The merits of different types of regulatory tools in eliminating pollution and at the same time inducing innovation have long been an interest of researchers in both environmental economics and industrial organization. Although there is a substantial theoretical literature investigating the potential for various environmental policies to attain these dual goals, this is a challenging empirical problem because every industry has its own inherent characteristics that play an important role in determining the performance of different regulatory tools. The majority of the work to date focuses on pollution abatement while leaving pollution prevention understudied. In most of the literature firms are also assumed to be symmetric. Asymmetries among firms add another degree and level of complexity to their strategic interactions, and affect the performance of different regulatory tools. This paper investigates the performance of two alternative regulatory tools, an emissions performance standard and an emissions tax, in reducing pollution and inducing pollution prevention and abatement R&D in the US pulp and paper industry. We construct a model representing the industry in an asymmetric Cournot duopoly framework, calibrate the model to disaggregated industry data, and run scenarios to replicate the behavior of the firms in an imperfectly competitive output market. Our results suggest that pollution prevention R&D can respond quite differently than abatement R&D to different policy instruments. The results indicate that R&D spillovers among firms play crucial role in technology development and strategies of the firms. Our results also suggest that strategic interactions between firms in an imperfectly competitive industry can have significant impacts of the levels of both types of R&D. [ABSTRACT FROM AUTHOR]

In recent years central bankers have devoted increased attention to the question of whether and how to intervene to address the growing environmental and climate crisis. The climate intervention debate gained momentum during a period of low inflation and loose monetary policy in core economies – a time characterised by near zero interest rates and large asset purchase programmes. Since 2021, however, the macroeconomic context has changed. Against this background, the paper analyses the contradictory and problematic nature of the direction monetary policy has taken in reaction to higher inflation. It argues that higher interest rates delay the green transformation by raising the cost of sustainable investments, and that the resulting delay also hampers prospects for achieving price stability. The paper concludes that the present macroeconomic environment demands a 'greener and cheaper' monetary policy approach designed to address the environmental and climate crisis and also to simultaneously fight inflation. This paper aims at identifying the causal effect of reducing behavioral costs of participation in household waste recycling through curbside collection. Using propensity score matching and differences-in-differences estimation with individual-level panel data we estimate the effect of curbside collection, its variation between types of recyclables and sociodemographic background variables, and its elasticity with regard to the distance to collection containers in the bring scheme condition. We argue that in a quasi-experimental setting DD may be systematically upward biased due to the outcome variable being self-reported while DDD may be systematically downward biased in the presence of spillover effects. Accordingly, both estimators can be combined to derive upper and lower bounds of the true effect. We find that a curbside scheme has no effect on paper recycling but increases recycling participation by between 10 and 25% points for plastic and packaging. Moreover, we find systematic treatment effect heterogeneity with regard to pre-treatment distance to collection sites and individual environmental attitudes, but not by socio-demography. China's rapid economic development has attracted worldwide attention, but the resulting environmental problems also cannot be ignored. Whether environmental regulations can achieve a win–win situation between "green" and "economic growth" has become the focus of academic circles. While related studies have examined environmental regulation through the "Cost-following theory" and "Porter hypothesis", they have mostly focused on a particular region or province, thus neglecting the spatial effects. The spatial effects of environmental regulation are important to study because of the overall environmental correlation across regions and especially adjacent provinces. This paper extends the "cost-following theory" and the "Porter hypothesis" to the spatial perspective and proposes two hypotheses, respectively. Through the spatial expansion of environmental regulation theory, this paper not only analyses the direct effect of local environmental regulation on local economic growth, but also the spatial spillover effect of adjacent provinces' environmental regulation on local economic growth. The empirical results show that the relationship between environmental regulation and economic growth in China is consistent with the spatial perspective of "Cost-following theory", but not with the spatial perspective of "Porter hypothesis". Through the above analysis, this paper is able to address the issues of how to make environmental regulation policies in adjacent provinces or regions as a whole, and how to coordinate environmental regulation with economic growth in adjacent regions. China has long exercised environmental control through the imposition of sewage charges. The start of the environmental protection tax on January 1, 2018, means that China has entered a new phase of environmental control. Unlike many previous studies on the role of environmental taxes at the firm level, this paper examines whether environmental taxes affect pollution emissions by influencing the behavioral choices of micro-actors. This paper first reviews the Pyrrhic tax, the Porter hypothesis, and the "double dividend effect." We then construct provincial panel data for 30 provinces in China from 2012 to 2019 as a sample, use the environmental protection tax as a natural experiment to evaluate the policy of this environmental protection tax using propensity score matching and difference-in-differences model, investigate the intermediate transmission mechanism of the policy implementation, and