The likelihood of being faced with trap-like situations is a worrisome aspect of long-term policy-making, such as for climate change adaptation. Even when a policy may be effective in the short-term, changes in problem or policy contexts may render it ineffective over time. The design of 'robust' policies, meaning those which are able to self-adjust to linear changes in their environment, can be contrasted with 'resilient' ones which are able to adjust not only to linear, but also non-linear shifts in their contexts. Building on Boonstra and de Boer (AMBIO 43:260-274, 2014)'s argument that traps should not be considered as a static phenomenon; rather their emergence and development is often directly influenced by history and path-dependency, this paper elaborates how trap-like situations can emerge with increase in climate uncertainty over time. Three strategies to address policy traps due to climate change form subjects of inquiry in this paper: avoiding traps in the first place, designing against traps, and overcoming traps once in them. This paper offers some thoughts on the value added of new economic estimates of climate change damages. We begin with a warning to beware of analyses that are so narrow that they miss a good deal of the important economic ramifications of the full suite of manifestations of climate change. Our second set of comments focuses attention on one of the most visible products of integrated assessment modeling-estimates of the social cost of carbon which we take as one example of aggregate economic indicators that have been designed to summarize climate risk in policy deliberations. Our point is that these estimates are so sensitive to a wide range of parameters that improved understanding of economic damages across many (if not all) climate sensitive sectors may offer only limited value added. Having cast some doubt on the ability of improved estimates of economic damages to increase the value of economic damage estimates in integrated assessment modeling designed to inform climate policy deliberations, we offer an alternative approach-describing implicitly a research agenda that could (a) effectively inform mitigation decisions while, at the same time, (b) providing economic estimates for aggregate indicators like the social cost of carbon. Key limitations of integrated assessment models (IAMs) are their highly stylized and aggregated representation of climate damages and associated economic responses, as well as the omission of specific investments related to climate change adaptation. This paper proposes a framework for modeling climate impacts and adaptation that clarifies the relevant research issues and provides a template for making improvements. We identify five desirable characteristics of an ideal integrated assessment modeling platform, which we elaborate into a conceptual model that distinguishes three different classes of adaptation-related activities. Based on these elements we specify an impacts- and adaptation-centric IAM, whose optimality conditions are used to highlight the types of functional relationships necessary for realistic representations of adaptation-related decisions, the specific mechanisms by which these responses can be incorporated into IAMs, and the ways in which the inclusion of adaptation is likely to affect the simulations' results. Global deforestation and forest degradation have led to massive loss of biodiversity and decline of ecosystem services. Against this prospect, it is important not only to protect, but also to restore forest ecosystems. The paper analyzes the current and future role of the restoration of forests and degraded lands starting with the definition of various techniques, scales and objectives of forest restoration. Three key motivations for and targets of forest restoration are then discussed: forest biodiversity protection, biomass production, climate change mitigation and adaptation. The paper also briefly discusses three tools of increasing relevance for supporting forest restoration policies: the development of forest nursery techniques and the improvement of quality of forest reproductive material, the use of standard and certification tools, and financing of restoration investments, including projects aimed at reducing emissions from deforestation and forest degradation. Over recent decades, there has been increasing levels of research dedicated to assess drivers of farm-level uptake of adaptation strategies to climate change. The main purpose of this research being to determine how policy intervention can most effectively increase adoption. This paper aims to synthesise this past research in order to scale up uptake of farm-level adaptation strategies through a composite index of potential adoption in Africa. In doing so, we review the estimated coefficients of econometric regressions in 42 case studies published in peer-review journals to identify the factors that regularly explain adoption. We find that these common factors can be grouped into seven components, that is human capital, financial resources, infrastructure and technology, social interaction and governance, food security, dependence on agriculture and attitudes towards the environment. Using national-level indicators of these seven categories, we develop a composite index to inform potential adoption and test the robustness of the index in an in-depth