This article considers an N-firm oligopoly with abating and non-abating firms and analyses a dynamic setting in which the environmental regulator sets the tax rate to incentivise firms to undertake emission-reduction actions according to different hypotheses (fixed rule and optimal rule). The behaviour of the public authority sharply affects the firm's (individual) incentive to move towards the abatement activity over time. This changes the number of (non)abating firms on the market and the corresponding social welfare outcomes. The article eventually shows that the environmental policy may cause oscillations resulting in a coexistence of the two types of firms in the long term and pinpoints the welfare outcomes emerging in the model. We propose a model for exploring the feasibility and effectiveness of a green transition from dirty to clean technologies. It relies on an evolutionary framework for the technology selection that accounts for the environmental domain dynamics, in terms of pollution evolution. A regulator charges an environmental tax to the producers, and the agents can choose between the less profitable clean technology and the more profitable dirty one, which, however, is taxed to a greater extent with respect to the clean one. The environmental tax depends endogenously on the level of pollution, which rises because of the producers' emissions. The pollution stock also naturally decays, and can be abated by involving the resources collected from the taxation. We analytically study the resulting two-dimensional model from both statically and dynamically, to understand under what conditions the green transition can take place and results in an improvement for the environmental quality. We show that excessive over-taxation of the dirty technology may be not beneficial, as steady state pollution level can increase above a certain taxation threshold and multiple steady states can emerge. Moreover, dynamics can result in persistent endogenous oscillations that systematically lead to a significant increase in pollution levels. The transformation and upgrading of China's manufacturing industry is supported by smart and green manufacturing, which have great potential to empower the nation's green development. This study examines the impact of the Made in China 2025 industrial policy on urban green economic growth. This study applies the super-slacks-based measure model to measure cities' green economic growth, using the double machine learning model, which overcomes the limitations of the linear setting of traditional causal inference models and maintains estimation accuracy under high-dimensional control variables, to conduct an empirical analysis based on panel data of 281 Chinese cities from 2006 to 2021. The results reveal that the Made in China 2025 strategy significantly drives urban green economic growth, and this finding holds after a series of robustness tests. A mechanism analysis indicates that the Made in China 2025 strategy promotes green economic growth through green technology progress, optimizing energy consumption structure, upgrading industrial structure, and strengthening environmental supervision. In addition, the policy has a stronger driving effect for cities with high manufacturing concentration, industrial intelligence, and digital finance development. This study investigates the impact of geopolitical risk (GPR) on consumption-based carbon (CCO2) emissions as well as the moderating role of environmental policy stringency (EPS) on the above relationship. Based on data collected from 27 countries from 1990 to 2020, the basic results from the sample of the study indicate that GPR accelerates CCO2 emissions. Quantile regression results reveal that the effect of GPR is more pronounced in countries with higher CCO2 emissions. Moreover, EPS weakens the escalating effect of GPR on CCO2 emissions. The robust test results validate the findings reported in the basic regression model. The heterogeneity test indicates that the impact of GPR on CCO2 emissions is greater in developing countries compared in developed countries. The study also proposes these policy implications based on the findings: (1) countries should ensure a stable political environment, establish a robust legal system and promote energy transition; and (2) the scope of environmental taxes should be expanded where different tax rates should be imposed in order to be useful in reducing CCO2 emissions. This study investigates the impact of macroprudential policies on ecological footprint (EF) in the top 11 largest countries. This study uses country-level panel data from these countries, covering the period from 1992 to 2020. Findings indicate that macroprudential policies alleviates ecological footprint in the sample. Macroprudential policies primarily reduce the ecological footprint before medium quantile (50%) while the environmental benefits of the policies end in the later quantiles. Moreover, environmental policy stringency (EPS) amplifies the positive influence of macroprudential policies on environmental sustainability. Estimate results stay the same with basic regression results in the post-global financial crisis (GFC) period while the impact is positive in the pre-GFC period. Finally, other robust tests validate the findings reported in basic regression model. This study suggests that governments should customize various types of macroprudential policies while also considering environmental concerns. The large-scale loss of ecosystem assets around the world, and the resultant reduction in the provision of nature's benefits to people, underscores the urgent need for better metrics of ecological performance as well as their integration into decision-making. Gross ecosystem product (GEP) is a measure of the aggregate monetary value of final ecosystem-related goods and services in a specific area and for a given accounting period. GEP accounting captures the use of many ecosystem services in production processes across the economy, which are then valued in terms of their benefits to society. GEP has five key elements that make it transparent, trackable, and readily understandable: (1) a focus on nature's contributions to people; (2) the measurement of ecosystem assets as stocks and ecosystem services as flows; (3) the quantification of ecosystem service use; (4) an understanding of ecosystem service supply chains through value realization; and (5) the disaggregation of benefits across groups. Correspondingly, a series of innovative policies based on GEP have been designed and implemented in China. The research team conducted field surveys of villagers from four famous scenic spots of Cili, which is near the world natural heritage site of the Zhangjiajie natural landscape core area. This area has developed rural tourism, many local villagers rely on tourism to obtain their livelihood income. However, the area is now affected