then analyze the differences in policy effects between provinces with different levels of economic development. The increased tax burden in 2018 led to a general reduction in provincial pollution emissions in which technological innovation by various groups, including firms and universities, had a mediating role. As one of the most important macroeconomic regulation methods, fiscal and tax policy is supposed to play an active role in green economic transformation. Industrial structure optimization is a fundamental approach to address environmental problems, which has been fully demonstrated in the current studies. It is necessary to identify whether the fiscal and tax policy can promote the green economic transition through optimizing industrial structure. Taking property tax policy as an example, this paper investigates whether fiscal and tax policy promotes the green transformation of the urban economy from the perspective of industrial structure upgrading. The results show that the fiscal and tax policy implemented for a certain industry has a significant positive spillover effect on the optimization of the city's overall industrial structure. Scientific and reasonable fiscal and tax policy accelerates the intensive development of urban economy by promoting the upgrading of urban industry. These findings suggest that in terms of cities in the new and old kinetic energy transformation period, government should consider the upgrading of industrial structure in the formulation of fiscal and tax policy and attach great importance to the green development of urban economy. This study examines economic performance, environmental performance, and regulatory activity for plants in three industries: pulp and paper, oil, and steel. Stochastic frontier production function models show significant deviations from production efficiency. Older plants are less efficient in production, but perform no worse on emissions. Plants spending more on pollution abatement tend to do worse on both production efficiency and emissions. Stricter local regulatory pressure is associated with somewhat lower emissions, but has mixed effects on production efficiency. Positive correlations between SUR residuals for emissions and production efficiency suggest unmeasured plant-level characteristics that drive both economic and environmental performance. As an essential part of ecological civilization, water ecological civilization has significant influence on the green and sustainable development of cities. Under the background of China's Water Ecological Civilization City Pilot (WECCP), based on data from 275 cities in China from 2007 to 2019 by using the difference-in-differences (DID) model, we empirically analyzed the influence of the WECCP establishment on urban green innovation and explored the impact mechanism in depth using a mediating effect model, which aimed to verify whether the "Porter hypothesis" holds true in China. The result indicated that the WECCP had made a remarkable contribution to enhancing urban green innovation in the pilot cities. Further research found that the input mechanism played an important mediating role. In addition, the heterogeneity test indicated that cities in the central region, at low administrative levels, and in the first batch of pilots gained more from the policy establishment. This paper has theoretical implications for understanding the derived innovation benefits of the environmental policy, practical implications for identifying new drivers of urban innovation, and provides related experience for the country to further promote and expand water ecological civilization construction and useful policy inspiration for other developing countries to formulate ecological and environmental policies. Since the reform and opening up, China has achieved rapid economic development at the cost of environmental pollution, but this extensive development mode is increasingly difficult to sustain. Fortunately, China has begun to attach importance to environmental pollution and green output, and the central and local governments have successively issued many environmental regulation policies. Taking 285 prefecture-level cities in China from 2003 to 2017 as samples, this paper uses slacks-based measure (SBM) model based on unexpected output to measure the green output efficiency. Taking green output efficiency as the explanatory variable and environmental regulation as the explanatory variable, this paper analyzes its local effect and neighboring effect. The regression results of the whole sample show that environmental regulation in China will have a positive impact on green output efficiency, but it will have a negative impact on neighboring cities. Furthermore, considering the differences of economic development levels among the eastern, central and western regions of China, the samples of the three regions were regressed, and it was found that the higher the economic development level, the greater the impact of environmental regulation on the regions. Therefore, cities should not only ensure their own characteristics, but also pay attention to policy coordination among cities when formulating relevant environmental regulation policies. In this paper, we propose a methodology, based on materials accounting and operational research techniques, to assess different industry configurations according to their life cycle environmental impacts. Rather than evaluating a specific technology, our methodology searchesfor the feasible configuration with the minimum impact. This approach allows us to address some basic policy-relevant questions regardingtechnology choice, investment priorities, industrial structures, andinternational trade patterns. We demonstrate the methodology in the context of the European pulp and paper industry. We are able to show that current environmental policy's focus on maximizing recycling is optimal now, but that modest improvements in primary pulping technology may shift the optimal industry configuration away from recycling toward more primary pulping with incineration. We show that this will have significant implications for the amount and type of environmental damage, for the location of different stages in the production chain, and for trade between European member states. We caution policy makers that their single-minded focus on recycling may foreclose investment in technologies that could prove environmentally superior. This paper discusses the health hazards faced