Carbon abatement efforts in China are penetrating to sub-national level. Zhejiang province, as the 4th wealthy region in China and important player in global market (e.g., textiles, cloth, petroleum, and chemical products), lacks in-depth study of its climate change mitigation efforts, especially after China's accession to the WTO in 2001. This paper analyzed carbon emissions and intensity in Zhejiang province using most comprehensive and time-series dataset available to date since 2002. Its carbon emissions were growing at a declining speed, and carbon intensity was almost halved. The leading emitters largely agglomerate around Hangzhou Bay, close to Zhoushan Port and Shanghai Port. The growth in absolute emissions primarily arose from higher investment (323.1 Mt) and exports (280.6 Mt), while the slower growth was mainly due to efficiency improvements (− 245.7 Mt) stemming from energy and carbon abatement policies and inflows of emission-intensive products from the rest of China. Similarly, declined carbon intensity was mainly attributed to efficiency improvement. Major contributors were sector S13-Non-metallic minerals, S12-Chemicals, S26-Transport, storage and post, S07-Textiles, and S10-Paper. Economic restructuring played different roles on emissions and intensity during various development stages. Policy implications of the findings are discussed for future developments. The "Dual Carbon" initiative is a two-stage carbon reduction goal proposed by China, with significant implications for global climate change mitigation. This article examines the impact of the "Dual Carbon" strategy on China's forestry development and explores how to leverage this strategy to facilitate the transformation and advancement of the forestry sector. Current review indicated that forestry has the advantage of achieving higher emission reduction targets at a low cost. Starting with an overview of the "Dual Carbon" strategy, this paper analyzes the carbon sequestration potential of plants and soil, and the challenges and opportunities faced by forestry development under this framework. Furthermore, we outline implementation pathways for forestry development, aiming to provide insights for the progress of China's forestry sector. Overall, it should be noted that the priority is to vigorously develop timber resources, and we also need to vigorously develop and protect forestry talent with the support of China's policies. By trapping into the carbon storage capabilities and leveraging carbon trading mechanisms of forests, a favorable ecological environment can be created, thus achieving the goal of carbon neutrality. In the context of increasingly severe global climate change, finding effective carbon emission reduction strategies has become key to mitigating climate change. Environmental Protection Tax (EPT), as a widely recognized method, effectively promotes climate change mitigation by encouraging emission reduction behaviors and promoting the application of clean technologies. Based on data from 282 cities in China, this paper takes the official implementation of the EPT in 2018 as the policy impact and the cities with increased tax rates for air taxable pollutants as the treatment group and uses DID model to systematically demonstrate the relationship between the implementation of the EPT and carbon intensity (CI) and further explores the possible pollutant emissions and green innovation mediating effects. The findings show that (1) the implementation of EPT can effectively reduce CI by about 4.75%, and this conclusion still holds after considering the robustness of variable selection bias, elimination of other normal effects, policy setting time bias, and self-selection bias. (2) The implementation of EPT can reduce CI by reducing pollutant emissions and improving the level of green innovation. (3) There is obvious regional heterogeneity in the carbon reduction effect of EPT, and the implementation of EPT has a more significant effect on CI in medium-tax areas, low environmental concern areas, general cities, and eastern regions. This paper not only provides a new analytical perspective for systematically understanding the carbon emission reduction effect of EPT but also provides policy insights for promoting regional green transformation and advancing carbon peak carbon neutralization. Climate change exacerbates uncertainties in water resource management, water supply, and treatment that are energy intensive and then exert great pressure on climate change mitigation; hence, interrelated and contradictory characteristics within the water-climate change (WC) nexus system are needed to be studied. The nexus thinking and coordination of WC would impact many realistic practices and assist in sustainable socioeconomic development since traditional single-target policies have sometimes been out of function. Hence, the ability to direct water production and use as well as climate change mitigation has become a hotspot recently. Furthermore, we find that there has been no complete research on reviewing the impacts of the WC nexus in different areas on the Sustainable Development Goals (SDGs). Hence, this paper builds a core nexus of WC and then analyzes those effects on social and environmental aspects in many areas, including sewage treatment, energy transition, waste treatment, land management, and ocean management. This paper discusses how WC interlinkages are utilized to realize SDGs in those areas. Moreover, uncertainties derived from exogenous hydrology, climate change, and anthropogenic endogenous systems for realistic problems appeal to gradually increasing concern. Low-carbon technology innovation (LTI) engenders environmental protection and socioeconomic development. Hence, low-carbon innovation of enterprises becomes a crucial policy arena for national development and climate mitigation strategy. LTI is now associated with enhanced reputation and competitive edge of enterprises. We constructed a framework to empirically explore the impact of simmelian ties (ST) on LTI, testing the moderating effect of stakeholder pressure in this relationship. We used a sample of 385 employees from industrial enterprises in China through a structured questionnaire. The study results show that: first, when the enterprise is in a strong ST, the top managers' awareness of environmental benefits has a significant positive impact on LTI. Second, when the enterprise is in a weak ST, top managers' awareness of environmental risk has a significant positive impact on LTI. Third, pressure of key stakeholders and pressure of secondary stakeholders positively moderate the interaction between ST and top managers' environmental awareness (TMEA) on the impact of LTI. Fourth, the moderating effect of key stakeholders' pressure was observed to be stronger than that of secondary stakeholders' pressure. Theoretically, this paper contributes to literature by developing a framework to investigate interaction between ST, TMEA and LTI under different stakeholder pressures. With the acceleration of the global response to climate change, increasing attention has been paid to the risks associated with climate change mitigation, such as regulation uncertainties and market interactions. As the country with the greatest CO2 emissions globally, China has launched a national carbon market to speed up its climate mitigation. While the national carbon market provides a platform for regional coalitions to reduce emissions, its incomplete sectoral coverage might allow for the strategic behavior of industries in different regions and ultimately affect the efficiency of the carbon market. This paper explores how the sectoral expansion of the national carbon market affects regional emission reductions in China when emissions trading sectors engage in strategic behavior in the output market. From the sectoral perspective, our numerical results show that the strategic effect in the electricity and steel sectors is more significant than in other sectors. From a regional perspective, the western regions of China, which are mostly permit sale regions, have less strategic power than the eastern regions in the output and carbon markets. Finally, this paper suggests that measures, such as the dynamic adjustment of emission allowance allocation, should be considered by policy