the damage to the parent–child relationship which, irrespective of the ultimate destination of a child in state care, cannot be obliterated. The article presents Brian Sissons and his research with D. E. Smith and R. A. Cullingford on the "Lateglacial and Postglacial Shorelines in South-East Scotland" which was published in 1966 in the journal "Transactions of the Institute of British Geographers." Sissons and others described the Scotland's Lateglacial and Halocene relative sea-level change in the research. Likewise, they were able to provide and to summarize new geomorphological and stratigraphic data on various raised and buried shorelines.

The article discusses two court cases on adoption and fostering in Scotland. In Application by AB for access to Adoption Papers SC GLW 3, the court granted the son of a deceased adopted person access to the adoption court process under the Adoption and Children Act 2007. In Appeal by AW v Principal Reporter [2022] SAC (Civ) 6, the court ruled the appropriateness of naming the father as perpetrator of criminal conduct on grounds for referral under the Children's Hearings Act 2011.

Against a background of recent structural reforms to police organisations in northern and western Europe, this paper examines the experiences of Scotland and the Netherlands where national police forces were established in 2013. Taking a comparative perspective, an analysis of the police reform proposals is followed by a review of the arguments for reform, the challenges of implementation and the findings emerging from the evaluations of the police reforms in each country. The paper concludes by drawing out the contrast between the 'great expectations' of the two police reforms articulated by the governments and the realities of bringing about rapid and large-scale organisational change, arguing that institutionalist perspectives on police reform have much to offer in making sense of the challenges of the police reform process. Market and institutional shocks and upheaval, brought about by political, economic and social changes, have the potential to generate significant corporate restructuring. Foreign subsidiaries are particularly vulnerable to such impacts given the embeddedness of parent companies in their home countries, with the potential for disinvestment and regional decoupling. This paper examines the impact of the Brexit vote and negotiation period on UK-based foreign subsidiaries in the software and software-related sectors in Scotland and South East England. This firm-centric approach follows recent evolutionary thinking that restates the importance of examining the firm as a means by which to understand how regions respond to such disturbances. Rather than simply examine impact, the paper is concerned with why the scope and scale of impacts are mediated by particular corporate and global production networks (GPN) processes. Key to this is the examination of the importance of the value creation corporate role and degree of replication within the corporation (specificity), the GPN spatial configuration, and the markets that subsidiaries are mandated to serve. The paper concludes that a variety of impacts are evident, but that notable negative consequences have arisen for subsidiaries with low corporate specificity, working through European Union (EU)-configured GPNs, and serving European markets. The significance of employment to desistance and social integration is well established, yet 62% of those subject to a Community Payback Order in Scotland are unemployed (Scottish Government, 2022). This paper reports on the findings from a small-scale survey conducted with 29 people subject to community supervision in Scotland, to shed light on the various enablers and barriers they encounter in seeking, starting and sustaining employment, and their experiences of engaging in or with employment support initiatives. Little is known about how front-line police officers navigate major structural reforms within their organization. The findings presented in this paper were collected as part of the first ever empirical study of the newly created Police Service of Scotland between October 2013 and June 2014. The findings discussed here are pertinent to the wider academic literature in that they fill the current gap in knowledge on how front-line police officers experience major structural reforms at a police operational level; by exploring the ways, if any, reform impacted on the routine delivery of local policing. This paper focuses on three main themes which emerged from the analysis of 68 interviews conducted with a stratified sample of serving police officers; front-line police officers, their supervisors and managers across two geographically distinct case study areas in Scotland. The paper highlights police officers' concerns around a lack of front-line involvement in either the planning or implementation of reform, the pace at which the changes associated with reform were rolled out and the internal communication processes adopted throughout the reform journey, all of which they claim impacted negatively on their daily routines. This unique data was collected using a variety of qualitative and ethnographic research approaches including non-participant observations, walking interviews, documentary analysis and semi-structured interviews at the precise time major structural reform was being implemented across Scotland. This paper is part of a wider investigation which explores what happened to probation services in France and in Scotland during the national lockdown put in place as a response to the Covid-19 pandemic. Qualitative interviews with 29 French and 27 Scottish probation staff took place, the authors wishing to capture the lived experience of practicing probation at this unprecedented time. Whilst the study captures the initial disorientation of probation staff and a general lack of institutional and individual readiness for lockdown, it also documents adaptability, creativity and an optimism for what technology could offer state probation practitioners that is less visible in studies that were carried out following the easing of lockdown restrictions. It shows that the ways in which institutions and practitioners responded to the crisis was determined by institutional and cultural heritage, professional values and management practice. This paper considers the origins and traces the history of the Social Fund, an ideologically-motivated social policy departure of the Thatcher era. It identifies the controversy, in research communities amongst others, which surrounded the establishment of the Fund, and considers the evidence of recurring difficulties in its practical operation over a thirty-year period. It then turns to the Coalition administration in Westminster’s decision to divest itself