in a company which produces printed paper packaging. The analysis is based on three main production processes, namely, printing, plate-making and washing. The components in the emissions of these processes are broken down into their chemical compositions and given a hazard rating. The analytic hierarchy process in the health hazard scoring system is introduced to evaluate the level of hazard of each process to the environment. Green consumption has become an important part of an environmentally friendly society. Policy guidance can effectively promote green consumption. Green consumption policies are extensive because of the diversity of green consumption objects. However, the various objects are not completely isolated, and policy must have a certain level of consistency. Therefore, from the perspective of green consumption objects, this paper first uses the text mining method to mine 308 green consumption policies in China, analyzing the objects covered in China's green consumption policies. Then, the evaluation system of green consumption policy consistency was built, seven key policies were selected, and the PMC-index method was used to measure policy consistency. The results show that (i) the main objectives of China's green consumption policy are the promotion of green products and the efficient use of energy. Green services and green recycling have been subject to fewer policy efforts. (ii) In terms of the links involved in green consumption, China pays more attention to the supply and the consumption chain and less attention to the recycling chain. (iii) The quantitative evaluation results of the seven typical policies show that the policy consistency is good but not perfect. The policy shortcomings are mainly reflected in the incentive methods. This paper questions the dominance of market-based mechanisms (MBMs) as the primary means of climate change mitigation. It argues that, not only they are unsuccessful on their own terms, but also they actually make the task more difficult by the unintended consequence of normalising the act of polluting and crowding out alternatives. The theoretical contribution of the paper is to draw a link between two bodies of literature. The first is the business ethics literature on the dominance of market-based rather than direct regulation, and the second is the literature on market ethics, particularly the work of Michael Sandel on how MBMs crowd out non-market norms. The empirical contribution is to use the international maritime transport sector to illustrate the way market-based regulation renders alternatives such as direct regulation and supply-side approaches invisible. This paper presents an overview for the Special Issue (SI) of Clean Technology and Environmental Policy journal (CTEP), and it includes accepted papers from 16th Conferences on Sustainable Development of Energy, Water and Environment Systems (SDEWES) held from October 10–15, 2021, in Dubrovnik, Croatia. Considering CTEPs policy of high-quality research papers, guest editors have invited 35 research articles, presented at the SDEWES 2021 conference. After a vigorous review process, 12 papers have been accepted for publication in this special issue. All 12 accepted papers are briefly presented in this overview together with a wider view that presents research efforts within the SDEWES community published through previous SDEWES special issues. Collaborative reduction of carbon and air pollutants can more efficiently achieve green technological change, industrial low-carbon transition, and high-quality economic and social development. As a typical environmental policy in China, the pilot carbon Emission Trading Scheme (ETS) has obvious advantages in achieving the collaborative reduction of carbon and air pollutants. Therefore, an evaluation of China's pilot carbon ETS from the perspective of collaborative reduction of carbon and air pollutants is performed in this paper. Compared with previous studies, first, this study innovatively uses the coupled coordination degree (CCD) model to measure the collaborative reduction level of carbon and air pollutants under different scenarios based on the panel data of China's 30 provincial-level regions during 2004–2018. Second, this study uses the DID method to evaluate the impact of China's pilot carbon ETS on the collaborative reduction of carbon and air pollutants and conducts some robustness checks and regional heterogeneity regressions. Third, this study uses the synthetic control method (SCM) further to examine the policy outcomes of the pilot carbon ETS. Scenario analysis shows that attaching importance to reducing air pollution will improve the collaborative reduction effect of carbon and air pollutants. Furthermore, the implementation of China's pilot carbon ETS exerts an effect of roughly 24.7% on reducing carbon, roughly 10.1% on reducing air pollutants, and roughly 22.0% on the collaborative reduction of carbon and air pollutants, ceteris paribus. Regional heterogeneity analysis shows that the impacts of the pilot carbon ETS are significant in all regions, except that the impact on reducing air pollutants in the central region is not significant. In addition, results from SCM indicate that the impacts of the pilot carbon ETS on the collaborative reduction of carbon and air pollutants are significantly efficient in Beijing, Tianjin, Shanghai, Hubei, and Chongqing, while not much efficient in Guangdong and Fujian. The main policy implications include strengthening the top-level design of the ETS in the collaborative reduction of carbon and air pollutants, attaching importance to the governance of air pollution, making the regional governance more targeted, and improving energy efficiency. The conflict between agricultural production and environmental protection, especially vegetable production, is one of the world's most prominent concerns. The acceptance degree and possible response of new agricultural operation subjects, represented by Farmers Professional Cooperatives (FPCs), to green production policies are a core issue that must be considered when designing environmental policies in the future. Based on field survey data of 192 FPCs of vegetables in Shanghai, China, this paper uses a choice experiment method to test the willingness of cooperatives to adopt green production behaviors under different policy settings and to identify the differences under different operation scales. The results show that both mandatory policies and