As automation challenges labour markets across Europe, research in political science is pointing towards the socially corrosive link between such technological change and political dissatisfaction. In this paper, I extend this research agenda by looking at the relation between automation risk and incumbent support in 20 European countries between 2012 and 2018. I find strong support for the notion that workers with substantial exposure to automation risk are more likely to reject governments at the ballot box. Importantly, however, these findings indicate that this anti-incumbent voting is less prevalent among theoretically at-risk workers who enjoy some level of protection, in the form of permanent contracts, co-determination rights or higher educational attainment. In times of crisis, journalism's own history needs to be reflected upon, both from within and from outside the newsroom. This paper attempts both. From a scientific perspective, we examined the process of the digitalization of journalism and then asked journalists from different generations to reflect on this process. Based on data gathered from these semi-structured interviews with German journalists, our paper presents their evaluation on the evolution from analog to digital journalism—from retired male reporters who wrote most of their articles on typewriters to young female data journalists. The interviews with journalists—including local newspaper reporters, public broadcasting services and news magazines' editors, freelancers and former German Democratic Republic (GDR) journalists—are part of a larger funded research project on German journalism. Their analysis reveals a common problematization of the growing pace of news production and the hybridization of media formats. The qualitative data confirm data from quantitative surveys on journalism and can help international journalism research to get an in-depth understanding on how journalists perceive the changes over the last decades in their trade. The COVID-19 pandemic sparked radical changes in the way life was lived around the globe. With the rapid reduction in human mobility, short-term environmental improvements were seen across the world. Work and social routines were altered, and political action to reduce case numbers seemed to open a window of opportunity for socio-environmental change in a post-pandemic world. Inspired by conversations around the "COVID-19 Anthropause," this paper probes the lived experiences and reflections that emerged in the pandemic pause. Three years after the onset of the pandemic, many initial environmental gains have been limited. Nonetheless, the COVID-19 Anthropause has brought human–environment relations into new light, sparking introspection and forms of broader social critique surrounding what kinds of socio-political courage and structural change is necessary to achieve new post-pandemic realities. Our research shows the heterogeneity of experiences of the Anthropause, highlighting the ways that uncritical engagement with the concept can obscure overlapping structural inequalities, and reinforce harmful binaries around the presence and absence of humans in nature. Drawing on longitudinal, qualitative data from Latin America and Europe, we enrich debates over the implications of the pandemic for human–environment relations and underscore the need to attend to radical forms of difference amid any global environmental concept. The premise of our research paper is that large (by the size of the population) municipalities are more complex to govern and manage, and this, in turn, calls for a more professional and apolitical local government. Using data from the largest European survey of mayors, we analyzed the influence of mayors and chief administrative officers in Europe and checked for correlations with the size of the local government. We present empirical evidence to support that the perceived influence of mayors varies with the size of the municipality regardless of the institutional configuration of power relationships. We found that very large municipalities (80,000 or more inhabitants) had weaker mayors. The presumption that a larger, more complex local (urban) environment calls for more professional leadership has been addressed in numerous publications; however, the answer was usually beyond the reach of the empirical tests. This paper explores how local news organizations seek to strengthen their bond with audiences in French-speaking Europe (Belgium, France, and Switzerland). It does so by suggesting a new methodological approach focusing on the different ways in which this bond can be observed, i.e., the "initiatives" implemented by the news organizations. The study identifies 20 types of initiatives undertaken to (re)connect with audiences and presents a model of audience inclusion in news media in line with the literature on modalities of audience participation in news media. The discussion identifies changes in the positioning of local news organizations and journalists towards audiences regarding existing literature on participatory journalism but also on new practices more rooted in engagement, dialogue, and transparency towards audiences. Right-wing populists are gaining ground in Western democracies. Surveys show that they often distrust established media and public service media (PSM) in particular, claiming that they are biased against them. This paper examines how they have challenged PSM and proposes some potential responses to these challenges. The paper is based on an analysis of a number of recent and long-standing surveys of public attitudes towards the media, combined with an analysis of support for right-wing populists. It focuses on three purposively sampled national case studies: Austria, Germany and Sweden. We show several commonalities among PSM in these three countries, including similar right-wing populist attacks on PSM. The findings crystallise around two points: First, the impartiality and objectivity of news media has generally become less taken-for-granted in a 'high-choice' media environment offering various news products of different quality. Secondly, historical left-right distinctions have become less clear-cut, also because right-wing populists challenge them. Consequently, the role of PSM in creating a shared national conversation which represents the diversity of society has also come under