makers to prevent the widening of regional economic disparities when extending the sectoral coverage of the carbon market in China. This paper investigates the role of export quality in climate action goal of the sustainable development goals in emerging Asian countries. For this purpose, the empirical model that observes the impact of real GDP, energy use and export quality index on carbon emissions is constructed and is analyzed by ARDL bounds testing approach for the period from 1970 to 2014. We also include the square of real GDP as independent variable to observe the existence of environmental Kuznets curve (EKC) hypothesis which implies the parabolic relationship between economic growth and environmental degradation. The findings show that increase in export quality leads to a fall in CO2 emissions for China and India. In contrast, the effect of increasing export quality increases CO2 emissions in Thailand and the Philippines. Lastly, our asymmetric causality results show that the positive shocks of export quality causes positive shocks of CO2 emissions in Thailand and Indonesia. Furthermore, we found that positive export quality shocks cause negative CO2 emissions shocks in India while negative export quality shocks cause positive CO2 emissions shocks in China. Most studies on the short-term local benefits of carbon mitigation technologies on air quality improvement and health focus on specific technologies such as biofuels or carbon sequestration technologies, while ignoring the overall role of the growing scale of low-carbon technologies. Based on STIRPAT model and EKC hypothesis, this paper takes 30 provinces in China from 2004 to 2016 as research samples. We builded the panel double fixed effect model to empirical analysis of climate change on carbon mitigation tech-innovation suppressing the influence of haze pollution, on this basis, the mediating effect model was used to explore the mediation function of industrial structure and energy structure. Meanwhile, we drawed on the existing studies on air quality and health benefits, and quantify the co-benefits of carbon mitigation tech-innovation on health through the equivalent substitution formula. It shows that a 1% increase in the number of low-carbon patent applications can reduce haze pollution by 0.066%. According to this estimate, to 2029, China's carbon mitigation tech-innovation could reduce PM2.5 concentration to 15 μg/m3 preventing 5.597 million premature deaths. Moreover, carbon mitigation tech-innovation can also indirectly inhibit haze pollution by triggering more systematic economic structure changes such as energy and industrial structure. Additionally, we found that the role of gray tech-innovation (GT) related to improving the efficiency of fossil energy is stronger than that of clean technology (CT) related to the use of renewable energy. This suggests that for a large economy such as China, where coal is still the dominant source of energy consumption, the short-term local benefits of improving air quality and health through the use of gray tech-innovation to improve energy and industrial structure are still important to balance the cost of carbon mitigation. Justice and responsibility are central notions shaping the international climate negotiations. However, countries have different perspectives on how to translate these concepts into solutions for climate change. In this process, actors such as the European Union (EU) play a central role, by trying to persuade other large greenhouse gas (GHG) emitters to take on their (historical) responsibilities and by supporting developing countries. At the same time, China and India have become central actors in international climate negotiations. Due to their rapid economic growth and rising GHG emissions, their climate action is crucial for achieving global goals, while their historical emissions are very different from those of Western countries. To shed light on the EU's perspective on climate justice, and the particular role of China and India therein, this article analyses Members of European Parliament's (MEPs) narratives in plenary debates on foreign climate policy between 1996 and 2019. MEPs' views contribute to shaping the EU's position on the topic, but also provide useful insights into the political dynamics of the debate. The paper finds that climate justice is mentioned in less than half of the MEPs' speeches, but that its salience increased over time and became more diverse in terms of different dimensions of climate justice. We also uncover that MEPs' positions on China and India evolved with the rise in their emissions, becoming increasingly critical over time. The international community is paying more and more attention to the role of forests in CO2 absorption. This study aims the broad leaved forest carbon sinks in China, on the basis of research on coniferous forest carbon sinks in 1981 and 2014, the paper analyses the changes in broad leaved forest carbon sinks and the relations between the changes and the forest economics and management from 1981 to 2015 using the forest stock volume conversion method. The paper selects the common indexes of forest economics and management such as investment in forestry-fixed assets in silviculture and afforestation, the annual gross domestic product (GDP) values for the forestry sector, and management level improvement. The paper first of all establishes carbon sink estimates, and then analyses recent carbon sink trends of the dominant species of broad leaved forest which is based on six times inventories of China's forest resources. The inventory data cover the four dominant broad-leaved species which are named as Oak, Betula, Populus, and others, such as Eucalyptus, Camphor, and Linden. The paper shows that a significant effect has been made by the forest carbon sinks of these species and investment in forestry-fixed assets in silviculture and afforestation, management level improvement etc. though with a lag of 4–7 years, and there raises a lot of discussions of various problems regarding forest carbon sinks and forest management and economic development. The influences of human activity on regional climate over China have been widely reported and drawn great attention from both the scientific community and governments. This paper reviews the evidence of the anthropogenic influence on regional climate over China from the perspectives of surface air temperature (SAT), precipitation, droughts, and surface wind speed, based on studies published since 2018. The reviewed evidence indicates that human activities, including greenhouse gas and anthropogenic aerosol emissions, land use and cover change, urbanization, and anthropogenic heat release, have contributed to changes in the SAT trend and the likelihood of regional record-breaking extreme high/low temperature events over China. The anthropogenically forced SAT signal can be detected back to the 1870s in the southeastern Tibetan Plateau region. Although the anthropogenic signal of summer precipitation over China is detectable and anthropogenic forcing has contributed to an increased likelihood of regional record-breaking heavy/low precipitation events, the anthropogenic precipitation signal over China is relatively obscure. Moreover, human activities have also contributed to a decline in surface wind speed, weakening of monsoon precipitation, and an increase in the frequency of droughts and compound extreme climate/weather events over China in recent decades. This review can serve as a reference both for further understanding the causes of regional climate changes over China and for sound decision-making on regional climate mitigation and adaptation. Climate change mitigation and adaptation are common global challenges, and how to accelerate carbon neutrality and green recovery is a major global issue. Market-oriented emission reduction policy has been widely concerned for its unique advantages, but most of the current market-oriented emission reduction policies are based on the consideration of end-of-pipe governance and lack of effective control of source reduction. Energy quota trading (EQT) is an innovation of an energy-saving and emission reduction system, which is based on the idea of source reduction. However, it is unknown about the evaluation of the effect of the EQT policy