The reality of global climate change demands novel approaches to science that are reflective of the scales at which changes are likely to occur, and of the new forms of knowledge required to positively influence policy to support vulnerable populations. We examine some of the opportunities and challenges presented by a collaborative, transdisciplinary research project on climate change adaptation in Africa and Asia that utilized a hotspot approach. A large-scale effort to develop appropriate baselines was a key challenge at the outset of the program, as was the need to develop innovative methodologies to enable researchers to work at appropriate spatial scales. Efforts to match research to the biophysical scales at which change occurs need to be aware of the mismatch that can develop between these regional scales and the governance scales at which decisions are made. The north-western part of Bangladesh especially the Barind region is considered as a drought-prone area. The objective of this paper is to find out the adaptation measures practised by farmers to cope with climate change and agricultural drought in two drought-prone villages of the north-western Bangladesh. The primary data for this study were collected from a structured questionnaire survey conducted on 130 households selected from 192 through simple random sampling. The present study finds that agriculture of this area is recurrently disrupted by frequent drought events. Moreover, the climate change will increase both frequency and magnitude of extreme drought events in this region. This paper identifies that the impacts of drought on agriculture are difficulties in irrigation, disruption in cropping pattern, depletion of ground water table, problem in fish cultivation and so on. On the other hand, analyses unveil that respondents practised a range of adjustment strategies to combat adverse impacts of drought such as adoptions of drought-tolerant crop varieties, rainwater harvesting, mango and jujube intercropping with rice, kitchen gardening, weed control and reducing water loss, constructing water control structures, irrigation and cultivation of fast-growing fish species. Therefore, the present study recommends proper drought early warning system, reserving surface water, managing supplemental irrigation, tree plantation, re-excavation of canals and traditional ponds, credit support to the farmers, preparedness and awareness rising to ensure the future sustainable agricultural development in the study areas. Small island developing states (SIDS) are among the most vulnerable in the world to the impacts of climate change. SIDS have prioritised adaptation to climate change as it is widely accepted that some climate change is inevitable. Given the high cost of adaptation and the financial constraints faced by SIDS, many have pursued international adaptation financing to meet adaptation costs and ease domestic constraints. This paper analyses international adaptation financing commitments to SIDS across multiple regions between 2010 and 2014. It has three aims. First, it identifies trends in this financing from Members of the Organisation for Economic Co-operation and Development to SIDS. Second, using a multivariate regression model, it identifies the determinants of this financing to SIDS, compared to other developing countries. Third, it elicits the perspectives of policy-makers in SIDS on their experience with international adaptation financing to date. This study finds that (1) the allocation of funding and donor commitments to SIDS is highly skewed, (2) whether a country is classified as a SIDS is a determinant of the amount of adaptation financing it can expect to receive-other determinants include population, per capita income, governance quality and vulnerability, depending on how it is conceptualised and measured, and (3) SIDS are dissatisfied with the current levels of international adaptation financing and their experience with accessing it. This paper concludes that, while international adaptation flows have not been sufficient, SIDS have not been disadvantaged in their access to such financing over the period, compared to other developing countries. This paper provides an analysis of adaptation to extreme climate changes using the Australian animal husbandry data. The paper finds that farmers have adapted to a hot and arid climate regime through animal husbandry. The number of sheep vastly increases into arid ecosystems while the number of beef cattle does not decline in high temperatures. In the future climate system in which Australia becomes hotter and more arid, we predict that farmers will increase by large percentages the numbers of beef cattle and/or sheep owned in order to adapt to a highly unfavorable climate condition, especially into the arid ecosystems. This paper estimates Malaysian farmers' willingness to pay (WTP) for a planned adaptation programme for addressing climate issues in the Malaysian agricultural sector. We used the contingent valuation method (CVM) for a monetary valuation of farmers' preferences for a planned adaptation programme by ascertaining the value attached to address climatic issues in the Malaysian agricultural sector. Structured questionnaires were distributed among the sampled farmers. The study found that 74 % of respondents were willing to pay for a planned adaptation programme and that several socioeconomic and motivation factors have greater influence on their WTP. This paper clearly specifies the steps needed for all institutional bodies to better address issues in climate change. The impact of climate-related changes on northern Canada's renewable resource sectors makes bolstering adaptive capacity an urgent imperative throughout the region. Although social learning is a key ingredient of adaptive capacity, our understanding of the relationships among social learning, adaptive capacity, and climate change adaptation is limited. Building on previous conceptual and empirical studies, this paper develops a framework that clarifies the interactions among social learning, adaptive capacity and climate change adaptation pertinent to a regional scale of analysis. The framework is multi-layered and consists of different levels of governing variables, units of analysis, learning outcomes and climate change adaptations. It is also integrative in that it encompasses social learning motivations, context and process factors, and outcomes, along with key determinants of adaptive capacity. A post hoc assessment of two climate change disturbances in northern boreal resource systems reveals the applicability of the framework to a regional scale analysis. [ABSTRACT FROM AUTHOR]

In recent years, policy makers and scientists have become interested in the dynamic links between migration and environmental change (Döös in Global Environ Change 7(1):41-61, ; Adger et al. in Living with Environmental Change: Social vulnerability, adaptation and resilience in Vietnam, ; Gunderson and Holling in Panarchy-understanding transformations in systems of humans and nature, Island Press, Washington, DC, Gunderson and Holling ; Scoones et al. in Dynamic systems and the challenge of sustainability, ; Galaz et al. in Ecosystems under pressure. A policy brief for the International Commission on Climate Change and Development, ). Recently, scoping activities have emerged to produce empirical observations about the role of environmental change in decisions about human mobility, including a range of movements from voluntary to forced migration and displacement. One notable recent attempt to contribute to the base of knowledge about the links between environmental change and migration has been the European Commission co-sponsored the Environmental Change and Forced Scenarios (EACH-FOR) project. The EACH-FOR project was created to assess the impact of environmental change on migration at the local, national, regional and international level. This paper shares the methods and fieldwork experiences of a first-time, multicontinent survey of environmental change and migration from the research project supported by the European Commission: Environmental Change and Forced Migration Scenarios (EACH-FOR, Contract Number 044468, ). This paper has three purposes. First, the authors explore issues related to how EACH-FOR designed its methodological approach for the first global survey of environmental change and migration. The paper then describes how the project attempted to create a method that would produce comparable results in a challenging context of multiple scientific challenges and trade-offs for research design. The second purpose of this paper is to examine how field researchers implemented and used this methodology in the EACH-FOR project. This paper takes a closer look at the fieldwork approach applied in investigating the 23 EACH-FOR project case studies. These case studies presented diverse local conditions and social contexts and different types of environmental changes. The paper discusses some of the practical considerations and shortcomings of the method in practice and illustrates how local researchers from selected case studies managed the challenges of their complex assignment. Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change. There is a growing availability of climate change information, offered to scientists and policy makers through climate services. However, climate services are not well taken up by the policy-making and planning community. Climate services focus on primary impacts of climate change, e.g., the disclosure of precipitation and temperature data, and this seems insufficient in meeting their needs. In this paper, we argue that, in order to reach the spatial planning community, climate services should take on a wider perspective by translating climate data to policy-relevant indicators and by offering support in the design of adaptation strategies. We argue there should be more focus on translating consequences of climate change to land-use claims and subsequently discuss the validity, consequences and implications of these claims with stakeholders, so they can play a role in spatial planning processes where much of the climate adaptation takes place. The term Climate Adaptation Services is introduced as being a stepwise approach supporting the assessment of vulnerability in a wider perspective and include the design and appraisal of adaptation strategies in a multi-stakeholder setting. We developed the Climate Adaptation Atlas and the Climate Ateliers as tools within the Climate Adaptation Services approach to support decision-making and planning processes. Climate change and its consequence of sea level rise are major issues for small island developing states (SIDS), as they worsen many other pressures on their people and their environment. Accordingly, articles in this special issue of Regional Environmental Change on SIDS address research gaps in the following thematic areas of the human dimensions of climate change. (1) Islander perceptions of climate change and the information sources on which these are based. (2) Migration to richer countries, which dominates popular media articles, so that scholars from a wide range of disciplines have given their perspectives on it. For many SIDS, however, relocation within that country is much more of an issue, but little studied as yet. (3) Community-based adaptation, a theme which only rarely appears in peer-reviewed journals. (4) National, regional and international policies and the effectiveness of their implementation. (5) Social and cultural issues arising from the above. This paper provides an overview of these and some related themes of importance to SIDS, including ocean acidification and land degradation. Researchers based in the SIDS and regional organisations have an important role in recognising these issues and in developing the local skills base needed to deal with them. The current and projected impacts of climate change make understanding the environmental and social vulnerability of coastal communities and the planning of adaptations important international goals and national policy initiatives. Yet, coastal communities are concurrently experiencing numerous other social, political, economic, demographic and environmental changes or stressors that also need to be considered and planned for simultaneously to maintain social and environmental sustainability. There are a number of methods and processes that have been used to study vulnerability and identify adaptive response strategies. This paper describes the stages, methods and results of a modified community-based scenario planning process that was used for vulnerability analysis and adaptation planning within the context of multiple interacting stressors in two coastal fishing communities in Thailand. The four stages of community-based scenario planning included: (1) identifying the problem and purpose of scenario planning; (2) exploring the system and types of change; (3) generating possible future scenarios; and (4) proposing and prioritizing adaptations. Results revealed local perspectives on social and environmental change, participant visions for their local community and the environment, and potential actions that will help communities to adapt to the changes that are occurring. Community-based scenario planning proved to have significant potential as an anticipatory action research process for incorporating multiple stressors into vulnerability analysis and adaptation planning. This paper reflects on the process and outcomes to provide insights and suggest changes for future applications of community-based scenario planning that will lead to more effective learning, innovation and action in communities and related social-ecological systems. This paper deals with coping and adaptation processes to natural hazards and (potential) climate change impacts. Selected response measures to natural hazards are critically reviewed with respect to the actual and potential consequences that these measures might imply for additional adaptation needs and changes within social-ecological systems. In this context, the author introduces the concept of first- and second-order adaptation processes in order to underline the cascade process that adaptation implies, the potentials for failure, and the limits of adaptation. Important aspects of first- and second-order adaptation processes as well as the issue of the limits of adaptation are illustrated based on observations and empirical work conducted in Vietnam. In its final part, the paper discusses the findings in light of selected theoretical approaches that might help to understand how stabilization and destabilization processes are influenced or even triggered by adaptation measures. Adaptation to climate change is an important theme in the strategy and policy of institutions around the world. Billions of dollars are allocated every year, based on cost estimates of actions to cope with, or benefit from the impacts of climate change. Costing adaptation, however, is complex, involving multiple actors with differing values and a spectrum of possible adaptation strategies and pathways. Currently, expert driven, top-down approaches dominate adaptation costing in practice. These approaches are subject to misallocation, with global funds not always reaching vulnerable communities in most need. This paper introduces an analytical framework called Participatory Social Return on Investment (PSROI), which provides a structured framework for multi-stakeholder planning, selection and valuation of appropriate methods of adaptation. The broader economic, social and environmental impacts of these adaptation actions are explored and valued through a participatory process. PSROI is strength-based, building local capacity and generating stakeholder buy-in. The financial valuation generated provides an additional tool for examining and prioritizing adaptation actions based on their impact. Results from a pilot of the PSROI framework in a smallholder farming community in Western Kenya provide empirical evidence for the difference between expert driven desk-based and ground-based cost estimates that involve local communities. There was an approximate 70 % reduction in the valuation of an agroforestry intervention, selected by the local community, when compared between the desk-based valuation and that of the local community, using primary field data. This reduced expectation of the desk-based PSROI is justified by coherent explanations such as lack of knowledge about the intervention, misconception about the potential costs and benefits, and the risk-averse nature of the farmers. The assessment of regional vulnerability to climate change has become an important issue in climate change adaptation. In order to aid decision making in terms of prioritising adaptation action or allocating resources for adaptation measures, both scholars and policy makers emphasise the need for comprehensive and spatially explicit vulnerability studies. Adaptive capacity is not only an important part of vulnerability assessments, it also underlies and enables the governing of adaptation activities, thus making it an issue relevant to policy. Hence, the assessment of adaptive capacity gives decision makers on international, national and regional level important information to develop adaptation policy. Drawing on current vulnerability and adaptive capacity studies, the objective of this paper is to present a framework that structures adaptive capacity assessments based on science-policy interaction, discussing the objectives of the assessment, the methodology and the use of results. The framework is applied to two examples: a pan-European assessment of adaptive capacity and an assessment of the adaptive capacity of the tourism sector in the European Alps, both on the regional level. The main findings show how decisions related to methodology can influence the use