siege. At the same time, partisan websites and social media platforms enable certain groups to showcase content that is more aligned with the perspectives of right-wing populists. The paper concludes by asking if right-wing populists are a growing threat to PSM and whether this threat is isolated or potentially indicative of a broader and more sustained pattern. A major theme of the European Enlightenment was the rationalization of value, the use of reason to determine the value of things, from diamonds to civilizations. This view of the Enlightenment is well-established in the human sciences. It is ripe for extension to the natural sciences, given the rich recent literature on affect, evaluation, and subjectivity in early modern science. Meanwhile, in art history, the new history of connoisseurship provides a model for the historical study of the evaluation of material things. Historians of natural history have already noted the connections between science, Enlightenment, and connoisseurship. The time has come to extend their insights to other areas of Enlightenment science. This means recognizing the breadth of connoisseurship – the social, linguistic, and disciplinary diversity of the practice – as understood in Europe in the eighteenth century and the latter part of the seventeenth century. Unemployment caused by the COVID-19 pandemic is of the utmost importance for governing bodies worldwide. Its constant increase during the last months is subject of major concern for both citizens and policy makers, as individuals might experience increased feelings of job insecurity due to the pandemic context and to the latest developments on the job market. Job insecurity refers to a perceived threat to the continuity and stability of employment as it is currently experienced and has a negative impact on the individuals' quality of life. Many researches have linked job insecurity with low levels of well-being and high levels of stress, as well as local or national measures taken in job creation and job retention. Aside from individual factors, there are other critical influences that should be considered in order to better understand the dynamics of job insecurity against the COVID-19 pandemic. Such influences can come from regional features such as spatial, economic, or demographic characteristics, like gender, age, or education. The aim of the paper is to identify and spatially represent the variations and evolution of job insecurity during the on-going pandemic. Our analyses are based on the PsyCorona database (15.311 participants), a study with self-reported data deployed in countries all around the world, that monitored various psychological variables during the first pandemic waves. For the purpose of this research, data related to the first wave (March-July 2020) was selected. In order to get a better understanding of the spatial distribution of self-reported job insecurity, we chose to focus on eight European countries (France, Germany, Netherlands, United Kingdom, Greece, Romania, Spain, and Italy). Respondents from Western Europe countries expressed lower scores on self-reported job insecurity and less variance over time while those from Southern and Eastern Europe displayed higher scores for job insecurity and more variance. Moreover, we found that the higher the overall job insecurity is perceived in a country, the higher the discrepancies between age, gender, and education categories tend to be. [ABSTRACT FROM AUTHOR]

This paper was inspired by empirical encounters with students and teacher-administrators who engaged with an online European education initiative, which raised questions about whether and how their practices were situated as local, transnational, or national(ist) endeavors. The conceptual, theoretical, and methodological resources of social topology and critical border studies guided our inquiry by a focus on bordering practices and how these generate spatiotemporal forms and movements, and evoked a typical national form which is characterized as a singular, stable, linear, and flat "topography." An innovative methodology is deployed to scrutinize how practices with this online, European initiative continue, challenge or complement that typical national form. The findings demonstrate how the use of topographical indexes and tropes (re-)materialized characteristics of these typical national forms, while the combination with topological relations introduced multiplicities and "levels" in these forms. Moreover, spherical forms, bouncing movements, and tunneling movements challenged the singularity, stability, linearity, and flatness of the typical national form. Building on these findings, the paper sets forth the argument that this online European education initiative mainly challenges the enactment of nationalism in classrooms by encouraging learning and thinking through translocalities, which accentuates distances and differences that are being crossed without appealing to the typical imaginary of the "nation" with linear, stable, flat borders. This literature review aims to examine the approach given to open science policy in the different studies. The main findings are that the approach given to open science has different aspects: policy framing and its geopolitical aspects are described as an asymmetries replication and epistemic governance tool. The main geopolitical aspects of open science policies described in the literature are the relations between international, regional, and national policies. There are also different components of open science covered in the literature: open data seems much discussed in the works in the English language, while open access is the main component discussed in the Portuguese and Spanish speaking papers. Data have become a vital device of border governance and security. Recent scholarship on the datafication of borders and migration at the intersection of science and technology studies and critical security studies has privileged concepts attuned to messiness, contingency, and friction such as data assemblages and infrastructures. This paper proposes to revisit and expand the analytical vocabulary of script analysis to understand what comes to count as data, what forms of data come to matter and how "drawing data together" reconfigures power and agency at Europe's borders. Empirically, we analyze controversies about the practices of asylum decision-making and age assessment in Greece. We show that agency of "users" is unequally distributed through anticipations of subscription and dis-inscription, while asylum seekers are conscripted within security scripts that restrict their agency. Moreover, as a multiplicity of inscriptions are produced, migrants' claims can be disqualified through circumscriptions of data and ascriptions of expertise. [ABSTRACT FROM AUTHOR]