from the macro perspective. Based on the related statistical data of energy consumption, combined with the ARIMA model, STIRPAT model, and the synthetic control method (SCM), this paper analyzes the energy consumption distribution in China from 2001 to 2020 and comprehensively evaluates the effect of EQT in the pilots. The results show that: (1) The overall energy consumption in China shows a steady upward trend, and its distribution is unbalanced. (2) In absolute perspective, EQT can realize the "double control" of the total amount and intensity in energy saving and emission reduction, and the intensity control effect is better than the total amount control effect. (3) In relative perspective, EQT can enhance the potential of energy saving and emission reduction in the pilots, in which it needs to take the regional characteristics into account. The policy effect is still significant when eliminating some unobservable factors, which indicate that the policy is effective and can be replicated nationwide. The study comprehensively evaluates the effect of ETS from multiple perspectives, which can effectively avoid the misjudgment of the policy effectiveness caused by the single dimension evaluation, while it can also be used as a reference for the government to perfect the policies of energy management system and emission control system. Furthermore, the development of EQT is an important catalyst for policymakers to coordinate policies to accelerate the achievement of carbon-neutral targets and a more resilient low-carbon development model. Forests and the dynamic changes play decisive roles in soil erosion prevention, biodiversity conservation and climate warming mitigation, and are crucial for China to achieve carbon neutrality because of the ability for carbon uptake. China's forests experienced a substantial change over the past century, primarily since the forest conservation and restoration programs were implemented. In this paper, the progress of China's forest change and the similarities and differences of the spatio-temporal patterns from multi-dimension coupling with ground surveys and satellite observations were reviewed comprehensively, and the drivers of forest change were discussed. Our review reported that: 1) China's forests experienced an extensive forest gain/restoration in vegetation greenness, forest cover, and aboveground biomass since the 1970s. 2) Changes in various forest parameters suggested distinctive spatiotemporal patterns in China. Consistent hotspots of forest gain clustered in the Loess Plateau and the southwestern China from most studies, while controversial conclusions about forest loss/degradation were found in the spatial distribution. 3) The geographic discrepancy of forest changes may be related to climate change, human activities, and forest disturbances. Variations in forest dynamics are prerequisites to exploring the effects of natural conditions and forestry policies on forest cover, and strengthening understanding of the carbon cycle. As a major carbon emitter in China, the emission mitigation in industrial sector performs great significance for China to achieve its emission reduction targets. Using the provincial panel data during 2000–2016 of China's industrial sector, this paper first used a gravity model to study the spatial distribution and center of gravity of industrial CO2 emissions. Then, an integrated decomposition approach based on Shephard distance functions was adopted to study the driving factors of industrial carbon intensity. Results indicate that during 2000–2016, industrial CO2 emissions center of gravity gradually moved to the west. China's industrial carbon intensity achieved considerable decline, with the annual change rate of 8.27%. The energy intensity decline, technology progresses of both production and energy saving were the most important factors facilitating carbon intensity decline. However, energy structure adjustment exerted positive effects in carbon intensity increase, although its effects were minor. Industrial carbon intensity witnessed decrease in almost all provinces except Xinjiang. The effects resulted from various factors were also different across provinces. Carbon footprint (CF) research has attained tremendous popularity for improving the climate environment purposes. In particular, current energy use has been identified as the main cause of climate change. CF plays an irreplaceable role in managing energy use, reducing gas emissions, and improving climate change. The objective of this study was to review studies that have developed CF and to perform a bibliometric analysis using two key terms: "climate change" and "energy use". From bibliometric analysis using CiteSpace and VOSviewer, it was possible to establish a knowledge map of cooperative network structure and research evolution. We are aiming to reveal the main logical chain of CF research leading to climate change, to make up for the lack of current literature, and provide research inspiration for researchers. The research findings mainly focus on four aspects. First, the relevant research began in 2008 and is in a state of continuous rise. Second, due to the law of research development and the prominence of practical problems, related research has experienced a stage from conceptual methods to specific problems. Third, China and the USA assume an important role in which international cooperation is the overall trend. Fourth, related research can be divided into CF algorithm research, ecological environment management research, and specific cross-industry fields. In addition, possible opportunities for change in related research are explored. It is also suggested that the integration of CF with other footprints, when energy use and environmental change are fully considered, may become an important future research trend by providing a more comprehensive environmental impact. The current nationally determined contributions, pledged by the countries under the Paris Agreement, are far from limiting climate change to below 2 ∘C temperature increase by the end of the century. The necessary ratcheting up of climate policy is projected to come with a wide array of additional benefits, in particular a reduction of today's 4.5 million annual premature deaths due to poor air quality. This paper therefore addresses the question how climate policy and air pollution–related health impacts interplay until 2050 by developing a comprehensive global modeling framework along the cause and effect chain of air pollution–induced social costs. We find that ratcheting up climate policy to a 2 ∘ compliant pathway results in welfare benefits through reduced air pollution that are larger than mitigation costs, even with avoided climate change damages neglected. The regional analysis demonstrates that the 2 ∘C pathway is therefore, from a social cost perspective, a "no-regret option" in the global aggregate, but in particular for China and India due to high air quality benefits, and also for developed regions due to net negative mitigation costs. Energy and resource exporting regions, on the other hand, face higher mitigation cost than benefits. Our analysis further shows that the result of higher health benefits than mitigation costs is robust across various air pollution control scenarios. However, although climate mitigation results in substantial air pollution emission reductions overall, we find significant remaining emissions in the transport and industry sectors even in a 2 ∘C world. We therefore call for further research in how to optimally exploit climate policy and air pollution control, deriving climate change mitigation pathways that maximize co-benefits. The mitigation of climate change demands a transition to low-carbon power generation systems. To identify effective transition strategies and accelerate the transition process, decision-makers require comprehensive information that can best be obtained through an evaluation of transition trajectories. However, little work has been done to develop comprehensive analysis systems that can evaluate this process. This study presents an indicator system to evaluate power system transitions that include 13 indicators capturing the technical, economic, environmental and policy dimensions. To test its efficacy, the dynamic target framework