of responsibility for key parts of the Fund, devolving such obligations to local authorities in England, the Parliament in Scotland and the Assembly in Wales. The paper sets out a comparison of the approaches being developed to discharge the Fund’s prior responsibilities in the three nations. It concludes that the essential policy thrust lies in a determination to roll back central state obligations in poverty relief and income maintenance which had hitherto been accepted by all post-war administrations. We point out the limits of our estimates and the methodological difficulties of estimating the size of this hidden population. Aims and objectives: This paper explores children's experiences and perceptions of their own bilingualism in two contexts in Scotland, UK: a primary school with a high proportion of children using a language other than English at home; and a primary school where the language of instruction is an indigenous, minority language, Gaelic. Methodology: The paper draws upon data gathered from multiple qualitative methods, including interviews, group activities and discussion, with both children and their parents. The data in this paper draw upon a broader interdisciplinary project exploring children's experiences of bilingualism. Ethics were duly considered. Data and analysis: Data were gathered from 27 children and 11 parents. Data were coded and analysed using thematic analysis. Comparison between contexts was of particular interest for this article. Findings: This paper highlights the importance of research with children in order to gain an insight into their experiences and perceptions of their own bilingualism. In particular, our findings illustrate how children's language learning is encouraged and supported by children's connections with others and the fundamental role of family (particularly parents/carers) and diverse community-based support systems (which encompass a wide range of individuals and community groups) in order to develop active bilingualism. Originality: This paper addresses a research gap in a largely quantitative field, by adopting a qualitative approach to explore children's experiences and perceptions of their own bilingualism. A qualitative approach facilitates attention to complexity and the participants' own meanings and understandings. Significance: The paper highlights the value of research with children in order to explore their views and perspectives. In particular, qualitative research methodologies, where children's experiences are central to understanding the research phenomenon, and to facilitating the exploration of the range of complex issues that interact with a child's bilingualism. This paper explores how far policy-makers understand the structure of the development industry, the perceived characteristics of developers and the extent to which such actors can be considered policy-responsive. If these matters are poorly understood, the effectiveness of planning policy may be undermined, especially where the private sector is responsible for undertaking most development. The paper is based upon empirical research on the Scottish Executive’s perceptions of, and policy stances towards developers between 1999 and 2007. It finds that the Executive appeared to have only limited understanding of what drives the development process or motivates individual developers and seemed unfamiliar with important differences within the industry, sectorally and geographically. Instead, ‘the notional property developer’ was incorrectly conceived as a malleable and potentially compliant partner with shared objectives to the State. Selective migration flows are thought to be a key means by which the intended benefits of area-based initiatives `leak out' of target areas, undermining their effectiveness. To date, direct evidence on the scale or impact of these flows has been weak since they are difficult to assess using survey methods. Using 2001 census data for England and Scotland, this paper looks at the scale and composition of flows for deprived neighbourhoods with a particular focus on educational attainment. It analyses the impacts of these flows on the characteristics of deprived areas, exploring differences between regions and comparing neighbourhoods involved in two major regeneration programmes with other deprived areas. The paper shows that selective migration flows do serve to reinforce spatial segregation but that the scale of this effect appears very modest and that impacts vary between regions. This paper reviews previous studies and reports on the first stage of a series of field studies developed with the aim of assessing the performance of ventilation systems currently in use in public houses where smoking is permitted. Established ventilation theory is used to hypothesize the behaviour of these systems predicting that exposure to environmental tobacco smoke will be substantially reduced. The problems associated with conducting field studies in buildings of this nature are discussed, and the results of some representative studies are presented. The effectiveness of the ventilation systems is clearly demonstrated. Limitations of the study are identified and further work is proposed. Practical application: This paper informs the current debate on the value of ventilation systems in spaces where smoking is permitted. Despite the proposed ban on smoking in public places in England and the ban in Scotland there will be a variety of exemptions where the building is also someone's place of residence. Internationally, alternatives to a ban including the better use of ventilation systems are under consideration. In addition to making the case for the use of ventilation, the paper provides some interesting pointers on innovative supply strategies for this application. [ABSTRACT FROM AUTHOR]

The article focuses on the use and awareness of Electronic Information Services (EIS) by the students of Glasgow University. Interest in the usage of EIS by students at Glasgow University developed out of an earlier project, which focused specifically on the use of library and information services by staff and researchers. This led to contacts with the School of Information Management at Leeds Metropolitan University where similar work had been done and to a joint interest in student usage of EIS. It reports on two surveys conducted in March 2002 and October 2002-February 2003 respectively and thus offers a longitudinal perspective. The questionnaires were administered both on paper and electronically and the results compared but no differences in data collected could be detected. The results showed a growth in usage in the relatively short period between the two surveys and subject area studied proved to be the main determinant of EIS usage, followed by integration into the program.

