As healthcare systems around the world are facing increasing physician shortages, more physicians are migrating from low to high income countries. Differences in medical education and international interaction may have significant effect on physician flows. The Chinese Medical Graduates (CMGs) in the US present an interesting case to examine this effect. This paper evaluated the current number and historical trends of CMGs in the US from mainland China, Taiwan, and Hong Kong comparing their differences and similarities in terms of demographic and geographic characteristics. Since 2000, the number of CMGs in the US showed a consistent upward trend at a rate of approximately 206 additional graduates per year. In 2010, there were 8,797 CMGs in the US. Compared to CMGs from mainland China, CMGs from Taiwan and Hong Kong were much older. Much larger proportion of Taiwan and Hong Kong CMGs were male. However, they were more likely to practice in solo settings than mainland CMGs. The vast majority of CMGs are concentrated in urban areas and no significant differences were found for their distributions in underserved areas. However, a larger proportion of Taiwan and Hong Kong CMGs were in western coastal states; whereas a larger proportion of mainland CMGs were located in eastern coastal states. Fluctuations in CMG numbers in the US reflect the significant differences within the medical education systems among the three. The seemingly homogenous CMGs in the US do show significant differences. Given the magnitude and historical trends of migration of CMGs to the US, further exploration of its causes and impact is needed. [ABSTRACT FROM AUTHOR]

After noting the rise of geoeconomics in the post-Cold War era, the paper ascertains how the age of geoeconomics re-defines power and the rules of the balance of power game. Of particular significance is that a nation’s economic security eclipses its military security (or traditional national defense). In this context, I examine the meanings of the rise of a re-ascendant China for world politics in general and for Taiwan’s future in particular. Considering Taiwan’s heavy dependence on imported natural resources and its isolation and exclusion from vital international economic groupings, such as FTA’s. ASEAN, ASEM, and the 16-nation Asian super economic bloc in the marking. Human resources are increasingly crucial to the growing economies of East Asia, which are striving to diversify economically toward higher value-added product-markets to continue their growth. Human resource management (HRM) in Taiwan, based on Confucianism and influenced by Western management research and practice, has been experiencing a major paradigm shift of sorts in recent years. With Taiwan’s rapid economic growth followed by its industrial and institutional transformation, HRM in the region has been developing to cope with the increasingly competitive and fast-changing business world. As such, this study reviews HRM’s development in Taiwan over the recent decades. The reviewed studies were gathered from work published from 1990 to 2016 appearing in the Social Sciences Citation Index or Taiwan Social Sciences Citation Index Chinese journals. A detailed discussion of HRM development in Taiwan is made, along with a summarizing scheme and some comparison to HRM in other select economies in East Asia, including those of Mainland China and Hong Kong which share the same cultural lineage and values. This article seeks to explain the conditions that determine the divergent fates of union actors under democratic governments by examining union activism around four labor reform episodes (union rights recognition, wage increases, workweek reductions, and job protection/anti-privatization) in democratized Korea and Taiwan. This study first describes that labor reform politics in these two new democracies involved contrasting processes and produced divergent outcomes. Korean unions that have resorted to contentious mobilization have been more successful in areas where their sheer mobilizing strength matters (such as company-level bargaining of wages and other material benefits), but less successful in national policy reforms. On the contrary, Taiwanese unions have been more effective in securing labor policy concessions, while obtaining less drastic changes at the company-level gains. This article contends that these divergent outcomes for unions’ gains would not have been possible without the differences they faced in the degree of permeability within their respective formal political institutions and partisan interests that draw these unions into these labor reform politics. The labor quality index (LQI) not only serves as an important reference for monitoring the progress of the sustainable development of a country, but it can also serve as an important parameter for economic analysis. To compile such an index for Taiwan, we conducted two large-scale surveys of 1000 major enterprises and 844 union leaders, respectively, to determine the appropriate weights for each key factor. We also searched for all the relevant statistics that were used to calculate the weighted sum of the 25 sub-indexes, in order to compile a LQI for Taiwan’s manufacturing industries covering the period from 1990-2000. Our calculations show that this LQI rose from 80.2 in 1990 to 117.5 in 2000, which reflected an impressive 37.3% increase in just one decade. This rate of growth has, however, been slowing down since 1997. Our results indicate that the LQI provides a valuable indicator for monitoring the enhancement of labor quality in this society.