is applied to the power system transition in China, and comparisons are drawn against global market leaders such as Germany, the USA and Japan. This paper finds that the framework enables a more rigorous comparative analysis of power system transitions between countries than is currently offered by the application of piecemeal indicators. This framework complements contextually rich qualitative case studies. Empirical analysis shows that China's transition trajectory has been convoluted because of its more severe environmental restrictions and policy guidance. Cooperation in the intelligent transition of the global power system can promote China's power system transition. In China, the power industry contributes significantly to carbon emissions, reducing carbon emissions in this industry is conducive to China's adaptation and mitigation of climate change. Researches on green and low-carbon power have attracted increasing attention. In this paper, we analyze and compare the carbon emissions from thermal power sector in 30 Chinese provinces, divided into three main regions. Based on the panel data over the period 2002–2016, we use a slacks-based measurement (SBM) model to measure the carbon emission efficiency of China's power sector. The results show that the carbon emission efficiency of the system is relatively low, with marked differences among regions. Based on the Moran's I, we further found spatial heterogeneity in carbon emission efficiency of provincial power sector. Policies for adaptation and mitigation of climate change should have regional differences. Interregional collaboration also plays a key role in adapting to and mitigating climate change. For China, it is an important issue to develop clean coal-fired power generation and vigorously develop renewable energy. From a global perspective, energy transformation needs to be continuously promoted. Promoting low-carbon transformation of global energy system requires deep technical cooperation and synergy. Natural gas plays an important role in the mitigation of climate change, yet its development is constrained by the current natural gas pricing mechanism in China. In the context of the natural gas pricing reform, this paper analyzes the potential effects on price level and total output. Through the input-output model, some conclusions are drawn as follows: (1) The gas pricing reform has relatively great impact on the products' price of the sectors that have large gas consumption, such as industrial sectors and some service sectors, and on the total output of the gas production and supply sectors and the petroleum and natural gas extraction sectors, whereas the reform has relatively small impact on other industries; (2) effects of gas pricing reform on urban and rural residents are dissymmetrical, with larger effects on urban residents and (3) the reform has relatively small impacts on both various price indices and total output levels; thus, the government can realize the promotion of gas pricing reform nationwide at a cost of relatively small increase in general price level and little lose of total output. This paper analyzes whether using carbon pricing as the major mitigation policy instrument is compatible with the implementation of the 'common but differentiated responsibility' principle in a global climate agreement. We focus more specifically on China, a key player in climate negotiations. This is done by adopting the Imaclim-R model to assess the economic effect of carbon pricing on the Chinese economy in different climate architectures which, despite aiming at the same stabilization target, differ in terms of the temporal profile of emission reductions and the regional distribution of efforts (different quota allocation schemes). Model outcomes prove that neither temporal nor regional flexibilities provides a satisfactory answer since the Chinese economy remains significantly hurt at certain time periods. This suggests the recourse to complementary measures to carbon pricing in order to help smoothing the necessary shift toward a low-carbon society. This means in particular that, to build a climate policy architecture that could be compatible with the 'common but differentiated responsibility' principle, climate negotiations must go beyond global top-down systems relying on cap-and-trade to include bottom-up measures likely to complement the carbon price and make carbon mitigation acceptable in countries like China. Balancing China's energy needs to fuel its rapid economic growth with the resulting potential impacts of climate change presents an enormous climate policy dilemma, not simply for China but for the entire world. This is the major reason why the role of China is an issue of perennial concerns at international climate change negotiations. In response to these concerns and to put China in a positive position, this paper maps out a realistic roadmap for China's specific climate commitments toward 2050. Taking many factors into consideration, the paper argues that China needs to take on absolute emissions caps around 2030. However, it is hard to imagine how China could apply the brakes so sharply as to switch from rapid emissions growth to immediate emissions cuts, without passing through several intermediate phases. To that end, the paper envisions that China needs the following three transitional periods of increasing climate obligations before taking on absolute emissions caps that will lead to the global convergence of per capita emissions by 2050: First, further credible energy conservation commitments starting in 2013 and aimed at cutting China's carbon intensity by 46-50% by 2020; second, voluntary 'no lose' emission targets starting in 2018; and third, binding carbon intensity targets as its international commitment starting in 2023. Overall, this proposal is a balanced reflection of respecting China's rights to grow and recognizing China's growing responsibility for increasing greenhouse gas emissions as China is on its way to becoming the world's largest economy. Coal is the primary source of China's carbon emissions due to the energy structure and its resource endowment. This reality creates enormous pressure and impetus for low-carbon pathways of coal production and consumption. Based on a literature review on carbon emissions accounting methods, this paper builds a source-driven CO2 emissions accounting model for the coal development sector using the emissions factor method. Scenario analysis is employed to predict future carbon emission equivalents and to indicate possible implications for climate change mitigation in this sector. Carbon emissions from coal development are mainly derived from coal mine gas emissions, which yield 62% of the sector's total carbon emissions, followed by energy consumption. The recent decline in coal mining-driven CO2 emissions is mainly due to the strict deployment of coal mine gas and the changing structure of coal mines. The results from the scenarios suggest that the carbon emissions reduction potential will largely be determined by technology innovation in the coal mine gas industry. Policy implications for further addressing carbon emissions from the supply side of the coal industry include improvements in energy efficiency and coal mine gas extraction and utilization. The role of China is increasingly pivotal in climate change mitigation, and the formulation of energy conservation and emission reduction policies requires city-level information. The effectiveness of national policy implementation is contingent upon the support and involvement of local governments. Accurate data on final energy consumption is vital to formulate and implement city-level energy transitions and energy conservation and emission reduction policies. However, there is a dearth of data sources pertaining to China's city-level final energy consumption. To address these gaps, we developed computational modeling techniques along with top-down and downscaling methods to estimate China's city-level final energy consumption. In this way, we compiled a final energy consumption inventory for 331 Chinese cities from 2005 to 2021, covering seven economic sectors, 30 fossil fuels, and four clean power sources. Moreover, we discussed the validity of the estimation results from multiple perspectives to enhance