The establishment of the EU's Rural Development Regulation (EC 1257/99) reflects the continuing efforts of policymakers to develop integrated policy initiatives for the pursuit of sustainable rural development. The resulting changes have been given added impetus in UK regions by the emergence of new forms of rural governance under devolution. This process is also highlighting the need for governments to respond flexibly to distinctive ruralities, as well as the scope for developing greater 'joined-up' policy making at the point of implementation. These agendas also present a considerable challenge to the management and evaluation of public policy: objectives have multiplied, become more nuanced, yet may not always be straightforwardly compatible. Thus, policymakers and evaluators alike are being compelled to find new ways of deliberating trade-offs, as well as constructing coherence in policy-making and delivery processes among different policy actors and sectors. Policy evaluation is playing an important, yet problematic role in this search for coherence, and this paper reports on the application of a policy appraisal methodology (the 'Cardiff Methodology') to two complex sets of issues facing rural Scotland: the scope for making schemes of public assistance to rural land uses more streamlined, more participative and conditional on compliance with other regulatory requirements; the compatibility of current and emerging transport policies with rural development objectives. The methodology seeks to support the deliberation of issues lying at the interface between sectoral policy objectives, and focuses on identifying the scope for action at the Scottish level in respect of these issues. The paper concludes with some interim findings about the utility and application of the policy evaluation methodology, and considers some wider implications for this new 'evaluation paradigm' in rural governance. Social work aspires to empowerment ideals, including taking a 'non-expert' position of professional curiosity, and validating the perspectives of people in contact with services. Yet in child protection, social workers are involved in practice that refutes the views and opinions of people and are positioned by their role as an identifier of abuse and risk manager. Social workers and people who are subject to child protection services can be locked into meaning battles regarding the effect of parental behaviour and the representation of risks to children. These negotiations over meanings are especially difficult in the pre and perinatal period, where who controls the representation of the baby's voice or best interests is fundamental to decision outcomes. Using Fricker's concept of 'testimonial injustice' as an analytical lens, this article draws on studies in two different contexts: Aotearoa New Zealand and Scotland, to examine the implications of the intense mediation of meanings that affect child protection practice. We find that concepts relating to the importance of mothering, love for children, and extended family relationships were sources of mother's disagreements with professional views of risk, but that through qualified agreement or advocacy from community workers, a shared risk narrative could be constructed. This paper examines whether receipt of a Regional Selective Assistance (RSA) grant has a causal impact on plant total factor productivity (TFP). To tackle the problem of self-selection into the treatment group, propensity score matching is employed. In order to control for the endogeneity of other variables in the model, estimations are performed using the system GMM estimator. The results show that for low technology manufacturing, receipt of an RSA grant leads to a fall in TFP. [ABSTRACT FROM PUBLISHER]

In this paper I explore how the culture of land-use planning in Scotland has been targeted as an object of modernising reform, exploring how ‘culture change’ initiatives played a prominent role in stabilising a new settlement around ‘open for business’ planning between 2006 and 2012, containing potential tensions between diverse goals to make planning more efficient, inclusive and integrative. This highlights the potentially significant role of governance cultures in containing tensions and securing consent to processes of state restructuring. I therefore argue that greater empirical attentiveness to the cultural micro-politics of state restructuring can improve understanding of complex, contemporary dynamics of change, and the contested role of the neoliberal hegemonic project in reshaping urban governance. I conclude by arguing that the continued power of neoliberal critiques of the inefficiency of land-use planning indicate a need to acknowledge and engage contemporary cultural battles over the purposes of planning and urban governance. The growing policy focus since the 1970s in Scotland, the UK and internationally on ‘community’, community development and community ownership and enterprise has facilitated a certain growth of the community sector and therefore of concern for related discussions of theory and practice. This paper positions this turn to community within the shifting global political economic context, in particular the rolling out of the neoliberal state internationally from the 1980s and a related urban crisis management of structural inequality (Brenner and Theodore, 2002). By focusing on the emergence of community anchor organisations – understood in the UK context as multi-purpose, local community-led organisations – within Scottish and UK policy-making since the 2000s, the central dilemma for critical community sector theory and practice of sustaining a local egalitarian vision and practice (Pearce, 2003) given this neoliberal context is explored. A Scottish urban community anchor provides an illustration of this challenge for theory and practice and of how it can be re-considered through discussions of ‘progressive mutualism’ (Pearce, 2009) and ‘resilience, re-working and resistance’ (Cumbers, 2010; Katz, 2004). The term ‘digital justice’ has been used by the Scottish Government to delineate the potential of information and communication technology (ICT) in its civil, administrative and criminal justice systems. This paper concentrates on the latter area, outlining the content of the original 2014 digital justice strategy document and the subsequent Holyrood conferences used to promote it (Scottish Government, 2014). It notes gaps in the strategy, not least a failure to specify what human beings could and should be doing in digitized justice systems, and ambiguity about the endpoint of ‘full digitization’, which could be very threatening to existing forms of professional practice. It sets the policy debate in the broader context of increasing automation and the more critical literature on digitization, concluding with recommendations for a revised policy document, ideas which may be of interest outside Scotland. This paper reflects on the search for a lost, obscure piece of experimental architecture that appeared on the west coast of Scotland in the late 1960s. Encouraged by cultural geography's efforts to recuperate storytelling as a valid mode of inquiry and to adopt a more enchanted, affirmative disposition to our endeavors, we develop a geographical story intended to draw out how enchanted experiences gained through curiosity and an openness to contingencies can serve as a vital force for sustaining geographical ways of being, doing and knowing with the world. This account focuses on our encounters with various research sites that we identify as 'dreamlands' to express the idiosyncratic, unregulated, unexpected sensations of wonder and delight that such places evoked, the excessive materialities they revealed and the imaginative processes they elicited. We argue that such dreamlands are not as superfluous as might be assumed by their uncanny absence from the polished end-products of scholarship, and instead, allude to the latent forces of enchantment to which geographers might become better attuned when conducting and crafting their research. The paper draws on recent theorising on policy mobility and post-politics to investigate the planning of a New Urbanist settlement, Tornagrain, near Inverness in the Scottish Highlands, and designed by Andres Duany. It details Duany's role as an influential ‘persuasive guru’ of New Urbanism and his signatory charrette as a participatory method for engaging local citizens into the New Urbanist model of place-making. Nonetheless, the Tornagrain case raises non-trivial questions about this model, not least the faith being placed in a globally mobile policy evangelist becoming, in effect, a doctrinal conduit for convening local democracy. The paper then contributes to recent debate on post-political planning, particularly in terms of how latent expressions of dissent in local planning processes often appear to be deamplified through endeavours to forge a post-political consensus, in part to masquerade rent hikes and profiteering on behalf of powerful landowners, glitzy architects, consultants and other associates. Influenced by Nikolas Rose’s concept of ethopolitics, this paper explores attitudes to home and tenure amongst low-cost homeowners in Scotland. In doing so, it seeks to highlight the contested nature of contemporary governing practices and the way in which ‘governable subjects’ can challenge, reinterpret and resist dominant policy discourses, which promote homeownership as the preferred tenure of choice, whilst simultaneously pathologising and problematising social housing. This paper examines the impact of demographic change on the housing market. More specifically, a difference-in-differences methodology is used to explore the effect of population decline and population ageing on house prices in Scotland and England/Wales. The analysis suggests that population decline and population ageing put downward pressure on prices. Therefore, the long-run trend of rising real house prices can not be assumed to continue into the future, particularly in Scotland. [ABSTRACT FROM AUTHOR]

