The aim of this paper is to investigate the effectiveness of environmental taxes and environmental stringent policies in reducing CO2 emissions in a panel of 20 European countries for the period 1995–2012. As mounting global environmental and climate challenges are becoming great cause for concern, environmental stringency policies and environmental taxes are becoming the cornerstones for a sustainable environment. Applying panel cointegration tests, we found a negative and a statistically significant relationship between environment taxes (disaggregated into total, energy and transport taxes) and CO2 emissions on the one hand and also a negative and a statistically significant relationship between environmental policy stringent and CO2 emissions on the other. The robustness of the evidence is also supported by a quantile regression model. The higher the environmental stringency policy, the lower the CO2 emission. Similarly, the higher the revenue from total environmental tax, energy and transport tax, the higher the reductions in CO2 emissions. Both these two policy instruments were effective in reducing CO2 emissions. The positive impact of environmental tax on improving environmental quality should encourage policy makers to increase environmental tax as the current level of environmental tax is believed to be low relative to levels required to achieve climate change objectives and is also low relative to the social cost of carbon and relative to the prices of taxed fuels. This paper assesses the effectiveness of the environmental-related commitments contained in preferential trade agreements (PTAs) on climate change mitigation. A novel and detailed database identifying nearly 300 different types of environmental provisions from more than 680 PTAs since 1947 allows us to distinguish the PTAs with climate-related provisions (PTAwCP) from those with provisions related to other environmental issues. Using panel data covering 165 countries over the period 1995 to 2012, controlling for endogeneity issues, our main result shows that PTAwCP statistically reduce the emissions while the effect of PTAs with provisions related to other environmental issues remains negative but does not significantly affect GHG emissions. Our results suggest that it is rather the specific climate-related provisions in PTAwEP that reduce emissions (carbon dioxide, methane and nitrous oxide). Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. One of the current topical problems is the prediction of climate change and mitigation of its consequences. All-sided analysis of ecological, economic, and social aspects of climate issues relies on interdisciplinary assessment models. This article adapts the MERGE optimization model to the current state of the world economy and introduces into the model a new component that implements a simplified procedure of 'green' GDP calculation ('green' GDP, or GGDP, provides information about the efficiency of use of environmental resources). The objective of our numerical simulations is to tests the consequences of Russia's hypothetical participation in the program for reducing greenhouse gas (GHG) emissions and to analyze the environmental indicators of Russia's GDP. The input data are mainly provided by the project of scenario conditions and main macroeconomic parameters for the forecasting of socio-economic development in Russia in the near future implemented by the Ministry of Economic Development of the Russian Federation. The calculations reveal the existence of reserves for Russia's 'painless' participation in environment-preserving initiatives that call for not exceeding the 1990 emission level in 2020-2025. The role of plants in global climate change discussions is usually considered only in terms of the albedo and sinks/sources of CO and other greenhouse gases. The main aim of this review article is to summarize the entire impact of vegetation on the climate change. It describes quantitatively the energy balance of vegetated surfaces and the effect of vegetation on the hydrological cycle. The distribution of solar energy in the landscape is dealt with in thermodynamic terms. The role of water and plants in the reduction of temperature gradients is emphasized. Papers dealing with the relationship between changes in the landscape cover and regional climates are reviewed, and the fundamental role of wetlands and forests in water cycling is outlined. Positive examples of restoration of dry landscapes, based on rainwater retention and the recovery of permanent vegetation, are described. It is recommended that the direct role of water and vegetation in cooling, reducing temperature and air pressure gradients should be included into all future recommendations for policymakers made by scientists. This paper provides a selective review of the interaction between international trade, international trade policies, environmental policies and climate change. The focus is on the role that international trade and the existence of countries have on the generation of emissions leading to greenhouse gas stocks in the atmosphere and hence, potentially, to climate change and on the role of trade and environmental policies in dealing with this global externality. We first review the question of whether trade exacerbates or contributes to the climate change problem by increasing global emissions, a particularly important issue being the pollution haven problem. Then we consider environmental policies and trade. We analyse non-cooperative environmental policies and investigate whether trade undermines the effectiveness of unilateral environmental policies, in which carbon leakage and international competitiveness are of particular importance. To deal with climate change, cooperation among countries is important. In this aspect, we review the interactions between trade and environmental policies, border tax adjustment policies, and the role of the World Trade Organization in combating climate change arising from economic activities. The literature on global climate change has largely ignored the small but positive steps that many public and private actors are taking to reduce greenhouse gas emissions. A global policy is frequently posited as the only strategy needed. It is important to balance the major attention on global solutions as the only strategy for coping with climate change. Positive actions are underway at multiple, smaller scales to start the process of