estimation accuracy. Background: Global climate change is one of the major challenges facing the world today, and forests play a crucial role as significant carbon sinks and providers of ecosystem services in mitigating climate change and protecting the environment. China, as one of the largest developing countries globally, owns 60% of its forest resources collectively. Evaluating the carbon sequestration cost of collective forests not only helps assess the contribution of China's forest resources to global climate change mitigation but also provides important evidence for formulating relevant policies and measures. Results: Over the past 30 years, the carbon sequestration cost of collective forests in China has shown an overall upward trend. Except for coastal provinces, southern collective forest areas, as well as some southwestern and northeastern regions, have the advantage of lower carbon sequestration costs. Furthermore, LSTM network predictions indicate that the carbon sequestration cost of collective forests in China will continue to rise. By 2030, the average carbon sequestration cost of collective forests is projected to reach 125 CNY per ton(= 16.06 Euros/t). Additionally, there is spatial correlation in the carbon sequestration cost of collective forests. Timber production, labor costs, and labor prices have negative spatial spillover effects on carbon sequestration costs, while land opportunity costs, forest accumulation, and rural resident consumption have positive spatial spillover effects. Conclusion: The results of this study indicate regional disparities in the spatial distribution of carbon sequestration costs of collective forests, with an undeniable upward trend in future cost growth. It is essential to focus on areas with lower carbon sequestration costs and formulate targeted carbon sink economic policies and management measures to maximize the carbon sequestration potential of collective forests and promote the sustainable development of forestry. Subnational climate actors are expected to play an increasingly important role in climate actions. However, a trade-off between equity and efficiency emerges when nationally determined contributions (NDCs) are distributed into subnational actions. In this study, we propose a two-staged carbon quota allocation method, with an equity-based 1st-stage allocation mechanism wherein provincial carbon reduction efforts are shared equally and an efficiency-based 2nd-stage allocation mechanism to maximize input–output efficiency. Using China as a case study, we convert China's NDC carbon intensity reduction target into a total emissions cap and apply the allocation method to show that the 2nd-stage allocation significantly increases the total provincial carbon emission efficiency without seriously compromising equity. As the allocation method changes from equity-based to efficiency-based, the carbon quotas mainly flow out from provinces with small emissions and high energy intensity to provinces with large emissions and low energy intensity. The two-staged carbon quota allocation method effectively considers the equity and efficiency principles, which can reduce resistance to the implementation of national NDCs. China and India are two Asian giants and global players. They both have large populations and booming economies hungry for energy. China and India will therefore play a major role in shaping future global emissions of greenhouse gases. This paper assesses emissions reductions targets that can be realistically adopted by China and India in the following rounds of climate negotiations. The analysis is based on a business-as-usual (BaU) scenario and on four carbon tax scenarios until 2050, developed using the WITCH model. Results show that the lowest level of taxation (starting at 10$ per tonne of CO in 2020) would reduce emissions in 2050 by 25% in China and by 30% in India, with respect to the BaU, at little cost. The marginal abatement cost curves are, however, steep and a higher level of taxation brings little emissions reductions at high costs. In China, only the two highest tax levels reduce emissions in 2050 below the 2005 level. In India, emissions in 2050 are higher than in 2005 even with the highest tax. Therefore, the pledge of the G8 and the MEF of reducing global emissions by 50% in 2050-with high-income countries cutting them by 80% and low-income ones by 25-30%-appears extremely costly and therefore unrealistic. A more sensible international climate architecture would push for the introduction of a moderate control of emissions in China and India and would avoid overly ambitious targets. The abnormity of climate change poses environmental concerns and indirectly promotes the development of low-carbon economic growth pattern. Climate change mitigation technology innovations contribute significantly to achieve environmental goals in China, and thus, technological cooperation has become a strategic choice for the Chinese provinces to achieve technological breakthroughs. Based on 3, 280, 808 patents, this study uses social network analysis (SNA) method and similarity measurement to discuss the evolution process and structural features of the spatial correlation network to analyze the patent data from 1985 to 2020. The process for the research is as follows. First, a form solution of the correlation problem to calculate the minimum Euclidean distance is available in the field of social network. Second, the European distance is used to measure the similarity between provinces, and then, SNA is used to construct the spatial correlation network. Finally, the similarity of growth trend of provincial patent applications in different years from a nonlinear perspective is described, so as to calculate the potential provincial linkage strength. The results demonstrate that low-carbon technology innovation in China takes the form of a network structure. The network exhibits significant characteristics of regional agglomeration, and several central provinces exert the role of mediation and transmission, such as Tianjin, Hubei, and Henan. The study contributes by illustrating the current situation of green technology innovation and provides a critical theoretical foundation for the government when formulating future low-carbon economy development policies. Cities are at the heart of climate change mitigation as they account for over 70% of global carbon emissions. However, cities vary in their energy systems and socioeconomic capacities to transition to renewable energy. To address this heterogeneity, this study proposes an Energy Transition Index (ETI) specifically designed for cities, and applies it to track the progress of energy transition in Chinese cities. The city-level ETI framework is based on the national ETI developed by the World Economic Forum (WEF) and comprises two sub-indexes: the Energy System Performance sub-index, which evaluates the current status of cities' energy systems in terms of energy transition, and the Transition Readiness sub-index, which assesses their socioeconomic capacity for future energy transition. The initial version of the dataset includes ETI and its sub-indexes for 282 Chinese cities from 2003 to 2019, with annual updates planned. The spatiotemporal data provided by the dataset facilitates research into the energy transition roadmap for different cities, which can help China achieve its energy transition goals. Achievement of national climate targets and the corresponding costs would entirely depend on regional actions within the country. However, because of substantial inequalities and heterogeneities among regions, especially in developing economies, aggressive or uniform actions may exacerbate inequity and induce huge economic losses, which in turn challenges the national climate pledges. Hence, this study extends prior research by proposing economically optimal strategies that can achieve national climate targets and ensure the greatest local and national benefits as well as regional equality. Focusing on the biggest developing country China, we find this strategy can avoid up to 1.54% of cumulative GDP losses for approaching carbon neutrality, and more than 90% of regions would obtain economic gains compared either with existing independently launched targets or with the uniform strategy that all regions