In May 2007 the Scottish National Party emerged as the largest single party in the Scottish Parliament and with contingent support from the Greens it now forms a minority Scottish government. This paper considers the ways in which social policy making is being approached by the SNP and the extent to which this represents divergence from the policies of the previous New Labour-Liberal Democrat administration. The paper argues that while the SNP has no tradition of policy making in the field of social welfare there are already some signs emerging of the direction it is likely to follow. Tensions between economic development and social justice agendas are highlighted with a concern that social justice could take even more of a second place than it has in the recent past. Finally it is argued that a neo-liberal vision of Scotland informs current as well as past policy making and explains why the promotion of social justice is more than likely to take second place to the pursuit of economic growth, reflected in the SNP's goal of transforming Scotland as a 'Celtic Lion' economy. With the internet expected to account for the vast majority of all holiday purchases by 2015 and with other technologies such as 3G and a digital society changing purchasing behaviour, we have seen as much change in technologies in the last 10 years as we have in the previous 150 years. All of this exponential change impacts upon information and Scottish tourism, but does this mean a cashless society/a paperless office/big brother or androids? The scenarios have been constructed called The Free Information Society and The Real Information Society in order to discuss how information and consumer trends folds out in the future. These scenario are not an answer to the future, but a means to discuss the future implications of an information society. The free information Society highlights that information is freely available and that we do not buy information any more, whereas the Real Information Society is about how technology supports personal information rather than replacing it. The paper identifies 16 trends that will shape the future of an information society including citizen brands, gaming cultures and technology convergence. This paper details case studies undertaken in four office buildings in Edinburgh, Scotland. Analyses were undertaken of the energy requirements to maintain room temperature in each building. Alternative high performance window specifications were analysed and compared to results for existing specifications. Comparisons were made between the additional embodied energy and associated emissions, and financial cost required to install higher performance windows at the initial build stage, and the potential savings in life-cycle energy and running costs. Results showed substantial savings can be made over the lifespan of windows by optimizing specification. Payback periods for energy and financial cost for some window systems were within acceptable limits, when specified in the initial build. The financial payback periods for replacement windows were higher, emphasizing the need for sustainable and energy efficient choices at the initial design stage. Practical application: This paper contains recent case study findings and practical issues relating to the embodied energy of materials and components used in multiglazed windows; and life cycle costing issues which prevail in all current building sectors. Many construction professionals are calling for more detailed and widely available information relating to the sustainability of building components. This paper considers how a future outbreak of foot- and-mouth disease (FMD) would be treated and considers the potential reaction by government agencies with particular reference to communication and the management of crises within the tourism sectors. Lessons and experience are drawn from the outbreak of FMD in Scotland in 2001 and reoccurrences in other parts of the world. Two potential scenarios are considered, namely a 'suspected case' and a 'confirmed case', and the likely consequences of both for the tourism industry of Scotland and the UK are considered. This paper uses data gathered from a case NHS Trust in Scotland to demonstrate progress in terms of operational and strategic information management and to highlight some of the problems currently experienced in the health-care environment in striving to comply with governmental policies relating to information sharing. Progress has certainly been made and there is recognition of the potential to be achieved from more efficient and effective information management in health care. Problems exist, however, and there is still a considerable gap to be filled between the policy objectives and what is actually achievable in reality on a day-to-day basis. Data have been gathered from a hospital and a health centre to illustrate information flow between two of the Trust entities and a benchmark has been provided, showing that best practice can be achieved and how it can be achieved. This paper questions the extent to which a distinctively Scottish social welfare policy has emerged post-Devolution. Exploring the myths that continue to pervade the discussion and analysis of Scottish society today, it is argued that the scope for policy departure is limited in a number of different ways. While acknowledging that there are important institutional and implementation differences that can and do affect the delivery of welfare in Scotland and England, nonetheless the paper argues that there is a need to acknowledge the similarities between New Labour policy in London and in Edinburgh, to go beyond narrow institutional-centred approaches and to explore both the social relations that underpin and shape the delivery of social policy and the mounting contradictions that are at the heart of the New Labour project. A central theme underpinning the reform of healthcare systems in western economies since the 1980s has been the emphasis on reorienting service provision around the patient. Healthcare organizations have been forced to re-appraise the design of the service delivery process, specifically the service encounter, to take account of these