incentive policies have an impact on the willingness of cooperatives to adopt green production behaviors, but significant differences exist among FPCs of different operation scales. Specifically, the willingness of large-scale FPCs to adopt green production behavior is affected by key technology training and income subsidies, whereas the willingness of small-scale FPCs is only affected by income subsidies; the willingness of medium-scale FPCs is simultaneously affected by key technology training, income subsidies, and penalties. Therefore, when formulating relevant policies in the future, policy-makers should consider local conditions, including the endowment heterogeneity of the production and operation subjects, so as to enhance the level of green production. Green technology innovation is a critical factor in ensuring the long-term stable development of renewable energy enterprises. Based on the super network theory, this paper constructs a network model of green technology innovation influencing factors of renewable energy enterprises, which includes the knowledge sub-network of green technology innovation of renewable energy enterprises, the research and development member sub-network of green technology innovation team of renewable energy enterprises and the policy sub-network of green technology innovation of renewable energy enterprises. It explores the mechanism of its influence on innovation in the preparation stage. Simulation analysis by Netlogo software concludes that innovation knowledge sharing, R&D membership, and innovation policy all have a significant positive impact on green technology innovation in renewable energy companies. Whether administrative accountability can successfully reduce policy implementation deviations is crucial for the effective implementation of environmental regulations. This study investigates the effect of administrative accountability pilot policy on corporate environmental violations. Based on panel data of listed firms in highly polluting industries from 2012 to 2017, this paper adopts the difference-in-differences model to examine the effects. The results show that the official accountability policy significantly reduces corporate environmental violations in pilot cities compared to non-pilot cities. The study also shows that improving environmental enforcement is potential channel. Further analysis shows that the policy also helps to correct implementation deviations and improve the environmental transparency of subordinate governments. In addition, this paper finds that the official accountability policy performs better in areas with less pollution dependence and more environmental attention, and firms with a history of violations and state-owned enterprises are also more proactive. In this work, we propose a new model to evaluate the impact of potential governmental policy as a green transition to decarbonise road freight transport. Contrary to the classical literature on the topic, our approach employs a bilevel structure optimization scheme. More precisely, a single-leader-multi-follower (SLMF) model is developed, where the state represents the leader and the freight companies act as the followers. A carbon tax is the selected public policy to foster the shift to less polluting freight technologies. The model responds to an exogenously determined demand that must be satisfied by a fleet that remains constant in size through time. The aim is thus to determine to what extent the tax policy will generate an evolution of the fleets of the different companies towards greener vehicles. An additional scientific contribution of the paper is that the SLMF model is solved thanks to a new numerical approach based on the so-called SOS1 technique. The goal of this paper is to discern whether environmental policy stringency discourages inbound tourism in the G7 countries. The analysis is based on second-generation panel data methods in consort with the panel quantile regression approach. The findings document that environmental policy stringency plunges inbound tourism across all quantiles. Moreover, the impact of environmental policy stringency is relatively strong at higher quantiles compared to middle and lower quantiles, while the analysis reports that per capita global GDP escalates inbound tourism at all quantiles, whereas both inflation and the real effective exchange rate plunge inbound tourism. Finally, this study proposes certain policy recommendations to promote tourism. The results also survive certain robustness tests. They also imply that the countries under consideration need to adopt special measures to promote tourism, apply strict environmental control measures, while tourists should be given incentives to offset the detrimental impact of environmental regulations. Finally, the tourism-related firms should be given higher emissions permits through an emissions trading scheme, which lowers the cost of tourism, as well as tax exemptions on their imports. As major carriers of modern economy and population, cities and towns are vortex centers of pollution migration, and the environmental effects brought about by China's unprecedented urbanization can be imagined, although the specific scale is still a mystery. This paper focuses on the nonlinear response mechanism of urban PM2.5 concentration to the urbanization population scale, considering that China's urbanization development path is dominated by large- and medium-sized cities. The panel data of PM2.5 concentration of Chinese cities observed by satellite during 1998–2016 are used to capture the nonlinear characteristics of panel threshold model (PTM). The estimation results of the double-threshold PTM including the quadratic term of urbanization population show that the U-shaped relationship between urbanization population and PM2.5 concentration is nonlinear adjusted by urban GDP per capita with the two thresholds of 6777 Yuan and 10,296 Yuan at 2010 constant price. When the urban GDP per capita exceeds 10,296 Yuan, the urbanized population at the turning point of the U-shaped curve is 12.967 million people, which only appears in a few super-large cities such as Beijing, Tianjin, Shanghai and Chongqing. The relationship between environmental regulation and innovation has long been a key issue of scholarly interest. The Porter hypothesis posits that environmental regulations can effectively promote innovation. However, with the rapid development of the Internet, the relationship between