by the environmental remediation policy called Landcare Policy. Cultivated land near the tourist area needs to be repaired, which affects the tourism income of some local villagers. Therefore, local villagers are facing a contradiction between tourism development and environmental protection. The study chose the change in local villagers' pro-environmental intention as the research content. Then we adopted an empirically validated norm activation model (NAM) from Schwartz, and merged the NAM with the expectancy theory of Vroom, based on 511 valid responses from the field questionnaire surveys, we aimed to develop a theoretical framework for researchers to understand the change in villagers' pro-environmental behaviors, concerning the balance between rural tourism livelihood benefits and environmental remediation behavior. Structural equation modeling was conducted for each index of the responses, the findings showed that the merged model had 76.46% better predictive accuracy of villagers' pro-environmental intentions than applying Schwartz's NAM independently. This study found that the motivational force of this new theory significantly influences environmental personal norms due to the joint impact of valence, instrumentality, and expectancy. Villagers with a positive pro-environmental behavior intention expect good tourism benefits and environmental living conditions under the impact of the Landcare policy in rural tourism destinations near the famous natural heritage site. Eutrophication of the Baltic Sea is driven by phosphorus and nitrogen. While the anthropogenic point source loads of both nutrients have decreased markedly, further reductions are needed. This is true particularly for phosphorus, as highlighted by its stringent abatement targets in HELCOM's Baltic Sea Action Plan. To meet the targets, more results need to be achieved in non-point source abatement, specifically from agricultural sources. The growing pressure for phosphorus abatement from agriculture may lead to environmentally and economically inefficient outcomes unless we account for the variability in how different forms of phosphorus respond to abatement measures, and how these forms contribute to eutrophication. The precautionary and efficiency improving way to advance policies is to either replace or supplement the Total Phosphorus metric with a metric more accurate in reflecting the biologically available phosphorus. The ecosystem services approach to conservation is becoming central to environmental policy decision making. While many negative biological invasion-driven impacts on ecosystem structure and functioning have been identified, much less was done to evaluate their ecosystem services. In this paper, we focus on the often-overlooked ecosystem services provided by three notable exotic ecosystem engineering bivalves, the zebra mussel, the quagga mussel, and the golden mussel. One of the most significant benefits of invasive bivalves is water filtration, which results in water purification and changes rates of nutrient cycling, thus mitigating the effects of eutrophication. Mussels are widely used as sentinel organisms for the assessment and biomonitoring of contaminants and pathogens and are consumed by many fishes and birds. Benefits of invasive bivalves are particularly relevant in human-modified ecosystems. We summarize the multiple ecosystem services provided by invasive bivalves and recommend including the economically quantifiable services in the assessments of their economic impacts. We also highlight important ecosystem disservices by exotic bivalves, identify data limitations, and future research directions. This assessment should not be interpreted as a rejection of the fact that invasive mussels have negative impacts, but as an attempt to provide additional information for scientists, managers, and policymakers. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. Ecosystem macroscopic properties given by Ascendency theoretical framework were compared between two multispecies mass-balanced trophic models of the coastal benthic ecosystem along Mejillones Bay in northern Chile (SE Pacific). The models were constructed with a similar number of components representing system conditions for years 2006 and 2018 using Ecopath with Ecosim (EwE) software. The most relevant change was that the macroalgae (principally Rhodophyta group) increased notably over 12 years. In terms of Ascendency, the larger increase in Total System Throughput (TST) compared to the null increment in the Average Mutual Information would indicate that the benthic ecosystem of Mejillones Bay is moving towards eutrophic conditions. This is consistent with the reduction in the TST cycled, Finn's cycling index, and a two-fold increase in the flow of detritus. Likewise, the Keystone Species Complex seems to be sensitive to changes in the properties of ecosystems, reducing the number of components in cases of deteriorated ecosystem. Based on the results obtained, it is suggested the implementation of management strategies that allow reversing this trend towards eutrophication, such as, to strengthen environmental policies and monitoring programs in order to conserve the benthic communities of Mejillones Bay. For process parameter optimization in high-speed dry hobbing, an optimization decision method is proposed in this study based on the multi-objective whale optimization algorithm (MOWOA). Firstly, according to the characteristics of high-speed dry hobbing, the processing time and processing error models are constructed; considering the carbon quota energy conservation and environmental protection policy, the processing cost model is established. Founded on the above models, the fitness function of the multi-objective optimization model is proposed. Afterward, on the basis of the traditional single-objective whale algorithm, the non-dominant set and crowding calculation method is introduced to establish a multi-objective optimization whale algorithm model. On this basis, the Pareto solution set is obtained. Finally, the actual decision case is compared to verify the effectiveness of the proposed method. Furthermore, the optimization data of MOWOA and several commonly multi-objective algorithms are compared to analyze the characteristics of the optimization solution set, thus verifying the superiority of the process parameter optimization method based on MOWOA. Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. Global environmental and societal changes threaten the cultures of indigenous peoples and local communities (IPLC). Despite the importance of IPLC worldviews and knowledge to sustaining human well-being and biodiversity, risks to these cultural resources are commonly neglected in environmental governance, in part because impacts can be indirect and therefore difficult to evaluate. Here, we investigate the connectivity of values associated with the relationship Ngātiwai (a New Zealand Māori tribe) have with their environment. We show that mapping the architecture of values-environment relationships enables assessment of how deep into culture the impacts of environmental change or policy can cascade. Our results detail how loss of access to key environmental elements could potentially have extensive direct and cascading impacts on the cultural values of Ngātiwai, including environmental responsibilities. Thus, considering only direct effects of environmental change or policy on cultural resources, or treating IPLC social-ecological relations simplistically, can severely underestimate threats to cultures. Natural environments are recognized as complex heterogeneous structures thus requiring numerous multi-scale observations to yield a comprehensive description. To monitor the current state and identify negative impacts of human activity, fast and precise instruments are in urgent need. This work provides an automated approach to the assessment of spatial variability of water quality using guideline values on the example of 1526 water samples comprising 21 parameters at 448 unique locations across the New Moscow region (Russia). We apply multi-task Gaussian process regression (GPR) to model the measured water properties across the territory, considering not only the spatial but inter-parameter correlations. GPR is enhanced with a Spectral Mixture Kernel to facilitate a hyper-parameter selection and optimization. We use a 5-fold cross-validation scheme along with R 2 -score to validate the results and select the best model for simultaneous prediction of water properties across the area. Finally, we develop a novel Probabilistic Substance Quality Index (PSQI) that combines probabilistic model predictions with the regulatory standards on the example of the epidemiological rules and hygienic regulations established in Russia. Moreover, we provide an interactive map of experimental results at 100 m2 resolution. The proposed approach contributes significantly to the development of flexible tools in environment quality monitoring, being scalable to different standard systems, number of observation points, and region of interest. It has a strong potential for adaption to environmental and policy changes and non-unified assessment conditions, and may be integrated into support-decision systems for the rapid estimation of water quality spatial distribution. European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. The spatially hierarchical stream hydrogeomorphology classification presented by Cox et al. ([3]), based on 42 Irish headwater streams, is simple to apply and may be applicable across northern and western Europe with similar climate - landscape conditions. It is clear from these papers and others presented at SEFS12 that the extensive length of the small stream network and high numbers of ponds poses challenges in terms of water quality and biodiversity monitoring. Small water bodies are increasingly recognised as important for biodiversity and in terms of their influence on downstream water quality and contributions to catchment ecosystem services (Riley et al., [12]). This study examines Taiwan's ecological footprint (EF) and its Overshoot Day from 2000 to 2018. The latest EF calculation method is used to determine the conversion rates and equivalent factors of bioproductive lands in each year to establish a database of Taiwan's EF in that period. The results reveal that Taiwan's EF was 7.69 gha/person in 2000, dropping steadily to 6.46 gha/person in 2018. Taiwan's carbon footprint accounted for about 61% of Taiwan's total EF, slightly higher than the world average (60%). The carbon footprint as a proportion of the total EF has been increasing annually. This study adopts social communication tools, such as the overshoot day and the earth clock, to promote sustainable development goals and climate change policy initiatives. Global Footprint Network (GFN) updates the overshoot day of each country in its database yearly, based on each country's EF and biocapacity. Since Taiwan is not included in GFN, this study adopts the same method and finds out that Taiwan's Overshoot Day in 2018 was March 14th, meaning that on March 14th, 2018, Taiwan exhausted all of the biological resources that its bioproductive lands can regenerate in the year. If the global population lived like Taiwanese, four Earths would be required to provide the resources used. This result not only reflects the consumption of natural resources in Taiwan, but also indicates that Taiwan should focus on sustainable development and reduce that consumption. Long-term changes, from 1984 to 2010, in the indicators of microbial pollution (total viable count, coliforms, Escherichia coli, enterococci, and Clostridium perfringens) are analysed in the Riga Hydropower Plant Reservoir, an essential source of drinking water for Riga, the capital of Latvia. Counts in microbial indicators fluctuated seasonally and were related to physicochemical parameters (nitrogen compounds, turbidity, temperature, and pH). The changes in microbial pollution were brought about by two major socio-economic developments. Firstly, Latvia's independence from the USSR in 1991 which facilitated a distinct reduction in most microorganism counts due to a sharp decline in industrial and agricultural production. This resulted in a significant drop in point and nonpoint pollution in the river basin. A further development was Latvia joining the European Union in 2004. The corresponding focus on water management, including wastewater treatment, was a major priority of environmental investment and lead to improvements in microbial water quality. Urban noise pollution is an emerging public health concern in growing cities in sub-Saharan Africa (SSA), but the sound environment in SSA cities is understudied. We leveraged a large-scale measurement campaign to characterize the spatial and temporal patterns of measured sound levels and sound sources in Accra, Ghana. We measured sound levels and recorded audio clips at 146 representative locations, involving 7-days (136 locations) and 1-year measurements between 2019 and 2020. We calculated metrics of noise levels and intermittency and analyzed audio recordings using a pre-trained neural network to identify sources. Commercial, business, and industrial areas and areas near major roads had the highest median daily sound levels (LAeq24hr: 69 dBA and 72 dBA) and the lowest percentage of intermittent sound; the vice-versa was found for peri urban areas. Road-transport sounds dominated the overall sound environment but mixtures of other sound sources, including animals, human speech, and outdoor music, dominated in various locations and at different times. Environmental noise levels in Accra exceeded both international and national health-based guidelines. Detailed information on the acoustical