This paper aims to investigate the possible framework for encouraging the presence of local dimensions in an internationalised and globally competitive system by using Taiwan’s higher education system as a case. It begins by discussing the notion of internationalisation and its implications for higher education. It then turns to look at Taiwan’s responses to these global developments. It also reviews different opinions on the position and importance of local dimensions in the world of globalised higher education. Based on these perspectives, the paper advocates promoting the concept of state-building in Taiwan’s as well as in other higher education systems for preserving or even strengthening the local dimensions of individual academic systems operating in the international knowledge network. The paper provides a descriptive account of recent changes in Italian higher education policy, focusing in particular on the impact that recent reforms have had on the internal governance of the nation’s universities. The paper shows how the government’s policy of reform (which is currently moving away from the traditional “command and control” approach to a “steering from a distance” policy) risks being either ineffective or attaining its goals too slowly due to the persistence of deeply rooted, previous institutional governance practices. The greater autonomy currently enjoyed by universities is managed in a corporatistic-oligarchic decision-making style, which leads to sluggish distributive outputs and institutional adaptation to external changes. The paper provides empirical evidence of this institutional inconsistency. In an attempt to deal with this problem, there have been discussions and debate in recent years about re-designing the institutional arrangement of universities, even though it is unlikely that any coherent decisions will be taken on this matter, due to the intractability of the problem resulting from a series of political, cultural and social factors. This paper inquires about the conditions that enable the rise of new applied undergraduate fields in American universities and colleges. After identifying high-growth fields since 1950, the paper traces their professional development from an embryonic stage until universities and colleges started offering bachelor’s degrees in those fields. The experiences of the six fields of this study show that although pressures for academic differentiation were evident, governmental intervention was ultimately crucial. Qualitative evidence indicates that the independence of a new field hinges on the interaction of four factors: societal pressures, state intervention, academic resourcefulness of the field, and professional institutional processes. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The ‘independent learner’ is a key construct within discourses of educational policy and practice in the UK. Government policy statements stress the importance of developing learner independence, and higher education pedagogical practices tend to rest on the assumption that students are independent learners. This paper draws on research with undergraduate students in a post-1992 university to offer a critical appraisal of the discourse of the independent learner. The paper examines students’ perceptions of independence in both their first year of undergraduate study, and in the later years of their degree courses. Support for learning and issues related to asking for help are discussed. Whilst students tend to both expect and want to be independent, it is suggested that dominant constructions of the independent learner are gendered and culturally specific, and as such are inappropriate for the majority of students in a mass higher education system. Progress files, involving personal development planning (PDP), are becoming a feature of many higher education systems internationally. In the UK they will become mandatory for all undergraduate students from 2005. This presents a major implementation challenge, because while reflection has been a cornerstone of practice in some areas of higher education for a considerable time, its generalisation as national policy changes its discursive location. The paper presents findings from a case study of the implementation of PF in one UK Higher Education Institution (HEI). It reports on how staff in one institution understand PF in the context of national policy, and on how they interpret the challenges they face in facilitating reflection for all students. This paper provides an overview of research that I have conducted during my career using data sets collected by offices of institutional research. Many of the examples discussed in the paper deal with graduate education. The paper illustrates how valuable the data collection efforts by these offices are to academic researchers interested in helping to formulate institutional, state and national higher education policies. It concludes with suggestions for how the usefulness of institutional researchers to colleges and universities can be improved and stresses that institutional researchers and administrators would be wise to involve more faculty members in research that aids in institutional decision making and the formulation of public policy towards higher education. At the crossroads of current innovation policies towards a European Research Area (ERA) and a European Higher Education Area (EHEA) lies an important province of higher learning and research: doctoral training and the further careers of PhD graduates. A considerable number of higher education systems across Europe shift their paradigms for doctoral training away from the traditional so-called Humboldtian model towards the so-called professional model. On this background, the paper discusses (1) the German pattern of a strong link of the PhD to the labor market outside academe that is based on a traditional academic-disciplinary mode of apprenticeship training, and (2) approaches that argue for a new mode of knowledge production replacing an academic-disciplinary model of research training by a hybrid model that crosses disciplinary and organizational borders. The paper argues that a diversity of organisational and structural forms as well as different validation criteria and procedures will probably determine the future face of research training. This paper discusses the driving forces behind the