The article discusses the revival of sectionalism in the United States in the form of a frostbelt-sunbelt rivalry. The new rivalry and friction between the two regions manifested several policy areas, including New York City aid, community development block grants, and defense basing arrangements. The energy policy become one of the more clamorous areas for frostbelt-sunbelt controversy. The frostbelt approached national energy policy to be in line with Moynihan's rhetoric. The energy policy became the new "War the States" as the Americans look to Washington for a resolution.