climate change mitigation. Researchers need to understand the strength of polycentric systems where enterprises at multiple levels may complement each other. Building a global regime is a necessity, but encouraging the emergence of a polycentric system starts the process of reducing greenhouse gas emissions and acts as a spur to international regimes to do their part. Between 1994 and 2004, the Voluntary Challenge and Registry (VCR) played an important role in Canadian climate change policy. In this paper, we examine the decision of firms to participate in the VCR, the extent of their involvement, and then ask if greenhouse gas emissions are related to past VCR participation. As an information provision program, we find evidence that firms may participate in VCR to signal their environmental responsibility to regulators and to some extent investors, but not to consumers. We also find that past involvement in the VCR is a strong and significant determinant of current involvement in the registry. Greenhouse gas emissions reported to the Mandatory Greenhouse Gas Reporting Program in 2004, however, do not appear to be different between VCR reporters and non-reporters. GHG emissions are observed to be significantly lower among firms that are smaller, emit fewer toxic releases, use more renewable energy sources, are intermediate good producers, and are located in Quebec, Ontario, and Manitoba. We present emissions corridors for the 21st century reducing the risk of collapse of the Atlantic thermohaline circulation (THC) while considering expectations about the socio-economically acceptable pace of emissions reductions. Emissions corridors embrace the range of CO2 emissions that are compatible with normatively defined policy goals or ‘guardrails’. They are calculated along the conceptual and methodological lines of the tolerable windows approach. We investigate the sensitivity of the emissions corridors to key uncertain physical quantities (i.e. climate sensitivity and North Atlantic hydrological sensitivity, emissions of non-CO2 greenhouse gases and sulfate aerosols) as well as to the guardrails. Results indicate a large dependency of the width of the emissions corridor on climate and hydrological sensitivity: for low values of the climate and/or hydrological sensitivity, the corridor boundaries are far from being transgressed by business-as-usual emissions scenarios for the 21st century. In contrast, for high values of both quantities already low non-intervention scenarios leave the corridor in the early decades of this century. The width of the CO2 emissions corridor is also affected by the emissions pathway of non-CO2 greenhouse gases and sulfate aerosols, but to a lesser extent. We further find that the choice of the policy goal strongly influences the shape of the emissions corridor. Pursuit of a more ambitious THC target, for instance, tightens the corridor considerably. More strict expectations concerning the socio-economically admissible pace of emissions reduction (expressed in terms of a maximum emissions reduction rate and a transition time towards a de-carbonizing economy) act in the same direction. This indicates that a trade-off between THC and socio-economic guardrails may be unavoidable in the case of very tight emissions corridors. [ABSTRACT FROM AUTHOR]

Environmental policy, including the Kyoto Protocol, is laden with values. Recognizing this fact can help UNFCCC parties come to agreement. Much of the contention surrounding the post-Kyoto negotiations can be explained through a framework of values. This article summarizes the arguments used by proponents and critics of emissions trading of greenhouse gas emissions under the Kyoto Protocol through such a framework of values. Proponents and critics of emissions trading espouse common values, such as achievement, to work toward ameliorating climate change; there is less agreement on emissions trading seen through values such as responsibility and fairness. As non-Annex I parties are expected to take a more active role in the second commitment period, identifying values held by those working on their behalf will facilitate negotiations and help develop a discourse that is inclusive of their interests. Annex I parties can also benefit from the identification of the values to better convey their interests. Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state's existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project. The assessment of greenhouse gases (GHGs) emitted to and removed from the atmosphere is high on both political and scientific agendas internationally. As increasing international concern and cooperation aim at policy-oriented solutions to the climate change problem, several issues have begun to arise regarding verification and compliance under both proposed and legislated schemes meant to reduce the human-induced global climate impact. The approaches to addressing uncertainty introduced in this article attempt to improve national inventories or to provide a basis for the standardization of inventory estimates to enable comparison of emissions and emission changes across countries. Authors of the accompanying articles use detailed uncertainty analyses to enforce the current structure of the emission trading system and attempt to internalize high levels of uncertainty by tailoring the emissions trading market rules. Assessment of uncertainty can help improve inventories and manage risk. There are a number of features of climate change which make it one of the most challenging problems confronting policy makers and policy analysts. In this paper we consider three such features: (i) climate change is a global pollutant so there are strategic interactions between governments over climate policy; (ii) cutting greenhouse gas emissions can have significant cost effects across a number of sectors of the economy, raising concerns about the implications of climate change policy on competitive advantage; (iii) the long-time scales on which climate change operates means that an important dimension of climate change policy is policy towards R&D to cut the costs of dealing with climate change. The UK’s Climate Change Programme introduced an Emissions Trading Scheme (ETS) for greenhouse gases. Firms in over 40 industrial sectors which have negotiated “Climate Change Agreements” setting quantitative energy efficiency targets can use the ETS to trade over-and under-compliance with these