Bologna process, its advantages and possible negative effects. It also analyses the dangers that may result in commoditisation of the European higher education systems, in emergence of rigid accreditation systems and of a centralised bureaucracy that will impair innovation and creativity.The paper develops the idea that the Bologna process may be interpreted as a step in the neo-liberal movement to decrease the social responsibility of the state by shortening the length of pre-graduate studies and transferring responsibility for supporting employability to individuals through graduate studies.Consideration is also given to the mechanisms and forces behind the Bologna process that try to present an apparent climate of consensus despite some obvious difficulties and disagreements at the level of implementation. The purpose of this study is to propose a framework to evaluate the entrepreneurship intensity (EI) of Iranian state universities. In order to determine EI, a hybrid multi-method framework consisting of Delphi, Analytic Network Process (ANP), and VIKOR is proposed. The Delphi method is used to localize and reduce the number of criteria extracted from a deep literature review, according to the social and economic conditions of Iranian state universities by using an expert panel, including sixty-eight country-wide academicians and practitioners. After that, a group approach to ANP was utilized as an evaluation method to derive the weights of each criterion. Next, the evaluation data were gathered through a questionnaire, and, finally, the compromise ranking of universities was calculated using the VIKOR method. Moreover, this study applies weight-variance analysis (WVA) to suggest improvement actions. The paper proposes an evaluation framework for determining the performance of entrepreneurship development initiatives in universities. In South Africa, 15 years into a new political order, higher education institutions are under pressure to create and sustain the conditions necessary for the consolidation of democracy. One of the more important of these conditions is the need to shift their academic staff profiles in ways that are more representative of a diverse democracy. This process is mediated by legislative and policy reforms that have as their aims the establishment of a more diverse community of academics (see, inter alia: White Paper, 1997; Employment Equity Act No. 55 of 1998; National Plan for Higher Education, 2001). While much current thinking is at the macro-level and focused on narrow human resource aspects related to “getting the numbers right,” there is limited research on what happens in the daily experiences of faculty. This article draws on a research project conducted at five universities in South Africa in order to explore how academics in their everyday micro-practices of governance, teaching, and research respond to this external systemic pressure. The findings are considered in terms of their implications for the democratization process, in relation to issues of governance, fairness, and trust, at the levels both of institutions and of society as a whole. A major element in the creation of the European area of higher education is the adoption of a common structure of degrees, implying in several countries the reduction of the duration of the first degree to 3 years, which is a controversial change. Cardoso et al. (CESifo Econ Stud 54(2): 229–247, ) have analyzed student confidence in the curricula change, quantifying its impact on students’ first choices of academic programs. This paper goes two steps further. First, it concentrates on a variable that better translates total demand for an academic program, namely the total number of students who place the program among their six revealed preferences, instead of just the first option; and, second, an econometric model that better fits the data is estimated. Results confirm a positive impact of the Bologna process on the demand for programs, which varies with program size and across fields of study. Our results complement those in Cardoso et al. (), as they uncover that being a program leader, i.e. the only institution in the country that restructured a given program, was associated with higher demand by prospective students, which nevertheless stemmed from their “second best" options and not from their first choices. There has been considerable interest in generic attributes in higher education for over a decade and yet while generic skills or attributes are an important aspect of policy, there is often a lack of consistency between beliefs about the importance of these skills and attributes and the degree to which exist in teaching practice. There has been an assumption that these attributes exist outside of the disciplinary context, yet the findings of this study suggest that they are strongly influenced by the disciplinary culture in which they are taught. The study reported in this paper examines the apparent gap between ideal notions of generic attributes and their enactment in teaching practice. This qualitative study examined the teaching of generic attributes in five disciplines (physics, history, economics, medicine and law) in two Australian universities. It found that the notion of generic attributes is highly complex and while attributes such as critical thinking, problem solving and communication are valued by teaching staff they are often implicit in teaching. This gap between what is valued and what is actually taught is a result of variation in interpretation of generic attributes, the difficulties of reducing complex attributes to definable learning outcomes and practical constraints on teaching caused by factors such as large classes. Furthermore, it can be explained by the finding that generic attributes are part of the epistemic culture of the disciplines and often remain tacit. Indian society suffers from substantial inequalities in education, employment, and income based on caste and ethnicity. Compensatory or positive discrimination policies reserve 15% of the seats in institutions of higher education and state and central government jobs for people of the lowest caste, the Scheduled Caste; 7.5% of the seats are reserved for the Scheduled Tribe. These programs have been strengthened by improved enforcement and increased funding in the 1990s. This positive discrimination has also generated popular