This paper discusses why and how public attitudes should matter in regulating asylum and refugee protection in rich democracies, with a focus on Europe. Taking a realistic approach, I argue that public views constitute a soft feasibility constraint on effective and sustainable policies towards asylum seekers and refugees, and that a failure to take seriously and understand the attitudes of the host country's population can have a very damaging effect on refugee protection and migrants' rights in practice. Bringing together insights from political philosophy, the politics of asylum, and research on public attitudes, I develop my argument by discussing why 'what the people think' should matter in asylum and refugee polices; how public views can and should matter given the well-known challenges with measuring attitudes and policy preferences; and what the prevailing public views might mean for the reform of asylum and refugee policies in Europe. In this paper, we analyze the short-term impact of the Russian invasion of Ukraine on Europeans' attitudes toward democracy. For this purpose, we leverage the coincidence of the Russian invasion of Ukraine on February 24, 2022 with the fieldwork of the European Social Survey in 10 countries. By means of an unexpected event during survey design, we analyze the impact of the invasion on 12 different attitudes toward democracy, including overt support for democracy, satisfaction with democracy, as well as the importance attributed to particular democratic principles. The results of this comprehensive analysis reveal that the invasion did not have a substantive impact on individuals' attitudes toward democracy. The invasion of a neighboring democratic country by an autocratic power did not alter Europeans' satisfaction with democracy, their support for this political regime, or the importance they attribute to different democratic principles. This audit aimed to measure the impact of introducing and then modifying an electronic patient record (EPR) system on the uptake of HIV testing at a level 3 genitourinary medicine service. It was a retrospective case note review of all new and rebook patients attending our service in 2007 (paper records) and 2010 (EPR), and a prospective review in 2012 (following modification of the EPR). The uptake of HIV testing increased significantly from 72.8% to 78.1% following introduction of the EPR (p = 0.009), and increased further to 86.6% (p < 0.0001) following modification of the EPR. Research on lad culture and gender-based violence (GBV) in student communities has examined hypermasculine gender performances, with little attention paid to hierarchies of masculinity. We explore lad culture by analysing qualitative, in-depth interviews with students. Our findings challenge simplistic constructions of "good guys" as allies/protectors in opposition to hypermasculinised, deviant "bad guys". We demonstrate how such binary constructions are premised upon gendered norms of men-as-protectors/women-as-weak and bolster problematic hierarchies of masculinity. We also highlight the crucial role of complicit masculinity in maintaining GBV-tolerant cultures. Our research suggests academic understandings of lad culture could benefit from a more comprehensive picture of the relationship between masculinity/ies and campus GBV. By theorising complex negotiations of hegemonic masculinity in this context, the paper also advances conceptual debates around the promise/limitations of changing, "softer" masculinities. Practice implications include rethinking how/whether prevention education can deploy "softer" masculinities whilst avoiding reinstating gender hierarchies that ultimately scaffold GBV. This paper examines ways of knowing "the Roma" as a category of people. It attends to mobility and its obstructions, and the ways that coincide with bureaucratic, institutional, and everyday modes of sorting and racializing groups of people. Our case study is situated in Romania. Whereas "the Roma" do not exist as a category in the Romanian national registry of citizens, mainstream public discourses regarding "Roma migration" have significantly proliferated over the past decades. Yet, how do authorities come to know "the Roma" and how do they render groups of citizens into racialized populations? We examine two bureaucratic practices in Romania, the census and the registry of citizens, and show how the latter is enacted through various "technologies of vision." We focus on the category of "the Roma" as a material semiotic configuration enacted by various "data" regarding issues such as territorial segregation, phenotypic appearance, smell, and dialect. Situated at the intersection of Border and Surveillance Studies, Romani Studies, and Science and Technologies Studies, this paper contributes to debates about how "the Roma" are rendered visible in practices of identification and migration management in Europe. One of the salient features of the recent populist turn in Europe has been a redefinition of the European. Traditionally, (far) right-wing parties defined themselves as Eurosceptic and focused on national identity. Increasingly, however, they have referred to pan-European heritage, although against the mainstream conceptualization of it. The article looks at the case of Hungary and the image of Europe constructed by the Hungarian Prime Minister Viktor Orbán, whose rhetoric has become a key reference point for other European populist movements. The past decade his government has witnessed, on the one hand, a tendency to redefine what is European against the dominant and institutionalized interpretations, and, on the other, an attempt to single-out the concept of Central Europe as the locus for maintaining and nurturing European values in contrast to perceived Western decline. This paper examines this discourse through a close reading of major speeches delivered by Orbán on the anniversaries of historical events. Analysis of these speeches reveals the ideological foundations of his political project and presents historical and philosophical interpretations of the European political situation. It seeks to identify how Orbán's discourse evolved across time, by putting the speeches about the past into the present political context. [ABSTRACT FROM AUTHOR]

