Risk-based insurance is a commonly proposed and discussed flood risk adaptation mechanism in policy debates across the world such as in the United Kingdom and the United States of America. However, both risk-based premiums and growing risk pose increasing difficulties for insurance to remain affordable. An empirical concept of affordability is required as the affordability of adaption strategies is an important concern for policymakers, yet such a concept is not often examined. Therefore, a robust metric with a commonly acceptable affordability threshold is required. A robust metric allows for a previously normative concept to be quantified in monetary terms, and in this way, the metric is rendered more suitable for integration into public policy debates. This paper investigates the degree to which risk-based flood insurance premiums are unaffordable in Europe. In addition, this paper compares the outcomes generated by three different definitions of unaffordability in order to investigate the most robust definition. In doing so, the residual income definition was found to be the least sensitive to changes in the threshold. While this paper focuses on Europe, the selected definition can be employed elsewhere in the world and across adaption measures in order to develop a common metric for indicating the potential unaffordability problem. Over the past decade, efforts to move towards a low carbon economy have been increasingly coupled with the acknowledgement that we also need to develop climate resilient economies, capable of adapting and responding to changes in climate. To shift society in these directions we need to quantify impacts in relation to these objectives and develop cost-effective interventions. Techniques for quantifying greenhouse gas emissions are relatively well established and enable identification of hotspots where there is emissions reduction potential. However, there are no established techniques to assess and quantify adaptation vulnerability issues and identify hotspots for intervention. This paper presents work undertaken at a European level with the objective of identifying potential hotspots where ecosystem services may be vulnerable to climate change and thus where intervention may be required under the European Rural Development Programme. A pragmatic and relatively simple approach is presented, based on data that is readily available across Europe. The vulnerability assessments cover: Water (quality: dilution and filtration, regulation: flooding and provision); soils (erosion and organic matter); and biodiversity (forest fires, migration and pollination). The framework and assessments presented are considered fit for purpose (at a basic level) and they are potentially valuable tools for targeting limited resources to achieve desirable outcomes. They also contribute towards providing a better understanding of the climate change challenges we face and support the formulation of solutions to optimally address those challenges. The Mediterranean basin is the richest biodiversity region in Europe and a global hotspot of biological diversity. In spite of that, anthropogenic climate change is one of the most serious concerns for nature conservation in this region. One of the climatic threats is represented by shifts of the Mediterranean climate and expansion of the arid climate. In this paper, we present an assessment of changes in the spatial range of the Mediterranean climate in Europe and the conversion into arid climate under different greenhouse gas forcings, namely RCP4.5 and RCP8.5. We used 11 simulations in two future 30-year periods of state-of-the-art regional climate models from EURO-CORDEX. Our results indicate that by the end of the century under RCP8.5 the present Mediterranean climate zone is projected to contract by 16%, i.e. an area (~ 157,000 km2) equivalent to half the size of Italy. This compares with the less severe scenario RCP4.5 that projected only a 3% reduction. In addition, the Mediterranean climate zone is projected to expand to other zones by an area equivalent to 24 and 50% of its present extent under RCP4.5 and RCP8.5, respectively. Our study indicates that expansion of the arid zone is almost always the cause for contraction of the Mediterranean zone. Under RCP8.5 the arid zone is projected to increase by more than twice its present extent, equivalent to three times the size of Greece. Results of this study are useful for identifying (1) priority zones for biodiversity conservation, i.e. stable Mediterranean climate zones, (2) zones requiring assisted adaptation, such as establishment of new protected areas, implementation of buffer zones around protected areas and creating ecological corridors connecting stable Mediterranean zones. This paper presents a quantitative assessment of adaptation options in the context of forest fires in Europe under projected climate change. A standalone fire model (SFM) based on a state-of-the-art large-scale forest fire modelling algorithm is used to explore fuel removal through prescribed burnings and improved fire suppression as adaptation options. The climate change projections are provided by three climate models reflecting the SRES A2 scenario. The SFM's modelled burned areas for selected test countries in Europe show satisfying agreement with observed data coming from two different sources (European Forest Fire Information System and Global Fire Emissions Database). Our estimation of the potential increase in burned areas in Europe under 'no adaptation' scenario is about 200 % by 2090 (compared with 2000-2008). The application of prescribed burnings has the potential to keep that increase below 50 %. Improvements in fire suppression might reduce this impact even further, e.g. boosting the probability of putting out a fire within a day by 10 % would result in about a 30 % decrease in annual burned areas. By taking more adaptation options into consideration, such as using agricultural fields as fire breaks, behavioural changes, and long-term options, burned areas can be potentially reduced further than projected in our analysis. This paper presents an assessment scheme that should help local conservation management in their adaptation to potential effects of climate change. It can be used for the identification of robust adaptation options at site level. The assessment scheme was applied to the management of Europe's largest population of wild mountain reindeer ( Rangifer tarandus tarandus) living in the arctic-alpine plateau of Hardangervidda in south-western Norway. At first, the last four decades (1964-2004) were analysed to identify climate- and non-climate-related driving forces affecting the population. In addition, regional projections of climate change were used to build scenarios for the potential effects on these driving forces until 2050. In the second step, the potential effects of climate change were classified according to the risk they pose to the conservation of reindeer in Hardangervidda. Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder 'lay insight' and facilitate a two-way iterative process of exploration of 'what if's' to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the 'right' answers. Climate change, involving changes in mean climate and climatic variability, is expected to severely affect agriculture and there is a need to assess its impact in order to define the appropriate adaptation strategies to cope with. In this paper, we projected a scenario of European agriculture in a +2°C (above pre-industrial levels) world in order to assess the potential effect of climatic change and variability and to test the effectiveness of different adaptation options. For this purpose, the outputs of HadCM3 General Circulation Model (GCM) were empirically downscaled for current climate (1975-2005) and a future period (2030-2060), to feed a process-based crop simulation model, in order to quantify the impact of a changing climate on agriculture emphasising the impact due to changes in the frequency of extreme events (heat waves and drought). The same climatic dataset was used to compare the effectiveness of different adaptations to a warmer climate strategies including advanced or delayed sowing time, shorter or longer cycle cultivar and irrigation. The results indicated that both changes in mean climate and climate variability affected crop growth resulting in different crop fitting capacity to cope with climate change. This capacity mainly depended on the crop type and the geographical area across Europe. A +2°C scenario had a higher impact on crops cultivated over the Mediterranean basin than on those cultivated in central and northern Europe as a consequence of drier and hotter conditions. In contrast, crops cultivated in Northern Europe generally exhibited higher than current yields, as a consequence of wetter conditions, and temperatures closer to the optimum growing conditions. Simple, no-cost adaptation options such as advancement of sowing dates or the use of longer cycle varieties may be implemented to tackle the expected yield loss in southern Europe as well as to exploit possible advantages in northern regions. Flood damages have exhibited a rapid upward trend, both globally and in Europe, faster than population and economic growth. Hence, vigorous attempts of attribution of changes have been made. Flood risk and vulnerability tend to change over many areas, due to a range of climatic and nonclimatic impacts whose relative importance is site-specific. Flooding is a complex phenomenon and there are several generating mechanisms, among others intense and/or long-lasting precipitation, snowmelt, ice jam. Projected climate-driven changes in future flood frequency are complex, depending on the generating mechanism, e.g., increasing flood magnitudes where floods result of heavy rainfall and possibly decreasing magnitudes where floods are generated by spring snowmelt. Climate change is likely to cause an increase of the risk of riverine flooding across much of Europe. Projections of flood hazard in Europe based on climatic and hydrological models, reviewed in this paper, illustrate possible changes of recurrence of a 100-year flood (with probability of exceedance being 1-in-100 years) in Europe. What used to be a 100-year flood in the control period is projected to become either more frequent or less frequent in the future time horizon of concern. For a large part of the continent, large flooding is projected to become more commonplace in future, warmer climate. Due to the large uncertainty of climate projections, it is currently not possible to devise a scientifically-sound procedure for redefining design floods (e.g. 100-year flood) in order to adjust flood defenses. Forestry professionals' attitudes towards risk and uncertainty under climate change, together with their perception about suitability of adaptation strategies, were investigated in Central Europe. We applied an original methodology based on lottery choices to quantify their risk and uncertainty attitude, combined with a questionnaire study about the adaptation to climate change. We tested the hypothesis that the higher the risk and uncertainty aversion of respondents, the higher the trend towards changing business-as-usual to adaptive decisions. The result falsifies the research hypothesis since uncertainty aversion has no effect, whereas risk aversion has a negative impact on the decision to adapt. We argue that risk of any change in the business-as-usual is higher than the expected risk of climate change impact in Central European forestry. We conclude that having access to novel information about expected impacts of climate change, taking into account institutional challenges and supportive experiences about useful adaptation strategies, may convince forestry professionals to adapt in the future. The complex challenges arising from climate change that exceeds the +2 °C target (termed 'high-end climate change') in Europe require new integrative responses to support transformations to a more sustainable future. We present a novel methodology that combines transition management and high-end climate and socioeconomic change scenarios to identify pathways and move Europe closer to sustainability. Eighteen pathways have been co-created with stakeholders through a participatory process. The pathways support Europe in moving towards a desirable future vision, through top-down and bottom-up actions that lower greenhouse gas emissions, reduce impacts of and vulnerabilities to climate and socioeconomic changes and enhance well-being. Analysis shows that the pathways that are robust to future scenario uncertainty are those that shift Europe towards sustainable lifestyles, support and strengthen good governance for sustainability and promote adaptive resource management for water, agriculture and energy. The methodology can support the design of the urgent actions needed to meet the requirements of the Paris Agreement and to transform Europe, in preparation for an uncertain future. The within-species diversity in response to weather and the gaps in the response diversity in the modern set of forage crop cultivars were determined using an approach that assessed the adaptive capacity under global climate change. The annual dry matter (DM) yields were recorded in multi-location MTT (Maa- ja elintarviketalouden tutkimuskeskus) Agrifood Research Official Variety Trials in Finland for modern forage crop cultivars from 2000 to 2012, as a response to