of results in decision making. In conclusion, this paper contributes to the literature by arguing that more attention needs to be paid to assessment design in order to better support the mobilisation of adaptive capacity for adaptation. Geographic factors make mountain communities around the world vulnerable to the direct effects of climate change, and reliance on recreation and tourism can increase vulnerability to the secondary economic impacts.The goal of this research was to investigate the current state of community adaptation planning in the Southern Rocky Mountain region of North America. Using original survey data this paper discusses the challenges that community and county officials currently face, the perceived effects of future climate change in this region, and the perceived barriers to adaptation planning and hurdles to adaptation implementation. Results show lack of resources, information and political will are the most commonly reported barriers to adaptation. This paper also examines the connectivity between mountain communities and the surrounding federal public lands. Fifty one percent of respondents report that decisions made on nearby public lands frequently or always affect planning and decision making in their community. Collaborative efforts between these entities are proposed as a way to reduce the resource burden of adaptation planning for both entities. Finally, this paper discusses how attitudes and beliefs about climate change affect responses to questions about adaptation planning. On average, respondents who report higher levels of concern about and belief in climate change and those who are better informed about climate change report higher levels of adaptation planning. Elected officials in this sample have, on average, lower concern about and belief in climate change than bureaucratic respondents. This paper uses a sensitivity framework approach to look at the probabilistic impacts of climate change on 20-year return period flood peaks, by applying a set of typical response surfaces alongside the probabilistic UK Climate Projections (UKCP09) for 10 river-basin regions over Scotland. The first paper of the pair used the same approach for 10 river-basin regions over England and Wales. This paper develops the methodology for Scotland, by first enabling better estimation of the response type of Scottish catchments. Then, as for England and Wales, the potential range of impacts is shown for different types of catchment in each river-basin region in Scotland, and regional average impact ranges are estimated. Results show clear differences in impacts between catchments of different types and between regions. The Argyll and West Highland regions show the highest impacts, while the North-East Scotland region shows the lowest impacts. Scenarios have become a powerful tool in integrated assessment and policy analysis for climate change. Socio-economic and climate scenarios are often combined to assess climate change impacts and vulnerabilities across different sectors and to inform risk management strategies. Such combinations of scenarios can also play an important role in enabling the interaction between experts and other stakeholders, framing issues and providing a means for making explicit and dealing with uncertainties. Drawing on experience with the application of scenarios to climate change assessments in recent Dutch research, the paper argues that scenario approaches need to be matched to the frames of stakeholders who are situated in specific decision contexts. Differentiated approaches (top-down, bottom-up and interactive) are needed to address the different frames and decision-making contexts of stakeholders. A framework is proposed to map scenarios and decision contexts onto two dimensions: the spatial scale of the context and the starting point of approach used in scenario development (top-down, bottom-up or incident-driven). Future climate and socio-economic scenario development will be shaped by the need to become better aligned with multiple interacting uncertainties salient to stakeholders. [ABSTRACT FROM AUTHOR]

Research that projects biophysical changes under climate change is more advanced than research that projects socio-economic changes. There is a need in adaptation planning for informed socio-economic projections as well as analysis of how these changes may exacerbate or reduce vulnerability. Our focus in this paper is on the delivery of time-sensitive socio-economic information that can better support anticipatory adaptation planning approaches. Using a ‘multiple lines of evidence’ approach based on Australian Bureau of Statistics’ data (2010/2011), we examine the socio-economic vulnerability of the grazing sector located on Australia’s east coast. We profile the east coast grazing sector through an overview of the composition of its workforce and the value of grazing commodities produced. We then assess the potential vulnerability of the grazing sector using spatial snapshots of five factors known to shape socio-economic vulnerability in New South Wales and Queensland: (1) reliance on agriculture, (2) geographic remoteness, (3) socio-economic disadvantage, (4) economic diversity and (5) age. Our assessment of the east coast grazing sector reveals six subregions characterised by high potential socio-economic vulnerability to the impacts of climate change. We find high percentages of labour forces employed in agriculture, geographic remoteness and age (high percentages of owner/managers and employees in younger age groups) to be drivers of vulnerability. Finally, we evaluate the ways in which these vulnerabilities may be exacerbated or reduced in light of emerging environmental, economic and social trends. Adaptation research has changed significantly in recent years as funders and researchers seek to encourage greater impact, ensure value for money and promote interdisciplinarity across the natural and social sciences. While these developments are inherently positive, they also bring fresh challenges. With this in mind, this paper presents an agenda for the next generation of climate adaptation research for development. The agenda is based on insights from a dialogue session held at the 2016 Adaptation Futures conference as well as drawing on the collective experience of the authors. We propose five key areas that need to be changed in order to meet the needs of future adaptation research, namely: increasing transparency and consultation in research design; encouraging innovation in the design and delivery of adaptation research programmes; demonstrating impact on the ground; addressing incentive structures; and promoting more effective brokering, knowledge management and learning. As new international funding initiatives start to take shape, we underscore the importance of learning from past experiences and scaling-up of successful innovations in research funding models. The genus Melaleuca consists of around 260 species covering over eight million hectares (including native and introduced species) and distributed mostly in Australia, but also occurring in South-East Asia, the Southern United States and the Caribbean. Melaleuca populations predominantly occur in wetland or/and coastal ecosystems where they have been significantly affected by climate change. This paper assesses the potential responses of the Melaleuca genus to climate change, based on the synthesis of worldwide published data. The main findings include: (i) that the Melaleuca genus has a rich species diversity, and significant phenotypic diversity in a variety of ecosystems; (ii) they demonstrate significant local adaptation to harsh conditions; and (iii) the fossil records and taxon biology indicate the evolution of the Melaleuca genus began around 38 million years ago and they have survived several significant climatic alterations, particularly a shift towards cooler and drier climates that has occurred over this period. These findings show that the Melaleuca genus is highly resilient and adaptable and based on this, this paper argues that Melaleuca can adapt to climate change through Wright's 'migrational adaptation', and can be managed to achieve sustainable benefits. This paper undertakes an in-depth analysis of six least developed countries (LDCs) in South and Southeast Asia to assess the extent of mainstreaming climate change adaptation into national development plans by reviewing their National Adaptation Programmes of Action (NAPAs), national development plans, and Strategic Programs for Climate Resilience (SPCRs) (where available). The paper proposes two perspectives to analyze the level of mainstreaming and five factors that may affect such a level. The results show that there is a significant difference in the success of their mainstreaming efforts: mainstreaming is relatively advanced in Bangladesh, limited in Lao People's Democratic Republic, the Maldives, and Nepal, and still minimal in Bhutan and Cambodia. Among