environmental quality (including sound levels and types) in Accra may guide environmental policy formulation and evaluation to improve the health of urban residents. Landowners can intentionally impair biodiversity values occurring on their land to pre-empt biodiversity protection. This often leads to significant negative effects on biodiversity. We studied whether landowners in Finland engaged in pre-emptive loggings after they were notified that their wooded mires are candidate sites for a mire protection program. After the notification, harvesting rates of the candidate wooded mires were significantly lower compared to harvesting rates of similar but non-candidate wooded mires. Annual and monthly harvesting rates indicated that notifying landowners of the conservation potential did not launch systematic pre-emptive logging behavior. Nevertheless, part of the candidate wooded mires were logged, so some landowners place more weight on other values than the biodiversity ones. Pre-emptive behavior has been observed in other studies suggesting that many country- or system-specific factors such as cultural background or level of compensation can affect landowners' behavior. Due to various feedback processes called Arctic amplification, the high-latitudes' response to increases in radiative forcing is much larger than elsewhere in the world, with a warming more than twice the global average. Since the 1990's, this rapid warming of the Arctic was accompanied by no-warming or cooling over midlatitudes in the Northern Hemisphere in winter (the hiatus). The decrease in the thermal contrast between Arctic and midlatitudes has been connected to extreme weather events in midlatitudes via, e.g., shifts in the jet stream towards the equator and increases in the probability of high-latitude atmospheric blocking. Here we present an observational attribution study showing the spatial structure of the response to changes in radiative forcing. The results also connect the hiatus with diminished contrast between temperatures over regions in the Arctic and midlatitudes. Recent changes in these regional warming trends are linked to international actions such as the Montreal Protocol, and illustrate how changes in radiative forcing can trigger unexpected responses from the climate system. The lesson for climate policy is that human intervention with the climate is already large enough that even if stabilization was attained, impacts from an adjusting climate are to be expected. Emerging after World War II "the environment" as a modern concept turned in the years around 1970 into a phase of institutionalization in science, civic society, and politics. Part of this was the foundation of journals. The majority became "environmental specialist journals", typically based in established disciplines. Some became "environmental generalist journals", covering broad knowledge areas and often with an ambition to be policy relevant. A significant and early member of the latter category was Ambio, founded 1972. This article presents an overview of the journal's first 50 years, with a focus on main changes in scientific content, political context, and editorial directions. A key finding is that the journal reflects an increasing pluralization of "the environment" with concepts such as global change, climate change, Earth system science, Anthropocene, resilience, and environmental governance. Improving water quality has become an important environmental issue, spurred in part by the Water Framework Directive. However, the relationship of policy change with forest water protection measures is relatively unknown. We analyzed how policy and practice have developed in Sweden using 50 years of historic data from the Krycklan Catchment Study, focusing on riparian buffers. Corresponding to legislation, education and voluntary measures emphasizing stream protection, two step changes occurred; between the 1970s–1980s, buffers increased by 67%, then by 100% between 1990s and 2000s. By 2013, just 50% of the stream length affected by forestry was protected and the application has varied by stream size; small streams lacked a buffer approximately 65% of the time, while 90% of large streams had buffers. The doubling of buffer implementation from the 1990s–2000s corresponded to the adoption of a number of environmental protection policies in the 1990s that all came into effect during this period. Gaps between public policy goals and the state of the environment are often significant. However, while goal failures in environmental governance are studied in a number of disciplines, the knowledge on the various causes behind delayed goal achievement is still incomplete. In this article we propose a new framework for analysis of delay mechanisms in science and policy, with the intention to provide a complementary lens for describing, analysing and counteracting delay in environmental governance. The framework is based on case-study findings from recent research focusing on goal-failures in policies for climate change, hazardous chemicals, biodiversity loss and eutrophication. It is also related to previous research on science and policy processes and their interactions. We exemplify the framework with two delay mechanisms that we consider particularly important to highlight—denial of science and decision thresholds. We call for further research in the field, for development of the framework, and not least for increased attention to delay mechanisms in environmental policy review and development on national as well as international levels. Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN's Sustainable Development Goals. Oil pollution entering the marine environment has been an issue of concern for many decades. It can come from riverine or land-based sources, accidental and intentional discharges from ships, or as a by-product of offshore oil extraction. Growing awareness of the impact of oil pollution on the marine environment has led, since the late 1960s, to the introduction of measures to reduce or eliminate pollution from shipping and the offshore oil industry. A framework for environmental protection of the North Sea has developed over many decades through international agreements, regional cooperation, and national measures, while education has also played an important role with modern-day sailors being given due training to understand that dumping waste at sea is illegal in many areas, and is harmful to the marine environment. This paper presents data on trends in pollution from ships and oil installations. While significant reductions in oil pollution have been identified over more than two decades, there remain some areas where action is needed to reduce inputs still further, especially from oil and gas platforms. Positive (synergistic) and negative (trade-off) relationships among ecosystem services are influenced by drivers of change, such as policy