This article uses discourse analysis to study the continuities in British foreign policy thinking within the Labour party from the 1960s to the present day. Using representative extracts from speeches by Hugh Gaitskell, Harold Wilson, Tony Blair and Gordon Brown, it identifies the ideational consistencies in the leaders' attitudes to: Empire; federalism in the EEC/EU; and laying down conditions that have to be met before any constructive engagement with ‘Europe’ can be countenanced. We argue that these consistencies, spanning a 50-year period, exemplify a certain stagnation both within Labour's European discourses and within British foreign policy thinking more widely. We develop the idea that Labour party thinking has been crucially framed by both small ‘c’ conservative and upper-case Conservative ideology, popularised by Winston Churchill in his ‘three circles’ model of British foreign policy. European Union (EU) enlargement of the mid-2000s is likely to have changed the motives for foreign direct investment (FDI) location between the existing Member States (the EU15) and the new entrants of Central and Eastern Europe (CEECs), but it is poorly understood. This paper uses the framework of Dunning's eclectic paradigm and data for 35,105 foreign investments in Europe not only to examine if the motives differ between these, but also how they are affected by the enlargement. Three asset-exploiting motives of market, resource and efficiency seeking are explored using a conditional logit model for the location choice. This is separately for greenfield and brownfield FDI, involving new facilities or jobs, where the latter is efficiency seeking from an expansion or a co-location of functions. The paper finds greenfield FDI in the CEECs seeks an export platform for the EU market and a low-skilled workforce but a national market and higher skills in the EU15. Brownfield FDI differs from this for expansions only, for which the EU market is important, reflecting scale economies. Surprisingly, EU enlargement has a much stronger effect on the FDI location motives in the EU15 by increasing the importance of the European market, which is possibly because the CEEC liberalisation was ongoing throughout the accession process. The paper finds evidence that the differences in the motives between the CEECs and EU15 are narrowing over time, but they are pronounced, and it is argued that they will persist. This paper explores the interconnection between European crises and the Eurovision Song Contest, the largest non-sports-related TV show on earth, which has run as an annual music competition of European countries since 1956. The paper explores the development of the actual show, based on existing audio and video recordings, as well as selected aspects of the respective media coverage. Special focus is paid to the creation of the contest in a post-catastrophic Europe, specifically the first show in Lugano in 1956; the apparent decline of the show's appeal in Western Europe in the 1980s and 1990s; and finally the contest held in Moscow in 2009, when the global financial crisis had just reached Europe. This research shows that 'crisis' is less an objective state, but rather a rhetorical strategy to communicate one's perceptions of the time, illuminating the significance of the Eurovision Song Contest as an arena for European affairs. This paper examines current interventions to reduce barriers to access into higher education for refugees in North America and Europe. We analyze a diversity of interventions sponsored by host governments, higher education institutions, foundations, nongovernmental organizations, and individuals. These interventions differ in size, delivery method, focus, and extent of support, and range from a single language course or limited online learning opportunity to fully accredited higher education programs. However, significant problems hamper the efficacy of many current interventions. We examine providers' rationales for working with refugees using Knight and De Wit's rationales for internationalization of higher education, later reconceptualized in four interrelated groups of rationales: academic, political, economic, and socio-cultural. To these, we propose adding a fifth category: humanism. To widen refugee participation and success in higher education, we suggest that policy makers and administrators should adopt a longer-term perspective, increase transparency, and use evidence-based approaches to develop and evaluate refugee programming. This paper compares place-based leadership patterns of five European cities that have different administrative and socio-cultural traditions in order to understand the role that context plays in shaping city leadership patterns in the policy domain of sport. This paper uses an exploratory approach to analyse the city as a complex adaptive system. In pursuing this research, we investigate the main actors, structures, processes and followership patterns across different forms of city leadership (political, managerial, business and civic). Our findings show the similarities and the differences across the five cities that lead us to a two-part conclusion. First, context may or may not influence city leadership patterns but it remains an essential parameter in comparative analysis. Second, the main challenges for place-based leadership in the policy domain of sport appear generalisable and specifically we observe that civic leadership as praxis can reinforce the transformative nature of place-based leadership in developing and sustaining socio-economic resilience. This paper presents a political economic framework for understanding privatization. Its claims are illustrated empirically through examples from contemporary Europe. Theoretically, it starts with the concept of accumulation by dispossession, which refers to the conversion of non-capitalist spaces and practices into the capitalist sphere. This conversion occurs through privatization, liberalization, and marketization. The paper focuses on privatization and presents a schematic that outlines four forms it can take: corporatization, outsourcing, public–private partnerships, and divestiture/asset transfer. These are located on a continuum denoting the extent of private sector involvement. The schematic is an important methodological contribution that enables comparative research on privatization across economic sectors and geographical settings. It thus improves on the accumulation by dispossession literature, which has focused largely on case studies but neglected generic frameworks. [ABSTRACT FROM AUTHOR]