the factors, the study finds that the inter-ministerial coordination supported by the highest levels of government is most relevant to the success of mainstreaming, which is measured by the integration of climate adaptation consideration into development priorities and a country's own initiatives, particularly those involving budget allocation. Recognition of the need for mainstreaming and monitoring and evaluation also affect the success of mainstreaming efforts in LDCs. Another important factor is to make adaptation plans compatible with national development plans in terms of their time horizon, and SPCRs effectively facilitate this process. As all countries still require external support for advancing mainstreaming, the role of development partners is instrumental. The savanna region of Africa is a potential breadbasket of the continent but is severely affected by climate change. Understanding farmers' perceptions of climate change and the types of adjustments they have made in their farming practices in response to these changes will offer some insights into necessary interventions to ensure a successful adaptation in the region. This paper explores how smallholder farmers in the Nigerian savanna perceive and adapt to climate change. It is based on a field survey carried out among 200 smallholder farm households selected from two agro-ecological zones. The results show that most of the farmers have noticed changes in climate and have consequently adjusted their farming practices to adapt. There are no large differences in the adaptation practices across the region, but farmers in Sudan savanna agro-ecological zone are more likely to adapt to changes in temperature than those in northern Guinea savanna. The main adaptation methods include varying planting dates, use of drought tolerant and early maturing varieties and tree planting. Some of the farmers are facing limitations in adapting because of lack of information on climate change and the suitable adaptation measures and lack of credit. The study then concludes that to ensure successful adaptation to climate change in the region, concerted efforts are needed to design and promote planned adaptation measures that fit into the local context and also to educate farmers on climate change and appropriate adaptation measures. This paper assesses sea-level rise impacts on Africa at continental and national scales including the benefits of mitigation and of applying adaptation measures, considering four scenarios of global mean sea-level rises from 64 to 126 cm in the period of 1995-2100. We find that in 2100, 16-27 million people are expected to be flooded per year, and annual damage costs range between US$ 5 and US$ 9 billion, if no adaptation takes place. Mitigation reduces impacts by 11-36%. Adaptation in the form of building dikes to protect against coastal flooding and nourishing beaches to protect against coastal erosion reduces the number of people flooded by two orders of magnitude and cuts damage costs in half by 2100. Following such a protection strategy would require substantial investment. First, Africa's current adaptation deficit with respect to coastal flooding would need to be addressed. DIVA suggests that a capital investment of US$ 300 billion is required to build dikes adapted to the current surge regime and US$ 3 billion per year for maintenance. In addition, between US$ 2 and US$ 6 billion per year needs to be spent on protecting against future sea-level rise and socio-economic development by 2100. This suggests that protection is not effective from a monetary perspective but may still be desirable when also taking into account the avoided social impact. We conclude that this issue requires further investigation including sub-national scale studies that look at impacts and adaptation in conjunction with the development agenda and consider a wider range of adaptation options and strategies. The implications of environmental change for migration are little understood. Migration as a response to climate change could be seen as a failure of in situ adaptation methods, or migration could be alternatively perceived as a rational component of creative adaptation to environmental risk. This paper frames migration as part of an adaptation response to climate change impacts to natural resource condition and environmental hazards. Thresholds will be reached by communities after which migration will become a vital component of an effective adaptation response. Such changes to migration patterns have the potential to undermine migration policy unless appropriate preparations are undertaken. This paper describes an approach to assist researchers to frame how climate change will influence migration by critically analysing how thresholds of fundamental change to migration patterns could be identified, primarily in relation to two case studies in Nepal and Thailand. Future policy for internal and international migration could be guided by the analysis of such thresholds of non-linear migration and resourced effectively to ensure that socio-economic and humanitarian outcomes are maximised. Regardless of the success of climate change mitigation efforts, the international community has concluded that societies around the world will need to adapt to some magnitude of climate change in the 21st century. While some economic sectors (e.g., agriculture, water resources and construction) have been actively engaged in climate change adaptation research for years, adaptation has received scant consideration within the tourism-recreation industry. This is particularly the case for adaptation by tourism operators (supply-side). One exception where progress on supply-side climate adaptation has been made is the ski industry. This paper provides a brief overview of the literature on the implications of climate change for the international ski industry and how adaptation by ski area operators has been treated within these studies. This is followed by an inventory of climate adaptation practices currently used by ski industry stakeholders, including the historical development of certain key adaptations and constraints to wider use. The characteristics of ski areas with higher adaptive capacity are identified. Considering the highly competitive nature of the ski industry and the generally low climate change risk appraisal within the industry, climate change adaptation is anticipated to remain individualistic and reactive for some time. With only a few exceptions, the existing climate change literature on winter tourism has not considered the wide range of adaptation options identified in this paper and has likely overestimated potential damages. An important task for future studies is to develop methodologies to incorporate adaptation so that a more accurate understanding of the vulnerability of the international ski industry can be ascertained. This paper examines barriers and opportunities for climate change adaptation in an urban coastal setting where adaptation is in its infancy. It draws on a diagnostic framework as a foundation for identifying and organising barriers and opportunities in terms of three broad phases of the adaptation process, i.e. (1) understanding the problem, (2) planning adaptation options and (3) managing implementation of such options. Data come from the analysis of documents (e.g. policy, plans and reports) and a survey of 49 representatives from 42 organisations (e.g. government, environmental non-governmental organisations, businesses and local industry and professional associations). Nineteen barriers and/or opportunities pertaining to the different phases of the adaptation process were identified. Three of those barriers (i.e. competing priorities, existing management context and existing ecological context) are our additions to the initial list of common barriers proposed in the diagnostic framework. Barriers pertaining to the understanding phase were the most frequently noted by respondents. The understanding phase was also one which most of the barriers were nevertheless considered as opportunities. Emerging critical barriers and/or opportunities for climate change adaptation included perception of signal, availability and accessibility of information, existing management context and leadership. We propose that addressing these barriers and opportunities would involve improving perception about climate change and availability and accessibility of information, fostering anticipatory planned adaptation through the existing management context and developing leadership for adaptation. While the climate of Western Europe has been deeply affected by the abrupt climate change that took place in the late '1980s of the twentieth century, a similar signal is detected only few years later, in 1994, in Georgia. Grapevine phenology is deeply influenced by climate and this paper aimed to analyze how phenological timing changed before and after the climatic change of 1994. Availability of