sensitivity analysis. The results show that the highest likelihood of adoption of farm-level adaptation strategies is in Northern African countries namely Tunisia, Egypt, Algeria and Morocco and in Southern African countries such as South Africa and Botswana. Conversely, they indicate that the lowest likelihood of adoption is situated in nations of the Sahel and Horn of Africa and in nations that have recently experienced conflict. We conclude that adoption is associated predominantly with governance, civil rights, financial resources and education. It has recently been highlighted that the economic value of climate change mitigation depends sensitively on the slim possibility of extreme warming. This insight has been obtained through a focus on the fat upper tail of the climate sensitivity probability distribution. However, while climate sensitivity is undoubtedly important, what ultimately matters is transient temperature change. A focus on transient temperature change stresses the interplay of climate sensitivity with other physical uncertainties, notably effective heat capacity. In this paper we present a conceptual analysis of the physical uncertainties in economic models of climate mitigation, leading to an empirical application of the DICE model, which investigates the interaction of uncertainty in climate sensitivity and the effective heat capacity. We expand on previous results exploring the sensitivity of economic evaluations to the tail of the climate sensitivity distribution alone, and demonstrate that uncertainty about the system's effective heat capacity also plays a very important role. We go on to discuss complementary avenues of economic and scientific research that may help provide a better combined understanding of the physical and economic processes associated with a rapidly warming world. Social, economic, and environmental systems can be vulnerable to disruptions in water supplies that are likely to accompany future climate changes. Coupled with the challenges of tightening environmental regulations, population growth, economic development and fiscal constraints water supply systems are being pushed beyond the limits of their design and capacity for maintenance. In this paper we briefly review key economic concepts, various economic measures and metrics, and methods to estimate the economic effects on water resources from water supply changes that could accompany climate change. We survey some of the recent empirical literature that focuses on estimates developed for U.S. watersheds at both national and regional scales. Reported estimates of potential damage and loss associated with climate and water supply changes that we observe are significant, though often the metrics vary and make valid and consistent direct cross-comparisons difficult. Whether in terms of changes in GDP or in terms of estimated changes in economic welfare based on associated changes in economic costs and benefits, both national and regional estimates suggest that governments and organizations incorporate prudent steps to assess vulnerabilities to plausible future water supply and demand scenarios and develop responsive adaptation strategies. This study is a contribution to the empirics of climate change and its effect on sustainable economic growth in Sub-Saharan Africa (SSA). Using data on two climate variables: temperature and precipitation, and employing panel cointegration econometric technique of the long- and short-run effects of climate change on growth, we establish that temperatures beyond 24.9 °C would significantly reduce economic performance in SSA. We report the results of an uncertainty decomposition analysis of the social cost of carbon as estimated by FUND, a model that has a more detailed representation of the economic impact of climate change than any other model. Some of the parameters particularly influence impacts in the short run whereas other parameters are important in the long run. Some parameters are influential in some regions only. Some parameters are known reasonably well, but others are not. Ethical values, such as the pure rate of time preference and the rate of risk aversion, therefore affect not only the social cost of carbon, but also the importance of the parameters that determine its value. Some parameters, however, are consistently important: cooling energy demand, migration, climate sensitivity, and agriculture. Rice ( Oryza) is a staple food in China, and rice yield is inherently sensitive to climate change. It is of great regional and global importance to understand how and to what degree climate change will impact rice yields and to determine the adaptation options effectiveness for mitigating possible adverse impacts or for taking advantage of beneficial changes. The objectives of this study are to assess the climate change impact, the carbon dioxide (CO) fertilization effect, and the adaptation strategy effectiveness on rice yields during future periods (2011-2099) under the newly released Representative Concentration Pathway (RCP) 4.5 scenario in the Sichuan Basin, one of the most important rice production areas of China. For this purpose, the Crop Estimation through Resource and Environment Synthesis (CERES)-Rice model was applied to conduct simulation, based on high-quality meteorological, soil and agricultural experimental data. The modeling results indicated a continuing