targets. In parallel, a limited number of firms have become major participants in the ETS as a result of an auction of subsidies for additional abatement commitments. The paper describes the UK arrangements and assesses the economic efficiency and environmental effectiveness of the ETS, drawing on evidence of participants’ behaviour both in the incentive auction, and in subsequent trading. The United States and China are responsible for nearly 40 per cent of total annual greenhouse gas emissions. Global climatic stabilization cannot succeed without the participation of people and organizations in the PRC and the USA. Given the likelihood of continued political paralysis at the national level in both countries, it is important to assess the strengths, weaknesses, and potential of nongovernmental actors in bringing about durable reductions in GHG emissions. Consumption trajectories present one of the most intractable barriers to anthropogenic GHG-emissions reductions and to long-term climatic stabilization. Nordlund and Garvill's (2003) model is adapted and applied in assessing prospects for value change, specific problem awareness, and sustainable-consumption behavior in the PRC and USA. The contributions of nonstate actors are elucidated when issue bundling (specifically links with stress reduction and healthy futures) and principle bundling are incorporated into the explanatory framework. The involvement of transnationally competent activists in emissions mitigation projects, value change, and durable sustainable-consumption practices provides a beacon for future possibilities. Chinese transnationals are a key overlooked and underestimated piece in the current emissions-reduction puzzle because of their critical position at the intersection of values, behavior change, and nongovernmental institutions directly and indirectly involved in climatic-change mitigation. Given their special U.S./P.R.C. leverage, other actors concerned with building a sustainable-consumption movement and with climatic stabilization are likely to benefit from devoting increased attention and responsibilities to this group. To aid climate policy decisions, accurate quantitative descriptions of the uncertainty in climate outcomes under various possible policies are needed. Here, we apply an earth systems model to describe the uncertainty in climate projections under two different policy scenarios. This study illustrates an internally consistent uncertainty analysis of one climate assessment modeling framework, propagating uncertainties in both economic and climate components, and constraining climate parameter uncertainties based on observation. We find that in the absence of greenhouse gas emissions restrictions, there is a one in forty chance that global mean surface temperature change will exceed 4.9 °C by the year 2100. A policy case with aggressive emissions reductions over time lowers the temperature change to a one in forty chance of exceeding 3.2 °C, thus reducing but not eliminating the chance of substantial warming. Global climate change has been one of the most challenging environmental concerns facing policy makers in the past decade. The characterization of the wide range of greenhouse gas (GHG) sources and sinks as well as the behavior of GHGs in the atmosphere remains an on-going activity in many countries. Lebanon, being a signatory to the Framework Convention on Climate Change, is required to submit and regularly update a national inventory of GHG emission sources and removals. Accordingly, an inventory of greenhouse gases from various sectors was conducted following the guidelines set by the United Nations Intergovernmental Panel on Climate Change. The inventory indicated that the land use, land use change, and forestry sector contributed about 1% to the total greenhouse gas emissions instead of acting as a sink. This article proposes mitigation scenarios to reduce these emissions and increase carbon sequestration in the Lebanese land use. Many developing countries, especially in Africa, contribute only very small amounts to the world total of greenhouse gas emissions. For them, the reduction of such emissions is not a priority, and the more important issue is to find ways to reduce their vulnerability to the projected climate change which is being imposed upon them largely as a result of emissions from developed countries. This priority does not accord with the ultimate objective of the United Nations Framework Convention on Climate Change, which is to achieve stabilization of greenhouse gas emissions. This paper reports upon studies in Uganda designed to help in the development of a national adaptation strategy, and addresses the need to reconcile such a strategy with the global priority accorded to mitigation and with national economic development priorities. Some features of a national climate change adaptation strategy are identified and questions are raised about the need for an international regime to facilitate and support adaptation. The article reports on the deforestation issues which will be discussed at the global carbon emission control forum. According to the report, European companies seek to offset their greenhouse-gas emissions under the Kyoto Protocol for it is generating billions of dollars into clean-energy projects in the developing world. However, the policy does not include funds to prevent deforestation, which is responsible for some 20% of global carbon emissions. Environmental experts ensures that deforestation will be part of the meeting's agenda as the international negotiators of United Nations will be gathered for climate change in Bali, Indonesia.

The article discusses the role of science in solving environmental problems. According to the author, science and technology play a significant role with regards to coping with global dangers and threat, and the expectation of society to them has increased. The environmental crisis experienced globally fuel the need of societies for guarantees of safety and relief, but they are faced with a lot of obstacles. Meanwhile, the Ministry of Agriculture, Forestry and Fisheries of Japan implemented a policy to ensure food safety and enforced the certification mark system of the foodstuffs. To address the threat presented by climate change, an international and legally binding agreement called the Kyoto Protocol was instituted on February 26, 2005, in order to reduce emission of greenhouse gases globally.