achieve peak carbon emissions before 2030. We also provide optimal carbon mitigation pathways to regional peak carbon, carbon intensity and energy consumption. Aggressive or uniform actions on climate targets may exacerbate regional inequality and induce economic losses in China. Research on sustainable business models and climate change is the focus of this article, which examines the industry, business and sustainability which has attracted a lot of attention. Because of this, we are investigating the effects of implementing business sustainability capabilities using a multiple-case methodology. An original report on China's small- and medium-sized businesses provided the data for this study that examined the theoretical and empirical relationships between financial literacy, innovation and environmental conservation. We devised a conceptual model to demonstrate the impact of corporate sustainability skills and competencies on climate change. Endogeneity concerns connected to financial literacy, innovation and ecological sustainability necessitate the employment of an instrumental variable for climate change. After adjusting for individual and firm characteristics, we found that financial literacy may substantially impact a company's sustainable business model. The findings suggest that financial literacy may boost company innovations by relieving financial restrictions and enhancing corporate governance, both of which contribute to the development of sustainable businesses that assist in increasing climate change mitigation efforts. On the other hand, innovation has a more significant influence on low-leverage companies. Construction is an important sector for climate action. The construction, operation and maintenance, demolition and disposal stages of house buildings consume many resources and have a significant impact on society, the economy and the environment. To assess such efforts, we propose the emergy footprint model of house buildings, which can quantitatively analyse the ecological effect in the house buildings life cycle. The research shows the following. China's ecological efficiency of the housing sector is characterized by improvement. In the house building fifty-year life cycle, the emergy footprint of the operation and maintenance stage is the largest (75.92%), followed by the construction stage (21.95%), but the emergy footprint intensity of the latter is 4.82 times that of the former. Reducing energy consumption and carbon dioxide emissions in the operation and maintenance stage is the key to reducing the life cycle emergy footprint of house buildings. The ecological impact coefficient of house buildings is negatively exponentially correlated with their service life. It reaches ecological break-even when the service period of the house building is equal to 36.73 years. Climate change may make extreme droughts more frequent with heavy economic losses in China. Thus, this study aims to evaluate China's regional vulnerability to drought and propose proper mitigation strategies for drought vulnerable areas. In this paper, an integrated index containing exposure, sensitivity and adaptive capacity is developed to measure regional vulnerability to drought, and it is calculated by the integrated approach which combines slacks-based measure (SBM) model in data envelopment analysis (DEA) with genetic algorithm-based analytic hierarchy process (AHP). Accordingly, 65 cities in Anhui, Henan, Jiangsu and Shandong provinces of China are chosen as the study area. The results show that Anhui and Henan are more vulnerable to drought, and the proportions of cities with inefficient resilience to drought in the two provinces are 64.7 % and 55.6 % respectively. Compared with coastal areas, the inland regions have more drought vulnerable cities. In addition, the cities in the south are less vulnerable to drought than those in the central and north regions. Meanwhile, we conclude that the integrated index can measure the efficiency of resilience to drought and reveal the causes of drought vulnerability. It also indicates that adequate investments in drought preparedness and promotion of water efficiency are the crucial ways for drought vulnerability reduction. Arguments over equity during abatement goal setting is the principal obstacle to climate mitigation cooperation, while allocating global emissions to each country as deduced from the climate objective according to certain equitable principles offers an effective alternative to ending this dispute. Such an alternative also endows each country with the freedom to determine and develop its own pathway under its emissions budget while ensuring that global climate targets are met. Within this context, this paper integrated economic growth theory with the optimal control model and simulated the optimal abatement pathway as well as the economic growth trajectory for China within the allocated emissions budget. The study found that research and development (R&D) investment is an effective way of improving energy efficiency. Our simulation showed that the R&D intensity of the gross domestic product (GDP) would see a slight decline for the inceptive period, followed by an aggressive rise to a relatively high level before decreasing again. Under the 450 ppm carbon concentration target, the R&D investment intensity would have to increase significantly beginning from 2014 because of the more stringent demands as compared to other less rigorous targets such as 500 ppm. The economy would continue to grow, although growth would occur less rapidly under rigorous targets: relative to 2007 levels, the GDP would grow by 11-fold and 15-fold under the 450 and 500 ppm scenarios, respectively. In recent years, to improve air quality, significant efforts have been made to reduce regional aerosols including China, Europe and North America, which have potential impacts on climate. In this study, fast and slow climate responses in China to changes in domestic and foreign anthropogenic emissions of aerosols and precursors from 2013 to 2019 are investigated using the Community Earth System Model version 1 (CESM1). Aerosol emissions changes, especially reductions in China, North America and Europe, during 2013–2019 resulted in surface air temperature increases across the Northern Hemisphere. Global aerosol changes induce a regional warming of 0.2 °C in China, equally contributed by domestic and foreign emissions changes. China's domestic emission reductions lead to a regional average temperature rise of 0.1°C, primarily driven by rapid atmospheric adjustments over eastern China. Foreign aerosol changes, particularly reductions in North America and Europe, also contributed to a 0.1°C warming in China through slow oceanic processes. This warming in China induced by foreign aerosol changes is due to a teleconnection between the aerosol-induced anomalous regional warming in Eastern U.S.-North Atlantic Ocean-Europe and the downstream East Asian climate through anomalous wave trains propagation. This comment deals with the question of how current political regimes could effectively contribute to the mitigation of climate change—and why this might happen. Against the backdrop of the US government's announcement to withdraw from the Paris agreement, the rise of populist governments across the globe, and the slow progress of energy transformation projects in pluralistic countries, this paper focuses on China's potential role in climate change mitigation. Since 2008, the Chinese government has switched to a proactive stance on climate governance and low-carbon development. Due to significant improvements in CO2 efficiency and a clear slow-down in the rise of its annual total CO2 emissions, China is increasingly perceived as a new low-carbon champion and appears to be in a position to take over global climate mitigation leadership. This comment examines the drivers behind current low-carbon developments in China and tests the assumption that China's state-led non-participatory authoritarianism will effectively offer a solution to the global climate problem. Any switch to low-carbon development rests on complex societal preconditions and requirements. This paper discusses the reasons why the likelihood that the Chinese authoritarian regime will be effective over the long-term in lowering