thermal resources in the two climatic phases for the five altitudinal belts in the 0-1250-m range was analyzed. A phenological dataset gathered in two experimental sites during the period 2012-2014, and a suitable thermal dataset was used to calibrate a phenological model based on the normal approach and able to describe BBCH phenological stages 61 (beginning of flowering), 71 (fruit set), and 81 (veraison). Calibration was performed for four relevant Georgian varieties (Mtsvane Kakhuri, Rkatsiteli, Ojaleshi, and Saperavi). The model validation was performed on an independent 3-year dataset gathered in Gorizia (Italy). Furthermore, in the case of variety Rkatsiteli, the model was applied to the 1974-2013 thermal time series in order to obtain phenological maps of the Georgian territory. Results show that after the climate change of 1994, Rkatsiteli showed an advance, more relevant at higher altitudes where the whole increase of thermal resource was effectively translated in phenological advance. For instance the average advance of veraison was 5.9 days for 250-500 m asl belt and 18.1 days for 750-1000 m asl). On the other hand, at lower altitudes, phenological advance was depleted by superoptimal temperatures. As a final result, some suggestions for the adaptation of viticultural practices to the current climatic phase are provided. [ABSTRACT FROM AUTHOR]

With increasing funding directed towards climate change adaptation (CCA) in developing countries, there is a growing need to understand how this support is landing on the ground and impacting on the targeted vulnerable communities. Due to failure of top-down approaches, international organisations such as the adaptation fund are now demanding direct involvement of local actors when funding adaptation actions. Direct access mechanisms have been developed to facilitate channelling fund from the international to local levels. At this level, civil society, public and private organisations have a key role to play to assist adaptation among vulnerable groups. But are local organisations ready to play that role in developing countries? In this paper, we develop and apply a framework to measure adaptive capacity among local organisations. Through extensive fieldwork in South Africa, we assessed the capacity of local organisations to develop and implement CCA projects, and thus access international funds for adaptation. Results highlight key determinants of adaptive capacity and identify areas to prioritise for capacity-building interventions. Key findings include strengthening local organisations' effectiveness (e.g. resources, project management capacity) and flexibility; raising awareness about adaptation and its links with socio-economic development; and promoting partnerships and knowledge networks as pathways to build adaptive capacity among local organisations in South Africa. In the drylands of Africa, pastoralists have been facing new challenges, including those related to environmental shocks and stresses. In northern Kenya, under conditions of reduced rainfall and more frequent droughts, one response has been for pastoralists to focus increasingly on camel herding. Camels have started to be kept at higher altitudes and by people who rarely kept camels before. The development has been understood as a climate change adaptation strategy and as a means to improve climate resilience. Since 2003, development organizations have started to further the trend by distributing camels in the region. Up to now, little has been known about the nature of, reasons for, or ramifications of the increased reliance on camels. The paper addresses these questions and concludes that camels improve resilience in this dryland region, but only under certain climate change scenarios, and only for some groups. Although evidence is increasing that climate shocks influence human migration, it is unclear exactly when people migrate after a climate shock. A climate shock might be followed by an immediate migration response. Alternatively, migration, as an adaptive strategy of last resort, might be delayed and employed only after available in situ (in-place) adaptive strategies are exhausted. In this paper, we explore the temporally lagged association between a climate shock and future migration. Using multilevel event-history models, we analyze the risk of Mexico-US migration over a seven-year period after a climate shock. Consistent with a delayed response pattern, we find that the risk of migration is low immediately after a climate shock and increases as households pursue and cycle through in situ adaptive strategies available to them. However, about 3 years after the climate shock, the risk of migration decreases, suggesting that households are eventually successful in adapting in situ. [ABSTRACT FROM AUTHOR]

Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) - all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries. Where power lies and how it is conceived in studies of governance and institutions is often not discussed. This is due to the ubiquitous nature of the topic. Power is shaped by a variety of institutional factors, including the architecture of governing structures, questions of scale and level, and access to key resources including knowledge and capital, among other factors. To date, there are relatively few tools available that allow policy makers, researchers, and development practitioners to render these power dynamics explicit and thus take steps to mitigate the potentially deleterious effects of power orientations. This paper proposes a methodology, multi-level stakeholder influence mapping (MSIM), for elucidating power dynamics between actors in complex system regimes. MSIM departs from existing power mapping techniques in that it relies on individual interviews conducted across multiple actor levels and utilizes a participatory mapping process for shared system boundary critique. MSIM was piloted in Nepal's agricultural climate change adaptation regime with actors from the central, regional, and local operational levels. The results suggest that without proper consideration of the role of power in agricultural adaptation regimes, the resulting interventions will likely be insufficient in catalyzing adaptation pathways and moderating the negative impacts of climate change. Furthermore, power analyses produced from the perspective of a single actor level or respondent type can risk sub optimization of adaptation outcomes and can misdirect the lobbying efforts of those agencies utilizing mapping outputs. This paper applies a systematic approach to measuring adaptation actions being undertaken by 117 parties to the United Nations Framework Convention on Climate Change (UNFCCC) with the goal of establishing a baseline of global trends in adaptation. Data are systematically collected from National Communications prepared by Parties to the Convention and submitted periodically to the Secretariat. 4,104 discrete adaptation initiatives are identified and analyzed. Our findings indicate that while progress is being made on conducting impact and vulnerability assessments and adaptation research in nearly every country in the sample, translation of this knowledge into tangible adaptation initiatives is still limited. The largest number of reported adaptations falls under the category of infrastructure, technology, and innovation. Some types of vulnerability were more frequently reported across initiatives, including floods, drought, food and water safety and security, rainfall, infectious disease, and terrestrial ecosystem health. Notably, reporting on the inclusion of vulnerable sub-populations is low across all actions. Diffusion of adaptation across sectors remains underdeveloped, with the environment, water, and agricultural sectors emerging as the most active adaptors. Our analysis indicates that national communications provide a valuable source of information for global-scale adaptation tracking, but important gaps exist in the consistency of reporting that should be addressed, as these documents could greatly enhance efforts to monitor and evaluate adaptation progress. Southeast Asian countries are confronting climate variability, challenging agricultural sustainability and rural livelihoods. However, little research effort has been devoted to exploring how farmers in those countries perceive climate variability and how the perceptions link to adaptive responses. This paper deploys information from three focus group discussions with 30 male farmers; and six in-depth interviews with one female and five male agricultural officers in the Mekong Delta, Vietnam. Recorded 34-year meteorological data in the delta from 1978 to 2011 is also incorporated to demonstrate the actual climate variability of the region. We find that farmers are becoming increasingly conscious of local climate variability issues. However, they have limited understanding of the importance of adaptation to their livelihoods. They also have limited knowledge of where and who to contact for appropriate climate change adaptation information. No opinions about the link between global warming and local climate variability and change were observed. Casual observation via public media and personal experience dominated farmers' sources of information. Barriers to farmers' adaptation are not exclusively restricted to socio-economic factors and resource constraints; e.g. land tenure, technical knowledge, market, social relationship, credit, information, health care, and demographics. Maladaptation, habit, and the perception of the importance of climate variability and adaptation are found as additional constraints. Observed differences in farmers' and agricultural officers' perspectives regarding barriers to farmers' adaptation suggest important policy implications. [ABSTRACT FROM AUTHOR]