interventions and environmental variability, and the mechanisms that link these drivers to ecosystem service outcomes. Failure to account for these drivers and mechanisms can result in poorly informed management decisions and reduced ecosystem service provision. Here, we review the literature to determine the extent to which drivers and mechanisms are considered in assessments of ecosystem service relationships. We show that only 19% of assessments explicitly identify the drivers and mechanisms that lead to ecosystem service relationships. While the proportion of assessments considering drivers has increased over time, most of these studies only implicitly consider the drivers of ecosystem service relationships. We recommend more assessments explicitly identify drivers of trade-offs and synergies, which can be achieved through a greater uptake of causal inference and process-based models, to ensure effective management of ecosystem services. We analyzed the original and most developed environmental legislation of the Netherlands, Germany, the United States, and Canada, as well as the systems of Finland, the Czech Republic, China, the Republic of South Africa, Australia, and New Zealand, which have a number of specific features in terms of the content of chemical elements in soils. We summarized environmental legislation principles and actions in cases of exceeding soil quality standards. Comparing methodologically close legislations, the specificity of calculation of a soil quality standard should be taken into account. The standards for the content of chemical elements are differentiated depending on the properties of soils in Russia, Germany, China, and the Czech Republic; land use is taken into account in Canada, Germany, the Republic of South Africa, China (only for agricultural land), Australia, New Zealand, and the United States. Synergism of negative effects on organisms in case of polyelemental contamination is taken into account in the standards of Russia for element pairs Mn + V and Hg + Pb and in the standards of the United States for all substances. A growing number of countries is setting up natural capital accounts (NCA) based on the system of environmental-economic accounting (SEEA); however, actually using them for better policy making turns out to be complex. This paper synthesises lessons on the institutional mainstreaming of the SEEA and its use in improving policy decisions affecting natural capital. It draws on discussions held at two Policy Forums organised by the World Bank Wealth Accounting and Valuation of Ecosystem Services program and the United Nations Statistical Division. Practical examples of how the SEEA helps to improve policy making are explored. Emerging from the Forums were ten principles for making NCA fit for policy. These principles promote a comprehensive NCA organisation, a purposeful use of accounts, trustworthy methods and institutionalisation of NCA mechanisms in government. To put these principles into practice, six strategies are outlined: (1) assure credibility of the accounts; (2) align supply and demand for NCA; (3) assure high level support for NCA; (4) encourage cooperation between institutions so NCA and policy are mutually constructive; (5) provide evidence that natural capital is economically important and; (6) assure policy-relevant communication of NCA results. This paper proposes a strategic model of pollution control. A firm, representative of the productive sector of a country, aims at maximizing its profits by expanding its production. Assuming that the output of production is proportional to the level of pollutants' emissions, the firm increases the level of pollution. The government of the country aims at minimizing the social costs due to the pollution, and introduces regulatory constraints on the emissions' level, which then effectively cap the output of production. Supposing that the firm and the government face both proportional and fixed costs in order to adopt their policies, we model the previous problem as a stochastic impulse two-person nonzero-sum game. The state variable of the game is the level of the output of production which evolves as a general linearly controlled one-dimensional Itô-diffusion. Following an educated guess, we first construct a pair of candidate equilibrium policies and of corresponding equilibrium values, and we then provide a set of sufficient conditions under which they indeed realize an equilibrium. Our results are complemented by a numerical study when the (uncontrolled) output of production evolves as a geometric Brownian motion, and the firm's operating profit and the government's running cost functions are of power type. An analysis of the dependency of the equilibrium policies and values on the model parameters yields interesting new behaviors that we explain as a consequence of the strategic interaction between the firm and the government. The field of systematic conservation planning has grown substantially, with hundreds of publications in the peer-reviewed literature and numerous applications to regional conservation planning globally. However, the extent to which systematic conservation plans have influenced management is unclear. This paper analyses factors that facilitate the transition from assessment to implementation in conservation planning, in order to help integrate assessment and implementation into a seamless process. We propose a framework for designing implementation strategies, taking into account three critical planning aspects: processes, inputs, and context. Our review identified sixteen processes, which we broadly grouped into four themes and eight inputs. We illustrate how the framework can be used to inform context-dependent implementation strategies, using the process of 'engagement' as an example. The example application includes both lessons learned from successfully implemented plans across the engagement spectrum, and highlights key barriers that can hinder attempts to bridge the assessment-implementation gap. Rewilding may signify the emergence of a new environmental narrative. Discussion of underlying policy narratives is important because they shape understandings of the state of world and how society should act. I summarise the origins of twentieth century environmental narratives and argue that their influence derives from components telling of the dire state of nature, the catastrophic consequences of this and the need for competent authorities to act to govern the perpetrators of harm. Reflecting on my engagements with rewilding science and practice, I posit that stories of rewilding are adopting a quite different narrative structure: one that involves components telling of feelings of despondency and processes of awakening, action, and reassessment leading to the recovery of natural and social well-being. These components align with the narrative structure of accounts of mental