environmental regulation and innovation has changed. Through a theoretical analysis, this paper finds that the development of the Internet can not only directly promote innovation but also inhibit innovation through environmental regulations. This paper uses Chinese city-level data from 2014 to 2016 to empirically test the relationship among the Internet, environmental regulation, and innovation. The study finds that (1) the increase in the Internet level and in the intensity of environmental regulations promotes innovation, and the results remain stable after the replacement of the Internet level metrics, (2) the increase in the Internet level inhibits the positive effect of environmental regulations on innovation, but its inhibitory effect is lower than the promotion effect of the Internet on innovation, and (3) the Internet and environmental regulations have a significant promotion effect on the application and acquisition of three types of patents, including invention patents, utility model patents and design patents, with the application and acquisition of utility model patents having the greatest promotion effect, and (4) the analysis of heterogeneity shows that environmental regulation has a greater effect on innovation in eastern and provincial capital cities, and the Internet has a greater effect on innovation in western and nonprovincial capital cities. Finally, this article puts forward policy recommendations based on three aspects: strengthening Internet construction, implementing environmental regulations and policies based on local conditions, and increasing support for R&D and innovation. Whether environmental regulation policy can achieve the double dividend of pollution control and employment promotion is a problem that warrants further discussion. This paper is a study of the effect of environmental regulation on the employment scale and employment structure. Based on matching data, the empirical results show that environmental regulations enhance the employment scale of enterprises. From the perspective of the employment structure, the labor redistribution caused by environmental regulation is reflected mainly in employment creation and employment destruction effects, which lead to the optimization of the employment structure. Further research shows that environmental regulations expand the employment scale but have different impacts on the employment structure in the developed and undeveloped regions of China. In addition, internal and external factors such as enterprise innovation and the institutional environment may affect the relationship between environmental regulation and the employment of enterprises. Carbon emission trading scheme (ETS) policy is a quota-based market-motivated environmental regulation policy that by transforming environmental responsibility of enterprises into self-consciousness behavior induces green innovation behavior in enterprises and influences the level of regional green innovation. Based on panel data on green patents in 30 Chinese provinces from 2010 to 2019, the paper uses six Chinese pilot provinces for ETS as the treatment group to investigate the induced effects of Chinese ETS policy on the quantity and quality of green technology innovation using difference in difference model and analyzes the effects of Chinese ETS policy on green technology innovation in different pilot regions using a synthetic control method. The findings indicate that (1) compared with non-pilot areas, the carbon emission trading policies in pilot areas can induce green technology innovation activities. (2) In all pilot regions, ETS policies significantly promoted the quantity and quality of green technology innovation, but the quantity promotion effect was significantly better than the quality promotion effect, and the low-quality promotion effect was better than the high-quality promotion effect. (3) In terms of individual pilot region, ETS policies in Guangdong, Hubei and Tianjin significantly promoted the quantity of green technology innovation and low-quality green technology innovation, but significantly inhibited or suppressed high-quality green technology innovation in a short term. This paper not only enriches the research on environmental equity trading policies and green technology innovation theoretically, but also provides empirical evidence for the effectiveness of carbon emission trading schemes pilots program in China. This paper introduces a special issue devoted to the benefits transfer methods used as part of benefit costs analysis for policy analysis. Benefits transfer methods, as they are applied for environmental policy analyses, use economic concepts together with existing empirical estimates to predict the incremental benefits from a change in some feature of an environmental resource. After giving two examples of the decisions that analysts confront in performing these analyses, I discuss the interconnections between the papers in this issue and the research challenges that emerged from discussions of them. This paper explains the importance of environmental care for the growth and development of the global world and how One Belt One Road Initiative (OBOR) can help to connect Asia, Europe, and Africa for economic cooperation and long-term sustainability. Paper, based on bibliometric analysis and utilizing Web of Science Core Collection database for calculation, summarizes total OBOR publications in terms of quantity, citations, regions, disciplines, institutes and explains about the most productive countries. Results reveal that total OBOR papers indexed in Web of Science was found 2508 where there were 1335 articles and 854 proceedings papers marking 87.3% of total OBOR research. We find the most productive direction of environmental science and global climate change and work related to environmental policies. Results show that China has contributed 73.3% (1755 publications) to global OBOR publication and have received 69.3% of all citations to "One Belt One Road" publications. Highest average citation level was from Canada, Portugal, and Spain while China's average citations were quite low though very close to average world level. Internationally collaborated publications had more citations than the publications prepared by authors of one country. This paper analyzes strategic environmental policy when polluting firms engage in overlapping ownership arrangements (OOAs) under differentiated duopoly with quantity competition. Specifically, we