rice reduction in the future periods. Compared to that without incorporating of increased CO concentration, a CO fertilization effect could mitigate but still not totally offset the negative climate change impacts on rice yields. Three adaptive measures, including advancing planting dates, switching to current high temperature tolerant varieties, and breeding new varieties, could effectively offset the negative climate change impacts with various degrees. Our results will not only contribute to inform regional future agricultural adaptation decisions in the Sichuan Basin but also gain insight into the mechanism of regional rice yield response to global climate change and the effectiveness of widely practiced global thereby assisting with appropriate adaptive strategies. Nature provides critical ecosystem services on which society and businesses rely, but the effort and cost of utilizing those services can change with the climate. Both climatic trend and variance affect these efforts and costs, creating a complex decision space where uncertain future predictions are the rule. Here, we show how these problems mimic option payoffs and demonstrate a modified version of the Black-Scholes option pricing formula (widely used in finance) to analyze these types of business-climate decisions. We demonstrate the method by (1) examining the viability of building ice roads in the Northwest Territories of Canada, where a strong negative warming trend is underway, and (2) applying it to the problem of the ongoing California drought, estimating expected water costs with and without storage. The method is novel and provides a simple and accessible way to make such assessments to at least a first-order approximation. While our focus here is on business situations where decisions are usually based on money, we suggest that a similar approach could be used beyond the business world in examining risk and attributing that risk to climate variance vs. trend. We examine the effects of crop management adaptation and climate mitigation strategies on land use and land management, plus on related environmental and economic outcomes. We find that crop management adaptation (e.g. crop mix, new species) increases Greenhouse gas (GHG) emissions by 1.7 % under a more severe climate projection while a carbon price reduces total forest and agriculture GHG annual flux by 15 % and 9 %, respectively. This shows that trade-offs are likely between mitigation and adaptation. Climate change coupled with crop management adaptation has small and mostly negative effects on welfare; mitigation, which is implemented as a carbon price starting at $15 per metric ton carbon dioxide (CO) equivalent with a 5 % annual increase rate, bolsters welfare carbon payments. Climate change presents us with a problem of intergenerational justice. While any costs associated with climate change mitigation measures will have to be borne by the world's present generation, the main beneficiaries of mitigation measures will be future generations. This raises the question to what extent present generations have a responsibility to shoulder these costs. One influential approach for addressing this question is to appeal to neo-classical economic cost-benefit analyses and so-called economy-climate 'integrated assessment models' to determine what course of action a principle of intergenerational welfare maximization would require of us. I critically examine a range of problems for this approach. First, integrated assessment models face a problem of underdetermination and induction: They are very sensitive to a number of highly conjectural assumptions about economic responses to a temperature and climate regime, for which we have no empirical evidence. Second, they involve several simplifying assumptions which cannot be justified empirically. And third, some of the assumptions underlying the construction of economic models are intrinsically normative assumptions that reflect value judgments of the modeler. I conclude that, while integrated assessment models may play a useful role as 'toy models,' their use as tools for policy optimization is highly problematic. [ABSTRACT FROM AUTHOR]

Climate change is an issue of great importance for human rights, public health, and socioeconomic equity because of its diverse consequences overall as well as its disproportionate impact on vulnerable and socially marginalized populations. Vulnerability to climate change is determined by a community's ability to anticipate, cope with, resist, and recover from the impact of major weather events. Climate change will affect industrial and agricultural sectors, as well as transportation, health, and energy infrastructure. These shifts will have significant health and economic consequences for diverse communities throughout California. Without proactive policies to address these equity concerns, climate change will likely reinforce and amplify current as well as future socioeconomic disparities, leaving low-income, minority, and politically marginalized groups with fewer economic opportunities and more environmental and health burdens. This review explores the disproportionate impacts of climate change on vulnerable groups in California and investigates the costs and benefits of the climate change mitigation strategies specified for implementation in the California Global Warming Solutions Act of 2006 (AB 32).