greenhouse gas emissions is uncertain at best—because of internal contestations, low public and private-business participation, and countervailing strategies to secure China's global market positions. In this paper, we discuss a range of issues concerning developing country participation in current global climate change mitigation negotiations, especially India and China. We argue that the problem of redefining 'common yet differentiated responsibilities' in a way which allows developing countries room to pursue their individual development goals while still achieving the necessary level of carbon mitigation is central to the debate. The choice of negotiating instruments, effective technology transfer and financial support, and other related issues have been raised principally by China and India, and may also be raised by several other countries. Kyoto non-compliance by Annex 1 countries will also greatly impact the negotiating power of China and India and other developing countries. We conclude that, once basic principles are clearly defined, the greatest incentive for China and India to participate in climate change negotiations is the prospect of future negotiating rounds that can be linked to a large number of climate change related issues, such as intellectual property, the potential for financial transfers and trade/market access. In this paper, we present the changing properties of losses due to occurrences of droughts, floods and typhoon disasters in the Guangdong province, a comparatively economically prosperous province in the south China. Influences of typhoon activities on droughts and floods are also analysed. Results based on extensive and thorough investigations indicate that (1) generally, Guangdong province is both humid and warm; however, in recent decades, the negative impacts of droughts seem to be enhancing, which is proved by increasing drought-induced economic loss. In this sense, considerable importance should be attached to droughts, but not solely to floods, in the Guangdong province; (2) low-lying terrain of the Guangdong province makes this region easy to be influenced by flood inundation. Moreover, highly urbanized areas are mostly located in the low-lying areas. Flood-induced loss was increasing before 1990s and is decreasing after 1990s, and this should be attributed mainly to seasonal shifts of precipitation changes and enhancing human mitigation to flood disasters; (3) typhoon activities often inflict considerable loss on the economy of the Guangdong province. Moreover, flood events in the study region are mostly the results of typhoon activities. The worldwide Paris accord climate objectives for the residential construction industry were mainly implemented into national law as CO2 emission reduction standards for specific years (80% reduction by 2035). The main goal of this study is to test the association between credit subsidies and climate change mitigation. Chinese and Japanese data from 2010 to 2019, unit root test, and error correction modelling technique are employed. The results are then analysed using a regression formula. The findings show significant results: (i) credit subsidies are important in climate change mitigation in China and Japan, (ii) they significantly contribute to mitigating fiscal imbalances, and (iii) it boosts trade across countries. Moreover, providing credit subsidies to local households is a beneficial practice that can mitigate climate change by 36% in China and 29% in Japan. Although battery electric vehicles (BEVs) are climate-friendly alternatives to internal combustion engine vehicles (ICEVs), an important but often ignored fact is that the climate mitigation benefits of BEVs are usually delayed. The manufacture of BEVs is more carbon-intensive than that of ICEVs, leaving a greenhouse gas (GHG) debt to be paid back in the future use phase. Here we analyze millions of vehicle data from the Chinese market and show that the GHG break-even time (GBET) of China's BEVs ranges from zero (i.e., the production year) to over 11 years, with an average of 4.5 years. 8% of China's BEVs produced and sold between 2016 and 2018 cannot pay back their GHG debt within the eight-year battery warranty. We suggest enhancing the share of BEVs reaching the GBET by promoting the effective substitution of BEVs for ICEVs instead of the single-minded pursuit of speeding up the BEV deployment race. The climate benefits of battery electric vehicles relative to internal combustion engine vehicles are favorable but usually delayed. The tourism industry has undergone rapid inquiry in modern times. Based on climatic importance, current research intends to inquire about the role of green financing in enhancing tourism growth by mitigating carbon emissions in China. The study used Data Envelopment Analysis to infer the efficiency of the study model in the study context based on research topicality. Our findings highlighted that China's local tourism destination, renowned for its health and wellness tourism, indicated tourist inspiration to visit climate-supporting visit stations. Reliable city-level product, building, and infrastructure material stocks data are essential for understanding historical material use patterns, benchmarking material efficiency, and informing future recycling potentials. However, such urban material stocks data are often limited, due primarily to unavailable, inconsistent, or noncontinuous city-level statistics. Here, we provided such an Urban Product, Building, and Infrastructure Material Stocks (UPBIMS) dataset for China, a country that has undergone a remarkable urbanization process in the past decades, by collating different official statistics and applying various gap-filling methods. This dataset contains the stock of 24 materials contained in 10 types of products, buildings, and infrastructure in all 337 prefecture-level cities in China from 1978 to 2020. This quality controlled and unified dataset is the first of its kind with such a full coverage of all prefecture-level Chinese cities and can be used in a variety of applications, for example in urban geography, industrial ecology, circular economy, and climate change mitigation. The study intends to assess the role of financial decentralization on carbon taxation and carbon emission to recommend the way forwards for economic recovery. To estimate the nexus, study applied the cointegration analysis technique, CGE estimation model, long-run analysis using t-CGE model, and robustness analysis technique on Chinese data. Research findings declare that financial decentralization has significant role on extending the carbon taxation in China and financial decentralization supported 14.92% to expand carbon taxation throughout the Chinese industries. In such industries, pollution emission industries are the top of the list including transportation industry and other manufacturing companies. Overall, manufacturing industries size is about 78% and 11% size of transportation industry is included. Correspondingly, the findings also revealed that financial decentralization supports climate change mitigation with 29% and carbon taxation limits carbon emission with 44% in Chinese industries. Study directs to the stakeholders to enhance carbon taxation schemes in all sectors of the all the industries of China and come up with the viable policy action so that the desired sustainable development goals may achieve effectively. Governments worldwide often provide subsidies to renewable energy for reasons such as climate change mitigation and environmental pollution reduction. However, the importance of such subsides is not well understood and much debated. In this study, 109 monthly observations of the installed wind power capacity at the provincial level were used to assess the most important wind power subsidy policy in China—feed-in tariffs, while controlling for other confounding factors, such as technological change, local energy mix, and wind curtailment. The long panel regression results indicate that with other factors unchanged, an increase of 0.1 yuan/kWh in feed-in tariffs added 7.4–9.6 GW of wind capacity to China's national wind power market annually, higher than most of the estimates in the literature, but more consistent with the fast wind capacity development in China. Without the FIT subsidy, China's