focus on two pollution control instruments: emission taxes and standards. The key findings are as follows: (i) Compared to the case without ownership, the optimal environmental tax rate and absolute standard are higher (lower) when the polluting firms' products are complements (substitutes). (ii) Both the tax and standard policies are equally efficient in their effects on the firms' output and abatement decisions, consumer surplus, environmental quality, and social welfare, regardless of whether the differentiated products are complements or substitutes. (iii) If the government sets equity share and emission tax (or standard) simultaneously to maximize social welfare, the optimal equity share may exceed 50% for OOA firms producing two complements and is inversely related to the degree of product complementarity. Our results have welfare implications for the choice of environmental regulation between taxes and standards, when equity share is exogenous, or when the government determines an optimal mix of equity share and emission tax (or standard). Africa is one of the most vulnerable continents to climate change. Climate and sustainability-linked bonds can provide funding to African governments and corporations for projects that help to mitigate climate change, combat biodiversity loss, and foster sustainable development. However, less than 0.3% of the global environmental, social, governance (ESG) bond issuance volume is devoted to projects in Africa. Based on the entire universe of 107 African ESG bonds from 42 governmental and corporate issuers over the period 2010–2023, this paper establishes that ESG bonds provide benefits to both issuers and investors in terms of lower spreads and volatility. Our econometric results highlight that greenwashing is a valid concern for investors in African ESG bonds and certification of ESG bonds makes a difference vis-à-vis the self-labeling of green bonds. Non-certified ESG bonds do not offer similar benefits compared to certified ones. Green macro-financial policy and suitable regulation to prevent greenwashing can foster African ESG-bond markets. Carbon emission trading is an important environmental policy tool to promote carbon emission reduction. With the panel data of carbon emissions trading (CET) pilots, this paper used the spatial difference-in-difference model (SDID) to test whether CET can affect the enterprise environmental responsibility and the spatial spillover effect of carbon emissions trading. The study found that CET can significantly improve the environmental responsibility level of enterprises in pilot areas. The environmental responsibility level of enterprises in surrounding areas are also improved driven by CET. In the time dimension, the role of CET in improving the enterprise environmental responsibility is gradually increasing. The impact of CET on enterprise environmental responsibility has significant heterogeneity in the dimension of ownership attributes and environmental regulation. Integrated simulation models are commonly used to provide insight on the complex functioning of social-ecological systems, often drawing on earlier tools with a narrower focus. Forest sector models (FSM) encompass a set of simulation models originally developed to forecast economic developments in timber markets but now commonly used to analyse climate and environmental policy. In this paper, we document and investigate this evolution through the prism of the inclusion of several non-timber objectives into FSM. We perform a systematic, quantitative survey of the literature followed by a more in-depth narrative review. Results show that a majority of papers in FSM research today focuses on non-timber objectives related to climate change mitigation, namely carbon sequestration and bioenergy production. Habitat conservation, deforestation and the mitigation of disturbances are secondary foci, while aspects such as forest recreation and many regulation services are absent. Non-timber objectives closest to the original targets of FSM, as well as those for which economic values are easier to estimate, have been more deeply integrated to the models, entering the objective function as decision variables. Others objectives are usually modelled as constraints and only considered through their negative economic impacts on the forest sector. Current limits to a deeper inclusion of non-timber objectives include the models' ability to represent local environmental conditions as well as the formulation of the optimisation problem as a maximisation of economic welfare. Recent research has turned towards the use of model couplings and the development of models at the local scale to overcome these limitations. The spatially hierarchical stream hydrogeomorphology classification presented by Cox et al. ([3]), based on 42 Irish headwater streams, is simple to apply and may be applicable across northern and western Europe with similar climate - landscape conditions. It is clear from these papers and others presented at SEFS12 that the extensive length of the small stream network and high numbers of ponds poses challenges in terms of water quality and biodiversity monitoring. Based on the development concepts of "innovation, coordination, green, opening and sharing," a high-quality economic evaluation index system is constructed using city-level data in Yangtze River Economic Belt (YREB), China. Further, the spatial lag model is used to empirically study the effects of environmental regulation, foreign direct investment, and its interaction term on the high-quality economic development. The results show that environmental regulation is conducive to promoting high-quality economic development, which provides a certain empirical basis for the Porter Hypothesis. In addition, foreign direct investment also plays a significant positive role. Specifically, environmental regulation has positive impacts on the relationship between foreign direct investment and the high-quality economic development. Finally, this paper puts forward some countermeasures and suggestions, such as improving environmental regulation policy and actively introducing high-quality foreign direct investment. The introduction of an environmental protection tax enables a smooth shift from the sewerage charge system to the environmental protection tax scheme. This, in turn, promotes a more sustainable development of enterprise growth, emphasizing eco-friendliness. This is of immense importance