The aim of this paper is to explore the popular perception of men in family roles. In a broader perspective, it explores the effects of social changes under state-socialism on men's identities and the perception of gender difference. I focus on popular understandings of masculinity, taking advantage of massive ego-documents (contest memoirs). I argue that in the 1960s and the 1970s, people in Poland negotiated gender roles in marriage, questioned traditional masculinity, and shaped new understandings of men's roles based on ideas of companionship and partnership. These new understandings directed men towards assuming selected female tasks and rejecting some features of traditional masculinity. Major changes were occurring within the role and identity of the father, whereas household duties were still considered "unmanly." The purpose of this paper is to present the findings of an investigation into missionary-refugee relationships in Europe. The main research question guiding this study was: How do missionaries understand and describe their relationship with the refugees they serve? The data for this study were collected at an international consultation on ministry with refugees held in the fall of 2017 from 21 missionaries using semi-structured interview protocols. Findings demonstrate that missionaries shared a liminal identity with the refugees in their ministry, viewed hospitality as a Christian lifestyle, perceived Christianity to be an inclusive faith, and discussed the challenges and opportunities in their ministry with refugees. In the context of a shift from exceptionalism to normalisation, this study examines recommendations/evidence in current pan-European/global guidelines regarding pre-test HIV testing and counselling practices in health care settings. It also reviews new research not yet included in guidelines. There is consensus that verbal informed consent must be gained prior to testing, individually, in private, confidentially, in the presence of a health care provider. All guidelines recommend pre-test information/discussion delivered verbally or via other methods (information sheet). There is agreement about a minimum standard of information to be provided before a test, but guidelines differ regarding discussion about issues encouraging patients to think about implications of the result. There is heavy reliance on expert consultation in guideline development. Referenced scientific evidence is often more than ten years old and based on US/UK research. Eight new papers are reviewed. Current HIV testing and counselling guidelines have inconsistencies regarding the extent and type of information that is recommended during pre-test discussions. The lack of new research underscores a need for new evidence from a range of European settings to support the process of expert consultation in guideline development. [ABSTRACT FROM AUTHOR]

This paper draws on original empirical research to investigate popular understandings of prejudice in two national contexts: Poland and the United Kingdom. The paper demonstrates how common-sense meanings of prejudice are inflected by the specific histories and geographies of each place: framed in terms of ‘distance’ (Poland) and ‘proximity’ (United Kingdom), respectively. Yet, by treating these national contexts as nodes and linking them analytically the paper also exposes a connectedness in these definitions which brings into relief the common processes that produce prejudice. The paper then explores how inter-linkages between the United Kingdom and Poland within the wider context of the European Union are producing – and circulating through the emerging international currency of ‘political correctness’ – a common critique of equality legislation and a belief that popular concerns about the way national contexts are perceived to be changing as a consequence of super mobility and super diversity are being silenced. This raises a real risk that in the context of European austerity and associated levels of socioeconomic insecurity, negative attitudes and conservative values may begin to be represented as popular normative standards which transcend national contexts to justify harsher political responses towards minorities. This paper presents a new spatial interaction modelling framework for estimating subnational, international migration flows within Europe. We introduce a several-stage model which incorporates constraints at two geographical levels and produces estimates for a full matrices of interregional flows which adhere to known flows between countries in the EU system between 2002 and 2007. It is shown that internal migration data can be usefully employed to help distribute flows subnationally both through in-migration and out-migration distributions and through calibrated distance-decay parameters. This exploratory paper presents insights from a qualitative interview-based study of the academic identity-building among a group of early career researchers working in the field of education across the European higher education space. Set against a policy background framed by the initiatives in European higher education and research policy, geared towards a production of a mobile, entrepreneurial researcher in pursuit of 'valuable' knowledge, the respondents' narratives reveal individual complexity, but also emerging patterns of professional identification. We identify the traditional academic values of creating and sharing knowledge validated by an epistemic community, and pursuing autonomy and collegiality in research, as still dominant, however, find these interacting with the demonstration of a strong proactive, entrepreneurial spirit, and a lack of institutional attachment. The narratives indicate the availability of supportive, encouraging communities as being of high significance, and contest the notions