health. I label this emerging narrative 'Recoverable Earth' and suggest that it signifies action by grassroot conservationists to reassert their ability to lead change locally and produce better outcomes for nature and society. Growing global concerns of environmental problems have led to the emergence of policies and regulations to control carbon emissions in the industrial sector. These regulations must be taken into consideration to obtain optimal operational decisions on production, inventory and routing in supply chain network models. In this study, we consider the reverse logistics supply chain model with a remanufacturing option to reduce carbon emissions. We aim at providing optimal production, inventory and delivery quantities along with delivery and pickup routes under a carbon cap-and-trade emissions policy. We provide a mathematical formulation of the problem that considers heterogeneous transportation fleets and allows for lost sales under the cap-and-trade carbon emissions policy. The proposed mathematical model is provided in a deterministic and a two-stage stochastic versions to account for demand uncertainty. Proposed formulations are demonstrated through a simulated reverse logistics supply chain with added sensitivity analysis to test for the effect of modeling parameters on the optimal problem solution. Background: Environmental policies should be developed in a contextual decision-making process regarding local environmental concerns emphasizing the economic, technical, social and institutional considerations. Establishing emission limit levels, especially in the industrial sector, is one of the most problematic environmental issues in developing countries, for which it is essential to include several criteria that reflect their country-specific constraints and capacities. Since Best Available Technology (BAT) is acknowledged to be the reference element for sustainable development and a basis for Emissions Limit Values (ELVs), the objective of this study is to present a reliable methodology for establishing ELVs thresholds with an emphasis on the BAT concept for national regulation at the sector level. Methods: A hybrid fuzzy multiple-criteria decision-making (FMCDM) process, consisting of the Analytic Hierarchy Process (AHP) and fuzzy Technique for Order of Preference by Similarity to Ideal Solution (fuzzy TOPSIS) method, is structured to aggregate the different criteria and rank different ELV alternatives in this complicated evaluation. In order to use the most profound knowledge and judgment of a professional expert team, this qualitative assessment highlights the importance of supportive information. Results: The results obtained indicate that experts have considered the country-specific information as a reliable reference in their decisions. Among different key evaluation criteria in effluent standard setting, the highest experts' priority is "Environmental protection". For both the conventional and toxic pollutants, the influence of all other criteria namely "Economic feasibility", "Technology viability" and "Institutional capacity", as constraining criteria in developing countries, have not reduced the responsibility towards the environmental objectives. In ELVs ranking, experts have made their decisions with respect to the specific characteristics of each pollutant and the existing capacities and constraints of the country, without emphasizing on any specific reference. Conclusions: This systematic and transparent approach has resulted in defensible country-specific ELVs for the Iron and Steel industry, which can be developed for other sectors. As the main conclusion, this paper demonstrates that FMCDM is a robust tool for this comprehensive assessment especially regarding the data availability limitations in developing countries. We analyze the invisibility of fisheries and inadequacy of fishers’ participation in the process of hydropower development in the Amazon, focusing on gaps between legally mandated and actual outcomes. Using Ostrom’s institutional design principles for assessing common-pool resource management, we selected five case studies from Brazilian Amazonian watersheds to conduct an exploratory comparative case-study analysis. We identify similar problems across basins, including deficiencies in the dam licensing process; critical data gaps; inadequate stakeholder participation; violation of human rights; neglect of fishers’ knowledge; lack of organization and representation by fishers’ groups; and lack of governmental structure and capacity to manage dam construction activities or support fishers after dam construction. Fishers have generally been marginalized or excluded from decision-making regarding planning, construction, mitigation, compensation, and monitoring of the social-ecological impacts of hydroelectric dams. Addressing these deficiencies will require concerted investments and efforts by dam developers, government agencies and civil society, and the promotion of inter-sectorial dialogue and cross-scale participatory planning and decision-making that includes fishers and their associations. Rapid urbanisation generates risks and opportunities for sustainable development. Urban policy and decision makers are challenged by the complexity of cities as social-ecological-technical systems. Consequently there is an increasing need for collaborative knowledge development that supports a whole-of-system view, and transformational change at multiple scales. Such holistic urban approaches are rare in practice. A co-design process involving researchers, practitioners and other stakeholders, has progressed such an approach in the Australian context, aiming to also contribute to international knowledge development and sharing. This process has generated three outputs: (1) a shared framework to support more systematic knowledge development and use, (2) identification of barriers that create a gap between stated urban goals and actual practice, and (3) identification of strategic focal areas to address this gap. Developing integrated strategies at broader urban scales is seen as the most pressing need. The knowledge framework adopts a systems perspective that incorporates the many urban trade-offs and synergies revealed by a systems view. Scientists working on ecosystem service (ES) science are engaged in a mission-driven discipline. They can contribute to science-policy interfaces where knowledge is co-produced and used. How scientists engage with the governance arena to mobilise their knowledge remains a matter of personal choice, influenced by individual values. ES science cannot be considered neutral and a discussion of the values that shape it forms an important part of the sustainability dialogue. We propose a simple decision tree to help ES scientists identify their role and the purpose of the knowledge they produce. We characterise six idealised scientific postures spanning possible roles at the science-policy interface (pure scientist, science arbiter-guarantor, issue advocate-guardian, officer, honest broker and stealth issue advocate) and illustrate them with feedbacks from interviews. We encourage ES scientists to conduct a reflexive exploration of their attitudes regarding knowledge production and use, with the intention of progressing toward a higher recognition of the political and ethical importance of ES assessments. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. Sustainable development aims at addressing economic, social, and environmental concerns, but the current lack of responsive environmental governance hinders progress. Short-term economic development has led to limited actions, unsustainable resource management, and degraded ecosystems. The UN Sustainable Development Goals (SDGs) may continue to fall short of achieving significant progress without a better understanding of how ecosystems contribute to achieving sustainability for all people. Ecosystem governance is an approach that integrates the social and ecological components for improved sustainability and includes principles such as adaptive ecosystem co-management, subsidiarity, and telecoupling framework, as well as principles of democracy and accountability. We explain the importance of ecosystem governance in achieving the SDGs, and suggest some ways to ensure that ecosystem services are meaningfully considered. Concern for a diminished human experience of nature and subsequent decreased human well-being is addressed via a consideration of green infrastructure's potential to facilitate unplanned or incidental nature experience. Incidental nature experience is conceptualized and illustrated in order to consider this seldom addressed aspect of human interaction with nature in green infrastructure planning. Special attention has been paid to the ability of incidental nature experience to redirect attention from a primary activity toward an unplanned focus (in this case, nature phenomena). The value of such experience for human well-being is considered. The role of green infrastructure to provide the opportunity for incidental nature experience may serve as a nudge or guide toward meaningful interaction. These ideas are explored using examples of green infrastructure design in two Nordic municipalities: Kristianstad, Sweden, and Copenhagen, Denmark. The outcome of the case study analysis coupled with the review of literature is a set of sample recommendations for how green infrastructure can be designed to support a range of incidental nature experiences with the potential to support human well-being. In this paper we analyze the economic effects of implementing EPA's newly proposed regulations for carbon dioxide ( $$\hbox {CO}_2$$ ) on existing U.S. coal-fired power plants using nonparametric methods on a sample of 144 electricity generating units. Moreover, we develop an approach for evaluating the economic gains from averaging emission intensities among the utilities' generating units, compared to implementing unit-specific performance standards. Our results show that the implementation of flexible standards leads to up to 2.7 billion dollars larger profits compared to the uniform standards. Moreover, we find that by adopting best practices, current profits can be maintained even if an intensity standard of 0.88 tons of $$\hbox {CO}_2$$ per MWh is implemented. However, our results also indicate a trade-off between environmental and profit gains, since aggregate $$\hbox {CO}_2$$ emissions are higher with emission intensity averaging than with uniform standards. The distribution of the total Ni, Cu, Co, Cd, Pb, and Zn contents was studied in the soil profiles of six catenas in the zone subjected to emissions of the copper-nickel industrial complex, which is the largest source of SO and heavy metals in northern Europe. The results show that, at present, the concentrations of Ni and Cu in the upper organic soil horizons in the impact zone reach extreme levels of 9000 and 6000 mg/kg, respectively. Under conditions of the long-term intense multi-element industrial emissions, the modern levels of the accumulation of polluting substances in soils greatly depend on the indirect factors, such as the degree of the technogenic degradation of soils with the loss of a significant part of soil organic matter, the reaching of threshold saturation of the topsoil with polluting metals, and competitive relationships between chemical elements. The state of the ecosystems in the impact zone varied greatly and did not always agree with the contents of the main metals-pollutants in the soils. The quantitative evaluation of the impact of drought on crop yield is one of the most important aspects in agricultural water resource management. To assess the impact of drought on wheat yield, the Environmental Policy Integrated Climate (EPIC) crop growth model and daily Standardized Precipitation Evapotranspiration Index (SPEI), which is based on daily meteorological data, are adopted in the Huang Huai Hai Plain. The winter wheat crop yields are estimated at 28 stations, after calibrating the cultivar coefficients based on the experimental site data, and SPEI data was taken 11 times across the growth season from 1981 to 2010. The relationship between estimated yield and multi-scale SPEI were analyzed. The optimum time scale SPEI to monitor drought during the crop growth period was determined. The reference yield was determined by averaging the yields from numerous non-drought years. From this data, we propose a comprehensive quantitative method which can be used to predict the impact of drought on wheat yields by combining the daily multi-scale SPEI and crop growth process model. This method was tested in the Huang Huai Hai Plain. The results suggested that estimation of calibrated EPIC was a good predictor of crop yield in the Huang Huai Hai Plain, with lower RMSE (15.4 %) between estimated yield and observed yield at six agrometeorological stations. The soil moisture at planting time was affected by the precipitation and evapotranspiration during the previous 90 days (about 3 months) in the Huang Huai Hai Plain. SPEI was adopted as the optimum time scale SPEI to identify the drought and non-drought years, and identified a drought year in 2000. The water deficit in the year 2000 was significant, and the rate of crop yield reduction did not completely correspond with the volume of water deficit. Our proposed comprehensive method which quantitatively evaluates the impact of drought on crop yield is reliable. Community structure is determined by a variety of ecological mechanisms, including environmental control, dispersal, and historical contingency. Recently, many studies have focused on the relative relevance of environment and dispersal in shaping metacommunities. Historical contingency (e.g., priority effects) rarely