changing patient expectations. This reorientation of healthcare services around the patient has fundamental implications for healthcare professionals, specifically challenging the dominance of service professionals in the design and delivery of health services. Utilizing a qualitative methodological framework, this paper explores the responses of healthcare professionals to service redesign initiatives implemented in acute NHS hospitals in Scotland and considers the implications of such professional responses for the development of patient-focused service delivery. Within this, it specifically examines evolving professional perspectives on the place of a service user focus in a publicly funded healthcare system, professional attitudes towards private sector managerial practices, and the dynamics of changing professional behaviour. The objective of this paper is to examine possible organizational reasons for why UK NHS commissioners have not adopted programme budgeting and marginal analysis (PBMA). This is despite increasing evidence of discontent with current commissioning and priority-setting processes, increasing research evidence demonstrating the potential of PBMA and support for the principles of PBMA. Two separate semistructured surveys of the views of commissioning decision-makers on the use of PBMA were carried out at Grampian Health Board and Newcastle & North Tyneside Health Authority. Twenty-nine decision-makers were interviewed. Both surveys found common barriers to implementation of PBMA, described by respondents as 'institutional inertia'. These were the reactive rather than proactive environment; the fear of 'unnecessary' explicitness; an aversion to unilateral innovation in the current NHS environment; and the demand for concrete evaluation evidence. It is concluded that these qualitative surveys have small samples and cannot claim to be representative. It may be significant that many issues were common to both surveys carried out separately in organizations. It is unlikely that NHS commissioning will independently adopt techniques such as PBMA, given the current commissioning environment and organizational structures. Implementation strategies and future research on such commissioning innovations may need to focus on institutions as well as the interventions. [ABSTRACT FROM AUTHOR]

This paper considers how the search for the sublime in nineteenth-century Scotland found its expression in the voyage to St Kilda, a remote island archipelago west of Scotland’s Outer Hebrides. It looks at the historical construction of St Kilda as an ultima Thule for Victorian travellers, a site which offered an incongruous set of discourses on antiquity and modernity; improvement and romance; evangelicalism and impiety. Grounding the early interest in St Kilda in eighteenth-century aesthetic theory – specifically that of James MacPherson and Edmund Burke – the paper shows how this corporeal adventure into the Ossianic and oceanic sublime was disrupted by the islanders’ religion and social organization. If the rhetorical strategies of the early tourists located St Kilda ‘on the edge of the world’, I draw attention to how the island was central to the ecclesiastical geography of Scotland. Given that for nineteenth-century Scotland the political life of the church eclipsed that of the state, the use of St Kilda as an emblem of Presbyterian polity was highly significant. In the context of a modern Scottish nation searching for historical perspectives on governance and community, the story of this ‘island republic’ has become important in the production of contemporary meaning. By challenging the moral-political authority of the travellers’ accounts, I ascribe a greater degree of agency to the islanders and thereby question the dominant narrative of St Kildan history. This paper considers how the concentrated pattern of private landownership in the Scottish Highlands can be understood in relation to the field sport of deerstalking. Focusing on developments during the interwar years, it demonstrates how a series of connected representational practices, embodied rituals and political strategies were deployed by the sporting and landed community in defence of this elite leisure activity. These power-laden strategies coalesced into a distinctive culture of nature, which, although in part a continuation of tendencies set in train during the nineteenth century, also embraced new rhetorics of nationhood, ecological thought and landscape preservation. The paper demonstrates how humans, animals, technologies, science, localized history and popular memory were all drawn into deerstalking’s unequally weighted networks of association. Ultimately it asserts that the motif of custodianship and tradition commonly associated with modern sporting landownership in the Highlands was, and still is, used as an effective means to retain hegemonic control of the land resource. Urban regeneration (UR) programmes are recognised as a type of Population Health Intervention (PHI), addressing social and health inequalities. Policy recommends programmes involve communities through engagement and empowerment. Whilst the literature has started to link empowerment with health improvement, this has not been within an UR context. As part of broader research on the economic evaluation of community empowerment activities, this paper examines how health gains can be generated through promoting empowerment as