current wind power market size would likely be approximately 80% smaller. Our findings can be used to predict the impact of future cost reduction of wind technologies, and examine the interconnected relationships between wind capacity development, subsidy burden, and wind curtailment issues. Understanding the stability of terrestrial carbon sinks (S-TCS) contributes to more accurate prediction of the terrestrial carbon sink (TCS) in the context of future global change and helps inform climate change mitigation policies. Here, focusing on China, we analyzed the spatial distribution and driving mechanisms for the S-TCS, quantified by the interannual variability of the TCS, using three independent approaches (atmospheric inversions, ecosystem carbon cycle models, and machine learning models based on flux tower observations). We found that the interannual variability of the TCS in China is relatively small compared with the conterminous United States and geographic Europe, indicating a generally stable TCS in China. Spatially, the S-TCS is lower in the North China Plain, Northeast China Plain, and western Yunnan-Guizhou Plateau than in other regions, with varying underlying mechanisms. Large interannual variations in precipitation and high TCS sensitivities to precipitation fluctuations explain the low S-TCS in the North China Plain and Northeast China Plain, while high TCS sensitivities to temperature variations drive the low S-TCS in the western Yunnan-Guizhou Plateau. Vegetation change can alter surface energy balance and subsequently affect the local climate. This biophysical impact has been well studied for forestation cases, but the sign and magnitude for persistent earth greening remain controversial. Based on long-term remote sensing observations, we quantify the unidirectional impact of vegetation greening on radiometric surface temperature over 2001–2018. Here, we show a global negative temperature response with large spatial and seasonal variability. Snow cover, vegetation greenness, and shortwave radiation are the major driving factors of the temperature sensitivity by regulating the relative dominance of radiative and non-radiative processes. Combined with the observed greening trend, we find a global cooling of −0.018 K/decade, which slows down 4.6 ± 3.2% of the global warming. Regionally, this cooling effect can offset 39.4 ± 13.9% and 19.0 ± 8.2% of the corresponding warming in India and China. These results highlight the necessity of considering this vegetation-related biophysical climate effect when informing local climate adaptation strategies. Climate justice is a concept with many different and competing interpretations. It has salience at intra-country, inter-country and intergenerational levels of climate politics. While inter-country climate justice has long been on the agenda of United Nations climate negotiations, the intra-country and intergenerational aspects of climate justice have assumed new prominence in many countries in recent years, as the economic consequences of mitigation became felt and transnational activism highlighted youth concerns. The diverse elements of and approaches to climate justice have this in common: realising them requires massive financial interventions and reforms. This article examines the still emerging frameworks to finance climate justice in two of the jurisdictions most important to the global response to climate change: the European Union and the People's Republic of China. The EU and China have in common that they are both on the front line of financial innovation to respond to climate change. They are utilising similar tools of systemic financial intervention in order to transition financing to climate-friendly investment, in the first case domestically, but with clear implications for global financial markets. However, the EU and China are utilising climate financing mechanisms in the context of very different prevailing perspectives on climate justice. This article interrogates the relationship between these different perspectives on climate justice and the distribution, scale and pace of climate finance. The article also observes that while the EU incorporated climate justice considerations in its economic responses to the COVID-19 pandemic with a recovery package prioritising climate action, China did not take the opportunity to foster a 'green recovery'. Cities in China are on the frontline of low-carbon transition which requires monitoring city-level emissions with low-latency to support timely climate actions. Most existing CO2 emission inventories lag reality by more than one year and only provide annual totals. To improve the timeliness and temporal resolution of city-level emission inventories, we present Carbon Monitor Cities-China (CMCC), a near-real-time dataset of daily CO2 emissions from fossil fuel and cement production for 48 major high-emission cities in China. This dataset provides territory-based emission estimates from 2020-01-01 to 2021-12-31 for five sectors: power generation, residential (buildings and services), industry, ground transportation, and aviation. CMCC is developed based on an innovative framework that integrates bottom-up inventory construction and daily emission estimates from sectoral activities and models. Annual emissions show reasonable agreement with other datasets, and uncertainty ranges are estimated for each city and sector. CMCC provides valuable daily emission estimates that enable low-latency mitigation monitoring for cities in China. Many countries have taken stringent climate policies to minimize the risks by climate change. But these policies could burden households and the poor with the extra costs and threaten their wellbeing. However, the consequences of climate policies on poverty and welfare loss are seldom presented in stringent long-term climate change mitigation projections. Carbon pricing is a cost-effective approach; how it affects households varies among countries. This study investigated the distributional effects and poverty implications of carbon pricing in China during the transition towards carbon neutrality and the Paris Agreement's long-term goals. We assessed multiple poverty and equity standards in future scenarios with a newly developed integrated assessment model. It was found that climate change mitigation efforts would not greatly hinder poverty alleviation in China, with the poverty headcount under the $3.2/cap/day-threshold being less than 0.3 million people in 2050 in most scenarios. A carbon tax became a regressive factor mainly due to price increases in food and energy goods. This indicates that the distributional effects on carbon pricing should be considered. For example, supplementary policies that compensate for price changes, such as subsidies and early mitigation actions, that lead to modest price increases in the long term are worthy of consideration as valid instruments for the just transition towards the 2 °C or even 1.5 °C pathway. Two emerging policy instruments, carbon pricing and green investments, highlight a complementary relationship between climate mitigation and economic growth. As such, they both advance climate policy differently from command-and-control methods. The central government in China has announced a vision of promoting the two emerging instruments; however, there may be a gap between the central government's vision and local governments' practice. This study measured the application of the three instruments (command-and-control, carbon pricing, and green investments) at the city-level, and described the trends in instrument use from 2011 to 2019. The overall evolution was as follows. Local governments adopted diversified instruments, including rapid but not widely developed carbon pricing, and maintained the command-and-control method. The evolution was different in cities that emphasized the co-benefits of climate and air pollution control; this reflected a binary instrument approach that included the development of both command-and-control and green investment methods. The results identified notable gaps in the application of the green investment method between central and local governments; however, in cities that emphasize co-benefits, the efforts to bridge central–local gaps should mainly focus on the carbon pricing method.