has been considered, although it could have a key role. In this context, the use of paleoecological methods could help assess the influence of past events on the present-day communities. In this survey, we compare living ostracod assemblages (i.e., biocoenoses) and subfossil assemblages (i.e., taphocoenoses) from 22 steppic shallow lakes and determine the relative contribution of environmental and spatial components on both assemblages. In addition, we estimate the role of putative priority effects of past assemblages on contemporary ones. Our results indicate a high concordance between both assemblages (Procrustes analysis; r = 0.877; P = 0.001). However, environment dominates over space in explaining the biocoenoses, whereas in taphocoenoses space dominates over environment. Furthermore, the contemporary metacommunity structure was related not only to pure environmental and spatial effects (suggesting species sorting and dispersal constraints) but also notably to pure historical effects, suggesting a significant major role of earlier habitat occupation in these ecosystems. This paper proposes a new ecological joint production and maintenance policy, which considers an ecological aspect for a forecasting problem of unreliable manufacturing system subject to degradation. The manufacturing system is composed of a single machine producing one product type in order to satisfy a random demand under a given service level. On the other hand, the production system generates harmful emissions to the environment and may be sanctioned by an environmental tax. The objective of this paper is to propose an ecological production and maintenance policy (EPMP) optimization by calling a subcontracting in the context of a calling of tenders in order to satisfy the random demand and to decrease the carbon tax. In this context, we determine the economical production plan and the optimal maintenance strategy by defining a condition for the subcontracting cost in order to respect the EPMP optimization. Background: Locating terrestrial sources and sinks of carbon (C) will be critical to developing strategies that contribute to the climate change mitigation goals of the Paris Agreement. Here we present spatially resolved estimates of net C change across United States (US) forest lands between 2006 and 2010 and attribute them to natural and anthropogenic processes. Results: Forests in the conterminous US sequestered −460 ± 48 Tg C year, while C losses from disturbance averaged 191 ± 10 Tg C year. Combining estimates of net C losses and gains results in net carbon change of −269 ± 49 Tg C year. New forests gained −8 ± 1 Tg C year, while deforestation resulted in losses of 6 ± 1 Tg C year. Forest land remaining forest land lost 185 ± 10 Tg C year to various disturbances; these losses were compensated by net carbon gains of −452 ± 48 Tg C year. C loss in the southern US was highest (105 ± 6 Tg C year) with the highest fractional contributions from harvest (92%) and wind (5%). C loss in the western US (44 ± 3 Tg C year) was due predominantly to harvest (66%), fire (15%), and insect damage (13%). The northern US had the lowest C loss (41 ± 2 Tg C year) with the most significant proportional contributions from harvest (86%), insect damage (9%), and conversion (3%). Taken together, these disturbances reduced the estimated potential C sink of US forests by 42%. Background: It is essential that the human race limits the environmental damage created by our consumption. A realistic pathway to limiting consumption would be to transition to a system where materials are conserved and cycled through the economy as many times as possible and as slowly as possible, greatly reducing the greenhouse gas intensive processes of resource extraction, resource processing and waste management. Material flow analysis (MFA) is a method used to understand how materials are consumed within a nation. In this study, we attempt a MFA for Scotland which links carbon emissions to material consumption using data directly based on the mass of materials used in the Scottish economy. It is the first time such an analysis has been conducted for an economy in its entirety. Research aims: This study aims to create a detailed material flow account (MFA) for Scotland, compare the environmental impacts and possible policy implications of different future material consumption scenarios and consider two materials, steel and neodymium, in detail. Results: The model estimated that 11.4 Mg per capita of materials are consumed per year in Scotland, emitting 10.7 Mg COe per capita in the process, of which, 6.7 Mg COe per capita falls under territorial carbon accounting. Only the circular economy scenario for 2050 allowed for increases in living standards without increases in carbon emissions and material consumption. This result was mirrored in the steel and neodymium case studies-environmental impacts can be minimised by a national strategy that first reduces use, and then locally reuses materials. Conclusions: Material consumption accounts for a large proportion of the carbon emissions of Scotland. Strategic dematerialisation, particular of materials such as steel, could support future efforts to reduce environmental impact and meet climate change targets. However, policy makers should consider consumption carbon accounting boundaries, as well as territorial boundaries, if carbon savings are to be maximised. This is because imports and recyclate sent abroad can have significant effect on the carbon emissions from material consumption. We demonstrate that the more circular an economy is, the smaller the difference between global and territorial carbon emissions, and therefore that climate change targets based solely on territorial carbon emissions create perverse incentives. The study also found that there could be areas of economic development which are compatible with environmental aims, based around encouraging reprocessing activities in developed nations. Reviews of evidence are a vital means of summarising growing bodies of research. Systematic reviews (SRs) aim to reduce bias and increase reliability when summarising high priority and controversial topics. Similar to SRs, systematic maps (SMs) were developed in social sciences to reliably catalogue evidence on a specific subject. Rather than providing answers to specific questions of impacts, SMs aim to produce searchable databases of studies, along with detailed descriptive information. These maps (consisting of a report, a database, and sometimes a geographical information system) can prove highly useful for research, policy and practice communities, by providing assessments of knowledge gaps (subjects requiring additional research), knowledge gluts (subjects where full SR is possible), and patterns across the research literature that promote best practice and direct research resources towards the highest quality research.