of Europeanisation and the utility of geographic mobility in researchers' identities. The paper discusses different types of academic identification driven by value orientation and social attachment that emerged from the early career researchers' interviews, alongside pervasive issues around mobility raised in most narratives, and concludes with suggestions for further study. Gonorrhoea is a major public health problem globally. Increasing incidence in many particularly developed countries and the emergence of resistance to the extended-spectrum cephalosporin ceftriaxone, the last option for empiric first-line monotherapy, are of serious concern. This paper evaluates the results of the 2018–19 International Union against Sexually Transmitted Infections European Collaborative Clinical Group survey on the diagnosis and treatment of gonorrhoea in Europe. Although high quality clinical care was reported in many European settings, in several countries the testing, diagnostics, antimicrobial treatment, and follow-up of gonorrhoea patients were evidently suboptimal. Increased adherence to evidence-based European and/or nationally-adapted management guidelines is essential in controlling the increasing incidence of gonorrhoea in many European settings and the spread of ceftriaxone-resistant, multidrug-resistant, and extensively drug-resistant gonorrhoea. The European Collaborative Clinical Group (ECCG) has been surveying clinical management of sexually transmitted infections (STIs) in Europe since its inauguration in 2011. The ECCG is a network of nearly 130 STI specialists from 34 European countries who conduct questionnaire-based research across the European region. The research of ECCG focuses on providing data regarding clinical practice to inform European STI guideline development and revisions. In this paper, we analyse infrastructure needs of the European natural gas market in response to decarbonisation of the European energy system. To this end, we use numerical modelling and apply the Global Gas Model. We investigate three pathways of future natural gas consumption: i) a decreasing natural gas consumption, following the scenarios of the EU Energy Roadmap 2050; ii) a moderate increase of natural gas consumption, along the lines of the IEA's New Policies Scenario; and iii) a temporary increase of natural gas use as a "bridge" technology, followed by a strong decrease after 2030. Our results show that current import infrastructure and intra-European transit capacity are sufficient to accommodate future import needs in all scenarios. This is despite a pronounced reduction of domestic production and a strong increase in import dependency. However, due to strong demand in Asia, Europe must increasingly rely on exports from Africa and the Caspian region, leading to new infrastructure capacity from these regions. When natural gas serves as a "bridge" technology, short-term utilisation rates of LNG import capacity temporarily increase instead of instigating large scale pipeline expansions. This paper develops an analytical approach to comparative political economy that focuses on the relative importance of different components of aggregate demand—in the first instance, exports and household consumption—and dynamic relations among the “demand drivers” of growth. We illustrate this approach by comparing patterns of economic growth in Germany, Italy, Sweden, and the United Kingdom over the period 1994–2007. Migration is not readily seen. A vast infrastructure supports its visualization, making migration visible and actionable. Recent scholarship on the visuality of migration has clearly shown how visualizing migration is an integral part of governing it. Concepts and research approaches from Science and Technology Studies (STS) are particularly appropriate when studying these connections between knowing and doing. In this paper, the performativity of visual methods and their data practices are analysed with respect to the monitoring infrastructure of European border management. Three such methods – patrolling, recording and publicizing – are reconstructed through analysis of their histories and their present. Patrolling involves the tactical domination of terrains. Recording involves the production of documentary objectivity. Publicizing involves the pictorial capture of fleeting realities. These methods are irreducibly political. Their political significance is explored through the concept of demonstrative effects that helps to show how methods of visualising migration at once involve specific demonstrations of the European association that is operative in them. These demonstrations make visible what Europe can and cannot do. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. In addition to serving as an introduction to the subject, this paper suggests a conceptual framework for the investigation of issues of classification and quantification related to migration and the ethnically and religiously diverse societies in Europe. Nationality, ethnicity and religion are situational, contextual and dynamic social phenomena which tend to defy rigid classification, making it especially difficult to capture and quantify these entities in order to organize and represent them in an intelligible manner in official statistics (e.g. censuses), institutional governing practices or in academic survey research. By drawing on previous work by demographers and social researchers, we suggest a typological classification of ways in which diverse populations become statistically visible or invisible. We show that the rationale for creating classifications and particular sets of categories changes, depending on the political field in which data are used in the governance of populations and migration. A science studies perspective can make these diverse taxonomies the object of studies to understand how they are embedded within, and how they sustain, power relations. By focusing on practices of classification as instruments of research and governance, this special issue contributes to a reflection on the conditions and effects of quantifying practices in culturally diverse and constantly changing societies, in which the line between government and academia, between power and knowledge, is frequently indistinct. This paper considers queer refugeeism from Trinidad and Tobago to the UK in relation to the political economy of (im)mobility in and out of the Caribbean. Gay rights have been embraced by liberal democracies as the newest form of human rights, what has been called "homonationalism." Mirroring other double-binds of liberal inclusion, I show how queer asylum-seekers get caught betwixt and between two globally-stratified homonationalisms while confronting the realpolitik of European asylum law not only as queer refugees but also in terms of transnational social mobility otherwise unavailable to them. The British asylum system therefore materializes as a bordering operation that more often than not denies lesbian, gay, bisexual and transgender (LGBT) asylum-seekers their rights under the sign of their humanitarian protection. I consider whether homonationalisms everywhere—as assemblages of human rights discourse—should be thought of as "post-political" projects, a concept critical to growing bodies of political theory and cultural critique. This is because humanitarianism touts "rights" as universal and moral, therefore transcending the political. However, as a result of their practical effects, I show how the institutional practices deemed post-political in the case at hand should be understood as attempts to deflect and defuse the underlying politics of socioeconomic status and mobility at stake, and that the conflicts and contradictions at the heart of queer asylum-seeking represent the return of the repressed political within legal-technical spaces of disagreement. Once recognized as the most severe in Europe, the HIV epidemic in Ukraine is concentrated among people who inject drugs, men who have sex with men, and female sex workers. Integrated biobehavioral surveys, as a part of the second generation surveillance, are used to monitor HIV infection trends in key populations since 2002. The present paper is focused on the analysis of HIV prevalence trends in four nationally representative rounds of integrated biobehavioral surveys from 2008/9, 2011, 2013, and 2015 in people who inject drugs, men who have sex with men, and female sex workers. Between 2008/9 and 2015, the HIV prevalence has decreased significantly in people who inject drugs (24.2 to 22.0%) and female sex workers (13.6 to 6.3%), while the change in men who have sex with men was not significant (8.5 to 7.8%). There was a significant increase in people who inject drugs and men who have sex with men between 2013 and 2015. In subgroups younger than 25 years, prevalence increased more than twofold in men who have sex with men (1.9 to 4.3%), with no changes in people who inject drugs and female sex workers. The observed decline in prevalence, especially in young subgroups, may result from the effect of extensive prevention efforts on drug injection-related transmission. Demonstrating the impact and effectiveness of nursing leadership, influence and power within the European space is a challenging endeavour. Using the example of the European Directive on Professional Qualifications (2005/36/EC) and its successor legislation (Modernised Directive 2013/55/EU), this paper reviews the collaborative strategies, drivers and leadership actions which have influenced the recent legislation, albeit without complete success. Looking to the future, it is argued that nursing will struggle to achieve further positive political outcomes until there is a more coherent, assertive and collaborative leadership at pan-European level. Given the complexity of the European ‘trilogue’, namely the co-decision powers and interactions between the European Parliament, Commission, and Council, it is essential that far-reaching and sustained network(s) of influence are established within each country, including prospective accession countries. A failure to co-ordinate, co-operate, strategically lobby, garner research evidence and argue for standards of education, practice, care and workforce conditions, could lead to significant threats to public protection and safety. Drawing upon the related historical and contemporary context, sources of contemporary leadership, ‘absent and strident voices’ and European Union (EU) policy drivers, recommendations for future leadership directions are proposed. Tolerance is everywhere. The Council of Europe endeavours to build it, schools are required to teach it, and neighbours are asked to extend it. It features in citizenship ceremonies, city-marketing campaigns, and religious texts and is attached to a variety of different objects, people, and behaviours. Yet despite its ubiquitous circulation as a moral good, critiques of tolerance as a way of relating have called for its rejection in favour of alternative projects such as respect and equality. In this paper I contextualise recent critiques and ask what possibilities remain for a politics of tolerance in multicultural Europe. In so doing, I argue that critiques are insufficiently attuned to the different contexts in which tolerance becomes productive and offer a starting point for further empirical research on its embodied practice. Using an example of dialogue, I argue that tolerance can be intrinsic to the development of alternative relations when positioned as part of an ongoing struggle to multiply ways of thinking and acting. I finish by reflecting on the relationship between tolerance, agonism, and dialogue, to outline a more pragmatic politics of difference, arguing that it is not enough to call for alternative projects without attending to the difficult and incremental learning that such projects demand. Cooperative research involves upstream engagement of practitioners, introducing diverse knowledges and expertise in ways that can, in theory at least, generate new knowledge that is socially robust and publicly accountable. And yet, judging cooperative research solely in terms of accountability may underplay the transformative and nonaccountable/nonconvergent nature of research--the production, in other words, of the new when collectives are drawn together. Using examples from research that sought to provide environmental civil society organisations (CSOs) with the resources to shape cooperative research, this paper argues that cooperative research may not simply mark an extension of public engagement with science but can also seed an anticipatory and thus creative research process. For cooperative research to play this role there is a need to highlight the human and nonhuman attachments