in advancing environmentally aware practices and sustainability. Based on data collected from A-share listed companies in Shanghai and Shenzhen from 2014 to 2021, this paper investigates the influence of environmental protection taxes on the advancement of green technology and the underlying mechanisms. Taking the execution of the Environmental Protection Tax Law in 2018 as a quasi-natural experiment, a double-difference model is employed to examine the causal relationship between environmental protection taxes and the adoption of green technology by companies. The findings indicate that the introduction of an environmental tax could markedly enhance the extent of green technological innovation within corporations. The evidence arising from the testing mechanism implies that such a tax can encourage firms to boost their investments in research and development, upgrade their innovative human capital, and mitigate financing limitations. The study found that there is heterogeneity in the promotion effect of the environmental protection tax on the green technological innovation of businesses in different regions and provinces with varying tax burdens and types of equity capital. Further research shows that the environmental protection tax has a greater impact on the promotion of utility model patent applications for green technology innovation. This paper presents empirical evidence to support further enhancement of the environmental protection tax system. It recommends designing the environmental protection tax policy with consideration for enterprises and local conditions and bolstering the system's capacity for guiding and stimulating enterprises' green development. Taking the green credit policy in 2012 as a quasi-natural experiment, this paper uses the difference-in-differences method to explore the impact of green credit policy on enterprises' financial asset allocation and the moderating effect of government subsidy. We find that green credit policy significantly promotes the financial asset allocation of heavy-polluting enterprises, which is mainly reflected in short-term liquid financial investment, thus supporting the precautionary motivation of holding financial assets. The mechanism analysis shows that green credit policy promotes the financial asset allocation of heavy-polluting enterprises by reducing the scale of debt financing and increasing the financing cost. Government subsidy can significantly weaken the promoting effect of green credit policy on enterprises' financial asset allocation, and there is heterogeneity due to the regional environmental regulation intensity and financial development level. Further analysis shows that the negative moderating effect of government subsidy on green credit policy and enterprises' financial asset allocation significantly promotes the "shifting form virtual to real" of heavy polluting enterprises by reducing financial asset allocation. This paper discusses the impact of green credit policy on financial asset allocation of heavy-polluting enterprises in China and further clarifies the significant role of government subsidy in the process, so as to provide suggestions for government to control the "shifting from real to virtual" of enterprises. The results also provide an important reference for countries, especially developing countries, to implement green credit policy and government subsidy to achieve sustainable economic development. The purpose of this paper is to analyze the impact of environmental regulation on innovation and international competitiveness. We test the weak, narrow, and strong versions of Porter's hypotheses by looking at the impact of environmental regulation on exports both directly and indirectly through innovation and by introducing the role of pollution intensity in moderating the impact of stringent regulation on innovation and international competitiveness. Green policies are measured with the OECD Environmental Stringency Policy Index, distinguishing between market, non-market instruments, and technology support policies. Differently from previous papers, we adopt the technology gap approach to trade, which is suitable for relating environmental regulation to trade competitiveness and we apply the simultaneous-equation system econometric model with a moderating factor represented by pollution intensity. The results support the weak and strong versions of Porter's hypotheses and find that the positive impact of regulation on innovation and exports increases with a country's pollution intensity, suggesting that green policies, if properly coordinated, can represent a win–win strategy, fostering, at the same time, sustainability and international competitiveness. Decarbonization of economies is seen as a high priority for many countries to reduce the impact of climate change. As such, policy makers need robust and reliable decoupling indicators to assess decarbonization progress. This paper utilizes a regression-based approach to estimate decoupling indicators and identify decoupling states in the transport sector. The proposed method is easy to use, data driven, providing robust and reliable estimates of decoupling elasticities and fits within existing policy frameworks. Analyzing the transport sector for 59 countries from across the world beginning 1970, only 16 are weakly decoupling. Most of these have been identified as being part of a group with sustained economy-wide CO2 reductions. Considering CTEP's policy of high-quality research papers, guest editors have invited 35 research articles, presented at the SDEWES 2022 conference. After a vigorous review process, 13 papers have been accepted for publication in this special issue. Agriculture has a main impact on increasing the economy of most developing countries, and energy policies in fighting climate change have a vital role in strengthening economic growth. This paper studies the impact of agriculture, trade openness and green energy on CO2 emissions in Rwanda during 1990–2022. Phillips- Peron and Augmented Dickey fuller unit root test affirmed the stationary of data, and autoregressive distributed lag (ARDL)-bound testing confirmed a long-run relationship among variables. The study employed an ARDL approach. Findings from long-run elasticities showed that 1% increase in agriculture productivity increased carbon dioxide emissions by 1.94%; 1% increase in trade openness increased carbon dioxide emissions by 0.16%; whereas 1% increase in renewable energy