The "Dual Carbon" initiative is a two-stage carbon reduction goal proposed by China, with significant implications for global climate change mitigation. This article examines the impact of the "Dual Carbon" strategy on China's forestry development and explores how to leverage this strategy to facilitate the transformation and advancement of the forestry sector. Current review indicated that forestry has the advantage of achieving higher emission reduction targets at a low cost. Starting with an overview of the "Dual Carbon" strategy, this paper analyzes the carbon sequestration potential of plants and soil, and the challenges and opportunities faced by forestry development under this framework. Furthermore, we outline implementation pathways for forestry development, aiming to provide insights for the progress of China's forestry sector. Overall, it should be noted that the priority is to vigorously develop timber resources, and we also need to vigorously develop and protect forestry talent with the support of China's policies. By trapping into the carbon storage capabilities and leveraging carbon trading mechanisms of forests, a favorable ecological environment can be created, thus achieving the goal of carbon neutrality. Achievement of national climate targets and the corresponding costs would entirely depend on regional actions within the country. However, because of substantial inequalities and heterogeneities among regions, especially in developing economies, aggressive or uniform actions may exacerbate inequity and induce huge economic losses, which in turn challenges the national climate pledges. Hence, this study extends prior research by proposing economically optimal strategies that can achieve national climate targets and ensure the greatest local and national benefits as well as regional equality. Focusing on the biggest developing country China, we find this strategy can avoid up to 1.54% of cumulative GDP losses for approaching carbon neutrality, and more than 90% of regions would obtain economic gains compared either with existing independently launched targets or with the uniform strategy that all regions achieve peak carbon emissions before 2030. We also provide optimal carbon mitigation pathways to regional peak carbon, carbon intensity and energy consumption. Aggressive or uniform actions on climate targets may exacerbate regional inequality and induce economic losses in China. The small but stubbornly unyielding possibility of a very large long-term response of global temperature to increases in atmospheric carbon dioxide can be termed the fat tail of high climate sensitivity. Recent economic analyses suggest that the fat tail should dominate a rational policy strategy if the damages associated with such high temperatures are large enough. The conclusions of such analyses, however, depend on how economic growth, temperature changes, and climate damages unfold and interact over time. In this paper we focus on the role of two robust physical properties of the climate system: the enormous thermal inertia of the ocean, and the long timescales associated with high climate sensitivity. Economic models that include a climate component, and particularly those that focus on the tails of the probability distributions, should properly represent the physics of this slow response to high climate sensitivity, including the correlated uncertainty between present forcing and climate sensitivity, and the global energetics of the present climate state. If climate sensitivity in fact proves to be high, these considerations prevent the high temperatures in the fat tail from being reached for many centuries. A failure to include these factors risks distorting the resulting economic analyses. For example, we conclude that fat-tail considerations will not strongly influence economic analyses when these analyses follow the common-albeit controversial-practices of assigning large damages only to outcomes with very high temperature changes and of assuming a significant baseline level of economic growth. Many countries have taken stringent climate policies to minimize the risks by climate change. But these policies could burden households and the poor with the extra costs and threaten their wellbeing. However, the consequences of climate policies on poverty and welfare loss are seldom presented in stringent long-term climate change mitigation projections. Carbon pricing is a cost-effective approach; how it affects households varies among countries. This study investigated the distributional effects and poverty implications of carbon pricing in China during the transition towards carbon neutrality and the Paris Agreement's long-term goals. We assessed multiple poverty and equity standards in future scenarios with a newly developed integrated assessment model. It was found that climate change mitigation efforts would not greatly hinder poverty alleviation in China, with the poverty headcount under the $3.2/cap/day-threshold being less than 0.3 million people in 2050 in most scenarios. A carbon tax became a regressive factor mainly due to price increases in food and energy goods. This indicates that the distributional effects on carbon pricing should be considered. For example, supplementary policies that compensate for price changes, such as subsidies and early mitigation actions, that lead to modest price increases in the long term are worthy of consideration as valid instruments for the just transition towards the 2 °C or even 1.5 °C pathway. Background: Although there is broad agreement that negative carbon emissions may be required in order to meet the global climate change targets specified in the Paris Agreement and that carbon sequestration in the terrestrial biosphere can be an important contributor, there are important accounting issues that often discourage forest carbon sequestration projects. The legislation establishing the California forest offset program, for example, requires that offsets be "real, additional, quantifiable, permanent, verifiable, and enforceable". While these are all clearly desirable attributes, their implementation has been a great challenge in balancing complexity, expense, and risk. Most forest offset protocols carry similar accounting objectives, but often with different details, (e.g. Richards and Huebner in Carbon Manag 3(4):393–410, 2012 and Galik et al. in Mitig Adapt Strateg Glob Change 14:677–690, 2009). The result is that the complexity, expense, and risk of participation discourage participation and make it more difficult to achieve climate mitigation goals. We focus on the requirements for accounting and permanence to illustrate that current requirements disproportionately disadvantage small landowners. Results: The simplified 1040EZ filing system for U.S. income taxes may provide insight for a protocol model that balances reward, effort, and risk, while still achieving the overall objectives of standardized offset protocols. In this paper, we present initial ideas and lay the groundwork behind a "2050EZ" protocol for forest carbon sequestration as a complement to existing protocols. Conclusion: The Paris Agreement states that "Parties should take action to conserve and enhance, as appropriate, sinks and reservoirs of greenhouse gases." The Paris Agreement also refers to issues such as equity, sustainable development, and other non-carbon benefits. The challenge is to provide incentives for maintaining and increasing the amount of carbon sequestered in the biosphere. Monitoring and verification of carbon storage need to be sufficient to demonstrate sequestration from the atmosphere while providing clear incentives and simple accounting approaches that encourage participation by diverse participants, including small land holders. China's newly announced carbon neutrality goal manifests its determination to advance green and low-carbon development. The country aims to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. Consequently, guidelines and action plans have been actively deployed and issued. The carbon neutrality commitment (vision) and its detailed deployment (action) would contribute to climate change mitigation and corporate market value. Therefore, we categorize the carbon neutrality-related events and analyze their impacts on the stock market from July 2020 to March 2021. The main findings are as follows: (1) The action event have increased the carbon neutrality-related stocks by 0.04%, while that of the vision event is – 0.003%, indicating that investors' confidence increases when the carbon neutrality commitment is accompanied by specific and detailed guidelines. (2) The impact of carbon neutrality announcement becomes more positive and significant after related events occur repeatedly. (3) Carbon neutrality-related power industry and state-owned enterprises are potential beneficiaries of this decarbonization goal. Background: Forest ecosystems play an important role in carbon sequestration, climate change mitigation, and achieving China's target to become carbon (C) neutral by 2060. However, changes in C storage and net primary production (NPP) in natural secondary forests stemming from tree growth and future climate change have not yet been investigated in subtropical areas in China. Here, we used data from 290 inventory plots in four secondary forests [evergreen broad-leaved forest (EBF), deciduous and evergreen broad-leaved mixed forest (DEF), deciduous broad-leaved forest (DBF), and coniferous and broad-leaved mixed forest (CDF)] at different restoration stages and run a hybrid model (TRIPLEX 1.6) to predict changes in stand carbon storage and NPP under two future climate change scenarios (RCP4.5 and RCP8.5). Results: The runs of the hybrid model calibrated and validated by using the data from the inventory plots suggest significant increase in the carbon storage by 2060 under the current climate conditions, and even higher increase under the RCP4.5 and RCP8.5 climate change scenarios. In contrast to the carbon storage, the simulated EBF and DEF NPP declines slightly over the period from 2014 to 2060. Conclusions: The obtained results lead to conclusion that proper management of China's subtropical secondary forests could be considered as one of the steps towards achieving China's target to become carbon neutral by 2060. Background: The climate mitigation target of limiting the temperature increase below 2 °C above the pre-industrial levels requires the efforts from all countries. Tracking the trajectory of the land carbon sink efficiency is thus crucial to evaluate the nationally determined contributions (NDCs). Here, we define the instantaneous land sink efficiency as the ratio of natural land carbon sinks to emissions from fossil fuel and land-use and land-cover change with a value of 1 indicating carbon neutrality to track its temporal dynamics in the past decades. Results: Land sink efficiency has been decreasing during 1957–1990 because of the increased emissions from fossil fuel. After the effect of the Mt. Pinatubo eruption diminished (after 1994), the land sink efficiency firstly increased before 2009 and then began to decrease again after 2009. This reversal around 2009 is mostly attributed to changes in land sinks in tropical regions in response to climate variations. Conclusions: The decreasing trend of land sink efficiency in recent years reveals greater challenges in climate change mitigation, and that climate impacts on land carbon sinks must be accurately quantified to assess the effectiveness of regional scale climate mitigation policies. We examine the effects of crop management adaptation and climate mitigation strategies on land use and land management, plus on related environmental and economic outcomes. We find that crop management adaptation (e.g. crop mix, new species) increases Greenhouse gas (GHG) emissions by 1.7 % under a more severe climate projection while a carbon price reduces total forest and agriculture GHG annual flux by 15 % and 9 %, respectively. This shows that trade-offs are likely between mitigation and adaptation. Climate change coupled with crop management adaptation has small and mostly negative effects on welfare; mitigation, which is implemented as a carbon price starting at $15 per metric ton carbon dioxide (CO) equivalent with a 5 % annual increase rate, bolsters welfare carbon payments. There are worldwide approximately 4.3 million coffee ( Coffea arabica) producing smallholders generating a large share of tropical developing countries' gross domestic product, notably in Central America. Their livelihoods and coffee production are facing major challenges due to projected climate change, requiring adaptation decisions that may range from changes in management practices to changes in crops or migration. Since management practices such as shade use and reforestation influence both climate vulnerability and carbon stocks in coffee, there may be synergies between climate change adaptation and mitigation that could make it advantageous to jointly pursue both objectives. In some cases, carbon accounting for mitigation actions might even be used to incentivize and subsidize adaptation actions. To assess potential synergies between climate change mitigation and adaptation in smallholder coffee production systems, we quantified (i) the potential of changes in coffee production and processing practices as well as other livelihood activities to reduce net greenhouse gas emissions, (ii) coffee farmers' climate change vulnerability and need for adaptation, including the possibility of carbon markets subsidizing adaptation. We worked with smallholder organic coffee farmers in Northern Nicaragua, using workshops, interviews, farm visits and the Cool Farm Tool software to calculate greenhouse gas balances of coffee farms. From the 12 activities found to be relevant for adaptation, two showed strong and five showed modest synergies with mitigation. Afforestation of degraded areas with coffee agroforestry systems and boundary tree plantings resulted in the highest synergies between adaptation and mitigation. Financing possibilities for joint adaptation-mitigation activities could arise through carbon offsetting, carbon insetting, and carbon footprint reductions.