agroclimatic variables critical to yield based on the year-round weather data. The effect and interaction of cultivars and agroclimatic variables were analysed using mixed model. The relatively low adaptive capacity of timothy ( Phleum pratense L.) and meadow fescue ( Festuca pratensis Huds.) indicates that diversification of the breeding material is warranted, particularly for resistance to high temperatures during primary growth and to high temperature sum 7 days after the first cut. All red clover cultivars ( Trifolium pratense L.) suffered from both low and high accumulation of warm winter temperatures. Except for the red clover cultivars, cold stress during winter and lack of warm winter temperatures consistently reduced the yields of all species and cultivars. All tall fescue ( Festuca arundinacea Schreb.) cultivars suffered from low precipitation during the fall hardening period. Although the set of festulolium ( Festulolium pabulare) cultivars was also sensitive to low precipitation during the fall, festulolium was a good example of enhanced capacity to adapt to climate change with high response diversity because the cultivar germplasm base was diversified. Foreign origin in a cultivar pool was apparently not sufficient or necessary to ensure added value for a diversity of responses to climate change. Similar analyses to those used in this study, applied as practical tools for breeders, farmers and public actors, are important to secure the adaptive capacity of crops worldwide under global climate change. Context: Future patterns of European ecosystem services provision are likely to vary significantly as a result of climatic and socio-economic change and the implementation of adaptation strategies. However, there is little research in mapping future ecosystem services and no integrated assessment approach to map the combined impacts of these drivers. Objective: Map changing patterns in ecosystem services for different European futures and (a) identify the role of driving forces; (b) explore the potential influence of different adaptation options. Methods: The CLIMSAVE integrated assessment platform is used to map spatial patterns in services (food, water and timber provision, atmospheric regulation, biodiversity existence/bequest, landscape experience and land use diversity) for a number of combined climatic and socio-economic scenarios. Eight adaptation strategies are explored within each scenario. Results: Future service provision (particularly water provision) will be significantly impacted by climate change. Socio-economic changes shift patterns of service provision: more dystopian societies focus on food provision at the expense of other services. Adaptation options offer significant opportunities, but may necessitate trade-offs between services, particularly between agriculture- and forestry-related services. Unavoidable trade-offs between regions (particularly South-North) are also identified in some scenarios. Conclusions: Coordinating adaptation across regions and sectors will be essential to ensure that all needs are met: a factor that will become increasingly pressing under dystopian futures where inter-regional cooperation breaks down. Integrated assessment enables exploration of interactions and trade-offs between ecosystem services, highlighting the importance of taking account of complex cross-sectoral interactions under different future scenarios of planning adaptation responses. Risks can generally be described as the combination of hazard, exposure and vulnerability. Using this framework, we evaluated the historical and future development of risk of fire and wind damage in European forestry at the national level. Fire risk is expected to increase, mainly as a consequence of an increase in fire hazard, defined as the Fire Weather Index in summer. Exposure, defined as forest area, is expected to increase slightly as a consequence of active afforestation and abandonment of marginal agricultural areas. Adaptation options to fire risk should therefore aim to decrease the vulnerability, where a change in tree species from conifers to broadleaves had most effect. Risk for wind damage in forests is expected to increase mainly as a consequence of increase in exposure (total growing stock) and vulnerability (defined by age class and tree species distribution). Projections of future wind climate indicate an increase in hazard (storminess) mainly over Western Europe. Adaptation options should aim to limit the increase in exposure and vulnerability. Only an increase in harvest level can stop the current build-up of growing stock, while at the same time it will lower vulnerability through the reduction of the share of old and vulnerable stands. Changing species from conifers to broadleaves helps to reduce vulnerability as well. Lowering vulnerability by decreasing the rotation length is only effective in combination with a high demand for wood. In order to assess agricultural adaptation to climate impacts, new methodologies are needed. The translog distance function allows assessing interactions between different factors, and hence the influence of management on climate impacts. The Farm Accountancy Data Network provides extensive data on farm characteristics of farms throughout the EU15 (i.e. the 15 member states of the European Union before the extension in 2004). These data on farm inputs and outputs from 1990-2003 are coupled with climate data. As climate change is not the only change affecting European agriculture, we also include effects of subsidies and other changes on inputs and outputs of farms throughout Europe. We distinguish several regions and empirically assess (1) climate impacts on farm inputs and outputs in different regions and (2) interactions between inputs and other factors that contribute to the adaptation to these impacts. Changes in production can partly be related to climatic variability and change, but also subsidies and other developments (e.g. technology, markets) are important. Results show that impacts differ per region, and that 'actual impacts' cannot be explicitly separated into 'potential impacts' and 'adaptive capacity' as often proposed for vulnerability assessment. Farmers adapt their practices to prevailing conditions and continuously adapt to changing conditions. Therefore, 'potential impacts' will not be observed in practice, leaving it as a mainly theoretical concept. Factors that contribute to the adaptation also differ per region. In some regions more fertilizers or more irrigation can mitigate impacts, while in other regions this amplifies impacts. To project impacts of future climate change on agriculture, current farm management strategies and their influence on current production should be considered.