backlash and on-the-ground sabotage of the programs. This paper examines the changes in educational attainment between various social groups for a period of nearly 20 years to see whether educational inequalities have declined over time. We use data from a large national sample survey of over 100,000 households for each of the four survey years--1983, 1987-1988, 1993-1994, and 1999-2000--and focus on the educational attainment of children and young adults aged 6-29. Our results show a declining gap between dalits, adivasis, and others in the odds of completing primary school. Such improvement is not seen for Muslims, a minority group that does not benefit from affirmative action. We find little improvement in inequality at the college level. Further, we do not find evidence that upper-income groups, the so-called creamy layer of dalits and adivasis, disproportionately benefit from the affirmative action programs at the expense of their lower-income counterparts. This paper aims at investigating Japanese government’s subsidy policy for private universities by applying statistical approaches to various types of quantitative data. Firstly, we briefly describe the history of the government subsidy policy to identify the dominant factors behind it and also explain the structure and mechanism of this subsidy. Secondly, by using 2005 data, we try to find influential factors in allocating both general subsidies and special subsidies for private universities. Thirdly, using the data in two periods given as 1975–1979 and 2000–2004, we try to elucidate the structural properties of the subsidy policy by applying correlative rank analyses approaches in order to measure the “dominance power” of the top-ranking subsidy-recipient schools. The results show that the number of faculty members is the most influential for general subsidies, while the number of students is the most dominant variable for special subsidies. Much of the writing on higher education in recent years has tended to assume that the new management push in higher education is both universal and irreversible. This paper, however, presents evidence from Portugal to challenge that assumption. While elements of the new managerialism are clearly evident in the perceptions and attitudes of academics in charge of the basic academic units (departments/schools and faculties) in the country’s universities and polytechnics, academic management remains faced with a complex, contradictory and conflicting set of demands and expectations which is likely to take a considerable time to resolve. Japanese education has been a focus of comparative studies for the past 20 years. Many scholars have attributed the economic success of this industrialized society to a highly literate and well-educated population. Recent studies, however, have tended to be more critical of, in particular, Japanese higher education (HE). Indeed, most universities in Japan are acutely aware of the need for change and a considerable effort at institutional reform is sweeping the nation. Unfortunately most of the constructive criticism of Japanese HE has not yet been published in English. One of the most vocal of the reformists, Professor Ikuo Amano, has published widely on various aspects of HE in Japan. The following paper is a translation of a chapter in his book Challenges to Japanese Universities. The educational history of the Sultanate of Oman has undergone rapid development. In 1970, there were three primary schools. Today, there is universal education, with modern public and private institutions. In 1985, the first teacher education institutions offered a diploma programme. In 1994, six Colleges of Education, offering a degree, were established. Recently, the Directorate General-Colleges of Education, Ministry of Higher Education, introduced a quality assurance process in these colleges based on self-assessment, external review, feedback, and monitored change. This paper describes the academic profession in Saudi Arabia, a state dependent upon oil exports, and explores how different social groups are accommodated within the higher education system. The discussion examines the relationship between political power and academic labour, and seeks to explain how local policies and practices are negotiating the converging effects of globalization on higher education. The new phenomenon of European integration has again challenged our conceptual and empirical tools for higher education studies to integrate the international dimension into frameworks that tend to concentrate on the single nation state and domestic policies even where international comparisons are made. It drives as well the awareness of certain blind spots: namely (1) the concentration on policy effects, neglecting the input side of policy formation, and (2) the concern with macro level policy-making and meso level organisational adaptation, neglecting to some extend the micro dynamics and effects in the actual practices and performances of academic work. This paper makes an attempt to contribute from a certain perspective on governance studies to the ongoing debate on the challenges ``internationalisation'' or ``globalisation'' bring up for higher education policy analyses and especially for comparative research in that area. The development of governance theory towards a multi-level and multi-actor approach is discussed and its strengths and weaknesses for higher education studies in an internationalising environment are addressed. The term linkage is used to indicate co-operation between an institution in the North and an institution in the South. Donor organisations have generally used linkages to support the development of higher education and research in developing countries. Over time, there has been a trend away from co-operation on individual academic projects towards broader development co- operation and concentration on selected institutions. This shift raises questions about organisation, procedures and support mechanisms, and about the mandate and capabilities of universities in the North, given the frequently asymmetrical relationship between Northern institutions with their own research agendas and Southern beneficiaries. The recent restructuring of Canadian, Dutch, Norwegian and Swedish support for higher education and research is the result of a search for new, more appropriate models of co-operation.