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost-benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on 'climate proofing' the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future. This paper discusses the application of qualitative scenarios to understand community vulnerability and adaptation responses, based on a case study in the Slave River Delta region of the Northwest Territories, Canada. Three qualitative, graphic scenarios of possible alternative futures were developed, focusing on two main drivers: climate change and resource development. These were used as a focal point for discussions with a cross-section of residents from the community during focus groups, interviews and a community workshop. Significant overlap among the areas of perceived vulnerability is evident among scenarios, particularly in relation to traditional land use. However, each scenario also offers insights about specific challenges facing community members. Climate change was perceived to engender mostly negative livelihood impacts, whereas resource development was expected to trigger a mix of positive and negative impacts, both of which may be more dramatic than in the 'climate change only' scenario. The scenarios were also used to identify adaptation options specific to individual drivers of change, as well as more universally applicable options. Identified adaptation options were generally aligned with five sectors-environment and natural resources, economy, community management and development, infrastructure and services, and information and training-which effectively offer a first step towards prioritization of 'no regrets' measures. From an empirical perspective, while the scenarios highlighted the need for bottom-up measures, they also elucidated discussion about local agency in adaptation and enabled the examination of multi-dimensional impacts on different community sub-groups. An incongruity emerged between the suite of technically oriented adaptation options and more socially and behaviourally oriented barriers to implementation. Methodologically, the qualitative scenarios were flexible, socially inclusive and consistent with the Indigenous worldview; allowed the incorporation of different knowledge systems; addressed future community vulnerability and adaptation; and led to the identification of socially feasible and bottom-up adaptation outcomes. Despite some caveats regarding resource requirements for participatory scenario development, qualitative scenarios offer a versatile tool to address a range of vulnerability and adaptation issues in the context of other Indigenous communities. Climate compatible development (CCD) has emerged as a new concept that bridges climate change adaptation, mitigation and community-based development. Progress towards CCD requires multi-stakeholder, multi-sector working and the development of partnerships between actors who may not otherwise have worked together. This creates challenges and opportunities that require careful examination at project and institutional levels and necessitates the sharing of experiences between different settings. In this paper, we draw on the outcomes from a multi-stakeholder workshop held in Mozambique in 2012, the final in a series of activities in a regional project assessing emerging CCD partnerships across southern Africa. The workshop involved policymakers, researchers and representatives from NGOs and the private sector. We employ a content analysis of workshop notes and presentations to identify the progress and challenges in moving four case study countries (the Democratic Republic of the Congo, Mozambique, Zambia and Zimbabwe) towards CCD pathways, by exploring experiences from both project and policy levels. To advance institutional support for the development of successful CCD policies, practices and partnerships, we conclude that there is a need for: (a) institutional development at the national level to strengthen coordination and more clearly define roles and responsibilities across sectors, based on the identification of capacity and knowledge gaps; (b) partnership development, drawing on key strengths and competences of different stakeholders and emphasising the roles of the private sector and traditional authorities; (c) learning and knowledge-sharing through national and regional fora; and (d) development of mechanisms that permit more equitable and transparent distribution of costs and benefits. These factors can facilitate development of multi-stakeholder, multi-level partnerships that are grounded in community engagement from the outset, helping to translate CCD policy statements into on-the-ground action. Technical assessments of vulnerability and/or risk are increasingly being undertaken to assess the impacts of climate change. Underlying this is the belief that they will bring clarity to questions regarding the scale of institutional investments required, plausible adaptation policies and measures, and the timing of their implementation. Despite the perceived importance of technical assessments in 'evidence-based' decision environments, assessments cannot be undertaken independent of values and politics, nor are they capable of eliminating the uncertainty that clouds decision-making on climate adaptation As such, assessments can trigger as many questions as they answer, leaving practitioners and stakeholders to question their value. This paper explores the value of vulnerability/risk assessments in climate change adaptation planning processes as a catalyst for learning in four case studies in Southeastern Australia. Data were collected using qualitative interviews with stakeholders involved in the assessments and analysed using a social learning framework. This analysis revealed that detailed and tangible strategies or actions often do not emerge directly from technical assessments. However, it also revealed that the assessments became important platforms for social learning. In providing these platforms, assessments present opportunities to question initial assumptions, explore multiple framings of an issue, generate new information, and galvanise support for collective actions. This study highlights the need for more explicit recognition and understanding of the important role social learning plays in climate change vulnerability assessments and adaptation planning more broadly. Using the definition of vulnerability provided by the Intergovernmental Panel on Climate Change, this paper assesses the vulnerability of areas affected by Chinese cryospheric changes from 2001 to 2020 and from 2001 to 2050 in A1 and B1scenarios. Seven indices are used in the vulnerability assessment: glacial area fraction, interannual variability of permafrost depth, interannual variability of surface snow area fraction, interannual variability of surface runoff, interannual variability of surface temperature, interannual variability of vegetation growth, and interannual variability of the human development index. Assessment results show that the overall vulnerability of the studied areas in China increases from east to west. The areas in the middle and eastern parts of China are less vulnerable compared with western parts and parts of the Tibetan Plateau. The highest vulnerability values are found from 1981 to 2000, and the least ones are found from 2001 to 2050. The vulnerable areas increase from the period of 1981 to 2000 to the period of 2001 to 2050, and the less vulnerable areas decrease. The highly vulnerable areas increase from the period of 1981 to 2000 to the period of 2001 to 2020 and then decrease from the period of 2001 to 2020 to the period of 2001 to 2050. This decrease in vulnerability is attributed to the decrease in exposure and sensitivity to Chinese cryospheric changes along with a concomitant increase in adaptation. [ABSTRACT FROM AUTHOR]