consumption and GDP per capita decreased carbon dioxide emissions by 2.71% and 2%, respectively. The result confirmed the induced environment curve and the pollution haven hypothesis in Rwanda. Moreover, green energy consumption and GDP per capita decreases CO2 emissions eventually, which supports the validity of environment Kuznets curve in Rwanda. The findings recommend that an increase in renewable energy usage and trade reforms accompanied by strong environmental policies to reduce CO2 emissions will develop the agriculture sector and regional economy. The massive use of energy has caused a rapid increase in global carbon dioxide emissions, resulting in a series of environmental problems such as climate warming. Investment in the energy industry can guide funds into green and clean production, reduce carbon emissions in the energy industry, and promote the green development of the energy industry. This paper considers the energy, the environment, the economy, and other factors and focuses on energy consumption and investment structure. Taking 30 provinces in China as research samples, a dynamic spatial Durbin model is established. The results show that the first-order term of carbon emissions has a driving force of 0.5068% for current carbon emissions at a significance level of 1% and that the increase in current carbon emissions will lead to a continued increase in carbon emissions in the next period. The increase in the carbon emissions of neighbouring provinces will increase their carbon emissions through the spatial spillover effect. Whether in the short term or long term, the increase in energy investment and the optimization of the energy investment structure can reduce carbon emissions. Collaborative governance involves convening of government and non-government actors in policy formulation and implementation. Motivating collaborative governance is the expectation that engagement of diverse arrays of stakeholders in the public policy process allows policymakers and administrators to draw on the expertise, resources, and perspectives of these stakeholders to develop more contextually appropriate and effective policies. Since collaborative governance is fundamentally premised on the representation of diverse stakeholders in collaborative processes, assessing the extent to which representation is actualized is paramount. This paper adds to recent scholarship that examines representation dynamics in collaborative governance arrangements, focusing specifically on: (i) how diverse stakeholders included in collaborative governance arrangements are descriptively and substantively represented; (ii) how substantively represented stakeholders are coordinating on informational and relationship building activities; (iii) how representation and coordination dynamics change over time; and (iv) the extent to which representation and coordination dynamics are indicative of collaboration life cycle stage. Additionally, in responding to this latter aim, the paper presents a novel approach for measuring life cycle stages. The paper reports on a comparative case study of environmental justice councils, which are collaborative governance arrangements convened by states to assist in the design and implementation of policies aimed at reducing environmental harms within low income and minority populated communities. Contributing a new South American case study, this paper seeks to advance the research agenda on processes of policy integration by developing a better understanding of how nascent subsystems become integrated into mature ones and the role that changing beliefs of advocacy coalitions play in fostering policy integration. The paper examines environmental policy integration in Uruguay's forestry sector since the 1990s and is based on an inductive qualitative analysis of policy documents, sector reports, parliament hearings and semi-structured interviews with key stakeholders. This demonstrates that environmental policy integration has increased continuously since the 1990s, accelerating particularly during the 2000s. We can derive three insights that specifically address this path of integration: a change in the policy beliefs of the dominant advocacy coalition, international salience of the minority coalition's beliefs and participatory policy processes that foster interactions between opposing coalitions. Despite this, the two advocacy coalitions have crystallized with fundamentally different deep core beliefs about what a sustainable forestry sector should be. While one coalition argues that commercial tree plantations are sufficiently regulated in environmental terms, the other coalition maintains that the way that the pulp industry has developed in Uruguay is fundamentally unsustainable and therefore seeks to change the forestry sector as a whole. One of the most critical problems of today is the environmental policies with the focus on economy. Despite the many efforts of global organizations, environmental pollution is the subject of human beings. For this, the most polluting countries attract the attention of researchers. Many studies produce economy-centered environmental policies for the USA. However, the asymmetric effect of natural resources on environmental pollution has been neglected in the literature. In this paper, the effects of economic growth, renewable energy, biocapacity, and natural resources on the ecological footprint are addressed within the framework of the Environmental Kuznets Curve hypothesis over the period 1980–2017. Empirical findings confirm that economic growth and biocapacity increase environmental degradation, while renewable energy consumption helps reduce environmental damage. More specifically, when the results are analyzed in terms of natural resources, positive shocks in natural resources contribute to reducing environmental damage, while negative shocks in it negatively affect the environmental quality. This paper reanalyzes the determinants of the CO emissions in France. For this purpose, it considers the unit root test with two structural breaks and a dynamic ordinary least squares estimation. The paper also considers the effects of the energy consumption and the economic complexity on CO emissions. First, it is observed that the EKC hypothesis is valid in France. Second, the positive effect of the energy consumption on CO emissions is obtained. Third, it is observed that a higher economic complexity suppresses the level of CO emissions in the long run.