that underpin cooperative research activity. Ukraine is existential to Russia, but peripheral to American interests. The "escalation dominance" advantage is with Moscow, and no amount of military aid or economic coercion, short of an actual war, will deter Moscow, given the asymmetry of interests and differing threat perceptions. American public opinion remains firmly opposed to risking a potential great power war. That said, a Ukraine—if it exists as a state after the war—at peace with its neighbours is in everyone's interest, as is a decreased risk of a great power conflict. This policy brief identifies some confidence-building measures that might, in a similar situation in the future, result in a more realist grand bargain. A potential war might be a short punitive campaign by Russia, in which case the central thesis of this policy brief, a neutral zone in Ukraine, will remain intact. This paper reviews the New Public Management literature on the effects of the creation and ongoing operations of agencies across European public sectors. It finds that the bulk of evidence concerns internal effects on processes/activities of agency creation and management and little evidence on outputs and outcomes. The article identifies a number of patterns across the sample and finds positive effects on improved processes and an orientation toward results and service users' needs. Similarly, it finds improvements in transparency and accountability across various countries, but evidence in these areas is less clear. It finds that 46% of the studies included in the sample identified concerns about fragmentation, coordination or organizational stability and shows that unintended consequences are an important part of the evaluation of the effects of agencification. This paper studies the gender gap in sport event attendance -- characterized by higher male and lower female participation -- using a macro-sociological and cross-national comparative approach. We argue that because gender is produced and justified in the realm of sport, gender gaps in sport event attendance may be more pronounced in some societies than others, depending on the position women and men have in the particular context in which someone 'does' his/her gender. So, in addition to individual attributes, one has to consider the societal, macro-level gender equality in order to understand the individual-level gender inequalities in sport event attendance. Using multilevel analyses on Eurobarometer data (2007), we evaluate whether the size of the gender gap in sport event attendance varies across European Union (EU) countries and how this variation relates to societal gender equality, as measured by the Gender Equality Index of the European Institute for Gender Equality. We find higher male than female attendance in all EU countries, but also conclude that higher levels of macro-level gender equality are associated with smaller gender gaps in sport event attendance. The aristocracy and their use of commercial credit are seldom explored in the European comparative context despite important studies of the French aristocracy and their credit relations with shopkeepers, tradesmen and fashion merchants. This article studies the aristocracy and commercial credit in England, Germany and Sweden, by drawing on the normative literature and the account books, receipted bills, correspondence and diaries of several families occupying different echelons of the nobility. We examine the extent and nature of aristocratic engagement with shop credit, the ways in which they manipulated and managed this credit, and their motivations for doing so. We argue that the aristocracy was involved in a modern commercial credit economy and that this was central to their position in society and way of life. Our analysis of the ideals communicated through conduct books and parental advice and the actual credit practices of the aristocracy show that they took their credit arrangements seriously. They had to abide by the rules of commercial credit and settle their accounts: sometimes promptly, most often in a timely manner and only occasionally after considerable delay. Challenges from globalization, population growth, and climate change require science, technology, and engineering (STEM) professionals to have global competency. However, the impact of international experiences on STEM students' development of these abilities has not been well studied. We assessed the effects of international research experiences in Latin America and the Caribbean (LAC) and Europe on the development of global competency for STEM graduate students from the United States. Research placements in LAC were generally field-based, involving interactions with community members, while placements in Europe were mostly lab-based. Surveys and interviews with participants before and after their trips revealed increases in intercultural abilities for students from all groups. Students who traveled to LAC had higher intercultural abilities before the trip but experienced smaller gains than their counterparts who traveled to Europe. Despite the value in community-based activities for students outside of university settings, more effort is needed to eliminate students' barriers to understanding communication styles in their host communities. Government measures to limit the spread of COVID-19 affected crime opportunities and criminal justice systems, resulting in changes in crime trends. This article explores the effects of restrictions (lockdowns) on the number of femicides. The monthly data on femicides from 2017 to 2021 were collected in five Central and South-eastern European countries: Croatia, Hungary, Montenegro, North Macedonia, and Slovenia. The total number of femicides from 2017 to 2021 decreased in all observed countries. Increases were detected in Croatia and Slovenia in 2020. However, they presented an exception to the general trend. The monthly distribution of femicides showed that there was no common point peak month(s) among observed countries. Analyzing the effects of the level of restrictions using the Stringency Index on the number of femicides confirmed the initial observation that the number of femicides was not dependent on lockdown measures. In general, the findings show that restriction measures had no effect on the number of femicides in the studied countries. [ABSTRACT FROM AUTHOR]