Climate change is associated with various risks, such as flooding and heat stress. So far, most research has concentrated on the identification and quantification of these risks as well as the development of adaptation measures. Yet much less is known about how planners actually perceive and deal with climate change, and why. This paper focuses on the governance of two climate change-related risks in urban areas in the Netherlands, namely heat stress and flooding from rainfall and rivers. Heat stress hardly seems to be perceived as an urgent problem, mainly because there is no clear 'problem owner'. Because municipalities are responsible for rain and sewage water management and partly for river flooding, increased flood risk is more often recognised as a (potential) problem. Despite the rather low sense of urgency regarding these two climate change-induced risks, urban planners are, or envisage, investing in more open water and public green areas. Heat stress and flood risks from rainfall are not the reasons per se, but primarily act as additional arguments to legitimise these measures, which should contribute to sustainable urban development in general. Our analysis suggests a gap between the perceived urgency of proactive adaptation to climate change by scientists and the perceptions of planners. Climate science research could enhance its contribution to urban planning by providing conceivable projections of climate change impacts as well as by developing adaptation measures that serve multiple purposes and strategies to successfully implement these. Indentifying common priorities in shared natural resource systems constitutes an important platform for implementing adaptation and a major step in sharing a common responsibility in addressing climate change. Predominated by discourses on REDD + (Reduced Emissions from Deforestation and Forest Degradation and conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries) with little emphasis on adaptation there is a risk of lack of policy measures in addressing climate change in the Congo Basin. Forest products and ecosystem services provide security portfolios for the predominantly rural communities, and play major roles in national development programmes in both revenue and employment opportunities. Thus, raising the profile of forests in the policy arena especially in the twin roles of addressing climate change in mitigation and adaptation and achieving resilient development is crucial. Within the framework of the Congo Basin Forests and Climate Change Adaptation project (COFCCA) project, science policy dialogue was conducted to identify and prioritize forest based sectors vulnerable to climate change but important to household livelihoods and national development. The goal of the prioritization process was for the development of intervention in forest as measures for climate change adaptation in Central Africa. Participants constituted a wide range of stakeholders (government, Non Governmental Organizations, research institutions, universities, community leaders, private sectors etc.) as representatives from three countries directly involved in the project: Cameroon, Central African Republic and Democratic Republic of Congo. Building on national priorities, four forest related sectors were identified as common priorities at the regional level for focus on climate change adaptation. These sectors included: (1) energy with emphasis on fuel wood and Charcoal; (2) Water principally quality, quantity, accessibility, etc.; (3) Food with emphasis on Non Timber Forest Products, and (4) Health linked to healthcare products (medicinal plants). Using these prioritized sectors, the project focused on addressing the impacts of climate change on local communities and the development of adaptation strategies in the three pilot countries of the Congo Basin region. The four sectors constitute the key for development in the region and equally considered as priority sectors in the poverty reduction papers. Focused research on these sectors can help to inject the role of forests in national and local development and their potentials contributions to climate change adaptation in national and public discourses. Mainstreaming forest for climate change adaptation into national development planning is the key to improve policy coherence and effectiveness in forest management in the region. This paper builds on work on the dynamics of vulnerability and multiple stressors through a case study in the Afram Plains of the Eastern region in Ghana. A vulnerability framework is applied in the community of Mimkyemfre to identify and explain the multiple underlying political, socioeconomic and environmental forces that influence the ways in which people are exposed and sensitive to climate, and their capacities to adapt to changing conditions. The results of the study indicate that the community experiences a range of biophysical and socioeconomic conditions that contribute to its vulnerability. Vulnerability was found to change over time and in some cases was cyclical, in that certain actions taken for the purposes of adaptation were found to exacerbate existing vulnerabilities. Processes of vulnerability were also found to occur at several scales and were experienced unevenly at the community level. The findings of this assessment have important implications for the design and implementation of successful adaptation initiatives, both in Africa and elsewhere. In particular, they demonstrate the need to understand the social, economic and institutional challenges to development as a basis for any contemplation of adaptation to climate change. Climate change is a multi-dimensional issue and in terms of adaptation numerous state and non-state actors are involved from global to national and local scales. The aim of this paper is first to analyse specific institutional networks involved in climate change predominantly at the national level in South Africa and second to determine how different stakeholders perceive their role vis-a-vis climate change adaptation. Within the South African context there is a gap in understanding and evaluating how institutional networks operate and thus the findings of this work may help inform and strengthen such relationships in the future. Results showed that few institutions fully understand the implications of adaptation and their roles and responsibilities have not yet been properly defined. Constraints relating to capacity, lack of awareness and poor information flow need to be addressed. Climate change is perceived as an important issue although problems such as poverty reduction and job creation remain national priorities. Most importantly this research has demonstrated how adaptation challenges the hierarchical manner in which government works and a more collaborative approach to climate change adaptation is needed. Adaptation needs to be mainstreamed and institutional networks need to be strengthened in order for adaptation mechanisms to be effectively implemented. [ABSTRACT FROM AUTHOR]

A mechanism has been established to improve integration of international climate-related programmes. Known as the Climate Agenda it outlines a programme, that in a cost-effective way, responds to national obligations to respond to international agreements as well as their national needs for social and economic development. The paper briefly describes the Climate Agenda and the incorporation within it of studies of climate impact assessments and response strategies to reduce vulnerability. The need for increased emphasis on climate impact assessment and for the development of effective adaptation measures is emphasised following the elaboration of a Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC). UNEP's efforts to identify national programmes contributing to the Climate Agenda are described. The response from developing countries has, however, been very disappointing, even from countries where we know work is ongoing through funding by GEF or US Country Studies Program and other bilateral programmes. Initial compilation of information available so far shows that many developed countries are putting a lot into the area of impact assessment of not just climate change, but also climate variability. There remain some research gaps, especially in the area of assessment of climate impacts on ecosystems, hydrological systems, etc. Considerable efforts are presently being directed at reduction of emissions of greenhouse gases and in the case of developing countries, most efforts are being directed towards completing national communications and providing baseline data for future studies. The paper refers to early activities by UNEP in cooperation with other international organizations to undertake integrated assessments of the impacts of climate change on important socio-economic sectors and the later incorporation of lessons learned into the IPCC Guidelines for Assessing Impacts of Climate Change. Later sections outline the development of a handbook on methods for climate change impact assessment and adaptation strategies as a practical approach to national assessments and the development of appropriate and cost-effective response to climate change. The initiation of a