well as identifying whether feelings of empowerment are associated with residents personal characteristics or perceptions of their neighbourhood. Using 2011 Community Health and Wellbeing Survey (GoWell) cross-sectional data, ordinal logistic regression and simple linear regression analysis of 15 Glasgow neighbourhoods undergoing regeneration with 4302 adult householders (≥16 years old) was completed. Analyses identified strong associations (P≥ 0.05) between empowerment and the mental health subscale of the SF12v2 and with several items of the Warwick-Edinburgh Mental Well-being Scale (WEMWBS) scale. Furthermore, residents’ who felt more empowered reported more positive attitudes towards their surroundings and housing providers. This concurs with recent evidence of the importance of residents’ psychological investments in their neighbourhood influencing their sense of place attachment. Such analyses present initial evidence of the value of investing resources within UR programmes to activities geared towards increasing residents’ empowerment as a means of producing those health gains often sought by more costly aspects of the programmes. Abortions in general, and second trimester abortions in particular, are experiences which in many contexts have limited sociocultural visibility. Research on second trimester abortion worldwide has focused on a range of associated factors including risks and acceptability of abortion methods, and characteristics and decision-making of women seeking the procedure. Scholarship to date has not adequately addressed the embodied physicality of second trimester abortion, from the perspective of women’s lived experiences, nor how these experiences might inform future framings of abortion. To progress understandings of women’s embodied experiences of second trimester abortion, we draw on the accounts of 18 women who had recently sought second trimester abortion in Scotland. We address four aspects of their experiences: later recognition of pregnancy; experiences of a second trimester pregnancy which ended in abortion; the “labour” of second trimester abortion; and the subsequent bodily transition. The paper has two key aims: Firstly, to make visible these experiences, and to consider how they relate to dominant sociocultural narratives of pregnancy; and secondly, to explore the concept of “liminality” as one means for interpreting them. Our findings contribute to informing future research, policy and practice around second trimester abortion. The first millennium AD was a transformative period when many of the medieval kingdoms of Europe began to take shape, but despite recent advances in palaeoecological and archaeological research there remains a shortage of interdisciplinary collaborative research targeting this period. For some regions we know relatively little about the societies who lived during this formative period. This current investigation focusses on an early medieval elite centre near to Rhynie in NE Scotland; an important power-centre during the fourth–seventh centuries AD as evidenced by a remarkable series of Class I Pictish symbol stones, fortified enclosures at Cairn more, Tap o' Noth and the Craw-Stane, as well as high status metal-working and a range of continental imports from the Craw-Stane enclosure. However, by the end of the seventh century AD, elite focus appears to have shifted elsewhere with the Craw-Stane and Cairn More enclosures all being abandoned. By combining paleoenvironmental analysis with available historical and archaeological archives this paper provides new insights into societal change during the first Millennium AD, with focus on the economic, social and environmental impacts caused by the rise and subsequent abandonment of elite nodes of power. A calibrated age of AD 260–415, near the base of the core, coincides with the earliest dates for the Craw-Stane complex and pre-dates the construction of the nearby Cairn More enclosure. The results provide a rare snapshot of the Late Roman Iron Age to Medieval environment of Northeast Scotland. This centre appears to have been supported by a rich agricultural landscape, with evidence of pastoral and arable farming, and potential metal working. One of the most significant findings of this study has revealed that despite abandonment of these elite enclosed sites by the seventh century AD, people continued to utilise the surrounding landscape and available resources right through until modern times. The recent film, Braveheart, has been received by many in Scotland as a celebration of Scots nationhood, and as a portrayal of Scottish patriotism in the face of English territorial greed. Indeed, in the campaign leading up to the British general election in 1997, and the subsequent referendum on Scottish devolution, Braveheart was often cited as an example of Scottish mettle in the face of oppression, and the very word became a nationalist rallying cry. However, as this paper demonstrates, the film is actually constructed as a post-colonial, ‘white-pioneer’ myth of origin and ancestry which addresses and confirms a (mainly) American sense of cultural identity. The paper examines the origins of the Braveheart myth and the historical evidence surrounding the original William Wallace. It then traces the exportation of the Wallace legend to the British colonies in the 18th and 19th centuries and its eventual transformation into the Braveheart story of the 1990s.