GEF-funded project to apply the methods contained in the handbook and improve the results based on national studies is also described for both developed and developing countries. Working in collaboration with a team of international experts under the coordination of the Institute of Environmental Studies at Vrije University (Amsterdam), the goal of this ongoing project is to develop a valuable methodological tool that Parties to the UNFCCC may apply to develop national climate change impact and adaptation assessments. Development of these guidelines was linked to a series of country studies in Antigua and Barbuda, Estonia, Cameroon and Pakistan funded under a UNEP/GEF project. The application of the first version of the UNEP Handbook by national study teams in these four countries is making valuable technical and practical contributions and will ensure that the next version of the Handbook will be a more useful tool for experts in developing countries undertaking similar studies in the future. The methods contained in the Handbook are also the basis for similar assessments funded under bilateral development programmes in other countries. These and similar studies elsewhere are coordinated with the UNEP programme and will eventually aim to create reliable and comparable assessments, a compatible set of tools for such purpose and the identification of realistic adaptation options for incorporation into national planning for adapting to climate change. We study the impact of timing and commitment on adaptation and mitigation policies in the context of international environmental problems. Adaptation policies present the characteristics of a private good and may require a prior investment, while mitigation policies produce a public good. In a stylized model, we evaluate the impact of strategic commitment and leadership considerations when countries with different attitudes towards environmental cooperation coexist. We obtain equilibrium abatement and adaptation levels and environmental costs under partial cooperation for various timing and leadership scenarios. Climate change is projected to have serious environmental, economic, and social impacts on Ghana, particularly on rural farmers whose livelihoods depend largely on rainfall. The extent of these impacts depends largely on awareness and the level of adaptation in response to climate change. This study examines the perception of farmers in Sekyedumase district of Ashanti region of Ghana on climate change and analyzes farmers' adaptation responses to climate change. A hundred and eighty farming households were interviewed in February and October 2009. Results showed that about 92% of the respondents perceived increases in temperature, while 87% perceived decrease in precipitation over the years. The major adaptation strategies identified included crop diversification, planting of short season varieties, change in crops species, and a shift in planting date, among others. Results of logit regression analysis indicated that the access to extension services, credit, soil fertility, and land tenure are the four most important factors that influence farmers' perception and adaptation. The main barriers included lack of information on adaptation strategies, poverty, and lack of information about weather. Even though the communities are highly aware of climate issues, only 44.4% of farmers have adjusted their farming practices to reduce the impacts of increasing temperature and 40.6% to decreasing precipitation, giving lack of funds as the main barrier to implementing adaptation measure. Implications for policymaking will be to make credit facilities more flexible, to invest in training more extension officers and more education on climate change and adaptation strategies. Many developing countries, especially in Africa, contribute only very small amounts to the world total of greenhouse gas emissions. For them, the reduction of such emissions is not a priority, and the more important issue is to find ways to reduce their vulnerability to the projected climate change which is being imposed upon them largely as a result of emissions from developed countries. This priority does not accord with the ultimate objective of the United Nations Framework Convention on Climate Change, which is to achieve stabilization of greenhouse gas emissions. This paper reports upon studies in Uganda designed to help in the development of a national adaptation strategy, and addresses the need to reconcile such a strategy with the global priority accorded to mitigation and with national economic development priorities. Some features of a national climate change adaptation strategy are identified and questions are raised about the need for an international regime to facilitate and support adaptation. In recent years, climate change has been one of the most complicated problems that human being has faced. Climate change adaptation (CCA) is considered to be an important component of risk management. In order to achieve adaptation, it is necessary to determine the indicators influencing adaptation in each community and this requires measurement and standard tools. The aim of this study is to determine and categorize the indicators of CCA. International electronic databases including Science Direct, Web of Science, Scopus, Google Scholar were investigated for only articles published in English language. In addition, Iranian databases including Irandoc, SID, and Magiran were investigated. There was no limitation on the methods of studies. Furthermore, snowball method was used for finding more articles while the ProQuest database was searched for related dissertations. The published documents from 1990 to November 2017 were gathered in this study. Out of 4439 publications initially search, 152 full texts were investigated. Finally, a total of 45 potentially relevant citations were included for full text review; in addition, fourteen other sources were investigated. Using snowball method, we found 24 other articles that were included in our final result. From the searches, 176 indicators were identified, while seven main domains were mentioned. Since in the articles, domains of adaptation are not in the form of a model, it is better to focus on this issue in the future and it seems that prioritizing and weighting domains in adaptation in different communities with different needs are an important issue. There is increasing concern that avoiding climate change impacts will require proactive adaptation, particularly for infrastructure systems with long lifespans. However, one challenge in adaptation is the uncertainty surrounding climate change projections generated by general circulation models (GCMs). This uncertainty has been addressed in different ways. For example, some researchers use ensembles of GCMs to generate probabilistic climate change projections, but these projections can be highly sensitive to assumptions about model independence and weighting schemes. Because of these issues, others argue that robustness-based approaches to climate adaptation are more appropriate, since they do not rely on a precise probabilistic representation of uncertainty. In this research, we present a new approach for characterizing climate change risks that leverages robust decision frameworks and probabilistic GCM ensembles. The scenario discovery process is used to search across a multi-dimensional space and identify climate scenarios most associated with system failure, and a Bayesian statistical model informed by GCM projections is then developed to estimate the probability of those scenarios. This provides an important advancement in that it can incorporate decision-relevant climate variables beyond mean temperature and precipitation and account for uncertainty in probabilistic estimates in a straightforward way. We also suggest several advancements building on prior approaches to Bayesian modeling of climate change projections to make them more broadly applicable. We demonstrate the methodology using proposed water resources infrastructure in Lake Tana, Ethiopia, where GCM disagreement on changes in future rainfall presents a major challenge for infrastructure planning. The future consequences of climate change are highly uncertain and estimates of economic damages differ widely. Governments try to cope with these risks by investing in mitigation and adaptation measures. In contrast to most of the existing literature, we explicitly model the decision of risk averse governments on mitigation and adaptation policies. We also consider the interaction of the two strategies in presence of uncertainty. Mitigation efforts of a single country trigger crowding out as other countries will reduce their mitigation efforts. This may even lead to lower mitigation on the global scale. In contrast, a unilateral commitment to large adaptation efforts benefits the single country and can reduce the global risk from climate change at the expense of other countries.
